Suffolk County is giving Kings Park, St. James and Smithtown a sizable chunk of downtown revitalization stimulus.

These funds, made available by the pandemic economic recovery allotments, will help revitalize the downtown districts while investing in developing infrastructure in downtown areas.

Through the JumpSMART Small Business Downtown Investment Program, which awards money to nonprofits, organizations and businesses, and the Jumpstart program, which awards money to towns and municipalities, the county gave $5.5 million to improve the local downtown economies.

“We recognize that our long-term economic prosperity is dependent to an extent on the success of our downtowns,” said Suffolk County Executive Steve Bellone (D). “Our downtowns are the places where we have the vibrancy we need to keep and attract young people in our community.”

The Smithtown Performing Arts Center was awarded $500,000, and Celebrate St. James, a leading organization in preserving arts and culture in St. James, was awarded a $100,000 JumpSMART grant. The town was additionally given a $900,000 JumpStart grant for the acquisition and restoration of the century-old Calderone Theatre, which is currently in disrepair.

Kings Park, Bellone said, has one of the most prosperous downtowns in Suffolk County. The Agape Community Sports Services was awarded a $1.45 million JumpSMART Award. Bellone described the organization as a “major regional tourism asset” expected to attract 350,000 people to Kings Park.

The Town of Smithtown was also awarded $2.5 million for traffic and street improvements in Kings Park.

“Every single penny we receive will be well spent, and it will be to benefit the Smithtown community,” Town of Smithtown Supervisor Ed Wehrheim (R) said.

“This is how we are able to raise local talent, invest in local communities and, more importantly, put your tax dollars back in your hands, which is why we are doing it.” Minority Leader Jason Richberg (D-West Babylon) added.

Also in attendance were legislators Leslie Kennedy (R-Nesconset) and Rob Trotta (R-Fort Salonga), Presiding Officer Kevin McCaffrey (R-Lindenhurst), Suffolk County’s commissioner of Economic Development and Planning Sarah Lansdale, and Jonathan Keyes, director of downtown revitalization and transit-oriented development.

“Without the Legislature voting to put these funds in place in this year’s operating budget and in the capital budget over the last couple of years, this wouldn’t be possible,” Bellone said.

The Suffolk County District Attorney’s Office, 725 Veterans Memorial Highway, Building 77, Hauppauge in conjunction with the DEA and the Suffolk County Sheriff’s Office, will be hosting a “Shed the Meds” event on Saturday, Oct. 28 from 10 a.m. to 2 p.m. Members of the public can bring their unwanted medication or any controlled substance (just no liquids or needles) to either location during the designated time (note, if you have such needles or liquids, they can provide direction as to how to safely dispose of such).

Fighting the weekend weather for months, the Suffolk County Sheriff’s Office, after having to cancel the event in September, was able to reschedule its annual Open House and Family Day Sunday, Oct. 22, at the Yaphank Correctional Facility, which was met with bright sunny skies. 

Thousands attended the event with demonstrations by the Emergency Response Team, K9 unit and troop carrier rides. Sheriff’s Office vehicles were on display along with its marine division as well as personnel carriers. 

The event featured horses from Warrior Ranch in Calverton, Operation Safe Child, senior and pet ID cards, tug-of-war, bounce house fun, food trucks, music, as well as games for kids of all ages.

Across the North Shore of Suffolk County, our roads are dangerous, and the public safety risks seem to multiply.

Statistics from the county website indicate that 546 of our fellow residents died while walking, bicycling, riding a motorcycle or driving in our county between 2017 and 2021. That startling figure is higher than any other New York county during the same period.

Some traffic fatalities and injuries are likely unavoidable. In a country that constitutionally protects the sale of alcohol and a state that legalizes recreational marijuana, some instances of intoxicated driving seem inevitable. For those who drive drunk or high, there should be stricter penalties.

But other traffic fatalities and injuries are preventable.

Many communities around the TBR News Media coverage area lack extensive sidewalk networks, meaning those who wish to walk, jog or bike do so along public roadways.

The glaring problem with this arrangement is that many of our roadways, such as state Route 25A, are far too narrow to accommodate lanes for vehicular traffic, pedestrians and bicyclists simultaneously. Poor street lighting further complicates the situation.

Earlier this year, the New York State Department of Transportation painted share markings onto 25A, signaling to drivers that they must share the roadways with bicyclists. We find NYSDOT’s striping efforts deeply counterproductive, suggesting the agency lacks familiarity with our dire roadway realities.

Especially along the North Shore, with its beautiful active-use transit options — such as the Setauket-Port Jefferson Station Greenway and the North Shore Rail Trail — pedestrians and bikers should be discouraged from using the roadways for leisure purposes. Why risk a fatal injury when there are miles of paved surfaces designed to offer a safe alternative?

We find most frustrating the numerous pedestrians who exercise little or no caution while walking at night. These reckless pedestrians add another unnecessary burden to our already overtaxed roads.

These nightwalkers, often wearing dark clothing without a flashlight or reflective gear — place too much responsibility on drivers, who have enough to worry about while behind the wheel. These are merely terrible accidents waiting to happen — and they recur week after week.

We encourage walkers to use the available hike-bike trails whenever possible instead of walking on the streets. If we must walk on local roadways late at night, we can, at a minimum, wear bright colors, use reflective gear for our dogs and ourselves, and shine the flashlights on our smartphones.

All these actions help alert drivers of our presence, reducing the risk of a traffic tragedy.

We encourage NYSDOT and our county, town and village officials to continue advocating for and promoting walkability by constructing new sidewalks while expanding and connecting linear parks. And we advise all drivers to stay on high alert — and respect speed limits. 

Let us take the appropriate safeguards to make our streets safe for all — because even one pedestrian fatality is one too many.

Additionally, the Centers for Disease Control and Prevention recommend a dose of RSV antibody for children between eight and 19 months entering their second RSV season if they have chronic lung disease, are severely immunocompromised, have a severe form of cystic fibrosis or are American Indian or Alaska Natives.

While local doctors welcomed the opportunity to inoculate residents, they said finding these treatments has been difficult.

“People are having a hard time getting” the vaccine, said Dr. Sharon Nachman, chief of the Division of Pediatric Infectious Diseases at Stony Brook Children’s Hospital.

Some pharmacies have told patients to come back, which decreases the likelihood that they will return for vaccinations in time, Nachman said.

Additionally, insurance companies have not immediately processed requests for vaccinations, which also slows the process, she said.

Nachman recommended that residents “continue to go back and advocate for yourself” because that is “the only way you’ll get what you need.”

RSV season starts around November, which means residents qualified to receive the vaccine or parents with infants need to reach out to their health care providers now to receive some protection against the virus.

Childhood illness

According to recent data, RSV caused 2,800 hospitalizations per 100,000 children in the first year of life, Nachman said. The range can go as low as 1,500 per 100,000.

However, that only captures the number of hospitalized people and doesn’t include all the times anxious parents bring their sick children to doctor’s offices or walk-in clinics.

“Hospitalizations are the worst of the group, [but] it’s a much bigger pyramid” of people who develop RSV illnesses, Nachman said.

In addition to recommending monoclonal treatment for children under eight months old, the CDC urges parents to get this treatment for vulnerable children who are under two years old.

Like other vaccinations, the RSV vaccine won’t prevent people from getting sick. It will, however, likely reduce the symptoms and duration of the illness.

“In trials, RSV vaccines significantly reduced lower respiratory tract lung infections serious enough to require medical care,” Dr. Gregson Pigott, Suffolk County Health Commissioner, explained in an email.

At its worst, the symptoms of RSV — such as fever, cough and serious respiratory illness — are problematic enough that it’s worth putting out extra effort to receive some immune protection.

“If you’re a little kid or an elderly patient, this is a disease you don’t want to get,” Nachman said.

Pigott said that data analysis shows that RSV vaccines are 85% effective against severe symptoms of the virus.

While people can receive the COVID-19 and flu vaccines simultaneously, doctors recommend getting the RSV vaccine two weeks later.

According to preliminary data, eligible residents may benefit from the RSV vaccine for two seasons, which means they would likely need to receive the shot every other year, according to Pigott.

With two vaccines approved for adults, Pigott recommended that people receive whichever shot is available.

“Both reduce a person’s chances of getting very serious lung infections,” Pigott explained, adding that several measures can help people protect themselves from the flu, RSV and COVID.

Getting a vaccine, washing hands, avoiding touching your eyes, nose or mouth, avoiding close contact with people who are sick with respiratory symptoms and wearing a mask in places where respiratory viruses are circulating can all help.

Those who are symptomatic should stay home when they are sick and wear masks when they are around other people.

Suffolk County Department of Health Services officials indicated they are aware of the challenges of getting shots and monoclonal antibodies and “ask people to be patient.”

Suffolk County’s transportation network may soon undergo significant transformation.

In 2020, the Suffolk County Department of Economic Development and Planning published its Hike and Bike Master Plan, which calls for 1,200 miles of new pedestrian and biking infrastructure countywide.

To mark Car Free Day on Friday, Sept. 22, county officials joined transit advocates along a bike path in Kings Park, announcing a new program to achieve the goals of this master plan through intermunicipal coordination.

“Today on Car Free Day, I am proud to announce that we are taking our Hike-Bike Master Plan further, taking additional steps to create a safe and comfortable biking environment in Suffolk County,” said Suffolk County Executive Steve Bellone (D).

The new program, GEAR — Guidance for Enhancing Active Recreation — Up Suffolk, will authorize the county’s Department of Economic Development and Planning to provide free technical and design assistance to municipalities to implement active transportation projects. This undertaking aims to help Suffolk’s towns and villages expand trail access by reconfiguring local roadways.

While various trail networks already exist, Bellone said the GEAR Up initiative could help “fill in the gaps” between existing trail infrastructure.

“Where are the gaps? They’re roads,” he said. “In many cases — most cases even — they’re local roads.”

Bellone said the county government seeks to offer conceptual and preliminary designs, conducted in coordination with local municipalities, tailored to meet a community’s needs. 

These proposals may include corridor designs, bike lanes, sidewalks, crosswalks, curb extensions and flashing beacons, among other design elements.

“We want to create an interconnected biking and hiking network that you can use [to] travel across the county,” Bellone said.

Marty Buchman, a member of the board of the New York Bicycling Association, pointed to the deficiencies of past planning and its impacts today on local communities.

“Suffolk County was never designed for the amount of population that it contains right now,” he said. “The roads were designed for a rural county,” adding, “The situation of cars in Suffolk County is going to get worse.”

Buchman advocated for planners and municipalities to view the bicycle as an alternative to the automobile. He suggested trails could help alleviate several of the challenges drivers experience on roadways.

“I’d like to see more paths — not just recreational paths but paths for transportation,” he said, advising “that a bicycle be looked at as more than just a fitness tool or an outdoors tool but a way for people to get from point A to point B.”

He added, “That’s not going to happen without the required or needed infrastructure.”

Bellone outlined multiple benefits of expanding trail access, such as environmental protection, economic development and downtown revitalization.

Amid escalating fears of a youth exodus from Long Island, Bellone said promoting alternative modes of transit can help the county retain and attract young people.

“We are in a competition for innovators, young people, entrepreneurs and skilled workers,” the county executive said. “We want them living in our downtowns. We want them raising their families here because that will bring more jobs, businesses and sustainable economic growth.”

“You get that when you make investments in the things that improve people’s quality of life,” he added.

Buchman referred to hiking and biking infrastructure as an apolitical policy area: “This is not a political issue,” the transit advocate said. “Republicans ride. Democrats ride. People ride.”

In achieving the goals of the master plan, Bellone said intergovernmental collaboration would remain crucial while working toward the objectives of the 2020 master plan. 

“Having an interconnected hiking and biking network throughout Suffolk County helps every community and family across the county,” he said.

The county will accept applications for the GEAR Up program on a rolling basis.

Major party candidates for three local offices went before the public Tuesday evening, Sept. 26, for a Meet the Candidates forum at the Comsewogue Public Library hosted by the Port Jefferson Station/Terryville Civic Association.

Brookhaven Town Council

Vying for Brookhaven’s 1st Council District, which encompasses Port Jeff Station/Terryville, incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is defending his seat against Republican Party challenger Gary Bodenburg, a special education teacher at South Huntington School District.

Kornreich was first elected to the Town Board in 2021 following a special election for the vacated seat of former Councilwoman Valerie Cartright (D-Port Jefferson Station).

Kornreich served on the Three Village Central School District Board of Education and as president of the Three Village Civic Association. His professional background is in construction and real estate finance.

“I understand the economics of what drives boom and bust cycles, and how to evaluate our current stock of real estate and what can make a project viable,” he said.

Bodenburg, along with his role as an educator, has conducted local advocacy work for at-risk youth, serving on several committees within the Comsewogue School District.

“I have always been somebody that is willing to help and put my hat in the ring with anything that goes on in our community, and I’m looking forward to expressing that in this capacity as well,” he said.

On land use, Bodenburg objected to the trend of developing new apartment complexes in and around PJS/T.

“I do believe there’s a need for housing,” he said. “Once I’m able to get involved in it and I can see a little deeper, a little clearer, it makes it a lot easier.”

Kornreich said the board needs to incentivize redevelopment, citing mixed-use development as a potential means for making redevelopment economically viable.

“If it were up to me, we wouldn’t add any new residences — I think we’re already at our carrying capacity,” the councilmember said. “We all know traffic is a nightmare, but in order to revitalize these areas, we have to be able to make it work financially for the developers.”

Given some local concerns over traffic impacts from new developments along the Route 112 corridor, Kornreich supported commissioning a comprehensive traffic study to assess interactions between proposed developments.

He warned against the trend of privately commissioned impact assessments. “I think at the town, we have to stop allowing people to just hire their own experts to tell [us] what they’re being paid to say,” the incumbent said.

Bodenburg acknowledged the value of impact assessments, though he warned against studying at the expense of progress.

“I think we need to fully evaluate anything that we’re doing, but there does come a point in time where we can’t continue to just study things and we have to make actual action,” he advised.

When pressed on growing density pressures within the hamlet, Bodenburg said he has been coordinating with a real estate developer and revitalizer interested in working with the town to develop properties and expand affordable housing opportunities for residents.

“We have to be a little more creative than we have been in the past, and I think that that is something that we need to look into,” he said.

Kornreich said the region offers limited residential opportunities for young families with an “insatiable” demand for affordable housing.

“The way that we can address this at the town level is pretty straightforward,” he said. “We have control over local zoning … so we could offer incentives to developers who are going to put affordable units in their development.”

But, he added, “For these projects to work, that’s where we need the state and federal government to do things like providing low-interest loans.”

Suffolk County Legislature

Former New York State Assemblyman Steve Englebright (D-Setauket) and former NY-1 congressional candidate Anthony Figliola (R-East Setauket) have both stepped forward to fill the now-vacant 5th District seat of former Suffolk County Legislator Kara Hahn (D-Setauket).

Figliola, whose professional background is in government relations with related advocacy work for the proposed electrification of the Port Jeff Branch line of the Long Island Rail Road, centered much of his platform around the electrification initiative.

Electrification would cause “less particulates going into the atmosphere,” he said. “Also for economic development, with the revitalization of Port Jefferson Station and all the [stations] along that from St. James all the way to Huntington.”

Englebright served in the county Legislature from 1983-92 and the state Assembly from 1992-2022. A geologist by training, he concentrated his platform around green energy and environmental protection.

“I sponsored most of the laws that set the stage for the creation of a renewable energy program for the state,” the former assemblyman said. “Green energy initiatives are critically important for our future.”

When asked about the future of the Lawrence Aviation Superfund site in Port Jeff Station, Englebright endorsed the idea of relocating the existing rail yard to the property while eliminating the grade crossing on Route 112.

“The whole idea of having a rail yard there and getting rid of the at-grade crossing on 112 is very much with the concept of having a workable and safe environment,” he added.

Figliola said the community is currently on a path toward a renaissance with the site’s eventual redevelopment. He emphasized the need for public input as these local transformations continue.

“Whatever happens, the community needs to be a part of it,” he said. “As your legislator, I will certainly take the lead in working with all the various agencies to ensure that your voice is heard.”

This year’s election comes amid a countywide debate over wastewater infrastructure. When asked about the Republican majority’s recent decision to block the advancement of the Suffolk County Water Quality Restoration Act from reaching the November ballot, Figliola advocated for more sewer infrastructure.

“I am absolutely for finding dollars where available,” he said, adding, “If the voters so choose that they want to have an extra tax, that’s something that I would be for in the Legislature — for the voters to make that decision.”

Englebright objected to the Legislature’s reversal on wastewater, saying it jeopardizes tourism and agriculture, the county’s two largest industries.

“I do not believe that at the last minute — at the 11th hour — this initiative should not have been given to the public,” he said.

Town supervisor

In a race to succeed outgoing Town of Brookhaven Supervisor Ed Romaine (R) — who is running against businessman Dave Calone (D) for Suffolk County executive — Deputy Supervisor Dan Panico (R-Manorville) is squaring off against SUNY Old Westbury adjunct professor Lillian Clayman.

Panico was a practicing attorney and served as senior deputy Suffolk County clerk before entering town government. He served on the Brookhaven Planning Board before his election in 2010 as councilman for the 6th Council District, an office he has held ever since.

Clayman is a Port Jefferson resident who served three terms as mayor of Hamden, Connecticut, before becoming an organizer for health care union 1199SEIU United Healthcare Workers East and later as chair of the Brookhaven Town Democratic Committee. She currently teaches labor and industrial relations.

Clayman indicated that effective public administration starts with proper personnel decisions. “I surround myself with people who I think are smarter than I am,” she noted.

To streamline the town’s existing administrative structure, she proposed revamping the Building Department, citing voluminous paperwork and other complications within the permitting process.

While Panico referred to himself as “very similar to Supervisor Romaine,” he suggested some differences in administrative approach.

He proposed staffing his administration with “people who want to work, people who care about their jobs, no one looking to clock time or [collect a] pension and people who are honest.”

Each candidate was questioned on how his or her administration would handle the impending closure of the Brookhaven Town Landfill, located on Horseblock Road, and the precipitating loss of public revenue for the town budget.

Panico supported a more aggressive recycling campaign with greater pressure on the New York State Department of Environmental Conservation for regional sustainable planning.

“What we need to do is enhance recycling and get the DEC to go forward with a comprehensive plan to promote markets for recycling,” he said.

While acknowledging that land use is the primary function of the town government, Clayman said the town has a secondary responsibility to promote environmental protection.

“Brookhaven is supposed to protect the air that we breathe,” she said. “Brookhaven is supposed to protect the people who live around the landfill, who have since 1974 been living with that garbage.”

She added that expanding composting activities within the town would reduce the waste volume entering the landfill.

Voters will decide on these candidates in just over a month: Election Day is Tuesday, Nov. 7.

Brookhaven Highway Superintendent Daniel Losquadro is announcing two free child safety seat check events to be held on Thursday, Sept. 21, from 9:30 a.m. to 1:30 p.m., and Saturday, Sept. 23, from 8 a.m. to noon, at Safety Town, 249 Buckley Road in Holtsville. The events are being held during the U.S. Department of Transportation’s National Highway Traffic Safety Administration’s Child Passenger Safety Week (Sept. 17-23, 2023). In addition, the Brookhaven Highway Department Traffic Safety Division will be hosting a technician child safety seat certification class next week.

The Suffolk County Sheriff’s Office, along with certified technicians from the Brookhaven Highway Department, will be on hand to inspect car seats and make sure children are riding in the right car seats for their age and size as they grow.

“Car crashes are a leading cause of death for children,” said Brookhaven Highway Superintendent Daniel Losquadro. “Many parents and caregivers believe they know how to use the correct child restraints for their children, but these restraints are frequently used incorrectly. I am happy to provide these free car seat inspections to teach parents and caregivers how to identify, choose and correctly install the right car seat for their child’s age and size.”

Suffolk County Legislator Stephanie Bontempi (R-Centerport) welcomed Cooper Keil to her district office Thursday, Sept. 7, presenting him with the county Legislature’s Distinguished Youth Award (silver).

This award was developed to recognize young individuals ages 13-18 for their commitment to their community, and to encourage their personal development and familiarity with the county’s park system.

“The multifaceted aspect of the Distinguished Youth Award incentivizes volunteer service and an appreciation for learning about one’s community and its surrounding environment,” Bontempi said. “Cooper fully embraced the core spirit of the award program. He is a great role model for his peers, and I look forward to hearing about his future successes in the years to come.”

Cooper is currently a student at St. Anthony’s High School in South Huntington and is looking forward to the beginning of his junior year.

With November elections rapidly approaching, both sides of the political aisle are tense.

All 18 seats on the Suffolk County Legislature are up for election, and with the end of County Executive Steve Bellone’s (D) tenure, the county executive seat will be open for the first time since 2011. Unfortunately, the political desperation to take unilateral control over Suffolk County has led to dirty tricks and unethical behavior.

In late June, the Republican majority in Suffolk County was given the option to vote on a measure which, if passed, would have placed a clean water referendum on the ballot in November. The referendum would give voters the option to approve a negligible sales tax increase — 12 cents for every $100 dollars in spending — and critically, gain access to available state and federal funding.

This was particularly important as voters in 2022 overwhelmingly approved a $4.2 billion Environmental Bond Act to protect the environment [See story, “NYS offers possibilities of $4.2B bond act for Suffolk County, urges public input,” Aug. 31, TBR News Media], with almost 64% of Suffolk County residents voting to pass the funding. Passing a referendum would allow Suffolk County to access some of these funds.

Clean water infrastructure would greatly improve our drinking water and protect our beaches and natural spaces. In addition, the funding would create new jobs for Suffolk County.

The Republican majority, led by Presiding Officer Kevin McCaffrey (R-Lindenhurst), refused to allow residents to vote on approving the referendum. Despite the efforts of labor unions in their efforts to create jobs for working-class individuals, as well as pleading by environmentalists and advocates, the county Legislature tabled the resolution [See story, “Suffolk County Legislature recesses, blocks referendum on wastewater fund,” July 27, TBR News Media].

While McCaffrey made various excuses for his refusal to allow Suffolk County to vote on the issue, the true reason was clear: The Republican majority knew that if the referendum was on the ballot, Democratic voters would be driven to the polls in November to approve it.

The blowback was immediate. People of all political parties voiced their disapproval for the Legislature’s blatantly political action. Despite this, McCaffrey let the deadline to approve the referendum pass.

As residents continued to grow angry, McCaffrey decided to make an attempt to suppress arguments being made by Democratic candidates. Last week, he called a special meeting of the Legislature to approve a December special election for the referendum — a special election which would now cost taxpayers over $2 million to hold.

However, the special meeting of the Legislature was abruptly canceled. While McCaffrey sought to cleanse the record of his heinous political malpractice, he forgot to consider one key problem: The dissent of his own caucus.

The Republican majority refused to vote positively on the issue. With all six Democrats pledging support for the referendum, McCaffrey could not persuade even three members of his 11-seat majority to vote “yes,” and the special meeting was canceled.

Suffolk County residents now bear the consequences of these political games. Tens of thousands of homes throughout the county are without adequate septic systems. Without this funding, these systems will continue to leach toxins into our water — water that we cook with, our kids bathe in and our pets drink.

The failure by Republican leadership to come up with a plan to address Suffolk’s infamously poor drinking water quality is inexcusable. The Environmental Working Group, a nonprofit organization dedicated to protecting our drinking water, estimates that those served by the Suffolk County Water Authority are ingesting numerous separate contaminants.

In a county with the highest breast cancer rates in the state — rates significantly higher than the rest of the nation — we cannot afford McCaffrey and his Republican majority’s dirty games.

McCaffrey cannot wash his hands of this issue. It is his responsibility to address his majority’s failure of government. If he refuses to do so, voters must take this neglect of duty into account when they cast their ballots on Nov. 7.
