Richard Lusak passed away peacefully on April 7 at the age of 83 in the company of his family just nine days away from his birthday.

He was born on Long Island to Catherine and Nestor Lusak. He attended Seton Hall High School, then received his bachelor’s degree from C.W. Post College and a master’s degree in library science. 

Richard married his beloved wife, Rosalie, in 1963 and moved to Port Jefferson, where they raised their three children. He founded the Comsewogue Public Library in a portable classroom in 1966, and in 1969 led the efforts for a permanent building located at Terryville Road in Port Jefferson Station.

Over the years, Richard oversaw the expansion of the library to what it is now. He was a charter member of the Port Jefferson Station-Terryville Chamber of Commerce and sat on the Town of Brookhaven Youth Bureau board and the Ethics Board. He was also a past president of the Port Jefferson Rotary Club, a trustee on the Mather Memorial Hospital board and a trustee of Island Nursing & Rehab Center board. 

Richard retired in 2002 so he and his wife could enjoy traveling and spending time with their family. He will be dearly missed by this beloved wife of 60 years; his sons, Robert and Russell and daughter, Randi; his grandchildren Alex, Rebecca and Emma Lusak, Matthew, Aaron and Jordyn Lusak, and Lucy and Brady DeWitt.

A memorial service was held on April 13 at Moloney’s Port Jefferson Station Funeral Home. In lieu of flowers, the family asks that a donation is kindly made in Richard’s memory to Shriners Children’s Hospitals at www.shrinerschildrens.org.

Spring has sprung, and with it comes the welcome sight of people emerging from their winter cocoons. As we bask in the warmer weather, our streets and sidewalks come alive with pedestrians, cyclists and drivers all eager to soak up the sunshine. But this surge in activity also necessitates a collective reminder: Springtime safety is a two-way street.

It’s easy to get caught up in the allure of the season, but amid the blooming flowers and gentle breezes, we must not forget the importance of vigilance and awareness. Each year, countless accidents occur on our roads and walkways, many of which could have been prevented with a little extra caution and mindfulness.

Drivers, vigilance is essential. Pedestrians, many of whom may have been less active during colder months, are now reclaiming their space on our roads. Be extra cautious at crosswalks and intersections, and remember that pedestrians have the right of way. Yield to those with strollers, wheelchairs or mobility aids, and be extra aware of children who may be less predictable in their movements.

Pedestrians, while enjoying the fresh air, do not let down your guard. Sidewalks are for walking, not texting or talking on the phone. Stay alert to your surroundings and avoid distractions that could impair your ability to react to traffic. Make eye contact with drivers at crosswalks and do not assume they see you. Wear bright clothing during the day and reflective gear at night to ensure maximum visibility.

Cyclists, as always, prioritize safety. Obey traffic laws, use hand signals and wear a properly fitted helmet. Remember, you share the road with cars, so ride defensively and avoid weaving in and out of traffic.

By working together, drivers, pedestrians and cyclists can all contribute to a safer community this spring. Let us embrace the season’s vibrancy while keeping safety at the forefront of our minds. A little awareness goes a long way in ensuring everyone enjoys the beautiful weather without incident. So, buckle up, put down the phone and let us all step safely into spring.

A heartfelt thank you to SBU Hospital

May you never have to deal with a life-threatening health issue of a loved one. However, should such a situation arise, be extremely thankful that we all live in the shadow of one of the best Level 1 Trauma Center hospitals in New York. 

Without going into detail, our 38-year-old daughter was in the Cardiac ICU at Stony Brook University Hospital for 32 days due to severe complications from the flu. Words will never adequately express our deepest gratitude for the unbelievable lifesaving machines available (ECMO to name just one) at the hospital. If this had not been the case, we do believe the outcome would have been much different. While the machinery was an absolute necessity, without the amazing surgical skills of Dr. Jonathan Price, the machines would never have become part of the equation. Surgical skills were required, but the compassion and constant attentive care shown by this very special surgeon, can never be quantified. We will forever be indebted to this man. Dr. Price along with a number of outstanding cardiologists, the Emergency Room team, the perfusionist, intensivist, nephrology and heart-failure teams at Stony Brook University Hospital, all played a pivotal role in her success and recovery.

In addition, we have always held the nursing profession in the highest esteem. The entire nursing staff on 7W (Cardiac ICU) were truly angels throughout. Each and every medical professional that contributed to our daughter’s care, while extremely capable, also showed so much compassion and concern every step of the way. (We would like to list every single person, but fear we may forget someone and not one of these amazing professionals should be forgotten.) They will all be held close to our hearts forever.

Our daughter faces some challenges ahead, but she is so strong and the love and support shown by so many will continue to help her every step of the way. 

Two Very Thankful Parents in the Three Village Community

As we approach the end of another school year, our community faces a bittersweet moment — the retirement of Mrs. Linda Contino, choral director at Ward Melville High School. For 40 years, Mrs. Contino has been a cornerstone of the music program in the Three Village community.

Mrs. Contino has not just taught her students, but truly inspired them. Her unwavering dedication and passion and her ability to make every student feel valued will be sorely missed.

As Mrs. Contino embarks on this new chapter of her life, it is our hope that her legacy of patience, kindness and music education excellence will continue to inspire those who had the privilege to learn from her but also future generations of teachers who strive to make a difference in the same indelible way.

On Friday, May 3, more than 200 music program alumni will join her for the last time on stage at Ward Melville High School for one final performance. If you were involved in the choral program at Ward Melville during Mrs. Contino’s tenure, please consider joining us.

Neighborhood hazards

My family and I take lots of walks around our neighborhood. During these walks we see the pride our neighbors take in their properties. Unfortunately, we also notice the lack of consideration placed by workers from utility workers, whether PSEGLI, Cablevision, Verizon or others. They sometimes arrive in vans with no ID or official signage and set up next to a pole to work. Anyone could be up that pole. But what is really of concern is when they complete their work, the mess they leave behind. Nuts, bolts, screws, pieces of wire are left on the road. Wires are left hanging, swaying in the breeze or left in a tangled pile at the base of the pole. Thankfully our neighbors will clean up what’s left on the road, but what about the hanging wires? Are they live? Left to be connected another day? They can be seen hanging for over a year. I ask that our lawmakers require these utility companies to have their employees have clear identification on their vehicles, teach them to clean up when they finish a job, and not to leave dangerous, long cables hanging around our lawns and roads.

Squatting is illegal trespassing

As a Long Island resident and a homeowner, I am deeply concerned about the alarming rise in squatting instances across our state. This not only poses significant risks to property owners but also threatens the well-being of our neighborhoods. From vacant homes to commercial buildings, squatters are taking advantage of loopholes in our laws and exploiting the rights of property owners. This cannot continue.

Homeowners should reserve the ability to remove squatters from their property swiftly and efficiently. It’s a matter of common sense and fundamental property rights. Every homeowner deserves to feel safe and secure in their own home, without the fear of unauthorized individuals trespassing and occupying their space.

That’s why I support the proposed legislation in the state Senate sponsored by NYS Sen. John Liu [D-Flushing]. His bill will strengthen protections for property owners and streamline the process for removing squatters from their premises. Perhaps most importantly, this proposal will redefine squatting for what it really is: illegal trespassing. 

This issue demands bipartisan cooperation and decisive action. Together, we can make our communities safer and stronger.

The Greater Port Jefferson Chamber of Commerce hosted its 15th annual Health & Wellness Fest at The Meadow Club in Port Jefferson Station on Saturday, April 13. Dozens of businesses — ranging from local clinics to internationally recognized organizations — attended the event to spread awareness of their efforts to help people create healthy habits and promote a wellness lifestyle. 

Both returning and new businesses set up booths around the club. Some had attended for 15 years. For most, it was their first time at the Health & Wellness Fest. 

Many of the booths were centered around heart and mental health, but there were also representatives from therapy groups, local gyms and several other related programs. However, there was one main theme across the board: preventative care. Officials spread awareness about early screenings for different illnesses, regular doctor checkups and healthy eating to prevent chronic diseases.

For example, the Fortunato Breast Health Center at Mather Hospital is promoting breast health through early mammograms — around age 40 for all women and earlier for those with a family history of breast cancer — as well as breast self-examinations. According to Maureen Burke, an employee at the center, they have many resources for women who have been diagnosed with cancer and are encouraging them to utilize these opportunities. 

“We’re just making them aware of different programs that we have,” Burke said. One such program is a navigation system in which nurses follow patients through their cancer journey and are always available via phone to help schedule appointments or answer any other questions. In addition, they educate people on lymphedema and offer different blood tests through their oncology department. 

Other programs, such as the Cornell Cooperative Extension of Suffolk County, focused on nutritious eating habits to promote longevity. This organization is advocating for the MyPlate meal plan, which stipulates that half of our plates should be filled with fruits and vegetables. In addition, Cornell encourages making better beverage choices and remaining physically active. 

Linda Altenburger, a registered dietitian and the program manager for the organization’s diabetes team, said that Cornell has also partnered with WIC and SNAP-Ed populations and has offered many free resources to the community.

“We’re an outreach, you know, to the community … [we have] a lot of hands-on programs for children and adults, and overall just provide great resources so the community knows where to turn,” she explained. “We’re trying to reduce the incidence of diabetes and help those that are trying to lose weight and just how to cook healthy with more fruits and vegetables.” 

Cornell Cooperative has also partnered with local farmers markets and Sun River Health to further their efforts for the community. 

There were representatives at the fest from mental health groups such as LightPath Counseling Group and Youth Enrichment Services. 

LightPath has 20 therapists that have various focuses. Janice Martin, director of LightPath and a clinical social therapist for over 20 years said, “We do anxiety, depression, relievement, pretty much everything. Each therapist specializes in something different.”

Youth Enrichment Services was founded in 1987, but recently added its Community Mental Health Promotion and Support division. The organization is mainly located in Brentwood and Islip, with several school programs focused on mental health and community drug misuse awareness. This is the first year YES has attended the Health & Wellness Fest. Fernando Hurtado, a member of the COMHPS division, explained that it “is a good opportunity because it gives everybody a way to bolster everybody’s mental health outreach.”

Other groups present at the event included Redefine Fitness, Stony Brook University Heart Institute, New York Blood Center, Port Jefferson Free Library, Countryside Animal Hospital and more.

It is with profound sadness that we announce the passing of Irene Veronica Friedman. Irene passed peacefully in Palm Harbor, Florida on March 5, with her children and grandchildren by her side. 

Irene was predeceased by her husband of 58 years, Ernest L. Friedman. She is survived by her children; daughters Pamela Friedman Horner and Deborah Irving; sons David Friedman and Gregory Friedman; daughter-in-law Virginia Friedman, as well as her grandchildren: Taylor, Thomas, Ashley, Brianna, Cameron, Aaliyah, Cassandra and Gregory. Irene is also survived by her brother, Robert Hilliard, as well as many nieces and nephews.   

Born in Port Jefferson on January 24, 1936, to loving parents Anne and Frederick Hilliard and one of four children, she grew up in East Setauket. Irene graduated from Port Jefferson High School. She also graduated from the City University of New York in Manhattan, earning a teaching degree in Cosmetology, and continued her education, graduating from Valley College of Los Angeles, CA. 

She worked as a stylist with a celebrity clientele before marrying her husband Ernie in 1959. They moved back to her hometown, where she raised four children, and was an integral part of the family retail business. Later in life after moving to Florida, and her children were grown, she received her Real Estate License. 

Then at 55 years old, she went back to school to earn a bachelor’s in nursing from St. Petersburg Junior College and became a practicing Registered Nurse for Hospice of Florida Suncoast. It was perhaps, other than her children, her proudest accomplishment. She was dedicated to caring for terminally ill patients with the kindness, patience and empathetic care that came so naturally to her.  

Irene will be remembered for her dignity, courage, strength, generosity, devotion to her family, and unwavering faith. Her grace, warmth, playful spirit, endless love, and kindness will be deeply missed. She will be forever in our hearts. 

Services will be held at Serenity Funeral Home and Memorial Gardens in Largo, FL on April 6. A Celebration of Life will be held in the summer in Setauket. 

In lieu of flowers, charitable donations in memory of Irene Friedman may be made to Suncoast Hospice Foundation/Empath Health or St. Matthew Church in Largo, FL.

Port Jefferson Board of Education convened on Tuesday, April 9, to kick off the start to the final quarter of the school year. The meeting highlighted achievements and initiatives, such as academic recognition and community engagement discussions. Updates on student activities were shared alongside discussions on budget and curriculum enhancements, reflecting the district’s focus on educational advancement.

John Ruggero, principal of Earl L. Vandermeulen High School, announced the valedictorian, Eric Chen, and salutatorian, Michelle Wu, for the Class of 2024. Both students were congratulated on their exceptional academic achievements.

Capital projects

Following a few other brief presentations, Sean Leister, deputy superintendent, provided a comprehensive overview of the current status and future plans for capital projects. Leister began by addressing the delays encountered at the state level regarding project approvals, which contributed to the district falling slightly behind schedule.

For the 2022-23 period, Leister highlighted ongoing projects such as the middle school retaining wall and drainage, the high school bleacher project, the elementary pool repair and the completion of a segment of the high school roofing project. He noted that despite initial budget estimates, actual project costs varied with some coming in under budget while others exceeded projections.

Transitioning to the 2023-24 period, Leister outlined projects still under review, including the ADA bathroom and phase one of the windows replacement at the high school, while also mentioning completed projects such as the rear boundary fence at the elementary school and the cancellation of the stop-arm booth project.

Looking ahead to 2024-25, Leister proposed additional projects, including the renovation of the high school orchestra room, further pool maintenance and additional roofing work. He emphasized the importance of maintaining a contingency budget to address unforeseen circumstances, detailing the restrictions and limitations associated with such a budget.

Public comment

During the presentation, community member concerns regarding declining enrollment and long-term planning were raised. Leister acknowledged the importance of addressing these concerns and assured attendees that discussions regarding future plans were ongoing.

However, concerns raised by Port Jefferson residents during the public comment period shed light on broader community apprehensions. 

Village resident Suzette Smookler expressed worries about declining enrollment and long-term planning, emphasizing the need for transparency and proactive measures. She urged the board to consider contingency plans and engage in open dialogue with stakeholders to address these concerns effectively.

“Whether I look at BOCES reports, your reports, Newsday’s reports, we definitely have a significant declining enrollment,” Smookler said of the district’s current enrollment figures. 

Smookler asked the board how they plan to address the current enrollment numbers. “What is the plan B?” she asked. Smookler continued advocating for a more inviting conversation from residents. “Openness and communication go a long way,” she said. “I would appreciate it if maybe you [the board] can get a committee, a group together, some people from in town, some who have never had children, some who have put six through the distinct. I think by doing that you will foster less divisiveness and distrust.” 

Another resident, Gail Sternberg echoed similar sentiments, posing questions before the board with regard to the district’s current reserve fund status. Sternberg noted the current amount of reserves the district has, at approximately $23 million, though only $1.8 million can be used on an unrestricted basis, as Leister explained. 

Board President Ellen Boehm reassured attendees that discussions regarding long-term planning and enrollment were ongoing. Boehm noted the board’s intention to consider the formation of a committee to facilitate dialogue and collaboration among various stakeholders.

During the April 10 Village of Port Jefferson Board of Trustees workgroup meeting, Treasurer Stephen Gaffga presented the modified tentative budget for fiscal year 2024-25, highlighting the steps the new administration is taking to stay within the New York State 2% tax cap.

Gaffga divided the presentation into four sections: 

• Overview of operational challenges and strategic initiatives 

• Breakdown of the village’s funding sources  

• Allocation of taxpayer dollars across services and obligations 

• Explanation of the impact on resident taxes. 

Operational challenges and strategic initiatives 

Gaffga provided a detailed breakdown of a $541,000 rise in nondiscretionary spending for fiscal year 2024-25. This increase in spending is mostly due to contractual obligations, including employee health insurance, dental insurance, retirement and workers compensation. Notably, there is a large uptick in municipal insurance costs amounting to $131,000, signifying a 50% increase over the previous year. 

Another challenge area is the gradual reduction over time in taxes collected from the Long Island Power Authority under the “glide path” agreement. This year, the village saw a decrease in LIPA’s tax contribution to the property tax base by $135,990. Gaffga noted a roughly $570,000 decline in the assessed valuation of LIPA properties, reflecting their reduced worth. “That decrease has an effect on the tax rate ultimately down the road,” he said. 

Gaffga indicated that the village exceeded the state tax cap eight times in the last nine years. However, he asserted that will not be the case this year.

According to him, “spending under our control” — or discretionary spending — will decrease in the 2024-25 budget “by more than $260,000.” This decrease is due mainly to eliminating the managerial parking position and redistributing those duties over several departments.

“This operational change will result in a $190,000 decrease in spending, which will be passed on to the taxpayer,” he said. 

Gaffga reported that the “deep dive” into the capital fund audit by specialized CPA firm PKF O’Connor Davies of Hauppauge continues. “They’re getting far along in that process. By the end of the fiscal year, we’ll have some idea of the results of that deep dive,” he said.

The treasurer stressed, “It is important that any changes made to this budget are made by the board and they’re done in full view of the public so that everybody understands that the board controls this budget.”

Funding sources

Property taxes account for 60% of the total revenues collected for the village’s general fund, which supports the operational aspects of the village’s budget. Other significant funding comes from managed parking, tax agreements with utilities and recreation fees. 

Expenses 

Employee benefits are the most significant expenditure at 23%, or $2.6 million, of the general fund. General governmental support, which includes funding the treasurer’s office, attorney support, the clerk’s office and the justice court, amounts to roughly $2.4 million.

Other village services funded by the general fund include public safety — fire marshals, building inspectors and code enforcement; culture, parks and recreation, including the Village Center programs; transportation, including sidewalk repaving; and home community services such as the building and planning department and street cleaning. 

“The large majority of our spending [nondiscretionary] we do not have control over,” Gaffga said. There is a total village spending increase of 5%.

Tax impacts

The general fund appropriations in the modified tentative 2024-25 budget are projected at $11,458,475 ($11,371,826), an increase of 0.76%. In addition, the Port Jefferson Country Club budget is shown at $3,550,000 ($2,904,882), an increase of 22.21% that is paid for by raising dues and fees according to Gaffga. 

Total amount of taxes levied by the village for the fiscal year are shown at roughly $6.8 million, about a 2% increase from last year. “New York State establishes the 2% tax cap to ensure local governments don’t grow their tax base beyond what is necessary. The village is coming under what the New York State allows,” Gaffga confirmed.

Residential individual taxpayers could see a tax increase of $1.45 per $100 of assessed valuation.

The Board of Trustees will meet again on Wednesday, April 24, at 6 p.m.

At the Three Village Civic Association meeting on April 1, residents listened to a presentation regarding the legislative effort in Albany to take actionable steps at implementing the recommendation of the report of the Legislative Commission on the Future of the Long Island Power Authority to make LIPA a “true publicly owned” power authority. This would allow LIPA to run its own electric grid with considerable savings, according to the report.

Yet, the plan’s prospects appear dim in the backdrop of Albany as a late state budget muddies the waters of progress. The commission’s co-chair, Assemblyman Fred Thiele (D-Sag Harbor), has legislation in the Assembly, but no such bill exists in the Senate. 

Thiele was not available for comment prior to press time. 

“This is something that will be discussed outside and after the budget during the remainder of the legislative session,” said the deputy communications director for state Senate Majority Leader Andrea Stewart-Cousins (D) when asked if the majority leader would support putting forward a corresponding bill in the Senate. 

PSEG Long Island has reportedly been lobbying heavily in favor of retaining the current “service provider” model, which is uncommon in the United States. Additionally, PSEGLI points to metrics such as reliability, customer satisfaction, “most improved large utility since taking over the grid 10 years ago” and having the “lowest Department of Public Service complaint rate in New York state” as reasons the current model should stay. 

“The public-private partnership has worked for our customers on Long Island and in the Rockaways,” said Katy Tatzel, director of communications for PSEGLI. “Continuous improvement is one of PSEG Long Island’s core tenants. We have made significant improvement to the customer communications system and hardening of the system both before and after [Tropical Storm] Isaias [in 2020] and will continue to make improvements in the future.”

If LIPA were to be a fully public utility, it would have access to tax-exempt bonds and government grants, which it is argued would help lower prices paid by ratepayers. The utility does not have current access to these potential benefits. 

The financial analysis of the LIPA commission identifies between $48 million and $78 million in annual cost savings through “LIPA directly managing the operation of its electric system,” primarily by eliminating the PSEGLI management fee.

Opponents to this municipalization plan include the Long Island Association and the Empire Center. “The Long Island Association opposes a fully-municipal electric utility for our region as recommended by the Legislative Commission on the Future of LIPA, as it would adversely impact ratepayers and Long Island’s energy future,” LIA President & CEO Matt Cohen said in a statement. 

The Empire Center, a free-market-oriented think tank in Albany, notes that the unique situation of a public-private utility makes it an easy target when service goes awry but believes the commission “failed” to make its case for municipalization.

Where does this web lead ratepayers? “I’ve heard a number of different perspectives, but the one that always resonates is how unhappy people are with the current situation,” said Herb Mones of Stony Brook, expressing how few people have time to understand the present system.

Others see municipalization, which would reconfigure the governing body of LIPA, as a key way to getting local political bodies and organized labor represented on LIPA’s board. 

Questions of which model of governance may be adopted or any other plans for the future of municipalization are secondary to whether the legislation will pass. In the interim, ratepayers remain united in seeking the best service for the best rates possible, whatever arrangement this means.

If your daughter or son is about to graduate from high school in a few months, congratulations.

You will undoubtedly reflect on the many wonderful things, and maybe some that were not so magnificent, along the way, as he or she grew up, embraced you, emulated the way you talked, walked or ordered dinner at a restaurant, pushed you away, decided your existence was embarrassing, your breath was intolerable and your voice was like nails on a chalkboard, until he or she rediscovered some of your finer, or at least more tolerable, qualities.

Yes, the relationship between parents and children can and often does move closer and further away. If we’re lucky, the invisible rubber band only stretches so far before parent, child or both close the distance.

Some time this summer, those spectacular people who made you so proud will likely push you away again.

This, from what we experienced and what others have told us, is completely natural and is a way for them to assert their independence and prepare you for the moment you go up to their suddenly empty room and they are no longer in it screaming at you to “Get out, leave me alone, can’t you bother someone else?”

It’s a wonderful, terrible reality when their room is as clean or messy as it was when they left it, with their trophies, ribbons, pictures or abandoned former toys waiting, as if in an animated movie, until a young family who doesn’t mind hand-me-downs revives them.

These graduates will receive advice over the next several months. A graduation speaker will likely offer them important nuggets about being true to themselves, about challenging themselves to do something safe but outside their comfort zone, and about not being afraid to fail.

And a particularly helpful graduation speaker might also urge them to clap for you and for everyone else who made this achievement possible.

The speaker will suggest that they stay in touch with you when they go away. That, as it turns out, is not as easy as it sounds, nor is it a guarantee.

Not hearing from your kids for any length of time can and often is somehow even more challenging than the time they and their friends removed their footwear after a sporting event and made the air so toxic in a confined car that we opened the window in 20 degree weather so we could breathe.

A graduation speaker, friends, and family might suggest that you establish a minimum of a once-a-week call. That is good advice and can and does establish guidelines and expectations for a child you’re sending out into a world with new challenges and, at times, unfortunate temptations.

“Sure, let’s go to a party on Tuesday night. I have a few hours to study after the party before my midterm on Wednesday at 8 am.”

Whoops, bad idea, but they’ll learn that lesson the hard way.

Amid all the other advice or rules parents might give their children before they wish them the best and try to stop picturing them as five-year-olds toddling off with their colorful backpacks into kindergarten is to make sure they stay in regular contact.

The rules we established when our children were four and we didn’t allow them to cross streets without holding our hands might change when they go to college, but we still have an opportunity to create new ones for our children.

No one suggested we encourage our children or our nephews to call us when they were walking to class. And yet, in those moments when they called to catch up, hearing their voices on the way to school, with the sound of birds chirping in the background, gave us an opportunity to connect.

Not only that, those calls helped narrow the geographic distance between our nieces, nephews and children and us while also allowing the rubber band to slacken, bringing us closer to these people we love unconditionally who will, hopefully, one day bring whatever family can attend together to celebrate another graduation.
