At its Jan. 29 meeting, the board of trustees of the Incorporated Village of Port Jefferson voted unanimously to appoint Kevin Cooper as code enforcement supervisor and Anthony Flammia as assistant supervisor. 

Cooper is a state-certified code enforcement official and building inspector. A resident of Baiting Hollow, he attended Dowling College and Empire State College before spending more than three decades as an officer for the New York City Police Department and New York City Transit Police. In those roles, Cooper was primarily focused on the New York City subway system. After his retirement from the NYPD in 2020, he became the director of ordinance enforcement and animal control for the Town of East Hampton. 

Flammia is a former officer of the New York City and Centre Island police departments across a 40-year career and possesses a master’s degree in professional studies in homeland security from Penn State University alongside an undergraduate degree in criminal justice and human services from Empire State College. Since 2023, he’s worked as an armed security operative for Arrow Security on Renaissance Technologies’ East Setauket campus. 

In a recent public meeting of the Port Jefferson Civic Association, Cooper presented his plans for Port Jefferson code enforcement. These plans include increased accessibility through an online complaint form, promoting visibility in part through expanded service hours, and broader changes to the division’s mission statement and policy lines between code enforcement and police. Cooper also displayed openness to expanded hiring and clarified his perception of the role of code enforcement as “about education and compliance, not about writing tickets.” 

“I want to help in making the village an enjoyable place to live in and visit,” Cooper said. “I pride myself on being responsive and if I cannot address a concern a resident might make me aware of, I will guide them to the agency or department that will help solve the problem or issue.”

In a statement to TBR News Media, Port Jefferson village Trustee Xena Ugrinsky detailed the context of this selection process as well as faith in Cooper to improve the village’s code enforcement. 

“This has been an 18-month effort of the current administration when [Mayor Lauren Sheprow] was elected. It was focused on modernizing and improving the village’s approach to code enforcement,” Ugrinsky told TBR. “[With Cooper and Flammia] the village is now well-positioned to implement a professional and purpose-built code enforcement unit. Both individuals bring deep experience in law and code enforcement and are working closely with Suffolk County Police to ensure clear coordination and a distinct delineation of responsibilities between the two bodies.” 

Ugrinsky also detailed concerns related to private firearm ownership among code enforcement personnel and outdated village regulation on code enforcement. 

Sheprow also emphasized the importance of the new hirings in a statement to TBR. 

“The training and educational aspects of this professional and cultural shift are significant, and we are grateful to Supervisor Cooper for taking this on,” Sheprow wrote. 

“He has the knowledge and awareness to help shape priorities, and the more time he spends working in the village, the more he will understand where the best opportunities for education and improvement exist.”

The Incorporated Village of Port Jefferson Board of Trustees and the Town of Brookhaven Council met for a joint public hearing for the prospective annexation of the Port Jefferson Station property on March 6.

James Tsunis, owner of the 5.6-acre parcel next to Baylis Avenue in Port Jefferson Station, initiated the historic hearing between the entities when he requested that five plots of land be annexed to Port Jefferson village. The last time the two entities met for a joint hearing was in 1978.

Tsunis and his company, Northwind Group, intend to develop the area into a 48-unit multifamily townhouse complex, which would be impossible under Brookhaven’s current industrial zoning. If the land is annexed, it will be in the purview of the Port Jefferson village planning board, and Tsunis would apply for a rezoning application with the village instead of the town. In this 3.5-hour meeting, Tsunis, as the petitioner, was to prove to both boards that there is a clear public benefit from annexation. 

Previously, Brookhaven council members gave feedback indicating that if Tsunis were to submit a rezoning application, it would be rejected. 

Tsunis, a 50-year Port Jefferson resident, said “None of the residents of the Village of Port Jefferson want industrial [development] on the property. So what do we do? We annex it into the village because that is who is affected by the use of this property.”

In conjunction with his Brook Meadows plan, Tsunis would contribute $500,000 to the village, assist in rebuilding the William Tooker House, the oldest structure in the village, build a community garden and build a sidewalk from the property to Sheep Pasture Road.

Tsunis’ attorney Michael Towey argued that the singular access road to the property from Sheep Pasture Road, which serves as the border between the town and the village, is problematic. “This section is completely geographically isolated from the town. It is only accessible through the village,” Towey said. 

Since Sheep Pasture Road is the only entry point, Towey argued that the village residents will be affected by whatever is built on the parcel. “We believe the village and its residents [have] reason to be concerned not in the sense of any imminent threat, but in the sense that they presently lack control over how this territory or how these properties will be utilized in the future,” he said. 

Supervisor Dan Panico (R) said that any property adjacent to an incorporated village would be implicated by that argument. Indeed, in order to reach Scenic View Court, a residential area neighboring Baylis Avenue, one must pass through the village from the east, though the road can be accessed without entering the village from the west. The Port Jefferson Marina, owned by the Town of Brookhaven, requires passing through the village.

Services

If the annexation is approved by both boards, the children who reside on the property would attend the Comsewogue School District, despite living in the village. The properties are currently serviced by the Terryville Fire District and will remain so even if the property is annexed. “An annexation of the property would place a division in unity of purpose of the public services providing emergency and educational services,” Town of Brookhaven Planning Director Don Hohn said.

Towey argued that the village already assumes responsibility for the road, and including the road in Brookhaven’s district was not efficient, although this could not be proven. Brookhaven paved the road in 2023. 

Town of Brookhaven Superintendent of Highways Dan Losquadro (R) issued a letter of support of the annexation, writing “this will alleviate the duplication of services by more than one municipality on the same roadway.” 

Some speakers reiterated the revitalization of Port Jefferson village as a benefit of the Brooks Meadows plan. Of the 24 speakers that addressed the board, 18 were in support of the development. 

Jim Steiner hopes Brooks Meadows would breathe new life into the village: “[Revitalization] has been a slow process and to have a townhouse type place within walking distance will help lift up the neighborhood.” 

Industrial vs. Multifamily

Hohn noted the increased traffic associated with multifamily zoning, stating that the daily trips would be lower if the area remains zoned industrial. “If the maximum building size allowed on a L1 industrial lot were to be developed, this would generate 214 total daily trips. The maximum building size on a multifamily lot, were it to be developed, would be 372 daily trips.” This assertion was corroborated by the Town of Brookhaven Highway Department, though the letter added that the traffic wouldn’t create “significant traffic impacts.”  The maximum building height would be 50 feet in light industrial zoning and 35 feet in multifamily zoning in Brookhaven.

Many residents expressed displeasure over the aspect of letting the property remain industrial. Port Jefferson resident Gary Zamek said, “The Village of Port Jefferson does not need more industrial land on Sheep Pasture Road…I know Port Jefferson is trying to revitalize our uptown area. It just seems obvious to me that more residents as opposed to trucks would help create that.”

Businesses such as health clubs, offices, warehouses and veterinary hospitals would all be permitted in an area zoned industrial, as noted in Chapter 85 in Brookhaven’s town zone.

Further, some speakers supported the annexation as it would supply additional housing. Town of Brookhaven Councilman Jonathan Kornreich (D, Stony Brook) said, “On the application, it indicated there would be four affordable units…This will not be affordable housing by any means. Four of them will be.”

“As a trustee, I want to see owned real estate,” Port Jefferson village Trustee Xena Ugrinsky said. 

The Brook Meadows site proposal was analyzed by the Suffolk County Department of Economic Planning and Development in 2023 before it was removed for consideration by Tsunis.  The plan was analyzed and disapproved by the Suffolk County Department of Economic Planning and Development in 2023, citing incongruence with adjacent industrial zoning, additional traffic and that a change of zone is simply unnecessary and prohibitive to prospective light industrial zoning developments. The walkability score from the property was listed as 56 partly due to its distance to the Port Jefferson Train Station and downtown, an estimated 10-minute walk. Tsunis then withdrew his application.

“If it was to be developed industrially, it would likely, in my opinion, be developed into something more demure when it comes to light industrial like a self-storage, which is typically a generator of almost zero,” Panico said.

The prospect of a rail yard being built by the Metropolitan Transportation Authority at the Lawrence Aviation site is another consideration of the Brookhaven town council. Tsunis included a 100-foot buffer from the tracks in his plan, but Panico argued that this location would not be in the public’s best interest. 

The town and the village have to vote on the annexation within 90 days of the hearing. If the town and village don’t vote in agreement, then one entity could appeal the other’s decision, according to Town of Brookhaven Attorney James Burke. 

The public comment period closes on March 14 at midnight for online submissions and at 4:30 p.m. for physical submissions by mail.

Whenever Steve Englebright, 5th District county legislator (D-Setauket) and geologist, is asked about the East Beach bluff stabilization project, chances are he will start by explaining the big picture of bluff erosion on the North Shore of Long Island. 

“We [Port Jefferson] are at the doorstep of the greatest amount of erosion of the entirety of the North Shore,” he said to a rapt audience of about 40 people at the Port Jefferson Civic Association meeting Oct. 14.

Englebright spent 40 minutes in an educational deep dive about the shoreline’s composition and history, focusing on how erosion along the 50 miles of the North Shore impacts the village-owned sliver of bluff at the East Beach.

The meeting represents another moment in the ongoing debate among residents and village officials about the project strategies and costs. Mayor Lauren Sheprow, trustee Xena Ugrinsky and several members of the Port Jefferson Citizens Commission on Erosion were present. 

Using a whiteboard and marker, Englebright diagrammed how thousands of years of erosion have shaped and reshaped the shoreline. The audience gasped as he recounted the 1904 Broken Ground Slide, in which almost a mile of land just east of Northport let loose and fell into the Long Island Sound in one day. 

“The reason I want you to get the big picture is that this is a very unstable shoreline. The basic premise of stabilizing it for a given property [the country club] is mission impossible. Because any given little property is part of a larger dynamic,” he said. 

Englebright explained that erosion of the North Shore is accelerating because of our overheating oceans, producing more powerful and frequent tropical storms, further destabilizing the area. “[Bluffs] are not cemented together, so it doesn’t take much to disturb them — like a hurricane. They come apart easily,” he said.

“The county club was unwisely [decades ago] placed too close to the bluff edge,” he said. In the long term, more than just tennis courts will be in harm’s way.” 

“What does this all mean?” 

“We have to ask some serious questions when we get involved in spending millions of dollars,” he said. 

Weighing the pros and cons

Englebright shifted the conversation from a big picture discussion about coastal erosion to a conversation about the project’s immediate and long-term goals.

“I think we’ve already spent something like $5 million in a community of 8,500 people. Do the math: It’s already a significant investment, much of which has already been at least partially compromised in just a couple of seasons,” he said.

He added: “It’s really a cost-benefit analysis that has to be made.” 

Cost update 

Village treasurer, Stephen Gaffga, told TBR News Media in a follow-up phone interview that the costs for Phase 1 of the East Beach Bluff Stabilization project — which included the construction of a large rigid wall already installed at the base and bluff face plantings — have reached $5.3 million. 

Additional costs of $640,000 related to engineering designs and administration bring the total cost to $6 million for Phase 1.

According to the treasurer, the village is currently negotiating with the company that installed the Phase 1 bluff face plantings to determine coverage of the costs for the work destroyed during last winter’s storms. 

Phase 2, the upper wall project — which includes installing a rigid wall with a steel plate at the crest of the bluff — will be partially funded by federal taxpayer dollars as a $3.75 million FEMA grant. Village officials announced final federal approval for this grant money last month. Local taxpayer dollars will fund the remaining Phase 2 expenses. 

According to the treasurer, village officials will better understand the total costs of Phase 2 once the village bids for the work of constructing the upper wall. 

Village trustees approved a $10 million bond resolution in 2021 to fund the project (phases 1 and 2) overall. To date, $5.2 million of the $10 million approved has been borrowed. 

Additional potential costs to date include a possible drainage project at the bluff’s crest, and additional expenses related to repairing recent storm damage to the bluff face. 

Sheprow told TBR that the village is exploring possible additional grant funding to supplement identified additional costs. 

Relocating Port Jeff Country Club

“The bad news is that there’s no single solution,” Englebright said. “The good news is that you [the village] own 178 acres due to the wise investment by the mayor’s father, former mayor Harold Sheprow, made in [1978].” 

“That gives you the ability to relocate the building,” he added, referring to Port Jefferson Country Club.

Englebright suggested that project options be costed out over time and compared before more is done. He would like to see more than engineering expertise weigh into decisions about the project. “Engineers will always tell you they can build anything,” he said. 

He envisions a retreat scenario as done in phases or possibly all at once. “But those decisions have to be costed out,” he said. 

Englebright ended his lecture by commending the current mayor. “I can tell you this, I have met with the mayor and she is doing her homework,” he said.

The next civic association meeting will be held Nov. 11 at 6.30 p.m. at the Port Jefferson Free Library.

The Village of Port Jefferson Board of Trustees held its annual organizational meeting July 2, officially appointing new trustees alongside the announcement of commissioner appointments. 

Two new trustees were officially instated on the board: Kyle Hill and Xena Ugrinsky. Both Hill and Uginsky defeated Port Jefferson resident Marie Parziale in June. 

Hill, a Stony Brook University graduate, based his campaign largely on environmental issues and on the role of his relative youth in local politics. His background is in public policy, wherein he previously worked for U.S. Rep. Steve Israel (NY 2/3) in the Capitol. He is also a volunteer EMT in Port Jefferson. Hill was initially a Democratic candidate for the House seat in NY-1, but dropped out several months before the primary in June to run for the trustee position. 

Ugrinsky, a Russian immigrant, previously worked in the software and technology fields before transitioning to management consulting roles for national utilities companies including Con Edison and National Grid. She previously sat on the village’s Budget and Finance Committee and based much of her campaign on the future of the Port Jefferson power plant as well as fiscal responsibility and transparency. In an interview, with regard to the power plant, Ugrinsky said that her “goal was to figure out a way that I could help the village be involved in the broader conversation,” claiming that she believes “we have a moment in time where we have the opportunity to be in the forefront of what is happening in energy.” 

The two new trustees were elected following the departure of Deputy Mayor Rebecca Kassay to run for New York State Assembly District 4 and the end of trustee Drew Biondo’s term. 

Kassay advanced from the Democratic Primary June 25 to challenge incumbent Assemblyman Ed Flood (R-Port Jefferson) in November. 

Biondo, a communications professional, was appointed to replace Lauren Sheprow when she became mayor last year. In Biondo’s departing statement, he highlighted the importance of the newly-formed Ethics Committee, whose members were sworn in later in the meeting. 

Additionally, Sheprow announced new commissioner appointments at the meeting. Trustee Robert Juliano, elected in June 2023, was reappointed as commissioner of Public Works and Parks. He was also appointed to the position of deputy mayor, replacing Kassay. Juliano, who was previously village clerk, has spent a long career in municipal government and worked in banking. 

Sheprow said, “Bob has earnestly demonstrated his dedication and interest in good government, and he always has the best interests of the residents at heart,” describing him as “humble and kind” as well as “a great trustee.”

Newly-elected trustees Hill and Ugrinsky were appointed as commissioners. Sheprow noted that Ugrinsky’s experience in finance and data analytics, along with her focus on the Budget and Finance Committee and Power Plant Working Group, suited her for the role of commissioner of Finance. Hill will replace Sheprow as commissioner of Public Safety-Court/Code. 

Lastly, trustee Stan Loucks was appointed as commissioner of Recreation anLoucks is in his fifth term as a trustee, and previously worked as an athletic director in the Plainview school district. Faulknor is a former trustee and has been harbor commissioner previously. 

In addition to new appointments, the Board of Trustees received a report from police on instances of crime in the last year, including specific statistics regarding exact types of criminal activity. 

The meeting concluded with a public question-and-answer session.

Kyle Hill and Xena Ugrinsky will join the Port Jefferson Village Board of Trustees after winning the June 18 election, receiving 796 and 673 votes, respectively.

“What an outstanding turnout from Port Jefferson voters yesterday,” Port Jefferson Village Mayor Lauren Sheprow said. “We are very passionate about our elections!” 

The race saw three candidates—Hill, Ugrinsky and Port Jefferson resident Marie Parziale—compete for two open seats, replacing Deputy Mayor Rebecca Kassay and Village Trustee Drew Biondo. Parziale finished in third place with 449 votes.

Additionally, 90 write-in votes were cast, including for names such as former Deputy Mayor Kathianne Snaden, former Village Mayor Hal Sheprow, Deputy Mayor Rebecca Kassay and Brookhaven Town Democratic Committee Chair Anthony Portesy.

“I congratulate Xena and Kyle on their victories and look forward to working with them starting with our first meeting as a Board on July 1,” Sheprow said in a statement. “We have a lot of work to do! I know Xena will hit the ground running and I look forward to getting to know Kyle and hearing more about what he would like to contribute as a Trustee.”

In an interview after the results were announced, Hill expressed gratitude for the support he received.

“I feel like our campaign was really about reaching out to folks that are in the village, not on social media, and really just want to see the place as great as it can be. Having those conversations face to face with folks was a great experience,” Hill said.

“I’m excited to work with the entire board and mayor and looking forward to all the great things that we can do together,” he added.

In a speech to her supporters, Ugrinsky also expressed appreciation for the support and help she received.

“I promise that I will do my best to try and solve some of these problems, and I don’t care if it takes two years, six years, or ten years,” Ugrinsky said. “Even if there’s a term limit, I’m here as a resident; I care so deeply about this village, and I hope to make you all proud.”

In a statement, Parziale congratulated Hill and Ugrinsky on their win, saying she looks “forward to the positive changes you will bring.”

“I remain dedicated to uniting our community and encouraging participation in the village’s ‘Make a Difference’ committees. Additionally, I am committed to advancing the uptown economic development plan and am honored to have accepted the chair of the committee,” Parziale stated.

The last meeting of the current village board will be on June 26 and the swearing-in ceremony will take place on July 4.

The Port Jefferson Village trustee candidates — Xena Ugrinsky, Kyle Hill, and Marie Parziale — participated in a meet-the-candidates night at the Village Center June 11. The event was sponsored by the local chamber of commerce and the civic association. Two of the candidates will be elected, replacing Deputy Mayor Rebecca Kassay and trustee Drew Biondo.

Introductions

Ugrinsky, who has lived in Port Jefferson for 12 years, said she feels “a deep connection to the [maritime] culture.” She has been an “active participant” in the trustee meetings over the past two years, led the election task force, sits on the budget and finance committee, and chairs the Port Jeff Power Plant Working Group. For three decades, she has had a career in finance, technology and the energy sector.

Parziale, who has lived in Port Jefferson for 29 years, works as the senior alumni career coach at Stony Brook University. She described her “superpower” as “connecting with people, seeing the best in them, and linking them with opportunities.” She also said that to solve Port Jefferson’s problems, “we need a long-term strategic plan and we must be part of the process,” and emphasized “the ability for our leaders to bring stakeholders and experts together to find solutions.”

Hill, who grew up in Farmingville and currently lives in Port Jefferson with his partner, said that he’s “been coming down to Port Jeff ever since I had my learner’s permit.” After finishing his master’s at Stony Brook University, he moved to Washington, D.C., where he worked on Capitol Hill for 10 years, “advancing mostly bipartisan policy projects.” He is a volunteer EMT with the Port Jefferson EMS and served on Port Jefferson’s election task force, where they “recommended leaving the term lengths at two years and also recommended adding term limits to the mayor’s office.”

Issues facing Port Jefferson

Parziale wants to hear “more of what the solutions are that the school district’s coming up with and have them present them to us.” She also sees flooding as a major issue, as well as the East Beach bluff, saying that a vote on the project was needed before continuing to phase two, and it was necessary to figure out why phase one did not work.

Hill believes that flooding is a main issue, especially in terms of the firehouse due to “incidents where they can’t get their trucks out” and having their equipment damaged. He also believes the bluff is “a true disaster waiting to happen,” saying he was the first candidate to call for a referendum on the future of bluff spending.

Ugrinsky said, “We can’t fix the school district’s problems,” but the trustees can help by solving the power plant’s problems, “which delivers revenue to the schools.” She additionally cited flooding as a main issue, saying that “we have a lot of residents who have experience in this area or problems that have already been solved.” She agrees that a referendum for the bluff is needed, and said that development was a main issue: “We really need to figure out how we preserve our maritime culture.”

Maryhaven property

Parziale said that Beechwood Homes is in discussion over the Maryhaven property, but nothing has been finalized. However, she would like to see starter homes built there “so that we have something that’s affordable for our young people,” adding that this could attract families with students.

Hill said that preserving the “historic nature of Port Jeff” is the most ideal choice, adding that “it would be great if we had seniors condos in just that building.” He also said that St. Charles is not “being the best neighbor in maintaining that property,” as he’s been hearing that the area has break-ins. He noted that the area is already zoned for housing, and it is only a board issue if there’s a zone change.

Ugrinsky said that it was important that any residences would be tax-paying residents, and that the developer does a traffic, water and sewer assessment before breaking ground.

Environment and development

Hill wants to “preserve every inch of open space that we have left in this village,” which can also be done by partnering with the hospitals to preserve their open space as well, and “encourage them not to just make more parking lots, but to find other solutions.” He said that there wasn’t much of a choice but to preserve open space, because the more space gets blacktopped over, the fewer places there are for the flooding to go.

Ugrinsky agreed that preserving the green space is necessary to help soak up the water. She also said that evaluation of the underground springs is needed, noting that some of the pipes underground “are too skinny for the volume of the water that’s going through, nor have they been cleaned in decades.” She added, “We need to develop smartly, with foot traffic, where stores can be put.”

Parziale said that the environment and development need to have a “very delicate balance between the two.” She is also for as much green space as possible, and for smart development, saying, “We need to work closely with our developers so that they’re giving back some of that space, and they’re doing the right thing with the property in all ways, including traffic, water, sewer and green space for people that are living in those spaces.”

Fiscal responsibility

Hill said that it was important to come up with ways to offset resident taxes, “and that’s making sure that our commercial areas are thriving, and taking advantage of things like metered parking,” which he said brings in the most revenue to the village after taxes. He said it was important to bring in revenue from more than just the residents, which would help to have “a more successful village, and people are going to want to be here.”

Ugrinsky said that “every municipality in the United States is dealing with declining revenues and increasing costs while trying to serve their populations.” She said that the village should look at the contracts it has in place, and that “there may be volume buying opportunities that people just have not had the time to look at.” She added that they should “stop bonds happening to us and really get the population involved with how we’re going to spend.”

Parziale said that she agreed with Ugrinsky on this topic.

The election is on Tuesday, June 18. Voting will take place at the Village Center from 6 a.m. to 9 p.m.

Skyler Johnson, a progressive vision for New York State Assembly

The November 2024 election is one that will determine the direction our country is headed in, whether we will value environmental protection, reproductive rights and a New York state where everyone can thrive. This doesn’t only apply to the top of the ticket, but down ballot as well. State and local government is where policies are enacted that deeply impact our day to day lives. It is for that reason that I am so excited to support Skyler Johnson for Assembly.

Skyler is exactly the kind of candidate I want to see in office — he stands unequivocally for economic, environmental and social progress in New York state. I know this because I have seen him show up time and again on the issues that impact New Yorkers. Skyler has joined striking autoworkers in picket lines at South Shore Kia in Copiague and striking health care workers at Cold Spring Hills rehabilitation facility in Woodbury. His advocacy has earned him the endorsement of the local 1199SEIU. He has stood with the North Bellport community calling for the closure and remediation of the Brookhaven landfill. He serves as a board member at Planned Parenthood Hudson Peconic and is endorsed by Planned Parenthood Empire State Votes. Skyler has also been endorsed by the LGBTQ+ Victory Fund and Equality NY. I know that when Skyler goes to Albany, he will protect our workforce, our environment, LGBTQ+ rights and our reproductive freedom.

On a deeply personal note, Skyler and I are both congregation members at Temple Beth Emeth in Mount Sinai, where Skyler serves on the board. In a time where antisemitism is on the rise, I deeply appreciate his leadership in our local Jewish community, and am grateful to share this space with Skyler and his family.

Skyler’s record stands in stark contrast with our current Assemblyman Ed Flood [R-Port Jefferson], who has voted against the Equal Rights Amendment ballot initiative, against fully funding our public schools and against environmental legislation. After being represented by former Assemblyman Steve Englebright [D-Setauket] for decades, I look forward to this seat returning to a community champion like Skyler.

Actions speak louder than words. And I have seen Skyler in action, on the moral side of the issues that matter, time and again. I look forward to sending Skyler to Albany, and to being represented by him.

Three Village Meals on Wheels celebrates 40 years 

On Aug. 22, 1983, 13 clients received meals for the first time from Three Village Meals on Wheels using eight volunteers. Forty years later, more than 65 clients are receiving meals and 50-plus volunteers are delivering the meals. 

Meals on Wheels began when some local community members saw a need for a meal program in the Three Village area. They hoped to get the program government sponsored. That provision came with specific age requirements for our clients so the idea for a privately sponsored program was discussed.

A meeting in Setauket was held with 40 people in attendance. Spearheading this plan was Adelaide Silkworth who was the director of the Suffolk County Office for the Aging. After an overview of the Town of Huntington’s privately sponsored, home delivery meal program was presented, several organizations volunteered their services for fundraising, seed money, printing and public relations.

Next a steering committee was established and the first meeting took place at the Stony Brook Community Church where the office continues to reside. 

Soon the organization had a chair, secretary, dietary coordinator, screening nurses and a coordinator of volunteers. The group soon became known as Three Village Meals on Wheels. 

A state grant sponsored by Sen. James Lack [R-District 2] got the program off the ground and a month later, the staff of the Office for the Aging met with administrators from St. Charles Hospital and John T. Mather Hospital in Port Jefferson. Both hospitals were on board to provide meals for 20 to 25 people. 

The program today fluctuates in number of clients but continues delivering meals to an ever-growing population of homebound frail, elderly, convalescent and handicapped people who need support to retain their independence. A great organization was born 40 years ago and continues to thrive today with the help of a once-a-year fund drive, generous donations and varying grants to enable this program to remain independent. Vote for Ugrinsky’s proven leadership

Our village needs a proven leader, someone who will work tirelessly to protect and enhance our community. Xena Ugrinsky is that person. Xena and I work together on the village’s Budget & Finance Committee and I have been impressed with both her financial expertise and her work ethic. She will bring the best thinking from the private sector to ensure our scarce tax dollars are spent judiciously.

Xena’s resume is also impressive, with over 30 years of corporate and financial management experience. She has the know-how to help craft workable solutions to some of our most pressing issues, including the bluff erosion, the occasional flooding of our downtown and the potential loss of significant revenue from the power plant. Xena will champion making the plant a state-of-the art energy facility that will preserve not only the village’s tax base but the school district, too.

Her proficiency in project management will be invaluable for our public works infrastructure and enable her to keep a close eye on capital expenditures, so we don’t overpay or end up with excessive change-order requests. Port Jefferson needs someone with Xena’s experience on the board. That’s why I’m voting for Xena Ugrinsky for village trustee on June 18.

Looking forward with Ugrinsky and Parziale

As mayor, I’d like to first express my gratitude, on behalf of the Village of Port Jefferson, to outgoing trustees Drew Biondo and Rebecca Kassay for all their hard work over the past year. We had a very successful year and while we didn’t always agree and tough questions were brought forward, ultimately this board was effective and efficient making unanimous decisions on all but one or two issues.

Now we have to look toward the future, and who best to step up and into these two open trustee seats. I commend the three candidates who have stepped up and put themselves out there for public scrutiny and mudslinging.

That said, my votes are going to Xena Ugrinsky and Marie Parziale (Johs).

Why? Because they are the two most qualified candidates. Their respective resumes are diverse and jam-packed with relevant experience. Each has worked directly in the areas in which they are committed to contribute as village trustees. Xena brings her project management skills, years of work in the finance and energy sectors, and more recently her entrepreneurial activity in alternative energy generation. She currently chairs the village Power Plant Working Group and is a member of the village Budget & Finance Committee, and she chaired the Port Jefferson election review committee to its conclusion.

Marie has been rolling up her sleeves as a volunteer in Port Jefferson for years at Harborfront Park, the Village Center and the Children’s Maritime Museum (now the Explorium) while her children were young and going through Port Jefferson schools. She then pursued an advanced degree in social work and now, as senior alumni career coach at Stony Brook University, she is connecting students and alumni to careers with businesses locally, throughout Long Island and beyond, forging relationships that she can build upon further to benefit our community as a village trustee.

They are both fully engaged and ingrained in our community and both will hit the ground running. It would be my honor to work with each of them on this new board because while I did become mayor with the help of a rubber stamp, we do not need that trait in a board. This administration respects diversity of thought, intellect, and encourages debate and dialogue to get to the right decisions for village residents, and I’m confident that’s what Xena and Marie will bring to the table.

Social media is not a reliable source

Has the Port Times Record now resorted to regurgitating Facebook posts under the guise of “reporting”?

In the June 6 edition, the article “Incident in Port Jefferson Village exposes communication failures” is almost entirely composed of one such Facebook post. 

Were there no other sides to the story? The article states, “Seeking clarity and answers, an email was sent to village officials on May 31.” Was this request sent by the newspaper? Did the reporter attempt to contact the police department for the details of the stabbing and learn their view of whether this event constituted a threat to the community warranting an alert? Did the reporter attempt to call the mayor or trustees to get clarification and advise them that a story was being prepared for publication? 

I don’t view social media posts as a reliable source of news events and expect more from the Port Times Record.

The art of deception

In the chessboard of political strategy, concern is often a pawn masquerading as a queen. It’s a Trojan horse, cloaked in the guise of public interest, yet filled with the soldiers of self-serving agendas. This duplicity is the essence of a political dirty trick, where genuine worry is feigned to serve a darker purpose.

These maneuvers are designed to deceive, to cast a shadow of doubt or to rally support through manufactured sincerity. The public, often unaware of the machinations behind the scenes, may be swayed by these displays of false concern.

Yet, in the long run, such tactics can backfire. When the veil is lifted, and the true intentions are revealed, the architects of these deceptions may find themselves facing the very scrutiny they sought to avoid.

Trust, once broken, is not easily mended.

Authenticity is the currency of real change, and without it, political gambits are but empty gestures.

At the Monday, April 8, Port Jefferson civic meeting, residents congregated to tackle one of the community’s most pressing issues: the fate of the Port Jefferson power plant. As the world pivots toward renewable energy and sustainable practices, the discussion revolved around embracing new energy sources while addressing the environmental and financial concerns associated with the current plant.

Xena Ugrinsky, a member of the Village of Port Jefferson Budget and Finance Committee, urged the need for a collective community conversation stating, “Everything is in motion. All we can do is ensure that we’re a part of the conversation and do our best to guide them to the right decisions.”

The conversation highlighted two essential work streams: Exploring new energy possibilities and navigating the political landscape in order to best incorporate the voice of the civic and community more broadly. Residents recognized the political sensitivity surrounding the issue and emphasized the importance of engaging local leaders to facilitate meaningful dialogue and action.

Ugrinsky and other affiliates have organized a committee to gather thoughts, concerns and invite further conversation on this issue.

“This is kind of a second run at this problem,” Ugrinsky remarked about the formation of the committee. “We’re going to do a bunch of research and we’re going to engage all the stakeholders. We’re not solutioning — we’re trying to gather the data, create a common conversation about what’s going to happen to the power plant and ensure that Port Jeff village has a voice in that conversation.”

“We’ve got the right people on board and we’re gathering more people. If you know of anybody who has either the background or the willingness to roll up their sleeves and participate let me know and we’ll get them engaged,” Ugrinsky said of the committee. “Our charter is to explore forward-looking and innovative possibilities for the future of the power plant, be a catalyst for positive change, while fostering a transparent and inclusive decision-making process.”

During the previous civic meeting, on March 11, Bob Nicols, a resident, shed light on the financial implications, emphasizing the need for strategic decision-making. With potential tax increases looming, residents expressed concerns about the economic impact on the community and the desirability of living in Port Jefferson.

As discussions delved deeper, the focus shifted toward finding productive solutions that align with the community’s values. In conversation, residents explored the possibility of repurposing the existing infrastructure to support new energy endeavors, such as hydrogen or battery storage, thereby maintaining the plant’s value to the community.

The urgency of the matter was brought to light by the recognition that delaying action could lead to missed opportunities and increased financial burdens. As Ugrinsky remarked, “If we don’t do this now, 20 years from now, tons of places will have done it, and we’ll think, ‘You should have done something about that when you had the opportunity.’”

The meeting also served as a platform to address broader community concerns, such as waste collection costs and upcoming events like the village’s first Arbor Day celebration. 

The Arbor Day event will take place on Wednesday, April 24, at 5 p.m. in the parking lot behind Old Fields, Billie’s and The Pie where county Legislator Steve Englebright (D-Setauket) and Suffolk County Executive Ed Romaine (R) will hold ceremonial plantings of two trees.

Looking ahead, the path forward for Port Jefferson’s power plant remains uncertain, but the commitment to engagement and collaboration remains. At the next meeting, the civic plans to invite candidates for the Port Jefferson school board. 

“The next meeting will be May 13 and we hope that we will be able to invite the school board candidates to come and present their platforms, and have a discussion about their vision for their role,” said civic President Ana Hozyainova.

Port Jefferson resident Xena Ugrinsky has announced her bid for the village board of trustees.

Ugrinsky served as the head of financial reporting, budgeting and planning at Young & Rubicam, a New York advertising agency/public relations firm. After becoming involved in the software and technology fields, she worked with clients in the utility industry. She moved into management consulting with national companies including Arizona Power, PG&E, Con Edison and National Grid.

She described her background in a letter to The Port Times Record editor on June 29 last year: “The proudest day of my life was when my parents and I took the oath to become citizens of the United States. I was 8 years old. As a Russian emigrant, my father applied for and received a Tolstoy grant, which sponsored our family’s journey to America. They arrived on these shores with a baby, a box of books and dreams for a brighter future.”

In an interview, Ugrinsky, who currently sits on the village’s Budget and Finance Committee, said that she was running for trustee because “I’ve reached a point in my career where I want to give back to the community I live in.”

One of her major issues is figuring out the future of the Port Jefferson power plant. 

“My goal was to figure out a way that I could help the village be involved in the broader conversation, and I believe we have a moment in time where we have the opportunity to be in the forefront of what is happening in energy,” said Ugrinsky, who also sits on the village’s Power Plant Working Group. She suggested the plant could be used to start producing “green hydrogen.” 

Ugrinsky said that while she may not have the solution for how to handle the power plant’s future, she is trying to “create a collective conversation among all of the stakeholders so that Port Jeff has a voice, has visibility into what’s happening and, in a best case scenario, can become a beacon to the rest of the United States for innovative power.”

“Let’s collectively figure out what we need to build so that Port Jefferson has a future with this power plant,” she said.

Ugrinsky’s other key issues include fiscal responsibility and transparency. She believes that Mayor Lauren Sheprow has increased transparency, including establishing an ethics board, along with other volunteer committees.

The election for the trustees is on Tuesday, June 18.

Discussions centered around ethics at Village Hall Monday night, Nov. 20.

The Port Jefferson Board of Trustees held a public hearing to consider repealing and replacing Chapter 41 of the Village Code, its Code of Ethics. This ethics code was first adopted by the village board in 1970, according to ecode360, and has seen few amendments since.

Steven Leventhal, the village’s ethics counsel, delivered a lengthy presentation detailing the proposed code changes to the board.

“The primary purpose of the ethics program is not enforcement — it’s not rooting out evildoers,” he said. “Our primary goal is offering guidance to the honest officers and employees of the village.”

Leventhal said that the draft proposal before the board is roughly the same code of ethics adopted by various other municipalities across Long Island and New York state, with some minor local variations.

The proposed code includes three principal categories: a code of conduct, disclosure requirements and administration.

The code of conduct would establish standards for officials and employees, offering guidelines for using public office for private gain, types of prohibited contracts, grounds for recusal, conflicts of interest and investments, gifts and favors.

The section on disclosure requirements outlined how village officials must recuse themselves from particular decisions. Applicants in land use, such as before the zoning and planning boards or Building Department, “must disclose at the time of application the identity of any state or municipal officer or employee that has an interest in the applicant,” the ethics counsel noted.

The section also requires disclosure of clients and customers doing business with the village, with some exceptions to protect confidentiality.

The final section would establish a board of ethics to administer the new code. Leventhal said an effective ethics board must convene at least quarterly, maintaining independence from the appointing authority — namely, the Board of Trustees — and an apolitical nature.

Under the proposed code, ethics board members must be village residents appointed to fixed, staggered terms of service. Under the current language, the board would have enforcement powers to fine up to $10,000 for violations.

During the public comment period, resident Arthur Epp scrutinized the $10,000 figure and questioned the board membership process. He asked the Board of Trustees for a 30-day review period to allow for necessary public input.

Responding, Leventhal advised the village board against overdefining membership criteria to the ethics board, given the village’s relatively low population compared to other municipalities.

Resident Xena Ugrinsky inquired about the process for whistleblowers to submit complaints to the ethics board. Leventhal advised that the board would ideally have counsel or a secretary to receive and process such complaints.

Following these comments, the village board agreed to leave the public comment period open for written testimony to the village clerk until Thursday, Dec. 7.
