Town of Brookhaven Supervisor Ed Romaine, Councilwoman Jane Bonner and Councilmember Jonathan Kornreich recently welcomed “Arrow of Light” Cub Scouts from Pack 204 in Miller Place to Town Hall in Farmingville. 

The group held a lively discussion about Town government and the role of the Supervisor and Town Council. Part of their requirement to transition from Cub Scout to Boy Scout is to speak with local leaders about how they serve their community.

“Scouts visiting Town Hall is a longtime tradition and I am always happy to join my colleagues to speak with them about my career in government. These scouts asked very good questions and their enthusiasm gives me great hope for the future of this country,” said Supervisor Romaine.

Councilwoman Bonner added, “I really enjoyed our meeting with the Cub Scouts at Town Hall. They were so enthusiastic to learn more about how government works, and I was happy to spend the time talking with them. These boys are the leaders of tomorrow and from what I can see, we will be in good hands.” 

“I really enjoyed meeting with the Scouts. I was so impressed by their well thought out and sophisticated questions. Explaining how government and politics work to young people really helps put into perspective what we’re here to do and I have every hope and confidence that these young people will grow up to be an active part of the community,” added Councilmember Kornreich.

Fund reallocation would help up to 100 more households

In a letter to the Commissioner of the New York State Office of Temporary and Disability Assistance (NYS OTDA), Supervisor Ed Romaine advised that the Town of Brookhaven return and reallocate $1.5 million in administrative funds received from the United States Department of Treasury as part of a second round of Emergency Rental Assistance Program (ERA-2) funding to address the unmet needs of eligible Town of Brookhaven tenants and landlords. 

In the letter, the Supervisor requested to have the NYS OTDA return the money to the Emergency Rental Assistance Program application portal, which is controlled by NYS OTDA for the benefit of Brookhaven residents. It is estimated that the reallocated funds can help an additional 80 to 100 eligible households that need assistance to pay for rental arrears and prospective rent. 

“Although it appears that the pandemic is nearly behind us, there are still many Brookhaven Town residents who are experiencing economic hardship. The funds are available, and we should do whatever we can to provide assistance so they can stay in their homes,” said Supervisor Romaine. 

“Because the Town worked well with our partnering non-profits and community-based organizations to perform outreach and get the word out, the response from residents was overwhelming. Now, we want to help even more people,” he added.   

In his letter, Supervisor Romaine stressed the urgency of his request since the moratorium on evictions in New York State expired on January 15, 2022. To date, more than 3,700 applications have been submitted to the NYS OTDA and $21,837,851.00 in ERAP funding has been administered to 1,257 households through the Town of Brookhaven’s Department of Housing and Community Development.

To show solidarity with the citizens of Ukraine, the Town of Brookhaven will present the “Sunflowers for Ukraine” art exhibit at Brookhaven Town Hall starting on Monday, March 21. The exhibit is presented by the Town of Brookhaven’s Department of Parks, Recreation and Sports, and Cultural Resources and will be curated by Maureen Pouder, who runs art classes for the Town.

Ms. Pouder reached out to Councilwoman Jane Bonner with the idea to hold an art exhibit in response to the plight of the Ukrainian people. The Councilwoman embraced the idea and got the ball rolling.

“Maureen’s idea to have an art exhibit struck me as something that we needed to do. The resolve of the Ukrainians in the face of such a relentless attack from Russia is an inspiration to freedom-loving people all over the world. I encourage everyone to stop by to see the exhibit at Town Hall and show your support for the people of Ukraine,” said Councilwoman Bonner.

All the artwork on display is created by Brookhaven artists and features sunflowers, the national flower of Ukraine and a symbol of solidarity and peace amid the Russian invasion of Ukraine. Many of the artists are from the Town’s art classes, which are held at the Town’s recreation centers. As part of the “Sunflowers for Ukraine” project, the participating artists will combine their talents to create a 50” X 40” watercolor painting featuring sunflowers by “Sunflowers for Ukraine” participating artists.

The exhibit will be located on the second-floor mezzanine at Brookhaven Town Hall, One Independence Hill in Farmingville. Exhibit hours are Monday through Friday from 9 a.m. to 4:30 pm. For more information about the exhibit or the Town of Brookhaven’s art classes program, call 631-451-8696.

The Town of Brookhaven has announced that the 2022 Resident Virtual Parking Permit can be purchased on the Town website at www.BrookhavenNY.gov/Parking. The permit is also available to purchase in-person at the Town’s Parks and Recreation office located at 286 Hawkins Road in Centereach.

The 2022 Virtual Parking Pass eliminates the need for a parking sticker by using License Plate Recognition technology which allows operators to quickly and accurately read vehicle license plates.

The Town of Brookhaven Virtual Parking Permit allows free parking at all town beaches, pools, marinas and the Holtsville Ecology Site. The cost is $25 for Town residents. Resident Veteran, Handicapped and Senior Citizen permits are only $5.00. If you’re a veteran with a service-connected disability, the permit is free.

Gould’s Pond: Is it a pond or a kettle?

Amongst the Middle Country Public Library’s many historical artifacts are a few that explain just how far the area has come from its pastoral roots. The picture and story below comes courtesy of a collaborative effort among the librarian staff.

Gould’s Pond is both! It is a pond, a body of fresh water, but it is also known as a kettle pond. This name is used for ponds or lakes which form when very large blocks of ice left by glaciers break off, stop moving and melt. 

This is exactly what happened when the glacier which formed Long Island reached its southernmost point on its journey down from eastern Canada over 20,000 years ago. There are many kettle ponds and lakes on Long Island, the largest of which is Lake Ronkonkoma. Lake Ronkonkoma is the largest freshwater lake on the Island, measuring approximately two miles in circumference. Fresh water has always been a valuable resource, and Gould’s Pond is one of our local treasures.

People have always chosen to live near water, and Long Islanders were no exception. Middle Country Public Library has some historic atlases which show exactly who lived near the pond back to the late 1800s. Here is an image from Fredrick W. Beers’ “Atlas of Long Island, New York” published in 1873. The pond is represented by a circular feature at the left side of the map.

Individual family names were plotted on older maps like this one. Here we can see labeled homesteads surrounding Gould’s Pond and the names of families who lived on Hawkins Avenue, Middle Country Road, Moriches Road and Saint James and others. 

One of the earliest settlers we can name was Morgan Lewis Gould, whose home appears above the pond which bears his name. In 1886, the Town of Brookhaven paid Morgan Lewis Gould and his son, Henry Lewis Gould, $5 to maintain an unobstructed pathway connecting to the main road, four rods wide (approximately 60 feet), for public access to the pond, so residents could bring their livestock to water and to use it for general household purposes.

In later years, with home wells or piped water, this freshwater pond was used more for leisure purposes, including ice skating and fishing. But during the 1880s the pond still had a practical purpose – as a source of ice before refrigerators and freezers were commonplace.

In this case, ice from the pond was harvested. It was cut by hand from the surface of the pond and stored for later use. Two separate icehouses were built along the shores of Gould’s Pond, used to store this ice during the warmer seasons. 

The large chunks of harvested ice were tightly packed in these icehouses so they would not easily melt. Sometimes, straw or sawdust was used for insulation, and in many cases, icehouse foundations were built below ground to keep the ice frozen year-round. Research shows that after World War I, the icehouses were no longer necessary and were dismantled.

Today, Gould’s Pond is used for hiking, nature watching and fishing. A gentle hill which is popularly used for sledding lies next to the pond. This hill was most likely scooped out by that same glacier which formed the pond so many years ago. You can find Gould’s Pond at the corner of Moriches and Saint James Roads in Lake Grove, where a beautifully lettered sign marks its spot.

The Town of Brookhaven offers Country Line Dancing classes at the Robert E. Reid Sr. Recreation Center, Route 25A and Defense Hill Road, Shoreham on Mondays, March 14, 21, 28, April 4, 11, 18, 25 and May 2 from 6:30 to 8:30 p.m. These classes welcome beginner and intermediate dancers. Classes will teach students popular line dances while having fun and getting exercise as well. Fee is $55 for 8-week session. Must pre-register by March 10 by calling 631-744-2601.

Elected officials from local, state and the federal government recently voiced their anger and concern over Gov. Kathy Hochul’s (D) plans to eliminate certain single-family zoning laws across New York state. 

The comprehensive five-year housing plan would potentially invest $25 billion to create and preserve 100,000 affordable homes and tackle inequities in the housing market.

Last month, the governor announced the plan to make housing more affordable as part of the 2022 State of the State.

“In the wake of the pandemic, it’s crucial that we tackle the housing crisis and make New York a more affordable place for all,” Hochul said. “These bold steps are a major step forward in transforming our housing market, protecting affordability and increasing the housing supply.”

But on Feb. 3, local representatives in the Town of Brookhaven held a press conference blasting a major component of the proposal — changing zoning laws to allow more accessory apartments on premises, effectively eliminating single-family zoning.

Officials argued that under this plan, “the state would take zoning control away from local governments, eliminating local residents’ ability to voice objections to these apartments in their neighborhoods.”

They added that the bill would prohibit imposing parking requirements for these new apartments, which they said would result in cars clogging residential streets.

“Under Governor Hochul’s plan, every town, village and county overnight would lose the important zoning protections that keep them from looking like the crowded neighborhoods of the Bronx, Queens and Brooklyn,” said town Supervisor Ed Romaine (R). “That’s not what the residents of Brookhaven Town want. This wrongheaded plan will not solve our affordable housing plan, but it will devalue the homes and quality of life in our neighborhoods.”

According to Hochul, legislation will be proposed to require municipalities to allow a minimum of one accessory dwelling unit, known as an ADU, on owner-occupied residentially zoned lots. This legislation will allow for municipalities to set size requirements and safety standards for these dwellings. 

Currently the town allows accessory apartments on premises with specific regulations, including the owner of the lot upon which the accessory apartment is located must reside within the dwelling that contains the accessory apartment, and only one accessory apartment is permitted on the premises. 

According to the town, the minimum habitable area for an accessory apartment shall be 300 square feet and a maximum of 650 square feet, and in no case should it exceed 40% of the habitable area of the dwelling building in which it is located. The law states that in no event may there be more than one bedroom per accessory apartment.

Brookhaven officials — in bipartisan agreement — said that the plan and change to the law would force apartments into every home, utilizing basements, garages, rear yard sheds and buildings.

Councilwoman Jane Bonner (R-Rocky Point) said that this proposal can have a significant impact on all of Long Island — not just the town.

“Yes, we do need affordable housing choices, but we don’t need a broad stroke across the state to change the very character of the communities that we live in,” she said. “We need to maintain local control, and this takes away that control. If the governor really wants to help Long Islanders, she should do something about the ridiculously high property taxes.”

Bruce Sander, president of Stony Brook Concerned Homeowners, said that he and his neighbors bought their homes in single-family neighborhoods “so we could raise our children and grow out in our family community.”

“The ability for unscrupulous landlords to not be accountable to the local officials is just plain outrageous and dangerous,” he added. “We have seen basement apartments with illegal occupants catch fire and create unsafe environments throughout the community. If we lose control, we lose our communities. What is being proposed could lead to the destruction of the suburbs.”

Councilmember Jonathan Kornreich (D-Stony Brook) said that while he “appreciates” that the governor is trying to address the question of affordability, taking away the power of local zoning can lead to “chaotic development that may in the end undermine the very fabric of our communities and property values we’re trying to protect.”

“Zoning helps maintain the character of neighborhoods,” he added. “Zoning also provides tools to address these questions of affordability, however, and I don’t want that power to be taken away.”

In attendance with the Town Board was state Sen. Anthony Palumbo (R-New Suffolk) who said this change in legislation could result in “greater density for communities and place tremendous strains on every conceivable local service from the water we drink, to traffic and emergency services.”

“This one size fits all approach is not the answer to Long Island nor the state’s affordable housing crisis,” he added. 

While not in attendance during Thursday’s press event, local U.S. Reps. Lee Zeldin (R-NY1) and Tom Suozzi (D-NY3) both opposed Hochul’s plan.

“This blatant attack on suburban communities will end single-family housing as we know it, strip local control away from the New Yorkers who live there, tank the value of their homes, overcrowd their previously quiet streets, and on top of it all not do anything to solve our affordable housing problem,” said Zeldin, who is running on the Republican ticket for the governor’s seat. 

Suozzi, who is also campaigning for governor, said, “Governor Hochul’s radical housing proposal would ‘require’ all municipalities to allow accessory dwelling units on all residential properties and would end single-family housing as we know it.”

Hochul outlined more of her plan during her State of the State address last month, with another reason being to help municipalities rezone to foster multifamily housing near commuter rail stations in the New York City suburbs, including Long Island. 

Following the blizzard that battered Brookhaven Town this past weekend, Holtsville Hal’s 2022 prognostication was welcome news for many. After awaking from his slumber, Hal brushed the snow aside to emerge from his burrow and did not see his shadow, predicting an early spring for the Town of Brookhaven. The virtual event was livestreamed on the Holtsville Ecology Site’s Facebook page on Groundhog Day, Feb. 2.

According to tradition, if a groundhog sees its shadow on Groundhog Day, there will be six more weeks of winter weather; if not, spring should arrive early.

“After this weekend’s blizzard, I’m sure we are all looking forward to spring arriving on time and keeping our fingers crossed that our resident weatherman maintains his accuracy,” said Superintendent of Highways Daniel Losquadro. 

“Regardless, the Brookhaven Highway Department remains ready to handle whatever else Mother Nature sends our way during these remaining few weeks of winter.”

Supervisor Ed Romaine has announced that the Yaphank Fuel Cell Park at the Brookhaven Landfill is now fully operational, generating 7.4 megawatts of energy from three SureSource 3000 carbonate fuel cell power plants. The fuel cell facility will provide continuous reliable electricity to the growing area of the LIPA system in Yaphank and will provide sufficient power for 7,500 homes.

Supervisor Romaine said, “The Yaphank Fuel Cell Park is the Town’s first step in our transition from landfill to an energy park. The fuel cells, along with solar fields and harvested methane gas, will repurpose the landfill when it stops accepting waste after 2024 and is capped and closed. Our forward-looking plan will establish Brookhaven Town as a municipal leader in alternative energy sources.”

In its simplest form, a hydrogen fuel cell creates electricity by combining hydrogen gas and oxygen to form water. The electricity is then used to power the grid. Electricity, clean water and warm air are the only byproducts, making hydrogen fuel cells a sustainable form of energy. The Yaphank Fuel Cell Park power generation facility is located on approximately 0.93 acres in the southern portion of the landfill. FuelCell Energy, Inc. developed, installed and will operate the facility.

Fuel Cells are an electrochemical power generation technology that convert the energy in directly to electricity without combustion. There are no combustion-related pollutants such as NOx, SOx and particulates. The project will be interconnected to LIPA’s existing transmission system via a new dedicated distribution feeder from the site. The electrical connection is being provided by PSEG- LI and natural gas is being served by National Grid. Electric and gas service to the site by the utilities is complete.

Supervisor Ed Romaine has announced that the Town of Brookhaven Youth Bureau will hold its Annual Interface Coat Drive from January 10 to February 11 to help residents in need stay warm this winter. Donations of new or gently used clean coats, scarves, hats and gloves in infant to adult sizes can be dropped off at the following locations:

  2. Rose Caracappa Senior Center, 739 Route 25A in Mount Sinai
  3. New Village Recreation Center, 20 Wireless Road in Centereach

“Many of our residents are going through hard times and may not have proper clothing to keep warm during the winter months,” said Supervisor Romaine. “I thank our Youth Bureau for organizing the Coat Drive and I encourage residents to make a donation to help their neighbors in need.”
