On a rainy evening in April 2017, Smithtown resident Joe Cristino drove north on Barnum Avenue in Port Jefferson when he approached the intersection of West Broadway.

Between poor visibility and unfamiliarity with the sideroads, Cristino continued straight as the light turned green. This decision would prove to be nearly fatal.

Within seconds, Cristino’s vehicle was in the Port Jefferson Harbor, having plunged off the Brookhaven Town boat ramp just west of the marina. Six years later, he and two indivduals who helped save his life met with Town of Brookhaven Councilmember Jonathan Kornriech (D-Stony Brook) at the scene to discuss potential progress.

Cristino recalled the moment he drove off the dock. “I see that I’m in the water, so I screamed out, ‘Help, please help,’ and I saw two people at the dock, and they came running into the water,” he remembered. “Next thing I know, I’m in the hospital.”

Cristino lost consciousness for hours, placed in a medically induced coma. Doctors did not know if he would be brain dead. He remained hospitalized for five days following the incident. 

Luckily for him, there were two good Samaritans — Scott Declue and Neil DeVine — who helped to pull him from the water, saving his life.

Declue, who had braved the 38-degree water to pull Cristino from the car, remembered the trauma of looking into the eyes of a seemingly dying man.

“It’s something you never forget,” he said. “All I remember was looking at him and seeing those eyes, like, ‘You’re my only hope.’” 

Declue recalled Cristino’s precarious physical condition: “He was foaming at the mouth, and when they pulled him out, he was in a [near] rigor mortis form, frozen.” 

DeVine had jumped into the water as well. Along with Tony Barton and Wayne Rampone Jr., DeVine helped to pull a life-rescue line and ring carrying Cristino and Declue, lifting them from the frigid water.

DeVine, a Port Jefferson resident, remarked upon the severity of the moment. “To fail at this attempt would have changed our lives dramatically,” he said.

Cristino, Declue and DeVine remain friends, united by shared trauma.

Layout changes

In December, Nassau resident Stuart Dorfman was pronounced dead at the scene after driving off the same dock. [See story, “Man suffers medical emergency, drives off dock in Port Jefferson,” TBR News Media website.] Six years after the original incident, the boat ramp remains the same.

DeVine, who passes by the intersection frequently, described an unnerving feeling of hearing about another tragedy. “Reading that in the paper definitely stirred up some feelings there,” he said.

The Town of Brookhaven is taking tangible steps toward remediating the issue. Kornreich, whose 1st Council District includes Port Jefferson, attended the dock reunion with Cristino, Declue and DeVine.

Kornreich noted that the dock issue first came to his attention after reading about the most recent fatality at the site, after which he approached the town parks commissioner, Edward Morris, asking for a redesign. The commissioner complied with the request. 

“There have been a number of these kinds of incidents,” the councilmember said. “We’re getting ready to repave over here, so as part of that I asked the parks commissioner, and we’ve redesigned” the intersection.

Kornreich presented engineering plans for the redesign, which include closing off much of the existing exit to traffic while adding trees and additional signage. The councilmember said the proposed layout changes should go into effect in the coming months.

Resolutions

Upon hearing the story of Cristino’s near-death experience, Kornreich expressed both consolation for the victim and optimism for the site’s future.

“This hopefully will never happen again,” he said to Cristino. “What you went through, no one should have to endure.”

Assessing the engineering plans, Declue remarked, “This is amazing compared to what’s going on here now.”

On why the safety hazard has stood unchanged for so many years, Kornreich suggested that simple solutions require the necessary public attention and political initiative. “It’s not politics, it’s not complicated,” the councilmember said. “It’s just that someone has to say, ‘Hey, there’s a problem here, and let’s fix it.’”

DeVine conveyed his confidence in the new plan. “The only regret is that it didn’t happen sooner,” he said. “But I’m happy that things are going to get done now, and I’m so thankful that Joe is here with us today.”

Declue noted that tragic events do not always come to tidy resolutions. He thanked Kornreich and the town for recognizing the public’s concern and putting a plan in place. 

“You don’t have good outcomes like this all the time,” he said.

As for Cristino, who opted not to sue the town for the injuries he sustained, he remained appreciative of the potential remedy, though reminding the town not to let up until the intersection is made safe for all.

“Let’s try to get the ball rolling so that no one else will have to suffer a horrible event as I had,” he said.

In the wrong township

Regarding the April 6 article, “Brookhaven officials speak out against governor’s proposed housing plan” — also an op-ed — on potential development which is, according to Town of Brookhaven Supervisor Ed Romaine [R], “exempt from environmental concerns … don’t have sewers … no height restrictions … and local zoning is ignored.” 

Deputy Supervisor Dan Panico [R-Manorville] in his April 6 op-ed provides four examples that lend themselves to this type of development, and rattles off Port Jefferson Station, North Bellport, East Patchogue and Mastic Beach. 

Yes, we can read between your lines. And no, Dan. If you want development that is exempt from environmental concerns and without sewers, you are in the wrong township.

Roadway changes at 112 and 347 a mistake

The intersection of routes 112 and 347 in Port Jefferson Station is a total disgrace.

The change to the intersection was a total waste of taxpayers’ hard-earned money. It solved nothing. Now all the traffic is backed up at the light to ShopRite, instead.

In order to get to 112 coming from the east, one must make three turns instead of simply turning left. It is the most confusing and frustrating roadway change, and for what?

The whole project really should be looked at from the point of view of public safety. Once you make a turn from the new way, it is unclear where to actually go. Has the New York State Department of Transportation even driven there since it ruined the intersection?

Yes, I am angry. I’ve been here since there was a traffic circle, and that would have been better reinstalled than the horrific mess that is there now.

National Minority Health Month

April is National Minority Health Month, and we are urging that people of all skin tones protect themselves against skin cancer. Despite the common misconception that people of color cannot get skin cancer, it does affect people of all skin tones. Harmful ultraviolet rays can penetrate all skin types, regardless of your ethnicity, so even for people with dark skin, sun protection is necessary every day.

According to the American Cancer Society, melanoma rates have risen by 20% among Hispanics in the past two decades. The annual incidence of melanoma, the deadliest form of skin cancer, is currently 1 in 167 for Hispanics and 1 in 1,000 for African Americans —compared to 1 in 38 for white people. 

Although people of color are diagnosed with skin cancer at lower rates than Caucasians, prognoses are typically poorer and survival rates are lower. Black patients with melanoma have an estimated five-year survival rate of 71 percent, versus 93 percent for white patients.

You can reduce your skin cancer risk by practicing sun safe strategies when outdoors. Applying sunscreen with SPF 15 or higher, wearing a wide-brimmed hat, UV protective sunglasses and long-sleeved clothing, and seeking shade whenever possible, can help prevent skin cancer.

Opportunities squandered

Everyone deserves to live in safe, affordable housing. We are facing a housing crisis on Long Island. State and local governments must use their power to address this problem in a thoughtful and equitable way that benefits all of us.

Unfortunately, the response from too many Long Island elected officials to Gov. Kathy Hochul’s [D] “housing compact” fails to address the issue for the public good. In his perspective piece March 30, Dan Panico [R-Manorville], Town of Brookhaven deputy supervisor and current town supervisor candidate, accuses the governor of threatening “local municipalities” and her push to increase housing availability as a “political charade.” 

While I do not agree with all aspects of Hochul’s plan, I recognize that she is speaking to a need that local governments have failed to address. One example of this would be the development of the Heritage Spy Ring Golf Club senior complex in South Setauket, which is a project that Mr. Panico voted for in 2014. This project was approved despite the opposition of the community. It has not generated any affordable housing, with monthly apartment leases priced from $2,900 per month. What we desperately need in our communities is affordable housing for both young professionals and retirees, and this was an opportunity squandered.

Town Councilmember Jonathan Kornreich [D-Stony Brook] has also weighed in about local control, saying that “town council members are uniquely qualified to know and be accountable to the needs of our districts” in an April 6 TBR News Media op-ed.

However, the Brookhaven Town Board isn’t listening to constituents. This past week, the Town Board unanimously sent a statement in support of New York State legislation to alienate protected parkland to facilitate the siting of a waste transfer station not allowed by local zoning, in an environmental justice area and disadvantaged community. They did this over the objections of nearby communities of color and the state NAACP. 

Unfortunately, this is not the first time we’ve seen this kind of action. In 2021, the Town Board unanimously voted to rezone 130 acres of land surrounding the Brookhaven landfill from residential to light industry, again over the objections of residents. That is not how representation should work.

This year, our local government is up for election at all levels. Too many politicians have placed their self-interest and personal ambition over the voices of those they are elected to represent. 

We saw this in our town redistricting process last summer, where the Town Board unanimously approved the redistricting maps that residents spoke in opposition to at numerous public hearings. 

There is too much at stake, from affordable housing to environmental protection to the democratic process itself, to allow the status quo to continue unchecked. We deserve better, and we must demand it from our elected officials.

Wind power presents significant problems

According to a March 23 TBR News Media article, Sunrise Wind will soon be providing us with a wind farm which will contribute to New York state deriving 100% of its energy requirements from renewable sources by 2040. Presumably this implies that the contribution of energy provided by all hydrocarbon fuels, including coal, oil and natural gas, will be eliminated entirely. 

While this may sound like a noble and virtuous goal, it does present a number of very significant problems, none of which were addressed in the aforementioned article. The production and distribution of electrical power began in the 1880s, as a direct result of the invention of the incandescent light bulb by Thomas Edison. Since that time, it has been generated by a combination of hydrocarbon fuels, supplemented by hydroelectric sources and, more recently, by nuclear reactors. 

All of these power sources share a common characteristic: They reliably provide huge amounts of energy satisfying all of our needs, 100% of the time, day and night, in all kinds of weather, 24 hours a day, 365 days a year, year in and year out. 

If we choose to arbitrarily eliminate the vast energy contributions of hydrocarbon fuels, and if we also follow the advice of letter writer Arnold Wishnia and his friends and eliminate our nuclear power plants as well, we will thereby create a new problem. If our virtuous green power sources are only active with a very limited duty cycle, certainly much less than 50% of the time, what will provide our energy when the wind is not blowing, and the sun is not shining? Clearly, we will need some form of energy storage system, in which we will produce and store energy when it is available, i.e., when the wind blows and/or the sun shines, and recover this stored energy during the off times. 

But what form will this energy storage system take? Can it be a huge collection of lithium-ion batteries? Can we perform electrolysis of sea water to produce hydrogen, which we can store in huge tanks? Can we pump vast amounts of water into huge towers, and then use it to power hydroelectric turbines? What shall we do?

We are told in the article that the windmills to be provided by Sunrise Wind will provide enough power for about 600,000 homes. However, we are not told whether this includes only the power delivered directly to the homes when the wind is blowing, or whether it includes the extra power that must be stored, such as in a battery, to power the homes when the wind is absent.

If Sunrise Wind, or Mr. Wishnia or anyone else, can describe an energy storage system that is compatible with achieving 100% elimination of hydrocarbon fuels and nuclear power generators in New York state by 2040, at an even remotely achievable cost, it would be most interesting and enlightening.

In my humble opinion, I believe that windmills and solar arrays can be useful supplements. We see this, for example, with a homeowner who installs solar panels on a roof, or a farmer who uses a windmill to pump water from a well. But to rely on these sources 100% of the time, for a venue the size of New York state, is, as they say, a horse of a different color.

Between rising sea levels, more frequent and intense storms and a changing climate, the Village of Port Jefferson is also addressing longstanding flooding concerns.

Public officials, architects and residents gathered at Village Hall on Wednesday, April 5, sharing updated findings of the ongoing village Climate Resilience Plan in a community workshop. With water targeting the village from all angles, data is being used to develop new intervention strategies.

“The Village of Port Jefferson, Drowned Meadow if you will [the village’s original name], has had unending issues with flooding as a result of topography, tides, runoff, rains, storms, a shallow water table and many other issues,” said Deputy Mayor Kathianne Snaden. “I believe tonight’s workshop will be extremely helpful in moving Port Jefferson toward the ability to implement a responsible and solid resiliency plan.”

Trustee Rebecca Kassay, the village’s sustainability commissioner, updated the public on the status of the Project Advisory Committee. Composed of residents, contractors, Conservation Advisory Council members and Amani Hosein, legislative aide to Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the PAC is pursuing the Climate Resilience Plan for the village with a focus on flooding.

The study is made possible by an $82,500 grant from the New York State Department of State to fund the creation of the Port Jeff plan. Michael Schwarting is a partner of the local Campani and Schwarting Architects, one of the firms hired to carry out various tasks associated with the grant. During the meeting, he updated the public on the study’s findings.

Flooding: an Achilles’ heel

Schwarting analyzed Port Jeff’s long history of flooding using historical aerial photographs and maps. He identified various hidden water bodies, such as Crystal Lake near the fire station and other creeks and streams, flowing beneath the existing built environment in Lower Port.

“The maps tell us a good deal about the conditions, and what we know is that it’s all still there,” he said. “That water is underground, and it doesn’t go away.”

Schwarting said three factors work to exacerbate flooding conditions: rising tides, waters below the surface and low-lying topography. “Those three things interact with one another to cause the problems that we’ve been having in the past, are still having and will have in a worse way, according to predictions,” the architect said.

The village is simultaneously afflicted by water from above, with projections for more frequent and intense precipitation events due to climate change. “The prediction is that the storms are going to increase,” Schwarting said, adding that as global sea levels rise, Port Jeff Harbor is projected to begin spilling over into much of the downtown business district.

Potential solutions 

Despite the challenges ahead, Schwarting maintained that there are some natural remedies to help counteract these threats.

Storm drainage systems and rain gardens, for example, are already in place, collecting and channeling some of the stormwater load into the ground. Bioswales, bioretention planters and permeable pavement systems offer other modes of stormwater discharge and filtration, assigning it a reuse function as well.

The architect also proposed transitioning hardscape surfaces along the harbor, such as the Town of Brookhaven parking lot, as green space, which could add scenic value while acting as a floodwater sponge.

The next stages of the study will involve collecting more resident feedback and defining projects worth public consideration. Schwarting said a similar meeting would take place as those phases progress.

“We will start to move toward solving the problem now that we have spent quite a bit of time understanding the problem,” Schwarting said.

Kassay acknowledged the complexities of the flooding question, referring to these initial findings as “a little overwhelming.” Despite this, she maintained that planning and intervention remain the proper path forward.

“The only thing worse than digging into this problem is to ignore it because it’s happening, whether or not we do something,” she said. “We really need to come together to prioritize, make these decisions and support this work so that it is guided toward the result that you wish to see as a community.”

Town of Brookhaven elected officials made it clear at a March 30 press conference how they feel about a plan proposed by Gov. Kathy Hochul (D).

The governor has included a housing program titled The New York Housing Compact in the 2024 state budget. Opponents say the proposal should be a stand-alone item and not incorporated in the budget which was due Saturday, April 1. However, on April 3, state lawmakers voted to extend the deadline to April 10.

Town deputy supervisor Dan Panico (R-Manorville) and councilmember Jonathan Kornreich (D-Stony Brook) joined town Supervisor Ed Romaine (R) at the March 30 press conference to express their concerns regarding the housing proposal. Members of the Three Village Chamber of Commerce, The Ward Melville Heritage Organization and Stony Brook Concerned Homeowners were also on hand to show their opposition to the governor’s plan.

In her State of the State message earlier this year, Hochul proposed the housing strategy calling for 800,000 new homes to be built in the state over the course of a decade to address the lack of housing. Among the plan’s requirements would be municipalities with Metropolitan Transportation Authority railroad stations to rezone to make way for higher-density residential development. All downstate cities, towns and villages served by the MTA would have a new home creation target over three years of 3%, compared to upstate counties that would need to build 1% more new homes over the same period.

Romaine criticized the plan setting goals that would eliminate current local procedures

“You are exempt from environmental concerns,” he said. “You don’t have to have sewers. There are no height restrictions. There is no community feedback and local zoning is ignored.”

Romaine said if the plan goes through it would cause quality of life issues, including more traffic and congestion on the roads.

“We need incentives because we need sewers,” the supervisor added. “We need infrastructure, and we are willing to work with the state. But if you seek to override zoning and impose against the will of the community housing that is not compatible, you are undermining the very fabric of the quality of life in Brookhaven Town.”

Panico echoed the supervisor’s sentiments and added there are areas in the town where multi-housing developments make sense due to town codes being amended.

“I can give you a couple of examples, right in Port Jeff Station, in Mastic Beach, in East Patchogue, in North Bellport,” Panico said. “Places that lend themselves to this type of development that are not overly constricted by traffic already.”

Kornreich also said the plan is misguided and that local control is important because elected officials possess the granular information to make decisions that are the best for the community.

“The point that my colleagues have made is that different areas have different challenges and require different solutions,” he said. “But we’re not here to engage in scare tactics, and this isn’t NIMBYism, we’re just trying to say a one-size-fits-all approach isn’t going to work community by community in the same way.”

Kornreich added plans are already in the works to “revitalize and redevelop a true downtown area around the train station in Port Jefferson Station, just one stop down the line from here, and create a walkable neighborhood with diverse housing stock that people can actually afford.”

The councilmember said near the Stony Brook station, where the press conference took place, “is not a downtown that can bear any real intensity.”

He added there are no privately held plots around the Three Village train station  large enough for major development.

Jane Taylor, executive director of the Three Village Chamber of Commerce, said housing plans need to take into consideration local zoning, location and consider community support. 

“Being told by the state that we have to do it creates landmines for those of us who live here,” Taylor said. “We’ve got concerns about sewers, our water supply. Those are all things that are very important and need to be addressed.”

Gloria Rocchio, WMHO president, thanked Romaine for “shining a spotlight” on the issue.

“While Long Islanders, traveling back and forth to work trying to make a living, not really knowing what’s happening, this negative zoning proposal is looming,” she said. “It will change our beautiful Island forever. The reason that Long Island is the way it is now is because of local elected officials working together with residents.”

Leaders of the newly reconfigured Port Jefferson Civic Association formally entered their posts during a swearing-in ceremony on Wednesday, March 8, and went straight to work during the first official executive board meeting.

Ceremony

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) officiated over the ceremony, swearing the newly elected civic leaders into their positions at the outset of the meeting. Kornreich, who had previously served as president of the Three Village Civic Association, outlined the value that civic groups can add to a community.

“I can tell you, as an elected, that the role of the civic is incredibly important because we want to get a sense of what the community thinks,” he said. “Your electeds in the village, and for things related to the Town of Brookhaven, we’re going to come to you.”

He added, “It’s a big responsibility because you have to reach out and be representatives of your community, and I’m very grateful to you all for stepping up to take this important responsibility.”

He then presented each officer with a town proclamation. The executive board is represented by civic president Ana Hozyainova, vice president Holly Fils-Aime, secretary Carol Macys Fox, treasurer Marilyn Damaskos and outreach officer Kathleen McLane.

Priority

Following the ceremony, the board quickly got moving, detailing the local issues it would prioritize. Based on a vote among the body, the most significant priority for the civic will be to advocate for voter input on major construction projects within the village. 

The second will be to enhance walkability and calm traffic while referring to the village’s 2030 Comprehensive Plan to guide new development.

Third on the list is advocating for villagewide oversight and enforcement over planting and clearing. And the final item is creating a close partnership with the village Conservation Advisory Committee to preserve open space.

“Part of the reason why the civic association was created is because we found, as individual citizens, very little traction when engaging with trustees on those individual issues,” said Hozyainova. “Coming together as a formal association, we hope that we can start that conversation in a more fruitful way.”

Strategy

To work toward implementing the civic’s collective goals and vision, the executive board brought in backup. Sal Pitti, vice president of the Port Jefferson Station/Terryville Civic Association, and Kornreich sat in on the executive board meeting, offering the newly installed leaders techniques for dealing with local government.

Pitti emphasized the value of high turnout and a growing body. “Get numbers on your side,” he said. “The more people you have on your side, the more they’re going to listen,” adding, “There’s always power in numbers.”

Pitti also recommended working to accomplish small tasks to help grow resident interest in the civic. “Get yourself a high school liaison, like we have at our meetings,” he said. “We have one of the kids at the high school telling people about events.” This method, he maintained, fosters interest from parents and boosts turnout at monthly meetings.

One of the core areas of concern among the PJCA body, according to Hozyainova, is the issue of coastal erosion at East Beach, which has endangered the restaurant and catering facility at the Port Jefferson Country Club.

“We are concerned about paying for a wall that might or might not survive the next few years,” Hozyainova said. She continued by saying that the village government has yet to comprehensively consider managed retreat away from the bluff.

Pitti recommended that the civic association establish new connections within the village so that important public announcements do not go unnoticed by residents. “Try to set up a new system working with the village, that they advise you directly when all these things happen,” he said.

Hozyainova suggested many of the decision-making processes and responsibilities within the village government tend to be consolidated within just a few hands. “A lot of decisions are made without extensive consultation, and very few people ask questions,” the PJCA president said.

To rectify this issue, Kornreich advised the board to forge tighter working relationships with village board members to develop more collaborative exchanges between elected officials and the public.

“Building those relationships with trustees is vitally important,” the councilmember said.

He added that educating civic members on local issues is another responsibility to promote a better-informed civic body and public. “Educate your members,” Kornreich said, adding, “You educate your members so that they understand” the local issues at stake.

Kornreich also mentioned that disseminating important information to the village would be another key function of civic leadership. This, he added, is especially important when it comes to advertising the civic to community members.

Pitti said one of the best investments for PJSTCA has been its website, which he said represents a vital organ for getting the message across to the public. 

“That’s how we get our information out,” he said. “People come and join us there all the time. They love to see what’s going on in the community.”

Local officials gathered for a press conference on Friday, March 3, at Brookhaven Town Hall to call for the Metropolitan Transit Authority to replace the Sheep Pasture Road Bridge in Port Jefferson with a span that can adequately handle increased motor vehicle traffic on the top roadway.

The new bridge construction would also allow for future third rail electrification expansion below on the LIRR right-of-way and reconfiguring the roadway above to reduce the severe traffic angle.

The railroad bridge, constructed in 1906, is the responsibility of the MTA, while the town is tasked with maintaining the vehicle roadbed. 

The town has applied for a $15.8 million grant to repair the roadway structure through the BridgeNY Program. The LIRR is also interested in developing a second track along the existing railroad, according to town officials.

“At 117 years old, the Sheep Pasture Road Bridge needs to be replaced with a new one that can handle the vehicle traffic load of today, not 1906 when it was built,” Romaine said. “This is the type of project that the MTA should be spending money on.” 

Losquadro decried the lack of public investment from the MTA in the local area. “Long Island, specifically Brookhaven Town, has been repeatedly shortchanged by the MTA when it comes to capital infrastructure investment,” he said. “It is imperative that the MTA expend the necessary funds required to replace the Sheep Pasture Road Bridge.”

Kornreich expressed similar sentiments. He stated that MTA should go further than maintaining existing infrastructure, advising the agency to explore electrification of the Port Jefferson Branch line. 

“Unfortunately, for many people in my community, it feels like the MTA is taking us for a ride,” he said. “We pay an increasing share of the burden and don’t see it coming back in terms of improvements in service and infrastructure.” 

The councilmember added, “Public transportation is incredibly important, and although we are hopeful we’ll receive this major grant from New York state, my constituents are calling for a more consistent and substantial commitment to local rail service. We want the MTA not just to repair and maintain structures like the Sheep Pasture Road Bridge but to move forward on electrification and improve schedules on the Port Jefferson line.”

Local legislative elections are shaping up, with candidates across levels of government gearing up for county, town and village races.

Suffolk’s 5th District

Suffolk County Legislator Kara Hahn (D-Setauket), whose 5th District encompasses Port Jefferson, Port Jefferson Station/Terryville and Three Village, is termed out due to 12-year term limits for county legislators. To fill the open seat, former New York State Assemblyman Steve Englebright (D-Setauket) and former congressional candidate Anthony Figliola have stepped up.

Before receiving his party’s nomination, Englebright had previously occupied the seat from 1984 to 1992, after which he entered the state Assembly. He described this year’s bid as “coming home.”

“It’s been some 30 years in Albany, but my heart is always here in the community,” he said. “There’s a lot of work to be done.”

The core issues facing the 5th District, Englebright contended, are those related to the environment and public health. He stated his core priorities are protecting Long Island’s sole-source aquifer and its coastal waters.

“Science has advanced, and the connection between our drinking water and our tidal waters is more explicitly understood now,” the former assemblyman said. “The challenges are awaiting a legislative response to the science, so I’d like to be a part of that. I think I can make a meaningful contribution.”

He said he hoped to continue working toward preserving open space if elected and also emphasized protecting the Setauket and Port Jefferson harbors from contamination. He viewed restoring the county’s information technology systems, promoting affordable housing and limiting sprawl as central.

Figliola was the third-place finisher in 2022 during the GOP primary for New York’s 1st Congressional District. Among his professional credentials, he has served as deputy supervisor of the Town of Brookhaven and is currently executive vice president of a government relations and economic development business. A resident of East Setauket, he will represent the Republican Party in this year’s 5th District contest.

“With Kara leaving, we need someone who has a plan for the future of our district to make sure that we represent everybody,” he told TBR News Media. “I’ve done a tremendous amount of work with small business, with the environment and volunteerism in this community.”

He added, “I just jumped at the opportunity to be able to represent the people that I live and work with.”

Like Englebright, Figliola stressed the importance of water quality in the Setauket and Port Jeff harbors. He said he would also explore opportunities for more sewers, addressing electrification of the Port Jefferson Branch line of the Long Island Rail Road as an area of concern.

“I want to continue the work that I’ve been doing on a volunteer basis for almost seven years, which is to help bring the electrification of the Port Jefferson rail line here,” he said.

He added that supporting small business districts, preserving and developing parks, and encouraging community-based planning will be in focus.

Brookhaven’s 1st Council District

Incumbent Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the sole elected Democrat in the town, is up for reelection this year. He entered the Town Board after a special election in March 2021 to replace former Councilwoman Valerie Cartright (D-Port Jefferson Station), who had won a seat on the state Supreme Court.

“Serving this community is something I’ve been doing for almost two decades through service on the [Three Village] school board, the [Three Village] Civic Association and other nonprofits like the Boys and Girls Club,” he said. “Community service is really my life’s passion.”

Kornreich stated that land use would remain a top-level interest if reelected, expressing concerns with Gov. Kathy Hochul’s (D) housing proposal for Long Island.

“One of the big looming policy issues that we’re facing is this potential threat from the governor’s office about seizing zoning control and handing it over to bureaucrats in Albany who don’t understand our communities,” he said.

The incumbent added, “We do have an affordable housing crisis — it’s just very difficult for people to find affordable places to live, and we have to address that. But we have to address it in a thoughtful way that’s sensitive to the makeup of these communities and the built environment where they currently exist.”

He also touched upon the quality of life issues that affect his constituents, such as overdevelopment and sprawl. He pledged to focus on building viable downtowns and parks while protecting the environment.

Carrying the Republican Party’s nomination in the race for CD1 is Gary Bodenburg, a special education teacher who ran for the Comsewogue Board of Education last year.

“I believe good government is needed at all levels, so I plan on continuing the mission and vision of [Brookhaven Town Supervisor] Ed Romaine [R] in maintaining fiscal responsibility by controlling taxes and spending, addressing environmental concerns and also keeping a close eye over the overdevelopment of our suburbs,” Bodenburg said.

The Republican candidate addressed other policy concerns, such as streamlining services within the town government to “provide better value for our tax dollars.”

“Specifically, I think it’s important that we address a 25A corridor study,” he said, adding, “I also look to finalize plans with Lawrence Aviation, as well as better enforcement of housing codes for problems with off-campus student housing.”

Bodenburg said that reducing the impact of traffic and improving town parks and marinas would also be on his agenda.

Port Jefferson’s Board of Trustees

So far, only two candidates have emerged in the villagewide race for the Port Jefferson Board of Trustees election on June 20. Two seats are up for grabs — one uncontested, as Deputy Mayor Kathianne Snaden is running for mayor.

Trustee Stan Loucks will seek his fifth election, having joined the board in 2015. During his tenure, he has served as trustee liaison to the parks department and Port Jefferson Country Club, coordinating with the administration on stabilization plans for the East Beach bluff.

“I love working for the village, specifically the areas that I’m assigned to,” Loucks said. “I just want to keep going. That’s the bottom line.”

Asked what policies he would seek to implement in the coming term, Loucks said reinvigoration of PJCC would be a continued area of emphasis. “I’d like to see more social activities and more community get-togethers focusing around what I think is the gem of the village, and that’s the country club,” he said.

Between new racket sports facilities, recreational programs and the finalization of coastal engineering projects along the bluff, he expressed optimism for such a revival of PJCC. “I want to see it come back,” he said.

Former village clerk Bob Juliano is also in the running. He has had considerable professional experience in municipal government, holding various administrative posts throughout his career in Port Jeff, Westbury and Lindenhurst villages.

“I have the knowledge and experience of being a clerk and a treasurer for the past 30 years for three different municipalities,” Juliano said. “I figured I could use that expertise and my knowledge and my know-how and put it to good use for the community that I live in.”

If elected, Juliano said he would like to “slow down what’s going on uptown.” Like Kornreich, he expressed apprehensions over Hochul’s housing priorities. And similar to Loucks, he proposed exploring a better use for PJCC.

“I’m very concerned about the country club,” he said. “I know they’re progressing with the wall and everything, which is a fantastic thing, but I’d like to see the country club be more viable as well as more welcoming.”

Community choice aggregation, a revolution in energy procurement, is making a splash throughout Long Island.

Starting in May, the Town of Brookhaven will launch a CCA program, contracting with Manhattan-based Good Energy LLC for a fixed rate for natural gas consumers over the next two years.

In an interview, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) explained how the program would operate. Under the longstanding method of natural gas delivery in the town, National Grid — based in the U.K. and northeastern U.S. — purchases the supply and delivers the gas. CCA alters this dynamic.

“CCA is just a method of purchasing a commodity on a communitywide basis,” he said. Under the program, “all of the customers of National Grid in a certain area are getting together to say, ‘We’re going to jointly purchase fuel cooperatively from a different source.’”

That source, Good Energy, has agreed to supply gas at a fixed price of 69.5 cents per therm. “That locks in the price for all customers” for two years, the councilmember said. 

National Grid, which still operates the delivery systems, will continue to bill customers for those services. The only section of the bill affected by the changes will be for energy supply.

An August report from the U.S. Energy Information Administration states that the natural gas market saw record volatility last year due to demand changes, storms and geopolitical unrest. 

Given the many variables that contribute to fluctuations in gas prices, Kornreich suggested Brookhaven homeowners and businesses would be less beholden to the volatility of the market under CCA. “We’re going to pay just one price for the next two years,” he said. 

The town is also hedging that the market price of natural gas will rise over the next two years. If that happens, CCA will deliver discounted gas to Brookhaven ratepayers throughout the contracted period.

“The expectation that I have, as given to me by the corporate representatives with whom I met, is that there’s going to be a savings to the customers,” Kornreich said. “My hope is that this price is competitive over a two-year period.” 

He added, “Based on the models that they’ve shown me, this price will — over the long term — on average be lower than what they would have paid if they had just rode that market price.”

CCA: An energy revolution

‘A CCA can play a role in helping the residents to have more negotiation power.’ ­

Community choice aggregation first came about in the 1990s as a model of procuring energy whereby a municipality can pool the buying power of its residents to negotiate favorable energy contracts.

Gang He is an assistant professor in the Department of Technology and Society at Stony Brook University, whose research focuses on energy and climate policy. 

The assistant professor regarded the traditional relationship between energy consumers and suppliers as heavily skewed in favor of suppliers, referring to consumer protections under CCA as correcting the power imbalance.

“When utilities deal with residents, residents have no power,” Gang He said. “It’s a monopoly, and it’s heavily regulated by regulators. A CCA can play a role in helping the residents to have more negotiation power.”

Paul Fenn, founder and president of the Massachusetts-based CCA firm Local Power, drafted some of the original enabling legislation for CCA in Massachusetts, California and throughout the U.S. In an interview, he traced the history of CCA.

Fenn said vertically integrated investor-owned utilities have historically operated as monopolies and cartels, given their guaranteed rates of return by state regulators and energy market deregulation. CCA, he said, seeks to rectify this.

“The basic definition is that CCA is a model of energy supply that is neither a monopoly nor a cartel,” he said.

He likened the energy model to Costco. “The reason that large users achieve cheaper services is like going to Costco,” he said. “If you’re buying 200 rolls of toilet paper instead of 20, you pay a lower price.”

CCA applies this framework to the energy supply, giving the small consumer the perks of a bulk purchaser by pooling the buying power of entire communities. 

“It’s a way for small users … to gain the economic buying power enjoyed by the largest corporations,” he said, adding, “The aggregations are designed to deliver the benefits to the user and not to the supplier.”

Two factors, according to Fenn, have contributed to the rise of CCA nationwide. On the one hand, the economic model has been tailored and perfected to benefit individual users over large suppliers. On the other hand, renewable technologies have progressed to the point where they are now competitive with fossil fuels. 

Fenn characterized CCA as a revolution for capitalizing on the convergence of cheap renewable energy and consumer protections for utility power.

Promoting renewables

Anne Reynolds is executive director of Alliance for Clean Energy New York, a group of private companies and nonprofits partnering to expand green energy opportunities throughout New York state. Reynolds indicated that CCA could be interpreted in two ways — as an economic model or as a way to promote green energy.

CCA “can be purely an economics choice,” she said. “You can think of it as a collective buying co-op,” but “most of the examples in New York state are when the community also wants to get a renewable energy product.”

Reynolds stated that CCA is not the main objective of ACE NY as CCA “hasn’t been the primary way that renewable energy products are getting built in New York, which is what we focus on,” she said.

Her organization instead emphasizes the construction of large-scale, grid-connected renewable energy projects through long-term contracts with the New York State Energy Research and Development Authority.

Under the Climate Leadership and Community Protection Act, the state must procure 70% of its energy from renewable sources by 2030 and 100% by 2050. When asked whether CCAs offer a pathway toward a greener future in New York, Reynolds responded that there must be a mix of large-scale and small-scale projects.

“To get there, we’re going to need an unprecedented construction of renewable energy projects — offshore wind, wind, solar, batteries,” she said. “To get that done, these projects need to have a guaranteed market for their power, what they refer to as offtake agreements.”

She added, “Having those offtake agreements with the State of New York is one way to do it. Having the offtake agreements with communities in New York is another.”

One way CCA can promote new development in renewables, Reynolds said, is through community distributed generation, often referred to as community solar. 

“Community choice aggregation programs can be a great tool for getting community solar built, paid for and delivered to people,” she said. “For the state to meet its goals, and for Long Island especially, it’s going to require a little bit of everything.”

The Southampton model

Brookhaven is not the only municipality in Suffolk County implementing CCA. In the neighboring Town of Southampton, local officials are exploring a different posture, with an energy plan geared toward electricity instead of natural gas.

Lynn Arthur is the energy chair of Southampton’s volunteer sustainability committee and the founder of the nonprofit Peak Power Long Island, a consultancy group that services municipalities and their constituents on renewable energy technologies.

Arthur said there are currently two CCA administrators operating on Long Island, Good Energy and Bedford Hills-based Joule Community Power, Southampton’s CCA administrator. She notes that the difference in administrators has placed the two municipalities on separate trajectories.

In Southampton, the Town Board is working toward obtaining electricity from 100% renewable energy sources by 2025. Arthur said that goal is coming into focus.

“It’s only natural that we would try to get a power supply contract for 100% renewables for electricity,” she said.

To meet this task, Arthur suggested CCA would play a pivotal role. She is now advocating for the Southampton Town Board to submit a request for proposal to supply electricity from 100% renewable sources.

Brookhaven vs. Southampton

Weighing Brookhaven’s CCA against Southampton’s, former New York State Assemblyman Steve Englebright (D-Setauket) suggested that Southampton has the upper hand.

“I think Southampton’s model is the better one,” he said. “Electricity is the future. We should be moving away from natural gas.”

But, he added, “to the extent that the Town of Brookhaven can get started with [CCA] is promising. I think the inevitable success of what Southampton is doing will compel their next-door neighbor, Brookhaven,” to follow suit.

Despite Brookhaven’s gas-exclusive CCA, Fenn did not say that gas aggregation was inherently brown and electricity aggregation green. Rather, he said promoting renewables through CCA is a matter of how a program is implemented.

He objected, however, to the limited scope of Brookhaven’s CCA initiative. “This program is defined narrowly as a discount-only program, and I think that’s not a particularly good idea,” he said. “It’s hard to argue against stabilizing people’s rates, but it won’t help the environment if that’s all they’re doing, and it may hurt it.”

Creating competition

Fenn regarded municipalities as sometimes prone to short-term thinking. While gas aggregation is a step toward unshackling ratepayers from the market’s volatility, he said it is incomplete.

Instead, he advised Brookhaven leaders to explore fuel switching, that is, transitioning residents from natural gas to electricity. The heat pump, for example, constitutes one way in which a home’s heating can be fulfilled by electric power instead of gas.

“Apart from the climate crisis, which says stop burning this stuff, there are so many reasons” to transition off fossil fuels, Fenn said. By fuel switching, “you’re adding electrical load when you do that, but you’re deleting gas demand.”

By creating a separate program for electrical aggregation, Fenn said Brookhaven could correct course, providing gas customers with greener options for heating. 

Asked whether the Brookhaven Town Board could add a second CCA administrator for electricity, he responded affirmatively. “Just deliver both, and you can,” he said.

Arthur emphasized that municipalities can have separate CCA administrators for gas and electricity. She suggested Brookhaven add a second administrator for electricity to further competition.

“Fundamentally, if competition is good, and if you want everybody to go to electricity and get away from gas, then you should have [CCA administrators] compete with each other,” she said.

Local vs. centralized intervention

Fenn noted the decline of municipal power since the Civil War, which he said had rendered local governments impotent compared to their state and federal counterparts. He criticized the tendency of local officials to outsource services to third-party vendors.

“Part of the problem is the dependence on third parties cripples the governments by making them intellectually captive to those service providers,” he said. “We believe municipalities should have skin in the game and should use the power that they have.”

Fenn attributed the climate and garbage crises in the United States to the decline of municipal powers and the failures of centralized government. He encouraged local policymakers to embrace programs like CCA to counteract these downward movements.

“There has to be knowledge, responsibility and therefore control” vested in municipal government, he said. “CCA uses contractors to provide services, but they’re firmly under the control of the municipality.”

While CCA proposes a local solution to a global climate phenomenon, questions remain about the best forms of intervention. 

For Reynolds, tackling the climate crisis requires a centralized intervention from the higher levels of government, with local governments doing their part as well. “We absolutely need both,” the ACE NY executive director said. 

For the state to reach its aggressive emission mandates, “you’re going to need larger power projects, too, like offshore,” she said. “But it shouldn’t be an either or question.”

A sustainable future

Gang He viewed the growth in renewable energy, evidenced by over $1 trillion in worldwide investment last year, as a turning point in energy history. 

“Renewables have gained momentum,” the SBU assistant professor said. “The challenge is how do we maintain the momentum to deliver the outcome that we desire?”

Arthur recommends CCA to local officials as a way to do so. “It’s so clear that this is such a great opportunity to move the needle on renewables and, at the same time, lower costs for their constituents,” she said.

Asked whether Brookhaven’s CCA could spur interest in a similar program for electricity, Kornreich expressed optimism that the town’s program would foster better energy stewardship.

“I hope that it does open people’s eyes to the possibility and to get people more comfortable with the concept of being a more conscious consumer of utility power,” he said. “Whether it’s gas or electric, people can understand they can choose and that their choices will have an impact on the environment.”

Though acknowledging some of the drawbacks to the Brookhaven program, Englebright expressed encouragement about moving away from the preexisting procurement structure.

“Great journeys are made a step at a time,” the former assemblyman said. “I like the idea of moving away from monolithic energy sourcing.” He added, “A more distributed power system is to our advantage, ultimately — more competitive, less monolithic and more responsive to the public.”

The Port Jefferson Civic Association elected officers and voted to set its priorities during a meeting on Tuesday, Feb. 21. 

Elected for one-year terms, Ana Hozyainova will serve as president, Holly Fils-Aime as vice president, Carol Macys Fox as secretary, Marilyn R. Damaskos as treasurer and Kathleen McLane as outreach officer. Each will be formally sworn in at the first business meeting of the civic association.

PJCA was established on Sept. 17, 1990, but it fell dormant in 2006. In 2023, the civic was reconstituted due to concerns by residents about a need for more engagement with local governing bodies. Fourteen village residents attended Tuesday evening, narrowing the civic’s focus around overseeing village-led construction projects, advocating for public referenda, facilitating green space preservation and promoting pedestrian and public safety initiatives.

Brookhaven councilmember talks Lawrence Aviation, PJ Branch electrification

While plans to electrify the Port Jefferson Branch line have stalled for over half a century, nearly every level of government is coming together to support the development of the Lawrence Aviation Superfund site in Port Jefferson Station. [See story, “Schumer announces $450K to help demolish buildings at Lawrence Aviation,” Jan. 9, TBR News Media website.]

In an exclusive interview, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) summarized the plans for the Lawrence Aviation property, connecting this local project to the decades-old struggle for branch electrification. The implications for both, he suggests, would be transformational for the community and greater region.

From a planning perspective, what is the overall vision for  the Lawrence Aviation property?

Roughly a third of the site would be preserved as open space. Another third would be for industrial purposes, specifically a solar farm. And the last third would be, theoretically, set aside for the MTA rail yard to try to move [the existing] rail yard there and eliminate the grade crossing on Route 112.

Is the proposed rail yard intended to accommodate electric train cars or the diesel-powered locomotives currently used on the Port Jefferson Branch?

I’d love to see it as an electrified rail yard. But even if it were to relocate the existing rail yard using the same 19th-century technology they’re using now to a better location, it would still be an improvement. 

How is your office coordinating with higher levels of government? Have they been open to your suggestions?

We haven’t interacted much on a federal level. We have had a couple of meetings with the MTA, with [former state] Assemblyman [Steve] Englebright [D-Setauket]. 

Much more of our interaction has been with Suffolk County. I did help negotiate a New York State contribution through Assemblyman Englebright’s office to get the buildings taken down.

When you’re dealing with some of these big state bureaucracies like the MTA, I feel like we tell them things, and they tell us things. But sometimes, I don’t know how responsive they really are. 

This is a major priority for us, but I don’t know if it is for the MTA. My job, what I’ve been trying to do, is get meetings with them to keep those lines of conversation open. It’s to communicate to them how important this project is and what the regional impact of electrification would be.

Is there a disconnect between local and state-level officials’ priorities, particularly with electrification?

Yes, and this is a common theme that we have seen. The centers of power in Albany seem to be well aware of the city’s concerns. To some extent, they’re concerned with upstate and rural communities. But I feel that sometimes there is a disconnect between state-level priorities and suburban concerns.

What can local officials along the North Shore do to make their concerns heard by state-level officials in Albany?

This is the nexus between politics and government. We have to advocate for the needs of our communities — not for political reasons but from the standpoint that these are the concerns of the suburbs. These are concerns that these communities face, and we want state support in addressing the unique challenges that we face in the suburbs.

Is it realistic that MTA-LIRR will commit to Port Jefferson Branch electrification within the next decade?

My parents moved out here in 1968, and my dad was working in the city at that time. The real estate agent who sold them the house said, ‘You are going to love getting into the city because the Long Island Rail Road is going to electrify that train.’ They were literally talking about this in the 1960s.

So, is it realistic? I guess it could happen. Will it happen? I have no idea, but I’m going to fight like hell for it.
