For the first time in its over 75-year history, Brookhaven National Laboratory named its first female lab director.

JoAnne Hewett, associate lab director for fundamental physics and chief research officer at SLAC National Accelerator Laboratory in Menlo Park, California, will take over the top job at BNL this summer.

Hewett will also join Stony Brook University as a tenured faculty member in the Department of Physics and Astronomy and the C.N. Yang Institute for Theoretical Physics.

Hewett “is not only incredibly qualified and talented, but will also make history as the first woman to serve in this critical role,” Gov. Kathy Hochul (D), who is the first woman elected governor of the Empire State, said in a statement. “The lab has developed innovative ways to deliver on New York’s top priorities, from battling disease to acting on climate change, that are making a difference today and for the future of New York.”

Hewett, who was the first woman member at SLAC in 1994, conducts research as a theoretical physicist, exploring the fundamental nature of space, matter and energy. Her work in physics focuses on efforts beyond the Standard Model of particle physics.

Stony Brook University Distinguished Professor and Director of the C.N. Yang Institute for Theoretical Physics George Sterman described her hire as a “wonderful turn of events.”

In an email, Sterman wrote that her work “as a theoretical physicist has earned wide admiration, and her leadership has helped shape the national program in fundamental particles.”

Sterman suggested Hewett’s research “continues to influence experiments worldwide, and her perspectives will be greatly valued by her new colleagues at Stony Brook.”

With over 2,800 scientists, engineers, technicians and professionals and an annual budget of about $700 million, the researchers at BNL tap into the site’s state-of-the-art technology, including the National Synchrotron Lightsource II. These researchers, and the many scientists from around the country and the world, work in fields including nuclear and high energy physics, clean energy and climate science, quantum computing, artificial intelligence, photon sciences, isotope production, accelerator science and technology and national security.

Hewett is coming to BNL as it prepares to begin construction on the Electron-Ion Collider, or EIC. Estimated to cost between $1.7 billion and $2.8 billion, the EIC will allow researchers to look inside the nucleus at the protons and neutrons. The research will reveal the arrangement of quarks and gluons that make up the protons and neutrons of nuclei.

Discoveries from the EIC could lead to future technologies.

“I am head-over-heels excited to build the EIC in partnership with Jefferson Lab to unlock the mysteries of the force that binds Nature’s building blocks, to strengthen connections to industry and the community with Discovery Park, and to advance the multi-program missions of the lab,” Hewett said in a statement. “And I’m very much looking forward to working with everyone at Brookhaven, Stony Brook and the DOE to usher the lab into its next successful chapter.”

The lab is also building a new welcome center, the Science and User Support Group, which is the first building planned for Discovery Park.

Maurie McInnis, president of SBU and co-chair of the BSA Board of Directors, which is a partnership between SBU and Battelle, welcomed Hewett, who will start this summer, to BNL.

Hewett’s “capable leadership, experience and future-forward vision complements Brookhaven National Laboratory’s continued focus on scientific innovation and discovery,” McInnis said in a statement. “The University is pleased to bring her expertise to the Physics and Astronomy Department and to the C.N. Yang Institute of Theoretical Physics, both of which have had “long-standing and critical connections to many major physics achievements at BNL.”

The next few months

Hewett takes over the top job at the lab from Doon Gibbs, who had been in that position from 2013. Gibbs is retiring on April 17.

“I am grateful to [Gibbs] for his outstanding leadership of Brookhaven and his long legacy of building and strengthening the lab for advancing scientific discovery,” Hewett said in a statement.

Jack Anderson, BNL’s deputy director for operations, will serve as the interim lab director until Hewett joins the lab.

Tom Daniels, the current ALD for Facilities and Operations will serve as interim deputy director.

Between rising sea levels, more frequent and intense storms and a changing climate, the Village of Port Jefferson is also addressing longstanding flooding concerns.

Public officials, architects and residents gathered at Village Hall on Wednesday, April 5, sharing updated findings of the ongoing village Climate Resilience Plan in a community workshop. With water targeting the village from all angles, data is being used to develop new intervention strategies.

“The Village of Port Jefferson, Drowned Meadow if you will [the village’s original name], has had unending issues with flooding as a result of topography, tides, runoff, rains, storms, a shallow water table and many other issues,” said Deputy Mayor Kathianne Snaden. “I believe tonight’s workshop will be extremely helpful in moving Port Jefferson toward the ability to implement a responsible and solid resiliency plan.”

Trustee Rebecca Kassay, the village’s sustainability commissioner, updated the public on the status of the Project Advisory Committee. Composed of residents, contractors, Conservation Advisory Council members and Amani Hosein, legislative aide to Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the PAC is pursuing the Climate Resilience Plan for the village with a focus on flooding.

The study is made possible by an $82,500 grant from the New York State Department of State to fund the creation of the Port Jeff plan. Michael Schwarting is a partner of the local Campani and Schwarting Architects, one of the firms hired to carry out various tasks associated with the grant. During the meeting, he updated the public on the study’s findings.

Flooding: an Achilles’ heel

Schwarting analyzed Port Jeff’s long history of flooding using historical aerial photographs and maps. He identified various hidden water bodies, such as Crystal Lake near the fire station and other creeks and streams, flowing beneath the existing built environment in Lower Port.

“The maps tell us a good deal about the conditions, and what we know is that it’s all still there,” he said. “That water is underground, and it doesn’t go away.”

Schwarting said three factors work to exacerbate flooding conditions: rising tides, waters below the surface and low-lying topography. “Those three things interact with one another to cause the problems that we’ve been having in the past, are still having and will have in a worse way, according to predictions,” the architect said.

The village is simultaneously afflicted by water from above, with projections for more frequent and intense precipitation events due to climate change. “The prediction is that the storms are going to increase,” Schwarting said, adding that as global sea levels rise, Port Jeff Harbor is projected to begin spilling over into much of the downtown business district.

Potential solutions 

Despite the challenges ahead, Schwarting maintained that there are some natural remedies to help counteract these threats.

Storm drainage systems and rain gardens, for example, are already in place, collecting and channeling some of the stormwater load into the ground. Bioswales, bioretention planters and permeable pavement systems offer other modes of stormwater discharge and filtration, assigning it a reuse function as well.

The architect also proposed transitioning hardscape surfaces along the harbor, such as the Town of Brookhaven parking lot, as green space, which could add scenic value while acting as a floodwater sponge.

The next stages of the study will involve collecting more resident feedback and defining projects worth public consideration. Schwarting said a similar meeting would take place as those phases progress.

“We will start to move toward solving the problem now that we have spent quite a bit of time understanding the problem,” Schwarting said.

Kassay acknowledged the complexities of the flooding question, referring to these initial findings as “a little overwhelming.” Despite this, she maintained that planning and intervention remain the proper path forward.

“The only thing worse than digging into this problem is to ignore it because it’s happening, whether or not we do something,” she said. “We really need to come together to prioritize, make these decisions and support this work so that it is guided toward the result that you wish to see as a community.”

The eyes of Brookhaven are upon Middle Country, where a special election later this month will help gauge the pulse of the people.

Former Town of Brookhaven Councilman Kevin LaValle (R-Selden) took over as town clerk in February, vacating his seat on the Town Board and triggering a special election Tuesday, April 25, to complete his unexpired term ending in December.

The 3rd Council District spans Centereach, Selden and Lake Grove, with parts of Lake Ronkonkoma, Farmingville, Port Jefferson Station and Holtsville. Republicans currently occupy eight of the town’s 10 elected offices and hold a 5-1 majority on the Town Board. 

Less than three weeks until Election Day, citizens townwide will be watching CD3, with implications for general elections this November.

Attorney Alyson Bass and civil servant Neil Manzella have received the town Democratic and Republican committee nods, respectively. 

Bass, of Centereach, worked in private practice before entering the Suffolk County Attorney’s Office, where she currently deals with procurements, contracts and legislative drafting while coordinating with law enforcement agencies.

She is also involved in various community activities, serving as vice president of the Greater Gordon Heights Chamber of Commerce and president-elect of the Amistad Long Island Black Bar Association.

“My whole entire career was built on helping people, resolving problems and communicating,” she said in an interview. “To some extent, I’ve always felt that I was in public service to some degree because of the nature of my work,” adding that pursuing elective office “feels like a natural progression for me.”

Manzella, of Selden, has held various civil service posts throughout his professional career, working in the information technology department at the William Floyd and Longwood school districts before transferring to the Suffolk County Board of Elections. He currently works in the Town of Brookhaven Assessor’s Office, where he has been for five years.

“Ever since I got involved in government, I’ve loved being able to serve the community,” he told TBR News Media. “I was offered this opportunity to run for an office that can really focus my attention on my home community, and I jumped at the opportunity.”

Policies

Bass indicated that the 3rd District is simultaneously grappling with several quality-of-life concerns as the Town Board works to overcome the financial and logistical pitfalls associated with closing the Brookhaven landfill. This facility constitutes roughly half of the town’s public revenue.

“I think pushing to have a plan in place so that we aren’t so affected by the closure of the town dump is huge,” she said.

Given the 3rd District’s dense commercial and residential areas, Manzella highlighted the need for continual and close coordination with the town Highway Department in repaving local roadways.

“Kevin [LaValle] did a fantastic job on helping our roads, and I want to see that continued,” the Republican said.

This month’s special election comes amid calls from Gov. Kathy Hochul (D) to increase statewide housing stock by 3% over three years, a plan recently ridiculed by town Supervisor Ed Romaine (R). [See this week’s story, “Brookhaven officials speak out against governor’s proposed housing plan.”]

Despite gubernatorial pressures, both candidates for CD3 preferred local municipal oversight over development projects in Middle Country. Bass, a former Queens resident, was apprehensive about applying a New York City standard to Brookhaven.

“I came back here for a reason, and I am interested in preserving the suburban lifestyle,” she said, noting that expanding affordable housing options for district residents remains “hugely important.”

Manzella centered his development aims around CD3’s commercial sector, which includes the bustling corridors of Middle Country and Portion roads. The candidate suggested the numerous undeveloped lots as a potentially lucrative tax base for the town.

“If somebody’s going to be coming in and building a shop, we don’t want to drag our feet with it,” he said. “We want to help them get through any red tape that they might hit governmentally and get them on the tax roll.”

Encouraging district residents to remain on Long Island by hosting frequent community events and activities are necessary, Manzella added. For Bass, reducing the town’s carbon footprint, promoting renewables and expanding teen programs are all on the agenda.

There is substantial agreement among environmental groups that we want a circular economy — that is, we want to reduce waste by all means possible — by reducing, re-using, repairing, and recycling our waste — so that there is none, arriving at “zero waste.”

The DEC has just released a draft solid waste management plan designed to help New York State meet the climate goals of the Climate Leadership and Community Protection Act, passed in 2019. It proposes reducing waste at its source, returning materials back to productive use, and diverting waste from landfills to avoid the emission of greenhouse gases, reaching a reduction of emission by 85% by 2050. The DEC has also issued rules requiring that any facility with over 25 pounds of food scraps either donate it or take it to a designated site for recycling. (Suffolk County has only one food-recycling site, so that requirement has been waived, leaving the food in the landfill.)

Because waste removal is a town responsibility, there has been no movement toward creating a county role which could be funded by the DEC, along with its role of regulating and overseeing town operations. Much of the municipal waste in Suffolk County is incinerated, with the ash deposited in landfills in the towns of Brookhaven and Babylon. Towns without landfills are sending their waste off the island to other states, using trucks with high rates of carbon fuel emission. Construction and demolition waste from building projects, and yard waste have been recycled more successfully, except for glass, which is currently part of municipal waste. It is being studied as a subject for recycling if markets can be developed for its final stage.   

A conference held recently (by the Evan R. Liblit Memorial Scholarship Committee) at Stony Brook University with speakers on waste to energy efforts, large scale organics management, and funding through the Inflation Reduction Act, ended with a roundtable of four of the town supervisors in Suffolk County and a representative from the NYS Department of Energy Conservation who welcomed the attendance of the town supervisors and commented on the unusually large number of people in attendance, showing a growing concern with the issue of waste reduction.

The town supervisors who participated in the conference — from Brookhaven, Smithtown, Islip, and Babylon — all agreed that they communicate regularly about issues of waste and are taking steps to reduce it but they said they cannot do it alone. How do we create and implement a regional or county approach? Most of the town supervisors reported that the residents of their towns are not aware of the problem and their part in it. To reduce our emissions by 2050 will require an accurate calculation of how the population is growing and the amount and nature of the waste.

Concern about the waste problem is most often expressed by residents objecting to measures taken to deal with the problem. In Smithtown the plan to utilize rail lines to move the waste to other states has met with opposition to the idea of railroad areas, despite the fact that it would reduce the emissions from trucks from the road and reduce road traffic. In Brookhaven, plans by Winters Brothers for removing ash by rail have also been opposed. How would people react to increases in garbage collection rates if more towns implement a Pay-as-You-Throw program, although many areas of the country now use it, substantially reducing the trash they pick up.

The supervisors cited successful efforts by teachers and schools to build understanding of the waste crisis, but how can we do more? 

Community groups are leading efforts to create community composting for our farmlands, open repair cafes, and create anaerobic digesters. Small groups of concerned citizens meet regularly as Carbon Crews, to learn new ways of reducing their footprints. Larger organizations, such as Beyond Plastics, have publicized the dangers of producing and burning plastics and are working on state regulations (Extended Producer Responsibility) to make producers aware of the costs to municipalities of disposing of the waste their products create.

The false narrative by our governor, Kathy Hochul (D), continues with this nonsensical, heavy-handed housing plan that threatens to override long-established law and the will of the people who live in local communities. It’s a false narrative because the notion that local municipalities aren’t approving housing is patently false; it’s the lack of sewer infrastructure coupled with the practical aspects of a developer’s land and construction costs that make the practical application of the idea extremely difficult, not obstinance derived from local municipalities. Let’s discuss some examples.

Across the Town of Brookhaven in Port Jefferson Station, North Bellport, East Patchogue and Mastic Beach, there are four quick examples of pending proposals where mixed-use redevelopment is desired by the community and embraced by the town, and three are in proximity to a train station. Each development would offer new restaurant and retail options, as well as brand new housing options for young and old and everyone in between. The municipal opposition portrayed by the governor simply does not exist here; it is a false narrative. 

However, with the exception of East Patchogue, where the Town of Brookhaven in a very forward-thinking manner buried dry sewer lines to connect to the nearby Village of Patchogue sewer district years ago, the biggest hurdles in the other three project examples remain the lack of readily available sewer capacity. While we are working with Suffolk County on each other project, the costs associated with the sewer infrastructure necessary for such development and redevelopment render the projects unbuildable without some sort of government sewer funding. That is where the governor should invest her time and the state’s funding by helping Suffolk expand sewer infrastructure so local municipalities can continue to work on community-based redevelopment.

To continue to threaten local municipalities with state rubber-stamp approvals demonstrates a glaring lack of awareness of the realities of the situation or the logistical realities of what real development actually entails. Moreover, in most areas on Long Island a developer could not realistically build these state-envisioned housing projects because of the high cost of land, divided into so many small parcels with single-family homes and businesses, combined with costly construction requirements, parking requirements and sewer infrastructure costs that would never make the project financially viable, let alone affordable. This fact is being overlooked as the governor portends opposition to projects that have not come forward and proposals that simply do not exist. In fact, it’s the exact opposite approach in Brookhaven, as we are leading the way by amending our codes and seeking out and working with developers.

The governor would be better off stopping the political charade and giving funding to Suffolk County from the federal infrastructure bill and the recently passed NYS Clean Water Bond Act so that local municipalities can do the work of redeveloping our downtowns. It’s compromise and cooperation that make things happen, not threats and political theater.

Local offices are on the ballot this November, with legislative positions at the county and town levels up for grabs.

Suffolk County’s 6th District

Six-term incumbent Suffolk County Legislator Sarah Anker is termed out, setting up an open contest to fill her seat. In Anker’s absence, two major party candidates — both attorneys — have emerged.

Dorothy Cavalier, Anker’s chief of staff, has received her party’s nod. Cavalier began her legal career with AIG and Dime Savings Bank of New York, later transitioning to a small family practice in Ronkonkoma.

She joined Anker’s staff in February 2019. Asked why she entered the 6th District race, she told TBR News Media that her four years in Anker’s office had opened her to the possibilities of government.

“I started to see all of the good things that can be done in government,” she said. “I would like to stay in office, hopefully taking her seat, so I can continue those good works and the good things that we started.”

She added, “There’s still a lot of work that needs to be done, and I think I’m the one who needs to be in the office to do it.”

If elected, Cavalier offered to prioritize environmental issues, focusing on measures promoting water quality and preserving open space.

“We need to protect our sole-source aquifer,” she said. “We need to continue to work on getting our water, keeping it clean and making it safe for everybody.”

The Democratic candidate cited coastal erosion along the North Shore as a critical situation for the 6th District. She also noted affordable housing and expanding mental health programs for veterans are priorities.

Representing the Republican Party in this race is Chad Lennon, an officer in the U.S. Marine Corps and an attorney focusing on military and veterans law. 

He has worked part-time for state Sen. Anthony Palumbo (R-New Suffolk) as a special assistant for veterans affairs and U.S. Congressman Nick LaLota (R-NY1) as a congressional aide.

“I have been someone who’s served my country, and I wanted to continue to do that at the local level,” he said. “I believe my experience with being an officer in the military, being an attorney, as well as the other positions I have held bring a level of leadership that no one else is bringing.”

He added, “I think I have an ability to lead from the front, put myself at the point of friction and make myself available to the constituents of the district.”

Lennon committed to tackling issues associated with public safety, stabilizing the county’s budget and finances and thoroughly investigating the September ransomware attack against the county’s information technology network.

He pledged to “work with the county to make sure we find out what happened with the cybersecurity breach and make sure that we have accountability, policies and training put in place to make sure that this kind of breach does not happen at our county in the future,” he said.

The Republican also cited the need for “standing with local officials to stop the ‘Queensification’ of Suffolk County that Gov. [Kathy] Hochul [D] is seeking.”

Brookhaven’s 2nd Council District

The boundaries of Brookhaven’s 2nd Council District underwent a considerable transformation during last year’s redistricting process. Most notably, the district stretched southward, now encompassing a sizable swath of Coram.

Incumbent Town of Brookhaven Councilwoman Jane Bonner (R-Rocky Point) is up for reelection this year, along with the other six members of the Town Board. Before entering office in 2007, Bonner served as a legislative aide to Dan Losquadro (R), then-Suffolk County legislator and now incumbent Brookhaven highway superintendent. 

Bonner also served as a trustee on the Rocky Point board of education and president of the Rocky Point Civic Association. In an interview, Bonner said she is running for reelection to continue working on various long-term projects.

“Every year you serve is like peeling another layer on the onion to tackle long-term issues,” she said. “In my years in office, we’ve done major stormwater remediation projects all along the North Shore, upgrades to our parks,” adding, “I would say, succinctly — to continue to do the good work on behalf of the residents.”

If reelected, Bonner said she would focus on the environment, noting, “We continue to battle and deal with climate change. The North Shore is always under attack, and there are more projects that I’d like to see come to fruition.”

Referencing examples of initiatives she has worked on with the Town Board, she cited cybersecurity, tax and spending caps and anti-nepotism legislation. The incumbent added that she would “continue fighting for Long Island to be a suburb and not a city.”

Challenging Bonner is Carol Russell, a resident of Coram. A retired nurse and trial attorney, she spent nearly 30 years defending doctors, nurses and other health care providers in litigation. Russell has also served as a mentor for the Dress for Success Brookhaven initiative and has volunteered to coach the mock trial team at Longwood High School.

“I look at our society, nationally and locally, and I see it is so divided and so broken,” she said. “I think people want to be listened to and included. I think our Town Board can do a better job at that, and I want to be a part of that.”

She referred to existing dynamics within the town government as “sort of a one-party rule for a good number of years now, and I’m not really sure the Town Board understands its residents or at least part of its residents.”

She regarded the two central issues within the town as the affordability crisis and the looming Brookhaven landfill closure.

“I’d like to see what can be done to alleviate some of the tax burdens on our residents,” she said, adding, “And I’m particularly concerned about the closing of the landfill, which is going to leave a huge gap in our budget.”

She further cited homelessness as an area of concern, particularly in Coram. “Homelessness is not exclusively but predominantly a mental health issue,” she said. “I think that there are ways that we as a town, in partnership with the county and the state, can do better.”

Public officials and drug prevention advocates are sounding the alarm over cannabis products packaged for children.

During a recent Port Jefferson Station/Terryville Civic Association meeting, civic vice president Sal Pitti circulated a flier revealing various cannabis products resembling commonplace children’s foods and household snacks. 

Pitti, who is also active with the Town of Brookhaven’s Drug Prevention Coalition, suggested these products are branded for children and attributes the problem to false advertising.

“We all grew up with Trix and Cocoa Pebbles when we were kids,” he said. “It’s a branding that people know, they recognize and might more easily purchase.”

Pitti detailed several potential dangers associated with tetrahydrocannabinol, the active ingredient in marijuana commonly known as THC, getting into the hands of young people. He said processed edible cannabis often has exponentially higher THC concentrations, which can get kids hooked on the substance more efficiently and create a gateway to harder drugs.

Recent statistics from the National Institute on Drug Abuse substantiate this claim. Samples analyzed by the U.S. Drug Enforcement Agency since 1995 indicate that today’s cannabis products are nearly four times as potent as those collected in that year.

“They’ve sophisticated this technique to great extents,” Pitti said. “Now they’re making gummies, candies, granola bars, honeys and spreads out of this stuff. But the problem is, in processing all of this, that THC level has gone up dramatically.”

Pitti said packaging highly potent THC products to children signals potentially severe societal harm. “This is going to open up a door to our youth that’s going to hurt them,” he said. “This is just a bomb that’s waiting to go off.”

A crisis for children

Pitti is not alone in these concerns. Suffolk County Legislator Kara Hahn (D-Setauket) has introduced legislation targeting the practice. 

Her bill cites the risks associated with underage THC consumption, such as impaired memory and coordination, and the potential for hallucinations and paranoia among minors. 

In an interview, Hahn suggested marketing cannabis in a manner that makes it desirable to children represents a public safety hazard.

“If it’s intentionally designed to look like candy, the purpose is to confuse the consumer,” she said, adding, “If an adult purchases marijuana gummies that are packaged similarly to candy-type gummies and a young child gets their hands on it and eats it unknowingly, that’s a very dangerous situation for the child.”

Hahn’s bill would require packaging of THC products to be plain, containing clear warning labels and prohibiting the words “candy” or “candies.” She noted that the measure’s goal is to make THC products less enticing to kids.

“The packaging of the products is incredibly important,” the county legislator said, stating the bill would prevent merchants from “mimicking candy wrappers, having logos that are like cartoons or characters or having flavors that are attractive to children.”

Suffolk County Legislator Sarah Anker (D-Mount Sinai), chair of the county’s Addiction Prevention and Support Advisory Panel, has signed on as a co-sponsor to Hahn’s bill. She referred to child-friendly THC packaging as a harmful way for cannabis sellers to market their products.

“These cannabis folks see this as a marketing strategy,” she said. “It’s creating a problem, we know for a fact, and we’re trying to address that.”

State oversight

Marijuana was legalized in New York state in 2021 under the Marihuana Regulation and Taxation Act. The New York State Office of Cannabis Management is the regulatory arm overseeing the licensure, production, sale and taxation of cannabis throughout the state. In an email statement, the office confirmed the uptick in packaging branded for children.

“We have seen illicit sellers marketing products clearly imitating candies and snacks that target children,” said Lyla Hunt, OCM’s deputy director of public health and campaigns. “New York State would never allow those products to be sold in licensed cannabis dispensaries. Our enforcement teams are working every day to shut those sellers down.”

Further compounding the issue, Hunt added that illicit dealers often do not follow the same protocols as their licensed counterparts. “We also have heard reports unlicensed storefronts are not checking ID when selling illicit cannabis products, heightening the importance of shuttering these operators before they can do more harm,” she said.

According to her, OCM has worked to curtail the issue through stringent guidelines, putting forth regulations regarding packaging, labeling and marketing to mitigate this technique. 

“We at New York State’s Office of Cannabis Management are committed to building a safe, regulated cannabis industry for consumers ages 21 and over that also protects those under 21,” the deputy director said.

OCM’s regulations concerning packaging echo several of the items raised in Hahn’s bill, restricting words such as “candy” and “candies” while mandating that packages be resealable, child-resistant and tamper evident. The guidelines also limit the use of cartoons, bubble-type fonts and bright colors on the packaging.

Despite OCM’s approach, Anker said the work of local and state government remains unfinished. “More must be done,” the county legislator said. She added, “This product is legally new to the market, and you need to be aware and do your part as a parent and as a teacher … to protect the kids.”

Correction: Good Energy is New York-based

First, thank you for the in-depth March 9 article about Community Choice Aggregation in Long Island. It is a well-written article that shares much important information about CCA programs. 

Long Island residents and businesses can benefit from such programs for years, so the more information, the better. Such CCA programs will enable Long Islanders to secure stable, low energy rates and also feature renewable energy options. That is, indeed, important news for Long Islanders.

As a media contact for Good Energy, I would like to add a small — but important — correction and a clarification to that article. 

Good Energy is mentioned as being a London-based company. It’s an understandable error because there is a United Kingdom-based company with the same name as ours. However, Good Energy LLC is based in Manhattan, with employees on Long Island and has been helping New York and other states create CCA programs for more than 20 years. 

 For our company, it’s important that residents of the Town of Brookhaven and the rest of Long Island know we are a New York-based business working for New Yorkers. We look forward to serving Brookhaven as the energy consultant for their CCA program. Part of that service is providing Brookhaven with new, exciting renewable energy options. 

 I would also request that your publication clarifies the scope of Good Energy’s CCA program: The Town of Brookhaven’s Community Choice Aggregation Program is for gas, electricity and renewable energy. 

In fact, Good Energy is currently working with Brookhaven officials to develop such renewable energy projects. More news about that will be coming soon.

Fund the state’s new campaign finance program

In a representative democracy, money should not be the determining factor in whether a person can run for public office. When working-class people run and serve in public office, our government works better for working families. Yet too often, the process is dictated by wealthy donors and special interest groups, making it difficult for the average person to run for office and win. The New York State Public Campaign Finance Program would help to change that.

This new state program would eliminate barriers and level the playing field for good, qualified people to run for public office. Under the new system, individual contributions of between $5 and $250 would be eligible for public matching funds, enabling candidates — incumbents and challengers — to spend their time fundraising among more of the people they seek to represent, as opposed to wealthy megadonors. This makes it easier for ordinary people without access to wealth to run for office, with the support of our communities.

Instead of officeholders who are beholden to corporate donations, special interests and megadonors, they would be listening to constituents who built their campaign, one small donation at a time. Furthermore, these small donors would be engaged in the process to a greater degree, as they have a personal connection with the candidate who represents them and the community. This is what a government of, by and for the people is all about.

Unfortunately, no one will be able to make use of public campaign finance if there is no funding allocated to the program. Our legislators must take bold action and fully fund the Public Campaign Finance Program this year, so that candidates can begin using it in the 2024 election cycle, as the law intended. This funding must be a part of our fiscal year 2024 budget that is currently being negotiated in Albany.

We in Suffolk County know all too well that special interests dominate the process. Special interests who hold power with our Republican and Conservative county legislators that killed Suffolk County’s public campaign finance program before it began. We cannot let this happen again at the state level. I urge you to let your state legislators know that you support New York’s Public Campaign Finance Program, and that you want your government to represent you, not the special interest groups. That is the leadership and democracy we deserve.

I would like to share how my wife and I have twice been the recipients of little acts of kindness.

The first occurred when we were dining in a Port Jefferson restaurant with another couple. The man, John, was telling us that he had fought in Europe in World War II. A few minutes later, our waitress informed us that the people in the next booth had paid for John’s meal. A thank-you for his service. We, of course, went to their booth and thanked them. 

More recently my wife and I had finished lunch at Outback Steakhouse in East Setauket, and the check arrived. The total appeared to be wrong, and I asked our waitress about it. She explained that the couple at the next table had some money left on their gift card and requested that it be applied to our bill. Unfortunately, they had left before we learned this, and we could not thank them. Whoever you are, if you read this: A profound thank-you for your generosity. I will pay it forward.

On the road again

March 12 was the 101st anniversary of East Northport resident Jack Kerouac’s birth.

It made me reread one of his best writings, “On the Road.” His works remind me of the more adventurous spirit of youth.

Sadly, as we get older, with more responsibilities and less free time, there are fewer journeys to take, but the ideals of Kerouac continue to live in all of us.

Leaders of the newly reconfigured Port Jefferson Civic Association formally entered their posts during a swearing-in ceremony on Wednesday, March 8, and went straight to work during the first official executive board meeting.

Ceremony

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) officiated over the ceremony, swearing the newly elected civic leaders into their positions at the outset of the meeting. Kornreich, who had previously served as president of the Three Village Civic Association, outlined the value that civic groups can add to a community.

“I can tell you, as an elected, that the role of the civic is incredibly important because we want to get a sense of what the community thinks,” he said. “Your electeds in the village, and for things related to the Town of Brookhaven, we’re going to come to you.”

He added, “It’s a big responsibility because you have to reach out and be representatives of your community, and I’m very grateful to you all for stepping up to take this important responsibility.”

He then presented each officer with a town proclamation. The executive board is represented by civic president Ana Hozyainova, vice president Holly Fils-Aime, secretary Carol Macys Fox, treasurer Marilyn Damaskos and outreach officer Kathleen McLane.

Priority

Following the ceremony, the board quickly got moving, detailing the local issues it would prioritize. Based on a vote among the body, the most significant priority for the civic will be to advocate for voter input on major construction projects within the village. 

The second will be to enhance walkability and calm traffic while referring to the village’s 2030 Comprehensive Plan to guide new development.

Third on the list is advocating for villagewide oversight and enforcement over planting and clearing. And the final item is creating a close partnership with the village Conservation Advisory Committee to preserve open space.

“Part of the reason why the civic association was created is because we found, as individual citizens, very little traction when engaging with trustees on those individual issues,” said Hozyainova. “Coming together as a formal association, we hope that we can start that conversation in a more fruitful way.”

Strategy

To work toward implementing the civic’s collective goals and vision, the executive board brought in backup. Sal Pitti, vice president of the Port Jefferson Station/Terryville Civic Association, and Kornreich sat in on the executive board meeting, offering the newly installed leaders techniques for dealing with local government.

Pitti emphasized the value of high turnout and a growing body. “Get numbers on your side,” he said. “The more people you have on your side, the more they’re going to listen,” adding, “There’s always power in numbers.”

Pitti also recommended working to accomplish small tasks to help grow resident interest in the civic. “Get yourself a high school liaison, like we have at our meetings,” he said. “We have one of the kids at the high school telling people about events.” This method, he maintained, fosters interest from parents and boosts turnout at monthly meetings.

One of the core areas of concern among the PJCA body, according to Hozyainova, is the issue of coastal erosion at East Beach, which has endangered the restaurant and catering facility at the Port Jefferson Country Club.

“We are concerned about paying for a wall that might or might not survive the next few years,” Hozyainova said. She continued by saying that the village government has yet to comprehensively consider managed retreat away from the bluff.

Pitti recommended that the civic association establish new connections within the village so that important public announcements do not go unnoticed by residents. “Try to set up a new system working with the village, that they advise you directly when all these things happen,” he said.

Hozyainova suggested many of the decision-making processes and responsibilities within the village government tend to be consolidated within just a few hands. “A lot of decisions are made without extensive consultation, and very few people ask questions,” the PJCA president said.

To rectify this issue, Kornreich advised the board to forge tighter working relationships with village board members to develop more collaborative exchanges between elected officials and the public.

“Building those relationships with trustees is vitally important,” the councilmember said.

He added that educating civic members on local issues is another responsibility to promote a better-informed civic body and public. “Educate your members,” Kornreich said, adding, “You educate your members so that they understand” the local issues at stake.

Kornreich also mentioned that disseminating important information to the village would be another key function of civic leadership. This, he added, is especially important when it comes to advertising the civic to community members.

Pitti said one of the best investments for PJSTCA has been its website, which he said represents a vital organ for getting the message across to the public. 

“That’s how we get our information out,” he said. “People come and join us there all the time. They love to see what’s going on in the community.”
