The Village of Port Jefferson Board of Trustees hosted its monthly general meeting Tuesday, Sept. 5, when it addressed a recent emergency response situation over Labor Day weekend while advancing other local business.

Public safety

Code enforcement chief Andy Owen updated the public on a bomb threat in Port Jeff Harbor on Sunday, Sept. 3, highlighting the misinformation circulated on social media.

“This past Sunday, we had a bomb threat,” Owen indicated. “Once again, Facebook blew up, and it was all false. Everything you read on Facebook was false.”

The code chief said nine agencies were involved, including the Suffolk County Police Department, the village code department and the U.S. Coast Guard, among others.

“As per the Real Time Crime Center, it was a false threat,” Owen said. “It was deemed low risk by Suffolk County.”

The code chief reported that as the event unfolded in real time, “a lot of scuttlebutt” circulated on Facebook concerning the lack of an immediate public statement from the village.

“There are several reasons why a statement wasn’t put out,” he said. “One, to prevent chaos and unwanted onlookers,” adding that the code department had also sought “to ensure a proper and thorough investigation.”

Reports

Mayor Lauren Sheprow said the board is considering a resolution “to create a parking pass situation where Belle Terre residents can purchase a pass for the season and not have to worry about paying the parking meters on a regular basis.”

“That might encourage Belle Terre residents to come down more often, and then if that works for Belle Terre residents, maybe we can expand it out to other members of the community,” the mayor added.

Deputy Mayor Rebecca Kassay, who had attended the recent listening tour event in Brentwood on the New York State Environmental Bond Act [See story, “NYS offers possibilities of $4.2B bond act for Suffolk County, urges public input,” Aug. 31, TBR News Media], referred to the event as “illuminating,” with potential for the village to make use of those funds to confront a range of climate-related challenges.

Kassay added to the ongoing local debate surrounding the closure of the Port Jefferson Station office of the New York State Department of Motor Vehicles, saying the closure would require village residents to travel farther, experience longer wait times and less availability of appointments.

Trustee Bob Juliano indicated that he would hold his first sit-down event this Saturday, Sept. 9. “I’ll be over at the Village Center in the living room from 9 to 10:30 [a.m.] if anybody wants to come by and just discuss with me different things going on in the village, different ideas,” he said.

Trustee Stan Loucks reported that village beaches remain open, though there are no longer lifeguards. “Be aware and careful up there if you’re going to be swimming,” he advised. He added that the bathrooms at East and West Beach will remain open.

Loucks also reported on a recent meeting with leaders from the Port Jefferson School District, who had expressed interest in extending speed tables along Scraggy Hill Road. Other business

The board had also agreed to enter into an internship agreement with Stony Brook University to offer programs such as public administration, civil engineering, information technology, communications, graphic design and other disciplines.

“We’re working very closely with the career center to make these internships come together,” Sheprow said. “We’re very excited about working with the university students to help pull our village into the current century.”

The board voted to accept the resignation of deputy village attorney Richard Harris, effective Sept. 14. “I just want to thank attorney Harris for his years of service to the village,” Kassay said. “He was always a strong colleague, and his work here is appreciated.”

To mark International Opioid Awareness Day, Northport-East Northport Drug and Alcohol Task Force held a conference on the day itself, Thursday, Aug. 31, recognizing and remembering those affected by the opioid epidemic.

Village of Northport Mayor Donna Koch, New York State Assemblyman Keith Brown (R-Northport), county Chief Assistant District Attorney Allen Bode, task force team members, law enforcement and community members were among those gathered in attendance. 

Brown has been personally affected by the epidemic, losing a family member to a heroin overdose. “We need to do more,” the state assemblyman said. “We are not doing enough.”

New York bail law doesn’t require cash bail from those accused of most nonviolent felonies and misdemeanors, so those people can be released while they await trial. Bode indicated that changes to state law are necessary for adequate enforcement and prosecution. 

“Before we can ask for bail, you would have to have enough fentanyl to kill 134,000 people,” he said. “We shouldn’t have to wait for someone to die before we can take them off the street,” adding, “That is unconscionable in the face of an epidemic.”

Beyond proposed policy changes, members of the task force suggested that prevention and education is the key to saving lives. Destigmatizing addiction and discussing resources helps create an “open conversation,” program coordinator Linda Oristano explained. 

The task force wants to ensure that the dialogue surrounding addiction is reformed into one that is productive and that those struggling feel comfortable asking for help. 

“It starts with fostering an environment where our youth can talk openly about their struggles without the fear of judgment,” Oristano said. 

It is “not a moral failing but a complex health issue,” she added.

Scott Norcott has been a member of the task force for over a decade. He joined to “facilitate change in the culture with how they deal with things.” Another member, Dawn Enright, said she joined to ensure that “there is a place to go.”

“If kids have a peer that they can talk to, maybe they don’t go down the path of addiction,” Brown added. 

The task force holds events targeting Northport’s youth, such as parenting workshops. However, the task force also consists of a separate, student-led faction called 1LIFE.

Senior Amaya Nieves is the co-president of 1LIFE. Before getting involved, she hadn’t heard of a support system in the community that “focused on tackling real-life issues.” But after being a part of the club for over a year, she said that 1LIFE inspired her to “pursue helping people and teaching people to help themselves.”

Nieves and Oristano raised a purple flag on the pole outside Northport Village Hall for the first time. Oristano said the flag reminds those struggling “that recovery is not just possible, but attainable.”

Koch honored the fire department and police department for the lifesaving work they have done on the front lines of this issue. 

Suffolk County is currently distributing $20 million of opioid settlement money, and is actively accepting grant applications for projects aimed at prevention, education and recovery. “We must acknowledge that the battle against addiction is not one that should be waged in silence,” Oristano said. Resources for help can be found on the task force website: www.ndatf.org/for-community-2.

The Town of Smithtown Town Board convened Tuesday afternoon, Sept. 5, for a brief meeting spanning code and local parks.

The board adopted sweeping changes to Part I of the Town Code, which deals with administrative legislation. Jennifer Juengst, assistant town attorney, outlined the motivations behind the proposed code amendments.

“The town has been in the position of revising large portions of the code, and at this point, Part I has some pieces that are ready to adopt,” she said.

The code amendment removes several boards, commissions and committees from the Town Code. Among these are the Building and Planning Review Board, the Fire Prevention and Code Review Board, the Historical Advisory Board, the Human Rights Commission, the Industrial Advisory Board, the Medical Board of Trustees, the Recycling Committee, the Substance Abuse Prevention Council, the Tenant Selection Advisory Committee and the Traffic Safety Board.

The amendment also removes several policies from the Town Code, such as the computer policy, the drug-free workplace policy, the equal employment opportunity policy, hearing conservation policy, investment policy, sexual and other harassment policy and workplace violence prevention policy.

“These policies will be removed from the code, but they will remain in effect throughout the town,” Juengst indicated.

During the public comment period, resident William Holtz addressed plans for the forthcoming annual budget, asking board members to consider appropriating funds to keep town pools and splash parks in operation following Labor Day.

“I feel that each year, we’re seeing more summerlike weather in September,” he told the board. “I would suggest that you think in terms of … a sunshine fund for next year that would allow for the pools to be open and for people to continue to enjoy the warmth of the summer.”

Resident Irwin Izen was back before the board Tuesday following a back-and-forth last month with town Supervisor Ed Wehrheim (R) over the prolonged closure of Callahan Beach in Fort Salonga [See story, “Smithtown Town Board discusses Callahan Beach closure …” Aug. 12, TBR News Media].

Izen said he had recently walked the beach and reported that “progress is being made on the beach.” He nonetheless maintained that “there was no consultation with the [New York State Department of Environmental Conservation] early on on this project, and I find that to be an error,” he said.

Brookhaven officials joined Suffolk County District Attorney Ray Tierney (R) and drug prevention advocates outside Town Hall in Farmingville on Thursday, Aug. 31, to mark the beginning of Opioid Awareness Month.

Several of those present donned purple ribbons as officials called for more urgent intervention on behalf of government.

We “are here today to call attention to the overdose [deaths] that are permeating our county, our state and our country,” said Town of Brookhaven Supervisor Ed Romaine (R), candidate for Suffolk County executive with Dave Calone (D). “We have to have better treatment facilities, we have to help out and reach out to those afflicted and those addicted, and we have to stop the flow of fentanyl into this country.”

Tierney said minimizing opioid deaths is a matter of effective prosecution. “We need to make fentanyl a bailable offense,” the county DA said. “We could only ask for bail if you possess eight ounces of fentanyl, which is about enough fentanyl to kill 114,000 people.”

Brookhaven Deputy Supervisor Dan Panico (R-Manorville), a candidate for town supervisor against SUNY Old Westbury adjunct professor Lillian Clayman (D), condemned the New York State government for passing measures that, according to him, exacerbate the opioid problem.

“Our state government now tries to balance its budget on tax revenue coming from things that lead to addiction,” he said. “They’ve promulgated rules and taxes on marijuana — which is a gateway [drug] — gambling, online gambling. These also compound and lead to addiction.”

The deputy supervisor continued, “We need a shift not only in our society but our government because these are human beings.”

Drew Scott, former newscaster from News 12 who has lost a granddaughter to opioids, attended the press event, reminding policymakers and community members that “addiction is a disease” and that “one pill can kill.”

“Curiosity can kill young people,” he said. “Just one pill at a party out of curiosity has killed so many of our young people.” He also urged others to “please, join the crusade and do something about overdose awareness and fentanyl. And fight, fight, fight.”

Town Councilman Michael Loguercio (R-Ridge), who has lost two nephews to opioids, called upon the state Legislature to require insurance companies to pay for treatment.

State law “should require insurance companies to pay for treatment — not only pay for the emergency room visit when we bring them in but pay for the treatment,” the councilman said. “Please, speak to your New York State Assembly [members] and senators, and get them to legislate requirements for the insurance companies to treat these people with the treatment that they need.”

Councilmember Jonathan Kornreich (D-Stony Brook) recognized his Council District’s Drug Prevention Coalition. He advocated for expanding this initiative townwide.

The coalition is “a hyperlocal model of deep engagement through community organizations, local businesses, chambers of commerce, civic associations and working closely with the school districts … to raise awareness, reduce the stigma, and it’s having an impact,” he said. “These are very fine people who are working very hard today and have produced a model that can be replicated all over the town.”

Several years after discovering “forever chemicals” leaking into Long Island’s groundwater near the Town of Brookhaven Landfill, located on Horseblock Road in Yaphank, the New York State Department of Environmental Conservation calls for “corrective action.”

A plume of highly lethal PFAS, PFOS, and 1,4-dioxane contamination has been uncovered in downgradient wells within the town landfill. The contaminants, commonly called “forever chemicals,” cannot be broken down by the human body or the environment.

According to a statement from the Brookhaven Landfill Action and Remediation Group, or BLARG, exposure to these chemicals “has been linked to some cancers, immune, fertility, thyroid and other health conditions.”

NYSDEC is requiring Brookhaven to begin assessing the current damage and determining a course of immediate action. The town is set to issue a notice to the public detailing the extent of the situation, its effect on local wildlife and communities and the next step in removing and properly disposing of the chemicals. Brookhaven will also hold a public forum to gather community feedback.

BLARG’s statement considered NYSDEC’s action “a day late and a dollar short.”

Kerim Odekon, a BLARG member, stated, “The only news is now DEC acknowledges the problem, which community members have raised to NYS and the town for years.”

Although NYSDEC determined the PFAS levels present “no new threats to drinking water,” community members are still concerned about the long-term effects on private water sources and wildlife.

Town Councilmember Jonathan Kornreich (D-Stony Brook) said he believes the fault should not be placed on the town exclusively, maintaining that “there is no question that the state has to step in as well,” he said.

Kornreich also noted the role of individual consumers and community members in remediating the issue. 

“We have to figure out our role in the larger question — that most of us dispose of large amounts of garbage every day,” he said, adding that consumers should consider how they as individuals contribute to the root problems.

The landfill is set to cease collection of certain trash and demolition debris by December 2024. Once the landfill reaches its capacity, the next step is to transfer out ash, potentially adding years to the timeline for full-scale closure.

BLARG continued to urge that the Brookhaven Landfill be shut down sooner rather than later, suggesting that the plume has gone too far.

“The first step is to set a closure date for the Brookhaven Landfill,” the BLARG statement reads, adding, “DEC must step in to set a date for the closure of the landfill.”

Kornreich clashes with Good Energy reps during Town Board meeting

Members of the Manhattan-based energy firm Good Energy LLC, the Town of Brookhaven’s Community Choice Aggregation administrator, were recently met with questions and criticism from within the Town Board.

The CCA program was designed to help Brookhaven consumers save money on energy by pooling the bulk buying power of Brookhaven residents and businesses.

The CCA’s fixed rate, however, is $0.695 per therm, more than double the August rate offered by National Grid, which is $0.339 per therm.

During a TOB meeting Thursday, Aug. 17, Good Energy’s managing partner Javier Barrios and senior business development manager Edward Carey described the program as a “state initiative that allows municipalities to be empowered.” 

The program’s primary aim, Barrios said, is to provide residents with greater control over their energy sources and present a more cost-effective alternative to default utility rates from National Grid, which fluctuate monthly. 

Councilmember Jonathan Kornreich (D-Stony Brook) scrutinized these appeals, suggesting a lack of public outreach regarding the CCA.

“I have never met anybody who understood what it meant that we were starting a CCA,” Kornreich told Barrios.

The town handled preliminary outreach and education efforts before the program’s launch, according to Barrios, who added that there was a mandatory subsidy outreach and education initiative undertaken to ensure a clear understanding of the CCA program.

“I’ll just say that from where I’m sitting, it was not effective at all,” Kornreich responded. “I think that there’s been a lot of confusion.”

After the initial enrollment of all residents who use natual gas, the program makes residents responsible for opting in or out of the program. For Kornreich, residents must understand how the program works compared to the default energy supply.

“I think that to the extent that people understand it, [the residents] understand that, at the moment, they are overpaying for natural gas,” he added.

Barrios said the weather significantly affects the domestic natural gas market. In the temperate climate of the shoulder months, when the demand for natural gas is lower, Brookhaven residents should unenroll from the CCA’s program, paying only for their independent household’s usage at the market rate.

Kornreich also centered around resident complaints regarding issues with the program’s opt-out feature. Complaints were consistent with long delays, confusion with billing and the feature “simply not working,” he stated during the discourse.

“I would just like to urge [Good Energy] here in this public setting to honor those requests as quickly as possible,” Kornreich continued.

Since the rollout of the CCA in May, all Brookhaven residents have been automatically enrolled in this program. It still remains up to their discretion whether to opt in or out. 

“I do support this initiative because I think that having this choice for consumers is going to, at some point, give us the ability to save money,” Kornreich concluded. “But our residents have to be educated, and we’re all trying to figure out how to do a better job.”

The Village of Port Jefferson Board of Trustees held its biweekly business meeting on Monday, Aug. 21, accompanied by a public hearing to consider adding north- and south-facing stop signs on the west and east sides of Scraggy Hill Road.

Public hearing

Situated at Scraggy Hill Road is the Edna Louise Spear Elementary School. Speed tables currently help to slow traffic around the school.

Village attorney David Moran explained the purpose behind the public hearing, stating that adding or removing all village stop signs requires an amendment to the village code, “and in order to add a stop sign to the village, you have to go through this process.”

During the public hearing, Ray DiBiase, the village’s Planning Board chair and a nationally certified traffic operations engineer, noted the issue of people driving around the speed tables on the roadway. “My first inclination would be to extend those speed tables,” he suggested.

Several neighbors turned out Monday night, shedding light on the situation. Stella Cohen reported that village stop signs are routinely disregarded and that the issue could only be resolved with adequate traffic enforcement.

“I have no objection to this motion whatsoever, but it’s paying lip service to a problem you’re not going to fix with a stop sign,” Cohen said. “I would respectfully ask the board, in addition to considering this motion, to also [consider] a motion on a future date for speed cameras.”

Ernie Geiger, another resident, summarized the “nightmare” situation around the elementary school. He advised the board to hire a traffic specialist. 

“I think that what you’re looking at now is the tip of the iceberg, and I really don’t think that stop signs are going to do any good at this point,” he told the board. “I think somebody should look at it, look at the signage that’s there and make an intelligent decision instead of just throwing up two stop signs.”

Ryan Walker, a trustee of the Port Jefferson School District Board of Education who said he was speaking as a resident, advised the board that additional signage could complicate “traffic patterns that are already a mess.” 

Instead, he proposed coordinating with the Suffolk County Police Department for more traffic enforcement along the roadway.

Following the public comments, the board did not hold a vote on the proposed code amendment to add the stop signs.

Audit report

Christopher Reino, a partner at the Port Jefferson Station-based Cullen & Danowski — the firm that conducts the village’s annual independent audit — delivered a presentation on the report from the 2022 fiscal year.

Mayor Lauren Sheprow said the audit report was presented to the treasurer’s office on Jan. 4, 2023, noting, “That report was addressed to the Board of Trustees.” 

“Upon canvassing,” the mayor said she had discovered that “the current board members who were board members on Jan. 4, 2023, had not seen that report.”

Moran remarked upon “another flaw in the process,” indicating that when a village uses an outside audit firm and files with the village clerk, “there needs to be a public notice that that report is available at Village Hall for anyone to come and review it,” adding, “As far as I know, that hasn’t happened either.”

During his presentation, Reino reported that the village’s fiscal health has “been looking positive.”

“The fund balance has been growing,” he said. “You actually have a balanced budget now — in the past, you were using some of your existing fund balance to fund the budget, but right now, you’re pretty much at a break even.”

Revenues, he added, are aligned with expenditures, suggesting that the village currently has “a realistic budget.” The “only concern I had,” Reino said, was the lack of “a complete inventory,” which could assist the village in conducting insurance appraisals.

East Beach bluff 

Conversations continued over the two-phased bluff stabilization project at East Beach. 

For the proposed upland wall to fortify the restaurant/catering facility of the Port Jefferson Country Club, Sheprow reported that the village government is still “waiting on a response from [the U.S. Federal Emergency Management Administration] to see if that [$3.75 million] grant is coming through.” [See story, “Schumer secures funds for upper wall at PJCC…” Jan. 11, TBR News Media website.]

The current engineering plans include the addition of steel beams, according to Sheprow, who estimated that they could cost the village approximately $18,000 per beam.

The board approved an add-on resolution approving services from Huntington Station-based engineering firm GEI Consultants for up to $9,200, which Sheprow contended could help the village save hundreds of thousands of dollars on the upper wall project.

“What GEI is being asked to do is take a look at that project description to see if the removal of all those beams would work,” the mayor said. “The supposition is that that would still work and perhaps even make it more stable.”

She added that the modification in engineering plans could save the village roughly $300,000 on the upper wall project, “spending a few thousand to save a few hundred thousand.”

State and local officials are letting out a collective uproar over the planned closure of the New York State Department of Motor Vehicles Port Jefferson Station branch later this week.

The Port Jeff Station office serves most of northern Brookhaven and parts of Smithtown. The three nearest alternatives are DMV offices in Medford, Hauppauge or Riverhead.

With foot traffic constantly moving in and out of the DMV on Tuesday morning, Aug. 22, New York State legislators joined Brookhaven Town Board members for a press conference calling upon Gov. Kathy Hochul (D) to intervene.

Town of Brookhaven Supervisor Ed Romaine (R), who is running for Suffolk County executive against business leader Dave Calone (D), noted that while Suffolk is the fourth largest county by population in New York State, it tops the list in registered licensed drivers and registered vehicles.

“Closing this DMV office, which is used by so many people, is not the way to go,” he said.

New York State Sen. Anthony Palumbo (R-New Suffolk) highlighted the Town of Brookhaven’s considerable population, noting that the town has more residents than Miami, Florida.

“Could you imagine ignoring the residents of Miami when it comes to licensing drivers?” he asked. “Closing this DMV, unfortunately, is quite reckless, and I don’t think we’re really thinking about the citizens and the services they need.”

The state senator added that closing the Port Jefferson Station DMV would put greater strain on existing DMV locations in Suffolk County.

New York State Assemblyman Ed Flood (R-Port Jefferson) referred to the announced closure as a “disservice to the residents of this area.”

“It’s not in any way good government to close buildings or close facilities that are necessary,” the assemblyman said. “Right now, we have a need to expand our DMV operations instead of contract.”

Brookhaven Deputy Supervisor Dan Panico (R-Manorville), who is running for town supervisor against SUNY Old Westbury adjunct professor Lillian Clayman (D), attended Tuesday’s press event, condemning New York as “a state where people pay more and get less.”

“The overall theme and what we’re pointing out — what I’m pointing out — is that people on Long Island, specifically in Suffolk County and Brookhaven Town, are continually shortchanged by the State of New York,” he said.

Councilmember Jonathan Kornreich (D-Stony Brook), whose 1st District includes the hamlets and villages across northwestern Brookhaven, echoed Panico’s sentiments. He referred to the conflict over limited state resources as a “suburban versus urban dynamic,” with suburban areas often neglected.

“The closure of this office is going to add at a minimum 40 minutes of round-trip driving for our residents who use it,” he indicated. “This is something that impacts all our residents.”

Councilwoman Jane Bonner (R-Rocky Point), whose 2nd District encompasses the northeastern reaches of the township, said existing employees at the Port Jeff Station location do not wish to relocate.

She also suggested that the closure contradicts the spirit of Hochul’s environmental agenda.

“Our governor has a very lofty environmental initiative,” Bonner stated. “Putting people in cars for longer on our state roads — that are not well maintained — and emitting fossil fuels doesn’t go along with her environmental initiative.”

Residents in the Village of Head of the Harbor and the surrounding area were again able to express their opinions Wednesday, Aug. 16, at 7 p.m. regarding a proposed church at 481 North Country Road. This meeting was held after press time.

The Russian Orthodox Monastery of the Glorious Ascension, also known as the Monastery of Saint Dionysios the Areopagite, has owned the historic Timothy House since 2018 and is proposing a plan to construct a house of worship on the property and a 36-space parking lot. A special-use permit is needed to proceed with any construction.

At the June 21 village meeting, Joseph Buzzell, the monastery’s Melville-based attorney, explained that the proposed church building, with a planned maximum occupancy of 282 people, would not be a parish church but a monastery church. He said while people outside of the monastery at times decided to worship with the monks, the monastery is not looking to expand its congregation. 

Currently, the monks hold services inside Timothy House. According to village code, land, buildings and major landscaping on either side of 25A, also known as North Country Road, are declared a historic area if they extend to a depth of 500 feet within the village. In addition to the village code, covenants and restrictions were placed on the deed by historian and previous owner Barbara Van Liew in 1973 and 1997.

At previous village meetings, while some residents said they had no concerns, others were worried that the construction of a church and the addition of a parking lot may degrade the historic integrity of the property and the landscape.

In a phone interview, Buzzell said the monastery is not modifying the Timothy House. He said the monks have already paid more than $340,000 in maintenance and repairs on the structure.

Buzzell said the plans for the church had been changed twice to move it from the front of the property toward the back. He said there would be no widening of the driveway and no new lighting. However, he said the entrance posts would have to be moved farther apart.

He said the monks respect the historic integrity of the home and property, but he feels those who are against construction “don’t seem to want to take into consideration what’s been done,” he said.

The lawyer added that the monastery being awarded the special exception permit is important.

“This action ensures the preservation of the house,” he said, adding Van Liew wouldn’t want to see the house put at risk.

Inspections

In a July 20 letter to Mayor Douglas Dahlgard from Robert O’Shea, village building inspector, posted on the village’s website, the letter writer said he met with Father Vasileios Willard, deputy abbot, at the Timothy House for a tour. 

He said Willard pointed out some trees he would like to be removed, which O’Shea wrote an arborist will be submitting a report on the condition of the trees. In the letter, the building inspector stated that the grounds were properly maintained according to village and state codes.

Inside the house, new water heaters, waterproofing of basement walls and structural repairs in the basement, first and second floors were among the new work done, according to O’Shea. 

He wrote the structure was in “good overall condition and is well maintained.”

The State Historic Preservation Office also reviewed the monastery’s plans and found there would be no adverse effects on the property, but many, including village historian Leighton Coleman III, said they are concerned because a representative from SHPO didn’t visit and survey the property.

Covenants and restrictions

Among those who have criticized the proposed construction to the property has been St. James-based attorney Joseph Bollhofer, chair of the village’s Zoning Board of Appeals. In an email to TBR News Media, he said, in addition to violating the covenants and restrictions placed by Van Liew, it “would violate various provisions of the village code, having to do with a special exception permit.”

At the June 21 meeting, Buzzell said his clients were not aware of the 1973 covenants, something that Bollhofer said would be part of a title search.

When asked by TBR about the comment, Buzzell said that the 1973 covenants did not turn up in the monastery’s title search in 2018 when the property was purchased. The attorney feels that the 1997 document amended and replaced the 1973 document.

But Bollhofer said the 1997 covenants wouldn’t replace or supersede the 1973 document.

“In every case, where one document supersedes or amends another, it must specifically state that,” Bollhofer said, adding, “Both documents state that they ‘run with the land’ and are binding upon all future owners.”

Traffic analysis

In a letter dated Aug. 2, Aaron Machtay, transportation project manager with Hauppauge-based civil engineering firm VHB, presented traffic and parking recommendations to village counsel Philip Butler after reviewing a traffic statement by Atlantic Traffic & Design prepared for the monastery earlier this year, and a site plan from architect Mark Wittenberg that was dated Aug. 30, 2022.

According to the letter, despite prior testimony that the driveway will remain at its 18-foot width, VHB suggested that the driveway be evaluated to see if it can accommodate two-way traffic. 

The business also suggested that the previous traffic statement was a conservative estimate and “projections for the future activity should be prepared based on the observed demand and compared against thresholds established for a significant impact.”

Among other suggestions, the letter stated that parking observations need to be reconciled “to present the actual peak parking demand expected for the site,” also there should be an analysis for the three-year crash experience on Route 25A, focusing on the three-year period before the COVID-19 pandemic began.

Toulon Jr. and the Suffolk County Sheriff’s Department recently hosted the annual National Night Out at Fireman’s Park in Ridge. This annual nationwide initiative is designed to enhance community relationships between local law enforcement and the residents they serve. National Night Out is held annually in a relaxed and friendly setting, fostering mutual trust and understanding, solidifying its place as a community highlight of the year.
