The Village of Port Jefferson is nearing a crossroads.

Residents will enter the polls this Tuesday, June 20, to decide on a successor to Mayor Margot Garant. After 14 years leading the administration, the incumbent is stepping down to head the Democratic ticket for Town of Brookhaven supervisor against Deputy Supervisor Dan Panico (R-Manorville).

Garant’s seat is being contested by Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow. In an exclusive office debate spanning nearly two and a half hours, the mayoral candidates pitched their respective visions to the voters.

Introductions

Defeated by just four votes in her first bid for trustee in 2018, Snaden won election to the board the following year and has since secured several liaison posts before taking over as deputy mayor in 2021.

She said she first ran for office “to be the voice” of the people, bringing their wishes to Village Hall and putting their priorities into action. 

“I am ready to run for mayor because I want to use all of that institutional knowledge, all of my experience, to do even more for the community,” she said.

Sheprow entered the board 10 months ago, unseating former trustee Bruce Miller during last year’s village election. She has since helped establish multiple advisory committees while serving as commissioner of communications, among other liaison positions.

She said she is running to take the village government in a new direction.

“I have been hearing a lot from residents and how they would like to see a fresh start for Port Jeff,” she said. “That’s what I was responding to when I decided to run.”

Petitions

This year’s mayoral contest took an unusual plot twist very recently, on May 30, when the Suffolk County Board of Elections opted to remove Sheprow’s name from the June 20 ballot over faults in her petitions.

“I take full responsibility for not putting my cover sheet on the petition submission,” Sheprow said. “But you know what? I don’t care. I’m running a write-in campaign. I would never stop fighting for the people of Port Jefferson.”

Snaden, whose campaign brought about the charges, said using the Freedom of Information Law to assess the opposition’s petitions is standard practice.

“We all have to follow the same rules,” she said. “It’s our job as candidates to know the laws and follow the laws.”

Budget

The candidates offered competing perspectives on the village’s present finances.

Snaden regarded the current fiscal health as “excellent,” noting the relatively low-interest rates the village pays when borrowing money.

She acknowledged “the budget can always use some tweaking,” adding, “there are some needs that I believe need an increase in budget.” 

Chief among them are salaries, Snaden said: “Bringing those numbers up would be imperative for getting the highest quality employees we can.”

Sheprow suggested the village’s Moody’s rating, a measure that calculates an organization’s relative credit risk, “can be improved,” saying her administration would strive for a AAA bond rating [compared to the current Aa3].

The trustee proposed instituting an advisory committee of certified public accountants and other financial professionals to assist the village board in preparing its budget.

“A zero-based budget is so important,” Sheprow said. “Also, having that budget committee [will help] create a budget that is responsible to the taxpayers.”

Revenue

The U.S. Environmental Protection Agency recently announced new regulations targeting existing power plants, placing a cloud of uncertainty over the Port Jefferson Power Station.

With questions surfacing about the possible decommissioning of the plant, the candidates were asked whether the village should begin preparing for further losses of public revenue.

Sheprow again advocated for expert consultation.

“I think we need to include the Advanced Energy Center at Stony Brook University,” she said. “Maybe we can come up with ideas about how to bring advanced energy initiatives into that location.”

Snaden said continued collaboration with wind power companies, such as Ørsted and Eversource, would remain pivotal in “bringing green energy to Long Island through the Village of Port Jefferson.”

To account for potential losses in public revenue, she also proposed “increasing our tax base through responsible development.”

Staffing

Both candidates agreed the administration is understaffed but departed on possible solutions.

Snaden emphasized hiring a planner for the building and planning department and additional personnel for the code enforcement department.

She indicated the practice of assigning multiple administrative titles to a single staff member is “absolutely not” sustainable.

“I think that’s where the budget needs to be enhanced — to hire the right people to head up these departments and divide up more of the tasks,” she said.

Sheprow maintained the hiring process should follow “a [human resources] system and policy.”

“The idea that I have, should I become mayor, is to bring in someone to take a deep dive into the organizational chart of the village,” she said. “I find there are some conflicts of interest for these positions and roles for people who wear multiple hats.”

Public meetings

To boost attendance at public meetings, Sheprow supported overhauling the village’s municipal website.

“It is not responsive,” she said. “If there’s a village board meeting coming up, it should be on the front page on the carousel of the website.”

She also favored a more dynamic social media presence on behalf of the village, with suggestion boxes and other modes of “active responsiveness” between board members and residents.

“I think we need to set up — here we go again — another committee to hear and review complaints and take [them] forward to the Board of Trustees.”

Snaden discussed the value of live streaming public meetings.

“Bringing the meetings to [residents] in their living rooms, recorded so they could watch at a later date, was key” during the COVID-19 public health emergency, Snaden said, proposing to expand and enhance these methods post pandemic.

She also touched upon the role of the Port eReport in dispersing information to the public.

In welcoming more citizens into the local decision-making process, Sheprow expressed pleasure at the reformation of the Port Jefferson Civic Association, saying, “That means the people care, that the people in the community want to get involved.”

She said the chance for more frequent communications between residents and trustees during board meetings is “a huge opportunity for us.”

Snaden said, “Regular meetings with whoever wants to have a voice,” combined with an active social media presence, would be crucial for welcoming more residents into the process.

“I also believe there’s an aspect of people going to meetings when there’s a negative issue or problem,” she added. “As a person who always looks for the positive in things, I like to believe that a portion of the people not coming to meetings are very happy with what’s going on.”

Open government

Another central administrative function is the swift distribution of time-sensitive documents, such as public minutes and agendas.

Snaden returned to hiring when asked about expediting the release of these materials.

“That rests now on the clerk’s [Barbara Sakovich] responsibility list,” she said. “She’s just overwhelmed with the amount of work,” adding, “I believe we could help by bringing in more people to divide up those duties to get [those documents] out there.”

Sheprow favored implementing a “proactive communications system,” including an internal newsletter, to bring the information to staff and the public more expeditiously.

“We need somebody who’s creating content,” she said. “The content would include a press release after every meeting [saying] here’s what happened.”

Building density

During the May 1 public hearing on possible zoning code changes for the Maryhaven Center of Hope property, several community members voiced concerns about increased villagewide building density.

Sheprow raised objections of her own.

“The proposals and the sketches that have been drawn for this space are looking like we’re bringing city life into a transitional [not entirely commercial nor residential] area of Port Jefferson,” she said. “The surrounding communities are horrified by the prospect of seeing four stories from their backyards.”

Snaden noted, “Density is already here,” referring to some existing apartment and condominium developments neighboring Maryhaven.

In moving through the building and planning stages, she said, it will be necessary to continue consulting traffic and environmental studies, which she indicated are “always done as a matter of course.”

“Residential use has been proven to be the softest use, environmentally speaking,” the deputy mayor added. “My concern is that if we don’t move ahead with … some type of a code change, then as of right, an office park could move in, causing more issues for the neighboring community.”

Parking garage

The village is also working to mediate longstanding parking issues, with both candidates detailing how a proposed parking garage could offset shortages.

“There has to be a careful balance with that — without overbuilding but creating the parking spaces that are needed,” Snaden said of the parking structure.

She also supported continued public-private partnerships for shared parking agreements.

Sheprow called for establishing a parking committee, composed primarily of business owners, to help manage the village’s municipal parking apparatus.

She referred to the proposed garage as “an idea I think residents need to hear and weigh in on.”

Flooding

During a recent climate resilience forum at Village Hall, local architect Michael Schwarting shared alarming projections of more frequent and intense flood events in Lower Port. Each candidate was asked how the village could mitigate these concerns.

“Utilizing an engineer or planner to lead that process,” coupled with a new grant writer to help underwrite new projects, could “move the village forward conceptually,” Sheprow suggested.

Snaden proposed daylighting hidden underground water bodies to offset increases in flood load. “I would like to continue building bioswales,” she added, “making gardens in conjunction with these bioswales.”

Concluding remarks

Sheprow expressed appreciation for the residents throughout the campaign process.

“I’m having a lot of fun talking to people and learning more about everyone in our community,” she said. “There’s a lot of love for this community, and I would just be grateful to represent them and have their trust put in me.”

Snaden reiterated her past experiences in positioning her for the responsibilities of mayor.

By “voting my opponent in as mayor, you lose me entirely — you lose my experience, knowledge and love for this community,” Snaden said. “However, if you vote for me, Lauren stays on as a trustee, and you have us both.”

The public will be the ultimate arbiter of these two mayoral candidates on Tuesday, June 20. Voting will take place at Port Jefferson Village Center, where polls will be open from 6 a.m. to 9 p.m.

Margot Garant, a seven-term incumbent, is stepping down as mayor of the Village of Port Jefferson to head the Democratic ticket for Town of Brookhaven supervisor. In an open contest, trustee Lauren Sheprow and Deputy Mayor Kathianne Snaden are vying to fill Garant’s seat.

Less than a year into her first term on the village’s Board of Trustees, Sheprow, who is running as a write-in candidate as of now, has her sights set on the office once occupied by her father, Hal, who served as mayor from 1977-91 with a one-term break. 

In an exclusive interview, Sheprow offered her plans for communications, East Beach, parking and more.

What would be your top priority for the coming term, if elected?

There are several priorities. Fiscal responsibility is number one.

My first step will be to establish a finance and audit committee. In this village, the mayor has decided to be the finance commissioner, but there is no committee assisting the finance commissioner. The finance commissioner is working with the treasurer, and [they are] doing it themselves. 

I support creating a committee of CPAs and people who work in finance who can inform our process, coming in with ideas, suggestions and opportunities to shape our budget a little bit differently — a little healthier and more disciplined. 

Job two is establishing a board of ethics. It’s something that is highly recommended by New York Village Law.

Another aspect is being resident centric, having two-way communication with the residents. Right now, the two-way communication with the residents is once a month at a [general] meeting [of the village board].

We need a brand-new, professional municipal website. When you use it now, it’s so difficult. If you go to the Town of Brookhaven’s website, it’s so easy to navigate. That’s what I want to see for Port Jeff.

We can also do well to start listening to our chamber [of commerce] members and the Business Improvement District, hearing their feedback. There’s a lot of opportunity for success in how we do business with the merchants.

If elected, how do you intend to help guide East Beach bluff stabilization efforts and maximize the use of the village-owned Port Jefferson Country Club?

When I became a trustee, I was appointed liaison to the food and beverage licensee at the county club. I was interested in improving the relationship with the licensee and the member experience up there.

I started a task force made up of some members and a nonmember resident. We started meeting with management and came up with some real opportunities for improvement. 

They changed the menu to be more community and family oriented. We discussed having socials and other events for members, and they ended up implementing that. There are still a lot of challenges that exist with that relationship, but it’s improving because of the task force.

Right now, we’re waiting to hear whether or not we’re getting that federal money [$3.75 million]. There’s some back-and-forth, I think, between FEMA and us.

I’d like to see the tennis program come back — and not just with two courts. I’d like to see six courts, at least, so we can welcome our tennis membership back. I’d also like to see the pickleball program come together and thrive.

What would be the best way to design that? We have engineers draw drawings, but shouldn’t we be relying on a real designer that has worked on country club designs before? 

Let’s get someone in there who knows what they’re doing, looking critically at the space they have to work with and making the best recommendations based on their experience with other facilities.

What is the role of the village board in overseeing new developments and redevelopment projects?

The first thing we should do is hire a planner. We need a senior planner who can advise, direct and inquire. I’m not an engineer, architect or planner. But there are some very good engineers, architects and planners out there, and we need them on staff. It is our role to hire those positions.

I think we can commission a study to look at open space. How would you treat green space? You first have to understand what green space actually exists, and then get our planner and engineer to take a look at how to address these things. 

The opportunities are there. We need to understand what they are and then get the advice of a senior planner to figure out how to move this village forward.

How can the village alleviate its parking capacity challenges, balancing the competing interests of residents, businesses and tourists?

I’ve been speaking with business owners, restaurant owners and residents, and there is a strong need for a parking committee. We need to understand what the business owners are seeing, hear their feedback and try to act upon it.

The parking committee should be made up primarily of business owners, but you also need residents who can weigh in on aesthetics and real-world experiences.

We also have to look at building a parking structure. They have parking structures that are architecturally appealing and can adhere to the architectural integrity of the community. That’s a design element, but the question of where comes into play.

If a big decision is to be made about a parking garage, then residents need to be heard on that.

What is your preferred method for public engagement?

I’m enjoying the face-to-face connections with people. I’m learning so much about the village, and people are so open to speaking with me right now. That’s my favorite way to communicate with people and engage.

If we have messages that we need to communicate in a broader sense, an upgrade to our website is essential. Sharing information through The [Port] eReport is good — it’s a good resource. But, again, it’s talking at people, not listening to people.

I feel we need to start suggestion boxes, surveys and phone banking. We need a community relations effort that hasn’t existed since I’ve been around. 

All these things — code enforcement, parking, engagement with the school district — are all community relations functions that, if we do well, we’ll have residents feel they’re listened to and have a responsive government. That’s the goal.

What is your professional background, and how does it apply to the role of a village mayor?

I have been a public relations professional for pretty much my whole career. My most recent position was as the chief media relations officer at Stony Brook University, where I worked for 16 years. Prior to that, I was the public relations director at Mather Hospital for four years.

I consider my experience at Stony Brook the most illuminating. Stony Brook is a campus of about 44,000 people between students, staff and hospital employees. They have all of the infrastructure that a municipality has. 

As I was working at Stony Brook, I was responsible for communicating a lot of the things that were going on at campus to the media. Everything that I was involved with there and helped communicate is very similar to what is happening in the Village of Port Jefferson. It’s similar in scope — Stony Brook was just much greater in size.

While at Stony Brook, I interacted with representatives from the federal, state, Suffolk County and town governments, building a lot of relationships with people in those jurisdictions. I was privy to how they did business and operated, so I feel very prepared.

Seeking asylum: legal then, legal now

In 1954, President Dwight Eisenhower [R] pushed immigration law in a radical new direction. Instead of housing people in immigrant detention facilities like Ellis Island, such facilities were closed. While immigrants were being processed by the authorities, they would let people live wherever they wanted, blending into communities.

If a Republican president in the 1950s could take such a radical step toward humane immigration, I ask what are the Republican legislators of Suffolk County doing in 2023? Clearly acting inhumanely by drumming up fear. Fear of “those other people.” Stoking that fear as a cheap parlor trick to motivate their base while endangering the lives of countless people regardless of their nation of birth or their documentation.

Most of us have relatives who came to America looking to escape persecution, not of something they did but because of who they are. This is the same for many of today’s immigrants. The story is the same, it’s simply the country of origin that varies. These immigrants deserve a chance to live just as our relatives did.

Some 150 years ago there was a Latvian-Jewish immigrant working as a tailor in Reno, Nevada, named Jacob Davis. Jacob had customers whose work pants kept tearing. To solve the problem, he added metal rivets at the stress points of the pants, making them stronger. When he realized he had a product worth mass producing he teamed up with a merchant in San Francisco, Levi Strauss, another immigrant. On May 20, 1873, they obtained a U.S. patent on a style of jeans still worn today.

We can only speculate the challenges of the next 150 years, but I’ll tell you this. It’s going to require the creativity of as many people from as many diverse backgrounds as possible to solve. When some members of the Suffolk County Legislature decided to respond to the current migration situation with “not our problem,” they gave the incorrect response, for it does not set us up for success on the world stage of tomorrow.

LaLota’s disturbing immigration posture

I found your story of Suffolk County Republicans including my Congressman Nick LaLota’s [R-NY1] attempt to keep immigrants seeking asylum from coming to Suffolk County very disturbing. [“Republican lawmakers, immigration advocates clash over asylum seekers,” TBR News Media, May 25.]

We are better than that. Seeking asylum is both legal and an important principle. Jews, Irish, Italians, Chinese and others came here effectively seeking asylum because of the many dangers in their home countries. Those groups and others were vilified at first but have made important contributions to our country.

We, as a nation, depend on immigrants for our enormous innovation, progress and energy. All American communities must do our part to welcome these people and help them get a good start here. This is not only the right thing to do, it is very much in our country’s interest.

The problem at the southern border was not caused by President Joe Biden [D] but by a Congress that has failed to pass a safe and humane immigration policy. Pandering to our worst instincts, rather than leading and making good proposals to solve the problem, do more harm than good.

An open letter on striped bass fishing

To DEC Commissioner Basil Seggos:

Our offices have been contacted by concerned fishermen and boat captains regarding the Atlantic States Marine Fisheries Commission’s emergency measures to further reduce the size of striped bass for the East Coast Fishery.

It is our understanding that these emergency measures, changing the limit on keeper fish from one fish a day from 28 inches to 35 inches to one fish a day from 28 inches to 31 inches, are currently being reviewed by the Department of Environmental Conservation with the federal requirement to implement them by July 2.

We are being told by our recreational fishermen and boat captains that this rule change will greatly raise the mortality rate of striped bass causing an increase in catch-and-release deaths. This will obviously have the reverse effect on efforts to increase the stock.

Additionally, we have been informed that the for-hire industry utilizes less than 5% of the striped bass stock. The economy of our region is driven by the agricultural and fishing industries. The rich history of our fishermen is a legacy that attracts many tourists and enthusiasts to our area. It will become extremely difficult to encourage would-be customers to use charter and party boats with such a narrow window of striped bass possession.

We are asking that before any emergency measures are adopted by the DEC, a careful review is done based on input from our local fishermen and captains. As you are well aware, our fishing industry is already struggling with difficult quotas, the high cost of fuel, the high property and docking costs in our area, among other challenges. We are hopeful that you will put any plans on hold until all stakeholders are brought to the table and have the opportunity to share their input and concerns.

A challenging race

When I ran for trustee for the Village of Port Jefferson last year, I had the full faith and support of Port Jefferson’s mayor, deputy mayor and the clerk’s office. I was guided through the petition submission process and the mayor even numbered my petition sheets.

In the eight months following the 2022 elections, I went from being an establishment candidate to the opposition. I asked questions and challenged decisions that I found questionable and at times, autocratic. That is why I decided to run for mayor.

Now, my opponent’s campaign and its lawyers challenged my petitions and due to an issue with the cover sheet, the Suffolk County Board of Elections on May 30 determined that my name cannot be placed on the ballot.

I am committed to continuing my campaign for mayor even if it means I’ll be a “write-in” candidate. It may be an uphill battle, but I will not quit the people of Port Jefferson.

If you believe that we need a fresh start in Port Jeff, and that you should have a choice for mayor, then write in “Lauren Sheprow” under the column for mayor on June 20. This is your village and your vote should count.

No political campaigning on sacred days

First, let me say that Memorial Day is a day of sacred observance where we honor those who have given the full measure of commitment to America — their lives. We celebrate the freedom their commitment and those of their more fortunate brothers and sisters have maintained for us. 

Memorial Day is a celebration of freedom and we celebrate it together in the spirit of unity. This is not a day for political campaigning. We like to hear what our elected leaders have to say about unity, America and freedom. We do not appreciate their campaign slogans, campaign attire and campaign leafleting of a parade that is a unifying event.

Please encourage those who engaged in these activities at the Setauket Memorial Day Parade and honorary activities mind their manners and respect those who have served and sacrificed. Ask them to do better on July 4, 9/11 and Veterans Day/Armistice Day.

We need to find some common ground if we are to continue to be a democracy. Bad political manners need to be called out.

Juliano, the integrity candidate

Just wanted to take the opportunity to tell you a little about my husband, Bob Juliano, who is running for trustee in the Village of Port Jefferson. 

Bob has spent 30 years in public service. The first eight years were spent as treasurer in the Village of Lindenhurst, then 18 years as administrator/clerk for the Village of Port Jefferson, followed by the Village of Westbury as clerk/treasurer until his retirement last year. 

For those who know Bob, you know that this man is hardworking, he is smart, honest and reliable. Although this sounds like a Labrador Retriever, it is the man I have been married to for almost 38 years and I believe it is what we need in the Village of Port Jefferson. 

He worked tirelessly in his time with the village. I was with him when he would receive calls on the weekends and respond by doing a well visit, or checking someone’s property for them. During Hurricane Sandy, he was at the “bunker” taking care of the village, not home with his family. He was doing his job. 

I feel it is time we give Bob a chance to have a voice in the village where he had his hands in everything that went on. Talk about experience, no one can top his. He knows this village, how it runs and how it should run. I hope you will vote for Bob on June 20 at the Village Center. Integrity matters.

Snaden would have no learning curve

With the mayoral election less than 30 days away, we need to give careful thought as to who is best qualified and capable of leading the village for the next two years. The dangers of an inexperienced mayor cannot be overstated. 

Deputy Mayor Kathianne Snaden has many years of experience and would have no learning curve when she assumes office.

Institutional knowledge saves the taxpayers money, and Kathianne has amassed a tremendous amount of knowledge and hands-on understanding of what is necessary to move the village forward in the coming years. 

Her resume is extensive: She is the Village of Port Jefferson commissioner of Public Safety, also Planning and Building; she is trustee liaison to code, courts, parking and mobility, Business Improvement District, Zoning Board of Appeals, Architectural Review Committee and the employees union. Most importantly, if Kathianne loses, we not only lose a committed public servant but a strong liaison to our schools.

Losing Kathianne would be a significant blow to our community. If she is not elected, a trustee would be elected without any input from voters, adding yet another inexperienced member to the board.

We cannot afford to take risks with our village’s future. We must elect an experienced, seasoned leader who can hit the ground running. That leader is Kathianne Snaden. Please vote for her on June 20 from 6 a.m. to 9 p.m. at the Village Center.

Review candidates’ history

In reference to our up-and-coming Port Jefferson mayoral election on June 20, I would recommend the village residents to google our candidates’ past employment and endeavors, as you would do if you were hiring a new employee for any political or nonpolitical position. By googling one’s past employment and endeavors, it will give you the insight to see how they will acclimate to their new positions. 

This being said, I would recommend that you google candidates Kathianne Snaden and Lauren Sheprow, who was the previous head of media relations at Stony Brook University. 

I believe the best choice for the future of Port Jefferson village is to elect Kathianne Snaden for mayor. I base this opinion on her experience, integrity, character, honesty and transparency.

The mayoral race in the Village of Port Jefferson just took a shocking twist. 

In the upcoming village election on June 20, trustee Lauren Sheprow and Deputy Mayor Kathianne Snaden are vying to succeed incumbent Mayor Margot Garant, who is running for Town of Brookhaven supervisor. Following a meeting of the Suffolk County Board of Elections on Tuesday, May 30, Sheprow’s petitions were ruled invalid. This ruling removes Sheprow’s name from the ballot. 

In a statement, Sheprow said her opponent challenged her petitions due to an error on her cover sheet. In the face of the decision, she pledged to continue her mayoral campaign, now running as a write-in candidate.

“My opponent’s campaign and its lawyers challenged my petitions, and due to an issue with the cover sheet, the Suffolk County Board of Elections on May 30 determined that my name cannot be placed on the ballot,” Sheprow said in a statement.

She added, “I am committed to continuing my campaign for mayor even if it means I’ll be a ‘write-in’ candidate. It may be an uphill battle, but I will not quit the people of Port Jefferson.”

A statement issued by The Unity Party, the ticket under which Snaden is running alongside trustee Stan Loucks, clarifies how the challenges to Sheprow’s petitions first came about.

“The Unity Party requested, through the Freedom of Information Act, all documents related to Ms. Sheprow’s petition filing,” the statement said. “Upon discovering several defects, including the lack of a cover page, resident signatures on blank petition forms and other inconsistencies, a challenge to Ms. Sheprow’s election documents was filed. The SCBOE reviewed the challenge and found the deficiencies identified to not only be fatal, but also incurable.”

In the same statement, Snaden commented on the outcome: “While this decision will be disappointing to some, we should take pride that the law and process were followed. I have the utmost respect for the integrity of the bipartisan SCBOE and the decisions they make. Following the rules with transparency and integrity are the hallmarks of good government.”

The Suffolk County Board of Elections declined to comment for this story, referring inquiries to the Village of Port Jefferson clerk’s office. 

In a phone interview, Village clerk Barbara Sakovich said she was not involved in the decisions leading up to the ruling, maintaining that her position is strictly administrative.

“A mayoral challenge was submitted, and it then was brought to the Board of Elections,” she said. “The commissioners met, and the determination was made by them, not at the village level.”

Sakovich said the appeals process will be open until the end of business on Friday, saying, “I’m assuming if there is any change, the Board of Elections will notify me.”

Sunrise Wind projections questionable

The Sunrise Wind project, as we were told in a March 23 TBR News Media article, “will use windmills to provide power to about 600,000 homes.” But what does this mean, exactly? It appears that 600,000 may have been selected as an arbitrary number, which may represent the number of homes that will derive 100% of their power requirements when all of the windmills are generating power at their maximum capacity, although this is not specifically stated in the article. But this raises the obvious question: For what percentage of the time will this be the case? We can only guess.

A much more helpful and meaningful terminology, in my opinion, would be to present these concepts in terms of energy, rather than power. Power is the rate at which energy is produced, or expended. To state that a windmill farm can produce a certain amount of power under ideal conditions, but neglect to mention the percentage of time this may be in effect, is to provide a very limited ability to understand the issue. A much more useful characterization would be to specify the total amount of energy generated in a fixed time, such as a year, compared to the total amount of energy required. For example, we might say something like, “The Sunrise Wind project will provide 45,000 MWh per year, which is 22% of the total energy required by Suffolk County.” (These are, of course, made-up numbers.) In this way, the complex variability of the wind strength becomes included in the energy notation, making the whole issue considerably easier to understand and evaluate.

Surely this issue is well understood by Sunrise Wind, and why they would choose to muddy the waters, as they have, is a matter for speculation. As Honest Abe Lincoln would have told us, a windmill farm can provide some of the power some of the time, or possibly all of the power some of the time, but it can provide none of the power most of the time.

More Maryhaven discussions needed

We may be missing the forest for the trees in the process by which the Village of Port Jefferson is approaching this initiative to make an amendment to a long-standing village code for the Professional Office (PO)-zoned Maryhaven property. Residents had their first opportunity to hear and provide feedback as to what was being proposed at the standing-room-only public hearing during Monday’s Board of Trustees meeting, May 1. 

Comments and concerns ranged from: Do what it takes to preserve the Maryhaven building; and, we need to know exactly what the plan is prior to a zoning change; to, have the Architectural Review Committee and Conservation Advisory Council been involved? Because we’ve known about the sale and vacancy for a very long time as a village; and, questions and concerns over the potential density as permitted via the draft code amendment (192+ units/~19 units per acre), coupled with the lack of a full environmental review (SEQRA) and sewage treatment related to the project. Other questions? Why didn’t we work with the owner of the property to secure an historic landmark designation and has water runoff into the neighborhoods below been considered? 

The bottom line is that these questions are just the tip of the iceberg. Engagement with the developer by a select group of village officials had been ongoing, but the announcement of the pending sale (March 6, Deputy Mayor Snaden) followed by the public hearing request (April 3, Mayor Garant) ostensibly came from out of the blue for the rest of us and now we are playing catch up and the residents are as well. 

There should have been more discussion about this building in the public sphere — years if not months ago; i.e., the ARC, CAC, Port Jefferson Historical Society, all could have been engaged. 

Is it too late? We will see. But because the developer is working within a “timeline” as described by the mayor, this has suddenly become an urgent, time-sensitive matter. The public hearing remains open for three weeks.

Maryhaven: a potential spot zoning case

I was surprised to learn at the May 1 standing-room-only public hearing that the mayor, deputy mayor and village attorney have been in discussions with the developer for the proposed Maryhaven project for well over a year. Yet the first time the residents were made aware of this proposal was at a March 6 Port Jefferson Village Board of Trustees meeting.

 While I applaud the Board of Trustees for their interest in preserving the historic Maryhaven building, their solution — changing the village code to achieve this goal — seems like the classic definition of spot zoning. This is the practice of singling out a specific property for a special zoning designation that differs from surrounding properties — an approach that is controversial and subject to challenge. During the hearing, the village attorney and mayor repeatedly said the purpose of the zone change was to preserve this historic building.

 Significant concerns were raised about the scope and scale of the Maryhaven redevelopment that would be facilitated by the “relaxing” of existing limits in our code. Many good alternatives to the proposed code change were offered both by residents and trustees Lauren Sheprow and Rebecca Kassay. But there was near universal opposition to changing the village code to accommodate this project because of its potential for adverse impacts to this property and for other parts of the village.

If the village is serious about historic preservation, we need to explore code changes that would apply to more than just a single property. Also, funding opportunities for historic preservation should be vigorously researched and a report issued so that the village can make fully informed land use decisions.

Character assassination in PJ mayoral race

I came home from the May 1 Village of Port Jefferson public hearing elated. Village Hall was packed with residents who were there to weigh in on a code change that would affect the development of the Maryhaven building, encompassing people from all political stripes. Yet, here we were engaging in civil discourse and united in the goal of trying to find the best solutions for our community.

So I was stunned when I received a letter, the very next day, which can only be described as a character assassination on one of our mayoral candidates. The unsigned letter, which had no return address, purported to be from a “concerned villager,” and proceeded to attack trustee Lauren Sheprow in a vile manner.

I have the pleasure of knowing both candidates and refuse to believe either of them would ever condone such ugly politicking.

Last year, when we had an unusually competitive trustee campaign, the candidates remained civil. I trust Deputy Mayor Kathianne Snaden to maintain an even higher level of courtesy and respect, and am confident she will publicly condemn this offensive attack on her colleague.

Going forward, I hope all candidates will urge over-ardent supporters to refrain from personal assaults and focus on issues villagers care about.

Snaden: a seasoned leader

It has recently come to my attention that we have an open mayor’s seat in the Village of Port Jefferson’s election taking place this June. Deputy Mayor Kathianne Snaden is running for the open seat, as well as newly elected trustee Lauren Sheprow.

We need to be mindful that the mayor’s office is no longer a place where a neophyte can just step in. The village is a small city, with two major hospitals, a train station, deep water harbor, school district, two business districts, large federal FEMA grants and major redevelopment projects underway uptown. It takes a seasoned, experienced person to be able to run this village and the $11.37 million budget in place.

Having been a trustee for less than one year, Sheprow does not bring experience to the table. She is rather in the middle of a very large learning curve, seeing to the day-to-day “ins and outs” of village policies, New York State law and municipal government — never mind the obligations of the mayor’s office. She has in fact, confessed herself on many occasions in public meetings that she hasn’t done a budget before and hasn’t run a public hearing.

On the other hand, you have Deputy Mayor Snaden, who has been working for years under the tutelage of Mayor Margot Garant. Snaden is a seasoned, experienced proven leader, with her own perspective and innovative ideas who is ready to take control.

In this election cycle, Sheprow would keep her seat if she loses her bid for mayor and would remain a trustee. If, on the other hand, Sheprow is elected we will have in office a neophyte mayor, and we will lose Snaden as she gives up her trustee position to run for mayor. 

So, I ask you: Why would we vote for a rookie and lose the lead pitcher, when we can have them both on our team? Don’t forget, the last time a Garant [Jeanne] left office to an inexperienced mayor, our taxes went up. Let’s not let history repeat itself.

Vote ‘no’ on the May 16 school bond vote

My name is Teri Powers. I’m 63 years old, widowed, a resident and homeowner for 37 years.

Currently, we are on the LIPA tax burden (glide path), in which we have experienced increases in our tax bill, but the lion’s share of this burden is a result of that settlement, which will increase our current taxes by over 35% by the year 2027.

The Port Jefferson School District Board of Education is proposing a $15.9 million capital bond vote on Tuesday, May 16, at the high school between 6 a.m. and 9 p.m. A similar bond vote was defeated in December 2022. Please renew your enthusiasm and defeat this bond again.

Support Healthy School Meals for All bill

Every child deserves to be fed, and in a nation as wealthy as ours, no child should go hungry. The April 20 editorial [“Food before football: Long Island’s uphill battle against childhood hunger”] correctly identifies the crisis of child hunger, and how our government is failing to adequately address the issue. There is a legislative answer to this crisis in New York, and it is the Healthy School Meals for All bill. Our state Legislature and Gov. Kathy Hochul [D] must pass it this year.

The bill ends the policy of means testing, and establishes permanent funding for every child to receive breakfast and lunch at school at no cost. This saves struggling families money on their grocery bills, and eliminates the stigma that may prevent children from utilizing the current program. The cost in New York would be less than 0.01% of the state budget, with $200 million of state dollars supplementing the federal assistance provided to New York. It is estimated that this will provide an additional 726,000 students in New York state access to two meals a day. Currently, one in seven of New York’s children are food insecure, and this disproportionately impacts students of color. 

Children are more than just a test score. If a child is hungry, it is difficult for them to learn, to play and to grow. The Healthy School Meals for All legislation addresses the needs of the whole child, and is economic justice for New York’s children and families. 

This bill is supported by many organizations across the state. Suffolk Progressives, the group I founded, is a proud supporter of the bill, and I encourage others to join the call to reduce child hunger by asking their lawmakers to sign on. I urge constituents to reach out to state Sens. Anthony Palumbo [R-New Suffolk], Dean Murray [R-East Patchogue] and Mario Mattera [R-St. James], and Assemblywoman Jodi Giglio [R-Riverhead], who are not currently listed as co-sponsors of the bill. 

Childhood hunger is not a partisan issue, and all of Long Island’s lawmakers should get behind this legislation. The Legislature must pass Healthy School Meals for All, and Hochul must sign it into law in the 2023 legislative session. New York’s children are depending on it.

Let’s patronize our local restaurants

Why not patronize your neighborhood restaurants during Long Island Restaurant Week April 23-30 with a wide variety of both two-course lunch and three-course dinner specials all year long.

My wife and I don’t mind occasionally paying a little more to help our favorite restaurants survive. Don’t forget your cook and server. We try to tip 20 to 25 percent against the total bill including taxes. If it is an odd amount, we round up to the next dollar. If we can afford to eat out, we can afford an extra dollar tip. When ordering take out, we always leave a dollar or two for the waiter or cook. It is appreciated. 

The restaurant industry employees include hosts, bartenders, waiters, bus boys, cooks, cashiers, parking valets, wholesale food sellers, distributors and linen suppliers. There are also construction contractors who renovate or build new restaurants.

Our local entrepreneurs work long hours, pay taxes and provide local employment especially to students during the summer. If we don’t patronize our local restaurants, they don’t eat either. Why travel into Manhattan when there are so many great neighborhood restaurants in Centereach, Cold Spring Harbor, Commack, Huntington, Mount Sinai, Northport, Port Jefferson, Selden, Smithtown and Stony Brook?

Maria’s No Mow May campaign

Sadly, Maria Hoffman passed away in 2022. She was someone who was involved in everything and anything that touched our community — historical preservation, open space protection and environmental issues.

There was no issue too large, or too small, that Maria wasn’t part of — and always achieved with a smile on her face.

Her involvement was done with a quiet style and grace, and while her voice was soft and light, her influence was great.

Anyone who enjoys West Meadow Beach, the Setauket to Port Jefferson Station Greenway, the cultural, historical and art institutions in the area — they all need to give special thanks to Maria’s legacy.

Maria was an avid beekeeper.

She loved her bees and maintained a number of hives.

Her eyes sparkled whenever she spoke about bees — she marveled at their unique abilities and intelligence.

And she was deeply concerned about the declining bee populations across the country.

To honor the legacy of Maria and to protect the bee, butterfly and bird populations, the Three Village Community Trust is kicking off its 1st annual Maria’s No Mow May campaign.

No Mow May is an international movement that first was popularized by Plantlife, an organization based in Salisbury, England. The simple goal of No Mow May is to allow grass to grow during the month of May, creating an important spring habitat for early season pollinators. No Mow May is really easy — do nothing!

Don’t apply any fertilizers, herbicides, fungicides or pesticides.

While community residents might not want to leave their entire lawn unmown for the month of May, just allowing a small area to be part of No Mow May will make a difference to the environment.

Eliminating bail reduces recidivism

A recent letter by Jim Soviero [“Dem Albany County DA Soares criticizes bail reform,” April 6] essentially reprints a New York Post op-ed piece by Albany County DA David Soares deriding bail reform. Soviero takes great pains to emphasize Soares’ political affiliation (Democratic) and race (Black).

As I’m sure Soviero would agree, even Democrats can be wrong sometimes. And regardless of Soares’ race, neither he, nor Rupert Murdoch’s New York Post, nor even Soviero himself are better equipped to decide what’s best for New York’s African-American community than that community itself. Polling shows that the overwhelming majority of Blacks support policies reducing incarceration. If bail reform is as terrible for the African-American community as Soviero’s crocodile tears seem to suggest, there’s a simple remedy — they can vote out of office their representatives who voted for it. That’s not about to happen. Instead, the voices most stridently denouncing reform are those exploiting the politics of fear and division.

If just jailing people made our streets and communities safer, the United States should be the safest country in the world. After all, we lead the world in incarceration, both absolutely and per capita.

As far as the cherry-picked statistics Soares relies on and Soviero repeats to denounce reform, they’re all wet. A study released this March by John Jay College, the preeminent criminal justice school in the state, shows that the 2020 bail reform law has actually reduced the likelihood of someone getting rearrested. “Fundamentally, we found that eliminating bail for most misdemeanors and nonviolent felonies reduced recidivism in New York City, while there was no clear effect in either direction for cases remaining bail eligible,” said Michael Rempel, director of John Jay College’s Data Collaborative for Justice.

All of this obscures the fact that the purpose of bail is for one thing only — to restrain those judged to be a flight risk. It is not to lock up people, sometimes for weeks or months in horrible conditions, who are legally innocent. Unless we are willing to drop the presumption of innocence from our legal system entirely. 

I’m sure that Soviero would agree with me that the recently indicted former president is legally entitled to the presumption of innocence. So why is it that he, who is rich and powerful, is entitled to this, but someone who is poor and powerless is not? I don’t know what to call that, but I certainly wouldn’t call it justice.

Local residents toast George Washington’s visit

This past Saturday local residents gathered on the corner of Bayview Avenue, East Setauket, and Route 25A to commemorate the 233rd year of our first president George Washington’s visit to Setauket on April 22, 1790. Several in attendance read excerpts about Washington and his life, including a poem written by ChatGPT on Washington’s trip to the Roe Tavern in Setauket.

As many know, Washington came to Setauket during the first year of his presidency to meet with Capt. Austin Roe who ran a small tavern on what is now Route 25A near East Setauket Pond Park. Though the president’s diary was sparse about the true intentions for his five-day trip to Long Island, many believe it was to thank those who had been part of the Culper Spy Ring that was founded in Setauket and critical to Washington’s success against the British troops and mercenaries encamped in New York City.

This is the second year that local resident Rick McDowell and his brother Ken organized the gathering. They are already planning next year’s commemoration for another rousing cheer to our first president and to the Setauket spies who helped him win the War of Independence from Britain.

May 1 public hearing on Maryhaven is urgent

It’s concerning that a Village of Port Jefferson public hearing on changes to zoning for the Maryhaven Center of Hope property is still scheduled for May 1.

Especially since the follow-up work session on April 25 raised more questions than answers — even for some of the trustees. Further, from what we understand, the Board of Trustees has not even received a formal request from the developers, and the Building Department has no record of any application. So why the rush?

The village attorney argues that having the zoning hearing now allows the village to be proactive when the developers are ready to apply. But this remedy seems more preemptive than proactive because the residents don’t yet have enough information to make an informed decision.

Not only were we not included in any of the prior discussions, but it does not appear that a full due diligence was conducted.

It might be too late to call for the hearing to be postponed. But it’s not too late to request that no binding decisions on Maryhaven be made until residents have a chance to review the facts and, perhaps, propose other options for the property.

In order to get answers, we urge you to come to the public hearing at Village Hall on Monday, May 1, at 6 p.m.

No interest in changing Port Jeff Country Club to a public course

This is an open letter to the editor, to the members of the Port Jefferson Country Club and to the residents of the Village of Port Jefferson.

It has been brought to my attention by several members of the country club that inaccurate messaging is being shared around the course — that as part of my Port Jefferson mayoral campaign platform, I intend to convert the country club to a public municipal golf course, and make golf at the country club free for all residents. At first, I thought it was a joke. Because nothing could be further from the truth. Then when more people started asking me if it were true, I knew I had to address this publicly.

I have no interest or intent in changing the country club to a public course. I hope those who consider voting for me see through this political ruse and know I would never be so reckless or fiscally irresponsible. It will remain a private municipal course, as it always has been from the day Mayor Harold Sheprow acquired it, and as it was established when the decision to buy it was voted upon favorably in 1978 by the residents of Port Jefferson.

I will always support making the club and its restaurant facilities a welcoming and inclusive environment for all residents. Giving memberships away for free does not enter into that equation.

With an approaching May 1 public hearing on the Maryhaven Center of Hope property on Myrtle Avenue, tensions are simmering within the Village of Port Jefferson Board of Trustees.

During an April 18 business meeting, trustee Lauren Sheprow clashed with Mayor Margot Garant and members of her administration over “the process” in which potential zoning code changes have been handled to date. This dispute comes as the village enters the heart of election season, with decisions over term extensions, term limits and election administration hanging in the balance.

The Six Acre Park Committee also inched closer toward a concept plan for the last remaining tract of undeveloped open space in Upper Port.

As the village board prepares for the highly anticipated May 1 public hearing, Sheprow is at odds with some of her colleagues over how decisions with the property have been advanced. “I’m wondering about the process,” she said.

Responding, Garant said deliberations over Maryhaven predate Sheprow’s entry to the board in July 2022 as the previous board held a work session approximately 18 months ago with Alison LaPointe, former special village attorney for building and planning. At the time, LaPointe had advised the board to consider rezoning the property, the mayor said.

Gradually, the matter has become a question of historic preservation as maintaining the existing building is in the village’s interest, Garant added. 

“We’d like to see the building be maintained or preserved somehow,” the mayor said.

Village attorney Brian Egan gave additional context, saying the process began in 2019 when Catholic Health notified the village it would sell the property. The issue, Egan noted, lingered for some time though Garant started pushing for the structure’s preservation.

“It became the village’s initiative — the mayor’s initiative — of engaging with Catholic Health, saying, ‘We’re going to work toward trying to save that building,’” Egan said. “That was really impetuous and got us to this point to say, ‘How can we save the building for an adaptive reuse as opposed to putting it all into a landfill.’”

He continued, “The policy of the Village of Port Jefferson — hopefully, if this board adopts it — is to preserve the historic building that’s on it and encourage its adaptive reuse as opposed to demolition.” Egan added, “The ideal process is to draft the zoning that this board wants to see, and make the developers work to that standard.”

Sheprow expressed her appreciation for Egan’s clarification, adding, “I appreciate that explanation very much, just would have loved to have had that before opening it up for a public hearing so that we all kind of understood the entirety of the concept.”

The board agreed to set a work session on Tuesday, April 25, at 2 p.m. to discuss the matter further.

Elections

Trustee Rebecca Kassay reported she had received resident interest in creating a task force to oversee the restructuring of village government and elections, exploring issues such as term limits and extensions, change of election month and counting ballots by hand or machine.

Sheprow shared that PJV is working to obtain a document from the Village of Southampton for reference. Southampton “had a panel that went through this process,” she said. “So maybe we can use that document as a guide to help look at best practices.”

Conversations surrounding election changes were prompted by a notification from the Suffolk County Board of Elections that its electronic voting machines would not be made available to the village, to be used instead for primary elections this June.

Sheprow inquired whether the village could rent or purchase voting machines to administer the upcoming June 20 election for village mayor and trustees, especially as at least two other Long Island villages will be using such devices.

Egan clarified the legality of this proposal. The village attorney cited the New York State Election Law, which bars villages from renting machines from vendors outside their county BOE.

“It’s not a question of the integrity of the machines,” the village attorney said. “It’s a question about whether the Election Law will allow us to do it, and the Election Law is very clear that it does not, and [the New York Conference of Mayors] is very clear that it does not.”

Six Acre Park

The Six Acre Park Committee met with the board, along with representatives of the Hauppauge-based civil engineering company VHB, toward finalizing conceptual plans for the 6-acre parcel along Highlands Boulevard.

Garant outlined the committee’s purpose and the current status of the project. “The whole reason why we got this structure in place with the committee and the design team of VHB is because there’s a New York State grant that we are positioning ourselves to make an application for,” the mayor said. “We’re just trying to get to that point where we have what we need to make a submission.”

Andrew Kelly, a VHB landscape architect, presented three concept plans to the committee and board. Kelly said most spaces within the 6 acres would be open, tree-lined areas with native plantings. All options accommodate a realignment of, and on-street parking along, Highlands Boulevard.

Plans are to include security lighting, Kelly said. Kassay, trustee liaison to the Six Acre Park Committee, added that transitioning this area into parkland would discourage people from camping on-site.

“Projects like this have been proven to greatly increase the safety and security of an area,” she said.

The next steps are to decide upon a conceptual plan, likely integrating elements of all three concept proposals presented during the meeting. The mayor added that the board would soon return for a final round of public input as it completes the conceptual planning phase.

The Village of Port Jefferson Board of Trustees unanimously approved the annual budget Monday evening, April 3, though appropriations weren’t top of mind for the sea of residents crowding the boardroom.

Dozens turned out to confront the board over its recent decision to extend the terms of service for village offices from two to four years — a decision it promptly reversed. Less than 90 days until village elections, the community and board instead now grapple with the competing demands of streamlining election administration and public oversight over term changes.

“We wanted to kind of say ‘sorry’ and take a giant step backward,” Mayor Margot Garant told the public.

Upon rescinding the resolution, the mayor noted the need to relieve village clerk Barbara Sakovich in administering the coming June elections, adding that neighboring municipalities have generally implemented such changes. 

“Probably the majority of other townships and municipalities — villages specifically — have their elections in March and have moved to four-year terms,” she said. “I think it’s the direction we may all agree to at some point,” but the board is “taking pause” before rendering further judgment.

Trustee Rebecca Kassay offered to begin exploring how other municipalities procedurally implemented term changes, keeping open the possibility of forming a committee to collect public input on the matter. 

“Please look probably to the next meeting if you want to get this going while everyone has it in mind,” she said, adding the board “will be talking more about the process of helping to gather resident input and really handing it to the residents to make these decisions.”

In the wake of the reversal, Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow, both mayoral candidates, offered their commentary. Snaden said she had a change of opinion after learning of the high signature threshold to move the measure onto the June ballot via permissive referendum.

“It just made sense to me at the time, again, because of the ability for the residents to come forth and let us know,” she said. “After that happened and I heard from some residents — what the numbers were for them to bring forth the permissive referendum, that’s when I said that’s burdensome.”

The deputy mayor added, “We’ve had discussions, and we talked about bringing it tonight and considered rescinding and starting from scratch, giving it to you guys to say to us what you want to do.”

Sheprow raised the possibility of the village acquiring electronic voting machines ahead of the June elections. 

“What we didn’t realize when we were meeting, and it really wasn’t discussed holistically at the last meeting, was whether or not there are voting machines available to rent or purchase,” she said. “As long as they’re certified by the Suffolk County Board of Elections, we have that option available to us.”

Leaders of the recently resurrected Port Jefferson Civic Association made formal contact with the village government, exchanging introductions and outlining their organizational agenda. 

Civic president Ana Hozyainova thanked the board for rescinding the resolution for term extensions but asked for more public input over village decision-making.

“The civic association didn’t take a stance on whether it should be two or four years but really took objection to the fact that such an important issue which doesn’t have a clear-cut solution … was taken without any public debate,” she said, adding that more public deliberations over fortifying the eroding East Beach bluff could have occurred.

The board approved $0.50 increases in managed parking rates for weekdays and weekends, setting the rates at $1 per hour Monday through Thursday and $1.50 per hour Friday through Sunday.

Budget highlights

Village treasurer Denise Mordente delivered the fiscal year budget presentation, highlighting the budgetary constraints imposed by rising inflation and costs, also declining public revenues from the Long Island Power Authority through the Port Jefferson Power Station.

“The interest for our [bond anticipation notes], gasoline, heating oil, all of that ties in,” Mordente said. “We tried as best as we can to not put the burden again on the taxpayers.”

The budget increased by 7% from last year from $10.59 million to $11.37 million. However, the village drew $257,882 from its $1.8 million fund balance to minimize tax increases, Mordente explained. The village lost roughly $107,000 through the LIPA glide path agreement, with 15% and 20% increases in medical benefits and insurance, respectively.

The village committed to reductions in staff, opting against filling some vacant positions while assigning multiple titles to existing personnel. The administration also instituted a spending freeze for department heads, who stayed within their respective budgets from last year.

“The overall for our tax increase on an average house of $1,500 [assessed valuation] is $75 a year,” Mordente said. “We’re trying not to impact the way of life for our village.”

The Board of Trustees will meet again Tuesday, April 18, at 3 p.m., with scheduled presentations from Johnson Controls and the Six Acre Park Committee.
