At the March 26 Port Jefferson Station/Terryville Civic Association meeting, civic members elected a new civic board and engaged directly with elected officials from the Town of Brookhaven, namely Supervisor Dan Panico (R) and Councilmember Jonathan Kornreich (D-Stony Brook). 

As a result of the election, Ira Costell and Carolyn Sagliocca will remain in their roles as president and vice president, respectively. Sheila Granito will serve as the temporary recording secretary, Lou Antoniello as treasurer and Jerry Maxim as corresponding secretary.

Following the election, the floor was opened up between the civic association and elected officials. Costell led the discussion dealing with issues the civic has addressed in recent meetings.

Community beautification projects and Sheep Pasture Road bridge

One of the key topics discussed was community beautification projects, with residents expressing interest in initiatives aimed at enhancing the aesthetic appeal of Port Jefferson Station and Terryville. From antique lighting additions to increased landscaping efforts and an addition of a community park, there was a seemingly shared enthusiasm for projects that would foster a sense of pride and belonging within the community.

Another key mention was that of the dilapidated Sheep Pasture Road bridge. Panico assured the civic that the highway superintendent would be tasked with the bridge construction. 

“The highway superintendent is going to be working on that project almost exclusively in the design, and is supposed to be moving forward in design to take away some of the angles and make it easier for vehicles like buses and oil trucks to traverse the bridge in a manner without starting at the nearly 90 degree angles,” he said.

“That’s the information we have on that bridge … it is over 100 years old. Everyone knows it needs to be replaced, the weight limit was taken down from 5 tons to 3 tons. Hopefully soon you’ll invite the highway superintendent to come here so he can show you the design,” Panico assured.

Following mention of the decaying bridge, Costell brought up the proposed train car park as well as the Kunz property — two locations of community interest. About the Kunz property, formerly a greenhouse business, the supervisor assured the community that the town has an appraisal out for the property.

“Our town attorney has that property out for appraisal. We hope to get back an appraisal that is fair and we hope to acquire that property for the community,” Panico said.

In addition, to efforts to beautify the community, Sagliocca has contacted the town Highway Department regarding the posting of illegal signage and banners along the roadways with a goal to eliminate some of the roadside distraction the signs create.

“We’ve made a priority of getting out there because we’ve been aggressively cracking down on illegal housing and things of that nature to have those same individuals out serving tickets, and serving summonses,” Panico said on the issue.

“We just hired another individual who’s going to be helping along the same lines to clean up the signs along the roadway. All those signs of litter, whether they be feathered flags or Coroplast signs, we just unilaterally, we sweep them up, we take them and the ones that can be recycled, get recycled, the other ones just go in the trash,” Panico added. 

Zoning and development

Proposed developments were also a focal point of discussion, with residents eager to learn more about upcoming projects and their potential impact on the local landscape. 

Concerns were raised regarding issues such as traffic congestion, environmental sustainability and preserving the character of the neighborhood. Kornreich offered insights into the development process and assured residents that their input would be taken into consideration during decision-making.

“Nothing formal has happened yet. There was a public hearing that I and most of you were at, and I think that I’m representing the community correctly by saying we’re not opposed to the project, we think that the area is in need of some redevelopment, but the scale of it is more than what we want,” Kornreich said about the proposed Staller development.

Ultimately, those in attendance were looking for open communication between the developers and the community to best incorporate an accepted plan for the space going forward.

“I think one of the concerns we had in the public hearing was that a decision not be made before some site plan — that might be acceptable to the community — was an issue that we could talk about,” Costell said.

Panico explained further that the site plan still needs to be approved by the Planning Board, now the regular Town Board, which will allow for more direct representation from elected representatives and will create a space for the community to meet before the Town Board as well. 

“This entire community will be back, either here or before the Town Board for ultimately the site plan. They [the developers] still have to go through the entire site buying process before the Town Board, which is different than an appointed Planning Board. So you have more direct representation from your elected representatives,” Panico explained. 

The next civic meeting will be held on April 16.

The long-abandoned Lawrence Aviation Superfund site in Port Jefferson Station is now completely demolished, and nearly ready for development.

The Metropolitan Transportation Authority has been pursuing a contract to purchase 40 acres of the property to convert into a rail yard. Another portion is expected to be used for a solar farm. The rest will likely be preserved as open space. 

Herb Mones, Friends of the Greenway editor-in-chief and president of the Three Village Community Trust, wrote in an email that while there hasn’t been an official sale to either the MTA or to a solar farm firm, it is likely that these sales will happen and that a portion of the Greenway trail will have to be rerouted to accommodate a new rail yard. 

“This is great news for the surrounding community as it finally clears a giant eyesore and place for hanging out,” said Charlie McAteer, chair of Friends of the Greenway. “The idea of relocating the train yard to this site, along with the proposed passive solar farm and one-third of the space as open space, is a great benefit to all.”

The buildings are indeed demolished, but the area may need to undergo further examination to ensure that all harmful chemicals are neutralized. In order to continue with development plans, the Environmental Protection Agency is investigating for any residual contamination. The EPA expects to have more knowledge about the land’s status this summer. If further extensive remediation is required, it will be addressed in a public meeting. 

The New York State Department of Environmental Conservation website stated, “Remediation activities will continue for several years to come. The site cleanup activities will also result in site safety and security, allowing for a planned solar farm to be installed in the former footprint of the site buildings.

According to Mones, the MTA and the NYS Department of Transportation are in disagreement over a portion of the Greenway. Reportedly, the NYSDOT is unwilling to relinquish the portion of the Greenway that the MTA plans to use for the new rail yard. 

The MTA hasn’t explicitly stated any intention to electrify the Port Jefferson Branch line. TBR News Media reported MTA CEO Janno Lieber as having said at an October meeting that electrification of the line was under consideration. 

In rerouting, Friends of the Greenway wants to ensure the preservation of the trail experience, and has noted “requirements” such as security barriers between the rail yard and the path, a “significant buffer” between the path and homes, and accessibility. 

“The redevelopment of the Lawrence Aviation property will benefit the wider community,” Mones said. “The removal of the buildings finally brings to an end a decaying, dilapidated industrial site that often attracted criminal activity: vandalism, graffiti, trespassing.”

On March 14, the Town of Brookhaven board met for its monthly meeting. Proceedings began at 3 p.m. as opposed to the usual later start time, as the board has now taken the role of the planning committee [See “Town of Brookhaven board amends town code and serves as the planning board,” March 7]. 

Supervisor Dan Panico (R) noted, “Welcome to Brookhaven Town Hall for our Town Board meeting, we start earlier now as we have taken on the planning board matters. We are now embarking on the first meeting of the joint town board, planning board series — the new process in the Town of Brookhaven.” 

Following Panico’s brief statement, the meeting kicked off with a presentation by Councilwoman Jane Bonner (R-Rocky Point), recognizing the Rocky Point Cheerleading team for their National Championship title back in February.

Also at the meeting, the Town Board voted to approve several motions including:

  • United States Fish and Wildlife Services designated piping plovers as a threatened species on the Atlantic Coast, including the Fire Island National Seashore. From this designation, the Town Board approved a motion to employ a monitor to inspect town beaches during the piping plover breeding season, between May and September, to aid in the preservation of the threatened species.
  • Town of Brookhaven designated the month of April as Congenital Diaphragmatic Hernia Awareness Month throughout the Town of Brookhaven. CDH is a rare muscle condition that occurs during prenatal development, prohibiting the child from properly developing the diaphragm. 
  • Bonds totaling $2,289,000 were approved to authorize funding for the cost of the replacement of Sheep Pasture Road Bridge in Port Jefferson. The authorization will include design and construction of a steel and concrete bridge, acquisition of right-of-way and any associated incidental expenses. 
  • Designated the month of April to be National Donate Life Month throughout the Town of Brookhaven. This establishment aims to encourage Americans to register as organ, eye and tissue donors and to celebrate those who have saved lives though the gift of donation.

In other news, on March 15, Panico announced the 2024 Great Brookhaven Cleanup, a program the town has hosted for nearly 15 years. The cleanup will take place on Saturday, May 18. Residents, community organizations and local businesses are among those who have participated in the past and look to contribute in this year’s event. 

 Panico explained that the town spent more than $162,000 last year on roadside litter cleanup. Those who elect to participate in this year’s program will gather with their respective groups in their areas and clean the roadside.

“Keeping our neighborhoods clean is very important to us. It gives us all a sense of pride to look out and appreciate the beauty of where we live,” Panico said.

The Suffolk County Water Authority Education Center & Laboratory, located in Hauppauge, offers an immersive experience that invites visitors to explore the world of water management, conservation and purification.

Opened to the public every second Thursday of each month, the Education Center & Laboratory serves as a hub for educational outreach and research initiatives aimed at promoting water awareness and sustainability practices within the community. Its state-of-the-art facilities showcase the intricate processes involved in delivering safe and clean drinking water to homes and businesses across Suffolk County.

One of the highlights of the Education Center is its interactive exhibits, which provide visitors with hands-on learning opportunities. From water cycle and watershed protection to understanding the importance of water quality testing, visitors of all ages can engage with informative displays that make learning about water conservation both educational and enjoyable.

Exhibits include the evolution of water main, water quality/quantity monitoring technology, advanced oxidation process display, water testing and lab technology, as well as advancements in meter reading. 

Also at the center is an interactive water testing display allowing visitors to learn about Long Island’s aquifer and its role in the water cycle, while also examining real aquifer sediments extracted from the various geologic layers of the aquifer system. 

Guided tours of the laboratory are also available, allowing for a behind-the-scenes look at the rigorous testing protocols employed to ensure the safety and purity of the county’s water supply. Led by knowledgeable staff members, these tours provide valuable insights into the science of water treatment and the vital role that water quality plays in public health.

In addition to its educational offerings, the SCWA Education Center & Laboratory also hosts various community events and workshops throughout the year. These events cover a range of topics, including water conservation strategies, environmental stewardship and the latest advancements in water technology.

For schools and educational groups, the Education Center offers tailored programs designed to complement classroom curricula and provide students with real-world examples of environmental science in action. Through engaging activities and demonstrations, students are encouraged to think critically about water-related issues and explore potential solutions to environmental challenges.

A chilling crime has shaken communities across Suffolk County as police discovered scattered human remains in Babylon and Bethpage, leaving residents horrified and demanding justice. 

The shock has escalated into outrage as local officials and law enforcement point fingers at Albany’s bail laws, which they claim have allowed suspects to walk free without posting bail.

County Executive Ed Romaine (R) minced no words in expressing his frustration, stating, “The failure of Albany’s bail laws has resulted in those charged with dismembering and placing body parts in our communities to walk free without posting any bail.” Romaine’s sentiments echoed the feelings of many Suffolk County residents who consider the current bail system is failing to protect the community.

In response to the recent crime, New York State Sen. Anthony Palumbo (R-New Suffolk) and Assemblyman Michael Durso (R-Massapequa Park) swiftly introduced new legislation (S.8751) to address the shortcomings of the bail system. The proposed bill aims to make body dismemberment and concealment of a human corpse a bail-eligible offense, highlighting the urgency of the situation.

Palumbo condemned the current bail laws, stating, “Nobody with an ounce of sensibility would say it’s a good idea to let someone charged with the sickening act of human dismemberment leave jail and roam the streets.” Durso agreed, vowing to fight for change to ensure the safety of Suffolk County residents.

Suffolk County District Attorney Raymond Tierney (R) also weighed in on the issue, responding to Gov. Kathy Hochul’s (D) statements on bail reform in relation to the recent tragic discoveries. Tierney accused the governor of being “completely clueless or deceitful” about the criminal justice system and defended the efforts of law enforcement in the face of what he called “a broken bail system.”

Assemblyman Ed Flood (R-Port Jefferson) added his voice to the chorus of criticism, expressing dismay over the release of suspects involved in the recent case where human remains were found. Flood denounced the lack of “humanity and morals” in the criminal justice system, attributing the problems to the flaws in bail reform laws.

The collective outcry from local officials emphasizes the need for action to address the failures of New York State’s bail laws. As communities continue to grapple with the consequences of these shortcomings, residents are looking to Albany for solutions that prioritize public safety and accountability in the criminal justice system.

Gov. Hochul responds

In a recent interview with PIX11, Hochul addressed concerns about bail reform, acknowledging the frustrations of law enforcement. She emphasized the importance of allowing judges to consider the whole body of evidence when making bail decisions and expressed her commitment to keeping people safe.

Hochul responded to additional comments made by Tierney, who suggested the need to reinstate the dangerousness clause and emphasized the law needs to be looked over. 

“The standard changed just a few months ago — less than a year ago — and instead of the standard of dangerousness, we ask the judges now to look at a whole body of evidence,” she stressed.

Meanwhile, the community remains on edge as law enforcement continues to investigate the disturbing crime that has left a deep impact on the residents of the respective areas. As the investigation unfolds, residents are hopeful that meaningful change will come.

“Now, this is a very unique circumstance in Suffolk County,” Hochul said. “I know the Suffolk County Police Department is working hard to get to the bottom of this as is the DA. … They’re doing their job and I respect that. But the bail laws I thought went too far in the wrong direction. I’m bringing them back, and we’re going to continue to make sure that we keep people safe.”

The Suffolk County Police Department Impound Section will hold an auction on Saturday, March 9 at the department’s impound facility, located at 100 Old Country Road in Westhampton. The auction will begin at 9 a.m. and will be held rain or shine. There will be a preview of vehicles on Friday, March 8 between 9 a.m. and 4 p.m. at the impound yard. Vehicles will also be available for preview for one hour prior to the start of the auction on March 9.

In January, the Nassau and Suffolk counties police departments, the New York City Police Department and the Federal Bureau of Investigation formed a task force designed to tackle burglaries and thefts across Long Island. The collaboration, “a multijurisdictional burglary and stolen car task force,” as described by Nassau County Executive Bruce Blakeman (R) at the conference announcement in January, is the result of criminals crossing county and state lines. 

In Suffolk, 1,471 vehicles were reported stolen in 2022, up 20.8% from the 1,218 taken in 2021 — the most since nearly 1,600 cars and trucks were swiped in 2010, Newsday reports.

At a recent civic meeting in Port Jefferson Station, Suffolk County Police Department provided a COPE report from Jan. 23 to Feb. 27 for the respective area. Officier Efstathiou provide the report stating, “Out of the four grand larcenies [for this area] two were related to stolen vehicles. A Honda and a Hyundai right out of one’s driveway and one in front of one’s house both with no keys. Both still not recovered.” 

In September 2022, Hochul announced a five-step plan to combat the increasing numbers of car thefts across New York. 

“Too many New Yorkers have experienced the shock of waking up to an empty driveway … that is why we are supporting local law enforcement to prosecute and prevent these thefts,” she said.

Last month Gov. Kathy Hochul (D) reported that the DMV recovered 286 vehicles worth $8.6 million in 2023 under the Comprehensive Auto-Theft Reduction Strategy. A total of 142 were recovered in New York City and 42 on Long Island.

Kias and Hyundais are mainly being targeted, Hochul announced in September. After videos exposing how to steal these cars started circulating on social media, Hyundais and Kias remain most vulnerable. However, both companies have developed upgrades to offset the thefts.

“There was a big spike … a lot of it is associated with the COVID pandemic … crime surged, not only in New York, but all across the nation,” Hochul said. 

While it is true the national rate of motor vehicle theft in 2022 was the highest it has been since 2008, it is undetermined what role the pandemic played in this change. 

Part of Hochul’s five-part plan was to implement harsher punishments, fund more advanced technology for law enforcement, increase intervention or preventative programs for at-risk youth and to strengthen the prosecution of cases dealing with vehicle theft. She also sent a letter with Mark Schroeder, state Department of Motor Vehicles commissioner, to Kia and Hyundai owners, informing them of their vehicles’ susceptibility.

“Fortunately, there are some common-sense steps you can take to help prevent your car from being stolen, such as always locking your car doors and parking in well-lit areas,” the letter reads. “In addition, Kia and Hyundai have agreed to provide tools to strengthen your car’s anti-theft protections, including a software update and a window sticker.”

In November, state Sen. Jeremy Cooney (D-Rochester) proposed the Car Theft Prevention Act to counter the rising rates of car thefts. In Rochester, more than 3,800 motor vehicle thefts were reported in 2023. That number is nearly three times the total in 2022, which itself was a record year. 

This new bill adds the felony offenses of criminal possession of stolen property in the first through fourth degrees as bail-qualified offenses.

In a bid to enhance water service reliability and meet the growing demands of its customers, the Suffolk County Water Authority has embarked on a substantial water main replacement project in Huntington. The project, currently underway near West Main Street, involves replacing over 4,600 feet of old, undersized water main with a larger ductile water main.

The new 12-inch main is poised to significantly improve water flow in the system, allowing SCWA to deliver a more dependable and efficient service to its customers in the area. SCWA Chairman Charles Lefkowitz emphasized the importance of maintaining the integrity of the water main system, particularly during the winter, which experiences the highest incidence of water main breaks. 

“During the winter, we see the busiest time of the year for water main breaks. Being proactive and replacing aging infrastructure ensures that we can reliably serve our customers with high-quality water without interruption,” Lefkowitz said in a statement. 

He explained the proactive approach of replacing aging infrastructure to ensure uninterrupted access to high-quality water for customers.

“Our water main system is one of the most important parts of our infrastructure, making it crucial for SCWA to ensure its structural integrity,” Lefkowitz said.

The significance of this project is amplified by its location in one of Huntington’s busiest areas. West Main Street, a bustling thoroughfare that hosts numerous businesses, restaurants, residences and the renowned Paramount theater, attracts many visitors daily. Ensuring a robust water distribution infrastructure in this area is essential in minimizing the risk of main breaks and water service disruptions.

“The part of Huntington in which this project is taking place is one of the village’s busiest areas, making this project especially important to our residents,” Lefkowitz explained.

The project, which is expected to be completed by mid-February, aligns with SCWA’s commitment to providing water that can be trusted and service that can be relied upon. It reflects the authority’s dedication to modernizing infrastructure to meet the evolving needs of its customers while ensuring the continued prosperity of Huntington’s vibrant community.

Residents and businesses alike can look forward to a more resilient water system that supports the thriving energy of West Main Street and SCWA’s ongoing efforts to deliver water service to the Huntington community.

Gov. Kathy Hochul (D) delivered the Fiscal Year 2025 New York State Executive Budget proposal at the State Capitol in Albany on Tuesday, Jan. 16, where she announced her record-breaking $233 billion spending plan that looks to allocate funds toward public safety, education and the influx of migrants coming to New York. It also closes a $4.3 billion deficit the state faced. Although the budget proposes a roughly 2% increase from the previous year, this burden won’t be falling on the taxpayer as Hochul made it clear there would be no new increases in state income tax.

In the address, Hochul focused on the needs of everyday New Yorkers with an emphasis on investing in initiatives concerning public safety and affordability. 

“I stand by my commitment to fight the right fights for New Yorkers and pursue the common good,” Hochul said. “We must crack down on persistent crime, invest in children and families, and build the economy of the future. We’re taking action with common sense solutions that are simple, easy to implement. But the truth is, we can’t spend like there’s no tomorrow because tomorrow always comes.”

The governor outlined how the state will strengthen its public safety efforts by continuing to invest in initiatives that work with local communities, law enforcement and nonprofit groups to stem crime and gun violence statewide by devoting additional resources to youth mentorship programs, the police and district attorneys. 

The budget includes $40 million toward tackling property crime and retail theft that looks to bring relief to small businesses by creating a new state police enforcement unit dedicated to driving down the recent spike in retail theft.

“Keeping New Yorkers safe is my number one priority,” Hochul said in the address. “Over the last few years we’ve made historic investments in gun violence prevention programs and it’s paid off. Shootings and murders are way down. Gun seizures are up.”

The spending plan also proposes to increase school aid by $825 million, just a 2.4% increase from last year, considerably less than the 7.7% average increase in aid that districts have received in recent years. 

In an attempt to get ahead of the criticism she would potentially face, Hochul explained, “As much as we may want to, we are not going to be able to replicate the massive increases of the last two years. No one could have expected the extraordinary jumps in aid to recur annually.” 

She also attributed the disappointing figure to a decade-long trend of declining school enrollment for students K-12, by saying, “It’s common sense to ensure that the schools are getting the appropriate money based on their enrollments today compared to what they were a decade and a half ago.”

The governor then recalled how she worked with legislators to bring the state’s reserves from 4% of the budget to a now historically high level of just over 15%. The reserves can be used to stabilize public spending or for one-time emergencies that may leave the state vulnerable. 

In order to provide aid for what she referred to as a “humanitarian crisis,” Hochul plans to dip into the state’s reserves, allocating an extra $500 million of aid to support the approximately 13,600 asylum seekers arriving in New York each month, bringing state spending for the cost of shelter, social services and resettlement up to $2.4 billion. 

Hochul addressed the politically-charged issue and called out for additional support from Washington, saying, “New York continues to carry the burden of sheltering more than 69,000 migrants. Since day one, I have said that it is ultimately the responsibility of the federal government to address this crisis. Congress — the House of Representatives in particular — and the White House must remain at the negotiating table until they restore the rule of law on our border, fix our asylum system and provide relief to states like New York who’ve been shouldering this burden for far too long,” Hochul said. 

She continued addressing her efforts to combat the crisis saying, “I’ll be traveling once again to Washington to advocate for effective immigration reform, a stronger border and increased support from the federal government for New York. But until we see a change in federal policy that slows the flow of new arrivals, we’re going to be swimming against the tide.”

Newly elected Supervisor Dan Panico (R) headed the first Town of Brookhaven board meeting of the new year Jan. 11. Panico opened the meeting with a brief call to recognition of children, noting, “Children in this world do not ask for war and are the most innocent among us.” He urged everyone to “think about the children of our world and what they are enduring.” 

Before the meeting commenced, Panico swore in Councilman Neil Foley (R), for his 10th year in office. Foley serves District 5, which encompasses Blue Point, parts of Lake Ronkonkoma, Holbrook, Holtsville and Medford, North Patchogue, Patchogue, East Patchogue and Davis Park Fire Island. 

Following Panico’s opening acknowledgment, the members of the Town Board addressed their several agendas for the Thursday evening meeting. Each meeting has a built-in time slot welcoming public comments, though this particular meeting had no cards registered for comment. 

Some of the most important topics addressed were:

• Approval of a one-year intermunicipal agreement to provide demolition and disposal services for the Village of Port Jefferson for its blighted properties. Approval of this agreement further addresses Port Jefferson’s vacant, abandoned, derelict and blighted properties needing to be demolished.

• Establishment of a Suffolk County Water Quality Protection and Restoration Program for Cedar Beach Habitat Restoration. The cost of the program is projected around $120,000. The project plans to remove invasive plants, establish native plant species and install wildlife tunnels in order to reduce erosion. Additionally, to promote coastal resiliency, improve water quality in Mount Sinai Harbor and the Long Island Sound and support the improvement of vulnerable local diamondback terrapin populations.

• Approval of various improvements to the Brookhaven Town landfill using proceeds from serial bonds totaling $4.5 million. The funding will go toward the cost of various original improvements including, but not limited to, gas management, odor control and leachate control improvements.

• Improvements to localities such as town parks and recreational areas, town parking lots, road reconstruction and right-of-way improvements, among others, were also approved using bonds. 

• Authorized the issuance of $250,000 in bonds for the development of a Local Waterfront Revitalization Plan for the North Shore.
