Supervisor Ed Romaine (pictured with “Curby,” the Town’s recycling mascot) has announced that registration for the 14th Annual Great Brookhaven Clean Up is now open. The event, which is co-sponsored by the Town of Brookhaven’s Department of Recycling and Sustainable Materials Management and TEACHERS Federal Credit Union, will be held on Saturday, May 14th at various locations throughout Brookhaven Town. It is part of a national effort by Keep America Beautiful, Inc. that draws over 500,000 volunteers in more than 15,000 communities across America who come together to pick up litter and clean miles of roadway, rivers, lakes, and more. In 2020 the Great Brookhaven Clean Up drew approximately 2,000 residents.

Supervisor Romaine said, “Keeping Brookhaven clean is a top priority of my administration and this is a great opportunity for people to do their part and make a difference in their community. I thank TEACHERS Federal Credit Union for their co-sponsorship, and I look forward to working with our residents on May 14th to help make Brookhaven a cleaner, greener place to live.”

Free gloves, trash bags and t-shirts will be provided by the Town for the Great Brookhaven Clean Up volunteers. The supplies will be available for pick up at the Department of Recycling and Sustainable Materials Management’s third floor office at Town Hall by appointment only. Brookhaven Town Hall is located at 1 Independence Hill in Farmingville. Recently, Suffolk County Legislator Stephanie Bontempi (Centerport) began an effort out of her district office in collaboration with the county executive to collect essential supplies for the people of Ukraine.  Bontempi called for a variety of items (e.g., cold weather clothing, boots, baby and medical supplies, etc.) that are so desperately needed by individuals in Ukraine, whether they have been displaced by the attacks or are fighting for their freedom.

Despite the short duration – due to logistical factors – of the supply drive, Bontempi’s office experienced overwhelming support for the effort.  In addition to other Suffolk County legislative offices participating in a similar fashion, various levels of government assisted with their own drives, as did numerous faith-based organizations and many others near and far.  The participation of generous donors to the numerous drives that materialized was so great that many partners in the undertaking called off collections earlier than anticipated due to exceeding storage capacity.

“We were absolutely overwhelmed, but not surprised, by the willingness of the residents to help out the people of Ukraine.  Despite what we learn from the media, there is still a tremendous amount of good in the world.  If we continue to stand up for freedom for all, good will triumph over evil,” said Bontempi.

Although some drives for supplies have been suspended, there remains a possibility of future rounds, should the conflict in Ukraine be a protracted one.  Bontempi’s office will certainly step up and inform the residents of future opportunities to assist if and when they are set in motion.

“From the bottom of my heart, I thank all those who have participated in this inspiring show of support,” added Bontempi.

Suffolk County Legislator Rob Trotta, pictured with his dog Buddy, is participating in the 11th Annual Legislative Food Drive Challenge to collect pet food for the clients of Long Island Cares. Since 2009, Long Island Cares has provided free pet food and supplies to individuals and families in need, in an effort to enable them to keep their pets at home instead of placing them in shelters.

Legislator Trotta pointed out that, according to Long Island Cares, dog and cat food are the most requested items by their member agencies. “Pets keep many people going, giving them comfort and a reason to survive in difficult times, especially now with many people coping with the effects of COVID-19.  I am asking the kindand generous residents and pet lovers in my district to help out. Last year we collected about 1,000 pounds of pet food,” said Legislator Trotta.

The pet pantry is in need of canned and dry cat/dog food, cat/dog treats, birdseed, and food for fish, rabbits, and ferrets, as well as kitty litter and small new toys. The drive is from now until May 1. Donations may be dropped off, Monday through Friday, from 9am – 4pm, at Legislator Trotta’s office, 59 Landing Avenue, Suite 1, Smithtown. Public officials are addressing an ongoing dispute between the Village of Port Jefferson and the New York State Department of Transportation involving a roadway obstruction at the intersection of Arlington Avenue and Route 25A on the long hill leading into Port Jeff.

Due to its steep slope, Arlington Avenue requires a specific grade to allow vehicles to safely traverse the intersection without bottoming out. Under the current design, instituted in September 2021 as part of DOT’s sidewalk initiative throughout the village, the roadway remains impassable.

Stephen Canzoneri, public information officer for DOT Region 10, addressed the issue in an email statement: “The New York State Department of Transportation is working with the Village of Port Jefferson to address longstanding terrain issues at the intersection of Arlington Avenue and state Route 25A and hopes to reopen Arlington Avenue as expeditiously as possible.”

Joe Palumbo, Port Jeff village administrator, shared that the DOT has not yet put together a workable plan to resolve the matter.

“Their design there is not acceptable in terms of navigating the road from 25A onto Arlington,” he said. “The grade there is not sufficient for vehicles to go up and down that road.”

According to Palumbo, the grade issue remains the primary point of contention between the two parties.

“DOT is in the process of putting a design together,” he said. “Their most recent design that they had sent over to us is not acceptable. The village would prefer to have something that was similar to the grade that was there prior to the paving, or better.”

According to Palumbo, under DOT’s present plan, vehicles can still get stuck at the bottom of the slope. Kathianne Snaden, deputy mayor and commissioner of public safety, said there had been no problem with the grade before DOT’s changes.

“Prior to them doing the work, there was no issue there,” she said. “It is a steep hill, but cars could easily get up and down, emergency vehicles could get up and down, school buses could get up and down.”

Snaden objects to the addition of a sidewalk along the pavement. She said that by adding the sidewalk, DOT had created a grade that is different from that of the pavement. According to her, this presented a safety hazard requiring the intersection to be closed to traffic.

“They paved 25A and additionally, with the paving, they added a sidewalk,” she said. “The sidewalk, for some reason, they put straight across the roadway, which we’ve never seen before. In doing so, it changed the grade from a slant to more of an angle because the sidewalk, obviously, is low.”

Snaden said that the roadway closure, put in place by DOT six months ago, is a significant risk to public safety. “My concern, of course, is the safety of the residents,” she said. “We had a house fire on Arlington almost two years ago. The roadway was impassable, but that time it was because of a downed tree. When that house caught fire, they couldn’t get all of the firetrucks to that house.”

According to Snaden, as long as the intersection remains blocked, this scenario may repeat itself in the future.

The award for Supervisor Wehrheim’s commitment to the Villages of Suffolk County will be presented during the annual SCOVA Legislative Dinner & Awards Night on Wednesday, April 13th.  Supervisor Wehrheim joins the ranks of many distinguished leaders throughout Suffolk County including his predecessor, Patrick Vecchio, Sheriff Errol D. Toulon, Jr., Senator Phil Boyle, Suffolk County Legislator Kevin McCaffrey, and Supervisor Ed Romaine.

In an effort to ease the suffering of all those subject to the devastation and terror being inflicted upon the Ukrainian nation, Senator Mario R. Mattera (2nd Senate District) and his staff will be hosting a humanitarian supply drive on Saturday, March 26th, from 10 a.m. to noon in their district office located at 180 East Main Street in Smithtown.

The effort is intended to assist all in the region including animals who were displaced when their families evacuated.

Senator Mattera’s office is coordinating this effort with the staff and students of Kings Park Central School District (KPCSD) and local nonprofit Nobody Starves on Long Island.

To assist families of Ukraine, KPCSD is collecting items that will be shipped overseas to assist the citizens of Ukraine.  The KPCSD drive will accept a host of items including medical items (including bandages, gauze and medicine), empty boxes, flashlights, batteries, garbage bags and personal items including warm clothing, boots, socks, tooth care, personal cleaning supplies and feminine hygiene products.

KPCSD will deliver all items to The Monastery of Saint Josaphat in Glen Cove for delivery to those in need in the region.

To assist Ukrainian pets in need, Nobody Starves on Long Island will be accepting pet supplies to help animals that in many cases have lost their owners and their homes.  To help the nonprofit, Senator Mattera’s office is accepting pet items such as pet food, leashes, food bowls, treats and collars.

The office will not be accepting cash donations at the event or in their office.

“We are hopeful that everyone in our community will join us in helping all who have been impacted by the attack on the Ukrainian people.  This unwarranted assault on their homes must be countered by the kindness of our community and I thank everyone who will or who has helped in this effort.  Thank you to Nobody Starves on Long Island and everyone at the Kings Park School District for their selfless work.  Together, we can bring hope to those who are suffering,” stated Senator Mattera.

Any resident who is unable to attend the Saturday, March 26, event is invited to drop off items at Senator Mattera’s district office during regular business hours.  The office is located in 180 East Main Street, Suite 210, in Smithtown. For more information, call 631-361-2154.

The main order of business at the Village of Port Jefferson board meeting March 21 was the proposed budget for the 2022-23 fiscal year which begins June 1. The board is looking to approve the piercing of the 2% village property tax cap and raise it to 4.5%. Mayor Margot Garant said the piercing would be needed to recoup much of the loss brought on by the LIPA settlement, which equates to $122,383 a year.

The board discussed how 2.7% of the budget would go to union contracts. The removal of brush in the village and care of the sidewalks would total $118,000 and $150,000 respectively. The cost of snow removal, along with the purchase of sand and salt, was factored in. Sand and salt saw an increase of $10,000 over last year’s prices due to inflation. The village purchased two Bobcats to remove snow; the equipment was leased in the past. One of the Bobcats was paid for by the Business Improvement District, the other by the village.  

Garant discussed the Port Jefferson Country Club. Due to the erosion situation with the tennis courts at the edge of the cliffside, the club’s tennis pro has been forced to teach elsewhere throughout the village. $50,000 is budgeted for that. More on the country club will be discussed at the next meeting. 

Trustee Bruce Miller brought up the current greenkeeping situation. He posited the need for a professional gardener to care of the village’s flowerbeds and green spaces. Garant praised village gardener Caran Markson and the parks department for doing a great job, and for the continued handling during Markson’s medical leave due to injury on the job. No decision was made about a replacement at the meeting. 

Garant congratulated the board for its work on the budget, noting that the village is AA rated, which means it has a “very strong capacity to meet its financial commitments,” as defined by S&P Global Ratings.

The proposed budget will be posted five days before the next public hearing, which is to be held April 4.

Other points of business

• Parking in front of the post office: A vote was taken, and it was decided that two of the four spots in front would change from 10 minutes only to two hours.

Parking in the village: Paid parking begins on April 1 and continues until the day after the Dickens Festival in early December. Pricing will remain the same at 50 cents per hour Monday through Thursday and $1 per hour on the weekend. 

Long Island Explorium: Noting that some of the space is underutilized, Garant floated the idea of using some areas, like the upper balcony, for live music.

Recharge basin between Old Homestead and Oakwood roads: There has been a delay in the crushing of stone for the basin due primarily to a shortage in the workforce — most notably truck drivers.

Rocketship Park bathrooms: The facilities are still under construction but on track to open on April 1. 

Recreational activities: The Recreation Department ordered 16 more kayaks for Centennial Park beach. There is a proposal to bring pickleball to Texaco Avenue Park which would see the creation of two pickleball courts on the existing basketball court area. Summer camp is open to village residents until May 1 and will then be opened to nonresidents after that at a higher price. For New York State voters in 2022, redistricting is controversial, complex and changing. 

Gerrymandering is the intentional distortion of political districts to give one party an advantage. For decades in most states, the majority party in the state legislature drew maps for congressional and state legislature districts which would cement that party’s power for 10 years (until the next census). Nationally, gerrymandering has been criticized for disenfranchising many voters and fueling deeper polarization.

In New York State, voters in 2014 approved a constitutional  amendment which established an independent redistricting commission effective after the 2020 census. This amendment was presented as a way to create fair congressional and state senate and state assembly districts, keeping communities together and representation to minority areas to more fairly give all a voice through their elected officials. At the time, good government groups were divided about the amendment’s wording and potential effect … either a “step in the right direction” or “fake reform.”

In 2021, the newly formed NYS Independent Redistricting Commission (IRC) traveled throughout New York State to hold numerous public hearings for input on the map lines that the commission would draw. Unfortunately the IRC was divided equally along partisan lines, and Republican and Democratic commissioners each submitted their own maps to the state legislature and were unable to submit the single plan required by the amendment.  

This failure of the IRC threw the district mapping back into the hands of the legislature (both the senate and assembly have Democratic supermajorities) and the legislature’s final 2022 district lines resulted in more districts with strong Democratic-leaning voters. Republicans then filed a lawsuit in Steuben County (upstate NY) which  threw the 2022 NYS election calendar into potential chaos as it moved through the court system. 

A judge did rule to allow this year’s maps/elections to take place as scheduled, but if Republicans win the suit it appears that there will be a repeat election for NYS Senate and Assembly in 2023 with newer district maps. This would result in state legislative elections in three consecutive years — 2022, 2023 and 2024. 

There has been concern and controversy about the congressional lines in Suffolk (CD 1, 2 and 3) whose boundaries have significantly changed. Some elected legislators no longer live in their districts, and there has been “packing” (concentrating the opposing party’s voting power in one district to reduce their voting power in other districts) and “cracking” (diluting the voting power of the opposing party’s supporters across many districts). Cracking was most evident regarding the Town of Smithtown, which is divided among 3 congressional districts, and the community of Gordon Heights, which does not have the single representative that they advocated for at many public hearings in 2021. 

Although the next Suffolk County Legislature elections will not be held until 2023, redistricting for the SC Legislature is mired in controversy as well. Legislators of both parties did not nominate representatives to a county redistricting commission in 2021. The Democratic majority therefore drew maps and passed legislation to create the new districts. 

Lawsuits were filed and County Executive  Bellone vetoed the bill in early 2022. A new independent/bipartisan redistricting commission is expected to start work in April 2022. Remember that your current Suffolk County legislator will represent you until January 1, 2024. Once the Suffolk legislative maps are drawn and approved, voting in the primaries and general election for those seats will occur in 2023 (not this year). 

The bottom line for Suffolk County voters? Find your new congressional and state assembly and senate districts at https://newyork.redistrictingandyou.org. Voting in your new district takes effect with the 2022 primaries and general election. However your current representative in Congress and the state legislature will represent you until January 1, 2023.

As you can see, redistricting after the 2020 census has become controversial, complex, and changing. Today’s “rules” may be overruled by court decisions. Dates may change. Districts may be redrawn. Or nothing will change until 2030!

Judge rejects New York’s redistricting plan, orders new maps

NEW YORK — A judge has ordered New York’s Democrat-controlled Legislature to quickly redraw the state’s congressional and legislative districts after finding they were unconstitutional.

Judge Patrick McAllister said in a Thursday ruling that maps redrawing the state’s congressional districts were gerrymandered to benefit Democrats. McAllister said those districts must be redrawn, along with the legislative districts, in a way that attracted at least some bipartisan support.

McAllister, a state trial court judge, gave lawmakers until April 11 to try again. If their new maps fail to pass muster in the courts again, the judge said he would order the state to pay for a court-approved expert to redraw the maps.

Legislative leaders said they would appeal the ruling.

“This is one step in the process. We always knew this case would be decided by the appellate courts. We are appealing this decision and expect this decision will be stayed as the appeal process proceeds,” said Mike Murphy, spokesman for the Senate majority.

A message seeking comment from the governor’s office was not immediately returned.

The state’s primary elections are scheduled June 28 and candidates have already begun campaigning in the new districts.

The judge said that if the Legislature fails again and an outside expert is hired to draw the maps, the process would be expensive and lengthy and may leave the state without maps before Aug. 23, the last possible date that the state could push back its primary election.

Republicans had argued in a lawsuit that the maps were unconstitutionally gerrymandered to benefit Democrats and marginalize GOP voters.

Former GOP U.S. Rep. John Faso, a spokesperson for the Republicans who filed the lawsuit challenging the maps, said Democrats willingly violated a prohibition on partisan gerrymandering.

“This is a victory for the people of the state and it’s a victory for competitive and fair elections in New York State,” Faso said.

Legislative and congressional boundaries are being redrawn as part of the once-per-decade redistricting process kicked off by the 2020 Census.

The maps, drafted by lawmakers and approved by Democratic Gov. Kathy Hochul, ensured that Democrats made up a strong majority of registered voters in 22 of the 26 congressional districts the state will have for a decade.

Republicans currently hold eight of New York’s 27 seats in Congress.

In early March, McAllister said at a hearing that he didn’t think there was enough time to redraw the maps before the June primary. But the judge said he would issue a decision by April 4 about whether to uphold or strike down the maps.

The legal challenge in New York is among a series of disputes over redistricting playing out in states around the country.

This week, TBR News Media sat down with Suffolk County Clerk Judith Pascale (R). In our interview, Pascale was candid about Women’s History Month, the controversy surrounding her upcoming bid for reelection and her legacy in the county clerk’s office. 

What is your professional background and how did you get to the county clerk’s office?

My husband has a business, and I was the chamber president for the Mastics and Shirley Chamber [of Commerce] many years ago. I was the first woman that was ever running for president of that chamber. It was kind of a contentious race of predominantly men and, to cut a long story short, I won by one vote. 

Later on, I went to work on a congressional race as a volunteer for Ed Romaine’s [R] campaign. After that, I worked on a district attorney’s race. When Ed Romaine ran for county clerk, he asked me to join him and that’s when I first went to the county clerk’s office, which I believe was 1989.

I went in as senior deputy, in charge of court actions. Ultimately, I became the chief deputy county clerk and served for him for about 16 years. He decided to leave to go back to the [county] Legislature — he was term limited — and when he left, I became the acting county clerk because in New York, you have to have a county clerk, a sheriff and a DA. It’s a state constitutional office.

I screened for the position, amongst many others. On March 10 of 2006, then-Governor George Pataki [R] appointed me after months of investigation. Luckily, as I like to say, I led a very dull life and got appointed and became the acting county clerk. Subsequently, I ran for the open seat. I got elected and was elected again in 2010, 2014 and 2018. 

March is Women’s History Month, and you are just the second woman in the history of Suffolk County to hold the office of county clerk. What does that distinction mean to you?

I think that it’s important that women are judged by their capability, and I think there are certain industries and certain professions that women have broken the glass ceiling, broken the marble ceiling. I think that’s important, and I think that’s a mantle that I’m very proud to carry.

As far as other women are concerned, I think it’s very important for people to know that no matter what you are, you have the capability. I’m very proud to be the second woman. There are a lot of county clerks that are females, there are a lot that are males, but I’m only the second woman to hold it in Suffolk County. 

How has the landscape changed since when you first started out? Do you notice any more women holding leadership roles in government now?

I think it has become more acceptable, more accepted that women have a great contribution to make. I don’t think it should matter whether you’re a man or a woman. If you have the capability and you have the drive and you have the ethical standards, then I think certainly the door is open for women.

Transitioning into this year’s race for Suffolk County clerk, we spoke with Republican nominee, Smithtown Town Clerk Vincent Puleo, last week and he was under the impression that you were going to retire after this term. We’d like to give you an opportunity to clear that up. Do you intend to retire after this term, or do you plan to run for reelection?

Any elected official that tells you that they’re never running again — first of all, if they say that, it may be in the heat of a moment. 

They are saying that I made a commitment that I would not run again. I believe that commitment was that I wanted another term. They’ll say that I absolutely said that I would not run again, and that is not something that I said. I said at the time that I wanted another term.

Listen, do I expect to stay here forever? No. I’ve given 30-plus years of my life to the county clerk’s office. I’m very, very proud of everything that we’ve done there. We moved this office light-years ahead and that’s because I have a great staff.

The issue that I have is the way it was handled. I asked at the end of the year if I could do a kickoff fundraiser. I was told I could. I planned one in the beginning of February and the Friday before my fundraiser, I was told that I had no support. I’m extremely proud of what we’ve done. We’re an award-winning office throughout the state. The fact that the party that I supported — I mean, I broke bread with these people — then all of a sudden I was being thrown out like last week’s trash. 

Primaries are very difficult and running a primary is a herculean task. They have an army. Anybody that has wanted to help me has, I’m going to say, been intimidated. Basically, I’m on my own and I don’t know if I’ll be successful. If I can get enough signatures to get on the ballot for a primary, I will. 

They want me out and, to me, that’s pretty devastating. I’ve served with integrity and dignity, and they should have told me six months ago. At least let me leave with some dignity. And I will tell you this: Women have come up to me and have thanked me for doing this. I’m the only countywide elected official that’s female. It’s not easy, it’s exhausting, and no one can help me. The fact that I’ve served this party and served this committee for all these years, and now I’ve become a pariah. That’s upsetting. 

As a follow-up, you have won reelection multiple times. You do have name recognition and an electoral track record. If you do get the signatures, are you interested in running in a primary race against Vincent Puleo?

I hate it. Nobody wants to go into a primary. The purpose of getting enough signatures is that if you get enough signatures, you do a primary. Primaries get ugly and, like I said, he’s got an army and I don’t. It would be very ugly and it’s not something that I look forward to, but sometimes you do things that you have to do. 

With all of that being said, if you were to win reelection in November, what kind of vision do you foresee for your office over the next four years?

When COVID hit, it was like the perfect storm. COVID hit and everybody moved to Suffolk County, so that meant that all of those land and real estate documents had to be processed and they were initiated. We not only had a shutdown order, but also this influx of this crazy real estate market in Suffolk County. We were able to do a remote system, so there was no interruption in the real estate economy, none. No financial disturbance was caused and, as a matter of fact, it was actually enhanced.

We would like to add more things to the system: more documents, more document types. I would just like to continue along that trend, add a few more documents to the electronic recording system. 

I’d like to amend the mental hygiene law for those people that have been determined to be mentally incompetent. My concern is that these people may have considerable assets, and we want to change the law to say that only the appointed person from the court can view that file. We don’t want “Cousin Mary” to be able to say, “Oh yeah, she’s got $300,000 in the bank.” These are vulnerable people that need to be protected.

Also, one of our primary concerns is cybersecurity, which is a concern everywhere. We’re working on that now and have a couple of capital projects that we’re working on to ensure our records are maintained and secure. There are a few more things that I would like to finish up, and if that happens it would be beneficial to Suffolk County residents.

Could you summarize your legacy in the county clerk’s office over the last three decades? What do you hope to be remembered for?

I would like my legacy to be that I have brought this office into this century and beyond, that I have made this office more user-friendly while simultaneously protecting the privacy of those people whose privacy needs to be protected. My legacy should be that we have won the ‘Best of New York’ award, and we’ve gotten an award for bringing government closer to the people. 

Government is a maze for most people. People have a difficult time navigating the government. My goal was to make it more accessible, more user-friendly, and we’ve won awards for this. I’m very proud that we put together a great IT team. I’d like my legacy to be that I improved the county clerk’s office, picked up where the last county clerk left off and brought it into the next phase. 

I think you have a responsibility as an elected official to leave the office somewhat better than the way you found it. Despite some of the wonderful county clerks that we’ve had, I am pretty confident that I will leave the office better than I found it, all while serving the 1.5 million Suffolk County residents.

The Jazz Loft founder and president Tom Manuel recently met with New York State Senator Mario Mattera (District 2) to give the Senator a tour of the Stony Brook Village museum and performance space and to discuss some of the Loft’s musical programs. 

Members of the local business community, Jazz Loft board members and volunteers were also present. Manuel spoke about The Jazz Loft’s Young at Heart daytime concert series which is aimed at seniors, those suffering from memory loss, and their caretakers. The one-hour programs are designed to be interactive and provide a musical trip down memory lane for audience members. Live music was provided by Steve Salerno.
