Rock salt has long been one of the primary methods used for combating the onslaught of snow and ice during the winter season. Known for its accessibility and cost effectiveness, rock salt impedes ice formation by lowering the freezing temperature of water and is a common deicing agent used both residentially and by transit authorities. 

The Town of Brookhaven Highway Department maintains numerous salt storage facilities with a combined rock salt capacity of nearly 25,000 tons. During any given snowstorm, the department sets out to treat its 3,700 lane miles of road with rock salt as a preventive measure against treacherous driving conditions. But the widespread dispersal of the sodium chloride chemical compound can lead to unintended consequences that have a negative effect on our trees and other landscape plants.

“Rock salt dries out and changes the pH of soil, and sometimes it even changes the form of fertilizer, so the plants can’t uptake the right amount of nitrogen and other available micronutrients,” said Nick Bates, Long Island district manager of The Davey Tree Expert Company. 

Davey Tree is one of the oldest and largest tree care companies in North America, providing research driven environmental consulting, arboriculture and horticulture services.

“The part of the tree taking in the water from the soil are its fine root hairs,” Bates said. “Rock salt burns the root hairs very easily and dries out the tree’s roots substantially, so the tree won’t be able to pull up water as effectively as before and will dry out or even die off.”

Bates emphasized how this process varies depending on the type of the tree or plant, pointing out how plants growing near the coastline are able to handle the salt intake efficiently while the species of plants located closer to the middle of Long Island are more susceptible to salt damage. 

“Arborvitaes and White Pines are most affected by rock salt,” Bates said. “Sometimes they are planted in traffic mediums and along highways. After the roads start getting salted, you’ll see the Arborvitaes turning a brown or yellow color while those planted away from the road will still be a nice, lush, beautiful green.”

Since exposure to rock salt is in some cases inevitable, Bates offered insight on how to best protect trees and other landscape plants against the damaging effects: “There’s quite a few things you can do. The best thing is to maintain the tree’s health in general, providing the tree with extra fertilizers will boost its ability to better handle external stressors. You can also give trees and plants extra water in the late fall before everything starts to freeze. Giving the trees a deep soaking means they’ll have more water in their systems for when the winter starts to dry them out. You can even give trees extra water in the spring as well, to help flush the rock salt out of the soil.” 

Bates added a warning. “There’s a fine line,” he said. “You don’t want to keep the plants completely flooded so all of the air in the soil gets pushed out and filled with water. The roots still need to be able to breathe.” 

Although traditional rock salt is still the cheapest and most practical deicing agent, there are more environmentally conscious alternatives that better protect plant life. Calcium chloride, while still damaging, does not burn the plants as badly as salt composed of sodium chloride, since it is less potent. 

Another approach is to add sand or even sawdust into the rock salt mixture, providing traction in icy conditions while mitigating the impact on vegetation by reducing the amount of salt being used. Also, preparing for rock salt exposure ahead of time by spreading gypsum or lime on soil in the late fall will reduce rock salt’s negative effects on trees and other landscape plants.

“One of the best things to combat the effects of rock salt is to plant the right trees in the right spots. If you live on a main road where a lot of salt gets spread, you could plant trees that are less susceptible to salt damage, and that’ll make your life a lot easier and the trees a lot happier,” Bates said.

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilwoman Jane Bonner have announced the completion of two paving projects in Rocky Point and Miller Place.

In the first project, crews inspected drains and repaired and replaced damaged concrete curbing and aprons before resurfacing nine roadways including: Condor Road, Crane Road, Eagle Road, Falcon Road, Flamingo Road, Hawk Road, Peacock Road, Prince Road, and Swan Road in Rocky Point. The total cost for this paving project was approximately $229,000.

In the second project, crews repaired damaged aprons and curbing and installed a new drain to address flooding issues on Ridge Lane in Miller Place. Following the concrete and drainage improvements, Ridge Lane, Pringle Road and Sylvan Lane were resurfaced. The total cost for this paving project was $87,400.

“The roadways in both of these paving projects had greatly deteriorated over the years,” said Superintendent Losquadro. “With the drainage improvements completed, residents, motorists and pedestrians can now enjoy safer, smoother rides.”

Councilwoman Bonner said, “I thank Highway Superintendent Losquadro and his crews for making our roads safer. These paving and drainage projects couldn’t have come at a better time. We’ve had some big rain events and winter is just around the corner, so this will reduce flooding and ice build-up when the weather turns cold.”

In participation of the National Highway Traffic Safety Administration’s National Teen Driver Safety Week, the Brookhaven Highway Department will be offering a Teen Driver Safety Program at Safety Town in Holtsville on Thursday, Oct. 19, from 6 p.m. to 8:30 p.m.

Teenagers 15 and older and their parents are invited to participate in an interactive experience exhibiting the dangers of texting or drinking and driving. During this intense, real-life program, certified instructors with many years of defensive driving and accident investigation experience will talk with participants about the importance of developing safe habits when traveling the roadways. Teens will then use electric cars to complete obstacle courses designed to simulate driving while texting and impaired. Pre-registration is required.

“Programs such as this are crucial in showing young, new drivers the tremendous threats drunken or distracted driving can create,” said Brookhaven Town Highway Superintendent Daniel P. Losquadro. “We want to make sure students understand that when they’re behind the wheel of a car, it is entirely within their control to prevent a tragic accident caused by driving while distracted or impaired.”

Located at the Holtsville Ecology Site, 249 Buckley Road in Holtsville,  Safety Town is a miniature village with an indoor and outdoor educational facility. Throughout the year, Safety Town hosts bicycle safety rodeos, car seat inspections, teen distracted driving programs, and defensive driving classes.

Brookhaven Highway Superintendent Daniel Losquadro is announcing two free child safety seat check events to be held on Thursday, Sept. 21, from 9:30 a.m. to 1:30 p.m., and Saturday, Sept. 23, from 8 a.m. to noon, at Safety Town, 249 Buckley Road in Holtsville. The events are being held during the U.S. Department of Transportation’s National Highway Traffic Safety Administration’s Child Passenger Safety Week (Sept. 17-23, 2023). In addition, the Brookhaven Highway Department Traffic Safety Division will be hosting a technician child safety seat certification class next week.

The Suffolk County Sheriff’s Office, along with certified technicians from the Brookhaven Highway Department, will be on hand to inspect car seats and make sure children are riding in the right car seats for their age and size as they grow.

“Car crashes are a leading cause of death for children,” said Brookhaven Highway Superintendent Daniel Losquadro. “Many parents and caregivers believe they know how to use the correct child restraints for their children, but these restraints are frequently used incorrectly. I am happy to provide these free car seat inspections to teach parents and caregivers how to identify, choose and correctly install the right car seat for their child’s age and size.”

The Child Safety Seat Checks are funded, in part, by the National Highway Traffic Safety Administration with a grant from the New York State Governors Traffic Safety Committee. Inspections are by appointment only; call 631-451-5335 to reserve your spot.

The Brookhaven Highway Department recently completed pedestrian safety upgrades at 16 unsignalized and four signalized crosswalk locations across Brookhaven Town.

The additional safety measures added to the already signalized intersections included: LED pedestrian signals with countdown timer assemblies; ADA compliant pedestrian push buttons with audible features; thermoplastic reflectorized crosswalk pavement markings; and high visibility signage. In addition, curb ramps were reconstructed to ensure they are ADA compliant as well.

Work completed at unsignalized crosswalk locations included: installation of rectangular rapid flashing beacons at the crosswalk locations; ADA compliant pedestrian push buttons; high visibility crosswalk signage; thermoplastic reflectorized crosswalk pavement markings; and ADA compliant sidewalk curb ramps.

The Brookhaven Highway Department was awarded grant funding for this project from the New York State Department of Transportation in response to the Local Call for Pedestrian Safety Action Plan (PSAP) projects. The overall construction cost was $1.3 million; nearly 80 percent was funded by the Federal Highway Administration (FHWA) with a local Town match.

“The additional safety measures and upgrades completed at these intersections – many of which are located at public schools and Town parks – are intended to increase visibility and alert motorists when there is a pedestrian in the crosswalk,” said Superintendent Losquadro.

Locations of the improvements made at signalized intersections include: Ruland Road and Hawkins Road in Selden; Pawnee Avenue and Mastic Road in Mastic; Division Road and Ronkonkoma Avenue in Lake Ronkonkoma; and, Station Road and Farber Drive in North Bellport.

Locations of improvements made at mid-block, unsignalized crosswalks include: 43rd Street and Sunset Drive in Centereach; Oxhead Road between Arthur Lane and Hollingsworth Place in Centereach; Blue Point Avenue between Oyster Cove Lane and Madison Street – North in Blue Point; Blue Point Avenue between Oyster Cove Lane and Madison Street – South in Blue Point; Christian Avenue between Knoll Top Road and Hollow Road in Stony Brook; North Coleman Road between Donwood Avenue and Lake Grove Street in Centereach; Norwood Avenue between Sage Road and Kennedy Road – West in Port Jefferson Station; Norwood Avenue between Kennedy Road and Sage Road – East in Port Jefferson Station; Hospital Road between Pondview Drive and Fairfax Road in East Patchogue; Jayne Boulevard and Newport Drive in Terryville; Adelaide Avenue between Montauk Highway and Montauk Avenue in East Moriches; Mount Sinai Coram Road between Route 25A and Jesse Way – North in Mount Sinai; and, Teller Avenue between Homestead Drive and Margaret Drive in Coram.

Brookhaven Town Highway Superintendent Daniel P. Losquadro, Supervisor Ed Romaine and Councilmember Jonathan Kornreich joined with residents and community members for the ribbon-cutting of a new sidewalk installed along West Meadow Road and Trustees Road from Mt Grey Road to the entrance of West Meadow Beach. Funding for this project, which cost approximately $283,000, was fully covered by a grant from the American Rescue Plan Act (ARPA).

“This half-mile stretch of roadway is heavily traversed with traffic to and from the beach,” said Superintendent Losquadro. “Pedestrians, bicyclists, lifeguards, and residents can now feel safer accessing West Meadow Beach along the new sidewalk.”

Supervisor Romaine said, “West Meadow Beach is a popular destination for pedestrians all year round and now a walk down Trustees Road is much safer than before. I thank Superintendent Losquadro and the men and women of the Highway Department for making the improvements to our infrastructure that will have a lasting impact for years to come.”

Councilmember Kornreich said, “It was truly an honor to be able to take part in making our community a safer place for our residents. I am so thankful to those who were able to contribute their time and effort to this project. My team and I will continue to work hard to ensure the safety and well-being of our residents. I would like to encourage everyone to take a walk down Trustees Road toward West Meadow Beach to have an opportunity to relax and appreciate the value in our community.”

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilman Kevin LaValle have announced the completion of a nine-road paving project in Farmingville.

Prior to paving, crews cleaned drains and made concrete improvements, including replacing damaged concrete curbing and aprons. In addition, two new drains were installed on Linden Lane to alleviate flooding concerns. The total cost for this project was approximately $427,600.

Roads paved during this paving project include: Basswood Lane, Clematis Path, Dorchester Court, Evans Lane, Firwood Drive, Linden Lane, Sambi Court, Simon Court, and Spruce Circle.

“The roads in this residential neighborhood had greatly deteriorated. I am happy we were able to include their resurfacing in our 2021 paving season. Motorists, pedestrians and residents can now enjoy a safer and smoother ride,” said Superintendent Losquadro.

“I thank Superintendent Losquadro and the Highway Department for repaving Linden Lane and the surrounding roads, making it safer for all who use them. The Town is committed to improving our infrastructure and we will be completing more projects like this in the future,” added Councilman LaValle.

It’s helping the environment, but saving a whole lot of money, too.

The Town of Brookhaven Highway Department recently completed phase I of its energy-efficient street light conversion program — a program replacing all low-pressure sodium and high-pressure sodium overhead lights with light-emitting diode (known as LED) streetlights. 

Brookhaven Highway Superintendent Dan Losquadro (R) said he began researching for this project as soon as he joined the Highway Department in 2013. With the size of the town being equivalent to all of Nassau County, he said that his department is responsible for 44,000 streetlights. With the support of Supervisor Ed Romaine (R) and the Town Board, the project was approved.

“The goal that I had in those first years was to go after the highest energy-consuming fixtures that we had,” Losquadro said.

During phase I, the department tackled streetlights that are mounted on utility poles known as “cobra heads,” which tend to use the most wattage, and most of those overhead lights have been finalized, after three short years of work. Phase II is now in effect, moving to convert all existing neighborhood post top fixtures to LED lighting, and replacing old fiberglass poles with new aluminum poles to be completed by 2023.

“There are a multitude of factors that play in as to why we wanted to do LED,” the highway superintendent said, noting the energy savings, cost savings and maintenance cost that LED lighting can have. “Not only are you saving that money every year on energy, but instead of having a bulb that’s going to last you two-to-three years, you’re buying a fixture that has a 10-year warranty, with an anticipated life expectancy of up to 20 years — so your maintenance costs go down tremendously.”

Losquadro added that LED lighting is safer and will prevent light pollution compared to other bulbs. 

“I’m a firm believer to do something once and do it right,” he said. “This is about the future of Brookhaven Town, and doing things that are going to pay long term with benefits to everyone, myself included as a resident.”

The total project cost was $11.25 million, however, $4.5 million was paid for with part of the $20 million Municipal Consolidation and Efficiency Competition grant the town was awarded. The remaining $6.75 million was paid for with town funds.  

In 2020, alone, the town has saved $930,000 in energy costs.

Losquadro said, from a taxpayer perspective, the town has already saved $1.5 million. By just using raw numbers, they can expect to pay off the project in less than five years.

“To convert the entire town, it’s a big endeavor,” he added. “You make the upfront investment, but you know you’re going to get a payoff in short.”

He said that “even with a 10-year warranty, you’re paying it off before the things are even out of warranty. And with an anticipated life expectancy of 20-years plus, it’s a tremendous, tremendous savings.”

The Town of Brookhaven Highway Department offers Spring Pee Wee Gardening classes for ages 3 to 5 at the Wildlife Education & Ecology Center, 249 Buckley Road, Holtsville on Thursdays, April 12, 19 and 26, May 3, 10 and 17 or Fridays, April 13, 20 and 27, May 4, 11 and 18 at either 10 to 11 a.m. or 1 to 2 p.m. The children will learn about the environment, animals and plants through crafts and stories. $50 for six-week session. Participants will learn about starting plants through propagation, growing vegetables from seeds, spring gardening techniques and unique gardening crafts. Fee is $50 for six-week session.
