The Village of Port Jefferson board of trustees held its June work session addressing several key topics, including recommendations by the Citizens Committee on Erosion regarding Phase 2 of the East Beach Bluff Stabilization Project. Trustee Stan Loucks was not present.

Infrastructure projects

The board reviewed major infrastructure investments funded in part by the Federal Emergency Management Agency and other grants. Trustees allocated $85,798 for storm drain cleaning, with 35 problematic drains identified so far and $322,000 for Sand Lane culvert repairs following damage sustained during the August 2023 storm.  

“I’m so excited about this,” said Trustee Kyle Hill. 

L.K. McLean Associates, a Brookhaven-based engineering firm, is assisting the village in flood prevention efforts. Work is underway, including drone-based topographical mapping and meetings with local stakeholders, such as the Port Jefferson School District and fire commissioners. 

“They’ve hit the ground running,” said Mayor Lauren Sheprow. “There’s real potential for design solutions that make a difference.”

Public safety 

Hill updated the board on enforcement activities and public safety. He proposed extending noise ordinance protections to include federal holidays and suggested relocating a speed reader to East Main Street to address speeding complaints. 

Financial oversight  & technology

Treasurer Stephen Gaffga reported $1.9 million in golf club membership revenue and discussed preparations for the fiscal year 2025 audit. A finalized capital asset valuation report has resolved a decades-long material weakness flagged by auditors.  

The village is also implementing new software to enhance cybersecurity as it prepares to transition to a .gov domain. 

Single-use plastics

Trustees Bob Juliano and Hill reviewed a draft proposal to ban single-use plastics for renters at the Village Center.  The proposal emphasizes known environmental hazards linked to fossil-fuel-derived single-use plastics. Once discarded, these plastics are often incinerated at high temperatures, a process that requires hundreds of millions of gallons of water from Long Island’s aquifers, according to local experts cited in the proposal. 

The Port Jefferson=based Eco-League has offered to create an appendix listing sources for compliant cutlery and cups. The Main Street business, Simple Good, has volunteered to act as a local preferred vendor for eco-friendly alternatives, according to Hill.

Village residents Myrna Gordon and Holly Fils-Aime championed the initiative. Gordon rushed to Village Hall during the work group session to personally thank the board for moving forward with the initiative. The board will take a final vote at the next trustees public meeting. 

Bluff report

Residents Flemming Videbaek and Bob Laravie of the Citizens Commission on Erosion delivered a presentation on the East Beach Bluff Stabilization Project.  Chair David Knauf was unable to attend. Videbaek provided an overview of the commission’s interim report on Phase 2.

Sheprow formed the volunteer commission in the fall of 2024 after residents raised concerns that the multi-million-dollar, multiphase stabilization project lacked sufficient community input. 

The commission’s report evaluates plans for Phase 2, which includes installing a 545-foot-long, 47-foot-deep steel barrier along the bluff’s crest, just seaward of the Port Jefferson Country Club. The wall is intended to stabilize the club building and prevent it from collapsing onto the shoreline. 

“The main focus of the report is to analyze Phase 2, look at alternatives, assess the pros and cons of each option and conduct a risk analysis,” Videbaek said.

He stressed the importance of conducting a full cost-benefit analysis, including consideration of rebuilding the clubhouse to a less vulnerable inland site before moving forward with the Phase 2 wall build. 

“A detailed fiscal analysis of the total project cost and options should be presented to the taxpayers before construction begins,” he said.  “It must be emphasized that at some point the relocation of the building will be necessary.”

Laravie focused his comments on drainage issues at the bluff’s crest and the importance of coordinating plans with Lessing’s Hospitality Group, the newly contracted catering company for the country club, which is planning a “plantings beautification project” in the area affected by drainage problems. 

Hill commented on the importance of smart landscaping in this area, suggesting the use of native plants instead of nonnative ornamentals. 

“Native plants need to be watered less— I’m imagining we would not want to be running sprinklers right there every day” Hill said. 

The mayor did not comment on the commission’s request for comprehensive cost analysis including a possible retreat plan, but reiterated her goal is to develop a master plan for the country club that includes the future of the club building. 

“We need a master plan,” Trustee Xena Urgrinsky said. “I would love to see more reasons for nongolfers to visit. I’d also like to see a design for the green spaces.”

 EPA and media need accountability

Based on a March, New York Times article, Daniel Dunaief expressed concerns the EPA “is exploring the possibility” of laying off over 1,000 scientists.  He urged EPA director, Lee Zeldin (R) to be selective before making any cuts. 

Even before Zeldin was sworn in, Biden EPA adviser, Brent Efron, was caught proudly announcing the agency was spending billions of taxpayer dollars before the Trump administration could stop them.  

“Get the money out as fast as possible before they come in….it’s like we’re on the Titanic and….throwing gold bars off the edge.”

Where’d the dough go?

“Nonprofits, states, tribes. We gave them the money because it was harder, if it was a government-run program, they could take the money away, if Trump won.”

Apparently, nongovernmental organizations  are a great place to stash gold bars because they avoid typical Fed spending “accountability.” So, they can act as weblike pass-throughs to other, politically favored outfits, while making it difficult to track how much money is actually going to “scientists.” 

EPA administrator Zeldin found $20 billion from the Greenhouse Gas Reduction Fund, nestled in CitiBank, awaiting distribution. 

It was “awarded to just eight entities, that were then responsible for doling out your money to NGOs and others at their discretion, with far less transparency,” Zeldin explained.

He continued, “Of the eight pass-through entities…. various recipients have shown very little qualification to handle a single dollar, let alone several billions of dollars.”

Here’s just one example of the above-mentioned “web.”  Power Forward Communities Inc. got $2 billion, despite being set up in 2023 and showing only $100 in revenue for that entire year.  That outfit partnered with Rewiring America, where two-time Georgia gubernatorial loser Stacey Abrams (D) works as “corporate counsel.”  

As for the New York Times reporting on Zeldin’s EPA, let’s consider the source.  The “Gray Lady” cited House Democrats. Recall, the New York Times joined other major media outlets in losing tons of credibility by selectively censoring some stories (including those on COVID), while parroting Dem pols’ deceitful talking points on major, critical issues.  The most dangerous of which was assuring us that President Joe Biden (D) was cognitively capable of acting as commander in chief and leader of the free world.

We are a people burdened with $36 trillion dollars in debt, and a lack of faith in what is being reported as “news.” So the public needs to demand accountability from both the EPA and media.  Then use common sense and a critical eye to make honest judgments.

Conscience Bay Society of Friends hope county officials protect everyone in spirit of the Constitution

Conscience Bay Meeting of the Religious Society of Friends (Quakers) was established in St. James in 1961. Most of us live in western Suffolk County and have deep ties to the area. On March 9, we met in a meeting for worship with attention to business and considered the circumstances currently faced by immigrants and refugees in our country. After prayerful consideration, we approved the following minute:

Conscience Bay Meeting of the Religious Society of Friends is united in the centuries-old Quaker convictions that every person has that of God/Spirit within them, that all are equal in dignity and worth, that all are deserving of compassion and fair treatment. With this understanding of how we can live together in peace, we have a deep concern for the well-being and rights of all. Therefore, we issue this public call for support and protection, without regard to their immigration status, of all immigrants and refugees in our extended community of Suffolk County, New York. We call upon our county officials to advocate and create policies that protect all individuals from unwarranted arrest, detention or deportation.

We ask that our county police remain in compliance with their central mandate to “Serve and Protect.” In fulfilling that vital and honorable role, there is no justification for our county or local police departments to act as surrogates for federal Immigration and Customs Enforcement (ICE) or associated agencies. We commend the ongoing efforts by individuals, organizations and local governments to provide essential services, advocacy and safety for immigrants and refugees.

It is our hope that you will do all that you can to protect the rights of everyone within your jurisdiction and that you will fulfill the duty of every elected official to live up to the letter and spirit of the Constitution of the United States.

Disappointing Town Hall

I am in agreement with the March 20 letters of Donna Newman and Robert Marcus regarding the disappointing so-called “Town Hall” meeting by Congressman Nick LaLota [(R—NY1)]. I specifically want to add that LaLota’s claims of asking constituents their opinions was self-serving. To ask whether or not we supported government waste was silly. Everyone objects to waste; but the real question is how much waste is there and is destruction of government agencies an acceptable way to deal with it. LaLota’s questions were only designed to reinforce his own views or rather the views of [President Donald] Trump [(R)], whom he supports in every way.

Thank you to Three Village Community Trust

I want to thank the Three Village Community Trust and Councilmember Jonathan Kornreich (D-Stony Brook) for their recent recognition of the Setauket Neighborhood House as an important community asset and its continuing commitment to provide a warm and friendly meeting and gathering place for the community.

In 1918, local philanthropists Eversley and Minnie Childs gave the Setauket Neighborhood House to the residents of the Stony Brook and Setauket communities as a needed meeting place. For more than 100 years, the Setauket Neighborhood House and its board of dedicated trustees have provided a unique and treasured asset that has been a place for hosting community and family events in a friendly and welcoming atmosphere.

Thanks to all for recognizing my service as its manager and the importance of the Setauket Neighborhood House as a recognized Three Village community asset.

Open letter to Congressman Nick LaLota

Prologue: I originally wrote the following letter a week ago. So much has negatively changed in what is happening with Social Security that I found it necessary to add this prologue. Offices have been closed. There is no one to answer the phones or you may have to wait 30 minutes to talk to someone. The Social Security website crashed two or three times last week. If there is an open office near you, the wait time standing in a line can be 4 or 5 hours.

Congressman LaLota (R-NY1), is this what you were elected to support? Do you support all these changes? Do you have anyone in your life that may have to deal with Social Security? I hope you help them.

But now how does someone in your district who may need help get in touch with you?

In the last few weeks it has been reported that the Department of Government Efficiency is now closing some Social Security offices and that phone access will no longer be available. One can only get in touch with the Social Security office online or in person. So, if you are new to Social Security or need to make any changes, you will either have to do it online or go in to an office, if there is one near you.

Congressman LaLota, since you have not objected to any of these cuts, I have to think that you support them. Therefore, anyone who needs help making any change to their Social Security should get in touch with you for help. Perhaps you have not realized that many of the people in your district are senior citizens, many of whom need their Social Security checks to make it through the month. Many of them do not have computers, and, if they do, they do not know how to do many things on the computer. Many of them no longer drive nor do they have someone who can take them to a Social Security office.

I have to ask if you have tried to find out how people in your district feel about all these changes. People who voted for you expected that you were going to make their lives easier, not harder, and by supporting these changes, everyone’s life is a lot harder.

So, Congressman LaLota, how are you going to help these people in your district?

In his letter of March 27 George Altemose makes a valid point that solar power on Long Island is too variable to be able to provide 100% of our needs so backup power of some kind is needed. However, his analysis of the number of homes that could be serviced by a 8.75 MW solar facility coupled to a battery facility (battery  energy storage system) contrasts with my personal experience. 

Using the time period that includes his use of August  2024 (I am billed on a two-month cycle) my two-month total usage was 1,123 kwh or an average of 780 watts contrasted to his home average use of 2,747 watts (both include use of air conditioning).  He makes a questionable assumption that the power requirement would double from the average when air conditioning is turned on for 4 hours and used that condition, not the average use, as a basis for need.  If our home use was typical, the number of homes that could be covered by BESS is larger than their calculation, not smaller.

Of course, there are many factors that will impact use of power, but one very noticeable change we noticed was the drop in energy usage with our conversion to heat pump air conditioning, which is much more efficient and quieter than other forms and can also provide heat when needed.

Fact checking: ‘Reconfiguration is the right decision for 3V schools,’ appeared on March 20th

To my knowledge, not a single member of the Three Village community petitioned for grade restructuring. Restructuring is an administration-driven initiative that was pushed forward through the ‘Strategic Plan Committee’ meetings. Because many parents became concerned that this plan would make start times even worse than the current dismal state, it was primarily these parents who turned up and closely followed the restructuring meetings. Their main concern was that the restructuring, as initially planned, would have moved the 9th grade students to a 7:05am start time from the current 7:40 start time. This is obviously the exact opposite of what most parents wanted.

 As of my writing, the proposed budget simply maintains the status quo for the 9th grade student start times. This is appropriate, given that these students are the ones most affected by the restructuring at the secondary level. It is also in alignment with 15 years of recommendations from the community and relevant committees.

The request for later start times is not a new-found concern but a long-standing one rooted in over 30 years of research and backed by leading U.S. medical organizations. Locally, a 2019 petition urging the Three Village school Board and administration to adopt healthier start times obtained 1,700 signatures within days, a remarkable response. Dismissing this long-held goal as a “sudden desire” or “utterly useless” disregards medical evidence and years of parent advocacy.

The claim that teenagers will “fall asleep from boredom” if devices are removed is counterfactual for the many parents who have witnessed their children struggle to meet developmental sleep requirements, despite implementing good sleep hygiene habits.

To the Board of Education and Administration of the Three Village Central School District

As we near school budget season, and the conversations increase in intensity and severity regarding where our money is allotted for the 2025-2026 school year, here are the top nominees for talking points in Three Village.

1. The upcoming reconfiguration

This is a change, decades in the making, that is being made through due diligence and circumspection for what is best for all Three Village students.  Those who continue to dissent and rail against this 21st century change choose to remain ignorant to the negative effects our current model spews on our student population and the positive monetary savings the district will reap.  The opportunities that will be offered to our sixth and ninth graders outweigh any and all possible repercussions that may befall them.  Imagine a world full of clubs and classes that they would not receive in their current placement and try to ignore the rantings of those who chose to deny the simple fact that our beloved Three Village needs a facelift. Moving on.

2. Start times

Stop the madness!  No matter what the supposed science says, a 30-minute change to our start times is an utter waste of over $1million and will not make one bit of difference.  If parents are so concerned with their children’s sleep habits, perhaps they should take the devices out of their little darling’s hands and tell them to go to bed.  I, and MANY others, are not willing to see class sizes rise and programs disappear so that kids can have an extra 30 minutes on their phones instead of in the classroom.  Think about the detriments there before we spend a million dollars of the budget to cover transportation costs rather than having educators in classes.  Are we willing to see the possible failure of the budget for this nonsense?

3. Security

Earlier this school year three Village had a fright.  A gun got into our high school and the situation was handled smoothly and transparently. However the resounding outcry that followed was even more disturbing.  Now we have a call to arm our security guards, despite the fact that extensive research has shown that armed guards have actually induced more violence in schools.  I am staunchly against allowing anyone to carry a firearm either in or around our schools as I do not believe, under any circumstances, that this will assist in dissuading someone who wants to commit a violent act on school property.  I appreciate the comprehensive work that has been done by Mr. Blaum and his team and I trust that the system they are currently implementing will keep our children safe while in school. Regardless of any former law enforcement experience, school security guards do not need to be armed, particularly if response times to tense situations are not improved.

4. Incidents of hate

Thank you, Dr. Scanlon for acknowledging that Three Village has a problem, although it is extremely disconcerting to know that it has gotten this far.  In our district we have had several antisemitic occurrences. We are very lucky that none of them have involved violence.  I sincerely hope that the administration and the board are working together to create a plan that will address all of the issues that are on the increase, particularly in the current environment that exists throughout our country.  When teaching kindness and compassion, as well as common courtesy and respect, there is no amount too high if it erases the feelings of hatred toward any fellow students.

Let’s get it together three Village and regain our standing in our awesome 2025-2026 middle school model.  We have so much to look forward to!

I am ready to work for you as your trustee

I’m excited to share that I’m running for reelection for Port Jefferson village trustee. Over 24 years ago, Kelly and I made the decision to raise our family here in Port Jefferson, and it has truly been the perfect place to call home. Our children, Victoria and Stephen, have grown up here, and we’ve watched this village become an even more wonderful community with every passing year.

It has been a true honor to serve as your trustee for the past two years, and as deputy mayor for the past year. During this time, I’ve had the privilege of working with so many dedicated and talented people – from the team at Village Hall to volunteers who serve on committees like the Conservancy, Parks & Recreation, Tree Committee, Conservation Advisory Council and the Committee for Coastal Erosion. What I’ve come to appreciate is how much stronger we are when we work together to improve our village. I’ve always strived to listen, learn, and ensure that everyone’s voice is heard.

With over 30 years in municipal government, including 18 years as the village clerk/administrator here in Port Jefferson, I’ve gained experience working alongside a wonderful staff, 10 mayors and many trustees. Through countless meetings, challenges and successes, I’ve learned what it takes to help a village prosper, and I’m committed to using that knowledge to make Port Jefferson even better.

There are still important opportunities ahead that we must address, like the stabilization of the bluff at the Port Jefferson Country Club, the future of the Power Plant and managing the growth of apartments. These issues require thoughtful leadership, and I believe my experience, ability to collaborate and passion for our community make me well-suited to help guide Port Jefferson forward.

Two years ago, I promised that I would always be available to listen to your concerns and ideas. I’ve kept that promise with my “Saturday Sit-Down” sessions, where I meet informally with residents to chat about village matters. My personal cell phone number is on my business cards and in my emails, and I encourage you to reach out to me. I’m here to listen, help, and be part of the solutions that make our village the best it can be.

I hope I can count on your support on June 17. Together, we’ll continue to make Port Jefferson the wonderful community that we all cherish.

It was a great turnout for the ribbon cutting of new Port Jefferson Village business Global Language Reads at 402 Main Street on Jan. 15. 

Hosted by the Greater Chamber of Commerce, the event was attended by Port Jefferson Mayor Lauren Sheprow, New York State Assemblywoman Rebecca Kassay, Brookhaven Councilmember Jonathan Kornreich, former New York State Senator Ken LaValle, Port Jefferson Village Trustees Kyle Hill and Robert Juliano, PJCC President Stuart Vincent, Third Vice President Douglas Quattrock, family and friends who came out to congratulate owner Caterina Lemos-Cunha and wish her the best of luck in her new venture.  

“I’m excited to welcome Global Language Reads to our community. This new bookstore offers a unique collection of books in multiple languages, providing an opportunity for locals and visitors to explore stories from around the world,” said Councilmember Kornreich. 

“Global Language Reads is a wonderful addition to our town, celebrating diversity and encouraging cultural exchange. The Village of Port Jefferson Board of Trustees held a work session June 12 to discuss new plans ranging from parking to funding. Mayor Lauren Sheprow spearheaded the meeting as each trustee brought their issues to the table. 

Parking was one of the major plans discussed throughout the meeting as throughout much of the village parking for residents and nonresidents has not been cohesive. Trustee Drew Biondo said, “The parking committee is ongoing with their work.” Beach parking lots will become resident only and discussions for other lots are largely yet to be decided. 

The parking updates will go into effect by the opening of beaches on June 22. The swimming area ropes were due to be installed June 19. The beaches remain open to all — only the parking is restrictive.

The village firework show on July 3 will be viewable from the East and West beaches. Sheprow announced that the show will have two new additions — a food truck and a DJ. To ensure safety and lawfulness, trustee Bob Juliano attended a firework committee in regards to the event. He shared once again that the event is open to nonresidents, though parking is strictly for residents only. 

Sheprow also touched on difficulties the village has been having in attracting businesses. She believes there is a misconception about the village not having enough foot traffic.

“The village is packed every weekend and many nights of the week,” she said, adding she is hoping to bring in more businesses. 

Juliano also shared that the repairs at Rocket Ship Park are complete, to which the board discussed the possibility of repairing the sidewalks in the area. 

Another major discussion of the meeting was the recession of the East Beach bluff on top of which the Port Jefferson Country Club is located — an issue the village has been facing for years. 

Deputy Mayor Rebecca Kassay admitted the recession is inevitable and that no amount of funding can reverse it. In the meeting, Kassay suggested making a “strategic retreat” from the bluff. Although the group did not decide what the retreat would look like, the board agreed a comprehensive plan would become necessary further down the line. However, the village will continue to fund the protection of the club for the time being as a new plan is developed. 

The Board of Trustees also addressed the Long Island Seaport and Eco Center’s Whaleboat 1776 Project, which received a grant allowing construction to be completed on the historic boat in 2025.

The next trustee meeting will be held on June 26.

The Village of Port Jefferson hosted its first annual Arbor Day Celebration on April 24. The event, organized by the newly formed Tree Committee members Anne Leahey and Avril Coakley, was attended by local officials and community members.

Port Jefferson Village Deputy Mayor and Commissioner of Environmental Sustainability Rebecca Kassay served as Master of Ceremony and introduced speakers Suffolk County Executive Ed Romaine, New York State Assemblyman Ed Flood, Suffolk County Legislator Steve Englebright and Port Jefferson Village Mayor Lauren Sheprow. Former Mayor Sandra Swenk, Leahey and Port Jefferson Village Trustee Bob Juliano also spoke at the event.

Port Jefferson Village school District fifth grader Michael Viviano read a poem that he wrote for the occasion titled “The Tree Stands Tall” followed by the planting of two native trees — an American Hornbeam (Carbines Carolinians) and a Hackberry tree (Celtis Occidentalis) in the Maple Street parking lot.  All attendees were given a native tree or shrub sapling to plant in their own yards.

Reached after the event, Port Jefferson Deputy Mayor Kassay said, “As Port Jefferson Village’s first Commissioner of Environmental Sustainability, I’ve been honored to bring together and galvanize our community’s tree enthusiasts. Last year, I helped to form the Village’s first Tree Committee with a group of residents who shared the goal of making PJV a “Tree City, USA” under the Arbor Day Foundation canopy. We have successfully worked towards this goal, including creating a budget line for tree plantings, and an annual Arbor Day event. Their work to plant trees this year will serve their neighbors for decades to come. Many thanks to all who came out to celebrate the planting of two new trees in the Village, our young poet laureate of the event, and the distribution of native tree and shrub saplings.”

Sponsored by the Arbor Day Foundation and the NYS Urban Forestry Council, Port Jefferson Village is now one step closer to achieving a Tree City USA designation.

The Village of Port Jefferson Board of Trustees is weighing sweeping changes to Chapter 41 of the Village Code, which handles ethics. This was one of the items considered at the Oct. 16 business meeting.

The village’s ethics counsel, Steven Leventhal, is preparing a draft for revisions to the ethics code, to be presented during a scheduled public hearing in just over a month.

Trustee Drew Biondo outlined some reasons for revising the Code of Ethics, including the possible formation of a board of ethics.

“I think the whole purpose of this is to form a body, so that you have a board in place that can hear complaints, concerns, and then issue an opinion — founded or unfounded,” he said.

Mayor Lauren Sheprow said the envisioned ethics board would assist the village government by issuing advisory opinions for ethically complicated matters, such as determinations of possible conflicts of interest.

To resolve ethical dilemmas, “the board would consider the law, the case law, the ethics laws and make a decision,” the mayor added.

Deputy Mayor Rebecca Kassay inquired about powers to be conferred upon the proposed board of ethics, maintaining that municipal boards — such as the Planning Board or Zoning Board of Appeals — generally exercise greater latitude than advisory committees with decisions that are potentially legally binding.

“In my tenure here, boards are always looked at as much weightier” as “their decisions could then lead to lawsuits,” she said.

Kassay suggested forming an ethics committee, functioning similarly to other advisory committees to the village board, with the potential for upgrading that body into a board, noting, “While you’re working the kinks out, the stakes are a little bit lower as far as the decisions coming out of that body.”

Responding to these concerns, village attorney David Moran said the ethics board would function as an advisory body to the Board of Trustees, which would retain final authority to advance ethical controversies to outside agencies.

“They shouldn’t have the authority to send anything out to another agency, absent the approval of” the Board of Trustees, Moran said, adding that any other scheme would invest “way too much power” in the hands of private citizens appointed to the ethics board.

The board voted unanimously to advance the proposed ethics code changes for a public hearing Monday, Nov. 20. A draft of the proposed code amendment will be made available to the public seven to 10 days before the public hearing.

Resolutions

The board adopted an add-on resolution awarding a bid of $248,907 to Connecticut-based F&F Concrete to perform reconstruction of the Harborfront Park walkways. Over a third of this project is subsidized by grant money.

“This is critical timewise,” said village clerk Sylvia Pirillo. “We need to complete the work and pay for it and have proof of payment submitted so that we don’t lose our grant funding — all by the end of the year.”

The walkway reconstruction will take approximately five to six weeks, with administration officials targeting the first week of December for completion.

“There will be a lot of communication needs for what we’re doing with the farmers market and the closing off of the walkways,” Sheprow said.

The board also adopted a resolution to raise membership rates at the Port Jefferson Country Club. These rate increases were recommended by PJCC general manager Tom Natola and the Country Club Management Advisory Council.

Reports

Sheprow publicly thanked the Port Jefferson Business Improvement District for assisting the village in its holiday lighting expenses through a $5,000 contribution.

Kassay reported on a recent grant from PSEG Long Island for trees in PJV. She said the Conservation Advisory Council is exploring possible recommendations to the village board on potentially scaling back the use of gas-powered leaf blowers and other landscaping equipment, citing the issue of noise coupled with related environmental and health effects from the chemical exhausts.

Kassay maintained that the proposal would not ban the use of the equipment altogether but aims to reduce their use villagewide.

She also encouraged village residents to register for the various volunteer committees through portjeff.com/volunteer.

Following a recent Saturday sit-down event, trustee Bob Juliano conveyed several sentiments and recommendations from village residents, including concerns over the parking pilot program for Belle Terre residents, “the proliferation of apartments as opposed to condos in the village” and a question over the order of reports during public meetings.

Trustee Stan Loucks advised those who have not yet removed their vessels from the village kayak racks to do so by the end of November.

Public business picked up at Port Jeff Village Hall on Monday, Oct. 2, as the village board of trustees tackled ethics policy, village finances and forthcoming branch pickup services.

Trustee reports

Trustee Drew Biondo updated the public on the board’s ongoing efforts to introduce a Code of Ethics. During his report, he alleged multiple past ethical violations, emphasizing the need for such a policy within the village government.

“I hope that each of you will come when this [Code of Ethics] is presented and ready to go and listen to what’s going on,” he said. “I think what I’m also going to do is present resolutions calling out the old behavior, resolving never to do it again and making sure that every employee of this government understands what’s expected of them because I don’t think they did.”

Trustee Bob Juliano reported on upcoming branch pickup services. West side branch pickup — from the Setauket line to the west side of Main Street — will take place from Oct. 23 to 27. Midtown branch pickup from the east side of Main to the west side of Belle Terre Road will occur from Oct. 30 through Nov. 3. Services for all residents east of Belle Terre Road will occur from Nov. 6 through 13.

Staff reports

Village treasurer Stephen Gaffga reported that in his review of the village’s recent 2022 audit the village’s capital fund has a negative fund balance. “Basically, it means that more money has been spent than has been put into it,” he said. “The big problem with that is that that has an effect on your other funds.”

To alleviate these fiscal pressures, Gaffga advised the board to consider “severely cutting back on its discretionary capital spending,” tapping into the capital fund only for projects entirely subsidized through grants or deemed critical. “There needs to be a rebuilding of the fund balance,” he added.

Village clerk Sylvia Pirillo reported her office’s ongoing efforts to make agendas for public meetings more comprehensive and accessible. Among the new provisions within the agenda are attachments and numbered resolutions.

Pirillo said the village has also added complete Request for Proposal and Request for Quotation packages to the village website, which may include drawings, specifications and schematics.

“This eliminates the need for a potential proposer to actually come into Village Hall and pick up hard copy documents at a fee,” the clerk said.

The Village of Port Jefferson Board of Trustees was back before the public Monday night, Sept. 18, for a business meeting spanning roughly two hours and covering a range of local matters.

Parking pilot program

With Deputy Mayor Rebecca Kassay as the lone dissenter, the board passed an amended resolution 4-1 enabling the issuance of parking permits for Belle Terre residents to park in metered spaces.

In this pilot program, which will last for the remainder of the 2023 calendar year, parking passes for Belle Terre residents will be offered at a prorated expense of $25. This parking pass does not confer access to the PJV resident lot on Arden Place.

Mayor Lauren Sheprow read an email into the record from Village of Belle Terre Mayor Bob Sandak, who characterized the parking pass initiative as mutually beneficial to both municipalities.

“For many years, the residents of Belle Terre have said that they would spend much more time in the village of Port Jefferson if they could have a simple and inexpensive way to park,” the email read. “Any solution you choose to adopt would be much appreciated by the residents of Belle Terre and would, I am sure, prove to be a financial benefit to the businesses of Port Jefferson.”

Outlining reasons for the program, Sheprow said the Port Jefferson Business Improvement District unanimously supported the proposal.

Trustee Drew Biondo considered the parking pass program “cost-neutral and revenue-producing.”

In supporting the motion, trustee Bob Juliano suggested that the pilot program offers 11 weeks to test and evaluate the program: “It doesn’t mean I’m going to approve it going forward, but let’s try it for the 11 weeks and let’s see what it produces,” he said.

Explaining her “no” vote, Kassay indicated that parking accommodations for village employees remain unresolved.

“For years, I’ve heard consistent requests from Port Jefferson business owners asking the village to consider making parking passes available to their employees who are spending $1.50 per hour to go to work,” the deputy mayor said in a subsequent email. “A solution for this concept, as well as the concept of parking permits for nonresident visitors, deserves a great deal of time and discussion from the village board, staff and community at large.”

She added, “I hope the 2024 paid parking season in PJV will begin with a convenient, comprehensive parking permit program for recreational visitors and local employees alike.”

QR code scam

Parking and mobility administrator Kevin Wood updated the board of a recent scam targeting some of the village’s metered parking signs.

“Some group of people or person — most likely this weekend — placed perfectly square, fraudulent QR codes over the existing QR code on some of the signs,” Wood told the board.

Those who scanned the fraudulent code “were offered a flat fee parking rate of $20,” Wood said, adding, “We don’t know exactly how many people were defrauded, but I will tell you we caught it very early Saturday night.”

Wood estimated approximately 12-15 parking signs had been tampered with, maintaining that all fake QR codes had been removed. He added that a detailed report on the incident was sent to the Suffolk County Police Department.

Proposed schedule change

The board debated a proposal to move its regular meetings from Monday to Thursday.

Village clerk Sylvia Pirillo said the existing meeting schedule often conflicts with holidays, adding that there are other logistical challenges for village staff.

“We’re recommending instead the second and final Thursday of each month” for board of trustees meetings, Pirillo said. “We also feel that for staff and for work product that this would be a more consistent schedule. We now have warrants that are once a month, and this would help with the processing.”

Biondo supported the schedule change, saying, “It’s good to try something new. If it doesn’t work, we can caucus and decide to go back.”

Kassay referred to the logic for changing the schedule as “sound.” However, she asked the board to consider public feedback before adopting the change.

“I, as a trustee, have learned that making large, sweeping decisions like this without giving the public a chance to have their voices heard is often greeted quite negatively,” the deputy mayor said.

The board did not hold a vote on the change of schedule.

New treasurer

The village’s new treasurer, Stephen Gaffga, attended his first board meeting Monday night, delivering a brief report on his plans for the office.

Moving forward, Gaffga said he would present monthly financials, including fund balance information, expenses and revenues, also budget transfers. He proposed some changes to office procedures.

“I want to be able to tighten up the procurement procedures here a little bit to be able to allow for more transparency in how the money is being spent — taxpayer money, country club money, capital funds — and to also allow more clarity when it comes to the warrants,” he said. “I think the more information there is, the better.”

The Village of Port Jefferson Board of Trustees hosted its monthly general meeting Tuesday, Sept. 5, when it addressed a recent emergency response situation over Labor Day weekend while advancing other local business.

Public safety

Code enforcement chief Andy Owen updated the public on a bomb threat in Port Jeff Harbor on Sunday, Sept. 3, highlighting the misinformation circulated on social media.

“This past Sunday, we had a bomb threat,” Owen indicated. “Once again, Facebook blew up, and it was all false. Everything you read on Facebook was false.”

The code chief said nine agencies were involved, including the Suffolk County Police Department, the village code department and the U.S. Coast Guard, among others.

“As per the Real Time Crime Center, it was a false threat,” Owen said. “It was deemed low risk by Suffolk County.”

The code chief reported that as the event unfolded in real time, “a lot of scuttlebutt” circulated on Facebook concerning the lack of an immediate public statement from the village.

“There are several reasons why a statement wasn’t put out,” he said. “One, to prevent chaos and unwanted onlookers,” adding that the code department had also sought “to ensure a proper and thorough investigation.”

Reports

Mayor Lauren Sheprow said the board is considering a resolution “to create a parking pass situation where Belle Terre residents can purchase a pass for the season and not have to worry about paying the parking meters on a regular basis.”

“That might encourage Belle Terre residents to come down more often, and then if that works for Belle Terre residents, maybe we can expand it out to other members of the community,” the mayor added.

Deputy Mayor Rebecca Kassay, who had attended the recent listening tour event in Brentwood on the New York State Environmental Bond Act [See story, “NYS offers possibilities of $4.2B bond act for Suffolk County, urges public input,” Aug. 31, TBR News Media], referred to the event as “illuminating,” with potential for the village to make use of those funds to confront a range of climate-related challenges.

Kassay added to the ongoing local debate surrounding the closure of the Port Jefferson Station office of the New York State Department of Motor Vehicles, saying the closure would require village residents to travel farther, experience longer wait times and less availability of appointments.

Trustee Bob Juliano indicated that he would hold his first sit-down event this Saturday, Sept. 9. “I’ll be over at the Village Center in the living room from 9 to 10:30 [a.m.] if anybody wants to come by and just discuss with me different things going on in the village, different ideas,” he said.

Trustee Stan Loucks reported that village beaches remain open, though there are no longer lifeguards. “Be aware and careful up there if you’re going to be swimming,” he advised. He added that the bathrooms at East and West Beach will remain open.

Loucks also reported on a recent meeting with leaders from the Port Jefferson School District, who had expressed interest in extending speed tables along Scraggy Hill Road. Other business

The board had also agreed to enter into an internship agreement with Stony Brook University to offer programs such as public administration, civil engineering, information technology, communications, graphic design and other disciplines.

“We’re working very closely with the career center to make these internships come together,” Sheprow said. “We’re very excited about working with the university students to help pull our village into the current century.”

The board voted to accept the resignation of deputy village attorney Richard Harris, effective Sept. 14. “I just want to thank attorney Harris for his years of service to the village,” Kassay said. “He was always a strong colleague, and his work here is appreciated.”
