Dan Panico (R) was sworn in as Town of Brookhaven’s supervisor Jan. 8, marking the first time in over a decade that the town has a new supervisor. He takes over from Ed Romaine (R), now Suffolk County executive. 

Panico had served as councilman for the town’s 6th District since 2010 and as deputy supervisor since 2012. He was elected to the role of town supervisor in last November’s election with 62% of the votes, beating Democratic challenger Lillian Clayman.

“The Town of Brookhaven — I, as the supervisor, and the Town Board — stand ready to meet the needs of the people we represent,” Panico said in his speech during the swearing-in ceremony. “Anyone here who knows anything about me knows two things: I’m not going to let grass grow under my feet, and I’m not here simply clocking time.”

Panico described the issues the town faces that he plans on tackling, citing one of the biggest hurdles as being “how long it takes to get things done in a municipality.” To combat this, he plans on introducing legislation that would shorten the time for necessary projects in Brookhaven to be completed. 

“We are going to shorten the period where a developer with a good project can come before the Town Board, get a change of zone, then site plan approval in the same night, cutting out almost a year on the back end,” Panico said.

Additionally, he announced that the Accessory Apartment Board will no longer exist, and the applications will now be administratively approved by the Building Division, if the application meets the requirements.

The supervisor also said that a partnership is necessary with higher levels of government, citing the need for federal infrastructure money in order to “sewer out our communities” and the environmental bonds from the state government to use for issues such as clean water and the environment.

Panico addressed the lack of access that the residents of North Bellport — which he called “one of the most de facto segregated communities on Long Island” — have to Ho-Hum Beach, that is open only to residents of Bellport, saying that the residents of North Bellport “deserve a means by which to enjoy this Island and go to the beach.” 

“I want to be partners with the village to make this happen, but by no means will I allow this to go,” Panico said. “Even if it means contracting to run our own ferry so that the people of North Bellport can get over to the beach, a community where at times you don’t have two vehicles per household.”

Panico also criticized Gov. Kathy Hochul’s (D) proposals to build housing across Long Island. 

Panico further said that Albany lacks respect for local government because local elections have been moved to even-numbered years starting in 2026, calling it “a mentality of winning by any means, and it is a mentality that is tearing apart this country.”

Along with Panico, Brookhaven Highway Superintendent Dan Losquadro (R), Receiver of Taxes Louis Marcoccia (R) and councilmembers were sworn in. 

District 1 Councilmember Jonathan Kornreich (D-Stony Brook), who serves as the sole Democrat on the Town Council, said that he had total confidence in Panico that “he’s here for the right reasons.”

“I think he’s a guy that once he comes into work in the morning, he leaves the partisan affiliation at the door,” Kornreich said in an interview.

An anonymous caller posing as a member of the Port Jeff Village code enforcement targeted a local business Jan. 4, demanding immediate payment for an alleged outstanding violation. The caller was reported to have requested the business to send money immediately electronically.

The village authorities were quick to respond to this scam, issuing a warning to all residents and local businesses. The affected business reported the fraudulent call on the morning of Jan. 5, prompting immediate action from code enforcement.

Port Jefferson Village code enforcement chief Andy Owen emphasized in a statement that the village officers “will never call your business demanding money.” He urged residents and businesses to remain vigilant. 

“We want to assure and alert the community that this is, in fact, a scam, and we are actively working to prevent further incidents,” Owen said in a statement to the community.

The village code enforcement team is collaborating with Suffolk County Police Department to investigate the matter thoroughly. Anyone who receives suspicious calls or demands for immediate payment is urged to report them immediately to both Suffolk police and the village Code Enforcement Bureau.

In light of this incident, the community is advised to be cautious of unsolicited calls, especially those demanding immediate payments. The Port Jeff Village code enforcement team is actively working on increasing awareness and implementing measures to prevent such scams in the future.

With the increased presence of technology in our communities, scams of all kinds are on the rise. According to TechReport, “Daily, one out of every 10 calls is a scam call.” Additionally, TechReport statistics reveal that scam calls increase by the year. From the source’s scam call trend, there was an increase of 118% in 2021 from 2020.

Suffolk County residents are reporting increased scam calls, with fraudsters employing tactics such as posing as utility companies, enforcement authorities or even distant relatives in distress. The rise in these deceptive practices has prompted local authorities to collaborate with telecommunications providers to explore ways to combat and trace these illicit activities.

In lieu of the recent uptick in reported scams, New York State Attorney General Letitia James (D) issued an alert advising residents to take the following precautions to safeguard themselves from falling victim to scams:

Never give your personal or financial information to someone who calls you. Think of the phone as a “one-way street” — only give out personal information if you made the call. Be sure to verify that the phone number is legitimate.

Don’t engage the caller. Scammers can manipulate caller ID so that it appears to be an “official” call or a call from your city or town. Only answer calls when you recognize the number. If you do answer, hang up if it seems like a scam, or consider using a call-blocking app.

Government agencies usually reach out to you in writing. A government agency will not call you, threaten your arrest or demand payment. 

Residents and business owners are urged to report any suspicious calls or demands to the authorities.

Through Supervisor Ed Romaine’s Green Energy and Sustainability Initiative, the Town has been “greening-up” its operations and facilities while saving taxpayer money by utilizing new, and more energy efficient technologies and renewable energy sources. All these efforts lower operation costs and reduce Town carbon emissions. By encouraging waste diversion through recycling and composting, the Town can further realize spending and emissions reductions.

Town of Brookhaven Supervisor Dan Panico has announced that the Town’s Youth Bureau will hold its annual INTERFACE Coat Drive from January 8 to February 9 to help residents in need stay warm this winter. Donations of new or gently used clean coats, scarves, hats and gloves in infant to adult sizes can be dropped off at the following locations:

Friends of Port Jefferson village resident, Ana Hozyainova, reflect on her work as a local change agent

Ana Hozyainova’s house in Port Jefferson village sits nestled among the native garden she has been coaxing into maturity. The garden reimagines a former suburban lawn, once jammed with ornamental flowers and bushes meant for show. She points to a thicket along the perimeter. “You see that shrub, it doesn’t belong here, and its berries are junk food for birds — they have no nutrition,” she tells me on a walk around her property.

I met Hozyainova about two years ago, shortly after her failed bid to become a Port Jefferson Village trustee. After hearing her speak at a campaign debate, I was impressed with her approach to village issues and wanted to get to know her. We met for coffee and talked. As it turned out, this first meeting began a series of conversations between us about her vision of the village as part of, not instead of, the surrounding natural world. “When you talk with people about the natural landscape, it is difficult to turn the thinking away from the land as a commodity from which wealth is to be extracted,” she said. She wants to help people get out of their heads to connect with others and nature.

Her campaign platform for village trustee translated this vision into a practical plan — she wanted sidewalks, lots of them, in smartly configured networks. She wanted to redesign village roads to heal a long-standing safety problem with speeding vehicles. She wanted, in other words, for the village to slow down.    

Hozyainova, 43, seems taller than her 5-foot-6-inch frame, with lanky arms and legs and shoulder-length blond hair, almost always tied with a scrunchy. She is the kind of person who prefers to walk barefoot. She has, it seems, an encyclopedic knowledge of local flora and fauna. Ask her about her choice of plantings for her garden, and she will tell you it is designed to be undisturbed and native, producing some food but “mainly functioning as a sanctuary for insects, birds and small mammals.” She offered me a starter planting for my garden.

Hozyainova emigrated to the United States 20 years ago to attend the Columbia School of Social Work, where she graduated with a master’s degree. Sometime after, she met her now-spouse, and they moved to Port Jefferson for her to pursue a career as a clinical social worker. She is fluent in five languages: English, Russian, Farsi, Uzbek and Kyrgyz — the native language of Kyrgyzstan, where she was born. Some describe her vocal cadence as a calming balm when speaking at contentious village meetings. She never voices an opinion without doing her homework and brings data into any discussion to back up her arguments.

This quality of critical thinking impressed her neighbors. So much so that Michael Mart and Myrna Gordon, longtime residents and regular village government gadflies, volunteered to help her with her trustee campaign. They were drawn to her ability to think beyond the immediate issue to see a solution in a broader context. “She can think forward and not accept, without questioning, unexplained government actions,” Mart said.

Hozyainova, about a year ago, brought the long-dormant Port Jefferson Civic Association back to life. I asked her, on another walk, why she wanted to restart the group. She paused momentarily to pull out an invasive weed, seemingly contemplative. The civic association, she tells me, is her attempt to do what other actions have failed to produce for resident engagement — consensus building around local issues of concern. 

“I wanted people in the village to believe again that they have a say in how the government conducts itself,” she said.

The group is growing, even attracting younger people and recent village transplants. Almost everyone showing up will tell you Hozyainova is bringing them. “We shall see if the civic takes hold,” she tells me. The group, she muses, still needs its walking legs.

The Town of Huntington announced the commencement of construction at Halesite Marina Park, which is located directly behind the Halesite Fire Department north of Halesite Marina. In the coming months, the park will undergo a major facelift.

 The plans include replacing the 60-year old bulkhead and new expanded floats to benefit transient and resident boaters, a redesign of the parking lot to improve traffic flow and add an additional 15 parking stalls, also the replacement of the existing flagpole, including a flag lighter.

The overall look of the park will be consistent with Halesite Marina. Brick pavers will replace concrete paths and decorative pedestrian street lighting will be added. The entire park will be replanted with native species plants and natural pollinators to improve the overall environmental feel of the park.

 “Our parks are a lifeline for our residents”, said Huntington Supervisor Ed Smyth (R). “My administration is fully committed to improving our parks and adding to the quality of life for taxpayers, their families and visitors alike.”

Completion of the project is slated for the end of summer 2024 and the planting will begin in that fall.

Members of the Port Jefferson Station/Terryville Civic Association went back and forth Tuesday night, Dec. 19, wrestling over conditions for land development within the hamlet.

During its December meeting, the body heard presentations from two separate applicants before the Town of Brookhaven. In a show of local oversight, the civic opted to submit letters for both applicants with conditions.

Representatives of Bicycle Path Group LLC, owner of the property at 507 North Bicycle Path, presented plans to renovate a 4,000-square-foot commercial building into a medical office and construct a separate 20,000-square-foot medical office on the 2 1/2-acre parcel.

Members posed various questions surrounding architectural design, landscaping, parking and proliferation of medical office space locally.

Also before the civic Tuesday, representatives of Riverhead Building Supply explained the setbacks involved with its proposed special-use permit for a masonry showroom at the company’s newly-acquired Hallock Avenue property, seeking to bring the current facilities on-site up to code.

Civic member Jen Dzvonar, also president of the Port Jefferson Station/Terryville Chamber of Commerce, introduced a resolution to write a letter of no objection for the proposed renovations for the masonry showroom.

Lou Antoniello modified Dzvonar’s resolution, offering to issue a letter of no objection, subject to improvements to the landscaping at the entrance of the property.

Countering, Dzvonar suggested the conditional letter would place unnecessary impediments upon the local business owner: “I think to try to request exactly what plants, what trees and what flowers they’re going to be putting on their property — I mean, you don’t ask that of your neighbor,” the chamber president said.

Antoniello, however, referred to the modification as a “simple request to see somebody’s landscaping plan,” adding that it establishes a precedent for future development.

“It doesn’t mean they’re not going to come to our community and build — it doesn’t mean we’re discouraging” the property owner, he said. “Precedent is the word we should use here. So when people drive by existing businesses, they say, ‘This is what the community expects.’”

Following these deliberations, the members approved Antoniello’s conditional letter of no objection.

Returning to the proposed medical office, the body again opted to exercise its land use oversight function. The members agreed to issue a letter to the property owner, requesting tweaks to the site plan to accommodate resident concerns over architectural style and parking.

The civic will meet again on Jan. 23.

Brookhaven Town Board held its recurring meeting on Tuesday evening, Dec. 19. Supervisor Ed Romaine (R) opened the meeting with a brief moment of silence to reflect on the giving nature of the holiday season and wished the town a clean bill of health and prosperity in the new year.

Following the moment of silence, Chief Fire Marshal Christopher Mehrman gave a brief presentation on the damages sustained from the Dec. 17-18 storm. Several photographs of the related damages accompanied the presentation. Although the fire marshal’s presentation concentrated on Fire Island and the barrier beaches, he explained that every community sustained some damage.

“Though we are mainly concentrated on the barrier beach, Fire Island, every community sustained some degree of damage,” Mehrman said. 

The presentation provided a detailed estimate of the loss of height and width on the shoreline of the Fire Island Pines community. The loss of dunes will affect the overall protection of this area from the nearby ocean. Romaine emphasized the importance of recuperating from this loss.

“It is something that Councilman Foley (R-Blue Point), Councilman Panico (R-Manorville), and I warned about several months ago,” Romaine said. “Our fear would be exactly what has happened, threatening the stability of the island and several of the homes.”

Upon conclusion of the presentation, the meeting continued with its usual discourse before addressing the dedication of the Edward P. Romaine Nature Preserve, an approximately 8-acre property in East Moriches. The land is a mix of native grasses and shrubs that provide a habitat for various species and will be preserved for open space. 

“There’s no better gift you can give than open space on an island that has sometimes been overdeveloped,” Romaine said. 

“Edward P. Romaine, a long-standing elected official in Suffolk County and supervisor of the Town of Brookhaven for the past 11 years, has been an advocate to protect natural resources and the environment,” the town notes in its resolution. “It is the town’s desire to recognize the many contributions made by Edward P. Romaine to the Town of Brookhaven and the environment by naming this nature preserve in his honor.” 

In conjunction with land preservation, a $60,000 grant — that the town will match — was approved as part of the Suffolk County Water Quality Protection and Restoration Program. The project will restore habitats along Cedar Beach by the removal of invasive plants, establishing native plant species, installing wildlife tunnels, promoting coastal resiliency, enhancing habitat, improving water quality in Mount Sinai Harbor and the Long Island Sound, and supporting the improvement of vulnerable local diamondback terrapin population.

Huntington Town Councilwoman Joan Cergol and Councilman Eugene Cook received a send-off at their final Town Board meeting Tuesday, Dec. 12.

Cergol (D) joined the board in 2017 but has worked in the supervisor’s office for 16 years. Several presenters, from thankful constituents, staff and co-workers — including former Town Supervisor Frank Petrone, fellow councilmembers and former Deputy Supervisor Patricia DelCol — commended Cergol on her public service record.

Tom Hogan, a member of the Huntington Small Business Economic Recovery Task Force, expressed his gratitude for Cergol’s achievements, which include securing millions in grant funding and for Huntington’s downtown, working to increase affordable housing and establishing a shellfish garden.

Ken Patrick Johnson, director of the African American Task Force, said, “Joan’s tenacity, no excuses, getting-it-done work ethic inspired me to get interested in how local government works.”

Town Clerk Andrew Raia (R) added, “Joan, you helped teach me how to be a better elected official when it comes to bipartisanship because you look right past the politics and get right to the issue.”

Cook (R) was elected in 2012, and during his service has maintained his contracting business. Often referred to as a “self-made man,” Cook began his career as a welder before becoming a business owner and councilmember. Petrone complimented Cook’s determination, insight and fresh approach to politics. Veteran affairs was a signature concern of Cook’s.

Richard McGrath, member of the Zoning Board of Appeals, wrote in a letter to Cook, “Your commitment to focus on public service instead of politics became good politics. … You always still seem to find the time and often the resources to help anyone who needed help and asked you.”

“You put the pieces together, and the veterans will always be grateful,” Raia said of Cook, who often worked on behalf of veterans and taxpayers. For example, he repaved the Northport VA golf course at no cost to taxpayers.

In addition to celebrating the service of Cergol and Cook, the town staged a public hearing exploring the possibility of designating two properties as historical landmarks.

Barry Lites thanked the board for their role in the receipt of a county grant of $500,000 for the development of the Huntington African American Museum. Lites is president of the museum board. Cergol sponsored the resolution to dedicate town-owned land for the museum’s 99-year lease.

Brooke Lupinacci and Theresa Mari were elected to fill the seats of Cergol and Cook, and will be sworn in at the next Town Board meeting Jan. 3. 

“In the rough and tumble of politics and government you can get a little beat up, but it is worth it for times like this,” Cergol said of her farewell.

Village board hires financial firm to untangle information gaps in capital fund record keeping

Concerns were raised by newly-appointed village treasurer Stephen Gaffga about the bookkeeping practices that track the village’s capital project fund, prompting a call for a full accounting of the fund’s financial records going back at least seven years.

Gaffga was recently the treasurer for the Village of Greenport. He was hired this past summer by Port Jefferson Village, replacing Denise Mordente who served as treasurer for the previous administration.

During the Nov. 20 meeting of the Port Jefferson Village Board of Trustees, Gaffga described the capital fund’s bookkeeping as having a “severe information gap” in the fund’s ledger. Standard financial procedures “were not followed as best practice,” according to Gaffga.

“I came into Port Jefferson in September, and I saw a negative balance with the capital fund,” the treasurer said. “I tried to figure out how that came to be.”

Gaffga explained at the meeting that capital projects were approved and money was spent, but all these expenses were recorded as a “running tally on the ledger.” This accounting method makes it seem like there is a negative balance for all these projects. 

“That’s not the case — we borrowed money, got grant funding, transferred money from the general fund, but the trail is very difficult to follow,” he said.

Gaffga recommended the board hire an outside specialized CPA firm, PKF O’Connor Davies of Hauppauge, to receive assistance in analyzing the record keeping of the capital fund going back in time. As stated at the trustees meeting, the cost of the lookback should not exceed $4,500 per year analyzed. The goal of the analysis is to uncover the financial history of each capital project and “establish a clean slate,” Gaffga said. 

“It is entirely possible that everything is OK dollarwise, and it is just a mess on the books,” he told TBR News Media. 

Former village Mayor Margot Garant, objected to Gaffga’s characterization of the records. “We did a lot in 14 years, and we used our money very carefully,” she said in an interview, adding, “The documents in place are pretty easy to follow. I don’t know what their issue is.” 

The New York State Office of the State Comptroller requires municipalities to undergo an annual audit of financial records. According to the 2022 audit done by the independent accounting firm Cullen & Danowski of Port Jefferson Station, the village had areas for improvement. 

Firstly, the village neglected to properly inventory its capital “hard” assets, according to Chris Reino, who represented the auditor at the August trustees business meeting.

The village has no running list of assets like trucks, buildings, computer equipment and furniture, for example, since “at least 2014,” Reino said. 

As a consequence, if something goes missing or “there is a catastrophe, it will be hard [for the village] to make a claim to an insurance company to replace it,” Mayor Lauren Sheprow noted.

Secondly, the report indicated that the “village did not maintain adequate accounting records” of the capital project fund.

Cullen & Danowski did not respond to email and phone requests for comment for this story.

Capital project fund

The capital project fund financed a range of projects over time for the village, such as restoring the East Beach bluff, repaving walkways at Harborfront Park, creating the Barnum Street parking lot, building bathrooms at Rocketship Park, digitizing records and more.

The trail of money for a project should be easy to follow by a citizen, according to the state Comptroller’s Office. Bookkeeping for the capital fund should tell the complete story of how taxpayer dollars are appropriated and spent for each project to prevent overspending or leaving financial holes in the funding for essential village improvements. 

“I want this board to be educated about this process, so we are all aware of where the money’s coming from and how it’s being spent,” the mayor said at the November board meeting. 

Financial transparency

At the August board meeting, Sheprow complained that members of the previous board “never saw the 2022 audit.” 

“I don’t recall specifically, but I know I had a discussion with [the trustees] and the treasurer that [the audit report] was in, and I believe that was January,” Garant told TBR News Media.

While financial audits should be posted, along with other yearly financial records on the village website after the Board of Trustees reviews them according to OSC best practice, the 2022 audit submitted to the village administration in January this year was not posted to the village website until this past week, shortly after TBR News Media requested to review the audit report (see portjeff.com/fiscalyear2022auditdocuments).

Mordente did not respond to requests for comment for this story about the village’s 2022 auditing process.

Moving forward, Sheprow said she wants to remedy this perceived gap in transparency.

Gaffga said at the November board meeting the village wants to establish a clean slate so there are no “skeletons bookkeeping-wise that could hold the village back.”
