Carrie's Plum Crumble

When little Jack Horner sat in a corner, stuck his thumb in a pie and pulled out a plum, I wonder if he knew what a prize he’d managed to get his hands on. There is something about cooked plums that far supersedes fresh raw ones, in my opinion. No matter how delicious the fresh fruit’s pulp may be, that sour skin is unpleasant. But when plums are cooked, stewed or poached with a little water and sugar, roasted or baked in a pie, cake, tart or crumble, they go through a magical metamorphosis as they release their sweet purple juices and become velvety and succulent. The recipes that follow are especially good made with plums but are also delicious when any stone fruit is substituted.

YIELD: Makes 8 servings

INGREDIENTS:

12 tablespoons unsalted butter at room temperature

¹/3 cup firmly packed brown sugar

6 to 8 medium plums, halved and pitted

1½ cups flour

¾ teaspoon baking powder

¼ teaspoon baking soda

¼ teaspoon salt

¾ cup sugar

1 teaspoon vanilla extract

½ teaspoon almond extract

3 large egg yolks

½ cup sour cream

DIRECTIONS: Preheat oven to 375 F. Butter an 8½-inch round springform pan. Line bottom with a circle of parchment paper. Melt two tablespoons butter; pour into pan and tip to distribute evenly over bottom. Sprinkle brown sugar over butter. Arrange plum halves, cut-side down, over brown sugar; leave as little space as possible between plums to allow for shrinkage during cooking. Sift together the flour, baking powder, baking soda and salt. Set aside.

In an electric mixer bowl fitted with a paddle attachment cream together the remaining 10 tablespoons butter and sugar until light and fluffy. Add vanilla and almond extracts, then the egg yolks, one at a time, beating well after each one. Beating continuously, add half the flour mixture, then the sour cream, then the remaining flour mixture. Pour batter over plums and spread evenly. Place on rimmed baking sheet on middle rack of oven and bake one hour or a little more until cake tester inserted in center of cake comes out clean.

Remove from oven and place on a wire rack to cool for one hour. Run a sharp knife around edge of cake, loosen ring of cake pan, then place plate on top of cake and invert onto plate. Serve warm or at room temperature with vanilla ice cream or whipped cream.

YIELD: Makes 4 servings

INGREDIENTS:

Nonstick cooking spray

1¼ cups flour

¾ cup oats (not quick cooking)

¼ cup chopped nuts (optional)

1 cup sugar

½ teaspoon cinnamon

1 stick chilled unsalted butter, cut in small pieces

2 pounds plums, pitted and cut into wedges

1 tablespoon apple or cranberry juice

DIRECTIONS: Preheat oven to 350 F. Spray a deep 9-inch round or square baking dish with nonstick cooking spray. In a medium bowl combine flour, oats, nuts (if using), half the sugar and cinnamon. Add the butter and with fingertips rub it into the flour mixture until it forms moist clumps. Toss plums with remaining sugar and juice together; transfer to baking dish. Sprinkle crumb topping over plums; bake until top is golden brown and fruit bubbles. Serve warm with vanilla ice cream.

YIELD: Makes 6 servings

INGREDIENTS:

2 pounds plums, quartered and pitted

2 tablespoons butter, melted

4 tablespoons brown sugar

6 tablespoons sherry or port wine

½ cup balsamic vinegar

1 small sprig fresh rosemary

1 tablespoon granulated sugar

½ teaspoon vanilla extract

½ cup mascarpone

DIRECTIONS: Preheat oven to 425 F. Line a baking sheet with parchment paper. In a large bowl, combine the plums, butter and brown sugar; toss well to coat. Place plums with any remaining butter and sugar on parchment. Bake 15 minutes or until plums are softened and release their juices. Meanwhile in a small saucepan bring sherry or port to a boil, over medium heat; continue cooking until liquid is considerably reduced, to about 2 tablespoons. Add balsamic vinegar and rosemary and simmer until mixture is reduced to about ¼ cup, about 10 to 12 minutes.

Remove rosemary and discard. Stir in granulated sugar and vanilla until sugar is dissolved; remove from heat and let cool 5 minutes or until thickened. Place plums on individual plates, spoon balsamic mixture evenly over each serving, then top with a dollop of mascarpone. Serve with biscotti.

He works with tomatoes, but what he’s discovered could have applications to food and fuel crops, including corn, rice and wheat.

Using the latest gene editing technique called CRISPR, Zachary Lippman, a professor at Cold Spring Harbor Laboratory, developed ways to fine-tune traits for fruit size, branching architecture and plant shape. Called quantitative variation, these genetic changes act as a dimmer switch, potentially increasing or decreasing specific traits. This could help meet specific agricultural needs. Looking at the so-called promoter region of genes, Lippman was able to “use those genes as proof of principal” for a technique that may enable the fine-tuning of several traits.

For decades, plant breeders have been looking for naturally occurring mutations that allow them to breed those desirable traits, such as a larger fruit on a tomato or more branches on a plant. In some cases, genetic mutations have occurred naturally, altering the cell’s directions. At other times, breeders have sought ways to encourage mutations by treating their seeds with a specific mutagenic agent, like a chemical.

In an article in the journal Cell, Lippman said the results reflect a road map that other researchers or agricultural companies can use to create desirable traits. This article provides a way to “create a new, raw material for breeders to have access to tools they never had before,” he said. Lippman has taken a chunk of the DNA in the promoter region, typically on the order of 2,000 to 4,000 base pairs, and let the CRISPR scissors alter this part of the genetic code. Then, he and his scientific team chose which cuts from the scissors and subsequent repairs by the cell’s machinery gave the desired modifications to the traits they were studying.

Invented only five years ago, CRISPR is a genetic editing technique that uses tools bacteria have developed to fight off viral infections. Once a bacteria is attacked by a virus, it inserts a small piece of the viral gene into its own sequence. If a similar virus attacks again, the bacteria immediately recognizes the invader and cuts the sequence away.

Scientists sometimes use these molecular scissors to trim specific gene sequences in a process called a deletion. They are also working toward ways to take another genetic code and insert a replacement. “Replacement technology is only now starting to become efficient,” Lippman said. Clinical researchers are especially excited about the potential for this technique in treating genetic conditions, potentially removing and replacing an ineffective sequence.

In Lippman’s case, he used the scissors to cut in several places in the promoter regions of the tomato plant. Rather than targeting specific genes, he directed those scissors to change the genome at several places. When he planted the new seeds, he explored their phenotype, or the physical manifestation of their genetic instructions. These phenotypes varied along a continuum, depending on the changes in their genes.

By going backward and then comparing the genes of the altered plants to the original, he could then hone in on the precise changes in the genetic code that enabled that variation. This technique allows for a finer manipulation than turning on or off specific genes in which an organism, in this case a plant, would either follow specific instructions or would go on a transcriptional break, halting production until it was turned on again.

At this point, Lippman has worked with each trait individually but hasn’t done quantitative variation for more than one at a time. “The next question,” he said, “is to do this multitargeting.” He will also use the tool to study how genes are instructed to turn on and off during growth, including exploring the levels and location of expression.

Lippman is talking with agricultural and scientific collaborators and hopes to go beyond the tomato to exploring the application of this approach to other crops. He is working with Dave Jackson, who is also a professor at Cold Spring Harbor Laboratory, on applying this model to corn.

The scientific duo has known each other for 20 years. Jackson taught his collaborator when Lippman was a graduate student at Cold Spring Harbor Laboratory and Jackson was chair of his thesis committee.

They have worked together on and off since Lippman became a faculty member about nine years ago. Last year, the two received a National Science Foundation genome grant to work on using CRISPR to study the effect of changes in promoter regions in their respective plant specialties.

“Unfortunately for us, tomato has a faster life cycle than corn, but we hope to have some results in corn this fall,” Jackson explained in an email. Lippman hopes to continue on the path toward understanding how regulatory DNA is controlling complex traits. “We can use this tool to dissect critical regulatory regions,” he said. “When we create this variation, we can look at how that translates to a phenotypic variation.”

Lippman said he is especially excited about the fundamental biological questions related to plant growth and development. When other scientists or agricultural companies attempt to use this approach, they may run into some challenges, he said. Some plants are “not transformable [genetically] easily.” These plants can be recalcitrant to plant transformation, a step sometimes needed for CRISPR gene editing. Still, it is “likely that CRISPR will work in all organisms,” he said.

Lippman hopes others discuss this technique and see the potential for a system that could help to customize plants. “My hope and my anticipation is that people all over the world will look at this paper and say, ‘Let’s start to try this out in our own systems.’ Hopefully, there will be a grass roots effort to import this tool.”

It’s easy to pick out Brian Sztabnik among the students and staff at Miller Place High School. The 6-foot, 8-inch English teacher and boys varsity basketball coach is a towering figure not just physically, but as a molder of minds in and out of the classroom, serving as a role model for students and faculty in the district for the past 10 years. And New York state recently took notice.

Sztabnik, 39, who has taught AP English Literature and Composition and English 12 at the high school since 2007, was the runner-up for 2018 New York State Teacher of the Year. The award, issued by Albany-based New York State United Teachers union through a lengthy application process, honors exemplary educators who go above and beyond what’s expected of them.

As a College Board advisor for AP English Literature; a speaker on behalf of English education on the state and national levels; the creator of  “Talks with Teachers,” a top iTunes podcast aimed at inspiring teachers; a published author and the person school administrators turn to for advice, it makes sense why Sztabnik was chosen as one of five finalists out of hundreds in the running.

“Brian is a once-in-a-career type of teacher,” said Kevin Slavin, Miller Place High School principal, before presenting Sztabnik with a certificate for his achievements during the Sept. 27 board of education meeting. Slavin, alongside dean of students Diana Tufaro, nominated Sztabnik for the award last October. “He’s somebody that sees things in a way I could never envision myself. The impact he has on a daily basis is tremendous. Our librarian said it best — when you walk into his classroom, ‘students are invited to learn, not expected to learn.’ We are beyond lucky to have him.”

Slavin said, as protocol during the application process, two previous recipients of the state award observed Sztabnik in the classroom. In May, the pair paid a visit to Miller Place and were impressed to say the least, the principal said.

“The New York state guys said they had never seen a classroom like that — they were in absolute awe,” Slavin said.

Sztabnik consistently provides innovative and immersive curriculum for students, such as “wacky Wednesdays,” a weekly experimental approach to lessons, “Shakespearean musical chairs” and competitive trivia games revolving around novels, poems and works studied in the class.

His wife, Jessica, a fellow English teacher, said she’s pleasantly surprised by his recognition, but not too surprised.

“He works very hard and is such a creative person, so that translates in the classroom,” she said. “He also found a district that really supports him and allows him to use that creativity. Miller Place has been great to Brian.”

Sztabnik, who grew up in Mastic and graduated from William Floyd High School in 1996, has been teaching English, as well as creative writing and public speaking, for 13 years. His career in education began at the Frederick Douglass Academy in West Harlem in a classroom overlooking the original Yankee Stadium, where he taught sixth- and seventh-graders and coached basketball. He then spent a year each at St. John the Baptist Diocesan High School in West Islip and Islip School District before settling in at Miller Place.

After receiving his undergraduate degree in communications from New York University and pursuing a career in journalism for two years, Sztabnik was inspired by his wife to get his master’s degree in English education from Stony Brook University in 2002.

While he is grateful for any accolade he gets, Sztabnik said he first and foremost teaches to make a difference in young people’s lives.

“I love being in the classroom and having that interaction with the students,” Sztabnik said. “I’m just fascinated by how they think and I constantly want to hear how they think. I think that’s what makes English so cool — everyone can have an opinion and as long as they can back it up from the text we can have really varied and diverse discussions from which we can learn about each other.”

Part of his goal in the classroom is to push students to think critically, a skill he said transfers beyond English.

“It’s such an important skill in life,” he said. “I want them to notice the small things and be equipped to respond to those things. If you put learning in the foreground, the grades take care of themselves, but the opposite is not always true.”

Jake Angelo, a senior in Sztabnik’s AP Literature class, said his teacher encourages students to learn and take action.

“He doesn’t prepare us; he teaches us how to prepare ourselves for the future,” Angelo said, saying something like studying Shakespeare’s play “The Merchant of Venice” becomes a theatrical production under Sztabnik’s tutelage. “He had us act out the play, giving us props while teaching the impact of every symbol and character. He makes it interesting.”

Former AP student Brianne Ledda, who graduated last year and attends Stony Brook University, said Sztabnik deserves all the recognition he gets.

“His teaching style depended very much on student interaction and the class was always engaged and active,” Ledda said. “I appreciated that he valued our input as students, and I loved that we were given more freedom of choice in our reading.”

At the end of the board meeting, Slavin joked that sooner or later, “Somebody in the larger state is going to steal Mr. Sztabnik away from us,” so Miller Place needed to get as much out of him as it could as long as he’s there.

Sztabnik’s response sent a sigh of relief over the room.

“I’m not going anywhere,” he said with a smile. “I think, and this is also true of Miller Place, the best is still yet to come.”

Bob Szymanski and Paul Koretzki are used to winning together. With a combined 72 years and more than 100 seasons as cross-country, winter track and spring track and field coaches at Shoreham-Wading River High School, the dynamic duo has steered four decades of Wildcats toward victories and scholarships, and put the district on the map with a consistent winning record.

It’s no surprise the two veteran coaches — Szymanski, 70, the boys cross-country coach and Koretzki, 77, the girls cross-country coach — were recently recognized as coaches of the year by the New York State Public High School Athletic Association. While they take different approaches to the job, with Koretzki as a hard-nosed, numbers-based wiz and Szymanski cracking jokes and belting out Bobby Darin songs during practice, the pair work best together.

“I like to call them Abbott and Costello,” said Mark Passamonte, the school’s athletic director, during the district’s Sept. 12 board of education meeting. The coaches were recognized by board members for their accolade, which measured their number of years coaching, career records and status as positive role models within the school and community. They are now eligible for national coach of the year awards.

“I’ve worked with both of these gentlemen for the last four years and they are outstanding,” Passamonte said. “They bring such wisdom and great humor to the cross-country program.”

Koretzki and Szymanski joined forces this past winter and spring as head coach and assistant coach, respectively, and, as a result, the girls 4×1-mile relay team took home the national title for both seasons. The boys fall team, so far, under Szymanski’s leadership, boasts a 5-0 record, triumphant against Sayville and Mount Sinai at recent meets.

Koretzki started coaching girls cross-country at the school in 1980 and suggested to the district it hire Szymanski, who had coached in the Center Moriches and Amityville schools, a year later when a job opened for the boys team. The two have not had a single argument since they met in the 1970s.

“The only thing I have against Bobby is he beat me in a race once in 1976,” Koretzki joked at the podium before thanking the board. “It’s a very nice honor and not the kind of thing we expected.”

During an interview, Szymanski said of his career alongside Koretzki, “We’re meant to do this job together for some reason. We work so well, he and I. He can cover me and I can cover for him. Paul is one of the most organized guys, he’s tremendous.”

In terms of their coaching strategies, the pair said not much has changed over the years.

Szymanski, who broke running records in high school and was cross-country captain at what is now Emporia State University in Kansas, pointed to techniques he learned from his own coaches, including middle-distance legend John Camien, as his foundation. Among his go-to workouts is one that “breaks the pain barrier.”

“Running is 50 percent physical and 50 percent mental,” he said. “When you run, and you feel discomfort, that’s when some people quit. You have to make the kids break that pain barrier in practice. If you make practice tougher than meets, then they’re not afraid when it comes to
competing at meets.”

He speaks highly of his runners, and said the best members on the team are often those who join merely to get in shape for other sports like lacrosse and football. Many of them end up with college scholarships, such as Bobby Andrews, a baseball player who joined the team in his freshman year in 2006 and was captain by senior year. He got a full ride to North Carolina State University, for which he has Szymanski to thank.

“Without him, I never would have ran,” Andrews said. “He’s a great motivator. There’s something about him that just makes you want to perform your best. I had a great group of teammates around and we all felt the same way about him.”

Andrews and his teammates were also one of many packs of high schoolers over the years who have been introduced to the sounds of Bobby Darin through the coach, who considers himself a lifelong fanatic of the “Beyond the Sea” singer.

“In my lifetime, I must’ve given away over 50 Bobby Darin CD’s as I buy them as gifts for people,” Szymanski said with glee. He saw Darin in concert numerous times, has his fair share of signed albums and was even featured in a Biography Channel special on the singer. “When I’m in my car, going to school or a meet, I’m listening to Darin.”

Spending most of his career teaching math, in the Brentwood school district and at Suffolk County Community College, Koretzki didn’t start running until he was 33, encouraged by a friend of his who ran in a marathon.

“What I love most about the job are the kids,” Koretzki said. “Especially the ones who really dedicate themselves and see great improvement. Just seeing their faces or when they give a thumbs up after a race, that’s really nice.”

As a coach, he said he’s been running the same drills for 38 years. He’s been described as “very direct” and not one to sugarcoat a bad performance, as a way to help his runners better themselves. Alexandra Hays, an All-American who was among the national champions this past winter and spring, and currently runs at Columbia University, said she was able to achieve so much because of his tutelage.

She said her coach “pushed us to strive to exceed his expectations,” recalling a particular interaction after the team won the 4×1-mile in the nationals.

“He came up to me and told me how proud he was of us and he knew we would be able to pull off what we had because of how hard we’d worked in our practices,” said Hays, considering it his most meaningful post-race talk because it was her last. “He doesn’t give meaningless compliments or false reassurance, so to hear this after five years running for him was the best way to end my high school career.”

While Szymanski said he would like to retire after 50 years as a public high school coach, with 48 under his belt at this point, Koretzki doesn’t plan on leaving anytime soon.

“I have nothing else to do,” Koretzki said with a laugh. “I’m not interested in soap operas so I might as well keep going.”

Huntington town officials have set up two partnerships to make it easier for local residents to send donations and supplies to Puerto Rico.

Councilwoman Tracey Edwards (D) announced Oct. 3. that the town will be working in collaboration with both the American Red Cross’ Hurricane Maria relief effort and Long Island Hispanic Business Roundtable, Inc. in Oyster Bay in an effort to get much-needed funds and specific supplies to the victims.

“We are a giving community,” Edwards said. “We have always responded, and I am absolutely confident that the people in our community will respond to support people who critically need these supplies to survive. We are asking all Town of Huntington residents, both businesses and our community members, to help.”

Edwards said the town will accept donations of specific, needed supplies at the Huntington Opportunity Resource Center, at 1264 New York Avenue in Huntington Station. Requested donations include
water, batteries, flashlights, portable lanterns, diapers, baby wipes and feminine products. Supplies can be dropped off from 9 a.m. to 5 p.m., Monday to Friday, or after hours donations can be made by scheduling an
appointment with Edwards’ office at 631-351-3175.

Edwin Perez, of Long Island Hispanic Business Roundtable, is also helping the town with working out the specifics of transporting all donations. Perez reached out to Liberty Moving and Storage in Commack, who has agreed to pick up items collected at the resource center and deliver them to a central facility in Hauppauge, overseen by the New York National Guard as part of New York Gov. Andrew Cuomo’s (D) New York Stands with Puerto Rico initiative.

“People have reached out and asked if I was going to do anything for my American homeland,” Perez said. “I was able to reach out to my network and say, ‘Huntington is standing with Puerto Rico.’”

The Red Cross is reporting that there are nearly 400 volunteers in Puerto Rico who are helping to reconnect families and distribute relief supplies, including food and water. International Red Cross workers are also
restoring electrical connections and installing satellites to help Puerto Ricans get in touch with family members and access vital information.

“There people really need a lot of things,” said Rosa Moya, representing Latinos Unidos de Huntington. “People are panicked. They are getting frustrated. If we can do something for them, it will be very appreciated. This is the time we need to step up for Puerto Rico.”

In coordination with government and nonprofit partners, the Red Cross is helping to distribute water, ready-to-eat meals, fresh fruit and vegetables, tarps and comfort kits. Emergency distribution of water has been provided to several vulnerable communities which were running out of water. The Red Cross has already mobilized more than 250 tractor-trailer loads of relief supplies to help aid Puerto Rico. Red Cross teams are also assessing what the community needs, and providing health and mental health services.

To make a monetary donation to the Red Cross, residents can visit the town’s website, www.huntingtonny.gov, and click on the  red heart at the top of the home page. The link will lead to a microsite on the Red Cross web page, where by following the prompts residents can choose from a drop-down menu how they want their donations to be used. The default setting will send money to Hurricane Maria victims, but money can also be marked for victims of hurricanes Harvey and Irma.

Elwood school district officials will put a total of $38 million in capital bond projects before residents for approval this November.

Elwood’s board of education voted unanimously Sept. 28  to put forth two propositions for a vote next month. Proposition 1 includes $34.5 million for health and safety improvements across the district. A $3.65 million Proposition 2 would go toward enhancement of the athletic fields.

“Over the course of the next two months, I look forward to as much community participation as possible,” Superintendent Kenneth Bossert said. “We want to provide as much information as possible to residents so that they can make an informed decision at the polls on Nov. 28.”

The first proposition focuses on major projects in each of the four school buildings — Harley Avenue Elementary, Boyd Intermediate School, Elwood Middle School and John H. Glenn High School — including replacing the roofs to fix existing leaks and flooding issues, fixing sidewalk and pavement cracks, renovating cafeterias and auditoriums and including air conditioning in some spaces.

The second, if passed, would allow for enhancements to the district’s athletic facilities including a concession stand for the high school fields with an outdoor bathroom, a synthetic turf field, sidewalks to make the fields compliant with the Americans with Disabilities Act, a new press box and a scoreboard for the varsity baseball field.

The major issue of debate at the Sept. 28 board meeting came down to prioritizing items on the district’s list of alternative projects. The list is a compilation of recommended building renovations and upgrades that may be possible to complete if Proposition 1 is approved by voters, and there are additional funds remaining after the outlined construction is completed.

“The alternative list are all projects that were removed from Proposition 1 in order to bring it down to a level where taxpayers could be comfortable with [the tax increase],” Bossert said.

The district’s original building repair survey had recommended approximately $60 million in needed construction and safety upgrades to the buildings.

Some of the alternative projects the district will put forth to the state which aren’t included in either proposition include a new districtwide satellite clock system for $105,000; a backup generator for the computer systems at $125,000; air conditioning for office areas at $710,000; replacement of heating and ventilation units for $110,000; wall paneling at $170,000; locker room renovations for $625,000 and landscaping a playground for $40,000.

“I would like to see some things that the students will be impacted by moved up to the top of the list,” trustee Heather Mammolito said. “In an ideal world, I’d like to see locker room renovations bumped up and some others, like wall panelling, lower on the list.”

Mammolito’s comments were echoed and supported by other members of the board, who reached an agreement to re-evaluate it before posting it for district residents.

The superintendent stressed that the alternative projects list is highly flexible and “not set in stone”, as the renovations would only be possible if there are surplus funds and, which ones move forward would be dependent on how much of the bond is left.

“Often as is the case with construction, there are unanticipated costs,” Bossert said. “We may have to add projects to our list.”

The alternative projects list must be compiled as it has to be approved by voters and sent to the state, according to Bossert, so that if there are funds leftover after major projects are completed the district would have authorization to do work on these projects.

School officials have plans to host walk-through tours at each of the school buildings prior to the November vote so residents can evaluate first-hand the proposed projects. The dates have yet to be announced.

The Nov. 28 vote will be held from 6 a.m. to 9 p.m at the district’s administrative offices. This a change from the district’s traditional 2 to 10 p.m. polling hours, approved by the school board, in order to offer more hours for working taxpayers to vote and more aligned with general election polling hours.

Suffolk County Police have arrested a man in connection with a stabbing of two men that occurred on Oct. 4 in Port Jefferson Station.

A man was walking on Jayne Boulevard at approximately 9 p.m. when the driver of a passing Jeep slowed down and yelled at him. The man ran to a nearby friend’s house as the Jeep followed. The driver of the Jeep and a passenger exited the vehicle and attacked him. Two male occupants of the house heard the commotion and came to the man’s aid. During the altercation, the two men who came to his aid suffered stab wounds. The man being chased was not injured. The suspects fled in the Jeep.

The victims were transported to Stony Brook University Hospital for treatment of non-life-threatening injuries. One man was treated and released, and the other victim remains in the Intensive Care Unit following surgery.

After an investigation, 6th Squad detectives charged Daniel Jusino, 20, of Centereach, with first-degree and second-degree assault. He was held overnight at the 6th Precinct for arraignment this morning, Oct. 6, at First District Court in Central Islip. The investigation is ongoing.

Smithtown homeowners may find themselves in an enviable position as Supervisor Pat Vecchio (R) looks to cut taxes for the second straight year.

Vecchio presented his $105 million 2018 proposed Smithtown Town budget at a brief 46-second special town board meeting Oct. 3. There was no public discussion of the budget, as town board members were seeing the nearly 200-page document for the first time.

“Ostensibly, the proposed budget is now theirs; the [town board] can change it or do anything with it they would like,” Vecchio said. “My experience is that they’ve never changed it.”

Overall, the proposed budget contains an increase of $2 million over the 2017 budget, but will reduce the town taxes for the average homeowner by $1.05, down from $1,269.88 per year to $1,268.83 per year for a home with an assessed value of $5,500. It falls well under the state tax cap of 1.84 percent.

Vecchio said he prepared a structurally balanced budget in which incoming revenues match the recurring expenditures, a measure he achieved by implementing cost cutting initiatives and long-range planning.

First and foremost, the supervisor pointed to careful control of town employees’ salaries.

“We have not replaced employees who have retired,” the supervisor said. “When we do rehire employees, we rehire them at a lower salary.”

While positions have been lost through attrition, the 2018 budget does not call for the layoff of any existing town personnel.

Smithtown town officials also gradually implemented a new policy of leasing
vehicles used by various departments, such as parks and highways, instead of outright purchasing them.

“It’s saved us a lot of money,” Vecchio said. “There’s a big outlay when purchasing a vehicle for a municipality, plus then there’s maintenance.”

Other cost-saving measures taken by the town include replacing streetlights with LED lights and sharing services for emergency dispatching, according to the supervisor.

The proposed budget has set aside $4.4 million for the 2018 road program, which in addition to $1.1 million in state funding, will allow for road improvements and repaving over the upcoming year.

Vecchio said the town is in a good fiscal position with a Triple A bond rating and a $17 million surplus in its general fund.

“What’s the benefit, residents might ask, of having a $17 million surplus?” he said. “The benefit of having that money in surplus is your bond rating. Your interest rates on bonds are always lower when you
have reserves.”

The supervisor has proposed allocating $600,000 of the town’s surplus funds towards the highway budget to supplement continued roadway improvements. A similar measure was approved in the 2017 budget which appropriated $602,000 for roadways and later approved $2 million specifically for improvements to Lake
Avenue in Smithtown.

A public hearing on the 2018 proposed budget will be held at the town board meeting on Oct. 26 at 7 p.m. at Town Hall. Residents can review a line-by-line budget breakdown on the town’s website at www.smithtownny.gov.

A Hauppauge breast cancer survivor is hoping to turn her experience into a new business to help others feel good about themselves.

Barbara Vivolo opened Barbara’s Hair Studio in September, a custom wig salon with the aim to help women diagnosed with cancer and other illnesses resulting in hair loss. The shop, opening days before October, which marks Breast Cancer Awareness Month, is fortuitous for Vivolo — who prefers to call herself a “thriver” rather than a survivor.

“I asked myself how can I make them go from survivors to thrivers?” Vivolo said. “To become thrivers we have to move forward together.”

Vivolo is a trained cosmetologist with more than 30 years experience, whose life dramatically changed when her mother and aunt were both diagnosed with breast cancer within the same week.

“My aunt was a hairdresser too, and she was always my inspiration to become a hairdresser when I was young,” Vivolo said. “We worked together for years.”

Her aunt, Phyllis Borek, lost her hair while undergoing chemotherapy treatments, which led Vivolo to her first time visiting a wig salon on the hunt for the perfect do.

“My aunt was funny with her wigs and we had a good time,” she said. “She was all, ‘Oh, now I can be the perfect redhead or I can be the perfect blond.’ One week it was short, then long. She really rocked it.”

Vivolo also started picking out wigs to ship to her mother in Florida, who continued working through her cancer treatments, often first painstakingly custom cutting and coloring the wigs.

Vivolo was shocked upon being diagnosed with ER-positive ductal carcinoma, breast cancer whose growth is affected by the hormone estrogen, at age 40. With three young children, she made the difficult choice to undergo a double mastectomy with reconstructive surgery.

While undergoing her procedures, the hairdresser said she found it difficult to relax and heal without planning for the future and began writing in a composition notebook simply labeled “wig salon.”

“My husband would watch me write in this book every day, thinking about opening up a wig salon,” Vivolo said.

One composition notebook full of dreams and business ideas was quickly filled, then another, as Vivolo was more focused on raising her family.

“I prayed to my mother and my aunt that if I was going to open this salon, a wig salon to help women with cancer, I needed to win this money. When I found out I did, I sat there and cried.”

In March 2016, Vivolo made the decision she would move forward. She wanted to offer cancer patients and women affected by hair loss a personal one-on-one experience where they could feel safe and supported during the process of selecting their first wig.

“It’s a awful lot to swallow,” she said.

Vivolo said she experienced “divine intervention” when attending a breast cancer event last October.

“I prayed to my mother and my aunt that if I was going to open this salon, a wig salon to help women with cancer, I needed to win this money,” she said. “When I found out I did, I sat there and cried.”

The hairdresser had won approximately $1,000 in a 50/50 raffle, which she then used to pay for her first shipment of wigs.

Now, she’s got a private one-chair hair studio where clients, one at a time, can come in and go through the process of being shaved, selecting their wig and have it custom colored and cut. The wigs range in price from $200 to more than $1,000, synthetic to made with human hair. While going through the process, Vivolo said she often answers questions about her personal experience and offers support as a certified health and life coach.

“They can see my end results, while they are in the beginning phases [of treatment],” Vivolo said. “I say to them, ‘Let me hold your hand and walk through this with you.’”
