Other Nearby Districts Revise Protocols/Quarantine Students

Rocky Point schools have moved to keep students for in-person learning four days a week.

Starting Nov. 30, Rocky Point middle and high school students are to go to school Monday, Tuesday, Thursday and Friday, with Wednesday remaining as a dedicated virtual day.

The decision to push this part of the reopening plan to after Thanksgiving was made earlier this month, Nov. 4, according to a letter to parents signed by Superintendent Scott O’Brien.

“What is most important is that any change we make is done carefully, and with health and safety at the forefront,” O’Brien wrote in his letter.

The live-streaming component of what the district called “Phase II” began Nov. 9 to log into a period-by-period class schedule.

Those students who are switching to virtual from in-person learning, or vice versa, also have a start date of Nov. 30.

“With a recent increase in the number of positive COVID-19 cases in our district and the surrounding area, it was necessary to reallocate our transitional resources to address cleaning and disinfecting due to recent positive cases,” O’Brien wrote in his letter.

Since September, Rocky Point has seen 25 students test positive for the coronavirus while nine staff/teachers also tested positive as of Nov. 30, according to the state’s COVID Report Card.

Other neighboring districts have similar rates of infection, with school districts overall having much lower infection rates than the general populace. Shoreham-Wading River, with its plan of having students in school five days a week resulting in an infection rate of 1%, that currently being 22 students and six staff members.

The SWR district did have to close the high school and quarantine over 100 students and several staff members a month ago after two students who allegedly attended some kind of social gathering tested positive.

Still, Superintendent Gerard Poole said in a letter posted to the district website that they have revised protocols so that schools will not be closed the day a positive case is reported if contact tracing can be performed in time, along with the needed cleaning and disinfecting.

“The intent of this revision is to reduce the number of school closures,” Poole wrote. “Please know that the decision to keep a school open, as opposed to closing for a day, will always be made carefully with the health and safety of our students and staff as the priority.”

Meanwhile in Miller Place, the district said Monday the district contact traced three Miller Place High School students, one North Country Road Middle School student and one staff member from there who have all tested positive for COVID-19. None were symptomatic when last in school, and all have since been quarantined.

Miller Place Superintendent Marianne Cartisano said in a letter posted to the district website that the positive cases were relayed to the district through the Safe School Helpline.

“We have also been working with multiple staff members and community families who have been identified as close contacts of persons testing positive for COVID-19,” she wrote. “If required, staff have been quarantined as close contacts.”

Though he may have passed on, a local shop owner, one who helped pioneer the health foods market on Long Island, is still appearing to thank people passing by his small corner store.

Back to Basics, a natural food store in Rocky Point, has been vacant for months. In its window a sign is posted: “Thanks for 43 Years.” The longtime owner of the shop, Drew Henry Tyler, 67, passed away June 8 after a battle with adrenal cancer. 

His wife of little under 28 years, Lee Frei, is a longtime resident of Shoreham village. She and her future husband originally met at the store. 

She got to know him as an honest and quiet man, but the kind of quiet that hides a unique intelligence. She said if he hadn’t passed, he would have likely still been there, manning the counter and talking to customers about anything from politics to music to yoga.

“There was so much to Drew,” she said. “He was calm and wise. I often thanked him for that.” 

Tyler grew up with his brother Rick on a chicken farm in Lake Ronkonkoma, back when the area was still mostly rural, and some of the main roads still remained dirt paths. Rick Tyler called that just your average life of “barefoot boys growing up in the woods.” 

The two were introduced to Provisions, a health food shop in Port Jefferson back in the  1970s, the brother said. Working there, the two formed a side business called Journey Foods, where the two would go into New York City, bringing back “tubs” of tofu, sprouts and other such items to sell to the still-small market of health food stores on the eastern side of Long Island, back when many wholesale distributors didn’t come out past Route 110. The brothers even got into the business of growing sprouts, which Rick said were “temperamental.” 

The two made connections with many of the health food retailers on the Island, but the brothers had a unique opportunity when the original owners of Back to Basics in Rocky Point were looking to sell.

Jane Alcorn, who now helps lead the effort to transform the Shoreham Tesla property into a museum and science incubator, started the store in 1976 with her husband and two friends. When a few years after opening, her business partners moved away, she and her husband decided to sell to the Tyler brothers, who had expressed interest in the place for a while. She thought of Drew as a “kind man — he was quiet and hardworking.”

“It was always a pleasure to go there and see how they had made some changes, but still kept the essence of the store — natural foods, and healthy and specialty products for the people of the surrounding area,” Alcorn said. “He obviously did a good job to have been in business so long. Back to Basics was one of the oldest stores in Rocky Point and, even now, I’m sure many people, like me, miss running in to pick up some special items that aren’t available anywhere nearby.”

The store was impacted by the COVID-19 pandemic, Frei said and, after Drew passed, family came to help sell the remaining merchandise at cost.

Rick Tyler, who now lives in Pennsylvania, worked at the store for a little over a decade before moving on. As the health food market boomed, he said it got harder to compete, and they were “always fighting against the mass market and Trader Joe’s.” 

Still, despite any difficulty. Rick said his brother was the kind of man who would leave the counter to help a woman bring her purchases to the car. He was the kind of man who engendered trust, and when Rick came back to Long Island to help with closing down the shop, he and those manning the shop were greeted with a bevy of longtime customers who fondly remembered the store owner, some young enough to say they had been coming there for practically their entire lives.

“He was a very gentle, kind, smart, funny guy — he was very well liked,” Rick Tyler said of his brother.

Jan Tyler, the brothers’ mother, said the people who came to the store in those final days were coming in with both sympathy and expressions of sorrow.

“I think you couldn’t help but love Drew,” the mother said. “He tried to help everybody he could, he would drop everything and help a woman with bundles in the rain. On the whole everybody cared a great deal for him.”

Linda Stever, who worked for Drew at Back to Basics for several years, said the owner was inherently trusting of his customers and community. She wrote in a post to Tyler’s obituary that from the first day she worked for him, the man simply trusted people.

“I lived in Rocky Point for years, but I never felt such a sense of community until I worked with Drew at Back to Basics,” Stever wrote. “He was my boss, but I considered him and his wife Lee to be my friends as well. I’m thankful for knowing him.”

Tyler was well known in Shoreham village, especially as a man who was competitive on the tennis courts. Frei said he loved the “mechanics of moving,” of having motions done with expert grace. Family friend Laura Baisch wrote in a tribute to Drew that he was known for his “quiet laugh and look of complete satisfaction when he hit the perfect shot.”

Frei said he was in the village doubles finals one year, and residents would come to watch because he was so much fun on the courts. 

“His perspiration would make a heart-like mark on his shirt, and the crowd would chant, ‘I heart Drew,’” she said.

State officials said the January 2021 Regents exams will be canceled due to the ongoing COVID-19 pandemic. 

Announced last week, state Interim Commissioner of Education Betty A. Rosa, along with her administration, said they were canceling the exams at the start of next year. The decision will apply to all Regents exams that had been scheduled for Jan. 26 through Jan. 29.

Over the summer, the New York State Education Department canceled the June and August exams due to the COVID-19 crisis. 

Roger Tilles, of Manhasset, who represents Long Island on the state’s Board of Regents, said the decision is only fair. 

“A lot of schools started at different times this year,” he said. “We started teaching all-remote, sometimes hybrid, Zoom classes, some in-person. How could you have one uniform test for all students?” 

According to Tilles, it is always difficult to have equity in a state uniform test. 

“Even without the pandemic, it’s inequitable because some schools have better resources and can attract certain types of teachers who have specialties that other schools don’t have,” he said. “So, the kids who are in high-needs districts are getting the same tests as students in the lowest-need schools in the state and compare those students to the other.”

Since there has been disparity in the way students have learned the last eight months, the board began thinking about how to handle the state testing early on in the year. It was officially announced on Nov. 5 that the tests would be canceled. 

“Throughout the pandemic, our priority has been the health and well-being of our students and educators,” Rosa said in a statement. “We determined the January Regents exams could not be safely, equitably and fairly administered across the state given where the pandemic currently stands. We will continue to monitor applicable data and make a decision on other state assessment programs as the school year progresses, being mindful of the evolving situation.”

And due to the cancellation, NYSED will propose modifications to the assessment requirements that students must meet in order to earn high school diplomas, credentials and endorsements at the upcoming December Board of Regents meeting. 

Dr. Jennifer Quinn, superintendent of the Comsewogue School District, said she also believes this was the right decision. 

“There are inequalities in different school districts and it wasnt creating a level playing field,” she said. 

One problem Quinn said she sees in the future is because of the January cancellation, students who planned on taking the English exam will be unable to. 

“A lot of our students take the English Regents in January,” she said. “If they end up giving it in June because they canceled in January, it’ll put the students at a disadvantage and will have to take it on top of their other exams.”

A representative from Three Village Central School District said the only Regents typically taken in January is the English exam, but now the students will have to take the exam in June.

“In the past, we have had a few students re-take a Regents examination in January to improve their score, but the number of students re-taking a Regents in January has been small,” the district said in a statement. “The impact is anticipated to be minimal.”

According to the statement sent out by NYSED, the modifications apply to all students who are completing a secondary-level course of study or makeup program in January and are scheduled to participate in one or more of the January 2021 Regents exams. 

“To ensure students are not adversely impacted by the cancellation of the exams, the department will ask the Board of Regents to adopt emergency regulations pertaining to the assessment requirements that students must meet in order to earn diplomas, credentials and endorsements,” the statement said. “Under the proposed emergency regulations, students who are planning to take one or more Regents examinations during the January 2021 examination period at the conclusion of a course of study or makeup program shall be exempt from the requirements pertaining to passing such Regents examination to be issued a diploma.”

Other local districts said that due to the population size within their districts, the cancellation of the exam would not impact them. Port Jefferson, Miller Place and Rocky Point school representatives all said the decision does not affect their districts.

“There is little impact on our students in Port Jefferson, as we have very few students who take Regents exams in January during a non-COVID year,” Christine Austen, assistant superintendent of curriculum and instruction at Port Jefferson School District, said. “Any student who was enrolled in a Regents-level course last year was exempted from taking the assessment and received Regents credit towards graduation as long as they passed the course for the year. Due to the low number of students who usually take the January Regents exams, it isn’t a concern at this time.”

No decisions have been made yet by the Board of Regents regarding the June and August 2021 exams or any other state assessment programs.

Carol Butler, 63, a retired teacher in Ohio, knows the coarse beaches of Rocky Point. She had come there often in her childhood, visiting her grandparents with her family. Though now, after a months-long project spanning dozens of letters and postcards of her father, a sailor during World War II, she has come to understand so much more about who that man was and his connection to history.

In a self-published book Butler titled “With Love and Affection, Your Sailor, Ben,” she goes through dozens of letters and postcards her father, Bernard Mauer, sent out during his early training as a sailor for the Merchant Marines, followed by long months in the South Pacific during WWII, to create the image of her father she had not seen before: That of a young man striking out into the world looking for adventure. 

Letters detail an impressionable 20-something who experienced some momentous times in the war, including the torpedoing of a boat he was on and his experience during the liberation of the Philippines. It’s the image of a man who created lasting friendships with families from Australia to Manila, who endeared himself to his comrades and also struck out more than once with the ladies. It’s a look at a man who eventually becomes homesick for the scenic landscapes of his summer home in Rocky Point. 

Mauer died in 1998 at the age of 77, having already retired as a forester in 1988. Butler, already known as the family historian, said she ended up with the slew of boxes and folders. Those papers sat aside for many years when life got in the way. After she retired in 2014 and once COVID hit, she returned to her father’s old artifacts to discover so much that gave her a new perspective on a man she always knew as so kind.

“All the qualities that I had just loved about my father were on display already in this 20- to 23-year-old kid,” she said.

Mauer grew up in the Bronx. His father, Fred Mauer, a worker in a paper bag factory, had like many working and middle-class families from New York City, purchased a small bungalow in Rocky Point as a vacation home, back when a piece of vacant property in such a location went for $89. They joined a rapidly expanding community of summer residents on an island so much unlike it is today. In one of his postcards, Mauer even talked of riding his bike from his home in the Bronx the approximately 70 miles to his bungalow on the North Shore.

Mauer was a young man when he saw advertisements for the U.S. Maritime Service and decided to join up. He heard about becoming a cadet for the Merchant Marines, and later became an ensign aboard a Navy ship. He would see historical events as just another boot on the deck, witnessing firsthand the impact of torpedoes on merchant ships and Japanese kamikaze fighters on neighboring vessels. In one of his letters, the writing pauses, then returns when Mauer informs his parents of learning about the bombing of Pearl Harbor in 1941.

“It’s history reliving itself,” she said.

In his letters to his parents Marie and Fred, brother Arnie and sister-in-law Rosalyn, he would describe the white caps off the coast of St. Petersburg, Florida, to the seas of the Long Island Sound and the heat of a summer here. To him, the roads between Subic Bay and Manila in the Philippines were “like those on Rocky Point after a washout.” In his letters, he constantly references the vacation home in the small North Shore hamlet and how the life of his family revolved around it, whether it was for catching flounder or his family’s yearly trips to the North Shore hamlet.

“He could not walk across a beach without saying, such as in the Philippines, ‘Oh, this reminds me of Rocky Point,’” Butler said. “It was his point of reference in his mind … it was his lodestar.”

In his later letters from aboard ship back in ‘45 and ‘46, lacking a girlfriend, Butler said it seemed his greatest wish was to return to his family.

“He just has a sense of getting back to his family, and getting back home which dominates the last year and a half of his letters,” she said.

With the approaching emotions of the holidays, Suffolk County residents may face persistent and unwanted changes in their lives, from not seeing a cherished family member to remaining confined to the same house where they work, live, eat and study. Between now and the end of the year, TBR News Media will feature stories about the impact of the ongoing pandemic on mental health. The articles will explore how to recognize signs of mental health strain and will provide advice to help get through these difficult times. This week, the article focuses on youth.

School districts are letting their students know that it’s okay to be in touch with their feelings.

During this unprecedented and scary time, district officials across the North Shore said they immediately knew that they needed to buckle down and implement different mental programs to accommodate the changing landscape of education and the COVID-19 pandemic worry.

Jennifer Bradshaw, assistant superintendent for instruction and administration with Smithtown Central School District, said they started the school year with training for all staff members in social and emotional learning. 

“We’ve always privileged student and staff mental health and wellness, so we’re doing what we did in years past, just a lot more of it,” she said.

Smithtown has been including ongoing contact among school counselors, social workers, psychologists, administrators, teachers and other staff members to evaluate student and family needs for food, technology, mental health, counseling, and academic support.

Farther east in Rocky Point, Toni Mangogna, a social worker at Rocky Point High School, said they have been seeing an increase in student anxiety surrounding the pandemic. “Coming back to school is so different,” she said. “We’re trying to get our services out to as many students and families as we can.”

As part of their SEL programs, the district offers a virtual classroom that students can access at home or while in school to request an appointment with a school counselor or psychologist. 

“It’s a great option for kids who are working from home,” she said. “I think students miss that one-on-one connection.”

The virtual office also offers breathing exercises and tips for practicing mindfulness. Mangogna said she sees students sharing the services with their family and friends. 

“These students are really in touch with their feelings,” she said. “If we can make that connection with parents and students, I think we’re really making a difference.”

The Rocky Point social worker added that while the kids are stressed, parents are seeking help, too. 

“Parents have anxiety,” she said. “It’s difficult for parents to be that support for students when they’re having their own struggles and anxiety.” 

Her colleagues have been working to help and refer parents to local psychologists. 

“Because we don’t have that face-to-face opportunity anymore, it increases wanting to talk to social workers,” she said. “Just to have somebody in front of them that can validate that feeling. I think students miss that one-on-one connection.”

Dr. Robert Neidig, principal at Port Jefferson Middle School, said they are implementing different programs specific to his and the high school’s students. 

“At the middle school, we have a wellness and mental health curriculum with different types of activities students can do,” he said.

Neidig said they’ve had the program for a while, but during the COVID crisis, they “suped it up and since implemented character education lessons.” Since September, they hired a full-time psychologist for the middle school and the high school.

“During this time, it’s taken on new meaning,” he said. “Stress levels, anxiousness — we’re all feeling the effects of it. We’re trying to do the very best we can.”

He added that every teach is going above and beyond to make sure their students are doing alright.

“It doesn’t matter if you walk into a health class, an English class or math class,” he said. “Teachers are taking the time to check in students they understand if kids aren’t there mentally, the learning will be lost.”

Three Village Central School District’s executive director of Student and Community Services Erin Connolly said they also implemented a virtual program to continue and promote SEL. 

“Our district really values mental health,” she said. “We have been working on return to school protocol and mental health plan for students and family for pre-k through grade 12.” 

Their three-tier plan has a strong emphasis on supporting the district’s staff. 

“By supporting them, we’re supporting the students,” she added. “It’s a dynamic plan.”

Dr. Alison Herrschaft, a social worker at Three Village, said that early on in the school year, counselors and social work staff met with each and every student in the school. 

“By doing that, it gave those kids the opportunity to put a face to the staff who can help,” she said. “They’re more likely to seek out help if they’re really struggling and acknowledge that it’s okay to not be okay.”

By integrating themselves more into the hallways and classrooms, Herrschaft said the kids who might not have been aware of the staff before, now see these staff as “rock stars.”

“We wanted to normalize asking for help,” she said. “It’s accessible to anyone who needs it.”

Although Three Village buckled down during the pandemic to make mental health more available, they won’t stop their program even if a second wave hits. 

“A big goal with the plans we developed is if we had to go remote again, based on numbers, our SEL plans will continue while we’re out,” Connolly said. “It was really important to have a seamless transition so that doesn’t change, and it still gives kids points of contact if they’re home again, they’ll be well-versed.”

A local nonprofit that supports the needy on Long Island is anticipating record breaking need come Thanksgiving time.

Lighthouse Mission, a mobile food pantry that services several communities across Long Island, including on weekends in Rocky Point, Centereach and Port Jefferson Station, has come out strong during the pandemic, seeing a huge increase in the number of people seeking aid. Their numbers spiked from around 22 to 2,400 people a week to over 3,000 individuals once COVID-19 hit.

Pastor Jim Ryan, the president of Lighthouse Mission, said this Thanksgiving they could see somewhere around 10,000 Suffolk families coming to them for their annual Thanksgiving food distribution where the donate an entire holiday meal for those unable to purchase one.

“Some of them are just regular people living paycheck to paycheck,” Ryan said.

The nonprofit has seen the number of people looking for help rise while the number of donations go down, and Ryan said they are in need of food, clothing and monetary donations before the large November blitz. Specifically, they are looking for any Thanksgiving food one might find around the family table.

“COVID has been blasting people this year,” Ryan said. “As we start getting closer to the holidays, the concerns for this year is if we can meet need for Thanksgiving.”

The pastor said they have been practicing social distancing at each of their outreach locations, such that it has actually meant a surprisingly better organized day. Volunteers stand masked and gloved behind the food. People are invited forward to select what they need while people are kept separate. Anybody who shows up without a mask is offered one for free.

The Rocky Point High School is looking for graduates of the school district and any employees who have served in the armed forces to be recognized on their Wall of Honor.

The Wall of Honor was created in 2018 to recognize the many people and their families who have served their country. In 2019, the district added 50 names to the wall in a ceremony held in November. There are now over 110 honorees displayed near the front entrance to the high school. Funding for the wall is provided by local sponsors, but all work is done by school district employees and students.

Rocky Point history teacher Rich Acritelli asked interested persons to send a military picture, the year they graduated and, if necessary, the job title they held in the Rocky Point School District by Nov. 11. People can send all information to [email protected].

It’s time to lose the “quarantine 15” — and it can be done outside. 

Geoffrey Psillos, a 22-year-old Rocky Point resident, recently became the first AWATfit (All Weather All Terrain Fitness) franchisee. The Hamptons-based mobile fitness concept uses equipment entirely out of a 20-foot truck, and allows people to exercise in a park, parking lot or outside their home in the driveway. 

“Working out outdoors is a natural mood booster,” Psillos said. “And to have the means to open this franchise is a really big goal I never knew I had.”

Back in September, he met with the founder of AWATfit, Rich Decker, who encouraged him to become part of the new concept. On the truck itself are 25 pieces of exercise equipment and, by using them, a person can do between 800 and 900 different workouts, according to the new francisee. 

“At the end of the day you are the machine,” Psillos said. “As soon as someone tries it once, they love it. I’m a bodybuilder and I get a better workout on the vehicle than I do at the gym.”

Before getting involved with AWATfit, Psillos was a project engineer but lost his job during the height of COVID-19. Fitness has always been important to him, especially as a former competing bodybuilder. By bringing this franchise to the North Shore, he said he wanted other people to experience its benefits — especially during a time when people might not be entirely comfortable working out in an indoor gym. 

“I think it’s going to change the persona of fitness,” he said. “You don’t get the results you want from a cycle class or a Pilates class. This is different.”

Right now, for a few days during the week, he partnered with Miller Place’s Body Source store on Route 25A where he parks the truck in the parking lot, so clients can work out. 

Elizabeth Sagarin, co-owner of the vitamin supplement store, said that because of the COVID-19 crisis, her shop has seen a decline in customers, but by collaborating with Psillos, she hopes to bring more people in and help everyone get healthy.

“We paired with these guys in the hopes of just giving people a space to work out, feel good, get healthy and just build community,” Sagarin said. “He approached us, and it is a great fit.”

Sagarin, who often participates in the class, said she appreciates the facility. 

“It’s a great workout,” she said. “And it’s all ages, you don’t have to be at any level. It’s fun, you’re outside and he’s a great trainer.”

AWATfit’s workout stations attached to the truck address strength, flexibility, core, agility and cardiovascular matters, as well as the mind-body-spirit connection. 

Now that Psillos has been in business for about a month, he said his clientele is beginning to grow mostly by word of mouth. 

“It’s hard to get people since it’s a new concept,” he said. “But once anyone tries it, they’re hooked.”

He’s planning on bringing a workout truck to communities from Smithtown to Shoreham-Wading River. He’s also looking to bring the truck to retirement homes and senior centers so people can get fit safely.

“Gym facilities in senior citizen community centers are fully closed right now,” Psillos said. “We would love for us to come and provide them with an outdoor answer to meet their needs and by engaging them to be healthy.”

The same hospital, the same doctor, the same day and month. With all that, there’s very little separating this father and baby girl, save a few years.

Sean Ryan and Emily Sugarman, of Rocky Point, are the new parents of little baby girl, Lily Sugarman-Ryan, who was born Oct. 6 at St. Charles Hospital. Funnily enough, that is the same date and the same place where Ryan was born 26 years ago. Young Lily was also delivered by the same doctor, Dr. Gus San Roman, who delivered her father.

Ryan, a construction superintendent, and Sugarman, a nurse at Peconic Bay Medical Center, were originally anticipating the birth of their first child Sept 23. Though Ryan, who, as a kind of joke, told his wife throughout the pregnancy he knew the baby would be born on his birthday. She wasn’t buying it, knowing it was rare she would deliver her baby so long after the due date.

St. Charles Hospital officials said that after September came and went, doctors decided it was time “to give the baby an eviction notice.” Ryan said his first thought wasn’t hinging on the date, but instead about his girlfriend’s and unborn child’s health.

Though indeed, in the weeks before going to the hospital, Ryan said in chatting with his mother and describing where and with what doctor their daughter would be born.

San Roman did not know it was the husband’s birthday, but they scheduled Sugarman to arrive at the hospital that Tuesday evening. She was originally set to be induced then give birth the following day. At the last minute, the time was moved to that morning, but still there was no given she would be born on that day either.

As the soon-to-be mother was going into labor, just minutes before the new daughter was set to be born, San Roman was told he was the same doctor who delivered Ryan.

Lily was born at 6:26 p.m. Oct. 6, weighing 8 pounds and 3 ounces. 

Sean said the doctor was astonished and asked, “Are you sure it wasn’t my brother?” Dr. Gerardo San Roman, Gus’ brother, is also an obstetrician. When hospital records were checked, the proof was there. Dr. Gus San Roman delivered Sean Ryan Oct. 6, 1994, at St. Charles Hospital. As Sean and Emily prepared to bring their baby girl home a few days later, they said it would be a joy to have a dual birthday celebration in all the years to come. 

Now that Ryan and Sugarman have returned to their Rocky Point home, the husband said his daughter has been “an angel,” and that “she just eats and sleeps and goes to the bathroom.” He added that he appreciates everything St. Charles did to help them, and that they’ll likely be back in the future for the next
little one.

San Roman, himself the father of six daughters, reportedly beamed as he gave parenting advice to the proud new parents. 

“A new addition to one’s family is always a wonderful event but, to have your daughter’s arrival as your birthday present is utterly amazing,” he said. “I am honored that the generation of babies whose births I assisted now trust me to assist at their own. Lily’s birth will be one that I will always remember.”

RPFD is going ahead with a new $1 million bond after a community vote Tuesday, Oct. 13, with a narrow margin of just 18 votes. 

The community in the Rocky Point Fire District, which covers the Rocky Point and Shoreham hamlets, voted 271 to 253 on new funds to finish the Station 2 firehouse construction project on King Road.

Officials have previously said that because of a delayed start, expanding construction costs and the pandemic they do not have the funds to complete the original $7.25 million project. District officials cited the projects late start, as well as increased costs due to the ongoing pandemic for why they needed these new funds. 

“We are all very pleased that a majority of our residents came out and supported the project,” David Brewer, vice chairman of the board of fire commissioners, said in a statement. “We are equally pleased that some of the misinformation and inaccuracies posted on some social media sites didn’t adversely affect the outcome of the vote. From the beginning, the board of fire commissioners has been committed to providing our members and residents with a safe and modern firehouse. Our goal remains unchanged and that is to complete this building despite many financial setbacks and delays, and we thank all of our supporters.”

Social distancing and mask wearing rules were enforced, though the district did not allow people to cast absentee ballots, citing the extra time it would take to count those ballots as well.

In a Zoom call last week relating to this vote, officials said the new bond will cost residents an average of $18 more per year on their fire district taxes, though they could not relate how many years it may take to pay off the new bond.

Officials expect the project to be finished around the end of the year.

More Details on the Station 2 Firehouse Project

The district originally asked the community to support a $8.5 million bond in 2017, where $7.25 million would go to the construction of the new firehouse. Fire District Chairman Anthony Gallino said they originally included about 7% contingency of over $500,000. This new $1 million bond is looking at a 25% contingency of about $250,000. Gallino added that any unused funds of the new bond will be put to paying down the bond.

“We realized that [the original contingency] was not enough to cover obstacles, so we put a little more in there for this building,” Gallino said. 

On Saturday, Oct. 10, district officials made a full breakdown of the project budget available. Documents show the district lacked $752,310 to complete the firehouse. That number is out of a remaining $1.5 million on a firehouse that is 75% complete. The district still has $500,000 in contingency bond funds and $293,814 left in money taken from the general fund.

There were issues on the project from the start, officials said during the call. The project manager they originally hired put out bids which were routinely around $1 million over budget. In August 2018, the district terminated its contract with its original construction manager. In February 2019, they hired a new project manager, Devin Kulka, the CEO of Hauppauge-based Kulka Group, and were able to get started with asbestos abatement in May 2019 and demolition followed in June. Materials and labor costs, especially with New York’s prevailing wage, also increased from when the bond vote was passed. The pandemic made things even more complicated. 

Documents show there were items that came in way over what they were originally budgeted for several years ago, resulting in the $752,310 shortfall. HVAC, for example, was slated for $600,000, but is now awarded at $925,000. While a few items came slightly under budget, those overages make up the total of the project’s $1.5 million excess.

Kulka said during the Zoom call there was one contractor company that went under during construction due to COVID-19. He confirmed a surety company would be cutting a check for the cost between the work the contractor already did and what it wasn’t able to complete.

Gallino said materials costs increased by 10%. Some community members questioned what the cost could be on what has already been constructed, which now resembles a cinder block exterior, but officials said the price of prevailing wages kept costs high.

Currently the station 2 company is housed in the old Thurber Lumber property on King Road, which is owned by local developer Mark Baisch. The developer allowed the company into the property free of charge but plans to turn that property into a slate of 55-and-older rental pieces and would need the fire company to be out by the end of the year.
