You must be very proud of your continued recognition from the New York Press Association’s Better Newspaper Contest from your team’s work by receiving 11 awards this year. This is also a testament to your success as the founder and publisher of a weekly newspaper.

I believe hometown papers are an essential means to keep residents updated on what is happening in their community as they report on local government, schools, sports, entertainment, news and other items of interest.

I join with all of your readers in congratulating you and your staff and look forward to your continued success.

Sunrise Wind projections questionable

The Sunrise Wind project, as we were told in a March 23 TBR News Media article, “will use windmills to provide power to about 600,000 homes.” But what does this mean, exactly? It appears that 600,000 may have been selected as an arbitrary number, which may represent the number of homes that will derive 100% of their power requirements when all of the windmills are generating power at their maximum capacity, although this is not specifically stated in the article. But this raises the obvious question: For what percentage of the time will this be the case? We can only guess.

A much more helpful and meaningful terminology, in my opinion, would be to present these concepts in terms of energy, rather than power. Power is the rate at which energy is produced, or expended. To state that a windmill farm can produce a certain amount of power under ideal conditions, but neglect to mention the percentage of time this may be in effect, is to provide a very limited ability to understand the issue. A much more useful characterization would be to specify the total amount of energy generated in a fixed time, such as a year, compared to the total amount of energy required. For example, we might say something like, “The Sunrise Wind project will provide 45,000 MWh per year, which is 22% of the total energy required by Suffolk County.” (These are, of course, made-up numbers.) In this way, the complex variability of the wind strength becomes included in the energy notation, making the whole issue considerably easier to understand and evaluate.

Surely this issue is well understood by Sunrise Wind, and why they would choose to muddy the waters, as they have, is a matter for speculation. As Honest Abe Lincoln would have told us, a windmill farm can provide some of the power some of the time, or possibly all of the power some of the time, but it can provide none of the power most of the time.

More Maryhaven discussions needed

We may be missing the forest for the trees in the process by which the Village of Port Jefferson is approaching this initiative to make an amendment to a long-standing village code for the Professional Office (PO)-zoned Maryhaven property. Residents had their first opportunity to hear and provide feedback as to what was being proposed at the standing-room-only public hearing during Monday’s Board of Trustees meeting, May 1. 

Comments and concerns ranged from: Do what it takes to preserve the Maryhaven building; and, we need to know exactly what the plan is prior to a zoning change; to, have the Architectural Review Committee and Conservation Advisory Council been involved? Because we’ve known about the sale and vacancy for a very long time as a village; and, questions and concerns over the potential density as permitted via the draft code amendment (192+ units/~19 units per acre), coupled with the lack of a full environmental review (SEQRA) and sewage treatment related to the project. Other questions? Why didn’t we work with the owner of the property to secure an historic landmark designation and has water runoff into the neighborhoods below been considered? 

The bottom line is that these questions are just the tip of the iceberg. Engagement with the developer by a select group of village officials had been ongoing, but the announcement of the pending sale (March 6, Deputy Mayor Snaden) followed by the public hearing request (April 3, Mayor Garant) ostensibly came from out of the blue for the rest of us and now we are playing catch up and the residents are as well. 

There should have been more discussion about this building in the public sphere — years if not months ago; i.e., the ARC, CAC, Port Jefferson Historical Society, all could have been engaged. 

Is it too late? We will see. But because the developer is working within a “timeline” as described by the mayor, this has suddenly become an urgent, time-sensitive matter. The public hearing remains open for three weeks.

Maryhaven: a potential spot zoning case

I was surprised to learn at the May 1 standing-room-only public hearing that the mayor, deputy mayor and village attorney have been in discussions with the developer for the proposed Maryhaven project for well over a year. Yet the first time the residents were made aware of this proposal was at a March 6 Port Jefferson Village Board of Trustees meeting.

 While I applaud the Board of Trustees for their interest in preserving the historic Maryhaven building, their solution — changing the village code to achieve this goal — seems like the classic definition of spot zoning. This is the practice of singling out a specific property for a special zoning designation that differs from surrounding properties — an approach that is controversial and subject to challenge. During the hearing, the village attorney and mayor repeatedly said the purpose of the zone change was to preserve this historic building.

 Significant concerns were raised about the scope and scale of the Maryhaven redevelopment that would be facilitated by the “relaxing” of existing limits in our code. Many good alternatives to the proposed code change were offered both by residents and trustees Lauren Sheprow and Rebecca Kassay. But there was near universal opposition to changing the village code to accommodate this project because of its potential for adverse impacts to this property and for other parts of the village.

If the village is serious about historic preservation, we need to explore code changes that would apply to more than just a single property. Also, funding opportunities for historic preservation should be vigorously researched and a report issued so that the village can make fully informed land use decisions.

Character assassination in PJ mayoral race

I came home from the May 1 Village of Port Jefferson public hearing elated. Village Hall was packed with residents who were there to weigh in on a code change that would affect the development of the Maryhaven building, encompassing people from all political stripes. Yet, here we were engaging in civil discourse and united in the goal of trying to find the best solutions for our community.

So I was stunned when I received a letter, the very next day, which can only be described as a character assassination on one of our mayoral candidates. The unsigned letter, which had no return address, purported to be from a “concerned villager,” and proceeded to attack trustee Lauren Sheprow in a vile manner.

I have the pleasure of knowing both candidates and refuse to believe either of them would ever condone such ugly politicking.

Last year, when we had an unusually competitive trustee campaign, the candidates remained civil. I trust Deputy Mayor Kathianne Snaden to maintain an even higher level of courtesy and respect, and am confident she will publicly condemn this offensive attack on her colleague.

Going forward, I hope all candidates will urge over-ardent supporters to refrain from personal assaults and focus on issues villagers care about.

Snaden: a seasoned leader

It has recently come to my attention that we have an open mayor’s seat in the Village of Port Jefferson’s election taking place this June. Deputy Mayor Kathianne Snaden is running for the open seat, as well as newly elected trustee Lauren Sheprow.

We need to be mindful that the mayor’s office is no longer a place where a neophyte can just step in. The village is a small city, with two major hospitals, a train station, deep water harbor, school district, two business districts, large federal FEMA grants and major redevelopment projects underway uptown. It takes a seasoned, experienced person to be able to run this village and the $11.37 million budget in place.

Having been a trustee for less than one year, Sheprow does not bring experience to the table. She is rather in the middle of a very large learning curve, seeing to the day-to-day “ins and outs” of village policies, New York State law and municipal government — never mind the obligations of the mayor’s office. She has in fact, confessed herself on many occasions in public meetings that she hasn’t done a budget before and hasn’t run a public hearing.

On the other hand, you have Deputy Mayor Snaden, who has been working for years under the tutelage of Mayor Margot Garant. Snaden is a seasoned, experienced proven leader, with her own perspective and innovative ideas who is ready to take control.

In this election cycle, Sheprow would keep her seat if she loses her bid for mayor and would remain a trustee. If, on the other hand, Sheprow is elected we will have in office a neophyte mayor, and we will lose Snaden as she gives up her trustee position to run for mayor. 

So, I ask you: Why would we vote for a rookie and lose the lead pitcher, when we can have them both on our team? Don’t forget, the last time a Garant [Jeanne] left office to an inexperienced mayor, our taxes went up. Let’s not let history repeat itself.

Vote ‘no’ on the May 16 school bond vote

My name is Teri Powers. I’m 63 years old, widowed, a resident and homeowner for 37 years.

Currently, we are on the LIPA tax burden (glide path), in which we have experienced increases in our tax bill, but the lion’s share of this burden is a result of that settlement, which will increase our current taxes by over 35% by the year 2027.

The Port Jefferson School District Board of Education is proposing a $15.9 million capital bond vote on Tuesday, May 16, at the high school between 6 a.m. and 9 p.m. A similar bond vote was defeated in December 2022. Please renew your enthusiasm and defeat this bond again.

Support Healthy School Meals for All bill

Every child deserves to be fed, and in a nation as wealthy as ours, no child should go hungry. The April 20 editorial [“Food before football: Long Island’s uphill battle against childhood hunger”] correctly identifies the crisis of child hunger, and how our government is failing to adequately address the issue. There is a legislative answer to this crisis in New York, and it is the Healthy School Meals for All bill. Our state Legislature and Gov. Kathy Hochul [D] must pass it this year.

The bill ends the policy of means testing, and establishes permanent funding for every child to receive breakfast and lunch at school at no cost. This saves struggling families money on their grocery bills, and eliminates the stigma that may prevent children from utilizing the current program. The cost in New York would be less than 0.01% of the state budget, with $200 million of state dollars supplementing the federal assistance provided to New York. It is estimated that this will provide an additional 726,000 students in New York state access to two meals a day. Currently, one in seven of New York’s children are food insecure, and this disproportionately impacts students of color. 

Children are more than just a test score. If a child is hungry, it is difficult for them to learn, to play and to grow. The Healthy School Meals for All legislation addresses the needs of the whole child, and is economic justice for New York’s children and families. 

This bill is supported by many organizations across the state. Suffolk Progressives, the group I founded, is a proud supporter of the bill, and I encourage others to join the call to reduce child hunger by asking their lawmakers to sign on. I urge constituents to reach out to state Sens. Anthony Palumbo [R-New Suffolk], Dean Murray [R-East Patchogue] and Mario Mattera [R-St. James], and Assemblywoman Jodi Giglio [R-Riverhead], who are not currently listed as co-sponsors of the bill. 

Childhood hunger is not a partisan issue, and all of Long Island’s lawmakers should get behind this legislation. The Legislature must pass Healthy School Meals for All, and Hochul must sign it into law in the 2023 legislative session. New York’s children are depending on it.

Let’s patronize our local restaurants

Why not patronize your neighborhood restaurants during Long Island Restaurant Week April 23-30 with a wide variety of both two-course lunch and three-course dinner specials all year long.

My wife and I don’t mind occasionally paying a little more to help our favorite restaurants survive. Don’t forget your cook and server. We try to tip 20 to 25 percent against the total bill including taxes. If it is an odd amount, we round up to the next dollar. If we can afford to eat out, we can afford an extra dollar tip. When ordering take out, we always leave a dollar or two for the waiter or cook. It is appreciated. 

The restaurant industry employees include hosts, bartenders, waiters, bus boys, cooks, cashiers, parking valets, wholesale food sellers, distributors and linen suppliers. There are also construction contractors who renovate or build new restaurants.

Our local entrepreneurs work long hours, pay taxes and provide local employment especially to students during the summer. If we don’t patronize our local restaurants, they don’t eat either. Why travel into Manhattan when there are so many great neighborhood restaurants in Centereach, Cold Spring Harbor, Commack, Huntington, Mount Sinai, Northport, Port Jefferson, Selden, Smithtown and Stony Brook?

Maria’s No Mow May campaign

Sadly, Maria Hoffman passed away in 2022. She was someone who was involved in everything and anything that touched our community — historical preservation, open space protection and environmental issues.

There was no issue too large, or too small, that Maria wasn’t part of — and always achieved with a smile on her face.

Her involvement was done with a quiet style and grace, and while her voice was soft and light, her influence was great.

Anyone who enjoys West Meadow Beach, the Setauket to Port Jefferson Station Greenway, the cultural, historical and art institutions in the area — they all need to give special thanks to Maria’s legacy.

Maria was an avid beekeeper.

She loved her bees and maintained a number of hives.

Her eyes sparkled whenever she spoke about bees — she marveled at their unique abilities and intelligence.

And she was deeply concerned about the declining bee populations across the country.

To honor the legacy of Maria and to protect the bee, butterfly and bird populations, the Three Village Community Trust is kicking off its 1st annual Maria’s No Mow May campaign.

No Mow May is an international movement that first was popularized by Plantlife, an organization based in Salisbury, England. The simple goal of No Mow May is to allow grass to grow during the month of May, creating an important spring habitat for early season pollinators. No Mow May is really easy — do nothing!

Don’t apply any fertilizers, herbicides, fungicides or pesticides.

While community residents might not want to leave their entire lawn unmown for the month of May, just allowing a small area to be part of No Mow May will make a difference to the environment.

Eliminating bail reduces recidivism

A recent letter by Jim Soviero [“Dem Albany County DA Soares criticizes bail reform,” April 6] essentially reprints a New York Post op-ed piece by Albany County DA David Soares deriding bail reform. Soviero takes great pains to emphasize Soares’ political affiliation (Democratic) and race (Black).

As I’m sure Soviero would agree, even Democrats can be wrong sometimes. And regardless of Soares’ race, neither he, nor Rupert Murdoch’s New York Post, nor even Soviero himself are better equipped to decide what’s best for New York’s African-American community than that community itself. Polling shows that the overwhelming majority of Blacks support policies reducing incarceration. If bail reform is as terrible for the African-American community as Soviero’s crocodile tears seem to suggest, there’s a simple remedy — they can vote out of office their representatives who voted for it. That’s not about to happen. Instead, the voices most stridently denouncing reform are those exploiting the politics of fear and division.

If just jailing people made our streets and communities safer, the United States should be the safest country in the world. After all, we lead the world in incarceration, both absolutely and per capita.

As far as the cherry-picked statistics Soares relies on and Soviero repeats to denounce reform, they’re all wet. A study released this March by John Jay College, the preeminent criminal justice school in the state, shows that the 2020 bail reform law has actually reduced the likelihood of someone getting rearrested. “Fundamentally, we found that eliminating bail for most misdemeanors and nonviolent felonies reduced recidivism in New York City, while there was no clear effect in either direction for cases remaining bail eligible,” said Michael Rempel, director of John Jay College’s Data Collaborative for Justice.

All of this obscures the fact that the purpose of bail is for one thing only — to restrain those judged to be a flight risk. It is not to lock up people, sometimes for weeks or months in horrible conditions, who are legally innocent. Unless we are willing to drop the presumption of innocence from our legal system entirely. 

I’m sure that Soviero would agree with me that the recently indicted former president is legally entitled to the presumption of innocence. So why is it that he, who is rich and powerful, is entitled to this, but someone who is poor and powerless is not? I don’t know what to call that, but I certainly wouldn’t call it justice.

Local residents toast George Washington’s visit

This past Saturday local residents gathered on the corner of Bayview Avenue, East Setauket, and Route 25A to commemorate the 233rd year of our first president George Washington’s visit to Setauket on April 22, 1790. Several in attendance read excerpts about Washington and his life, including a poem written by ChatGPT on Washington’s trip to the Roe Tavern in Setauket.

As many know, Washington came to Setauket during the first year of his presidency to meet with Capt. Austin Roe who ran a small tavern on what is now Route 25A near East Setauket Pond Park. Though the president’s diary was sparse about the true intentions for his five-day trip to Long Island, many believe it was to thank those who had been part of the Culper Spy Ring that was founded in Setauket and critical to Washington’s success against the British troops and mercenaries encamped in New York City.

This is the second year that local resident Rick McDowell and his brother Ken organized the gathering. They are already planning next year’s commemoration for another rousing cheer to our first president and to the Setauket spies who helped him win the War of Independence from Britain.

May 1 public hearing on Maryhaven is urgent

It’s concerning that a Village of Port Jefferson public hearing on changes to zoning for the Maryhaven Center of Hope property is still scheduled for May 1.

Especially since the follow-up work session on April 25 raised more questions than answers — even for some of the trustees. Further, from what we understand, the Board of Trustees has not even received a formal request from the developers, and the Building Department has no record of any application. So why the rush?

The village attorney argues that having the zoning hearing now allows the village to be proactive when the developers are ready to apply. But this remedy seems more preemptive than proactive because the residents don’t yet have enough information to make an informed decision.

Not only were we not included in any of the prior discussions, but it does not appear that a full due diligence was conducted.

It might be too late to call for the hearing to be postponed. But it’s not too late to request that no binding decisions on Maryhaven be made until residents have a chance to review the facts and, perhaps, propose other options for the property.

In order to get answers, we urge you to come to the public hearing at Village Hall on Monday, May 1, at 6 p.m.

No interest in changing Port Jeff Country Club to a public course

This is an open letter to the editor, to the members of the Port Jefferson Country Club and to the residents of the Village of Port Jefferson.

It has been brought to my attention by several members of the country club that inaccurate messaging is being shared around the course — that as part of my Port Jefferson mayoral campaign platform, I intend to convert the country club to a public municipal golf course, and make golf at the country club free for all residents. At first, I thought it was a joke. Because nothing could be further from the truth. Then when more people started asking me if it were true, I knew I had to address this publicly.

I have no interest or intent in changing the country club to a public course. I hope those who consider voting for me see through this political ruse and know I would never be so reckless or fiscally irresponsible. It will remain a private municipal course, as it always has been from the day Mayor Harold Sheprow acquired it, and as it was established when the decision to buy it was voted upon favorably in 1978 by the residents of Port Jefferson.

I will always support making the club and its restaurant facilities a welcoming and inclusive environment for all residents. Giving memberships away for free does not enter into that equation.

With an approaching May 1 public hearing on the Maryhaven Center of Hope property on Myrtle Avenue, tensions are simmering within the Village of Port Jefferson Board of Trustees.

During an April 18 business meeting, trustee Lauren Sheprow clashed with Mayor Margot Garant and members of her administration over “the process” in which potential zoning code changes have been handled to date. This dispute comes as the village enters the heart of election season, with decisions over term extensions, term limits and election administration hanging in the balance.

The Six Acre Park Committee also inched closer toward a concept plan for the last remaining tract of undeveloped open space in Upper Port.

As the village board prepares for the highly anticipated May 1 public hearing, Sheprow is at odds with some of her colleagues over how decisions with the property have been advanced. “I’m wondering about the process,” she said.

Responding, Garant said deliberations over Maryhaven predate Sheprow’s entry to the board in July 2022 as the previous board held a work session approximately 18 months ago with Alison LaPointe, former special village attorney for building and planning. At the time, LaPointe had advised the board to consider rezoning the property, the mayor said.

Gradually, the matter has become a question of historic preservation as maintaining the existing building is in the village’s interest, Garant added. 

“We’d like to see the building be maintained or preserved somehow,” the mayor said.

Village attorney Brian Egan gave additional context, saying the process began in 2019 when Catholic Health notified the village it would sell the property. The issue, Egan noted, lingered for some time though Garant started pushing for the structure’s preservation.

“It became the village’s initiative — the mayor’s initiative — of engaging with Catholic Health, saying, ‘We’re going to work toward trying to save that building,’” Egan said. “That was really impetuous and got us to this point to say, ‘How can we save the building for an adaptive reuse as opposed to putting it all into a landfill.’”

He continued, “The policy of the Village of Port Jefferson — hopefully, if this board adopts it — is to preserve the historic building that’s on it and encourage its adaptive reuse as opposed to demolition.” Egan added, “The ideal process is to draft the zoning that this board wants to see, and make the developers work to that standard.”

Sheprow expressed her appreciation for Egan’s clarification, adding, “I appreciate that explanation very much, just would have loved to have had that before opening it up for a public hearing so that we all kind of understood the entirety of the concept.”

The board agreed to set a work session on Tuesday, April 25, at 2 p.m. to discuss the matter further.

Elections

Trustee Rebecca Kassay reported she had received resident interest in creating a task force to oversee the restructuring of village government and elections, exploring issues such as term limits and extensions, change of election month and counting ballots by hand or machine.

Sheprow shared that PJV is working to obtain a document from the Village of Southampton for reference. Southampton “had a panel that went through this process,” she said. “So maybe we can use that document as a guide to help look at best practices.”

Conversations surrounding election changes were prompted by a notification from the Suffolk County Board of Elections that its electronic voting machines would not be made available to the village, to be used instead for primary elections this June.

Sheprow inquired whether the village could rent or purchase voting machines to administer the upcoming June 20 election for village mayor and trustees, especially as at least two other Long Island villages will be using such devices.

Egan clarified the legality of this proposal. The village attorney cited the New York State Election Law, which bars villages from renting machines from vendors outside their county BOE.

“It’s not a question of the integrity of the machines,” the village attorney said. “It’s a question about whether the Election Law will allow us to do it, and the Election Law is very clear that it does not, and [the New York Conference of Mayors] is very clear that it does not.”

Six Acre Park

The Six Acre Park Committee met with the board, along with representatives of the Hauppauge-based civil engineering company VHB, toward finalizing conceptual plans for the 6-acre parcel along Highlands Boulevard.

Garant outlined the committee’s purpose and the current status of the project. “The whole reason why we got this structure in place with the committee and the design team of VHB is because there’s a New York State grant that we are positioning ourselves to make an application for,” the mayor said. “We’re just trying to get to that point where we have what we need to make a submission.”

Andrew Kelly, a VHB landscape architect, presented three concept plans to the committee and board. Kelly said most spaces within the 6 acres would be open, tree-lined areas with native plantings. All options accommodate a realignment of, and on-street parking along, Highlands Boulevard.

Plans are to include security lighting, Kelly said. Kassay, trustee liaison to the Six Acre Park Committee, added that transitioning this area into parkland would discourage people from camping on-site.

“Projects like this have been proven to greatly increase the safety and security of an area,” she said.

The next steps are to decide upon a conceptual plan, likely integrating elements of all three concept proposals presented during the meeting. The mayor added that the board would soon return for a final round of public input as it completes the conceptual planning phase.

The Village of Port Jefferson Board of Trustees unanimously approved the annual budget Monday evening, April 3, though appropriations weren’t top of mind for the sea of residents crowding the boardroom.

Dozens turned out to confront the board over its recent decision to extend the terms of service for village offices from two to four years — a decision it promptly reversed. Less than 90 days until village elections, the community and board instead now grapple with the competing demands of streamlining election administration and public oversight over term changes.

“We wanted to kind of say ‘sorry’ and take a giant step backward,” Mayor Margot Garant told the public.

Upon rescinding the resolution, the mayor noted the need to relieve village clerk Barbara Sakovich in administering the coming June elections, adding that neighboring municipalities have generally implemented such changes. 

“Probably the majority of other townships and municipalities — villages specifically — have their elections in March and have moved to four-year terms,” she said. “I think it’s the direction we may all agree to at some point,” but the board is “taking pause” before rendering further judgment.

Trustee Rebecca Kassay offered to begin exploring how other municipalities procedurally implemented term changes, keeping open the possibility of forming a committee to collect public input on the matter. 

“Please look probably to the next meeting if you want to get this going while everyone has it in mind,” she said, adding the board “will be talking more about the process of helping to gather resident input and really handing it to the residents to make these decisions.”

In the wake of the reversal, Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow, both mayoral candidates, offered their commentary. Snaden said she had a change of opinion after learning of the high signature threshold to move the measure onto the June ballot via permissive referendum.

“It just made sense to me at the time, again, because of the ability for the residents to come forth and let us know,” she said. “After that happened and I heard from some residents — what the numbers were for them to bring forth the permissive referendum, that’s when I said that’s burdensome.”

The deputy mayor added, “We’ve had discussions, and we talked about bringing it tonight and considered rescinding and starting from scratch, giving it to you guys to say to us what you want to do.”

Sheprow raised the possibility of the village acquiring electronic voting machines ahead of the June elections. 

“What we didn’t realize when we were meeting, and it really wasn’t discussed holistically at the last meeting, was whether or not there are voting machines available to rent or purchase,” she said. “As long as they’re certified by the Suffolk County Board of Elections, we have that option available to us.”

Leaders of the recently resurrected Port Jefferson Civic Association made formal contact with the village government, exchanging introductions and outlining their organizational agenda. 

Civic president Ana Hozyainova thanked the board for rescinding the resolution for term extensions but asked for more public input over village decision-making.

“The civic association didn’t take a stance on whether it should be two or four years but really took objection to the fact that such an important issue which doesn’t have a clear-cut solution … was taken without any public debate,” she said, adding that more public deliberations over fortifying the eroding East Beach bluff could have occurred.

The board approved $0.50 increases in managed parking rates for weekdays and weekends, setting the rates at $1 per hour Monday through Thursday and $1.50 per hour Friday through Sunday.

Budget highlights

Village treasurer Denise Mordente delivered the fiscal year budget presentation, highlighting the budgetary constraints imposed by rising inflation and costs, also declining public revenues from the Long Island Power Authority through the Port Jefferson Power Station.

“The interest for our [bond anticipation notes], gasoline, heating oil, all of that ties in,” Mordente said. “We tried as best as we can to not put the burden again on the taxpayers.”

The budget increased by 7% from last year from $10.59 million to $11.37 million. However, the village drew $257,882 from its $1.8 million fund balance to minimize tax increases, Mordente explained. The village lost roughly $107,000 through the LIPA glide path agreement, with 15% and 20% increases in medical benefits and insurance, respectively.

The village committed to reductions in staff, opting against filling some vacant positions while assigning multiple titles to existing personnel. The administration also instituted a spending freeze for department heads, who stayed within their respective budgets from last year.

“The overall for our tax increase on an average house of $1,500 [assessed valuation] is $75 a year,” Mordente said. “We’re trying not to impact the way of life for our village.”

The Board of Trustees will meet again Tuesday, April 18, at 3 p.m., with scheduled presentations from Johnson Controls and the Six Acre Park Committee.

In a historic act, the Village of Port Jefferson Board of Trustees voted 5-0 on Monday to extend the terms of service for village mayor, trustees and judges from two to four years.

Prompting the vote, village clerk Barbara Sakovich recommended the term changes during her report, outlining the logistical challenges of holding elections every year. 

“As we have an election every year, and we’re gearing up for this June’s election, we know we’re not getting [voting] machines anymore because of the primaries,” the clerk said. “I just would like to maybe get everyone’s pulse on maybe changing the terms from two to four years so that we don’t have to keep doing this every year.”

Village attorney Brian Egan advised the board the term extensions would be legal under the New York State Village Law. The change would not affect ongoing terms but would impact the incoming mayor and trustees elected this June. The resolution is subject to a permissive referendum, which under the state law would enable the public to put the resolution out for a public vote this June.

Before the unanimous vote on the resolution, some board members offered their opinions on how four-year terms may benefit the village. “I always look at how you can get a higher voter turnout across the village,” trustee Rebecca Kassay said. “Voter turnout is always relatively dismal, but having an election every single year, people don’t seem to know about it.”

Trustee Stan Loucks suggested the existing term lengths are inadequate for long-term decision-making and planning. “I’ve always thought two years is way too short,” he said. “The first year, you’re just getting your feet wet, and the next year you’re out there campaigning.”

Trustee Lauren Sheprow considered the permissive referendum an option available to community members if they choose to exercise it. 

“Let democracy happen,” she said. “If the public wants to have a referendum or wants to have a vote on it, then they will let this board know. Give them the choice to come forward on it.”

Mayor’s response

In an interview following the decision, Mayor Margot Garant explained what village residents could expect moving forward.

“This is a board decision that is subject to a public referendum,” she said. “What that means is that the public … has 30 days within which to garner the requisite signatures to bring it to a public vote.” 

Assessing the board’s motivations for approving the measure, Garant emphasized administering village elections has become highly problematic. She noted that the absence of electronic voting machines to conduct elections has placed undue strain on the village clerk, who must count the ballots by hand.

“I believe part of what’s really driving this is the fact that we’re not getting electronic voting machines from the Suffolk County Board of Elections,” the mayor said. “To count the ballots by hand is a six- to eight-hour exercise,” adding, “I think Barbara did not finish counting votes until 2 a.m. This year being a mayoral election, she’s probably going to be there until 3 or 4 in the morning.”

Garant, asked for her outlook on the electoral process in Port Jefferson, acknowledged that elections foster accountability for those in office. However, she stated the board must also weigh the challenges of administering such elections, especially when they are conducted by paper ballots and counted by hand.

Elections “create a sense of accountability,” she said. “But I think the resources it takes and the amount of energy it takes to run an election really does impact your ability to serve. A two-year term is not a long time to get things done.”

She added, “I think it’s always great to have your community engaged, and I think elections engage the public. … I made the motion because I think the pulse of the room was for that, and again, the 5-0 resolution shows you that the political will was there.”

Asked whether there was adequate public input before passing the resolution, Garant said the board used the appropriate procedures and operated within the confines of the state Village Law.

“If the Board of Trustees has the authority to make that decision, I don’t think hearing more public input would have swayed that decision,” Garant said. “There is a mechanism by which the people can speak, and that was exactly what Lauren said — let them exercise their right to a permissive referendum.”

Pressed on whether fewer elections translate to less democracy, the mayor responded, “I don’t think so.” Effective democracy, she indicated, takes a more holistic approach.

“I think that there’s a broader definition to democracy,” she said. “Democracy is a government of the people, by the people, for the people. There are still a lot of mechanisms to keep that in place and working.”

She concluded, “I think we’re a little behind the times, and I think it’s time to catch up and let the people decide.”

The candidate pool for this year’s mayoral election in the Village of Port Jefferson just doubled in size, with trustee Lauren Sheprow now entering the race.

Seven-term incumbent Mayor Margot Garant announced her retirement from the village government in February and has since secured the Democratic Party’s nomination for Town of Brookhaven supervisor. To fill the open seat, Deputy Mayor Kathianne Snaden was first to announce her candidacy. Sheprow is now the second.

In an exclusive interview, Sheprow confirmed her candidacy, stating that she has canvassed village residents who have expressed general interest in a new direction for village government.

“They would like to see a turn of the page for their village,” Sheprow said. “As I contemplated that, and as I had a perspective on how the government runs over the past eight or nine months as a trustee, I started recognizing opportunities for a new vision.”

If elected, she would be the second member of her family to occupy the office, her father Hal having served six terms as mayor from 1977 to 1991.

Sheprow joined the Port Jefferson Board of Trustees in July, unseating four-term incumbent trustee Bruce Miller. Before entering the board, she had spent 16 years as the chief media relations officer at Stony Brook University and before that four years as the public relations director at Mather Hospital.

Sheprow suggested her experiences within the SBU and Mather administrations directly apply to that of the village. “They have very similar departments as the village has, only on a larger scale,” the trustee said. “I think I can bring a lot of that experience to our village to help it run more efficiently and effectively.”

Since entering the board, Sheprow has taken on several assignments, serving as the village’s communications commissioner and as trustee liaison for both recreation and the food and beverage lessee at Port Jefferson Country Club. 

For Sheprow, expanding use of the country club’s restaurant and catering facility would remain a priority. She said village organizations such as the Parks & Recreation Advisory Council and the Social/Hospitality Task Force are working to “help guide the lessee to create a more engaging membership experience,” adding, “I’ve seen some developments in that area, and as the season comes upon us, we’ll see the outcomes of that work.”

Sheprow and Snaden are currently the only two declared candidates for mayor. Incumbent trustee Stan Loucks and former village clerk Bob Juliano are both running for trustee.

Election Day will take place Tuesday, June 20.

The Village of Port Jefferson Board of Trustees met on Monday, March 6, with a public meeting covering the East Beach bluff, youth programs, irrigation systems and public safety.

The board continued planning for the phase II upland wall project between the East Beach bluff and the restaurant facility at Port Jefferson Country Club, approving a modification to its drainage plan to accommodate racket sports facilities for $5,500.

Approaching its budget season, the board adopted a local law to enable it to approve a budget with a tax levy that exceeds the default tax levy under New York’s General Municipal Law. The local law passed 3-1, with Mayor Margot Garant absent and trustee Lauren Sheprow voting against it.

The board deliberated with Lisa Perry, president of the village-based nonprofit Long Island Foundation for Education & Sports, a children and family services group which rents a room in the Village Center.

The village lowered the room’s rental rate from $42 to $35 per hour following the COVID-19 pandemic to assist LIFFES with its expenses. Perry emphasized the program is a service to the community.

Following some back-and-forth, the board passed a resolution to continue billing the nonprofit at a $35 per hour rate for the remainder of LIFFES’ spring season. The two parties would revisit the rates for its fall season by May.

Suffolk County police officer John Efstathiou delivered the department’s report on public safety, noting the problem of vehicular theft throughout the area.

“Let’s lock our cars,” he said. “Let’s keep our cars locked in our driveways. Let’s lock them when you park in a parking lot because people are out here stealing many items from people’s vehicles.” He added, “Do not leave your keys in the car.”

Resident Arthur Epp inquired about xylazine — also known as tranq — an animal tranquilizer appearing in fentanyl supplies throughout the country. 

Efstathiou said the 6th Precinct “has not seen that yet.” Because Narcan does not help in instances of xylazine overdose, he suggested the substance would remain on the department’s radar.

Acting code enforcement chief John Borrero delivered the code department’s report. He took over as acting chief following the suspension with pay of Fred Leute last month. 

Borrero reported a recent incident of two Rottweilers attacking a small dog. “They tore him up pretty good,” the acting chief said, adding that the owner received two citations. 

Borrero urged, “Please keep your dogs tied up.”

Deputy Mayor Kathianne Snaden reported that the Jericho-based Beechwood Organization is in its final stages of closing on the Maryhaven property, with plans to convert that area to residential housing.

“Their plan is to build condos on that site,” Snaden said. “We have a lot of apartments being built uptown. We had some apartment buildings down here, but these will be owner-owned condos.” The deputy mayor added that Beechwood would soon submit its application to the zoning and planning departments.

Trustee Rebecca Kassay reported that the village is exploring potential solutions to the drought problem on Long Island, considering irrigating the golf course at PJCC using rainwater.

“This is the direction everyone seems to be going in,” she said. “The water situation has been serious.”

Trustee Stan Loucks reported that permits are now available for kayak racks. “If you have a kayak, canoe or vessel, you can pick up your applications right now,” he said. “The lottery for those racks will take place on April 3.” He added, “Hopefully, we have enough racks this year, so we don’t really freeze anyone out.”

He also reported that the walkways at Harborfront Park would be renovated in the coming weeks, with discussions in the works for rerouting some.

Trustee Sheprow said the Parks and Recreation Advisory Council approved the date of Aug. 17 for the village’s annual community golf outing at a rate of $75 per player.

“Whoever wants to play who lives or works [in the village], volunteers for the fire department, working in the school district, works at the hospitals is welcome to participate in that golf outing,” she said, adding, “It was very successful last year.”  

During the meeting, Snaden presented Drowned Meadow Cottage historian Mark Sternberg with a village proclamation for his research connecting Port Jefferson to the Culper Spy Ring.

Following the presentation, Sternberg delivered a brief address thanking those for supporting him in his historical endeavors and discussing the momentum behind the village’s local history.

“The energy with the cottage is so incredible, and I wouldn’t be doing this if I didn’t see smiles on so many people’s faces that are coming through,” he said. “It’s been an incredible ride, and I can’t wait to continue it.”

During the public comments, resident Myrna Gordon petitioned the village board to consider banning single-use plastic containers, particularly for village-sponsored events. 

“I would hope that an ordinance or request can be made that the only kind of containers that can be used are environmentally friendly or paper products,” Gordon said. “We have to do away with the plastic.”

The Village of Port Jefferson Board of Trustees met Monday, Feb. 6, with public commendations, updates on East Beach Bluff construction, coastal resilience strategies and parting words.

Recognitions

The village board recognized three code enforcement officers who responded on Dec. 28 to an active shooter incident in Upper Port. Mayor Margot Garant acknowledged code officers Scott Borrero, Emmanuel Kouroupakis and Kevin Toner for their services during a recognition speech.

“I want to thank you in your team efforts for closing off the scene to both vehicular and pedestrian traffic, rendering lifesaving first aid to the victim and keeping all safe until Suffolk County police arrived,” she said.

The board also acknowledged former New York State Assemblyman Steve Englebright (D-Setauket) for his decades of service representing the Port Jefferson community. While she had intended to present Englebright with a plaque, Garant said the village parks department was “so efficient they already secured it on the building” at the Drowned Meadow Cottage Museum.

Instead, she presented the former assemblyman with a picture off the bathroom wall at Village Hall. Accepting this honor, Englebright delivered a brief address, sharing the history of the William Tooker House on Sheep Pasture Road, for which his office worked to secure over $800,000 for historic preservation.

“We have a chance to preserve the legacy that our forebears have brought to us,” he said. “That adventure is just beginning. That house has many more insights to give us as we restore it to useful service.”

He added, “I again say thank you so very, very much to the board. You’re all my heroes, and it’s a great honor to receive the picture off the wall.”

Reports

Mayor Margot Garant offered an update on the ongoing construction at East Beach as part of phase I of the village’s bluff stabilization initiative. 

“They’ll be starting some of the upland work, restoring some of the material that we lost at the top of the bluff,” she said. “Then they’re poised to revegetate the entire slope for the spring.”

The mayor added, “It’s an exciting project. I believe in the project, and I’m looking forward to its completion.”

Entering the budget season, Garant said she is also working with each of the departments with the goal of “not trying to spend a lot of money.”

Trustee Stan Loucks updated the public on engineering plans to replace racket facilities at Port Jefferson Country Club. “These plans call for the building of six pickleball courts and three tennis courts,” he said. “This new facility is going to be constructed with a hard surface to allow play for a much longer season.”

He added, “The facility is going to be available to all village residents, as well as some sort of membership. The timetable for construction is totally dependent upon present construction that is going on up there right now.”

Trustee Rebecca Kassay announced an upcoming meeting between the village and officials from U.S. Geological Survey. Coordinated with the assistance of Elizabeth Hornstein, a New York State Sea Grant sustainable and resilient communities specialist for Suffolk County, the meeting will cover the coastal resiliency needs of the village.

“The mayor and I will display how clearly interested we are in climate resilience and in being proactive about these issues,” Kassay said.

Trustee Lauren Sheprow reported on a recent meeting of the Parks and Recreation Advisory Council, stating that one of the priorities that came from the discussions was updating the East Beach and West Beach restroom facilities.

“It was toasty warm that day, but it was a fun event, very well attended,” she said. “The ice sculptures were beautiful as always, and fun was had by all.”

Near the end of the meeting, Garant announced her retirement as mayor, with her 14-year tenure to end in June. During the public comments period, some residents took the opportunity to thank the outgoing village mayor.

“As a resident, mayor, thank you,” said Alison LaPointe. “As your friend, I’m so proud of you. Congratulations.”

Kathleen Riley discussed the breadth of Garant’s impact over her seven terms in office. “I don’t think many of the residents know to what extent you have done for this village,” she said.

Loucks said he has “learned an awful lot working with Margot,” adding, “I think the world of her and wish her all the best.”

Snaden recognized Garant’s level of commitment during her time presiding over the Board of Trustees. “Your guidance, your instruction and your dedication have gone unmatched and will continue to go unmatched,” the deputy mayor said. “I appreciate you as our mayor, as the leader of this community for so many years, as my friend.”

The past two bonds put forth by the Port Jefferson School District were defeated by the taxpaying residents of Port Jefferson. The $30 million bond put forward in 2017 had significant public opposition. The vocal majority was virtually ignored, but the vote ensured their voice was heard. Fast forward to 2022 and a new $25 million bond proposal. Lesson learned? Partially.

The 2022 bond was somewhat more palatable. Those who put it forward did the right thing by separating the athletic field turf project ($1.9 million) from the HVAC projects, classroom relocations and locker room/team room facility upgrades ($23.1 million). Neither proposition passed but the administration returned to the drawing board Jan. 24 to come up with a new bond, and will once again ask Port Jefferson taxpayers to pay for capital projects that have been ignored for far too long.

I, like many in the village, am torn at the enormity of the cost estimates for these projects (and like many in the community I have spoken with, I am interested in understanding more about how the architect of record comes up with these cost proposals but that’s a conversation for another day). I wonder if we shouldn’t look at more creative, cost-effective mitigation than what was proposed in Prop 1 of the 2022 bond. I am also curious as to which projects might be able to be completed using capital reserves that the district has on hand from its annual budget process. The good news is, as we learned at the Jan. 10, 2022, Board of Education meeting, the administration was able to identify general fund balance monies to build an ADA compliant bathroom at Edna Louise Spear Elementary School (which was in Prop 1 of the 2022 bond proposal).

Putting that debate aside, I wanted to clarify something reported in the Jan. 19 edition of The Port Times Record – that at a recent meeting of the Port Jefferson Village Board of Trustees I cited a Newsday report indicating that approximately 80% of the $14 billion federal COVID-19 relief funds have yet to be spent by public schools statewide, which is accurate. What was misunderstood was that I suggested the heating and ventilation systems upgrade proposed in Prop 1 of the 2022 bond may qualify under existing COVID relief conditions. I want to clarify that I fully understand that the existing COVID relief funds for which the school district is eligible has reached its limit at $375,000 and that Port Jeff doesn’t qualify for additional relief funds due to student count, free or reduced price lunch ratio and combined wealth ratio. 

My point in this conversation was to think beyond the bond/tax increase model. As I see it, we have three tools in the toolbox that we haven’t fully investigated:

1. Explore a more strategic conversation with our state and federal elected representatives to understand if or how the funding criteria can be reevaluated so unspent funds don’t languish.

2. Resident participation: By attending BOE meetings, committee meetings — especially the finance committee and bond planning meetings — our residents have an opportunity to voice their opinions in real time and become more engaged in the BOE’s selfless and tireless efforts to make our school district the best it can be.

3. Fundraising: We need an official alumni association for Earl L. Vandermeulen High School. The purpose of such an association is to foster a spirit of loyalty and to promote the general welfare of the district. Alumni associations exist to support the parent organization’s goals, and to strengthen the ties between alumni, the community and the parent organization. It works for higher education. It can work for our alma mater. 

Our alumni infrastructure, although not organized, is very strong. Passionate residents, including Port Jeff alumni, started the still active Royal Educational Foundation in 1991 when a need was identified to fund unfunded teacher programs. Port Jeff has a hall of fame, hosts an annual homecoming parade and event, and for more than 60 years parents of graduating seniors have been raising funds for the iconic Port Jeff Senior Prom experience. And for nearly nine decades, tens of thousands of Port Jeff grads have been coming back to Port Jeff for high school reunions because of their strong connection to their alma mater.

Consider the possibilities. If we create a capital campaign for a specific project and reach out to alumni who may have a deep connection to said project, with naming rights and all bells and whistles, who knows what can be accomplished? A new instruction area for the music program? New locker room and team room facilities for our student athletes? An annual hall of fame recognition dinner?

Port Jeff alumni are some of the most talented, accomplished people in the world. Let’s engage them with their alma mater and ask for their help. Let’s find a way to support the Port Jeff School District, its students, faculty and staff by connecting the tens of thousands of alumni living among us and away from us to their alma mater through an official PJ alumni association. It will require a great deal of organization, establishing a 501(c)(3), and infrastructural support including digital assets and content curation.

The Village of Port Jefferson Board of Trustees convened Tuesday, Jan. 17. The board tackled a range of subjects from upcoming coastal engineering projects to a rideshare service and school district facilities.

A proposed westerly wall

Mayor Margot Garant reported a development to the coastal engineering plans at the East Beach bluff, where erosion threatens the village-owned Port Jefferson Country Club’s clubhouse facility.

With $3.75 million in federal funds secured for an upland wall to protect the building [See story, “Schumer secures funds for upper wall at PJCC …” The Port Times Record, Jan. 12], the mayor announced her team is exploring ways to finalize its upland plans.

A proposed “westerly wall,” originally pitched as an add-on extension to the upper wall to accommodate racket sports, is now recommended as a possible erosion mitigation strategy. Huntington Station-based engineering firm GEI Consultants “did confirm that they definitely feel we need to do both the main wall and the extension wall,” Garant said.

The village board put the upper wall projects to bid in October, announcing the cost projections the following month. The upper wall bid came back at approximately $3.3 million, with the combined upper wall and westerly wall project costing roughly $4.5 million.

Considering which option is most suitable for the village, Garant outlined why she favors constructing the westerly wall: “I believe that putting that second wall in there, now unequivocally, if somebody else is paying 75% of that cost, I think the westerly wall should go in,” she said.

Forecasting how to organize the racket sports facilities once the westerly wall is complete, Garant suggested it will be a problematic decision-making calculus regarding which racket sports to prioritize.

“We may be wanting to install more than three pickleball courts because the demand is so high and trying to get maybe an instructional court, and maybe just have the two [tennis] courts in the back,” she said. “We have to figure out when, how, where, timing, materials, cost. It’s complicated.”

She added, “The good news is we’re going to be building a wall. I think that saves a major resource for this community. I think it allows us to reinstate a racket ball campus. And I think it gives us a reasonable timeline to come up with an alternate plan, god forbid in 20 years, we need to have something different in place.”

Ridesharing service

Deputy Mayor Kathianne Snaden and Kevin Wood, director of economic development, parking administrator and communications committee head, jointly presented on a rideshare project. 

The benefits of the plan, as Snaden explained, are threefold: to offer residents easy access to downtown Port Jefferson, provide a safe means of return travel to their homes and ease traffic congestion.

“I think we have something that’s really going to work for the residents of Port Jefferson,” the deputy mayor said, adding that the goal is “to get them downtown, to save parking for the tourists and others, and to come down, have a nice evening and get home safely.”

Wood worked out how the village would implement such a rideshare program. “The plan that you have in front of you would be to combine world-class, Uber-like software with a black car service to be exclusively used and designed for Port Jefferson residents,” he said.

Offering a rough sketch of his vision, Wood said the service would operate Fridays and Saturdays from 4 p.m. to 1 a.m. The village government would administer the software, which would be geofenced for Port Jefferson, meaning requests outside the 11777 zip code could not be possible. “If somebody wanted to go to Smith Haven Mall, they can’t,” Wood said. 

He proposed that rides could start at $5 per person and $12.50 for groups of three to seven people. These figures could be subject to change as the village would adjust the software and set its rates based on the community’s needs.

“The beautiful part about this is that if we find that $5 is literally not enough money or too much money, I think we have some leeway there and could change this stuff on a dime,” Wood said. “We can change things on demand. We can make new group rates. We could do special event rates.”

Village attorney Brian Egan inquired whether this program could create centralized drop-off locations for riders, preventing clutter of village roads and safety hazards from stopped vehicles. Responding, Wood said the village could train drivers to drop off and pick up riders to minimize these risks.

Garant put her support behind the effort, saying this will benefit residents who wish to access their downtown amid its busy season. “We all, I’ll speak for myself, feel we’re getting snowed out in the middle of the summertime,” the mayor said. “You can’t get down here, so I think this is going to be something that I’m really excited about.”

Reports

Egan updated the board on the ongoing negotiations with the New York State Department of Environmental Conservation. The village is attempting to reclassify the Port Jefferson Clean Solid Waste Landfill as a transfer station, enabling the continued procedure of branch and leaf pickup services. “I do think we have — at least with the DEC senior administrative staff — a very receptive ear,” he said. Referring to the permit dispute with DEC, he added, “I think we’ll have a cooperative resolution to it, and I am cautiously optimistic.”

Trustee Lauren Sheprow used her report to discuss a forthcoming capital bond at Port Jefferson School District. “The school district is looking at floating another bond in May,” she said.

Citing an article in Newsday, Sheprow said approximately 80% of federal COVID-19 relief funds have yet to be spent by public schools statewide. “$14 billion has not been used yet,” she said. “There’s $14 billion issued to New York State in COVID relief,” adding that the heating and ventilation systems proposed by PJSD may qualify under COVID relief conditions.

Sheprow added she might pitch her ideas to the school board during its upcoming meeting Tuesday, Jan. 24. She encouraged her fellow board members to attend.

Snaden reported on a meeting with the Port Jefferson Business Improvement District and the Greater Port Jefferson Chamber of Commerce. This year’s iteration of the Port Jefferson Ice Festival, hosted by the BID on Jan. 28 and 29, will feature 27 ice sculptures at various storefronts and other locations throughout Port Jeff.

Trustee Stan Loucks reported on winter projects at PJCC. He said 188 members have already signed up for this year as of the time of this meeting. Trustee Rebecca Kassay was absent and did not deliver a report by proxy.

The board of trustees will meet again Monday, Feb. 6, with a scheduled public hearing to amend the village code concerning dogs and other animals.
