Public officials of all levels of government, business and civic leaders, and community members gathered Monday, Jan. 9, before a derelict building at the Lawrence Aviation Superfund site in Port Jefferson Station.

Once a dumping ground for toxic waste, policymakers are now plotting a course of action for this 126-acre property. After taking decades to rid the site of harmful contaminants, officials and community groups are working toward an ambitious proposal to convert the site into a multipurpose community hub, accommodating a solar farm, a railyard and open space for local residents.

U.S. Senate Majority Leader Chuck Schumer (D-NY) called the press conference to announce the injection of $450,000 in federal funds secured through the recent omnibus budget. This money will be used to help demolish the remaining buildings at the property. 

“We’re here today to showcase one of the final puzzle pieces needed to demo 14 dangerous buildings here,” Schumer said. “I am here today to say that the train that is on this journey is ready to leave the station.” 

The Senate majority leader added that these funds would advance three community goals. “One, a railroad-use project to help the LIRR with logistics; industrial redevelopment of a 5-megawatt solar farm,” and lastly, add 50 construction jobs to the local economy.

Suffolk County Executive Steve Bellone (D) described the considerable intergovernmental coordination and logistical obstacles to get to this stage.

“This project, as reflected by all of the people that have come together and all the levels of government, is critically important to the community,” he said.

Town of Brookhaven Supervisor Ed Romaine (R) discussed the long and arduous road to revitalizing the site and the decades that have passed as this community blight lay barren. 

“These buildings have been condemned for over 25 years,” he said. “This has been a Superfund site for almost 25 years. Finally, we will see these buildings come down.”

Former New York State Assemblyman Steve Englebright (D-Setauket) also attended the press event. During his time in Albany, he championed the site’s conversion for environmental and community purposes.

“We have a plan that will enhance our community and create new jobs,” he said. “This property stood out as a place in peril of a potentially bad decision,” adding, “Instead, we have a very thoughtful plan.”

Englebright, a geologist by trade, also touched upon the environmental impacts that redevelopment will offer through these plans. He said local harbors, groundwater and surface waters would benefit as this dark episode in local history concludes.

“The harbor, which is the beginning of our town, has been poisoned by the solvents that were poured into the ground here,” the former assemblyman said. “That is a thing of the past because of the federal involvement with the Superfund cleanup.”

He added, “All the levels of government are working together here, which is a beautiful thing. It’s a model for what government should be able to do all the time.”

Jen Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, also offered her perspective. She said public improvements such as these indirectly support and promote local businesses.

“Any improvement in Port Jefferson Station is major,” she said. “By getting the blight away from the area, we will increase businesses. A solar farm is coming. They’re creating 50 construction jobs. It just heightens Port Jefferson Station and the desire to come here.”

Representing the Village of Port Jefferson were Mayor Margot Garant and Deputy Mayor Kathianne Snaden. Both stressed the importance of this undertaking, conveying their support for neighboring Port Jefferson Station in its community aspirations.

Garant viewed the plans as an opportunity to improve the Port Jefferson Branch line of the Long Island Rail Road. “We’re really in support of this because of the MTA portion of it,” she said. “To clean up this site, to put it back to public use, to not have the county paying taxes on it, is good for everybody.”

For Snaden, the project will bolster the village’s neighbors, representing a vital regional investment. “I think it’s great,” she said. “It’s a cleanup of the site. It’s knocking down these falling buildings, adding to the betterment of the entire community and the region at large.”

Schumer said the next step would be to ensure that the U.S. Department of Housing and Urban Development expedites these funds, ensuring the prompt demolition of the buildings and swift redevelopment of the site.



Hundreds of courageous community members plunged into the icy waters of Cedar Beach on Saturday, Nov. 19, during this year’s rendition of the Freezin’ for a Reason Polar Plunge.

The Town of Brookhaven puts this annual event together to raise money for the Special Olympics New York organization. Proceeds from the event support training for athletes, equipment, health supplies and attire. 

Saturday’s event has raised over $128,000, according to the nonprofit’s website which proclaims that it “provides inclusive opportunities for people with intellectual disabilities to discover and unleash the champion within.” 

Hundreds of plungers from across the region participated in the plunge, with many more spectating warmly from afar. Town of Brookhaven Councilwoman Jane Bonner (R-Rocky Point), a perennial “plunger,” made the daring plunge again.

In an interview with Bonner, she was asked what motivates her to take the cold water dip year after year. Her response, jokingly: “We ask ourselves that every year,” she said.

Bonner, who took the plunge this year with Special Olympians Daniel and Joey, said she finds renewed joy and optimism through her involvement in the activities. 

“When you meet all those Special Olympians and interview them … it’s impossible not to get caught up in the adrenaline and momentum of supporting them and other athletes,” she said. “It’s about $400 to $500 per athlete per sport, and no family is ever charged,” adding, “These plunges … help out so many athletes and families.”

Plunging with Bonner was Suffolk County District Attorney Ray Tierney (R). Before making his plunge, the district attorney expressed some apprehensions, joking, “Unlike Jane and the rest, I am a coward so I’m trying to figure out what brought me to this stage.”

Despite his self-professed reluctance, Tierney did take the plunge. Brookhaven Town Supervisor Ed Romaine (R), on the other hand, also made an appearance though avoiding the frigid waters. 

During a speech, the town supervisor described the plunge as a meaningful sacrifice in serving the greater good. “At the end of the day, you may be a little cold, but this world is going to be a lot happier for what the people are going to do plunging today,” he said.

This year’s polar plunge brought together hundreds of athletes, students and community members who suffered in unity. Bonner said an event such as this makes the community a better place.

“Regardless of political affiliation, color, economic status — there’s no barrier,” the town councilwoman said. “We’re all doing this same thing for the same cause, and it’s hard not to feel good about it at the end of the day.”

The Town of Brookhaven’s controversial redistricting process concluded on Thursday, Sept. 29, after the Town Board voted unanimously to approve the latest proposed map.

The Town Board, which has a 6-1 Republican majority, took over the redistricting process after an appointed redistricting committee failed to find agreement on a draft proposal. Days after the committee formally disbanded, Town Supervisor Ed Romaine (R) presented his own map. Councilmember Jonathan Kornreich (D-Stony Brook) kicked off the public hearing with a forceful line of questioning of the town’s designated mapmaker, David Schaefer of Schenectady-based firm Skyline Consulting. 

Kornreich pressed Schaefer on a range of subjects, such as his familiarity with the hamlets throughout the town. He also inquired about how Schaefer arrived at an original determination to split Port Jefferson Station and Terryville between Council Districts 1 and 2, and why he decided to move most of Ridge into CD4.

Responding, Schaefer said that he created the initial maps solely to bring the six council districts into roughly equal populations. “The first draft that I submitted is all population driven,” he said.

Following Kornreich’s line of questioning, residents pressed their representatives on the Town Board repeatedly over concerns that arose throughout the redistricting process and the alleged inequities in drawing the district lines. 

Ira Costell, a resident of Port Jefferson Station, argued Schaefer’s approach was unproductive, reducing redistricting to an analytic method while ignoring its impact on communities of interest.

“There’s more than just standard deviations and numbers at play here,” Costell said. “There’s people, there’s communities, there’s interests, and there’s fairness at stake here, and I don’t see a lot of it in what the mapmaker initially did.”

Costell further railed against the committee process, saying, “The hearings were poorly advertised, they were chaotic, they were confusing, they were marked by a lack of support information from the town, which resulted in maps that just appeared out of thin air.” He continued, “What does seem transparent, however, is the majority on this board seems poised to ignore the clear will and desires of the voters who did speak out.”

Terryville resident Lou Antoniello suggested Schaefer was not being truthful during his remarks. He added that tampering with district boundaries may affect future redistricting procedures.

“While the map that this board put together is light-years better than the original map, which cut out a huge chunk [of Terryville from CD1], it’s still cutting — cracking — Council District 1,” he said. “That sets a dangerous precedent for the future.”

Members of the redistricting committee also attended the public hearing. Among them was Gail Lynch-Bailey, who had served this year and in 2012. She referred to the two initial maps which split Port Jefferson Station and Terryville as a ploy to divert the public’s attention away from alleged gerrymandering in Council District 4. This district includes the racially and ethnically diverse communities of Coram, Gordon Heights and North Bellport.

“Once the public realized the commission had had no input into them, the maps were readily recognized by many for what they were: diversions, bait-and-switch tactics, ‘pay-no-attention-to-the-man-behind-the-curtain’ maps intended to focus attention on the northern CDs instead of what was going on for CD4,” she said. “This ruse was, and still is, unconscionable.”

Also making an appearance was Ali Nazir, the Republican co-chair on the redistricting committee. He defended the movement of mostly white Ridge into CD4, citing the hamlet’s longstanding ties to the Longwood community.

“Despite rhetoric of the contrary, Ridge has always been in Council District 4,” Nazir said. “Ridge has a long history with the Longwood community, and to arbitrarily excommunicate them from the Longwood community is quite frankly wrong.”

Port Jefferson Station and Terryville, however, remain mostly united within the boundaries of Council District 1. Kornreich, who voted with the majority, justified his vote, saying this map would not split minority communities or dilute their votes.

“We negotiated in good faith, and the supervisor fulfilled his promise to keep Gordon Heights and North Bellport together, not to dilute the minority vote, and in good faith, I will support the agreement we made,” Kornreich said. “Is it an ideal map? No. Is it a map that I were to draw? Of course not. But when you’ve got one Democrat and a row of Republicans, you tell me what level of political power you have.”

In concluding his remarks, the CD1 councilmember said the final map reflects a series of compromises. “Despite the hideously flawed process that led here, I think in the end we’ve created a map that’s got some compromises, and it’s got a little something for everyone to be unhappy about,” he said, adding, “I hope that we can get to work and solve the real problems that face our town.”

No other board member spoke during the hearing. Following the vote, a droning cry rained from some in the audience, the dissidents shouting, “Shame on you, shame on you.” 

It remains unclear whether the map will face challenges in court or whether those challenges could hold up given the bipartisan outcome.

The Town of Brookhaven has released its first proposed map to reapportion the Brookhaven Town Council. 

Last week, the town’s appointed bipartisan redistricting committee disbanded after failing to adopt an official map for the six council districts. Without a recommendation from the committee, the Town Board is now responsible for redrawing the district lines.

Following the dissolution of the redistricting committee, Brookhaven Town Supervisor Ed Romaine (R) met with the six representatives on the Town Council to discuss their priorities for the new map. 

Jack Krieger, the town’s communications director, offered a statement outlining the methodology used to arrive at this new proposal. The supervisor could not be reached for comment.

“Over the course of the last several months, more than a dozen public hearings were held across the town by the Brookhaven Redistricting [Committee] in an open, transparent and public process,” Krieger said. “At these meetings, in emails to the [committee], and in local media, numerous residents, civic associations and community leaders voiced their concerns and opinions as to what newly created districts should include, and what they should not.” The communications director added, “The map that will be voted on includes numerous elements from these suggestions.”

In an exclusive interview, Councilmember Jonathan Kornreich (D-Stony Brook) offered some points he raised during his conversation with the supervisor. 

“The supervisor outlined a couple of his priorities, like keeping communities together and making as few changes as possible,” Kornreich said. “Another one that he expressed, which I didn’t happen to agree with, was getting as close to zero [percent deviation] as possible.” The councilmember added, “As long as it’s legal, as long as it’s within the tolerance, that [zero deviation] is just not as important to me. The other criteria are more important.”

One of the reasons for the outpouring of public resistance throughout the committee hearings was a general fear of dividing communities of interest across political boundaries and consequently diluting their voting power, leading to possible gerrymandering.

Krieger defended the new map in his statement, arguing that it “reduces the number of hamlets that are split between districts of multiple council members, has substantially equal populations with the least possible deviation, and contains clear and readily identifiable boundaries.” He added, “The map makes only minimal changes to accomplish this, with 90 percent of residents seeing no change in the district in which they live.”

Kornreich also addressed the public’s concerns. He said the debate surrounding his district, Council District 1, has been about defending the integrity of communities rather than advancing the interest of a particular party.

“This whole thing of me trying to defend the integrity of my council district was never a political effort,” he said. “It was a bipartisan civic effort. The people who had my back in this were as Republican as they are Democrat.”

Residents will again have an opportunity to weigh the redistricting plans during a public hearing on Thursday, Sept. 29, at Brookhaven Town Hall. The hearing will begin at 5 p.m.

Following a contentious virtual meeting on Monday, Sept. 12, the Brookhaven Redistricting Committee failed to reach a compromise on a proposed map, sending the redistricting process to the Brookhaven Town Council.

The committee voted on three maps during the meeting, none of which received the six votes necessary to adopt an official proposal. There was significant controversy leading up to this meeting. Despite this, all eight members and the committee’s mapmaker, David Schaefer, were present.

However, members calling attendance seemed to be the only unanimous outcome of the night, as the three Democratic appointees clashed with their Republican and Conservative Party counterparts throughout the evening.

The meeting got out to a rocky start after an unsuccessful motion to adopt an agenda. Schaefer then presented three maps that the committee requested during the previous session.

Schaefer first presented a “map of least change.” This map addressed only Council Districts 2 and 6, the two districts whose populations fall outside the 5% deviation allowable under the Town Code. After a vote, this map failed 3-5, with Democratic appointees Rabia Aziz, George Hoffman and Gail Lynch-Bailey voting “yes” and all others voting “no.”

Schaefer also presented a map that loosely follows the proposal of Coram resident Logan Mazer. On the whole, the Mazer map was viewed favorably during the public hearings. However, this proposal was ultimately shot down by another 3-5 vote, with the same committee members voting for and against it.

Schaefer’s final presentation was a map that followed the boundaries of Proposal 2, one of the two original draft proposals which met fierce opposition during the public hearings. With some adjustments to the boundaries of CD1 and CD2, this new map kept much of Proposal 2 intact.

In the face of this public opposition, the map was the highest vote-getter, with a 5-3 vote count — one vote shy of formal adoption by the committee. Ali Nazir, Edward McCarthy, Delilah Bustamante, Krystina Sconzo and Chad Lennon voted “yes,” with the entire Democratic caucus voting it down. 

In a phone interview, Lynch-Bailey confirmed that the redistricting committee officially disbanded the following day around noon after Nazir and Aziz, the co-chairs, could not reach a compromise. Failing to adopt a proposal, the committee sends the process to the Town Council. 

During a Town Board meeting Tuesday, Sept. 13, Supervisor Ed Romaine (R) discussed some of the criteria he will be looking for in the new map. He said he hopes to achieve an equal population distribution across council districts, keep minority communities together within district boundaries and reduce the number of split communities. The Town Board must adopt new council district outlines by Dec. 15. 

The supervisor expects a new map to be available on the town website by next week. A public hearing on the matter will be held at Town Hall on Thursday, Sept. 29, at 5 p.m.

Port Jefferson Station/Terryville is receiving a breath of fresh air with the help of public funds and engaged community members.

In an exclusive interview with Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), he discussed ongoing work throughout the hamlet such as the revitalization of the Train Car Park at the intersection of routes 347 and 112. Kornreich believes the area is finally getting the care it deserves.

For many years, the Port Jefferson Station/Terryville Civic Association had dreamed of making the park a central hub for the community. Residents created an ambitious plan, and the town even hired engineers, but the plan never materialized. 

Despite the idea of revitalizing the Train Car Park falling by the wayside, when Kornreich entered office in March 2021 he met with local civic leaders to discuss their priorities. Since the park remained at the top of their list, they decided to approach the project for a second time. 

“Once we really understood that the [original] plan for the park was not feasible, we decided just to break it into achievable steps and go for the intent of what they were trying to do,” Kornreich said. This process worked, and both a stage and a fence were built.

Resident and member of the civic association, Lou Antoniello, had long wished for the Train Car Park to serve as a venue for the performing arts. With the new additions, those aspirations have finally become reality.

Last month, Antoniello fulfilled his dream of bringing “Shakespeare in the Park” to the Train Car Park. On Wednesday, Aug. 3, “The Taming of the Shrew” was played there. Kornreich, who had helped bring Antoniello’s wish to fruition, felt that the performance night encapsulated all the hard work and years of devotion everyone had put in. 

“It was like an idyllic evening, and a lot of people came,” the councilmember said. “It just was such a happy night.”

In addition to the Train Car Park, plans are in the works to give the Jefferson Plaza a facelift. Similar to the park, the plan to redevelop the shopping center has been in the making for quite some time. 

“Like so many plans, things gestate for a long period of time before they are born — and certain ideas for a long time,” Kornreich said, adding, “I believe it was [town] Supervisor [Ed] Romaine [R] who came to them and suggested that instead of redeveloping the whole thing as commercial, it would be a more interesting project if you had mixed-use development — half residential and half commercial.” 

There is hope that the Jefferson Plaza redevelopment project will catalyze more investment throughout the area. [See TBR News Media story, “Developers pitch plans for Jefferson Plaza,” June 23.]

Overall, the councilmember expressed excitement about the direction he sees Port Jefferson Station/Terryville taking. 

“I think there’s going to be a diversity of housing stock,” Kornreich said. “I think that it’ll be a place where younger people can and will want to live … a place where people can live in proximity to public transportation.” He added, “People want to live someplace walkable, and maybe it’s starting to move away from the car-centric lifestyle.”

For the second consecutive week, the Port Jefferson Station/Terryville community gave a strong display of community solidarity, this time during a public meeting at Brookhaven Town Hall on Thursday, Aug. 11.

Joined by neighbors from around the township, residents spoke out against two proposed maps for the redistricting of Brookhaven Town Council. If approved, the proposed maps would make significant changes to the existing boundaries of Council Districts 1 and 2, severing large chunks of Port Jefferson Station from Terryville and cutting Mount Sinai in half.

Public comments

Logan Mazer, a Coram resident, has proposed an alternative to the maps on the redistricting committee’s website. He told the Town Board that the only two districts requiring change are Districts 2 and 6 — the former being underpopulated and the latter being overpopulated. Because the two districts share a border, Mazer proposed the simple transfer of territory from District 6 into District 2 to correct the population imbalance.

The map of least change “doesn’t really change the political alignment … it doesn’t produce any gerrymandered districts and it protects communities of interest that are being carved up in these new maps for no discernable reason,” Mazer said.

Throughout the evening, Mazer’s map received favorable reactions from those in attendance. Among the supporters of the Mazer map is Lou Antoniello, a member of the Port Jefferson Station/Terryville Civic Association, who considered the draft proposal a way to transfer the burden of costs and maintenance into District 1.

“They showed that there was a portion of Mount Sinai — a beautiful section down by Cedar Beach and the surrounding community — which is a high-maintenance area for Mount Sinai that would be swapped out for the relatively self-sufficient area of Terryville,” he said. “I am here tonight to tell you that I don’t think that map is a map that should be voted on.”

Joan Nickeson, a Terryville resident and community liaison for the Port Jefferson Station/Terryville Chamber of Commerce, discussed the phenomenon of cracking, a practice in political redistricting that dilutes the voting power of an area by distributing its population across districts.

“It is unconscionable that you would crack our high school from the rest of its district, and crack neighbor from neighbor, and actually cleave members of the chamber of commerce from the chamber of commerce office,” she said. Addressing the board, she added, “I want you to remember to keep [the] 11776 [zip code] together when you go to vote.”

Paul Sagliocca, also a member of PJSTCA, shared the historic neglect of PJS/Terryville. He said that recently, the community has begun to counteract that narrative, introducing a Shakespeare in the Park event at the Chamber Train Car Park and building momentum for positive changes to the area.

Sagliocca asked that the board not impede the development of the area by dividing community members across political boundaries. “It is on the up — we do not need to be divided,” he said. “I would really wish that when it comes time to vote, that Port Jeff Station/Terryville stays in one solid community within District 1.”

Francis Gibbons, a Port Jefferson Station resident and member of the PJSTCA, said the redistricting process has diminished the public’s faith in its institutions. “Why are we continuing with this farce?” he asked. “I believe disenfranchisement brings with it a lack of political faith in our system. When you have a lack of faith, after time it brings civil war.”

Community members were joined by allies from the village of Port Jefferson. Bruce Miller, a former trustee of Port Jefferson Village, criticized the process. He considered the multiple cancellations of public hearings in CD1 as a way to silence the public.

Miller also suggested that the proposed maps fail to advance the interests of the town. “Just leaving Mount Sinai and Port Jefferson Station and Terryville the way they are seems to be a more appropriate strategy,” he said. “All this straining, all these machinations, result in small gains but are a bad look that angers the public needlessly.”

Also attending was Port Jeff Village trustee Rebecca Kassay. Speaking on her own behalf, Kassay told the Town Board that plans to divide Port Jefferson Station/Terryville would impair the village’s own efforts to revitalize its uptown areas.

Citing her history of coordinating with the PJS/T chamber of commerce and the civic association, the village trustee said, “To see the work slowed at all by political lines, by having these two communities needing to go to two different councilmembers, that would surely slow down the work and the progress of the area at large.”

Kassay also described how a breakdown in procedure can alienate ordinary citizens from the political process, leading to cynicism and distrust of their elected officials.

“There are people who truly believe that all politicians get into office and then they serve themselves or they serve their parties, and I don’t want that to continue,” she said. “I want all elected officials to stand up and make decisions and show their allegiance to their constituents and not their party.”

Supervisor’s reply

Following the public comments, Brookhaven Town Supervisor Ed Romaine (R) responded to those in attendance. He thanked the residents for coming out and for expressing their opinions. The supervisor affirmed his trust in the Town Board to listen carefully to constituent concerns.

Romaine also discussed the criteria that he will use to evaluate the proposed maps, saying that he favors a map that offers fewer “splits” of communities of interest.

“As supervisor, I’m going to tell you, I’m going to be looking for a map with less splits,” he said. “Your comments were very helpful. We’re looking for less splits.” Referring to his colleagues on the Town Board, the supervisor added, “I think they’ll sit down and they’ll take all the comments that you said … and they will consider all of them.”

The next meeting of the Brookhaven Redistricting Committee is scheduled for Tuesday, Aug. 16, at 6 p.m. at Comsewogue Public Library, 170 Terryville Road, Port Jefferson Station, NY 11776.

Brookhaven Town Supervisor Ed Romaine (R) has encountered several hurdles throughout his tenure. In Part II of this two-part series, he forecasts the upcoming redistricting process for the town council, highlights the challenges of offering adequate public transportation to Brookhaven residents and shares the lessons learned from his decades in public office.   

What are your expectations for the upcoming redistricting of the Brookhaven Town Council?

I don’t expect many changes whatsoever. I don’t expect it to be controversial. There will be some people who are partisan who will want to make it controversial, but it will not be partisan.

I expect it will be done fairly. I do not expect many changes at all. I do expect that the minority-majority district stays together, and that’s the district that includes North Bellport and Gordon Heights, which are the two major minority areas in our town, as well as Coram.

So I don’t expect many changes at all. The only changes that would have to be made are for the shift in population that the [2020] Census would project.

Now I don’t have anything to do with redistricting. We have a Redistricting Committee and we are waiting for the Redistricting Committee to come and offer choices, which will be discussed by everyone on the Town Board.

But the council will be voting on the maps, correct?

At some point, but I’m not going to vote for any major changes. I expect there to be only minor changes as reflected by a shift in population. And I do expect to keep the 4th [Council] District together, which includes Gordon Heights and North Bellport, so that those major minority communities continue to have the opportunity for representation.

In draft maps circulated by the Redistricting Committee, there is a proposal to split the Port Jefferson Station/Terryville community, along with Mount Sinai, between two council districts. Would you vote under any scenario to separate those communities of interest?

There might be a scenario in which I would take a look at that. You’re asking a simple question to a complicated answer. There are other factors that you have to take into account, such as keeping a minority district intact. The second district, which is represented by Jane Bonner [R-Rocky Point], has to grow. Where does that grow? How does that affect things?

If we don’t do that, how does that affect the other districts? Because it’s like a Rubik’s Cube: You have to turn all the sides to get it perfect. I want to hear their explanation and I certainly want to listen to why they thought that was the better choice. I want to listen to that, and I’m not about to rush to judgment on anything without hearing a full explanation, and I’m sure those issues will be raised at our public hearing.

What are your thoughts on the state of public transit in your township?

I am a huge supporter of public transportation because there are a lot of people that depend on it. The bus system in this county is so broken. We don’t get even half of the subsidy that Nassau County gets. It’s just incredible, the lack of coordination between buses and trains, which is so needed because not everyone owns a car or wants to use a car.

Do you believe that the Long Island Rail Road is doing enough to expand services into Brookhaven?

I live in the largest town [by area] and the second most populous town in the State of New York, and yet it is served by 19th-century technology: diesel, which is a polluting, dirty fuel.

I have been beating and beating on this issue since the day I came here. We should have had electrification of all of our lines much earlier than this and we’re still arguing over it. Every year we argue that, the price goes up. So we’re stuck with diesel, which is a polluting fuel.

Other than a mile on the main line in Ronkonkoma, all of my three lines — the southern, the main line and the northern line — are all diesel. Electric ends at Huntington, and from Huntington to Port Jeff it’s all diesel. Electric ends at Ronkonkoma and everything east is diesel. Electric ends on the Montauk line at Babylon, and everything east is diesel.

The investment has been skewed away from this Island. Our voice has not been raised, there hasn’t been an investment in providing modern technology. And I’m talking about 20th-century technology, which is electric; 21st-century technology is maglev [a train technology supported by magnetic repulsion] … Forget it, they’re not even talking about the future.

Most 20th-century technology has bypassed my town because the [Metropolitan Transportation Authority] has not made any investment. All the money seems to be funneled into the City of New York. We have a million-and-a-half people out here in Suffolk County, and that’s wrong.

It’s so frustrating. I am passionate about these issues and I am in public office to do something, not to sit here and collect a salary but to do something and to make a change for the better for everyone in this town.

Could you summarize your approach to budgeting, taxation and public expenditures?

I believe there’s a role for public expenditures. I also believe, living as I do on Long Island, that our taxes are way too high and that we have too many levels of government. It’s amazing: If you go elsewhere in the United States, you don’t have all the levels of government that we have here.

I’m a great believer in — as much as possible — not raising taxes and being fiscally responsible. Someone said, “Can you sum up your political philosophy?” Yeah, I’m a fiscal conservative, a social moderate and an environmental liberal. It’s really simple.

When I arrived, it was no fault of Supervisor [Mark] Lesko [D] or Supervisor [Brian] Foley [D], both of whom I had known for many, many years, that they were caught up in the 2008 recession. Things were bad, the town had taken on debt and we were not viewed as financially stable.

When I came [into office], I said, “Let me see the last audit.” The audit had numerous exceptions that pointed out the failings of the town. I worked on that audit and those exceptions to improve our financial condition. And I have to say, I am blessed with a very good finance commissioner, Tamara Branson. She is very, very good, along with a number of other people in the finance department.

I worked with them and the following year, the rating agencies gave the town a AAA bond rating and we’ve never had less for as long as I have been supervisor. We’ve always stayed at or below the tax cap and have always tried to limit and look at things on how we could be more efficient in delivering services because there’s a tremendous amount of inefficiency built into governmental services.

What motivates you to continue your work to this day?

I’m motivated because I see that with effort and energy, you can make a difference, if only incrementally. I am about doing all I can to move Brookhaven forward. I owe it to the people that elected me.

There are a lot of bad things about public life, but the great thing is that you meet a lot of great people. You get involved with civics and other organizations; you see people donating their time and energy for the public good; and it’s great to work with people like that. We have a lot of nonprofits and civics that we work with to make this town better.

That keeps my motivation going, and I’m just going to continue to do that and focus on the job as supervisor every day I come to work, whether it’s on the small problems or the big problems.

Looking back, which project or initiative are you proudest of? And conversely, what do you view as your greatest setback along the way?

I would say that the things I’m proudest of are saving as much open space and farmland as possible — both as a [county] legislator and a supervisor — and putting a plan together to preserve the Carmans River Watershed. I view that as a tremendous achievement, not of myself, but something that will endure because it will mean that these areas will not be developed.

My greatest disappointment is not getting people to do the right thing, like the MTA with electrification, or the [New York Department of Environmental Conservation] on working with us to strengthen recycling. These are all regulatory things, and we need people to be less regulatory and more innovative in terms of approaching issues such as recycling and mass transit.

Also, I have been here for a while and I see the structure of government. Brookhaven would be much better off by itself as a county. To have one level of government to be able to go to and get things accomplished would probably be better, but that’s not practicable and that’s not happening.

That being said, you set yourself up, you work at it every day, and hopefully you will make a difference. The biggest thing I can do when I’m eventually retired is to look back upon the town and say, “I left it better than when I found it.”

What do you consider to be your legacy at Town Hall?

I think it would be embodied in the phrase, “Save what’s left.”

Is there anything else you would like to say to our readers?

First of all, I’m very honored to be a supervisor and I remind myself every day of what an honor it is to serve the people of Brookhaven, who have been extremely kind to me by electing me by large margins each time I’ve run. They have given me the confidence and the faith to do their work every day.

I am so lucky to have the trust and support of the majority of the people in this town. I don’t forget it and I am very grateful for it, so I would say thank you for the opportunity to serve. I hope that those who follow me come with the same passion, commitment and dedication. And I am sure that there are many who came before me who did the same.

If we can continue that, our society is going to be a good society and my grandchildren are going to grow up in this town. I am just honored to be here.

Town of Brookhaven Supervisor Ed Romaine (R) has served in elected office for decades. In Part I of this two-part series, Romaine discusses the problem of coastal erosion, innovative ideas for recycling and why you won’t see his name on a sign at a town park.

What sparked your interest in environmental protection and which issues concern you the most?

Long ago, I made a choice between my eyes and my ears, and I chose my eyes. People can argue whatever they want, but I’ve seen what this Island was. I grew up on Long Island. I’ve watched it change and I know what it needs.

The things that concern me about this Island are the threat of climate change and rising sea levels, which is why we’ve bought hundreds of acres at Mastic Beach — to convert them back to wetlands, to act as a sponge.

The week before I was elected in 2012, Hurricane Sandy hit. I went down to Mastic Beach, which was part of my original district in the ’80s. I knew the mayor and I went down with Dan Panico [R-Manorville], who was the councilman, and we took a tour.

Neighborhood Road is the road that runs east and west through Mastic Beach. Everything south of Neighborhood Road was flooded. And the other thing I remember about that disaster was the smell. With all the trees and the downed wires sparking, it smelled of sewage because all their cesspools were inundated, and it smelled of oil because they all had above-ground tanks that spilled over.

It was so devastating when I went down there. Mastic Beach has recovered since, but I will never forget the disaster that hurricane caused and the flooding that it unleashed. Marshlands act as sponges that are capable of handling a flood like that. That is why I am deeply invested in trying to buy up as much of the marshland that was built upon years ago and get rid of some of the small homes there.

The other concern is the carbon footprint we leave. I’m a big supporter of renewable energy. When I was a [county] legislator for the 1st District, I bought more land and preserved more farmland than the other 17 districts combined.

The pattern of development has been so intense that we’ve screwed up this Island by sprawl. We should have thought more carefully about the pattern of development here and what we could do in terms of public transport, in terms of public services — and we didn’t.

What is your preferred approach to the issue of eroding bluffs, a growing problem along the North Shore?

Sometimes people live along those bluffs, so you want to see what type of engineering solutions there are to secure or stabilize bluffs. I know the Village of Port Jefferson is debating what to do about the Port Jefferson Country Club because their tennis courts are going to fall in [the Long Island Sound] and then right after that, probably the clubhouse.

My view would be the same as it would be for Mastic Beach — to retreat from the bluffs. But again, sometimes you can’t do that because people live atop them, so you have to look at engineering solutions that would help stabilize the bluffs. It’s Mother Nature at work. Can man-made solutions resolve it? Sure they can … temporarily. Clearly, what should have been done is something that would have prevented building near or on the bluffs.

Can you discuss the recycling initiative that your office has undertaken?

Back in 2017, China announced its [Operation] National Sword policy. It said, “Hey, we’re not buying any more recycled goods from the United States.” Well, that created all types of problems.

Unfortunately with recycling, a lot of what needs to be recycled rests with the State of New York, and they have not been innovative. The [Department of Environmental Conservation] has chosen to be a regulator and not an innovator. Let me give you an example: glass.

Glass is one of the largest contaminants in the recycling process. To recycle, what do you need? You need a marketplace. Recycling doesn’t work if you don’t have a marketplace to reuse the goods that you’re recycling, which is why recycling has collapsed in large parts of this country.

What we’re looking for from the State of New York is called a BUD — a beneficial-use determination. We believe glass should be an aggregate used in concrete. Concrete is the most carbon-intensive production of any substance that we know. And the way you can end that is by substituting glass in that process as an aggregate, and we’ve allocated for that.

What this requires is the state DEC to give us a beneficial-use determination. Now we’ve proved that because we’ve built these huge drainage rings for our recycling center and we got state permission to use glass as the aggregate in the concrete. They are not even looking at that.

At Stony Brook University, there’s a boathouse. It’s painted blue and was built in 1989. Do you know what it was built out of? Ash. The strength of that building is stronger today than the day it was built in 1989. Guess what we do with our ash? We put it in our landfill. Yet we don’t get a beneficial-use determination to use ash in concrete, in asphalt or in other products. This would create a market for glass and ash.

Also, I’m waiting on the state legislation. I have an ally in the state Legislature — an old friend of mine, someone I served with in the [county] Legislature in the ’80s, and we still work together to this day: [Assemblyman] Steve Englebright [D-Setauket]. I’m trying to say, “Steve, what are we doing here? There’s so much we can be doing.” We need a “Bigger, Better Bottle Bill.” We need to create markets for products because if we don’t, recycling will not work and will not be effective.

If you give enough time and you watch a leaky faucet, that water one drop at a time over a long period of time will make a difference. I always remind myself of the one drop of water. Because if you keep on hammering away at it, change will come. If only incrementally, it will come for the better, for things that should come, for things that are so common sense that even the opposition can’t argue against it. And usually, the opposition tends to be monied interests that have some kind of economic benefit to them, not to the society as a whole.

How did you end up in the supervisor’s office?

I started out as a teacher. I taught for 12 years, almost all of it at Hauppauge. I was very active in the teachers union there. I was the treasurer of the teachers union on their executive committee. In fact, one of my students was Jay Schneiderman, the supervisor of Southampton [D] — I taught him seventh-grade social studies.

I was always active, kind of on the sidelines as a volunteer. In 1979, in the Town of Brookhaven — which had been under Democratic control for four years — the Republicans won everything and they needed people to go into town government. I had done a lot of work for the school district on federal and state aid, so they asked me to become a part-time federal and state aid coordinator.

I started there, and the first thing I got was a massive grant for community development. We got a huge, multimillion-dollar grant, but there were conditions on hiring staff. So they asked me to become the first commissioner on housing and community development for the town. I asked the school district to give me a leave of absence — they were very kind and gave me three in a row. And finally I told them, “Look, I’m not going to come back,” because I was into that job. I did that for five years and loved it.

All the sudden, the [county] legislative seat in which I lived had opened up and they asked me to run. Even though it was a little bit less money, I thought about it for a while and I said “yes.” I ran and was elected to the Legislature in ‘85 and then again in ‘87. I was getting ready to run again when our county clerk died. In between, I had run for Congress and did very well — I got 49.6% of the vote against an incumbent, Mr. [George] Hochbrueckner [D-NY1].

I ran for county clerk, won all 10 towns and went on to win five elections as county clerk. In that time, I had moved, the lines had changed and I got elected to the 1st Legislative District as their county legislator, which included all of eastern Brookhaven from Shoreham to where I live in Center Moriches, as well as Riverhead, Southold and Shelter Island. I loved that district and didn’t lose an election district for the four times I ran. And I was getting ready to run again when Mr. [Mark] Lesko [D], who was the [Brookhaven] supervisor, resigned midterm.

I was asked to run for supervisor and I thought long and hard about that. The major reason I did that was because I had a son [Keith] who was a town councilman and died in office. He always told me that at some point in life he wanted to be a supervisor. That motivated me to say “yes.” I wound up winning five terms as supervisor. So that’s the very short synopsis of a long story.

Brookhaven is an old township that has endured for three-and-a-half centuries. What does it mean to you to be a part of that tradition, and what do you see as your place in it?

The one thing I know about history is that people are quickly forgotten. That’s why I made sure that when I became supervisor, I said, “Other than in Town Hall, I don’t want my name on any town signs or anything.” And you will not see my name on a town park or anything because I made it clear that I’m just passing through.

I believe one of the greatest things I did was save 1,100 acres and put them in the Central Pine Barrens — 800 of which was National Grid property. The legacy that I leave will be a legacy that benefits people, but they will not know it was me.

Comsewogue Public Library honors original research committee during 55th anniversary ceremony

Surrounded by officials from the Town of Brookhaven, Comsewogue Public Library members honored their founding research committee during a 55th anniversary celebration.

The library research committee was the group of community members formed in 1966 during the library’s embryonic stage. The original committee members were the first to explore ideas and secure permissions to charter a new library that would serve the Port Jefferson Station and Terryville communities. 

Debbie Engelhardt, CPL director, recounted the early history of the library and the important role the committee played in its development.

“Today we’re shining a light on the library research committee, a group of citizens who banded together and worked toward the goal of establishing a library for the community,” she said. “They formed in 1966 with an original committee of six members, plus an advisor, and followed the steps that New York State requires in order for the state to charter a public library.”

While most of the members of the committee have passed, the library’s archives provide enough information to produce a likely narrative of its early history. Records indicate the committee envisioned the library to be a community hub for scholarship and intellectual enrichment. 

“We do have many documents that help us piece together the timeline from back then,” Engelhardt said. “It appears the committee worked swiftly and that the community was supportive to where they did receive a charter.”

The idea to honor the research committee was first pitched by Jan Kielhurn, daughter of Jasper Newcomer, one of the six members on the committee. Kielhurn said she was browsing for a book one day when she decided to look for a plaque with her father’s name on it. Not finding one, she asked Engelhardt to explore ways to formally recognize the library’s earliest leadership.

“I had come up here to get a book and all the sudden I’m looking around and I realized there was nothing stating my father’s contribution to the start of this,” she said. “I had spoken to Debbie and she told me there was going to be a board meeting and she was going to bring it up then. That’s how all this all came about.”

Lee Kucera, Kielhurn’s older sister, remembers their father’s time commitment, dedication and collaboration with other committee members during the founding of the library. “They got together and went to wherever they had to go — several different places — to get the okey dokey on it,” Kucera said. 

In 1967, Newcomer sadly died shortly before the library was inaugurated. At the time of his death, Kucera remembers her father’s enthusiasm for the project. 

“He was very excited about it,” she said. “He was very, very interested in education and reading, and he really felt that was something everybody should have a chance to have.”

Knowing their father’s dreams for the institution and the personal sacrifice he and the committee had made for the betterment of the community, Newcomer’s daughters both agreed that he would be elated if he were around to see the library today. 

“He probably would have been very pleased, probably looking for other ways to help it,” Kucera said. “He probably would have been instrumental in making sure that it had computers.” She added, “This would have been one of his babies.”

During a formal dedication ceremony, Engelhardt presented a plaque with the names of the original members of the library research committee. The plaque will forever enshrine these names in the library’s history, honoring the visionary citizens whose aspirations became reality, and whose imprint is left upon the community into the present day.

Brookhaven officials were also present at the ceremony. Town Supervisor Ed Romaine (R) said events such as these help to remind people of the reasons for serving the community and the important function the public library plays as a repository of information for its members.

“All good ideas usually start with one or two people talking about something and then it grows,” he said. “Today, the town has issued two proclamations, one acknowledging the tremendous influence of this library on this community, the second on that research committee that started this with an idea.”

Since his time long ago serving on the Long Island Library Resources Council, Romaine said he has cultivated a deep understanding and appreciation for the valuable work that libraries perform every day in making communities wiser and better.

“They are repositories of a lot of information — not only the books, but all types of multimedia,” the town supervisor said, adding, “It’s where we come to learn about things, it’s where we come to educate ourselves about the world around us. Libraries make us better citizens. Libraries build better communities. We’re here to celebrate libraries.”

Councilmember Jonathan Kornreich (D-Stony Brook) was also in attendance. He highlighted the strong foundation laid down by the library research committee, a foundation which still supports the library into the present day. 

“It was an act of tremendous vision to see a need and to start planning,” he said. “We owe a tremendous debt of gratitude to this research committee.”

Since the founding of the library, the world has undergone remarkable transformations. These profound changes reshaped the ways in which humans relate to their technologies and to knowledge itself. Kornreich extolled the library’s leadership throughout its 55-year history for its willingness to adapt to changing times in service to the community. 

“Fifty-five years ago when this was built, we wouldn’t have had computers or printers, there was no internet and there was no digital media,” the councilmember said. “They never could have imagined the changes that took place.” He added, “Under the continued wise leadership of our board and our library director, this institution continues to evolve and serve the community.”

Over a half century after the committee first laid down its foundation, the Comsewogue Public Library continues to exist in a symbiotic arrangement with the community. While men and women like Newcomer foresaw how a public library could foster creative thinking and community enrichment, the library and community members keep that visionary spirit alive today. 

“It’s clear to me that from the research committee to the original library board to the original administration, there was a broad vision for an institution of excellence for this community,” Engelhardt said. “Modern ideas and a progressive way of thinking I think have always been a part of the vision from back in the 1960s and it remains so today.”
