Major party candidates for three local offices went before the public Tuesday evening, Sept. 26, for a Meet the Candidates forum at the Comsewogue Public Library hosted by the Port Jefferson Station/Terryville Civic Association.

Brookhaven Town Council

Vying for Brookhaven’s 1st Council District, which encompasses Port Jeff Station/Terryville, incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is defending his seat against Republican Party challenger Gary Bodenburg, a special education teacher at South Huntington School District.

Kornreich was first elected to the Town Board in 2021 following a special election for the vacated seat of former Councilwoman Valerie Cartright (D-Port Jefferson Station).

Kornreich served on the Three Village Central School District Board of Education and as president of the Three Village Civic Association. His professional background is in construction and real estate finance.

“I understand the economics of what drives boom and bust cycles, and how to evaluate our current stock of real estate and what can make a project viable,” he said.

Bodenburg, along with his role as an educator, has conducted local advocacy work for at-risk youth, serving on several committees within the Comsewogue School District.

“I have always been somebody that is willing to help and put my hat in the ring with anything that goes on in our community, and I’m looking forward to expressing that in this capacity as well,” he said.

On land use, Bodenburg objected to the trend of developing new apartment complexes in and around PJS/T.

“I do believe there’s a need for housing,” he said. “Once I’m able to get involved in it and I can see a little deeper, a little clearer, it makes it a lot easier.”

Kornreich said the board needs to incentivize redevelopment, citing mixed-use development as a potential means for making redevelopment economically viable.

“If it were up to me, we wouldn’t add any new residences — I think we’re already at our carrying capacity,” the councilmember said. “We all know traffic is a nightmare, but in order to revitalize these areas, we have to be able to make it work financially for the developers.”

Given some local concerns over traffic impacts from new developments along the Route 112 corridor, Kornreich supported commissioning a comprehensive traffic study to assess interactions between proposed developments.

He warned against the trend of privately commissioned impact assessments. “I think at the town, we have to stop allowing people to just hire their own experts to tell [us] what they’re being paid to say,” the incumbent said.

Bodenburg acknowledged the value of impact assessments, though he warned against studying at the expense of progress.

“I think we need to fully evaluate anything that we’re doing, but there does come a point in time where we can’t continue to just study things and we have to make actual action,” he advised.

When pressed on growing density pressures within the hamlet, Bodenburg said he has been coordinating with a real estate developer and revitalizer interested in working with the town to develop properties and expand affordable housing opportunities for residents.

“We have to be a little more creative than we have been in the past, and I think that that is something that we need to look into,” he said.

Kornreich said the region offers limited residential opportunities for young families with an “insatiable” demand for affordable housing.

“The way that we can address this at the town level is pretty straightforward,” he said. “We have control over local zoning … so we could offer incentives to developers who are going to put affordable units in their development.”

But, he added, “For these projects to work, that’s where we need the state and federal government to do things like providing low-interest loans.”

Suffolk County Legislature

Former New York State Assemblyman Steve Englebright (D-Setauket) and former NY-1 congressional candidate Anthony Figliola (R-East Setauket) have both stepped forward to fill the now-vacant 5th District seat of former Suffolk County Legislator Kara Hahn (D-Setauket).

Figliola, whose professional background is in government relations with related advocacy work for the proposed electrification of the Port Jeff Branch line of the Long Island Rail Road, centered much of his platform around the electrification initiative.

Electrification would cause “less particulates going into the atmosphere,” he said. “Also for economic development, with the revitalization of Port Jefferson Station and all the [stations] along that from St. James all the way to Huntington.”

Englebright served in the county Legislature from 1983-92 and the state Assembly from 1992-2022. A geologist by training, he concentrated his platform around green energy and environmental protection.

“I sponsored most of the laws that set the stage for the creation of a renewable energy program for the state,” the former assemblyman said. “Green energy initiatives are critically important for our future.”

When asked about the future of the Lawrence Aviation Superfund site in Port Jeff Station, Englebright endorsed the idea of relocating the existing rail yard to the property while eliminating the grade crossing on Route 112.

“The whole idea of having a rail yard there and getting rid of the at-grade crossing on 112 is very much with the concept of having a workable and safe environment,” he added.

Figliola said the community is currently on a path toward a renaissance with the site’s eventual redevelopment. He emphasized the need for public input as these local transformations continue.

“Whatever happens, the community needs to be a part of it,” he said. “As your legislator, I will certainly take the lead in working with all the various agencies to ensure that your voice is heard.”

This year’s election comes amid a countywide debate over wastewater infrastructure. When asked about the Republican majority’s recent decision to block the advancement of the Suffolk County Water Quality Restoration Act from reaching the November ballot, Figliola advocated for more sewer infrastructure.

“I am absolutely for finding dollars where available,” he said, adding, “If the voters so choose that they want to have an extra tax, that’s something that I would be for in the Legislature — for the voters to make that decision.”

Englebright objected to the Legislature’s reversal on wastewater, saying it jeopardizes tourism and agriculture, the county’s two largest industries.

“I do not believe that at the last minute — at the 11th hour — this initiative should not have been given to the public,” he said.

Town supervisor

In a race to succeed outgoing Town of Brookhaven Supervisor Ed Romaine (R) — who is running against businessman Dave Calone (D) for Suffolk County executive — Deputy Supervisor Dan Panico (R-Manorville) is squaring off against SUNY Old Westbury adjunct professor Lillian Clayman.

Panico was a practicing attorney and served as senior deputy Suffolk County clerk before entering town government. He served on the Brookhaven Planning Board before his election in 2010 as councilman for the 6th Council District, an office he has held ever since.

Clayman is a Port Jefferson resident who served three terms as mayor of Hamden, Connecticut, before becoming an organizer for health care union 1199SEIU United Healthcare Workers East and later as chair of the Brookhaven Town Democratic Committee. She currently teaches labor and industrial relations.

Clayman indicated that effective public administration starts with proper personnel decisions. “I surround myself with people who I think are smarter than I am,” she noted.

To streamline the town’s existing administrative structure, she proposed revamping the Building Department, citing voluminous paperwork and other complications within the permitting process.

While Panico referred to himself as “very similar to Supervisor Romaine,” he suggested some differences in administrative approach.

He proposed staffing his administration with “people who want to work, people who care about their jobs, no one looking to clock time or [collect a] pension and people who are honest.”

Each candidate was questioned on how his or her administration would handle the impending closure of the Brookhaven Town Landfill, located on Horseblock Road, and the precipitating loss of public revenue for the town budget.

Panico supported a more aggressive recycling campaign with greater pressure on the New York State Department of Environmental Conservation for regional sustainable planning.

“What we need to do is enhance recycling and get the DEC to go forward with a comprehensive plan to promote markets for recycling,” he said.

While acknowledging that land use is the primary function of the town government, Clayman said the town has a secondary responsibility to promote environmental protection.

“Brookhaven is supposed to protect the air that we breathe,” she said. “Brookhaven is supposed to protect the people who live around the landfill, who have since 1974 been living with that garbage.”

She added that expanding composting activities within the town would reduce the waste volume entering the landfill.

Voters will decide on these candidates in just over a month: Election Day is Tuesday, Nov. 7.

Brookhaven officials joined Suffolk County District Attorney Ray Tierney (R) and drug prevention advocates outside Town Hall in Farmingville on Thursday, Aug. 31, to mark the beginning of Opioid Awareness Month.

Several of those present donned purple ribbons as officials called for more urgent intervention on behalf of government.

We “are here today to call attention to the overdose [deaths] that are permeating our county, our state and our country,” said Town of Brookhaven Supervisor Ed Romaine (R), candidate for Suffolk County executive with Dave Calone (D). “We have to have better treatment facilities, we have to help out and reach out to those afflicted and those addicted, and we have to stop the flow of fentanyl into this country.”

Tierney said minimizing opioid deaths is a matter of effective prosecution. “We need to make fentanyl a bailable offense,” the county DA said. “We could only ask for bail if you possess eight ounces of fentanyl, which is about enough fentanyl to kill 114,000 people.”

Brookhaven Deputy Supervisor Dan Panico (R-Manorville), a candidate for town supervisor against SUNY Old Westbury adjunct professor Lillian Clayman (D), condemned the New York State government for passing measures that, according to him, exacerbate the opioid problem.

“Our state government now tries to balance its budget on tax revenue coming from things that lead to addiction,” he said. “They’ve promulgated rules and taxes on marijuana — which is a gateway [drug] — gambling, online gambling. These also compound and lead to addiction.”

The deputy supervisor continued, “We need a shift not only in our society but our government because these are human beings.”

Drew Scott, former newscaster from News 12 who has lost a granddaughter to opioids, attended the press event, reminding policymakers and community members that “addiction is a disease” and that “one pill can kill.”

“Curiosity can kill young people,” he said. “Just one pill at a party out of curiosity has killed so many of our young people.” He also urged others to “please, join the crusade and do something about overdose awareness and fentanyl. And fight, fight, fight.”

Town Councilman Michael Loguercio (R-Ridge), who has lost two nephews to opioids, called upon the state Legislature to require insurance companies to pay for treatment.

State law “should require insurance companies to pay for treatment — not only pay for the emergency room visit when we bring them in but pay for the treatment,” the councilman said. “Please, speak to your New York State Assembly [members] and senators, and get them to legislate requirements for the insurance companies to treat these people with the treatment that they need.”

Councilmember Jonathan Kornreich (D-Stony Brook) recognized his Council District’s Drug Prevention Coalition. He advocated for expanding this initiative townwide.

The coalition is “a hyperlocal model of deep engagement through community organizations, local businesses, chambers of commerce, civic associations and working closely with the school districts … to raise awareness, reduce the stigma, and it’s having an impact,” he said. “These are very fine people who are working very hard today and have produced a model that can be replicated all over the town.”

State and local officials are letting out a collective uproar over the planned closure of the New York State Department of Motor Vehicles Port Jefferson Station branch later this week.

The Port Jeff Station office serves most of northern Brookhaven and parts of Smithtown. The three nearest alternatives are DMV offices in Medford, Hauppauge or Riverhead.

With foot traffic constantly moving in and out of the DMV on Tuesday morning, Aug. 22, New York State legislators joined Brookhaven Town Board members for a press conference calling upon Gov. Kathy Hochul (D) to intervene.

Town of Brookhaven Supervisor Ed Romaine (R), who is running for Suffolk County executive against business leader Dave Calone (D), noted that while Suffolk is the fourth largest county by population in New York State, it tops the list in registered licensed drivers and registered vehicles.

“Closing this DMV office, which is used by so many people, is not the way to go,” he said.

New York State Sen. Anthony Palumbo (R-New Suffolk) highlighted the Town of Brookhaven’s considerable population, noting that the town has more residents than Miami, Florida.

“Could you imagine ignoring the residents of Miami when it comes to licensing drivers?” he asked. “Closing this DMV, unfortunately, is quite reckless, and I don’t think we’re really thinking about the citizens and the services they need.”

The state senator added that closing the Port Jefferson Station DMV would put greater strain on existing DMV locations in Suffolk County.

New York State Assemblyman Ed Flood (R-Port Jefferson) referred to the announced closure as a “disservice to the residents of this area.”

“It’s not in any way good government to close buildings or close facilities that are necessary,” the assemblyman said. “Right now, we have a need to expand our DMV operations instead of contract.”

Brookhaven Deputy Supervisor Dan Panico (R-Manorville), who is running for town supervisor against SUNY Old Westbury adjunct professor Lillian Clayman (D), attended Tuesday’s press event, condemning New York as “a state where people pay more and get less.”

“The overall theme and what we’re pointing out — what I’m pointing out — is that people on Long Island, specifically in Suffolk County and Brookhaven Town, are continually shortchanged by the State of New York,” he said.

Councilmember Jonathan Kornreich (D-Stony Brook), whose 1st District includes the hamlets and villages across northwestern Brookhaven, echoed Panico’s sentiments. He referred to the conflict over limited state resources as a “suburban versus urban dynamic,” with suburban areas often neglected.

“The closure of this office is going to add at a minimum 40 minutes of round-trip driving for our residents who use it,” he indicated. “This is something that impacts all our residents.”

Councilwoman Jane Bonner (R-Rocky Point), whose 2nd District encompasses the northeastern reaches of the township, said existing employees at the Port Jeff Station location do not wish to relocate.

She also suggested that the closure contradicts the spirit of Hochul’s environmental agenda.

“Our governor has a very lofty environmental initiative,” Bonner stated. “Putting people in cars for longer on our state roads — that are not well maintained — and emitting fossil fuels doesn’t go along with her environmental initiative.”

Tensions came to a head between the Town of Brookhaven and animal shelter volunteers over the town-operated Horseblock Road animal shelter during the Town Board’s Thursday, July 20, meeting.

Dozens of volunteers and animal rights advocates spoke at the meeting to express concerns over alleged mismanagement at the shelter, with one volunteer describing the conditions inside the shelter as “deplorable.” 

One such speaker, Lillian Lennon, president of RSVP Inc. Animal Welfare & Rescue and former member of the Brookhaven advisory committee of the animal shelter, elaborated on her comments during an interview.

While Lennon is not a volunteer at the shelter, she thinks the volunteers are being penalized.

“We feel that we’re not really being paid attention to, that we’re being kind of dismissed,” she said. 

Lennon added that she also believed past animal shelter directors had been set up for failure. 

“Something’s not right with the powers that be that are not giving these directors the tools that are needed to be successful,” she said. 

In a statement, town Councilmember Jonathan Kornreich (D-Stony Brook) considered the volunteer accounts presented during the board meeting as “very troubling for two reasons.”

“The most immediate was that I was concerned for the welfare of the animals,” he said. “After that, I realized that the conditions had obviously been existing for some time, and it was disturbing that I hadn’t heard about it.”

Kornreich indicated that senior town officials being unaware of the problems “indicates there were issues in the chain of command,” adding, “We have replaced personnel at multiple key points, and I’m confident now that we’ll be able to address these issues.”

After the public comment portion of the Town Board meeting, Deputy Commissioner of Public Safety David Moran, who is currently co-managing the shelter, spoke on the reform efforts, including reallocating already existing funds for upkeep.

Moran also said that some resources, such as vermin-proof bins, were available but hadn’t been used.

Moran claimed that “a sky is falling mentality” needed to be taken out of the shelter, citing the reaction to the flooding that took place at the animal shelter on July 16.

Lillian Clayman, the Democratic candidate for town supervisor, found the claims made by the volunteers to be concerning.

“It’s clear that when a shelter is unsanitary, it causes conditions that would lead to illness of the animals that should be cared for,” she said.

Clayman also found the response from the interim director to the claims made by the volunteers unacceptable. Her opponent for town supervisor, Deputy Supervisor Dan Panico (R-Manorville), did not respond to requests for comment.

Despite the sensitivity of the issue, Kornreich reinforced that the well-being of the animals at the shelter was paramount.

“At the shelter, we care for animals that obviously can’t advocate for themselves,” the councilmember said, adding, “We have a higher moral obligation to ensure the conditions they live in are as good as they can be.”

Kornreich: 90% of customers ‘paying well more than double’ the rate for natural gas

The Town of Brookhaven’s Community Choice Aggregation program has drawn opposition within the Town Board.

Brookhaven launched the CCA program in May, pitching the initiative as a way to stabilize energy rates on natural gas and help residents save money. 

Through a two-year partnership with Manhattan-based CCA administrator Good Energy, all natural gas customers were automatically opted into the CCA, receiving natural gas at the fixed rate of $0.695 per therm.  

The partnership allows residents to opt-out free of charge at any time, choosing the default energy supply from National Grid, which fluctuates monthly. This month, National Grid is offering natural gas at $0.278 per them, according to its website.

Now the promise of cheaper gas has met with scrutiny from Councilmember Jonathan Kornreich (D-Stony Brook), who is urging customers to opt out of the program.

“The [National Grid] price has been going down every single month and, of course, the CCA rate continues to hold steady for two years,” Kornreich told TBR News Media. “You’re paying well more than double [the rate] at this point if you’re still opted in.”

National Grid’s “recent supply rates” have been $0.32 per therm or less since the CCA’s launch in May, according to a chart on the town’s website. Meanwhile, 90% of Brookhaven’s natural gas customers remain opted in, according to Doug Donaldson, media representative for Good Energy.

Despite the higher costs, Donaldson maintained that CCA offers a discount when assessed over a 12-month interval.

“The customer would have to study each month’s rate and know the billing cycle, and then change according to the rates to be able to get the lowest rates,” he said in a phone interview.

“But if they stick within the CCA program, they’ll know that over a 12-month period they’ll get a historically lower rate.”

The town’s CCA landing page — brookhavencommunityenergy.com — enables residents to opt in or out of the program. The page mentions “competitive pricing” as one of the program’s goals. 

“Brookhaven Community Energy aims to produce savings for customers compared to basic utility rates,” the webpage reads.

Kornreich indicates that his proposed rate-switching method — opting into the cheapest energy supplier for a given month — better accords with the program’s stated aims.

“I think the way to really create savings is to opt out of [the CCA] for now and to opt in when it makes sense to do so,” he said.

Donaldson noted that natural gas rates tend to be lower in the summer and higher in the winter. For this reason, he suggested there is a certain degree of accountability on ratepayers to monitor their energy bills and choose accordingly.

“The program offers a very easy way through the website to opt in or out,” he said. “It offers that flexibility, but it is on the customer to keep track of the rates.”

Asked whether he would advise customers to opt out during these summer months, during which the National Grid price is lower, Donaldson referred to the CCA as a “no worry” option for ratepayers.

“I sort of think it’s like a no-worry situation if you stay in it,” the Good Energy media representative said. “When the winter months come, you don’t have to worry whether you’ve switched over or about getting a super-large energy bill.”

“I think the convenience of it is worth the price difference, easily,” he added.

Given the gradual changes in National Grid’s supply rates month to month, Kornreich said customers would likely be switching just a few times a year.

“This is not something that you need to be opting in and out of every month,” the councilmember said. The price “doesn’t change that fast.”

While the National Grid rate remains lower than that of Good Energy, Deputy Supervisor Dan Panico (R-Manorville) concurred with Kornreich’s assessment of the situation.

“We encourage residents to check the price and opt in and out to their maximum benefit … to get the best rates that they can,” he said. “That’s the beauty of the program, that you can opt in and out. And I’m working with Jonathan to make sure that we get that message out.”

Kornreich stressed the matter of choice in consuming utility power, maintaining that residents must stay educated on the cost differences between National Grid and Good Energy and choose the lower rate.

“Ninety percent of people are currently paying more than they need to,” he said. “The question is: Do they not care and maybe have confidence that over the long run [CCA] will work for them? Or do they simply not know?”

He concluded, “I don’t know what that mix is, but we have to make sure that our consumers and residents are informed.”

Patriotism filled the morning air in Rocky Point on Tuesday, July 4, during a communitywide celebration of American independence.

Public officials, business leaders, Scouts and community members gathered outside Veterans of Foreign Wars Post 6249 — at times braving gusts of rain — for a ceremony in honor of the 247th anniversary of American independence. The festivities combined a traditional reading of the Declaration of Independence with public recognition of the area’s veterans.

“Freedom is a gift given by all of those who fought for us,” said Gary Pollakusky, president and executive director of the Rocky Point Sound Beach Chamber of Commerce, which helped organize the event. “As we celebrate with our friends and family, we must express our thanks for feeling free to the men and women who made that possible.”

Joe Cognitore, commander of Post 6249, performed the commemorative reading of the list of hometown heroes. Following this service, the post commander reinforced the value of reading the Declaration annually.

“Today, we celebrate 247 years of freedom and independence,” he said. “Let us remember that the true power of our nation lies in the unity and resilience of our people.”

“The VFW stands as a testament to the enduring spirit of our veterans and their dedication to our country,” he added. “Together, let us renew our commitment to supporting our veterans and bridging the gap between military service and civilian life.”

Town of Brookhaven Councilwoman Jane Bonner (R-Rocky Point) reflected upon the uniqueness of this annual tradition, noting the sizable and proud veteran population of northeastern Brookhaven.

“I’m proud to represent this community because, trust me, the Declaration of Independence is probably not being read anywhere else today in Suffolk County or Nassau County,” she said. “So props to the people who made it happen.”

New York State Assemblywoman Jodi Giglio (R-Riverhead) said the Declaration stands as a “reminder to everyone of how important it is that we have our freedoms and our liberties,” she said.

Bonner’s colleague on the Town Board, Deputy Supervisor Dan Panico (R-Manorville), used the occasion to reflect upon the historical significance of the American Revolution and the audacity of those who signed the document nearly two and half centuries ago, tying their contributions to those of American service members today.

“We offered law and logic to the rest of the world as to why we should be free,” the deputy supervisor said. “It’s our veterans — from the American Revolution through today — that have been there to ensure that this country … ensues and keeps on going forward.”

Following former Port Jefferson Village Mayor Margot Garant’s unexpected departure from the race, the Brookhaven Town Democratic Committee has tapped Lillian Clayman to stand in this year’s election for Town of Brookhaven supervisor.

Incumbent town Supervisor Ed Romaine (R) is running for Suffolk County executive this November, creating an open contest for his seat. The Brookhaven Republican Committee selected Deputy Supervisor Dan Panico (R-Manorville) to head the ticket.

Garant, opposing Panico on the Democratic line, suspended her campaign last week due to an “unforeseen health issue,” according to the BTDC. 

In an exclusive interview, Clayman opened up about her professional experiences and plans for the town. The new Democratic nominee centered her platform around the Brookhaven Town landfill while offering various administrative reforms.

A Port Jefferson resident, Clayman is an adjunct professor of labor and industrial relations at SUNY Old Westbury. She worked as a political organizer for health care union 1199SEIU United Healthcare Workers East and spent a decade as a financial adviser/stockbroker at Manhattan-based global insurance corporation AIG.

Clayman served as mayor of Hamden, Connecticut, from 1991-97. She was chair of BTDC from 2016-20, and has run several political campaigns in Connecticut and on Long Island.

Clayman said she was approached last week by party leaders, who had asked to lead the ticket in Garant’s absence.

“Given the fact that I have government administrative experience as well as political experience, and given the truncated time frame, I said that I would be happy to do so,” she said.

The town landfill — located on Horseblock Road in Yaphank and scheduled to be closed to construction and demolition debris by December 2024 — is a centerpiece of Clayman’s campaign.

“We need to do something quickly about the Brookhaven landfill,” she said. “This is something that has been ignored while taxes have gone up [and] elected officials’ salaries have gone up.”

“The Brookhaven landfill and all of its impacts on the environment today and in the future has been ignored,” she added. “It’s been kicked down the road.”

Concerning intervention and remediation of the pending landfill closure, Clayman said, “The easy environmental fruit has been picked,” suggesting expediency has been advanced while root causes go neglected.

“It’s easy to be for open space,” she said. “It’s a lot harder to find a solution to something as complex as the Brookhaven landfill,” calling the facility “a Titanic headed for an iceberg.”

The Democratic candidate maintained that supervising the landfill closure — and the expected challenges precipitating from it — will require close collaboration with all interested parties.

“My plan and my approach is to bring in all of the players, all of the stakeholders in the community, so that we can make sure that we can protect our environment for real, not just with words,” Clayman said.

Along with the landfill, she proposed several administrative reforms, proposing to “bring good government” to Town Hall.

“Good government means putting contracts out to bid fairly, without regard to whether or not they contribute to your campaign,” she said. “It’s also an approach that [assesses] whether or not we actually need a service, so I do use a little bit of zero-based budgeting in my approach to providing services.”

In stating why she entered the race, Clayman indicated that the town government requires greater proactiveness and energy to serve its residents most effectively.

“There’s a lot of work to do,” she said. “There have been years of neglect and coasting, and I intend to get to work on day one.”

Town of Brookhaven Highway Superintendent Daniel Losquardo (R), along with Deputy Supervisor Dan Panico (R-Manorville) and Councilwoman Jane Bonner (R-Rocky Point), unveiled a historical sign Tuesday, June 13, marking the location where the Shoreham Railroad Station once stood.

The sign had been requested by a Miller Avenue Elementary School second-grade class after taking their inaugural walk on the North Shore Rails to Trail last year, wishing to know more about the lost station.

After receiving a letter from this year’s class, headed by teacher Alice Steinbrecher, Losquadro worked with the Wading River and Shoreham historical societies to collect information about the station, coordinating with the town carpentry shop and East End Sign Design, which printed and donated the marker.

 “The most important thing I think for young people is to know you can make a difference,” Panico told the class during the unveiling ceremony. “By writing to Superintendent Losquadro, you got this done with the help of your teacher.”

Steinbrecher, in an interview with News 12, described how her class was learning about their community’s history and how it changed over time, along with the Rails to Trails project, which created a public path from the former railroad corridors of the Shoreham train station.

“So I had an idea: Let’s walk to where the train station was, and my own children thought I was crazy,” Steinbrecher said. “They said, ‘Mom, you’re walking to nowhere,’” but now, “We have someplace to actually stop and see some of the history.”

The marker is located near Briarcliff Road and North Country Road just south of the current Rails to Trails.

Each class member was given a certificate of congratulations for their civic participation and contribution to chronicling the area’s local history.

The Village of Port Jefferson is nearing a crossroads.

Residents will enter the polls this Tuesday, June 20, to decide on a successor to Mayor Margot Garant. After 14 years leading the administration, the incumbent is stepping down to head the Democratic ticket for Town of Brookhaven supervisor against Deputy Supervisor Dan Panico (R-Manorville).

Garant’s seat is being contested by Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow. In an exclusive office debate spanning nearly two and a half hours, the mayoral candidates pitched their respective visions to the voters.

Introductions

Defeated by just four votes in her first bid for trustee in 2018, Snaden won election to the board the following year and has since secured several liaison posts before taking over as deputy mayor in 2021.

She said she first ran for office “to be the voice” of the people, bringing their wishes to Village Hall and putting their priorities into action. 

“I am ready to run for mayor because I want to use all of that institutional knowledge, all of my experience, to do even more for the community,” she said.

Sheprow entered the board 10 months ago, unseating former trustee Bruce Miller during last year’s village election. She has since helped establish multiple advisory committees while serving as commissioner of communications, among other liaison positions.

She said she is running to take the village government in a new direction.

“I have been hearing a lot from residents and how they would like to see a fresh start for Port Jeff,” she said. “That’s what I was responding to when I decided to run.”

Petitions

This year’s mayoral contest took an unusual plot twist very recently, on May 30, when the Suffolk County Board of Elections opted to remove Sheprow’s name from the June 20 ballot over faults in her petitions.

“I take full responsibility for not putting my cover sheet on the petition submission,” Sheprow said. “But you know what? I don’t care. I’m running a write-in campaign. I would never stop fighting for the people of Port Jefferson.”

Snaden, whose campaign brought about the charges, said using the Freedom of Information Law to assess the opposition’s petitions is standard practice.

“We all have to follow the same rules,” she said. “It’s our job as candidates to know the laws and follow the laws.”

Budget

The candidates offered competing perspectives on the village’s present finances.

Snaden regarded the current fiscal health as “excellent,” noting the relatively low-interest rates the village pays when borrowing money.

She acknowledged “the budget can always use some tweaking,” adding, “there are some needs that I believe need an increase in budget.” 

Chief among them are salaries, Snaden said: “Bringing those numbers up would be imperative for getting the highest quality employees we can.”

Sheprow suggested the village’s Moody’s rating, a measure that calculates an organization’s relative credit risk, “can be improved,” saying her administration would strive for a AAA bond rating [compared to the current Aa3].

The trustee proposed instituting an advisory committee of certified public accountants and other financial professionals to assist the village board in preparing its budget.

“A zero-based budget is so important,” Sheprow said. “Also, having that budget committee [will help] create a budget that is responsible to the taxpayers.”

Revenue

The U.S. Environmental Protection Agency recently announced new regulations targeting existing power plants, placing a cloud of uncertainty over the Port Jefferson Power Station.

With questions surfacing about the possible decommissioning of the plant, the candidates were asked whether the village should begin preparing for further losses of public revenue.

Sheprow again advocated for expert consultation.

“I think we need to include the Advanced Energy Center at Stony Brook University,” she said. “Maybe we can come up with ideas about how to bring advanced energy initiatives into that location.”

Snaden said continued collaboration with wind power companies, such as Ørsted and Eversource, would remain pivotal in “bringing green energy to Long Island through the Village of Port Jefferson.”

To account for potential losses in public revenue, she also proposed “increasing our tax base through responsible development.”

Staffing

Both candidates agreed the administration is understaffed but departed on possible solutions.

Snaden emphasized hiring a planner for the building and planning department and additional personnel for the code enforcement department.

She indicated the practice of assigning multiple administrative titles to a single staff member is “absolutely not” sustainable.

“I think that’s where the budget needs to be enhanced — to hire the right people to head up these departments and divide up more of the tasks,” she said.

Sheprow maintained the hiring process should follow “a [human resources] system and policy.”

“The idea that I have, should I become mayor, is to bring in someone to take a deep dive into the organizational chart of the village,” she said. “I find there are some conflicts of interest for these positions and roles for people who wear multiple hats.”

Public meetings

To boost attendance at public meetings, Sheprow supported overhauling the village’s municipal website.

“It is not responsive,” she said. “If there’s a village board meeting coming up, it should be on the front page on the carousel of the website.”

She also favored a more dynamic social media presence on behalf of the village, with suggestion boxes and other modes of “active responsiveness” between board members and residents.

“I think we need to set up — here we go again — another committee to hear and review complaints and take [them] forward to the Board of Trustees.”

Snaden discussed the value of live streaming public meetings.

“Bringing the meetings to [residents] in their living rooms, recorded so they could watch at a later date, was key” during the COVID-19 public health emergency, Snaden said, proposing to expand and enhance these methods post pandemic.

She also touched upon the role of the Port eReport in dispersing information to the public.

In welcoming more citizens into the local decision-making process, Sheprow expressed pleasure at the reformation of the Port Jefferson Civic Association, saying, “That means the people care, that the people in the community want to get involved.”

She said the chance for more frequent communications between residents and trustees during board meetings is “a huge opportunity for us.”

Snaden said, “Regular meetings with whoever wants to have a voice,” combined with an active social media presence, would be crucial for welcoming more residents into the process.

“I also believe there’s an aspect of people going to meetings when there’s a negative issue or problem,” she added. “As a person who always looks for the positive in things, I like to believe that a portion of the people not coming to meetings are very happy with what’s going on.”

Open government

Another central administrative function is the swift distribution of time-sensitive documents, such as public minutes and agendas.

Snaden returned to hiring when asked about expediting the release of these materials.

“That rests now on the clerk’s [Barbara Sakovich] responsibility list,” she said. “She’s just overwhelmed with the amount of work,” adding, “I believe we could help by bringing in more people to divide up those duties to get [those documents] out there.”

Sheprow favored implementing a “proactive communications system,” including an internal newsletter, to bring the information to staff and the public more expeditiously.

“We need somebody who’s creating content,” she said. “The content would include a press release after every meeting [saying] here’s what happened.”

Building density

During the May 1 public hearing on possible zoning code changes for the Maryhaven Center of Hope property, several community members voiced concerns about increased villagewide building density.

Sheprow raised objections of her own.

“The proposals and the sketches that have been drawn for this space are looking like we’re bringing city life into a transitional [not entirely commercial nor residential] area of Port Jefferson,” she said. “The surrounding communities are horrified by the prospect of seeing four stories from their backyards.”

Snaden noted, “Density is already here,” referring to some existing apartment and condominium developments neighboring Maryhaven.

In moving through the building and planning stages, she said, it will be necessary to continue consulting traffic and environmental studies, which she indicated are “always done as a matter of course.”

“Residential use has been proven to be the softest use, environmentally speaking,” the deputy mayor added. “My concern is that if we don’t move ahead with … some type of a code change, then as of right, an office park could move in, causing more issues for the neighboring community.”

Parking garage

The village is also working to mediate longstanding parking issues, with both candidates detailing how a proposed parking garage could offset shortages.

“There has to be a careful balance with that — without overbuilding but creating the parking spaces that are needed,” Snaden said of the parking structure.

She also supported continued public-private partnerships for shared parking agreements.

Sheprow called for establishing a parking committee, composed primarily of business owners, to help manage the village’s municipal parking apparatus.

She referred to the proposed garage as “an idea I think residents need to hear and weigh in on.”

Flooding

During a recent climate resilience forum at Village Hall, local architect Michael Schwarting shared alarming projections of more frequent and intense flood events in Lower Port. Each candidate was asked how the village could mitigate these concerns.

“Utilizing an engineer or planner to lead that process,” coupled with a new grant writer to help underwrite new projects, could “move the village forward conceptually,” Sheprow suggested.

Snaden proposed daylighting hidden underground water bodies to offset increases in flood load. “I would like to continue building bioswales,” she added, “making gardens in conjunction with these bioswales.”

Concluding remarks

Sheprow expressed appreciation for the residents throughout the campaign process.

“I’m having a lot of fun talking to people and learning more about everyone in our community,” she said. “There’s a lot of love for this community, and I would just be grateful to represent them and have their trust put in me.”

Snaden reiterated her past experiences in positioning her for the responsibilities of mayor.

By “voting my opponent in as mayor, you lose me entirely — you lose my experience, knowledge and love for this community,” Snaden said. “However, if you vote for me, Lauren stays on as a trustee, and you have us both.”

Voting information

The public will be the ultimate arbiter of these two mayoral candidates on Tuesday, June 20. Voting will take place at Port Jefferson Village Center, where polls will be open from 6 a.m. to 9 p.m.

Last week’s special election for the Town of Brookhaven’s 3rd Council District has both major political parties finding silver linings.

Former Brookhaven Councilman Kevin LaValle (R-Selden) vacated his seat in February following a January special election for town clerk. To fill the vacancy and complete LaValle’s unexpired term ending in December, Republican Neil Manzella — also of Selden — defeated Democrat Alyson Bass from Centereach on Tuesday, April 25, by a 57-43% margin, according to an unofficial tally by the Suffolk County Board of Elections.

Manzella’s win reinforces his party’s stronghold on the town government. Republicans again hold a 6-1 majority on the Town Board and occupy nine of the 10 elected offices townwide. Councilmember Jonathan Kornreich (Stony Brook) is the lone Democrat.

“While I wish that there were more people that did vote,” Manzella said, “I am very happy with the decent size turnout for a special election,” which was just over 2,800 ballots cast. “I think both sides did a great job of getting that vote out.”

To Bass, he added, “I think that she should be very proud. They held an incredibly respectable campaign.”

Since the establishment of councilmanic districts in 2002, a Democrat has never held the 3rd District. Despite their historical struggles, there are some positive takeaways for the losing side. 

LaValle won CD3 in 2019 by more than 30 points. Bass cut that margin by more than half.

“Given the fact that my campaign was more of a grassroots campaign, I feel very proud for the level of fundraising that we did and with the outcome,” Bass told TBR News Media. “We were way outspent, we were outmanned. And I think that our numbers were very strong.”

Two-part election

Manzella’s victory celebration will be short-lived as both CD3 candidates are already back on the campaign trail for the general election.

“While I did win now, I will be the acting councilman but only through [December],” Manzella said. “This doesn’t stop. This campaigning continues straight through November.”

Bass also had this understanding, indicating that when she accepted the nomination for the special election, she committed to running in November regardless of its outcome.

“The four-year term was always the goal,” she said, adding that her campaign will continue through November.

Heads of the ticket

The CD3 race provides an early measure of public moods ahead of the townwide elections later this year. As the focus shifts away from the 3rd District, all eyes are on the top of the ticket, where there is an open contest.

Incumbent Brookhaven Town Supervisor Ed Romaine (R) will not headline the ticket for the first time in over a decade, instead pursuing the county’s top office in the race to succeed Suffolk County Executive Steve Bellone (D), who is term-limited. Romaine’s opponent will be Democratic nominee, Dave Calone.

Brookhaven Deputy Supervisor Dan Panico (R-Manorville) and Village of Port Jefferson Mayor Margot Garant, a Democrat, have each secured their party’s nod for town supervisor.

In separate interviews, both candidates reflected upon the outcome in Middle Country and its implications for their respective quests to succeed Romaine.

“I think Ms. Bass should be extremely proud of herself,” Garant said, referring to the 14% margin of victory. “That’s a pretty significant gain, especially in a special election where you only had about 3 percent voter turnout overall in that district.”

Despite her favored candidate coming up short, Garant said she and her party are “encouraged by that result, and we’re going to continue to work on the messaging and the issues as they exist and continue to make sure we’re knocking on doors, making people aware of what the existing conditions are.”

Panico sang a slightly different tune than his opponent, though also optimistic for November. The deputy supervisor referred to the outcome as “a very strong message for our team” as the party pivots to the general election.

Manzella’s win, Panico said, reflected the strength of the Republican committee’s efforts and the resonance of its platform with Brookhaven voters. He further regarded the outcome as a vote of confidence for the current Town Board.

“When you’re doing the right thing by the residents — and the residents are very aware — they take notice,” Panico said. “The members of the Town Board on my team, I expect, will be reelected as well” in November.

Six months out of the general election, Panico said he has already begun campaigning townwide, expressing confidence that his campaign is registering with Brookhaven residents and forecasting a favorable outcome.

“I expect to be victorious in November and plan on running a vigorous campaign on the issues that matter to the residents of Brookhaven Town,” he said.

Based on recent electoral history, Garant’s campaign faces certain obstacles this election cycle. Her party has not held the supervisor’s chair since 2012 when Mark Lesko resigned mid-term, to be replaced by Romaine. 

The Port Jeff mayor nonetheless remained hopeful about her prospects, viewing her platform as appealing to the centrist wing of the town — a faction she believes will determine the victor.

“We think that we have a good platform,” she said. “We’re going to do our best to make sure that it resonates with the people not on the extremes, but with the majority of people who live here, which are the more moderate voters.”

Assessing political strategies

Anthony Portesy is chair of the Brookhaven Town Democratic Committee. Like Garant and Bass, he regarded the election result in CD3 as promising for the Democratic slate come November. The Brookhaven Town Republican Committee did not respond to requests for comment.

“I’m very, very encouraged” by last week’s outcome, Portesy said. “When you take out the conservative line, their margin of victory was a mere 73 votes. That is incredible for that district, and it shows the quality of the candidate that we put up in Alyson Bass.”

Panico viewed Manzella’s elevation to the Town Board as favorable for Republicans. Citing his party’s sizable majority in town government, he added why he believes Republicans are registering with the electorate.

“There’s no secret recipe,” the Republican supervisor candidate said. “There’s not one thing that I would point to with regard to the electoral edge. With regard to the political composition of the town representatives, it’s simply that the people who are elected do the job they were elected to do.”

He criticized the opposition party’s messaging, stating its recent electoral track record reflects an unpopular platform with voters.

“I think the state of the local Democratic Party is part and parcel of their platform,” he said. “As they embrace a platform that has been rejected by the vast majority of residents — regardless of political affiliation — in the Town of Brookhaven, I think that is going to continue to be a problem for their party, and it shows in their elections.”

Garant rejected this notion entirely, pointing to Bass’ narrowing of the gap in CD3 as a testament to her party’s upward trajectory. The mayor suggested that the current board has not adequately addressed Brookhaven’s multiplying quality-of-life concerns, which may begin cutting into its majority.

“I think there are a lot of people who are very concerned with the declining lifestyle and the declining quality of life and the conditions in their neighborhoods,” she said.

Portesy centered his focus around the town landfill, which constitutes a significant chunk of the town’s overall public revenue and is set to close in the coming years. 

The party leader contended that the current board is ill-prepared for the looming budgetary shortfall precipitating from the facility’s eventual closure.

“The town dropped the ball on replacing the revenue for the landfill,” the Democratic committee chair said. “They love to tell you about the AAA bond rating, but the AAA bond rating doesn’t go into discussing the fact that that’s based on their present finances, not after the landfill closes and we’re losing millions and millions of dollars.”

Still, Portesy committed to recalibrating his party’s messaging over the coming weeks, working on expanding the Democratic get-out-the-vote initiative through additional door-knocking volunteers and other measures to generate voter interest and boost turnout.

“We’re going to be retooling our message over the next couple of months, making sure that we’re hitting the doors that we have to hit and making sure we’re convincing voters that our path is the path forward for Brookhaven Town,” he said.

Though beaten in round one, Bass kept an upbeat attitude for round two. “There are enough Democrats in this district and in this town to make us victorious,” she said. “We need to come across with messaging that resonates, and I think there are some strategic things we need to work on as far as unity and approach.”

She added that the small sample size last week was unreflective of the public will overall, suggesting a larger turnout in November could work in her favor.

Manzella, a former member of the town Republican committee, attributes much of his success to the party operation.

“Getting out there and spreading the word about an election, and then spreading the word of the candidate, is the most crucial part of any campaign,” the councilman-elect said. “Our committee has a lot of volunteers, a lot of people who are passionate about this. It’s that strength, as a unified whole, that is able to get this message out to the voters.”

Portesy viewed Romaine’s run for county executive as a unique opening for town Democrats. Given the scope of the town supervisor’s powers, the party chair maintained that filling that seat with a Democrat would be the committee’s primary objective.

“The vision for the town always comes from the executive,” he said. “Making sure that we get Margot Garant elected in November is going to go a long way,” adding, “Our number one goal is to take back the town supervisor.”

Both parties have just over six months before voters hit the polls on Nov. 7.
