The Port Jefferson Village Board of Trustees is approaching a meaningful vote to decide the future of the Port Jefferson Country Club.

PJCC is a village-owned property. In a two-phased initiative, the board is actively responding to the harmful effects of coastal erosion at East Beach. Construction of a lower retaining wall is ongoing after a 4-1 vote under a previous composition of the board of trustees. 

Now the board is looking upland, where erosion has encroached dangerously upon the PJCC clubhouse. Without remediation, the clubhouse could fall off the cliff within years. 

Weighing its options, the board must soon decide whether to invest in preserving the existing clubhouse by adding a steel wall or retreating inland.

A battle against time and nature

In an exclusive interview with Mayor Margot Garant, she provided her initial estimates for the cost of the upper wall. 

“We’re estimating approximately another $3 million for that upper wall project,” she said. “The lower wall was a more complicated project because of the steel, rock and revegetation of the entire slope. The upper wall is really only steel and vegetation.” Bids for this project are still out but are due by Oct. 7, when the village will receive its final estimate.

Garant acknowledged the severe economic and environmental constraints working against the village. The construction cost index is forecast to see a 14.1% year-to-year increase by Dec. 31. While the cost of building materials skyrockets, inflation is at its highest point in four decades. 

Meanwhile, the cliff erosion is rapidly closing in on the clubhouse. For these reasons, Garant feels a sense of urgency to approve the upper wall if the village board favors that option.

“I think economic factors … plus Mother Nature are all kind of not working to our advantage at this point in time,” she said. “We’re already at a point where we’re playing beat the clock. We’ve lost a tremendous amount of material, and that is something we have to take into consideration — the pros and cons and the risk factors.”

While the mayor appears committed to quick remediation, the board has no unanimous consensus. Trustee Rebecca Kassay was the lone dissenter on the lower wall vote, citing a lack of public input into the final determination.

If presented with a similar vote on the upper wall, Kassay said she would vote “no” again. “My position is still the same,” she said. “I cannot, in good conscience, vote for another multimillion dollar project without having the residents of Port Jefferson show their support or rejection for it.”

Drawing from her background in environmental advocacy, Kassay believes there are viable alternatives to the upper wall. While the burgeoning science of coastal erosion mitigation may be daunting, according to her, exploring these options may be in the village’s long-term interest.

“Adopting new strategies and technologies can be very nerve-racking,” the trustee said. “It’s quite upsetting but, as community leaders, it’s our duty to look at the realities in front of us and serve the community accordingly.”

This week, a local climate expert presented some of her findings to the Port Jeff community. During a Greater Port Jefferson Chamber of Commerce meeting Tuesday, Sept. 27, Elizabeth Hornstein, a New York State Sea Grant sustainable and resilient communities specialist for Suffolk County, explained the pending threat of sea-level rise and intensifying storms on coastal communities. 

Hornstein’s presentation stressed the need for community planning and resiliency. She advised that addressing the issue of erosion near the country club would require a communitywide assessment of its environmental priorities.

“I think the community as a whole has to decide what is most important,” she said. “Is the country club an asset that is very important to the community? What else in the community, though, is also very important that you may want to protect?” She added, “I think it’s a tricky situation, and it’s hard to make those calls.”

Reimagining PJCC

Trustee Stan Loucks remains undecided whether he will support the upper wall. Like Kassay, Loucks has expressed support for putting the matter out for a public referendum. However, he suggests the board should tie an upper wall proposal to a plan for reinvigorating the country club.

Critics of saving the clubhouse have cited examples of village officials referring to the clubhouse as “underutilized.” Joining these detractors, Loucks hopes for greater use of the country club’s available amenities.

“I would like to see more of a country club atmosphere up there, and I’m not sure we’re getting it with the existing building,” he said. “I want to see what it’s going to cost to put an upper wall in there, and I want to see what it would cost to perhaps build a new building.”

Trustee Lauren Sheprow campaigned earlier this year on a platform of protecting the clubhouse. In an email statement, she referred to the facility as “one of Port Jefferson’s finest assets.” 

In her short tenure on the village board, Sheprow has already resurrected the Parks and Recreation Advisory Council. The newly elected trustee said this council will work to bolster recreational activities at the clubhouse.

“I am hopeful that our new Parks and Recreation Advisory Council will help to build and cultivate a concept, which will be on the agenda for our first meeting in October,” Sheprow said. “We would also like to create more recreational opportunities over the winter months.” She added that new racket sports amenities might provide even more avenues for recreational use.

As the board awaits cost estimates for the upland projects, Sheprow intends to evaluate both options thoroughly before making a final judgment. “I would like to be able to do a walkthrough of the proposed solutions and hear from those who have designed them,” she said, adding, “I would also like to hear how this would factor into a more comprehensive long-term strategy for the country club campus.”

Garant said residents could expect at least one more work session in the coming weeks for the upland proposals. After that, it remains unclear whether these projects will go out for a public vote. 

“I think the Board of Trustees will make that decision as soon as possible if we’re moving forward [with the upper wall],” the mayor said. “And if we’re not moving forward, some of the other retreat plans will take time because the retreat plan means that we’re abandoning the facility.” 

With respect to a possible referendum, she added, “When we have that price point, we can have that discussion as a board. I’m not sure I’m in agreement with that as that was something we should have discussed when we passed the resolution for the $10 million bond.”

Mather Hospital has recently come under fire after removing trees, including walking trails, to expand its northern parking lot among other improvements. 

On Sunday, Sept. 18, a small group of protesters gathered near the hospital parking lot, most of whom were from the local environmental group, EcoLeague, founded by Holly Fils-Aime with friends about a year and a half ago. 

Despite receiving objections from EcoLeague, the Audubon Society and multiple citizens, Mather Hospital went through with plans to clear its forest area. “They kind of just plowed ahead because I think they were pretty sure that the [village] planning board would approve it,” Fils-Aime said. [See The Port Times Record’s June 16 story, “Port Jeff planning board approves environmental review of Mather expansions.”]

Feeling that they had no other option, Fils-Aime, along with Ana Hozyainova, a recent candidate for village trustee, decided to sue the hospital and the Village of Port Jefferson. While Fils-Aime and Hozyainova hoped for a class-action lawsuit, they struggled to find others to join their cause, citing fear of consequences among residents. 

EcoLeague is also concerned that the cutting down of the woods will harm local species of animals and that Mather Hospital’s construction of a parking lot will act as a “heat sink,” raising local temperatures. 

Additionally, critics suggest adding impermeable surfaces may exacerbate the ongoing flooding issue in Port Jefferson. 

“As we take away permeable land from all of the hills around the village, the water runoff just runs down into the village harbor,” said Paul Ryan, another member of the protest. “With the combination of heavy rainstorms, along with less permeable land and sea [level] rise, we’re going to end up with more flooding in the village.”

In response to this criticism, Mather Hospital and Northwell Health released the following statement to TBR News Media:

“Mather Hospital and Northwell Health have thoroughly evaluated potential impacts of the project upon environmental resources in coordination with the Village of Port Jefferson as part of the State Environmental Quality Review Act (SEQRA) process. Regarding the removal of the trees, the hospital has committed $25,000 to the Village of Port Jefferson to plant trees within the village.

“With the completion of this project, our campus will foster an environment that represents the excellent care our physicians and team members provide. Especially in a pandemic era, we must ensure our infrastructure stays at the forefront of health care innovation and modernization. This expansion allows us to continue to serve our community at the top-tier level it deserves.”

The Village of Port Jefferson could not be reached for comment for this story.

The Port Jefferson Village Board of Trustees covered a range of issues during a business meeting Monday, Sept. 19.

With trustees Stan Loucks and Lauren Sheprow absent, the board approved a resolution authorizing the mayor to enter into a contract to purchase the historic derelict home at 49 Sheep Pasture Road. 

With this authorization, Mayor Margot Garant announced the village was moving closer to acquiring that property and presented plans once an agreement is met.

“We will be finally securing that property,” the mayor said. “Once we secure it, I’m going to bring the historical society to the table and the preservation company.” [For more information on this property, see The Port Times Record’s 2019 story at TBR News Media’s website: “Port Jeff historians decry potential loss of historic house.”]

Garant also reported the village is pursuing a granting opportunity to subsidize the development of the Six Acre Park along Highlands Boulevard. The grant application process sets certain conditions requiring an applicant to present a concept plan along with other criteria. 

“That grant will provide funding for the final buildout in terms of plans and material and construction,” Garant said. Trustee Rebecca Kassay, trustee liaison to the Six Acre Park Committee, added that this “could be an enormous amount of money.” 

To satisfy the conditions of the grant application, the board approved a proposal from Hauppauge-based consultancy firm VHB Engineers for $22,750.

The board also voted to reinstate the Parks and Recreation Advisory Council. Based on guidelines from the village code, this advisory council can make recommendations to the board of trustees related to recreational programs, leisure and cultural activities, and parks and playgrounds. 

Garant appointed Beth Capodanno, Gerard Gang, Robert Gross, Jennifer Hildreth, Kelly Juliano, Lois Kilkenny and Rima Potter to serve on this reconstituted council. The mayor appointed as alternates Mary O’Sullivan, Thomas Provencher and Dana Eng.

Deputy Mayor Kathianne Snaden discussed her ongoing work to stabilize the feral cat population villagewide. Coordinating with Jaegers Run Animal Rescue, Snaden requested the board allocate funds for sterilization services and rabies vaccinations to 100 cats per year.

Responding to Snaden’s request, Garant said, “Let’s see if we can appropriate $3,000. It’s a good cause. Lisa [Jaeger]’s a good person, helping in so many ways with all sorts of creatures.”

Snaden additionally reported on an ongoing difference of opinion between the Board of Trustees and the Planning Board regarding active-use space in the Six Acre Park. 

Though some members favored an active-use provision at the Six Acre Park, the Planning Board could not reach a consensus on a formal recommendation, according to Snaden. Garant countered these claims by saying, “I think there are tons of recreational opportunities in this village.”

Kassay reported the Beach Street Community Garden program would take place Monday, Sept. 26, from 6-7 p.m.. This program is free to the public and will focus on fall harvesting. 

Kassay also discussed her continuing work to investigate tick disease awareness and prevention. According to her, the village has been offered tick removal kits through a Stony Brook University-affiliated disease research center. These kits will most likely be made available at the Village Center. Kassay concluded her remarks by offering to deliver a presentation to the board on a potential revision in the village code for short-term rental properties. This presentation could come as early as mid-October. 

Neither Loucks nor Sheprow delivered a report by proxy.

Dragon boats were back in the water during the 8th annual Port Jefferson Dragon Boat Race Festival on Saturday, Sept. 17.

Sponsored by The Greater Port Jefferson Chamber of Commerce, this event is a way to foster community togetherness. It also serves to promote Asian and Asian American culture and customs. 

Barbara Ransome, the chamber director of operations, said dozens of community organizations and business groups participated during the event, bringing together hundreds more community members. 

“This is six months in the making,” Ransome said. “It’s a tremendous amount of organizing, not only with the teams … but all of this entertainment. It’s wonderful to see this all going well, flawlessly and without a hitch.”

A total of 23 teams participated in the boat races. Among the organizations represented in the dragon boat competition were Stony Brook University, Suffolk County Police Asian Jade Society, Mather and St. Charles hospitals, and club teams from as far as New York City, among others.

The day kicked off with the ceremonial “Dotting of the Eyes.” During this ritual, team captains and local officials painted a dragon head. Among them was Port Jeff village trustee Rebecca Kassay, who described the rush of this ceremonial gesture. 

“It was a beautiful moment to dot the eyes and tongue and forehead of the dragon,” she said. “You feel connected with the people around you, and I think that’s something we’re missing these days. To be a part of something where you’re connecting with others is really special.” 

This year was Kassay’s first dragon boat festival. For her, the event was an opportunity to celebrate the community’s rich culture and diverse people. “I am so delighted to see so many people come out, the diversity of people here, and the enthusiasm of everyone here for this cultural event on Port Jefferson Harbor,” Kassay said.

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) also made an appearance. He seemed overjoyed by the festival’s sizable turnout and the many people he encountered throughout the day.

“I’m excited to see our friends here, especially my friends from Long Island Youth Development and the Chinese School at Stony Brook,” he said. “We are excited to enjoy the awakened spirit of Port Jeff Harbor for another year.”

Kornreich also recognized the festival as a cause for celebration. He described the invaluable contributions of Asian Americans and their steadfast commitment to building a stronger community.

“The Asian American population here in our area is growing,” he said. “They have a huge presence and enrich our community so much with their culture and with their friendship, as with their dedication to the community.” He added, “They’re an amazing group of people, and we’re just excited to enjoy this day with them.”

The East Setauket-based LI Youth Development Inc., or LIYD, is a nonprofit organization founded in 2021. The organization is dedicated to supporting the community youth through extracurricular programs. LIYD instructors host weekly sessions to reinforce these skills regularly.

“We started as a way to help teach kids around our communities about different topics and subjects,” said LIYD member Luke Hou. “For example, we have a bunch of different clubs inside of LIYD that each teach their own thing, like tennis club, art club, music club and so on.”

David Wu, one of Hou’s team members, discussed how the lessons of teamwork and cooperation learned from the dragon boat competition harmonize with LIYD’s organizational principles. “Although this is our first year competing, through the practices it has been pretty fun,” he said.

Several dance and choral groups gave moving performances throughout the day. These often paid homage to the cultural and linguistic traditions of the performers.

During a Port Jefferson School District Board of Education public meeting on Tuesday, Sept. 13, the board put two ballot measures out for a public vote on Monday, Dec. 12.

The measures deal with infrastructure improvements and upgrades in elementary, middle and high schools. Proposition 1 is an estimated $23.1 million proposal focused on critical infrastructure improvements and updated facilities. 

Proposition 2 is an estimated $1.88 million proposal that would replace the existing grass field at the high school with turf. (For a detailed description of both propositions, see The Port Times Record’s Sept. 8 story, “PJSD administrators present proposed capital bond projects and cost estimates.”)

Before putting these proposals out for a public referendum, the board first conducted a state-mandated environmental review and then a vote to put the propositions on the bond referendum. 

With BOE president Ellen Boehm absent, both SEQRA reviews passed the board unanimously. Proposition 1 was also unanimously approved. Though Proposition 2 passed, trustees Rene Tidwell and Ryan Walker voted “no.”

The decision to approve these propositions did not come without public opposition. District resident Drew Biondo objected to Proposition 2 because a turf field will require continual costs for refurbishment.

“In the course of paying for a $1.8 million field, even before we’re fully paid for it, we’re paying nearly the same price again just to refurbish it,” Biondo said.

Biondo addressed the impending loss of LIPA subsidies in the coming years, commonly referred to as the glide path. While some believe the agreement with LIPA is settled, Biondo contends that the issue remains ongoing and that much uncertainty remains.

“In 2027, the power service agreement expires,” he said. “[Then] what happens? If the power is not needed, then the plant goes dark. And if the plant goes dark, what will National Grid do? They will close the plant and likely demolish it.”

Biondo believes the looming prospects of demolishing the power plant may foreshadow a significant loss of revenue from LIPA. He advised the board to be mindful of these factors and their impact on taxpayers. 

Biondo concluded his remarks by stating that small class sizes and the ability for students to get to know their teachers are an asset to the district. “I think you have to go to your strength, and our small size is a strength, and our low taxes are a strength,” he said. 

District voters will get the final word on the matter this December. In the meantime, the district will hold a series of tours and information sessions to educate residents on the issues at stake in this upcoming referendum.

The Order Sons and Daughters of Italy in America Vigiano Brothers Lodge 3436 held a memorial service at Harborfront Park on Sunday, Sept. 11, to honor two brothers who lost their lives on 9/11.

The Sons and Daughters of Italy is a nationwide Italian American fraternal organization. Lodge 3436 comprises nearly 90 members from communities throughout the area, such as Port Jefferson, Mount Sinai, Miller Place and Stony Brook. 

Anthony Rotoli Jr., president of the lodge, explained the intent of the memorial service. For lodge members, it is an annual reminder of the sacrifices and heroism of first responders who risked their lives in the line of duty. It is also a way to honor the many lost on that fateful occasion.  

“Every year, we do this memorial and it’s uplifting,” he said. “It’s something that we look forward to every year, though with a heavy heart.”

The lodge was instituted in 2008 and named in honor of two brothers killed on 9/11: John and Joseph Vigiano. Rotoli considers the example of the Vigiano brothers a source of pride and inspiration for the members.

“We take that name with pride — pride to us because they sacrificed for this country,” the lodge president said. He added, referring to the memorial service, “It’s an uplifting [event] because we’re giving something back to the brothers.”

Larry Johnston, one of the attendees, served with Joseph Vigiano as a patrol officer. He remembers Joseph’s dedication to his profession and his commitment to public service.

“The guy was a cop’s cop,” Johnston said. “He was shot on three separate occasions and could have easily gone out on a disability. He decided that he didn’t want to do that and just wanted to continue on as a police officer.” He added, “Anything that he could put service into, he did. … His legacy is a legacy of service.”

Given the Vigiano family’s example of duty and sacrifice, Johnston believes the naming of the lodge is a fitting tribute. “It’s a great way to remember Joe and who he was, what he represented, what he brought down to his family and how they represent him,” he said. Brother John Vigiano was an FDNY firefighter.

It was like a “JFK” or “9/11” remember-where-you-were moment when the news broke Thursday, just after 1:30 p.m. EST: “Queen Elizabeth II has died.” For this Brit expat, it was a big shock even though she was 96 years old. Only two days before, she had held the “kissing the hands” ceremony with new prime minister, Liz Truss (C).

It became clear the queen’s loss was being felt far beyond the United Kingdom as tributes poured in from every corner of the globe, signaling the enormous impact of a 70-year reign during which she performed her often centuries-old duties with wisdom, dignity, gentle good humor and an essential mystique.

The new King Charles III, her son aged 73, caught the moment when he said in a statement, “I know her loss will be deeply felt throughout the country, the Realms and the Commonwealth, and by countless people around the world.”

I am a member of the knighted Mick Jagger-Elton John-Paul McCartney generation (where did I go wrong?). It was Jagger who summarized our thoughts when he tweeted, “For my whole life Her Majesty, Queen Elizabeth II, has always been there.” And now she isn’t. The second Elizabethan era is over.

The queen’s death Sept. 8 in Balmoral, Scotland, has been covered extensively by the media. Briefly, she was born in Mayfair, London, on April 21, 1926; married Philip, Duke of Edinburgh her pillar of strength on Nov. 20, 1947; became queen of the U.K. and other Commonwealth realms on Feb. 6, 1952, also head of the Church of England; was a working mother with four children including Charles; and owned a string of corgi dogs and racehorses through the years.

Such basic facts obscure the sweeping social and economic changes she saw in her reign, without revolution or revolt, from postwar austerity and the Swingin’ ’60s through to post-modern Britain, even as the sun set on the old British Empire. Soon the currency notes, coins and postage stamps bearing her likeness will be phased out and replaced. 

Personal reflections? My first big memory was in relation to the death of Elizabeth’s father, King George VI, in 1952 while she was on a trip to Kenya, East Africa. I was in Mrs. Vidler’s class at Polegate Primary School, East Sussex, and you could hear the proverbial pin drop when we were told “the king is dead.” A dark February Wednesday morning became even darker. In our childhood grief, we had no idea nor cared that the queen’s first prime minister was Winston Churchill. She was only 25 when ascending the throne. 

The coronation did not take place until June 2, 1953, but what a glorious affair it was with celebrations in every city, town and village. Some 20 million viewers were able to watch the glittering, expensive ceremony from Westminster Abbey live on television, with many households including ours buying their first TVs, in black and white.

As Jagger indicated, the queen was a constant, whether for the annual Christmas televised message that highlighted her strong Christian faith, the State Opening of Parliament, Trooping the Colour, the Royal Ascot and Epsom Derby horserace meetings, or various other occasions. 

I saw her in person twice, both during my management spells at Midland Bank, Haywards Heath, West Sussex, in the 1970s and ‘80s. The first occasion was when she visited the neighboring headquarters of the Royal Commonwealth Society for the Blind. Imagine my surprise when I was walking to my car after work and, with nobody else around, she passed by me in the royal vehicle with no motorcade or security guards in sight. I swear she gave a little regal wave. The next time was when she presented prizes at the South of England Show in Ardingly, where the bank’s meet-and-greet pavilion gave us a ringside view. There was a majestic aura that seeped from her as she beguiled everybody at the agricultural showground — as she did elsewhere in a long lifetime of public service.  

King Charles III 

What of King Charles III, who represents continuity and has made a promising start to his reign. An often unfairly misunderstood man, he has been ahead of his time on environmental matters, wildlife preservation and climate change. His views on architecture were more controversial if personal. On a different level, his image was severely dented by the disastrous marriage to Diana, with whom he had William now heir to the throne as Prince of Wales and current-U.S. resident Harry. Charles married longtime flame Camilla Parker Bowles in 2005 and she is now queen consort. Time has gradually healed the British public’s disdain toward them both.

It is not widely appreciated that Charles founded the Prince’s Trust. For a while I was a trust business counselor in Ashford, Kent, and can attest to the value of the scheme for young entrepreneurs. Another factoid is that he has been patron of The Goon Show Preservation Society. The website noted, in the spirit of the groundbreaking 1950s comedy show, that “we would like to thank Prince Charles for agreeing to be our patron and look forward to the coming years with trembling socks.”

Britain now has a novice king and a novice prime minister, both unelected by the people at large. There are difficult days ahead for a country badly hit by the coronavirus pandemic, the self-induced Brexit debacle, inflation currently running at 10% with soaring energy costs due to the Russia-Ukraine war, rumblings on the Scottish independence front, possible Irish trade confrontation, threatened departures from the Commonwealth and, indeed, concern for the future direction of the monarchy itself. 

Still, as President Joe Biden (D) and First Lady Jill Biden said in a statement, “Her Majesty Queen Elizabeth II was more than a monarch. She defined an era.” 

Thank you Queen Elizabeth II and God save the king. The state funeral, combining solemnity with pageantry, will be held Monday, Sept. 19, at Westminster Abbey, London, at 11 a.m. (6 a.m. EST).

During a special meeting of the Port Jefferson School District Board of Education on Tuesday, Sept. 6, superintendent of schools Jessica Schmettan delivered a presentation on the proposed capital bond projects slated for a possible public referendum later this year.

During the upcoming meeting on Tuesday, Sept. 13, the board will vote whether to formally adopt two ballot propositions for an expected Dec. 12 vote. The special session included a lively discussion among board members and elicited significant feedback from members of the public. Village Mayor Margot Garant even made an appearance to share her own take on the proposed projects.

The meeting began with a detailed presentation of the proposed projects, followed by over an hour of deliberations during the public comments. Both ballot measures drew considerable public debate and diverse perspectives from both sides.

For example, a home with an assessed value of $5,000 would spend a projected $564 during the first borrowing year, 2024-25, and $498 during the second borrowing year, 2025-26. Proposition 1

Proposition 1 encompasses a wide range of infrastructural improvements across buildings throughout the district. The estimated combined costs for Proposition 1 total $23.1 million.

The first item includes upgrades to heating and cooling within the high school and elementary school, upgrading the steam heating system and providing dual-use ventilators in the high school. The plans would also replace existing units in the elementary school with dual cooling units. 

“If this bond was to be approved, we could say that all three of our schools would be heated efficiently and cooled efficiently,” Schmettan said. “I know there has been some conversation about cooling and the need for that. It is a modern convenience, but it is also a comfort. … It is tiring to be in the heat that long, and our students do learn best when they are in the most comfortable conditions.”

The proposal would also renovate the existing locker room and team room facilities surrounding the high school gymnasium. These facilities are used by physical education classes from grades 6-12, supporting the nurse’s office and the well-fit rooms. 

The proposed renovation to the nurses’ office would remove an existing wall, adding a waiting area, a resting place, an ADA-compliant toilet and sink, and a resting area for the nurses. 

The ballot proposal also seeks to reconfigure the girls locker room and team rooms, repurposing some of the existing showers as additional locker room space. The proposal would link the girls locker room with the team room and an ADA-compliant bathroom. 

“Additionally, there would be access from the Wall of Fame hallway so that children could get into the team room, get into the locker room, without walking through the gymnasium when classes are in session or games are in session,” the superintendent said.

The proposal adds plans for a wellness room, which will open up storage space for the physical education department. A wellness room, according to Schmettan, would centralize equipment storage while accommodating office space for PE teachers and coaches.

“It centralizes everything,” Schmettan said. “Right now, our boys team room is upstairs and our girls are downstairs. It centralizes all our staff in one spot for supervision, which is ultra-important.”

Transitioning to the boys team room, Schmettan expressed disappointment and embarrassment at the existing facilities. She indicated that this space is “old and decrepit,” with a “long, dark hallway.” The current layout has the added disadvantage of separating the boys and girls team rooms between separate floors. 

The proposed renovations would bring the boys team room downstairs. Similar to the layout for the girls, the boys team room would conjoin the team room with the locker room while providing access from the hallway.

Currently, the school trainer uses a closet as an office space. Under the plans, the trainer would move out of this location into a repurposed and renovated well-fit room. “It has access from the hallway and can be a proper room for the students to see the athletic trainer for any of their injuries,” Schmettan said.

Another aspect of this bond proposal centers around the two areas where the students have to leave the main building to access a portable that houses art, technology and music programs. To get to the portable, students must exit the building and mount a steep set of stairs, often encountering inclement weather.

“It is a huge safety and security issue,” Schmettan said. “It also presents a problem when you’re talking about students with disabilities, or with short- or long-term injuries.”

The bond proposal would demolish the portable music room, outfitting the upstairs space that supports the boys team room with a new tech education room and music room. 

The existing band and choral room would also improve, with proposed renovations to the storage areas for equipment and musical instruments.

The final item within Proposition 1 is the renovation of approximately 14 bathrooms within the elementary school. These upgrades include tiling, plumbing, toilets, sinks and water fountains.

Proposition 2 

The second ballot proposal, if approved, would replace the existing grass athletic field with an athletic turf field. A projected $1.88 million project, Proposition 2 would add a five-sport lined crumb rubber surface, which has an expected lifespan of eight to 12 years. 

Schmettan said a turf field would promote playability for the district’s athletic teams. She added that despite some speculation from members of the public, there are no plans for either field lights or a comfort station for the turf field. 

Proposition 2 is a contingent ballot measure, meaning it cannot pass on its own. If the first proposal were to fail come December, then the second proposal would fail automatically regardless of its vote.

Cost estimates

Joining Schmettan was deputy superintendent Sean Leister, who presented multiple financial models to prepare district residents for the expected costs for these projects. 

Leister said his estimates generally swayed on the conservative side so that he does not underrepresent the expected costs. His models assume construction will begin in 2023-24 and that the district will borrow funds from its reserves to cover the expenses for the first year of the bond. 

“We would borrow money for a 15-year bond,” he said. “Once again, that could be variable, but we’re using an estimate of 15 years. The debt service on that bond would run from 2024-25 through [2038]-39.” He added, “In my models, I also estimated that state aid would not begin until the third year. … I also estimated on the low side that 87% of the project will be eligible for state aid.”

Leister gave a detailed estimate of residents’ annual contributions to paying down the bond based on the assessed values of their homes. Since the project’s first year will be self-funded, borrowing will kick in for 2024-25. See figures above for expected costs from 2023-28.

Following the presentation, a spirited discussion ensued during the public comments when district residents, parents and students raised several arguments for and against the two ballot measures.

Joseph Vandall was a well-known resident of Port Jefferson and one of the village’s prominent businessmen.

In 1892, he was hired as a butcher at Lester Davis’ Meat Market, which was located on today’s East Broadway. After purchasing Davis’ shop in 1916, Vandall found that he needed more space for his growing business.

Vandall bought land to construct a modern store in 1923 and broke ground the next year. The building was situated on the south side of East Broadway between the Harbor View Hotel and Smith’s Plumbing.

The brick and concrete structure, known locally as the Vandall Building, provided room for three shops on the first floor. A large meeting area, Vandall’s Hall, filled the entire second floor.

The Vandall Building opened in 1925 and was occupied on the ground level by Vandall’s Meats and Groceries, Lerch’s Music Shop and Azenaro’s Fruits and Vegetables.

While these establishments were important to the local economy, Vandall’s Hall quickly gave the building its identity. Soon a landmark in Port Jefferson, the hall became “the” place for a variety of events including dances, fundraisers, recitals, musicals and wedding receptions.

In February 1929, local businessmen exhibited their products and services at Vandall’s Hall during the village’s first Industrial Show. Sponsored by the Port Jefferson Chamber of Commerce, the event proved so popular that another show was held in March 1930. 

In one of the more unusual uses of the Vandall Building, a miniature golf course, requiring all of the space on the second floor, opened at the hall in November 1930 but closed the following year.

In 1932, the Port Jefferson Moose Lodge leased the hall and, in turn, rented the venue to other groups, reducing Vandall’s active involvement in the business.

Following Vandall’s retirement in 1940, the South Bay Consolidated Water Company moved its Port Jefferson office into what had been Vandall’s Meats and Groceries. The Suffolk County Highway Department rented the entire second floor for its quarters, ending the hall’s days as a place for social gatherings.

After Vandall’s death in July 1945, the Vandall Building was sold and rented to various tenants with one redefining the East Broadway property. 

Max “Mac” Snyder opened an Army & Navy Store in the Vandall Building on Sept. 3, 1954, days after Hurricane Carol wreaked havoc in Port Jefferson.

Born in Pennsylvania in 1912, Snyder had moved to Brooklyn in 1932 with his wife Florence. The couple and their children later relocated to Valley Stream before being drawn to Port Jefferson.

Snyder saw the village’s downtown near the waterfront as an ideal location for his store, believing that harbor improvements, suburbanization, population growth, road construction and cultural tourism would bring potential buyers to Port Jefferson.

These customers found a variety of merchandise in Snyder’s store, which was stocked with clothing, footwear, fishing rods, camping gear, marine supplies and military items.

Snyder also developed a niche market, advertising his store as a skin-diving center where sportsmen could purchase scuba equipment, wet suits, masks, fins and snorkels.

Snyder became so well known in Port Jefferson that the Vandall Building was soon called “Mac Snyder’s,” supplanting the original owner’s name in the local vocabulary. 

By 1968, Snyder’s Army & Navy Store was still on the ground level of his building, but the first floor was also occupied by a laundromat. The Mary Beth dress manufacturing company, which specialized in piecework, filled all of the second floor.

While the Vandall/Snyder Building had survived hurricanes, a fire on Jan. 21, 1968, left the property in ruins. What remained was later demolished.

The blaze brought an end to a building but not to one business. Just months after the fire, Snyder opened a new Army & Navy Center in Port Jefferson at 214 Main St., opposite what was then the Brookhaven Town Tax Office.

Kenneth Brady has served as the Port Jefferson Village historian and president of the Port Jefferson Conservancy, as well as on the boards of the Suffolk County Historical Society, Greater Port Jefferson Arts Council and Port Jefferson Historical Society. American history and local tradition are on a collision course here in the Village of Port Jefferson.

Last month, public officials announced that the village government would partner with the Port Jeff-based Bayles Boat Shop to recreate a whaleboat from the American Revolution era. The boat shop is an offshoot of the Long Island Seaport and Eco Center, also known as LISEC, a nonprofit dedicated to the preservation of maritime history on Long Island. 

Mayor Margot Garant said the village government entered into conversations with LISEC because it sought a way to promote the story of Port Jefferson’s role in the Culper Spy Ring.

“We would have never considered it without having LISEC as a partner,” Garant said. “They just absolutely loved the concept. We brought it to them for the historical component and for helping us tell the story about Port Jefferson’s instrumental role — and the Roe family’s role, in particular — in the spy ring.” She added, “We felt the whaleboat would be a unique way of embracing the history, telling the story and engaging the community.”

In an interview, LISEC president Len Carolan indicated that the buildout would last for up to two years or so. “The boat will be a little bit longer than 25 feet, 6 feet wide, and it will weigh up to a ton,” Carolan said. He added that a project of this scale will also require additional steps: “This is the first time we’re going to be using a lofting platform.”

Lofting is a practice in wooden shipbuilding that enables designers to produce full-scale drawings used as templates. These renderings will help the builders to cut wood pieces with precision and to create a vessel that is as true to the source as possible.

The designers even hope to use the same building materials as the original whaleboats. “Typically, the boats then were built with white oak and white cedar,” Carolan said. “We have access to white oak because that grows here on Long Island. The white cedar, though, is no longer available here, so we’ll have to go a little further north to get the kind of wood we need.”

The term “whaleboat” is a misnomer, denoting the style of the vessel rather than its intended function. Carolan stressed that the operators of the original whaleboats did not use them for hunting whales.

“It’s similar to the design of the boats used to hunt whales, but those boats were much bigger — they were like 32 to 36 feet long,” he said. However, the boat’s design likely offered the patriots certain tactical advantages at sea. “It was easy to maneuver and row, and they were able to raid British ships and get away quickly using these whaleboats.”

Local historian Mark Sternberg is among the key figures involved in this project. Sternberg said he cultivated an interest in local history while growing up in the Port Jefferson School District. Back then, the stories of local patriots left an early impression upon him, inspiring him to pursue the subject more deeply.

“I’m from Port Jefferson … and grew up surrounded by the history here,” he said. “There is a lot of stuff here in Port Jeff that hasn’t been well documented. We have barely even started to scratch the surface of what we know about the spy ring.”

Sternberg foresees the whaleboat serving an array of educational purposes. An operational whaleboat makes possible various historical reenactments, such as Valentine Rider’s misguided plundering of the Roes — whom he had falsely believed were loyalists — and scenes of the numerous whaleboat battles fought in the Long Island Sound.

Sternberg added the whaleboat would help to tell the story of Caleb Brewster, a Setauket native who assisted the American war effort through his participation in the spy ring. Brewster also joined in the famous whaleboat fighting on the Sound. 

Though the name of Brewster’s whaleboat is lost to history, Sternberg recommends naming it “Resolution.” He said this title could still honor the Brewster legacy.

“My recommendation is to call the boat Resolution,” he said in an email. “This was the name of Valentine Rider’s whaleboat; [he was] a patriot privateer who launched from Connecticut to harass perceived loyalists on Long Island. It will work for plundering reenactments, as Valentine Rider and his men plundered the families of Nathaniel and Phillips Roe in May 1781 — the Roes were portraying themselves as loyalists as part of their roles in the Culper Spy Ring.” He added, “The name will also work if we ever try to reenact the intense whaleboat fight of 1782, as Valentine Rider fought alongside Caleb Brewster in that battle.”

Port Jeff village historian Chris Ryon also supports the whaleboat project. He sees the whaleboat as a unique opportunity to showcase two previously distinct strands of local history, connecting the village’s shipbuilding roots to its contributions to the Revolutionary cause.

The whaleboat “pulls it all together,” Ryon said. “It’s one of the earliest histories we have and pulls our Revolutionary War history in with our maritime history.”

Carolan expressed similar enthusiasm for the project. He said he hopes for the public to be able to follow the various stages of the buildout, from the construction of the lofting platform to the completion of the whaleboat. 

He also holds that the whaleboat could be a precursor to similar projects down the road, generating momentum and boosting confidence among those working on it. “We are hoping that it becomes a visible sign to students and local school districts,” the LISEC president said. “And that the entire build from beginning to end is open for the public to see the progress.” 

Carolan added that he hopes the build is the first of many large undertakings for the Bayles Boat Shop and added, “I think it’s going to give us so much more exposure.”

For Garant, sharing the local history of Port Jefferson is essential. By educating locals about their historical origins, she believes residents can better understand who they are, where they come from and their place within that history.

“I think the history is key to who we are,” the mayor said. “I feel one of the responsibilities of local government is to not only embrace that history, but to enrich and save it and work with the community to celebrate it and talk about it.”
