It would have seemed like any other day in Port Jeff village if not for the group of union farmworkers picketing on Main Street.

Half-a-dozen members of Local 338 RWDSU/UFCW assembled outside the storefront of Pindar wine shop on Thursday, Nov. 10, in a call of action against the shop’s parent company, Pindar Vineyards of Peconic. The protesters carried picket signs and remained for two hours.

The Port Jefferson wine store is one of Pindar’s two locations, the other a tasting room located at the Peconic winery itself. Thursday’s protest was part of the union’s ongoing efforts to negotiate with Pindar for a new contract.

“This is a call of action to let the community know what’s been going on,” said Noemi Barrera, union organizer with Local 338. Requests for comment to Pindar Vineyards have been unanswered to date.

The New York Farm Laborers Fair Labor Practices Act took effect in 2020. Among other conditions, this law granted farm workers compensation benefits, a mandatory day of rest, set wages and overtime rates, and established a right to organize.

The controversy with Pindar centers around more than a year of back-and-forth negotiations between the union and the wine company. Those negotiations have stalled, according to a statement by Local 338 president John Durso, prompting the workers to take action.

“Despite our best efforts to avoid it, Pindar Vineyards forced us to take direct action recently to make consumers and the public fully aware of their unwillingness to come to a fair deal for our members,” Durso said. “Local 338 has been negotiating a labor contract with Pindar Vineyards for over a year, and the process has been a slow and difficult one.”

East Beach bluff

Mayor Margot Garant reported developments from the East Beach bluff construction site, stating buildout of the lower toe wall “has been moving along very nicely.”

“The steel wall is in, the concrete cap is about 100% in, there’s a lot of concrete rebar in there, and now they’re putting in the anchors through the wall and pinning the wall into the cliffside,” she said.

At the upland, the village must soon decide the fate of the clubhouse at Port Jefferson Country Club. The mayor said she has been gathering information from the village’s hired engineers and will provide the board with their findings later this month.

During the public comments, village resident Myrna Gordon inquired about Garant’s recent announcement regarding forthcoming informational meetings on the upland proposals. [See “A message from Mayor Margot Garant: A candid discussion about East Beach bluff,” The Port Times Record, Nov. 3.]

Responding to Gordon, the mayor said more information would be made available following the meeting later this month. 

“I’m still getting information from the engineers, looking at some of the drainage plans and alternative solutions for the upland project,” she said. “We put the [upper] wall out to bid. The engineer just got back to us with an analysis of the bid, so it’s coming together for the board to review with me.” 

She added, “Then, we’ll be setting a date and either making a presentation at the next board meeting or a special town hall, depending on which way the board thinks we need to go.”

Public safety

Representing the Suffolk County Police Department was police officer Sergio Möller. He stressed the need for drivers to lock their cars and take their keys with them when exiting their vehicles. 

“Fifty percent of the cars that get stolen within the 6th Precinct are vehicles that were already running with their keys in it, and that’s a problem,” he said. “Please take your keys with you. Shut the vehicle off. It [takes] only two seconds.”

Code enforcement chief Fred Leute underscored reasons for driving slowly on village roads. “It’s getting dark earlier now,” he said. “We have club and student athletes leaving the school late. It’s already dark, so just drive slow.”

Multiple residents pressed the board on pedestrian safety and walkability. Ana Hozyainova, who ran for trustee earlier this year, asked whether the board is considering a villagewide assessment to promote walkability, bikeability and pedestrian safety.

Responding on behalf of the board, trustee Rebecca Kassay reported she, Deputy Mayor Kathianne Snaden and village staff are exploring the possibility of conducting a study.

“We were pointed toward firms who would do a study, a villagewide study to look at what are the big issues in the village, and how in our particular village can we achieve the goals we want to, both with speed reduction and pedestrian safety,” Kassay said.

Snaden added there might be grant opportunities to subsidize the cost of the study. “It’s expensive, so we have to figure out a way to pay for it,” she said.

Information technology

Kevin Wood, the village’s parking administrator, director of economic development and communications committee head, delivered a presentation on the importance of securing the village’s information technology systems.

Wood’s report comes in the wake of a recent cyberattack against the Suffolk County government. He said municipalities are susceptible to ransomware and other hostile online events due to underfunding, understaffing and outdated systems. 

Based on meetings with Island Tech Services, the village’s network partner based out of Ronkonkoma, Wood said he is working to curtail these concerns.

“I live this every day,” Wood said. “I try to be ahead of the curve on this, of what our vulnerabilities are. I have met with ITS in person, and we think we’re on top of it in a lot of different ways.” 

He added, “If you look at my past reports, you’ll see why we’re ahead of the curve, but we still have to go forward and think about all of the ways we may be vulnerable.”

The village began enforcing two-factor authentication earlier this month, requiring village employees to pass through a second layer of verification to log into government accounts.

“You cannot sign onto your email with Google without having a way of authenticating [your identity], either through an authenticating app or through your cellphone,” Wood said. “It’s a little bit of a [pain], but we have to get through this because there’s been an indication that that’s how [hackers] are getting in.”

Wood also advocated the village upgrade to Municity 5, a multiplatform, cloud-computing municipal software program. He said this upgrade could make the Building Department “much more efficient and amazing.”

“Because of understaffing and other items, we have not gotten this done,” he said. “I just wanted to report that we have got to get this done.”

Wood further addressed how new technologies will affect parking. Namely, an automated license plate recognition system is already used to enforce parking limits on Main and East Main. This system, Wood said, is gradually supplanting the previous parking enforcement method.

Wood concluded his presentation by noting a villagewide software audit is ongoing to assess other vulnerabilities in the village’s various tech spheres.

Tax code

The night also included a public hearing to amend a section of the tax code. Explaining the measure, village attorney Brian Egan said the New York State Legislature sporadically changes its property tax exemptions for senior citizens. 

These changes, according to Egan, often do not correspond to the village’s tax schedule, creating an inconsistency between the state and the village’s tax laws. The motivation for the amendment was to automatically update the village tax code according to changes in state law.

“Instead of us missing that updated income, so a senior citizen can still qualify if that income level went up … we’re going to now set it automatically to whatever the state has,” he said.

Following the public hearing, the board approved the amendment unanimously.

Rental property code

Also on the agenda were two items to put out for public hearing amendments to the village’s rental property code. Kassay, who operates an inn, has helped inform the board of potential code changes, notably affecting Airbnb rentals.

Trustee Lauren Sheprow questioned this process. “I’m still unclear as to how — and I’m going to put out this disclaimer without malice — how a trustee can participate in creating a code and informing the board about a code that has direct impact on a business that she is vested in,” she said. 

Sheprow added, “I think there are guidelines and regs in [the New York Conference of Mayors] that say this has a perception or could be perceived as a conflict of interest.”

Responding to Sheprow’s concern, Garant suggested delineating a potential conflict of interest is complicated given how the code affects all board members in their capacity as residents.

“How I feel about this is everything we vote on impacts us because we’re all residents,” the mayor said. 

However, she expressed uncertainty regarding enforcing the code change, saying, “I think we need to figure out how we want to, as a board, grasp these issues from an enforcement perspective.”

On the ethics question, Kassay offered that she would recuse herself from any future vote related to this matter. Her intended role was to inform the board, given her professional expertise.

“We all have expertise,” she said. “I gave my expertise and perspective because there’s a lot that seems strange and weird, and it’s an odd industry. For me, whatever comes of it comes of it.” The trustee added, “If you’re looking at it, it’s creating more competition. The way it’s written, for my personal business, there’s no benefit.”

Responding, Sheprow said: “Regardless of what you are telling us right now, your involvement in this process is a conflict.”

The board agreed to table the two items pending an ethics review from the New York Conference of Mayors.

The Mattituck Tuckers hoped to avenge their first loss of the season in the Class C Suffolk County Championship at Hauppauge High School on Monday, Nov. 7.

Mattituck won the first two sets, 25-19 and 25-21. On track for a shutout win, the Lady Royals rallied and won the following two sets 25-17, forcing a final and decisive game five. 

Port Jeff broke out to an 11-7 lead in a game where 15 points would win. But Mattituck, the no. 1 seed, wouldn’t go quietly, fighting back with ferocity. 

Yet Port Jeff would go on to put the game away, 15-12, ending Mattituck’s season and advancing to the Long Island Championship round. 

Junior Olivia Sherman had 18 kills, a service ace, and 10 digs. Teammate Erin Henry killed 15, and dug out 24, along with three aces. 

The Lady Royals retake the court Thursday, Nov. 10, when they face Oyster Bay at Hauppauge High School. Game time is slated for 7:30 p.m.

The Village of Port Jefferson Board of Trustees and staff members convened for a work session on Friday, Oct. 28, tackling the various features of the local government’s communications network.

Mayor Margot Garant called the meeting as part of an ongoing effort within her administration to enhance communications between the various entities interfacing with the village government. She set the meeting’s objective. “I want us to create some priorities as a team and then find out where we’re going from here,” she said. “I want the outcomes of this meeting to be defining our priorities for the next six months.”

Centralizing the message

For Garant, effective communication starts with communicating with the general public but goes further than that end alone. She maintained the village could carry out exchanges more efficiently by modifying the existing communications framework in all its facets.

“Communication goes beyond just communicating to the residents and the public,” Garant said. “It goes to communicating internally to staff and everything else.”

Garant said she sees regular communications meetings as essential. Through these dialogues, the team can establish a basis for deciding upon important stories, producing the content and then broadcasting its message.

Deputy Mayor Kathianne Snaden identified some of her priorities. While she said the village has a highly competent staff, greater coordination between these individual units could better advance a common end.

“We have fantastic pieces and parts,” she said, yet “each one is in a silo, somewhat. There’s obviously crossover, but I think … it’s just getting them to work efficiently and overlap.”

Trustee Lauren Sheprow, the village’s communications commissioner, referred to this overlapping method as “the cascading effect — create once, publish everywhere.”

The mayor offered her agreement: “We’ve been completely disconnected, and no one knows who’s driving the bus and where the bus is going.”

Garant also discussed the need for a central chain of command, with the communications team controlling how messages get out. She stressed the need for all parties to go through this decision-making body.

“It’s directing traffic,” the mayor said. “And it’s also creating a very clear line on who they should be talking to and who is giving them the direction.”

Sheprow pitched the potential value of implementing a “global event calendar” and a “content management calendar” within the village government, enabling better organization and tracking of upcoming deadlines.

Garant also identified the need to promptly formulate a plan for circulating emergency information.

“We have the winter season coming up, and that’s usually when we have emergency-type situations,” she said. “You’re going to have a different team at the table when it comes to that. You’re going to have the fire marshal, [code enforcement] chief [Fred] Leute, the ambulance company … you have different threads, different protocols, different everything.”

A website overhaul

In the coming months, a focal point for this administration will be modernizing the village’s website. Garant explained some of the difficulties she experienced using the existing web format.

The current website has several inefficiencies, some of which were identified during the meeting. The future overhaul of the website will emphasize user-friendliness.

“The most important tool we have is our website, and right now I can’t find things on it,” Garant said. “I think that [a revamped website] will have a tremendous impact on how we operate.”

Regarding the website, Kevin Wood, the village’s director of economic development, highlighted some areas for revision. He indicated the existing platform provides too many search results, which clutter the page and overwhelm the user.

“The problems with the website are plentiful,” he said. “One of the things that drives everybody insane is that if you search for just about any topic, you’ll get [results from] 2011, 2012,” adding, “we have to change that.”

Getting the message across

Another discussion point was the matter of producing press releases. Garant argued that generating content can help spotlight prominent stories within the community.

While producing more frequent press releases can help the village get its message out, Wood added that press releases are not limited to a written format. “We should be doing 1-minute video press releases,” he said.

The director of economic development added that compiling information for press releases requires coordination between the various entities involved in a story. For example, a press release spotlighting a particular aspect of village history may require commentary from local historians, public officials and other stakeholders.

“It’s not as simple as taking an email and writing a press release,” he said. “The idea of a press release has to be collaborative.”

As the meeting ended, Garant expressed satisfaction with how much the communications team had accomplished to date. While the village continues to implement its vision for more effective internal and external communication, she expressed confidence in the group assembled. Garant said the committee is headed up by Wood and Charmaine Famularo, a staff member, with trustees Snaden and Sheprow.

“I feel confident that we have the right team, and I think it’s going to be good,” the mayor concluded.

Born 90 years ago this past Sunday, Al Kopcienski of Miller Place has led a life of uninterrupted service to his community.

Kopcienski’s sizable extended family flew in from around the country Oct. 22 to honor his life. On this joyous occasion, his daughter Elizabeth Schwartz thought it necessary to look back on her father’s life and reflect upon his achievements.

In an interview, Schwartz shared her father’s long commitment to the area. “My dad has been so invested in this community in a very quiet way,” she said. “The community needs to know. We need to remember people who are our unsung heroes.”

Kopcienski’s legacy of community service spans nearly a century. Among his many posts, he served as president of the Mount Sinai School District Board of Education, more than 60 years with the Port Jefferson Rotary Club, and the Miller Place Fire Department where he served as chief from 1967-68.

He lives by the Rotarian motto, “Service above self.” Schwartz said she and her siblings were also raised to follow this ethos.

“We were all raised — all eight of us — were raised with this mantra, ‘Service above self,’ that hard work is good work, that our job is to give to the community,” she said. “It is about community and not always about one person or self.”

Over the past nine decades, Kopcienski has witnessed firsthand the gradual transformation of the area. He said the little farming economy he once knew has gradually become a bustling environment.

“This area was a big farming area, and through the transition of years the farmers have disappeared,” he said. “The farming industry disappeared, and then the developers came in and started building houses.”

Despite the differences today from the undisturbed landscape Kopcienski knew growing up, he said young people can still derive vital lessons from his generation.

“One of my favorite sayings is ‘rest means rust,’” he said, emphasizing the value of physical movement and manual labor. “The service industry is well organized and has well-paying positions.”

While on the Mount Sinai school board, Kopcienski pushed for expanding opportunities for students pursuing professional trades. While today, many may place higher education at a premium, he still sees the value of these alternative career paths.

“There was a local superintendent of schools that would say, ‘All my kids graduate and go on to college,’” Kopcienski said. “I said to him, ‘What about the poor kid that can’t go on to college? What about the kid who went to BOCES, a trade school, where he spent half the day at school and then learned a trade?’” He added, “One of the problems we have is that people don’t want to get their hands dirty.”

Even at 90 years old, Kopcienski is still getting his hands dirty today, driving the ambulance for the fire department. He said he receives his fair share of raised eyebrows when arriving on the scene of an emergency.

“They say, ‘That old man’s driving the ambulance?’” he joked. Schwartz interjected, adding, “He comes home and tells us about all of the old people he drives to the hospital. And I said, ‘The old people, like 20 years younger than you, Pop?’ He said, ‘Yeah.’”

Despite the many changes he has observed over time, Kopcienski sees reason for hope. With 24 grandchildren, he now gets his chance to sit back, watch and follow the rising generation as it embarks on its path. 

Still, at 90, there appear to be no signs of rust or rest on this lifelong community servant.

The transformation of Upper Port is happening in real time after years of well-documented social issues and underinvestment.

In the coming weeks, the village will complete two major initiatives. Station Street will soon open to traffic, and the Port Jefferson Crossing apartments, a 45-unit affordable housing complex developed by Conifer Realty, will launch.

As these projects open, further planning is in full swing. Conifer is working with the Village of Port Jefferson Planning Board on a second development located at the Main and Perry streets intersection. Meanwhile, the Board of Trustees is actively pursuing a vision for the proposed Six Acre Park along Highlands Boulevard.

In an exclusive interview with Mayor Margot Garant, she summarized the activities. “I think we’ve made great progress,” she said. “I think it’s a great start to what will continue to make [Upper Port] a safe and welcome place.”

Completing these projects marks the next chapter in a multiyear village undertaking to revitalize its uptown. Yet as the area undergoes its metamorphosis, a broader conversation is emerging.

Community revitalization in context

A good plan is the genesis of effort and conversation between the constituents, elected officials, economists, environmentalists, civic organizations, resident groups, business owners and, yes, real estate developers.’

Richard Murdocco is an adjunct professor in the Department of Political Science at Stony Brook University. His writings focus on land use, economic development and environmental policies on Long Island. In an interview, Murdocco detailed the regional and historical context surrounding redevelopment efforts in Port Jeff.

Downtown revitalization on Long Island dates back at least six decades, said Murdocco, when communities started tackling the effects of suburbanization and population boom.

“Downtown revitalization is not anything new,” Murdocco said. “The first comprehensive plans were drafted in the early ’60s by the Long Island Regional Planning Board and Dr. Lee Koppelman. Those identified key downtown areas where to focus growth, and the whole point of the plans was to mitigate the ever-ongoing suburban sprawl that western Suffolk County, especially, was getting a taste of at that time.”

With the eastward expansion of the Northern State Parkway and the construction of the Long Island Expressway, downtown areas soon became targets for growth. Ideally, this growth consisted of additional multifamily housing options, expanded retail sectors and developing neighborhoods near train stations.

Although development plans today are often pitched as novel or innovative, Murdocco contends that the general framework underlying revitalization has been replicated across generations.

“These concepts are as old as city building,” he said. “It may be new for Long Island, but it’s not new in practice.”

The Patchogue model

Today, proponents often cite the Village of Patchogue as a cornerstone of community revitalization on Long Island. Spearheading these efforts is Paul Pontieri, who has served as the village’s mayor since 2004. 

In an interview, Pontieri detailed his approach to community building. For him, areas that thrive are those with people.

“For an area to be successful, there has to be people and there has to be a reason for people to be there,” he said. “Businesses go where people are.”

Another priority for Pontieri was attracting young families into Patchogue. “We have a lot of young families,” he said. “That happened because we provided the kind of housing they can afford.”

Apartments were central for creating affordable housing options, according to Pontieri. While existing rents may appear overpriced to some, he believes these rent payments are preferable to the mandatory down payments when taking out a mortgage.

“Right now, if you have to put 20% down on a $500,000 home, you’re telling me that a 22- or 23-year-old that just got married has $100,000 to give on a down payment — it’s not going to happen, and that’s the reality,” he said. “You have to have the apartments because they will come into the apartments and begin to save their money, even though the rents on those apartments seem exorbitant.”

Pontieri holds that Long Island communities today face the challenge of drawing and keeping youth. According to him, young people will inevitably move away from unaffordable areas.

“You have a choice: You can sit there in your house — you and your wife at 75 years old — and your kids move someplace else because they can’t afford to live in your village,” he said, “Or you make your community user-friendly, kid-friendly, young-family friendly.” 

Murdocco said Patchogue had been held up as the standard-bearer for community rejuvenation because Pontieri more or less carried his vision through to completion. Though revitalization brought unintended consequences for Patchogue, such as magnifying a “parking problem that was enhanced and amplified by growth,” Murdocco said the example is generally regarded favorably.

“Overall, it’s lauded as a model because they did it,” the adjunct professor said. “For all intents and purposes, the area is thriving relative to what it was.”

Differentiating Upper Port

While Garant acknowledges the utility of Pontieri’s method for Patchogue, she points out some key distinctions unique to Upper Port.

Like Pontieri, she holds that the neighborhood’s success depends on the people it can attract. “I believe that new residents and the new opportunity will drive an economic base and new economic success,” she said. Though arriving at this new resident base, Garant is employing a different approach.

For one, the two villages differ widely concerning their respective topographies. When organizing a plan, Garant said Port Jefferson must operate within the confines of limited space, further constrained by the existing built environment.

“Patchogue is flat, and it’s a grid system, so you can spread out there and have larger parcels that connect to the heart of your village,” she said. “In Port Jefferson, we’re in a bowl. We’re surrounded very much by residential [zones] on both sides of Main, so I see us as able to grow a bit differently.” 

Tying into the issue of topography is the matter of density. Garant maintains Pontieri had greater flexibility, enabling vertical and horizontal expansion to accommodate a growing population. “Our little footprint can’t really hold as much as Patchogue,” Garant said. 

Applying the Patchogue model to Upper Port is further complicated by the historical and cultural differences between the two villages. Garant stated she intends to bring a family oriented culture to Upper Port. In contrast, Patchogue attracts a more robust nightlife scene accentuating its bar and restaurant culture. 

“I just have a different philosophy when trying to revitalize the neighborhood,” Garant said. “I think Patchogue became known for the young, jet-setting community, the Alive After Five [street fair] bringing people to Main Street with a different sort of culture in mind. We’re looking at making things family oriented and not so much focused on bars and restaurants.”

In an email statement, trustee Lauren Sheprow, who emphasized revitalizing Upper Port as part of her campaign earlier this year, remarked that she was impressed by the ongoing progress. She remains committed to following the guidelines of the Port Jefferson 2030 Comprehensive Plan, published in 2014. 

Referring to the master plan, she said, “It does appear to be guiding the progress we are seeing take shape uptown. It would be interesting to take a holistic look at the plan to see how far we have progressed through its recommendations, and if the plan maintains its relevance in current times where zoning is concerned, and how we might be looking at the geography east of Main Street.”

Six Acre Park

Along with plans for new apartments, Garant said the proposed Six Acre Park would be integral to the overall health of Upper Port. Through the Six Acre Park Committee, plans for this last sliver of open space in the area are in high gear. [See story, “Six Acre Park Committee presents its vision.”]

Trustee Rebecca Kassay is the trustee liaison to the committee. She refers to the parkland as necessary for supporting new residents moving into the village.

“As far as Upper Port, I am hoping and doing what I can to plan for a vibrant, balanced community up there,” she said. “The Six Acre Park is something that I see as a crucial element to balancing out the densification of housing up there.”

With more density, Kassay foresees Six Acre Park as an outlet for the rising population of Upper Port. “Everyone needs a place to step out from a suburban or more urban-like setting and breathe fresh air and connect to nature,” she said. “The vision for Six Acre Park is to allow folks to do just that.”

In recent public meetings, a debate has arisen over a possible difference of opinion between the village board and the planning board over active-use space at Six Acre Park. [See story, “PJ village board … addresses Six Acre Park.”]

Garant said the Board of Trustees has yet to receive an official opinion on behalf of the Planning Board. Still, the mayor does not see sufficient reason to modify the plan.

“We’re talking about creating an arboretum-like park used for educational purposes,” she said. “At this point in time, we don’t have enough land. The uptown population is welcome to use the rest of the parkland throughout this village.” Garant added, “But we are extremely mindful that when the new residents come to live uptown and they bring their needs, there’s a lot more that’s going to happen uptown and a lot more opportunity for us to make adjustments.”

Identifying the public good

New development, in large part, is made possible by the Brookhaven Industrial Development Agency, which can offer tax exemptions to spur economic growth. Former village trustee Bruce Miller has been among the critics of Upper Port redevelopment, taking issue with these IDA subsidies.

“It’s an open secret that the properties were very poorly maintained up there,” Miller said. “In my opinion, property owners have allowed their buildings to deteriorate so that they would be able to sell the properties to — in this case — subsidized developers.”

In Miller’s assessment, while the projects are taxpayer supported, their community benefit is outweighed by the cost to the general fund.

“The buildings that are being built are paying very little in the way of taxes,” Miller said. “At 10 years it ramps up, but even at 15 years there’s not much tax they’re paying on them.”

Responding to this critique, Lisa Mulligan, CEO of Brookhaven IDA, released the following statement by email: “In accordance with our mission, the Brookhaven IDA is committed to improving the quality of life for Brookhaven residents, through fostering economic growth, creating jobs and employment opportunities, and increasing the town’s commercial tax base. The revitalization of uptown Port Jefferson is critical to the long-term economic well-being of the region, and housing is one key component of this.”

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), who represents Port Jefferson on the Town Council, also took issue with Miller’s claim. For him, the purpose of IDA subsidies is to identify benefits to the community and advance the public good.

“So often, there is no public benefit,” he said. “If it’s the will of Port Jefferson Village to revitalize an area that has struggled to attract investment for many years, that may be an appropriate use of IDA funding.”

However, Kornreich also acknowledged that these tax incentives come at a cost for ordinary taxpayers. For this reason, it remains crucial that the IDA has a firm grasp of the public good and advances that end alone.

“When this unelected body gives these benefits to a developer, it’s a tax increase on everyone within that taxing district … they are increasing your taxes,” the councilmember said. “When you pay those increased taxes, what you’re doing is supporting this vision of a public good.” In instances where the IDA functions without a view of the public good, he added, “It’s a huge betrayal.”

Garant suggested that ridding Upper Port of vacant lots constituted a public good in itself. While IDA benefits may mean short-term sacrifices for village residents, the tax exemptions will soon expire and the village will collect its usual rates.

“For us in the short term, we might be making a little bit of a sacrifice, but I can tell you right now what I’m making on the payment in lieu of taxes program is more than what I was getting on those buildings when they were blighted,” she said. “Six, seven, eight years down the road, when we’re at the end of those PILOT agreements, we’re going to be getting a sizable tax contribution from these properties.” She added, “I was looking down a 10- to 15-year road for the Village of Port Jefferson.”

Murdocco foresees opportunities for continued discussions within the village. According to him, community development done right is highly collaborative, uniting the various stakeholders around a common aim.

“A good plan is the genesis of effort and conversation between the constituents, elected officials, economists, environmentalists, civic organizations, resident groups, business owners and, yes, real estate developers,” he said. “I know for a fact that in Upper Port Jefferson, a lot of that did happen.”

The SBU adjunct professor added, “In terms of defining a public benefit, it depends on what the community wants. Do they want economic growth for an underutilized area? Do they want environmental protection? Do they want health and safety? That all depends on the people who live there.”

Port Jefferson School District administrators led a guided tour for more than a dozen community members Tuesday, Oct. 18, showcasing some of the facilities that will be on the ballot this December.

Voters will decide Monday, Dec. 12, upon two landmark ballot initiatives, Propositions 1 and 2, totaling approximately $25 million. If approved, the district will see a significant overhaul of facilities across its three schools: Earl L. Vandermeulen High School, Port Jefferson Middle School and Edna Louise Spear Elementary.

Proposition 1 projects will target the bathrooms, heating and cooling systems, art, technology and music rooms, among other infrastructure needs throughout the district. 

Proposition 2 will feature a crumb rubber artificial turf athletic field at the high school to replace the existing grass field for outdoor athletic teams. Administrators began with a detailed presentation on the heating/cooling units proposed for the elementary school, as this site was not part of the tour. Visitors then strolled through the halls and into the rooms under consideration as part of the upcoming referendum.

Several of the touring group asked questions and engaged in detailed exchanges with the district administration. Jessica Schmettan, superintendent of schools, led these discussions.

In an interview, she said the district’s goal for these tours is to give voters a window into these facilities, offering them firsthand knowledge of the items on their ballots.

“I think people are seeing some of the areas that desperately need renovation,” she said.

One of the core issues featured throughout the discussions pertained to the price for each improvement. Addressing these concerns, Schmettan said that how a public school district must finance renovation projects differs substantially from that of a homeowner renovating his or her home.

“Of course, as always, there’s a question of price, but school districts have to pay at prevailing wages and use the architects’ fees and projections,” which she suggests can drive up costs. The district superintendent added, “I think it’s hard for people to conceptualize that. They think about their home and what it costs to renovate. I think some of the prices are surprising, but [the architects] definitely saw the need for many of the areas.”

Throughout the tour, which lasted approximately an hour, district residents were given front-row access to these areas. Schmettan discussed the unique experience that this format can offer.

“When you see it, you can’t dispute the smells or the age or the corrosion or the dated materials that are there,” she said. “We’ve done a great job with our academics and our programs despite some of the spaces that these students are being instructed in.”

Referring to the exchanges she and other administrators shared with the residents, Schmettan added, “That in-person experience and the dialogue that we’re able to have with the community members as we’re walking and talking — that personal connection — is important for them.”

To accommodate a broad range of schedules, the administration varied its touring schedule across different times and days of the week. 

The next tour will take place Saturday, Oct. 29, at 9 a.m. The third and final one will be held Thursday, Nov. 17, at 7 p.m. The district advises if anyone plans to attend, please check in at the security vestibule in the main lobby of the high school/middle school.

Beneath gorgeous weather on the grounds of the historic Mather House Museum, The Historical Society of Greater Port Jefferson hosted its 34th annual outdoor country auction on Saturday, Oct. 15.

The country auction is a yearly local tradition that has endured for over three decades due to its unique format. Attendees are seated beneath a tent, holding their bid cards before a professional auctioneer. 

Beth Pranzo is an officer of HSGPJ. She discussed the country auction’s role as bringing community members together while raising funds for the historical society.

“It’s a community event that we really, really like to promote,” she said. “It is a big fundraiser for us as one of the two major fundraisers of the year at the historical society.”

Pranzo outlined the many programs and activities the proceeds will go toward throughout the year. “They go to educational programs. They go to exhibits. They go to our functions here — the many bills for all the buildings we support.”

Barbara Russell, the Brookhaven Town historian and member of HSGPJ, has participated in the country auction since its inception. She described the unique structure of the auction, its elegant venue, and how the program ties into the historical society’s mission.

“We are very lucky that we can hold it here on the Mather museum grounds,” she said. “We try to sell it as an old-fashioned country auction outside and under the tents.”

While the auction has added some innovations and tweaks over the years, it resembles the original country auction held over three decades earlier.

“It’s basically the same format that we started with,” Russell said. “We just have it a little more computerized now. We have a bigger mailing list, more consignors, that kind of thing. But the items that sell change over the years.”

According to Russell, an item sold at auction can follow one of two tracks. The historical society collects 100% of the proceeds generated by a donated item’s sale at auction. For consigned items, the consignor receives a percentage of the profits and the historical society collects the difference.

Russell says she returns yearly because she believes in the historical society’s stated purpose. “It’s a great organization,” the town historian said. “We started [the society] in the 1960s, and we maintain a museum right here in the village. We do take the artifacts that show Port Jefferson’s history. And the backbone of these organizations is the volunteers.”

Pranzo has participated in the country auction since 1995. For her, the event has evolved for the better, bringing a broader range of bidders into Port Jefferson.

“It’s just a very fun event because the whole community comes together,” she said. “People come back year after year from other places. They come from Connecticut on the ferry. They come from Nassau County.” She added, “It’s a country auction, so everything sells no matter the price. If there aren’t two bidders for something, then you get a really good deal.”

In preparation for Port Jefferson’s Homecoming game on Saturday, Oct. 22, the varsity cheerleaders, along with coach Sharon Gatz, hosted a cheerleading clinic for students in grades 1-6.

More than 30 students attended the clinic on Thursday, Oct. 20, where they learned an exciting cheerleading routine. The cheer clinic attendees will show off their skills with a performance during halftime of this weekend’s Homecoming football game.

“The cheer clinic was a great idea of Coach Sharon,” athletic director Adam Sherrard said. “It helped promote the cheer program, fostered relationships between students of different ages in the school district and will add to the positive environment of Homecoming.”

As the medical challenges to first responders at the World Trade Center site after the 9/11 attacks increase, Stony Brook University’s treatment program has increased the number of people it helps and, recently, also the federal funds to support efforts to treat people.

Recently, the National Institute for Occupational Safety and Health, which is part of the Centers for Disease Control and Prevention, awarded the Stony Brook World Trade Center Health and Wellness Program $147 million over an eight-year period to expand patient care and support infrastructure needs.

The SB World Trade Center Health and Wellness program now sees up to 13,000 patients, which is more than double the 6,000 patients it used to see.

“Patients are getting sicker and their diseases are much more complex with a variety of different systems being involved, both psychologically as well as physically,” said Dr. Benjamin Luft, director of the WTC Wellness Program.

Through the work the SB WTC group has conducted, doctors and researchers have demonstrated that diseases and physical and cognitive challenges associated with aging have occurred more rapidly in the WTC population.

At the same time, COVID-19 has also exacerbated conditions related to exposure to the site, with over 20% of this population experiencing lingering symptoms due to the pandemic.

The WTC first responders have developed chronic sinusitis and a variety of gastrointestinal disorders, such as gastroesophageal reflux disease (or GERD).

While these diseases occur in the general population, “the chronicity is unique,” Luft added.

The SB WTC Wellness program will use the funds to hire additional staff with specialties in pulmonology and psychiatry, among other areas, Luft said.

The majority of the work occurs at the Wellness Center’s main facility and clinic in Commack. SB also runs a site in Mineola. The funds will help revamp the Mineola site as well.

The two sites will use updated technologies and will deploy emerging capabilities in telehealth and artificial intelligence to communicate, diagnose and monitor cases.

Federal funds have supported the effort for 18 years, as NIOSH has funded clinical services for WTC patients treated at Stony Brook.

Medical conditions for this population have included post-traumatic stress disorder and respiratory illnesses.

The funding more than doubles the $60 million, five-year award the WTC Wellness Program received in 2017 from NIOSH that had provided support until the end of March of this year. NIOSH had extended the grant for six months until the current funding started at the end of September, Luft said.

Patients have developed a range of cancers, as well as lung issues such as asthma and chronic obstructive pulmonary disorder.

Additionally, patients are struggling with a variety of mental processing challenges.

“We see a lot of patients who have a variety of cognitive and memory problems,” Luft said. 

Luft emphasized that many of the thousands of patients he treats have several health issues simultaneously. By using new technologies, these efforts will enhance the quality of life for people who were on site after the attack.

Luft added that the connection and support from NIOSH have helped support health care for this population.

“The various people at NIOSH are really involved in the program,” he said. “It’s been very satisfying.”

Stony Brook University faculty in public health, psychiatry, pulmonary care, cardiovascular care and neuroscience all take part in ongoing research related to the health issues of WTC responders.

Luft emphasized that the care first responders at the WTC receive tries to be “proactive” with an extensive effort to screen for various diseases, including cancer.

The research and treatment efforts for the WTC population extends to other health care initiatives for people exposed to carcinogens in wars or from other unintentional exposures.

The exposure from 911 is similar to those from burn pits, Camp Lejuene and other hazards.

“The toxins are similar,” Luft said.
