Brookhaven Town Councilwoman Jane Bonner (R-Rocky Point), a longtime civic leader and six-term council member since 2007 is facing a challenge from Democratic Sarah Deonarine, a marine biologist out of Coram with years of working in state and local government.

In an October debate at the TBR News Media offices, candidates went back and forth over questions of development on the North Shore, clean energy initiatives and keeping young people on Long Island.

Deonarine said she sees Brookhaven at “full carrying capacity” in terms of development and is calling for a study on capacity to see if the town is at “full build-out.” She added that another issue which leads to the Island’s brain drain is a lack of affordable or millennial housing, compared to states like Colorado.

“What I’m hearing is that people want to stay in their homes — age in place,” she said.

Other issues for her is the lien put on a property after a derelict house is removed, making redevelopment expensive. She asked that the list of zombie homes in town be made public, as well as refocus Brookhaven Code Enforcement Division which she called aggressive in “trying to make money for the town.”

Bonner instead cited the Route 25A corridor study, and which started in the first years of her first term, which she boasted has been picked up by the Town of Riverhead and continued by Councilwoman Valerie Cartright (D-Port Jefferson Station) in the Three Village area. The study led to “massive rezonings” which limited further build-out. She said all current large-scale developments were grandfathered in before the outcome of the study. 

One of those includes the senior living facility development going up along Route 25A in Mount Sinai, which came about after the Mount Sinai Civic sued the town to stop another “Ranches style” development. The Mount Sinai Meadows project was reconfigured from retail space into majority millennial-geared rental/part commercial.

“Mount Sinai Meadows is going to change the face of Mount Sinai,” Bonner said. “It’s also going to stimulate the [Mt. Sinai] shopping center that’s right next to it.”

She disagreed with Deonarine’s statement on code enforcement, saying the division was more focused on the well-being of people in their homes. She said Suffolk County police asked the town not to publicize the list of zombie homes.

The town has boasted of its clean energy initiatives, including solar farms and wind farms at Town Hall in Farmingdale. Bonner called the solar farm developments in Shoreham a way of reducing the impact of farms and grass products on the aquifer while growing green energy in the town. She mentioned the electric car charging stations at sites like Heritage Park in Mount Sinai.

The Democratic challenger said she thinks it’s time Long Island as a whole moves away from being hesitant on new green energy initiatives, especially with complaints over aesthetics. 

“People are afraid of their views being blocked — it’s a time we need to move past that, and it’s time to think about the environment and move away from fossil fuels,” she said.

If elected, Deonarine said she would bring a different viewpoint to the board, six of whom are Republican with one lone Democrat. She also pushed her opponent on proposition 1, the referendum given the green light by voters last November, saying it had been poorly worded, giving town council members term limits while at the same time extending terms from two to four years. She said the Republican members of the board largely supported it, and though Cartright had at first supported it, she later pulled back her support.

“The current board makeup, and current Republican Party makeup, it is very biased,” she said. “With only one Democrat on the board, that’s not a representation of the Town of Brookhaven.”

Bonner said the board has been bipartisan in getting things done, with no lack of ability or willingness to cross party lines and help each other in daily duties. In terms of proposition 1, “we all supported to go to referendum for the four-year terms,” she said. “It was overwhelmingly supported by nearly 60 percent.”

Two familiar faces are vying for the Town of Brookhaven highway superintendent seat. Incumbent Dan Losquadro (R), who has been superintendent since 2013, is seeking a fourth term come Election Day. Democratic challenger Anthony Portesy, a private attorney, is once again running for the top highway department position. He ran against Losquadro in 2017.

Losquadro has spent 16 years in elected office, previously serving as Suffolk County legislator and New York State assemblyman.

“Compared to other positions I’ve held, this has given me the ability to see tangible results of my efforts,” he said. “Instead of debating, now I can allocate funding and I get to see those projects to their completion, that is very gratifying to me.”

Portesy said he shares some of the ideas Losquadro has. His ideas have come from talking to thousands of voters since he lost in 2017. 

The challenger detailed what he called a “worst to first” initiative he’d like to implement if elected. The priority list would be publicly posted on the town’s website, so residents can see when their road is going to get reconstructed. 

“I think if we create a road map of when the work is going to get done with expected time line completion dates it would clear things up,” he said. “The voter frustrations are based off the in-house metrics. No one knows how they decide which roads are done and which ones are not done.”

Losquadro said there are many factors that go into selecting roads for work, and that it sometimes hinges on weather conditions. 

“This winter was different because we had so many freeze-thaw cycles,” he said. “Every day it seemed like during the day it was 45 degrees and then at night it went down to 18 degrees.”

The incumbent said during the winter they used a combination of cold patch and hot mix to battle potholes. 

“We used more cold patch but it never quite fully hardens, so that meant after the winter it breaks up and we had to go back all throughout the spring and summer to fix the potholes that were already fixed,” he said. “It is a battle that you have to keep fighting.”

For next year, Brookhaven Supervisor Ed Romaine (R) has allocated $15 million to the highway department. Both candidates agreed that the funds are needed to fix roads that are past their life expectancy. 

Losquadro said that every penny should be going to roads and mentioned his own high priority list. When pressed on why he doesn’t give more details on when residents can expect work done on their roads, Losquadro said there are multiple factors that decide when a road can be done, and much is out of his hands.

He stressed that he is working with a finite budget and assured residents that they have a plan in place. 

“We are getting there — I will never say work will be definitely done by next year, it could be done in two or three years,” he said. “Winters change things.” 

Portesy said that’s the crux of resident’s frustration and he wants to make the process more transparent to them. 

“They know there’s only so much money in the pot, they just want to know when their road is going to be fixed,” he said.

Another area the candidates differ is on how the department uses contractors for most of its work. 

The highway superintendent said he would love to have more workers, but the department tries to be mindful of its spending. 

“The town used to have its own pavement crew, but it is just not feasible to hire multiple employees and buy our own materials,” he said. 

The challenger said he believes within the confines of the budget the department could have room to hire between 12 to 20 additional employees over the course of three to five years. 

“I think we can lessen the reliance on contractors — I think creating an apprenticeship program could be a good idea,” he said.

A person on site during demolition of a derelict property in Rocky Point called police about an explosive discovery Oct. 31 when workers excavating the property uncovered a bag of grenades, some of them still live.

On Halloween, Police said a person on site of the demolition called 911 at 10:07 a.m. to report a bag of grenades found at a zombie house on King Road. The house was already abandoned and had been knocked down. A bag with five grenades were found by workers during excavation. Three were still live, police said.

The house is just one of many derelict properties the Town of Brookhaven is contracting to demolish. Brookhaven Spokesperson Jack Krieger said the site is being handled by Bayport-based Panzner Construction. He said the town was unaware who placed the call to police.

Police said Emergency Service Section officers removed the grenades, with the three live ones to be detonated offsite.

On Oct. 10, the Brookhaven Business Advisory Council (BBAC) hosted its 15th annual Building Business in Brookhaven Expo at Town Hall. The event, which attracted 450 local business people and 100 vendors, focused on business networking and included a trade show with booths highlighting local, regional and national companies that service businesses in Brookhaven Town.

The expo was presented by the Town of Brookhaven Division of Economic Development in partnership with the Brookhaven Business Advisory Council and the Town of Brookhaven Industrial Development Agency (IDA).

The race for Town of Brookhaven supervisor sees one candidate with years of electoral experience facing a young newcomer who says he’s representing those in town who have been ignored by government the past several years.

Seven-year town Supervisor Ed Romaine (R) is facing Democratic challenger, first-time candidate and Selden political activist Will Ferraro. While the incumbent cites his efforts over the past seven years, including his work on getting control of Brookhaven’s budget and the push toward clean energy, Ferraro is pushing hard on recycling and trash issues, as well as keeping young people on Long Island.

Romaine said the town has made huge strides toward clean energy in the past several years, including incorporating wind and solar technology at Town Hall in Farmingville.

Recently, a new offshore wind project, Sunrise Wind, has plans to create an offshore wind farm off Montauk, and plans to have a home base in Port Jefferson Harbor. Romaine claimed he had been a big proponent of that project and will have a large impact on it going forward.

“I’m not a proponent of fossil fuel,” Romaine said.

Ferraro criticized the town’s movement on the Caithness II plant, which has since stalled, though Romaine said he had voted against the plant.

More eyes have turned toward Brookhaven’s waste management and recycling since the market crashed in 2018, leading the town’s recycling contractor, Green Stream Recycling, to void its contract. Brookhaven has switched from single-stream to dual-stream recycling and has asked residents to drop glass off at 21 points in the town instead of picking it up at curbside.

The Democratic challenger criticized the supervisor for not seeing the writing on the wall when it came to the recycling market and single-stream recycling.

“Where I find problem is that [the Town] waited and tried running out 20-plus year contract with Green Stream,” Ferraro said. “You had a year, a year and a half, where that market had been collapsing and the town just waited.”

He advised the town should look into a pay-as-you-throw program, which would lessen the cost of people’s trash bill for those who turn out less trash. He said he would cap the cost of people’s bills to where it currently sits at $350, enticing people to throw out less. He added he would want to return to glass pickup once every two weeks or once a month.

Romaine said such a program might work in the long term, but believed it would lead to illegal dumping, which he added was already a huge problem in Brookhaven. 

The town’s landfill has long been a hot spot for controversy. The landfill currently only accepts ash and construction debris. All garbage is taken to a plant outside of town, while the ash is returned to the landfill. Current plans see Brookhaven capping the landfill by 2024. Romaine said closing the location will be a net loss for the town but suspects they will not take a large hit. Otherwise, Brookhaven, along with other townships that dump their ash at the Brookhaven landfill, still needs to decide where that trash will go once the last landfill on Long Island is closed.

“This is not a Brookhaven problem, this is a regional problem,” Romaine said.

People around the landfill have long complained about the odor from it, and many claim they have experienced negative health effects from living close to it. Ferraro criticized the town for not doing more to research what could be causing such effects or doing air testing during an odor event and called for an air quality task force for the area.

Romaine said a New York State Department of Environmental Conservation does testing every day, and they have no research that qualitates the landfill has resulted in these negative health effects at the nearby school district.

“Health to me is the most important thing,” Romaine said. “If we knew there was something, we would have stopped.”

Recent years have shown people, both young and old, moving off the Island due to high property taxes. While both candidates agreed the majority of taxes come from the local school districts, Ferraro said the most important thing is to attract industries that provide jobs, while working on town infrastructure to get people to those jobs. He suggested that Brookhaven should look into some sort of limited public transportation system, similar to Huntington’s Area Rapid Transit system.

He agreed with Romaine on a lack of multifamily housing but said some residents are being heard more than others. 

“A lot of NIMBY [not in my backyard] is being pandered to,” the challenger said. “A lot of their concerns are valid, some are not … We need a comprehensive approach. It’s one thing to have $1,800 rent, but when you talk about transportation costs, other factors than just rent that play into that.”

Romaine said he and fellow council members have done a good job in securing large industries to the town, such as Amneal Pharmaceuticals, which brought a facility to Yaphank with several hundred jobs earlier this year. He added the Brookhaven Industrial Development Agency has been key in bringing jobs like these to the area. He also cited intent to lessen the cost of gas and electricity by allowing the town to purchase those resources on behalf of its residents through a Community Choice Aggregation program.

Ferraro said many of those jobs created through the IDA were temporary construction jobs. Though some residents have complained about some of the tax breaks some of these developments have received, such as the Engel Burman-owned senior facility currently going up in Mount Sinai for only providing around 50 full-time employees after the facilities finally open. Romaine agreed that the IDA should avoid multifamily housing unless its “affordable.” He said he was opposed to the IDA giving tax breaks to the Heatherwood apartment complex in Port Jefferson Station and South Setauket, which were ultimately rejected.

A new intermunicipal agreement between the village and town could mean more zombie homes in Port Jeff may have a larger target on their heads.

At its Oct. 3 meeting, the Brookhaven Town board voted unanimously to enter into an intermunicipal agreement to let town workers assist, if requested, with demolition projects and then dispose of the waste at the town’s landfill in Brookhaven hamlet.

Under the agreement, Port Jefferson would pay the expenses of inspecting the property, demolition and carting away the debris.

In previous meetings, the village identified little more than 10 zombie homes in the village boundaries. These colloquially named “zombie homes” are derelict houses that have slowly started to degrade where the owner is absent. The village’s Zombie Task Force, run by the constabulary, goes weekly to these houses to check in, looking to see if there are vagrants or squatters at the premises and checking for other illicit activity.

Mayor Margot Garant said this will mean shearing costs for the village.

“Tremendous savings for us, because we can just call it in and schedule it, instead of going out to bid and doing everything like that,” she said. “If it works out, it will be great.” 

Town Supervisor Ed Romaine (R) said the agreement will mean the town’s engineers that usually inspect these derelict houses, Hauppauge-based Cashin Spinelli & Ferretti, will inspect homes in Port Jefferson upon request and report to the village. Then, depending on the decision by the board after a public hearing, a vote to demolish will mean either Brookhaven employees will demolish the home, or a private company will be contracted in the case where asbestos is on the premises. The area will be cleared, and debris taken to the town landfill. The village will then have to put a lien on the property for any unpaid taxes and for the cost of demolition.

Costs range on average from $25,000 to $40,000, depending on the size and type of home being demolished, according to the supervisor.

Romaine said this is just one deal in a long line of 35 intermunicipal agreements between the Brookhaven and smaller municipalities such as Port Jefferson Village for close to a year. The town has made these deals as part of a $20M Municipal Consolidation and Efficiency grant from New York State. Other agreements have included plowing snow in the Village of Shoreham and completing road repairs in the Village of Patchogue.

“We have contracts and things of that nature that they can benefit from, and we’re happy to help with that,” he said. “It helps reduce the overall cost of government.”

Recently the village announced it would be working on two zombie homes, one on Sheep Pasture Road and another at Nadia Court. The former was soon found to be a nearly 300-year-old historic structure, and the village has promised not to touch the property while local historians and New York State Assemblyman Steve Englebright (D-Setauket) work to find ways to preserve it, though the difficulty comes from the owner, Jericho-based Tab Suffolk Acquisitions, not responding to any calls or having a set location. 

While the village has not made any move on the property, other than to continue to board it up and monitor for vagrancy, Garant said the village is not willing to pick up the tab for any restoration, citing the costs associated with fixing up the Drowned Meadow House.

“Until you find a full-time [caretaker] for [the house], it’s going to be a big challenge,” she said. 

This is just one in a line of intermunicipal agreements between the village and town. Earlier this year the town and village announced a new intermunicipal agreement to consolidate property tax collections. The village has also worked out an agreement over salt and sand between the two municipalities.

County residents got a glimpse of the county’s budget process as the operating budget working group held its first public meeting Oct. 17 when the 2019-20 recommended operating budget was discussed.  

The county operating budget funds employee payroll costs, county departments and a variety of other expenditures. The status of the budget has been in the spotlight since the New York State comptroller, Tom DiNapoli (D), said Suffolk was under “significant fiscal stress” — with Nassau — for the second year in a row. In 2018, Suffolk had an operating deficit of about $26.5 million and a general fund balance deficit of $285 million. 

The topic has been an important issue in the county executive race. The current incumbent, Steve Bellone (D), has stated that during his tenure he has worked to bring the county spending and finances back in check. John Kennedy Jr., the county comptroller and Republican challenger for executive, has stated that the county is in a “fiscal crisis.”

Here is what legislators discussed at the meeting. The proposed operating budget for 2019-20 will be $3.2 billion, an increase from last year’s $3.1 billion budget. 

The recommended budget would look to increase property taxes by $14.66 million (2.14 percent), according to the report. The increase is comprised of a rise in police district property taxes of $16.56 million (2.8 percent). 

The police district will face an $11.3 million deficit by the end of 2019. It is the fourth year in a row that the district will have a deficit. Overtime for the police department in 2019 is estimated at $30.9 million. 

In addition, the county’s general fund, despite seeing an increase of $318 million in revenue from 2015 to 2019, is projected to experience its fifth consecutive deficit in 2019. Combined with the police district, the county may face an operating deficit of some $20 million. 

Sales tax revenue is projected to increase an additional $48.5 million from 2019-20 or about 4.5 percent.  

Another area of concern is the county payroll. It has increased by $315 million in the last seven years, despite the workforce being reduced by 1,250 positions. From the start of 2019 through Sept. 8, the number of active county employees on the payroll declined by approximately 150, according to the report. The recommended expenditures for employee health care in 2020 is projected to increase by approximately by $22.2 million. 

The Budget Review Office also raised concerns in the report that property taxes in the Southwest Sewer District, which covers parts of Babylon and Islip, would decrease by $2.14 million. This could lead to less funds available for sewer projects and potentially increase borrowing. 

In terms of other revenue, the county is projected to see an increase in funds from video lottery terminals at Jake’s 58 Casino Hotel in Islandia. The revenue brought in will increase to $25 million in 2020 compared to $2.9 million in 2018 and $3.3 million in 2019. 

For homeowners, the proposed county property tax will yield an estimated average tax bill of $1,207, an increase of $25. Average taxes per homeowners will increase by $32 in five western towns, including Brookhaven, Smithtown and Huntington, and decrease by $2 in the county’s five eastern towns. 

 

Last week, Long Island was slammed and hit by an unexpected fall nor’easter which brought in heavy rains and gusting winds that exceeded 50 mph. 

The powerful winds from the storm caused downed power wires and felled large trees and branches. According to the National Weather Service, parts of Long Island dealt with moderate coastal flooding and about 2-3 inches of rain.   

More than 73,000 PSEG Long Island customers lost power during the storm. Within 48 hours, PSEG restored service to nearly 100 percent of customers affected by the storm on Wednesday and Thursday, Oct. 16-17, according to PSEG media relations. The rest were restored by that Friday. 

By the end of the nor’easter, crews had removed a total of 1,206 trees and large branches downed by the storm.

In Port Jefferson Harbor a sailing sloop named Grand Prix slipped her moorings and drifted aground in front of Harborfront Park, according to local photographer Gerard Romano who took a photo featured on the cover of this week’s paper. Another sailing vessel called the Summer Place washed ashore in Mount Sinai Harbor.

The Town of Brookhaven Highway Department responded to nearly 250 calls during the 24-hour storm. 

“We worked directly with PSEG as they dispatched their crews to areas where trees had fallen on wires so we could safely remove the debris after the power lines were de-energized,” town Highway Superintendent Daniel Losquadro (R) said in a statement. “Crews worked throughout the night to clear the roadways swiftly and efficiently.”

 

Sunrise Wind official speaks of ‘underutilized facilities’ in Port Jeff

Imagine a field, not on land but on the open ocean — not of green plants topped with colorful flowers, but of huge, 800-foot towers topped with spinning, white wind blades.

That is what officials from two companies and the New York State Energy Research and Development Authority asked Brookhaven Town residents to envision. At a public meeting hosted at Town Hall Sept. 17. Plans are for two offshore wind projects, located off the East End and South Shore of Long Island. Eventually, the wind farms will provide close to 1,700 megawatts of energy to Long Island, powering 1 million homes and generating up 30 percent of New York’s power capacity by 2035, according to NYSERDA officials.

One offshore wind project, Sunrise Wind, a combined venture with U.S.-based Eversource and Denmark-based Ørsted, is of special interest to Brookhaven Town and the Village of Port Jefferson. The companies have announced its intent to use Port Jefferson Harbor as a headquarters and base of operations for not only this upcoming project, but for offshore wind across the Eastern Seaboard.

Ken Bowes, the vice president of offshore wind siting and permitting at Eversource, said they are currently working with local realtors, as suggested to them by Port Jefferson Mayor Margot Garant. The business is searching for warehouse and office space in the local area. He said they are looking for space in close proximity to the village, though finding a suitable location within the village boundaries will likely be difficult.

He said he expects around 50 full-time employees will work on the vessel the company uses to go out and provide maintenance and service the wind turbines, though they expect the project to supply 100 jobs over the planned 25-year lifespan of the turbines. These employees would stay on the vessel for weeks at a time before arriving back in Port Jeff, and he said the vessel should not interfere with the Port Jeff to Bridgeport ferry.

If the plans pan out, Bowes said its ambitions are for Port Jefferson to be the headquarters for all work done for their company’s wind projects on the Eastern Seaboard, including current projects off Rhode Island and Massachusetts. 

“We may look to do this as a service for all of our projects and possibly for others as well,” he said. “We’ll see how that all unfolds.”

Sunrise Wind will encompass 110 wind turbines situated 30 miles off the coast of Montauk, and at full capacity will generate 880MW of electricity. Both projects, which include Empire Wind, are expected to be operational by 2024, according to current timelines. 

Town Supervisor Ed Romaine (R) said they are in support of renewable energy projects but said there are numerous questions that still need answered about how the projects will impact people, especially in terms of how it will affect fishing communities and in its cost to the surrounding communities.

“We all need to have clean renewable power — I think it’s more urgent than ever,” he said. “There’s a promise of not only clean power but also a little bit of economic opportunity.” 

Some major concerns have come from Long Island fishermen, who have said the planned wind projects could impact their business. Jennifer Garvey, the Long Island development manager at Ørsted, said there is no exclusion area for their project, and fishermen can get as close as they want to the turbines when fishing. Each turbine is planned to be spaced 1-mile apart east to west in a grid-like pattern, which, she said, will aid in navigation and in search and rescue operations.

In addition to the offshore wind projects, both Sunrise Wind and New York State say they plan to invest heavily in college-level training programs for people to work on offshore wind. Doreen Harris, vice president for large-scale renewables at NYSERDA, said the state has already invested around $20 million for an offshore wind training institute through the SUNY system. She described it as a hub-and-spokes model, where colleges and universities such as Stony Brook will contain centers for education and training in harnessing wind energy. For their part, Bowes said Sunrise Wind has already promised invested $10 million for a training program at Suffolk County Community College, though the college has not received any funds yet and details on the program remain sparse. The energy company vice president said they were still hashing out the details, adding more information will be available in the near future. 

Bowes said they chose Port Jefferson because of its deepwater harbor and its existing amenities. He also said they chose it due to its currently “underutilized infrastructure,” though when asked if that indicated the
LIPA-owned Port Jefferson Power Station, he declined to say. He did not wish to speak about Sunrise Wind.

“I can say we are looking at sites that would be natural for [the project,]” he said. 

The Port Jeff power plant, which recently settled in a tax certiorari agreement with the Town of Brookhaven over its tax assessments, has been running at low percentages for the past several years. It was only 11 percent in 2017, for example. In a previous Port Times article, LIPA said the reduction in taxes may help move the plant toward a clean energy recourse but has not provided more details on what that could entail.

The recently passed state Climate Leadership and Community Protection Act calls for a transition to a carbon-free electric grid for New York by 2040. A LIPA spokesperson previously told TBR News Media the Port Jeff power plant will be more than 70 years old by 2030. LIPA has already decommissioned fossil-fuel power plants in Far Rockaway and Glenwood Landing. LIPA has also said Sunrise Wind is key to transitioning toward the state engineered clean energy milestones.

Adrienne Esposito, director of the environmental advocacy group Citizens Campaign for the Environment said the best-case scenario would be Ørsted and Eversource using the power plant.

“Think about the symbolism of repurposing a fossil fuel plant and transform it to something that will help wind power. How great would that be?”

Brookhaven Town has issued 22 summonses and 21 violations for numerous alleged safety violations of big box stores.

Town fire marshals visited 39 big box stores Aug. 30 to ensure they were in compliance with fire codes. The 22 summonses were for various infractions including blocked aisles and exits, and one for propane stored inside. 

“Our number one priority is the shoppers and employees who expect to be safe and able to exit the store in the event of an emergency,” said Brookhaven Town Chief Fire Marshal Christopher Mehrman. “Ensuring aisle widths are maintained and exits are not blocked by merchandise are just some of the things we are looking at. The town has a zero-tolerance approach to these violations.” 

Amongst multiple egress summons in some big box stores like the Kohls and Modells in Rocky Point, the Best Buy in Setauket was cited for an egress violation and the Kohls in Setauket was cited for a propane storage violation. Lowes in Stony Brook was cited for a Storage Violation and had two egress summons and one propane summons. The Walmart in East Setauket was cited for one fire extinguisher and one storage violation. The BJ’s in Setauket was also cited for one propane violation.

The fire marshals also issued 21 violations that did not warrant a summons and were not egress related. Each summons issued is a misdemeanor, punishable by a fine up to $10,000 and/or up to six months in jail. 

“A blocked aisle or exit could mean the difference between life and death during a fire or other emergency,” town Supervisor Ed Romaine (R) said. “We will not tolerate any violation of our fire codes.”
