Whenever Steve Englebright, 5th District county legislator (D-Setauket) and geologist, is asked about the East Beach bluff stabilization project, chances are he will start by explaining the big picture of bluff erosion on the North Shore of Long Island. 

“We [Port Jefferson] are at the doorstep of the greatest amount of erosion of the entirety of the North Shore,” he said to a rapt audience of about 40 people at the Port Jefferson Civic Association meeting Oct. 14.

Englebright spent 40 minutes in an educational deep dive about the shoreline’s composition and history, focusing on how erosion along the 50 miles of the North Shore impacts the village-owned sliver of bluff at the East Beach.

The meeting represents another moment in the ongoing debate among residents and village officials about the project strategies and costs. Mayor Lauren Sheprow, trustee Xena Ugrinsky and several members of the Port Jefferson Citizens Commission on Erosion were present. 

Using a whiteboard and marker, Englebright diagrammed how thousands of years of erosion have shaped and reshaped the shoreline. The audience gasped as he recounted the 1904 Broken Ground Slide, in which almost a mile of land just east of Northport let loose and fell into the Long Island Sound in one day. 

“The reason I want you to get the big picture is that this is a very unstable shoreline. The basic premise of stabilizing it for a given property [the country club] is mission impossible. Because any given little property is part of a larger dynamic,” he said. 

Englebright explained that erosion of the North Shore is accelerating because of our overheating oceans, producing more powerful and frequent tropical storms, further destabilizing the area. “[Bluffs] are not cemented together, so it doesn’t take much to disturb them — like a hurricane. They come apart easily,” he said.

“The county club was unwisely [decades ago] placed too close to the bluff edge,” he said. In the long term, more than just tennis courts will be in harm’s way.” 

“What does this all mean?” 

“We have to ask some serious questions when we get involved in spending millions of dollars,” he said. 

Weighing the pros and cons

Englebright shifted the conversation from a big picture discussion about coastal erosion to a conversation about the project’s immediate and long-term goals.

“I think we’ve already spent something like $5 million in a community of 8,500 people. Do the math: It’s already a significant investment, much of which has already been at least partially compromised in just a couple of seasons,” he said.

He added: “It’s really a cost-benefit analysis that has to be made.” 

Cost update 

Village treasurer, Stephen Gaffga, told TBR News Media in a follow-up phone interview that the costs for Phase 1 of the East Beach Bluff Stabilization project — which included the construction of a large rigid wall already installed at the base and bluff face plantings — have reached $5.3 million. 

Additional costs of $640,000 related to engineering designs and administration bring the total cost to $6 million for Phase 1.

According to the treasurer, the village is currently negotiating with the company that installed the Phase 1 bluff face plantings to determine coverage of the costs for the work destroyed during last winter’s storms. 

Phase 2, the upper wall project — which includes installing a rigid wall with a steel plate at the crest of the bluff — will be partially funded by federal taxpayer dollars as a $3.75 million FEMA grant. Village officials announced final federal approval for this grant money last month. Local taxpayer dollars will fund the remaining Phase 2 expenses. 

According to the treasurer, village officials will better understand the total costs of Phase 2 once the village bids for the work of constructing the upper wall. 

Village trustees approved a $10 million bond resolution in 2021 to fund the project (phases 1 and 2) overall. To date, $5.2 million of the $10 million approved has been borrowed. 

Additional potential costs to date include a possible drainage project at the bluff’s crest, and additional expenses related to repairing recent storm damage to the bluff face. 

Sheprow told TBR that the village is exploring possible additional grant funding to supplement identified additional costs. 

Relocating Port Jeff Country Club

“The bad news is that there’s no single solution,” Englebright said. “The good news is that you [the village] own 178 acres due to the wise investment by the mayor’s father, former mayor Harold Sheprow, made in [1978].” 

“That gives you the ability to relocate the building,” he added, referring to Port Jefferson Country Club.

Englebright suggested that project options be costed out over time and compared before more is done. He would like to see more than engineering expertise weigh into decisions about the project. “Engineers will always tell you they can build anything,” he said. 

He envisions a retreat scenario as done in phases or possibly all at once. “But those decisions have to be costed out,” he said. 

Englebright ended his lecture by commending the current mayor. “I can tell you this, I have met with the mayor and she is doing her homework,” he said.

The next civic association meeting will be held Nov. 11 at 6.30 p.m. at the Port Jefferson Free Library.

The Three Village Civic Association is hosting a community forum on Monday, September 9 at 7:30 pm at the Setauket Firehouse, 190 Main Street, Setauket to discuss future plans for Setauket Harbor Park.

The current small park in downtown Setauket, which is easily recognizable with its Kiwanis metal bridge spanning the pond, is about to expand with the Town’s recent acquisition of the East Setauket Automotive property.  The Town and the Three Village community now have a unique opportunity to create a park that helps to define and revitalize our downtown area.

There will be several speakers at Monday night’s meeting to discuss the park’s redevelopment. Suffolk County Legislator Steven Englebright, who as the former New York State Assemblyman provided funding to expand and improve the park, will be on hand to share his thoughts on the parkland.

And Joseph Betz, a local architect, professor and former chair of the Department of Architecture & Construction Management at Farmingdale State College, SUNY, will discuss conceptual design solutions to foster a sense of place and community at this site. Professor Betz will also examine the existing architectural and historical characteristics of the Setauket community, as well as other public spaces in the Three Village area, to help foster an understanding of a successful plan for the park’s redevelopment.

Town of Brookhaven Councilmmember Jonathan Kornreich will be in attendance to explain the importance of the park to the future of the Three Village community and his role in creating a new public space for all residents.  

The meeting is open to the public and attendance is encouraged to help the civic association and local elected officials to develop plans for the new, expanded harborside park.

Cornerstone Kings Park, a 50-unit luxury apartment building proposed for the corner of Meadow Road and Indian Head Road in Kings Park, was discussed at the Smithtown Board of Zoning Appeals public hearing on Aug. 6.

The 44,883-square-foot project would sit outside of the LIRR train station and would be part of the Kings Park downtown revitalization effort.

The proposed project necessitates a special exception as the surrounding area is currently zoned as commercial-business & industrial. A vacant restaurant pad site would need to be demolished if the project is to be built.

In order to progress and be considered by the Smithtown Town Board, the Smithtown Zoning Board of Appeals must approve the special exception.

The zoning board doesn’t anticipate making a recommendation to the Town Board until the Smithtown Comprehensive Master Plan is adopted, which would change the zoning of the area to transit oriented development (TOD). Further, the zoning board expressed dissatisfaction with several setbacks, which they deemed deficient even if the plan is adopted. The zoning change to transit oriented development would alter the minimum requirement for a setback.

Legislator Rob Trotta (R-Fort Salonga) spoke at the public hearing. “I am all for building something on this property,” he said. “Make no mistake about it. But 50 units in the parking lot of a shopping center is ridiculous.”

Trotta went on to suggest making a portion of the units co-ops or condominiums, an idea he has integrated in a resolution he designed to increase home ownership. The resolution was shot down in a Suffolk County Economic Development, Planning & Housing Committee meeting.

The size and magnitude of the project is one of the chief factors of concern for many. One constituent said, “I used to work in Queens and I like to come home to a backyard and a different style of life … it will kind of diminish and ruin what we are trying to have here. This kind of deviates from that kind of thinking.”

Another member of the community was eager for the project to provide more housing opportunities for the aging generation and to economically boost the downtown area.

Indeed, the developers market the project as a step towards fulfilling the goals listed in the Revitalizing Downtown Kings Park Action Plan which was developed by The Kings Park Chamber of Commerce and Kings Park Civic Association in 2016.

“Utilizing the Revitalizing Downtown Kings Park Action Plan, Terwillliger Bartone, with the Cornerstone Kings Park project, fills an important role of meeting the desires of the plan, from parking to transit oriented development to design and more” the Cornerstone Kings Park website reads.

After receiving criticism from citizens, the developers, Tanzi Properties LLC and Terwilliger & Bartone Properties, made several adjustments to the proposal, including decreasing the stories from four to three and supplementing above ground parking with an underground garage.

The developers expect the project to bring in $2 million annually in discretionary spending. Furthermore, their traffic study indicated that “it is the perfect complement to what is already existing in the area,” said the lawyer for the developers, Garrett Gray of Weber Law Group.

Gray said in his presentation that at peak hours, the parking is not expected to exceed 77% capacity.

Cornerstone Kings Park is one of the projects being considered for the $10 million Smithtown-Kings Park has received from the state for its downtown revitalization.

The application is still under review; the Zoning Board will more seriously consider making a recommendation once the Smithtown Comprehensive Master Plan is adopted, which is expected to occur within the coming months.

Port Jefferson Station/Terryville Civic Association reviewed a potential plan by Staller Associates to redevelop the Jefferson Plaza on Route 112 at the civic’s June 20 meeting.

The civic invited Valentin Staller, vice president of Staller Associates, to answer questions regarding the proposed redevelopment.

Staller Associates already owns a residential property in Farmingdale and submitted a proposal to rebuild Jefferson Plaza in 2021. Staller hopes to rezone the area to accommodate the changes, which also include a public plaza, a restaurant and a health club. 

“We have been harboring our own personal investment capital. We want to do it right here in Port Jefferson Station and we want to do it in a way that will stimulate new redevelopment” Staller said. “I see the potential for something far greater. This is in our back door, this is important to us.”

Given the dissatisfaction with the current state of the property under Staller Associates’ ownership, some residents were doubtful that Staller would be able to deliver on their promise to restore the property in an engaging manner.

“How can we trust you to know that you are going to keep up on this new building that is coming in?” said one civic attendee, citing the tenants that left the plaza under Staller Associates’ ownership.

“The tenants that left, including Rite Aid and Teachers Federal Credit Union, left through no fault of Staller Associates,” Staller said, adding that Rite Aid closed stores across the county. In regards to crime, Staller said it has been a prevailing issue for years, and that “112 has unfortunately seen a slide.” 

Others welcome the prospect of revitalizing the plaza, but want to ensure that the development doesn’t encroach on the community’s wishes.

“We are being asked to take on potentially as much as three times the density of any multifamily development that has ever been constructed in the Town of Brookhaven and in return we would like to have something we can appreciate, respect and digest in this community whether it is traffic, whether it is safety, [or] a sense of place,” civic president Ira Costell said.

After previous discussions with Costell, councilmembers, county officials and others, Staller Associates agreed to a variety of covenants and alterations, including height limitations, the addition of a green buffer and the forfeit of 20 loft apartment units, which Staller said have proven most profitable.

Residential building

Further, some members were uncertain that their community would even be able to benefit from the 280-unit building. Housing in Long Island is a long-debated and highly relevant issue — one that is inextricably tied with the subject of overdevelopment. 

“It is important to have growth in this community. Kids can’t go out of college and find an apartment to live in — they can’t afford it,” said another attendee, who went on to give her approval of the proposal.

While there is a pressing need for housing at reasonable prices, long-time residents fear the loss of the suburban communities they love. As a result, residents want to be certain that if housing developments are built, they will be put to good use.

“It is extremely difficult to find housing in this area. We live in an extremely supply constrained area,” Staller said. In response, residents noted that some apartment buildings remain unfilled.

Staller didn’t announce the prices of the units, saying that it will be determined as a function of supply and demand. Though 20% of the units will be dedicated to affordable housing, these units will be given to adults with intellectual or developmental disabilities, as they have done at their Farmingdale property. 

The necessity of alleviating the housing demand remains, chafing against efforts to preserve the character of the community. 

“They don’t want towering, oppressive, block-swallowing buildings. People want to live in a pleasant place.” said Holly Fils-Aime, vice president of the Port Jefferson Civic Association.

More than housing

In addition to the residential units, Staller Associates intends to add other businesses, making the project “mixed use”. The first floor will be open to the public, as it will be dedicated to business.

“What the four stories allow us to do is create those public-facing amenities,” Staller said. “At the end of the day a critical mass of apartments is necessary to revitalize the 112 corridor. This has been the case in hamlets and villages across Long Island.”

Costell is hopeful that the development will progress in a manner that benefits both parties. He also mentioned that as Staller Associates enters “the beginning of the final stage” he looks forward to continuing the dialogue between Staller Associates, the town and the civic association. The building architecture and layout have not been finalized yet and Staller said they are still open to discussion during the site-planning process.

A lithium battery storage facility will not be built on property owned by real estate agent Ray Manzoni near Mount Sinai-Coram Road and Route 25A.

The Brookhaven Town Board will not consider a proposal to change the zoning in the proposed area from “J Business District, Transitional Business Zone” to “L Industrial 1, Light Industrial Zone,” according to a June 5 press release from the Town of Brookhaven.

In the press release, town Supervisor Dan Panico (R) stated that after attending the latest Mount Sinai Civic Association meeting, “people preferred the current zoning and/or the possibility of the redevelopment of the parcel into a use more compatible with the zoning.”

He also stated there is “significant confusion regarding the New York State climate action goals and implementation of these battery energy storage systems.”

In an interview after the June 6 Town Board meeting, Panico said more public education on how the state government’s climate action laws work was necessary.

“I find throughout the town, a lot of people are not aware of what it entails going forward, the costs associated with the enactment, procuring the equipment,” he said.

“People have questions with regard to the sustainability of the electrical grid itself, but I think a lot more needs to be done as we move toward implementing the goals,” he added.

Other matters

During the Brookhaven Town Board meeting, which fell on the 80th anniversary of D-Day, U.S. veterans were honored when Suffolk County Veterans Service Agency Director Marcelle Leis and Deputy Director James Brennan displayed an American flag that was flown at Memorial Day services at the Long Island National Cemetery, Calverton National Cemetery, Stony Brook Veterans Home and the Babylon Grade School. 

The flag can currently be found at the county’s H. Lee Dennison Building in Hauppauge.

The Town Board also honored Aman Mistry and Siddhant Desai, two Stony Brook University scholarship medicine program students who, along with creating the Scholarship Medicine Society — which partakes in community outreach efforts in health care — hosted an innovation challenge that saw 60 students participate in brainstorming innovative solutions in respect of the lack of access and equity in health care, supported by faculty mentorship.

Additionally, three eighth graders from Center Moriches, Addison Raupp, Kristin Luna, and Adrianna Loesch, were honored after raising $8,000 for banners on street lights that display the names of hometown veterans.

The Town Board presented a proclamation recognizing and commemorating June as Pride Month in the Town of Brookhaven.

The board also passed an amendment to a code that previously allowed residents to own up to six chickens on any parcel of land. The new code permits residents to own up to 12 chickens on land larger than 20,000 square feet. However, only six chickens are permitted on land 20,000 square feet or smaller, and no roosters are allowed. There will also be a 10-foot setback from the property line for the chickens.

At the Monday, June 10, Port Jefferson Civic Association meeting, new officers were sworn in, an update on the looming Staller development in Port Jefferson Station was given, and civic members took part in brainstorming ideas and solutions for the village’s most pressing issues.

The new leadership team, with terms expiring in 2026, were officially sworn in by neighboring civic president Ira Costell. The officers sworn in were Ana Hozyainova as civic president, Holly Fils-Aimé as vice president, Marilyn Damaskos as treasurer, Janice Fleischman-Eaton as recording secretary and Kathleen Mc Lane as corresponding and outreach secretary. 

Jefferson Plaza development proposal updates

Following the official business, Costell, president of the Port Jefferson Station/Terryville Civic Association shared some updates pertaining to the proposed Staller redevelopment of Jefferson Plaza, a development he feels will have a big impact on nearby communities.

“This significant development will, for better or worse, change the face and future of our community, as well as impacting Lower Port,” Costell shared. Back in March, Costell, on behalf of the PJSTCA, wrote a letter to Town of Brookhaven board and the town’s Highway Department [see “Port Jefferson Station/Terryville civic requests traffic study,” from May 3] asking for a comprehensive study to assess the influx of traffic from this proposal. 

Since then, the PJSTCA has heard back from Town of Brookhaven councilmember, Jonathan Kornreich (D-Stony Brook), who agreed with the sentiments expressed in the letter and assured that the town “shares the concern about the cumulative impact these developments may have on traffic” and “would like to stay ahead of it.” 

Others chimed into Costell’s speech and shared concerns about the potential impact on traffic, as well as quality of life and affordability, while others emphasized the need for comprehensive planning and coordination — something Costell has advocated for since the developer’s initial proposal. 

“Our community has chosen to not throw up a blockade and say no more, not in our backyard,” Costell said. “We embrace and want to engage with a future that makes sense for our community, that we can digest properly. Without comprehensive planning and coordination, it could be a nightmare that’s going to impact our communities negatively.”

In recent years, the village has seen substantial development and its impacts on the community. Both, the Overbay and The Shipyard complexes have left an impact on the community as residents feel the respective developers were not overtly transparent in their building plans.

Local architect, Heather Brin, echoed these sentiments sharing notes from her expertise, “The Shipyard, downtown, is illegal in terms of the height,” Brin alleged. “The developers raised the level of the berm that the property sits on so they could build as high as they did.” 

Civic members have since questioned the Staller project’s viability, safety concerns and the importance of finding a balance between developer and community needs. The PJSTCA will host Staller Associates on June 20 at 7 p.m. at the Comsewogue Public Library, 170 Terryville Road, Port Jefferson Station, to continue the community conversation.

Village issues going forward

Shifting gears, Hozyainova asked civic members to bring issues, concerns and wishes for the village to the forefront of the conversation. From this, several pressing issues resurfaced and some new ones emerged. 

Residents campaigned for increased walkability of the village, sharing notes of overgrown vegetation limiting sidewalk access. To this, Fils-Aimé asked for increased volunteerism and formation of committees dedicated to their respective concerns.

“Bring a proposal forward, somebody has to lead the charge,” she said. “We can have multiple committees, maybe a couple people are interested in that [issue] or maybe you want to bring them here and have them join the civic association.” 

Others shared their respective concerns over the Port Jefferson power plant and its future, capital projects in the village and in the school district, village constable’s office hours, the future of the country club and the East Beach bluff, keeping and restoring trees and other natural vegetation, were among some of the many issues brought to the metaphorical table. 

LIRR electrification

Adding to the growing list of village concerns, Port Jefferson resident Bruce Miller brought a motion before the civic requesting that Gov. Kathy Hochul (D) makes enforcement of the state’s Climate Leadership and Community Protection Act a priority of the Metropolitan Transportation Authority and the Long Island Rail Road in their new 20-year plan. 

Miller explained in his motion that diesel locomotion is no longer acceptable transportation under this act and that riders along the Port Jefferson Branch are “forced to use their internal combustion vehicles to drive to Ronkonkoma for a decent ride,” 

In addition to concerns with ridership and the environment, Miller also detailed that the utilization of hydrogen rail or separate-car battery transportation could allow for a large industry based in New York state — to the benefit of many. 

The motion to approve Miller’s proposal asking Hochul and LIRR President Robert Free to meet with the civic association and Suffolk County’s elected representatives was approved and will be subsequently shared with all necessary parties. 

The next Port Jefferson Civic Association meeting will be held on Aug. 12 at the Port Jefferson Free Library, 100 Thompson St., at 6:30 p.m.

Dozens of residents attended the Mount Sinai Civic Association meeting June 3 to voice their safety concerns over a potential new battery energy storage system facility locally.

The facility, proposed by New Leaf Energy, would have a 20-year lifespan, after which the site would need to be restored to its pre-project condition.

The proposed area is adjacent to Mount Sinai-Coram Road and Route 25A on property owned by real estate agent Ray Manzoni. However, because this property is zoned as transitional business, New Leaf Energy’s application proposes the zone be changed to light industrial.

Former county Legislator Sarah Anker (D-Mount Sinai), who has been a vocal critic of the proposal, and Brookhaven Town Supervisor Dan Panico (R) also attended. While speaking, Panico addressed misinformation on social media that incorrectly told Mount Sinai residents that “the people in either Holbrook or Holtsville fought the battery storage there, and what they’re not getting is coming to Mount Sinai.”

Anker voiced common worries that residents had about the storage system facility.

“We just want to understand that what is going to happen is safe,” Anker said. “I don’t have a problem with renewable energy. We need the battery storage, we’re going to need that, but it’s the location,” she added, calling the proposed site the “worst intersection probably in Suffolk County.”

“Multiple accidents have happened there, the school district is close by, the water authority has a well right there, there’s a recreational path. There’s so many reasons we don’t need to change commercial to industrial,” she said.

Civic President Brad Arrington also discussed how LIPA, which owns an empty parcel of land next to the substation, could theoretically put a battery facility there without any input from the town government due to being immune from the local zoning authority.

“They could put a battery facility there which would carry the same risk that people are concerned about today, the difference being that when LIPA puts that in, they do not have to provide any community benefit, which is what has been proposed with this property,” Arrington said.

New Leaf is proposing an initial upfront payment of $340,000 — $85,000 per battery installation — with the allocation of this money to the school district, fire department and more not yet determined. The company also originally reserved $500 per megawatt, for a total of $10,000 annually, but raised it to $12,000 with a 2% annual increase to cover the current property taxes going to the school district.

Residents expressed concerns about what would happen if there was a fire at the facility, inquiring about the chemicals that would be emitted into the air and ground and how it would affect the surrounding area, including the school district and homes.

However, Arrington said the proposed facility would have lithium iron phosphate batteries, which “have a lower energy density, but have a far reduced rate of thermal runaway,” as opposed to the lithium NMC batteries that, while much more energy dense, are more prone to spontaneously catch on fire.

He also explained that a chain reaction would not take place, meaning that if thermal runaway does happen, it would be isolated in its own compartmentalized container.

Additionally, since the battery would have to burn itself out instead of being put out with water by the fire department, Arrington said that according to New Leaf, there wouldn’t be runoff into the ground. Also contamination with the soil and the off-gassing would be extremely limited.

Panico did not answer whether or not he supported the project, instead saying that he would review the application and talk to his colleagues, including Councilwoman Jane Bonner (R-Rocky Point), who represents the area.

Arrington said the town board would not take a vote to approve the project without input from the civic, which will hold a meeting for the civic members to vote in October.

A redevelopment plan for the Lawrence Aviation Superfund site in Port Jefferson Station is at risk due to a proposed rail yard intersecting a straight strip of property owned by the New York Department of Transportation, where the Setauket-Port Jefferson Station Greenway trail runs, according to Suffolk County Planning Commissioner Sarah Lansdale.

Lansdale, speaking at a Three Village Civic Association meeting on June 3, reviewed the existing plan to transform the former aviation factory into three parcels: a 5-megawatt solar array, space for a rail yard that the MTA will own and protected open space that is earmarked for the Town of Brookhaven.

“We’re in contract with all three parcels right now,” Lansdale said, adding that contract terms require an agreement between DOT and MTA by the end of June. “In order to get to closing, there are conditions that need to be met.”

DOT would need to agree to divert a small section of the Greenway path to make way for the planned rail yard, which would help accommodate future modernization of the Port Jefferson Branch of the Long Island Rail Road. However, this change would interrupt DOT’s solid straight line of property, which they reserve in case the need for a highway arises in the future.

“From what I understand, that would serve as a bypass for Route 25A should sea level rise or climate change impact the navigability of 25A,” Lansdale explained.

The Greenway is not currently protected parkland, though Suffolk County Legislator Steve Englebright (D-Setauket) spoke up at the meeting to announce that he had been working with state Assemblyman Fred Thiele (D-Sag Harbor) to fast-track last minute legislation designating the Greenway as parkland. 

“The session has the potential to resolve this question,” Englebright said, though as of press time, no related bills had been yet introduced and the 2024 legislative session in Albany is scheduled to end June 6.

Civic association leaders expressed frustration at DOT even considering the possibility of tearing up the Greenway sometime in the future.

“They shouldn’t be going down that road — that’s insulting to our community,” said Herb Mones, who also heads the Three Village Community Trust which oversees the nonprofit that maintains the trail.

Mones added that the DOT had always been a vital partner in building and maintaining the Greenway. “It would be very disappointing if the DOT as an agency isn’t the most cooperative, most helpful in making sure the future of the Greenway continues without nonsense talk of putting in a highway,” he said.

The Lawrence Aviation plan has been in the works since 2022, though discussions between officials and concerned community members about what to do with the site have been going on much longer.

The New York State Department of Environmental Conservation has already led the demolition of buildings on the site, according to Lansdale, who added that the DEC also completed an environmental investigation to remove the site from the Superfund list, which will clear the way for the solar development.

Lansdale expressed hope that the contract requirements will be ironed out on time, as she said the plan has had the benefit of community involvement and support.

“This is a federal Superfund site,” she explained. “The way that these sites are usually sold is on the auction block, with zero community input, to the highest bidder.”

Advocating for modern train technology

Though the Lawrence Aviation site plan reserves space for a rail yard, the MTA has given no indication it has imminent plans to modernize the Port Jefferson Branch of the LIRR, according to clean-train-energy advocate Bruce Miller, who said he has been talking with MTA officials and keeping tabs on the agency’s plans.

At the civic meeting, Miller urged local civic associations to lobby Gov. Kathy Hochul (D) to force the MTA to follow state environmental laws by looking into new train technologies to replace the diesel trains running along Long Island’s North Shore.

“It would be very helpful to be somewhere on the [MTA’s] 20-year plan,” said Miller, who indicated one of his catchphrases when dealing with a New York City-focused MTA is, “We pay taxes, too.”

Miller, who favors hydrogen-powered or separate-car battery trains, said he’d like to get civic leaders and elected officials from both sides of the political aisle to put their heads together and figure out how to get the MTA to explore cleaner train technologies.

Englebright agreed with Miller’s assessment that the MTA is essentially a “rogue agency” not following state directives toward cleaner energy, and suggested lawsuits as a good way to rein it in. He pointed to both the 2021 state constitutional amendment that gives residents the right to clean air and water, and the State Environmental Quality Review Act as bases for lawsuits from the community to force the MTA to look into newer, cleaner trains.

“There should be a lawsuit considered by the civic community to challenge whether the actions or inactions of the MTA and the LIRR are consistent with the Constitution of the State of New York,” Englebright said, adding, “No agency of the state is immune to SEQRA.”

Civic association board member George Hoffman, who said he had listened to LIRR President Rob Free speak earlier in the year, expressed frustration that North Shore trains seem to be an afterthought with the MTA.

“We want to get a solution for the Port Jefferson line,” Hoffman said. “I don’t know if it’s electric, I don’t know if it’s hydrogen — we certainly know it shouldn’t be diesel, it’s one of the dirtiest forms of air pollution.”

Hoffman praised Miller for his leadership on the issue and indicated the civic association hoped to support his advocacy efforts. “The squeaky wheel gets the grease,” he said

In the spirit of the Town of Brookhaven’s annual Great Brookhaven Cleanup event, Port Jefferson Station resident, Gary Bolk volunteered his time on May 18 to cleaning up his community. 

Bolk got his start early in the morning, “It started today at 8a.m. for me,” Bolk said. “I was dressed in work boots, long socks, long pants, a long sleeve shirt, gloves and a hat. I brought my wheel barrow, four-wheel garden cart and some miscellaneous tools. At first it was just me and the deer family I saw jumping through the woods.”

Later on in the day and to Bolk’s surprise, other residents shared a similar idea — cleaning up the park neighboring the woods Bolk was in the process of clearing. Jerry Meekins, along with other nearby volunteers soon helped to clean the space. 

As the two continued removing garbage, passers-by joined in, namely, James and Melissa Barton, a son and daughter duo. 

As the day went on more volunteers showed up ready to help and the group was able to remove piles of junk and numerous bags of plastic cans and bottles.

Port Jefferson Station/Terryville Civic Association held its monthly meeting at the Comsewogue Public Library on Tuesday, May 28, where members discussed various projects and concerns surrounding the community.

Headlining the meeting, civic president, Ira Costell addressed the current status of the Train Car Park located off Nesconset Highway in Port Jefferson Station. 

The park has recently undergone a remodeling project after a car accident displaced the preexisting park. The renovated park will be unveiled July 3 with a celebratory free concert for the community and a ceremonial ribbon cutting.

Community members interested can purchase a custom-inscribed brick to be placed in the park. All proceeds will go toward the local chamber of commerce to restore the flagpole damaged from the accident.

Following mention of the Train Car Park project, Costell shared the winners of the civic association’s scholarship — awarded to two Comsewogue High School students who have displayed remarkable community service. The winners will be announced and given their respective scholarships in June.

Concerns addressed

Ongoing concerns in the community also had a place at the table on May 28. Residents and civic members shared disquiet over the few homeless individuals frequently found sleeping near the Train Car Park. 

One resident recalled a woman and a man allegedly engaging in “inappropriate activities” and soliciting money from drivers along the roadway. Costell and civic association vice president, Carolyn Sagliocca, plan to coordinate with the Suffolk County COPE and mental health services to help mitigate this issue.

“We have been communicating extensively with Officer Berry — a Suffolk County COPE officer. Berry just wrote a letter because it’s not only at the Train Car Park, we had an encampment that was right outside the library across the street.” Costell said.

Another concern addressed was that of the proposed Staller development — an ongoing issue in this community. At the last meeting, the civic addressed the Town of Brookhaven in a letter asking for a comprehensive traffic study for the area surrounding the proposed development. Since the submission of the letter, the civic has not heard from the town or any other respective members. 

“I’m planning on going up to the Town Board at the next meeting to remind them that we would like a seat at the table. We’re entitled — with this kind of development facing us — to have a voice, and we want that heard and respected beyond just the public hearing, for not just that development but multiple developments,” Costell said.

Guest presentations

Irene Michalos and Carol Carter spoke before the civic association about their respective organizations — both seeking to provide a better life for children and families in need.

Michalos heads the Agape Meals for Kids program which provides meals for food-insecure children. 

“There are over 70,000 children on Long Island who are experiencing food insecurity,” Michalos said.

The Agape program provides backpacks with kid-friendly food for children and subsequently delivers the packed bags to partnering school districts each Friday during the school year. 

Contrarily, Carol Carter began her support campaign with a goal to help those experiencing substance use and abuse with a focus on adolescents. Her program, Sunshine Alternative Education & Prevention Center, uses a variety of prevention and education programs to help build drug-free and violence-free communities.

“Erase the stigma. This is something that we need to talk about because everyone has been touched by someone who might have an issue,” Carter shared. “It doesn’t have to be a family member, but a friend who has a problem, maybe related to substance use and abuse.”
