As the new year progresses, the Suffolk County government is facing a plethora of changes, with the biggest arguably being the transition of county executive from Steve Bellone (D) to Ed Romaine (R).

Romaine, who served as the Town of Brookhaven supervisor for over 10 years after winning a special election in 2012, won the race for county executive over Dave Calone (D) with 57% of the vote. The former town supervisor was sworn into office on New Year’s Day, marking the first time a Republican will serve as Suffolk County executive in 20 years.

Steve Bellone served as county Executive from 2012 to 2023. Due to being term limited, Bellone could not seek reelection this year. [See “Bellone signs bill to strengthen term limits in Suffolk County,” TBR News Media website, July 14, 2022.]

During his farewell speech Dec. 21, Bellone thanked members of his staff and administration and recounted various achievements, including the handling of superstorms, confronting corruption in the county’s law enforcement and more.

“When we came into office, we faced the greatest financial crisis in history, more than $500 million accumulated deficit,” Bellone said during his speech. “And after years of making the difficult but necessary choices, we will leave office with this county in the best financial condition in its history, with more than $1 billion in reserves,” he said, thanking the budget office.

Bellone discussed his administration’s handling of Suffolk County’s water quality crisis, saying, “With an amazing water quality team, we created innovative programs, brought stakeholders together and developed an advanced blueprint for solving the water quality crisis over the next generation,” while giving special thanks to Deputy Suffolk County Executive Peter Scully and Suffolk County Department of Economic Development and Planning Commissioner Sarah Lansdale. 

Bellone was not immune from criticism on both sides of the aisle. Suffolk County Democratic Committee Chairman and Babylon Town Supervisor Rich Schaffer was critical of Bellone throughout his tenure as executive.

“As the curtain falls on Bellone’s 12-year term, Suffolk County is left grappling with the consequences of a legacy marked by broken promises, ineffective leadership and a failure to address critical issues facing Suffolk County,” Schaffer said in a statement.

“The time for accountability and a reevaluation of priorities in Suffolk County’s leadership is long overdue,” he added. Additionally, Schaffer is hopeful that Romaine will meet the county’s priorities and needs “based on his past experience and accomplishments.”

Not everyone shared Schaffer’s sentiments. Sarah Anker (D-Mount Sinai), who on Dec. 31 completed her final term as the county’s legislator for District 6, reflected on Bellone’s time as executive, saying that working with Bellone had “been incredibly productive for the residents here in Suffolk County.”

One major issue on which Anker praised Bellone’s leadership was the opioid crisis. Suffolk was the first county in New York to sue opioid manufacturers and distributors, which resulted in settlements that will have the county receiving around $200 million over two decades to help address the ongoing crisis.

“That was Steve’s leadership in providing direction and in a positive way trying to get through this incredibly challenging time of this addiction epidemic,” Anker said.

Bellone has yet to announce any future plans in his political career.

After 12 years, Suffolk County will see a new face in the executive seat, Ed Romaine, a Republican, the first for his party in two decades. He replaces term-limited Steve Bellone (D).

Romaine was sworn in Jan. 1 at Eastport-South Manor Junior-Senior High School, joined by family and fellow county officials. As well as state officials, also in attendance was U.S. Senate Majority Leader Chuck Schumer (D-NY) who proclaimed the day as “great” for Suffolk County.

Before the podium stood the new county executive as he delivered a speech detailing his thoughts on the upcoming term. 

“As I take this job, I know there will be more problems than solutions, more to be done than what has been done, more quest than conquest,” Romaine said. “Each [new] generation stands on the shoulders of those who have come before us, as I do. So our path must be based on the experiences of past administrations, while being willing to find our own path and reinvent county government.” 

Prior to assuming his new post, Romaine stood as the Town of Brookhaven supervisor since 2012, where he advocated for environmental and quality of life issues while maintaining a focus on strengthening Brookhaven’s finances, a focal point to be continued in his new role. Romaine served as a Suffolk County legislator from 1986-89, before becoming county clerk from 1990 through 2005. 

“One of my top priorities will be strengthening county finances and making our budget structurally balanced,” Romaine said. 

In his inaugural speech, Romaine spoke to key issues at the forefront of his campaign. Placing special emphasis on cybersecurity, improving child protective services, cleaning off surface and groundwaters, securing funding for sewage and alternative denitrification systems, and preserving open space and farmland to prevent overdevelopment.

“This administration will be rooted in the values and traditions of hard work, personal initiative and accountability so we can build a future that is safe and more affordable, and provides hope and opportunity to our citizens,” Romaine said. “As we cast new eyes on old problems, I will seek to reorganize our county government to consolidate services wherever we can to improve efficiency, and to make this government far more cost effective than it has been.”

Café a special addition to Emma Clark Library

If you haven’t already, set aside some time to visit the new café at our beautiful Emma S. Clark Memorial Library [Level Up Kitchen Library Café]. I took some time out this morning to have a delicious breakfast with a dear friend. There are tables and chairs set up in the sunny hallway leading to the magazine room to enjoy the delicious food. This is a wonderful addition to an already spectacular library, especially now at holiday time. A perfect spot to take a break from our hectic schedules. I can’t wait to be able to sit outside on the terrace when spring rolls around.

Clarifying lawsuits against PJSD

An article in the Dec. 7 Port Times Record (“Suffolk school districts pay millions to settle child abuse lawsuits”) misstated that the Port Jefferson School District has settled seven lawsuits from former students. These cases, filed in Suffolk County Supreme Court in 2020 and 2021, are presently pending and have not been settled.

While the accusations made by these former students are certainly very disturbing, the behavior of the present Board of Education and the superintendent of schools needs to be closely examined by the taxpayers of this district since both were fully aware, since 2020, of these lawsuits and their possible financial implications.

Nonetheless, residents were asked on two occasions (in 2022 and 2023) to support multimillion dollar bonds as well as other questionable expenses (costly new bleachers and a ”security booth” at the high school, etc.), thereby depleting capital reserves, while a large legal cloud loomed overhead and was unknown to taxpayers.

The board and superintendent, understandably, could not disclose the specific details of the seven lawsuits. However, in the interest of both transparency as well as the responsibility to be diligent guardians of district funds, some indication of the possible financial implication of this situation should have been made known to taxpayers prior to costly undertakings since, ultimately, these taxpayers would have to pick up the tab. Instead, the superintendent and the board majority continued their ”heads in the sand” approach, with excessive spending despite declining student enrollment, dwindling LIPA revenue and seven pending lawsuits.

In their expose of child abuse lawsuits and settlements on Long Island, Newsday interviewed Ron Masera, of the Suffolk County School Superintendents Association, who stated (in a video interview posted on Newsday’s website), “This is the age of transparency. We’re in a place where this is not something you can or should hide from your community.”

By this standard of transparency, the Port Jefferson superintendent and the Board of Education deserve an “F.”

To the residents of the 12th Legislative District, both former and new.

Thank you for returning me to my fifth full term as your Suffolk County legislator. I am truly humbled and honored by the overwhelming measure of support you have provided. Having been reelected, the challenge now becomes how to govern wisely, fairly and equitably with our newly elected county executive [Ed Romaine (R)].

I look forward to continuing my efforts to preserve our suburban way of life, to keep an eye on affordability and to deliver services to our veterans and seniors and families as their needs continue to increase.

As many of you became aware, the lines of the 12th Legislative District shifted east from the Commack area, my hometown, all the way to the Centereach/Selden/Holbrook borders. I will miss my past constituents but look forward to the new opportunities and community issues to address in the upcoming legislative term.

Community vision for Jefferson Plaza

I was extremely proud of how the Port Jefferson Station/Terryville community turned out to voice their opinions at the Brookhaven Town Board meeting on Thursday, Nov. 30. It was an honor to represent the hamlet in a worthwhile discussion regarding the amount of multifamily rental units, building heights, architectural design and traffic issues along Route 112 and Terryville Road.

We are fortunate to have Councilmember Jonathan Kornreich [D] and Supervisor-elect Dan Panico [R] guiding us through the Staller redevelopment process of the Jefferson Shopping Plaza. Political leaders often do not get credit for the time and devotion they give to the constituents they represent. The Port Jefferson Station/Terryville community should be encouraged by the steady hand displayed on that long Thursday night by our elected officials who will make sure the project will be something exciting and something of which the residents will be proud.

By working with Staller Associates, our local civic association and the chamber of commerce, I have the utmost confidence the supervisor-elect and our councilmember will put in the hard work to bring quality revitalization all along the Route 112 corridor.

Concerning incident at Village Hall

At a recent Village board meeting, I found myself at the center of a concerning situation that raises questions about the responsible use of village resources, particularly regarding the village attorney, whose fees are paid by taxpayers.

As an engaged resident deeply invested in our community’s well-being, I’ve long upheld the principles of transparency, open communication and fairness. However, a recent incident at Village Hall has given rise to deep concerns about the potential misuse of village assets for personal and retaliatory purposes.

During a routine public board meeting, legal papers were hastily served to me as I exited, raising unsettling questions. I am concerned and disheartened, as it seems there’s an attempt to force me into surrendering control of a Facebook page, a demand that holds no merit, as I am not the page’s owner. The vindictive nature of this attempt to seize control of a Facebook page, raises significant doubts about the real motivations behind such actions and whether they align with the values we, as a community, hold dear.

The involvement of the village attorney in this matter is particularly distressing. The village attorney’s role is to serve the community’s best interests, not to be manipulated for personal vendettas. Using taxpayer-funded legal resources for what appears to be a personal matter is both ethically questionable and an inappropriate use of public funds. When I directly questioned the attorney if he was acting in his capacity as the village attorney, he stated that he was “acting at the direction of the mayor.”

How can we believe the mayor’s recent proposals for a new ethics code and professing transparency while this incident clearly lacks both. It’s disheartening when actions contradict the very principles being advocated.

Moreover, it’s crucial to note that this action was taken at the mayor’s direction without the knowledge of the trustees, further clouding the transparency and accountability of village affairs.

As a concerned resident, I question the motives behind this action and the appropriateness of utilizing village resources for such questionable purposes. I hope this incident sparks a much-needed dialogue within our community about the responsible use of public funds and the imperative of fostering an environment where disputes can be resolved through open communication rather than by weaponizing the village attorney.

Let’s collaborate to ensure our village resources are used judiciously and that our community stands as a shining example of fairness, true transparency and cooperation for all residents.

The perils of bail reform

I would like to respond to Timothy Glynn’s letter of Nov. 23 regarding bail reform [“Why cashless bail is right”]. I take exception to his statement that “New York’s vision of bail reform was limited to misdemeanors and nonviolent felonies’” and we should “take the dangerous criminal argument off the table.” He probably did not hear about the Quogue woman accused of trying to burn multiple houses in Hampton Bays as reported by News 12 on Nov. 14. 

She was arrested and released without bail and less than two hours later tried to rob a Dollar store armed with a knife. I would hope Mr. Glynn would reconsider his position about what he considers a dangerous criminal. This incident was not a person arrested for shoplifting a loaf of bread. This was a person accused of three felony arson charges. I hope reasonable people can agree that is most certainly a dangerous criminal act. The “bail reform” law has been “tweaked” by lawmakers a couple of times already and still there are serious problems with it. It could be because the law was passed by one party with no stakeholder input from law enforcement or district attorneys. Passing a law with such serious implications to the safety and security of the entire state based on ideology alone is not proving to be a wise or successful endeavor. I have never seen data suggesting that a liberal state like New York had large numbers of petty criminals languishing in our jails. The one anecdote used by the more extreme proponents of bail reform cites a case about a person they say went to jail for merely stealing a backpack. Researching that case reveals misinformation. The person involved was charged with robbery, not larceny, and was held due to being on probation at the time of his arrest.

I think the solution is having a “dangerousness standard” like the other 49 states have, so a judge can ensure that dangerous criminals are held. I think reasonable people can agree to release petty criminals, but can we also agree that a shoplifter with 50 or 80 arrests is showing they don’t care about following the law. If not, we could end up like Washington, D.C., where you have to ring a bell in the store to buy a roll of toilet paper since it’s locked up to prevent theft.

Common sense should prevail.

Predicting extreme heat events is at least as important as tracking the strength and duration of approaching hurricanes.

Extreme heat waves, which have become increasingly common and prevalent in the western continental United States and in Europe, can have devastating impacts through wildfires, crop failures and human casualties.

Indeed, in 2003, extreme heat in Europe caused over 70,000 deaths, which was the largest number of deaths from heat in recent years.

Recently, a trio of scientists at Stony Brook University’s School of Marine and Atmospheric Sciences (SoMAS) received $500,000 from the National Oceanographic and Atmospheric Administration to study heat events by using and analyzing NOAA’s Seamless System for Prediction and EArth System Research, or SPEAR, to understand heat waves and predict future such events.

The first objective is to evaluate simulations in the SPEAR model, by looking at how effectively this program predicts the frequency and duration of heat events from previous decades, said Ping Liu, who is the Principal Investigator on the project and is an Associate Professor at SoMAS.

Liu was particularly pleased to receive this funding because of the “urgent need” for this research, he explained in an email.

The team will explore the impact of three scenarios for increases in overall average temperature from pre-Industrial Revolution levels, including increases of 1.5 degrees Celsius, 2 degrees Celsius and four degrees Celsius, which are the increases the IPCC Assessment Reports has adopted.

Answering questions related to predicting future heat waves requires high-resolution modeling products, preferably in a large ensemble of simulations from multiple models, for robustness and the estimation of uncertainties, the researchers explained in their proposal.

“Our evaluations and research will provide recommendations for improving the SPEAR to simulate the Earth system, supporting NOAA’s mission of ‘Science, Service and Stewardship,’” they explained.

Kevin Reed, Professor, and Levi Silvers, research scientist, are joining Liu in this effort.

Liu and Reed recently published a paper in the Journal of Climate and have conducted unfunded research on two other projects. Liu brought Silvers into the group after Reed recommended Silvers for his background in climate modeling and dynamics.

Reed, who is Interim Director of Academic, Research and Commercialization Programs for The New York Climate Exchange, suggested that the research the heat wave team does will help understand the limitations of the SPEAR system “so that we can better interpret how the modeling system will project [how] blocking events and heat will be impacted by climate change.”

An expert in hurricanes, Reed added that blocking events, which can cause high pressure systems to stall and lead to prolonged heat waves, can also lead to unique hurricane tracks, such as Hurricane Sandy in 2012.

“A longer term goal of many of my colleagues at Stony Brook University is to better understand these connections,” said Reed, who is Associate Provost for Climate and Sustainability Programming and was also recently appointed to the National Academies’ Board on Atmospheric Sciences and Climate.

Liu will use some of the NOAA funds to recruit and train a graduate student, who will work in his lab and will collaborate with Reed and Silvers.In the bigger picture, the Stony Brook researchers secured the NOAA backing in the same year that the university won the bidding to develop a climate solutions center on Governors Island.

Reed suggested that the “results of the work can be shared with our partners and can help to inform future societally relevant climate research projects.”

Focus on two regions

The systems that have caused an increase in heat waves in the United States and Europe are part of a trend that will continue amid an uneven distribution of extreme weather, Liu added.

Heat waves are becoming more frequent and severe, though the magnitude and impact area vary by year, Liu explained.

The high pressure systems look like ridges on weather maps, which travel from west to east.

Any slowing of the system, which can also occur over Long Island, can cause sustained and uncomfortable conditions.

Over the past several years, Liu developed computer algorithms to detect high pressure systems when they become stationary. He published those algorithms in two journal papers, which he will use in this project.

Personal history

Born and raised in Sichuan, China, Liu moved to Stony Brook from Hawaii, where he was a scientific computer programmer, in November of 2009.

He and his wife Suqiong Li live in East Setauket with their 16-year old daughter Mia, who is a student at Ward Melville High School and  a pianist who has received classical training at the Manhattan School of Music. Mia has been trained by award-winning teacher Miyoko Lotto.

Outside of the lab, Liu, who is five-feet, seven-inches tall, enjoys playing basketball on Thursday nights with a senior basketball team.

Growing up in China, Liu was always interested in weather phenomenon. When he was earning his PhD in China at the Institute for Atmospheric Physics at the Chinese Academy of Sciences in Beijing, he had limited computer resources, working in groups with IBM and, at times, Dell computer. He built several servers out of PC parts.

With air trapped inside the basin surrounded by tall mountains, Sichuan is particularly hot in the summer, which motivated him to pursue the study of heat waves.

Liu appreciated how Stony Brook and Brookhaven National Laboratory had created BlueGene, which he used when he arrived.

As for the future of his work, Liu believes predicting extreme heat waves is increasingly important “to help planners from local to federal levels cope with a climate that is changing rapidly and fostering more frequent and more severe heat events,” he explained.

Rebecca Kassay, a dedicated community organizer, elected official and entrepreneur has declared her candidacy for the New York State Assembly in the November 2024 electoral cycle. With a proven track record of impactful community engagement, Kassay steps up to represent the communities of Assembly District 4 at the state level.

Kassay dove into local community service as an intern-turned-program director at Avalon Park and Preserve in Stony Brook. Beginning in 2011, she created and directed a youth environmental volunteer program, connecting hundreds of Suffolk County teens with dozens of nonprofits, municipal branches and stewardship projects throughout Long Island.

Kassay and the teens tackled volunteer efforts such as native habitat restoration, species surveys, organic gardening, beach cleanups, trail maintenance and educational signage creation.

Over the course of seven years, she built upon her aptitude and passion for empowering young stewards with practicable, tangible ways to make a difference in their communities. The program was awarded the Robert Cushman Murphy Memorial Award by Three Village Historical Society and recognized by the Brookhaven Youth Bureau.

In 2013, Kassay purchased and restored a historic Victorian home on Main Street in Port Jefferson with her husband, Andrew Thomas. A year later, they opened the doors of The Fox and Owl Inn bed-and-breakfast.

As the inn’s proprietor, Kassay has hosted countless tourists drawn in by the area’s rich history and natural beauty, as well as the family, friends and visitors of local residents and institutions for over nine years. On behalf of her small business, she is a proud and active member of the Rotary Club of Port Jefferson and Greater Port Jefferson Chamber of Commerce.

“I am a devoted member of the vast, dynamic community of folks who want to maintain and improve quality of life throughout and beyond the district,” Kassay said. “I am in constant awe at the individuals and groups who consistently advocate for solutions to their concerns and further their worthy goals. By uniting over shared interests and intentions, we as neighbors overcome our differences and rebuild the community’s strength. It will be my greatest honor to represent and support these voices in state-level conversations as well as local actions.”

In 2019, Kassay took her commitment to community action to new heights by creating and filming a documentary series titled “Be The Change with Rebecca.” This immersive series, currently in post-production, adopts a “Dirty Jobs with Mike Rowe”-style approach to showcase the power of volunteerism and inspire others to roll up their sleeves to get involved. This experience further deepened Kassay’s understanding of community issues and the importance of both grassroots efforts and government response.

When the COVID-19 pandemic struck, Kassay mobilized her community network and organizational skills to establish and lead a pop-up initiative, Long Island Open Source Medical Supplies. In under three months, a core team of volunteer administrators and hundreds of Long Islanders created, donated and delivered over 40,000 pieces of lifesaving, spirit-lifting homemade personal protective equipment and comfort care items to local essential workers and patients at hundreds of medical facilities, institutions and businesses.

In collaboration with Suffolk County Police Asian Jade Society, Amo Long Island, local Scout troops and many others, LIOSMS also organized a food drive, collecting 2,500 items to stock local food pantries. LIOSMS was recognized with Suffolk County’s 2020 Operation HOPE COVID-19 Responder Award.

Kassay is a SUNY New Paltz graduate with a major in environmental studies and a minor in communications and media. Her community work was recognized by her alma mater with a 40 Under 40 Award in 2017, and she has since returned as a panelist at conferences such as the SUNY New Paltz Women’s Leadership Summit.

Kassay has served as an elected Port Jefferson Village trustee since 2020, and now serves as the village’s deputy mayor. Her consistent incorporation of climate resilience strategies, transit-oriented development practices and heightened community involvement into village conversations has demonstrated her dedication to creating a sustainable, harmonious future. 

She has led successful initiatives to establish a community garden on Beach Street; plan for the revitalization of village parkland; install beach cleanup stations along village waterfront; establish a resident election task force to research term lengths and limits; and form intermunicipal relationships to increase the efficiency and effectiveness of government.

“I’m running for the New York State Assembly because we need leaders who understand that governance which truly reflects the voices, needs and concerns of their constituents starts with listening,” Kassay said. “In the village government, there are no national political party affiliations. I am practiced in working with anybody who is interested in pursuing commonsense, balanced solutions to ongoing challenges.”

Rebecca Kassay’s candidacy represents a continuation of her lifelong commitment to fostering community connections, proactively confronting concerns and advocating for a sustainable and resilient future. Kassay will officially launch her campaign at an event early in the new year.

Romaine is what county government needs

Suffolk County is staring down trouble, and it will take strong leadership to lift us from this rut.

Our ancient wastewater infrastructure is deteriorating rapidly, prompting urgent, countywide planning and intervention. The Brookhaven Town landfill, which serves our entire region, is set to close, triggering potentially a regional garbage crisis.

Seniors and young people are fleeing our region, forming a vacuum of local leaders and depleting our up-and-coming workforce. And financial projections for our county government paint a bleak picture in the years ahead.

To confront all of these challenges, our residents will select a new Suffolk County executive this November. For this role, we need someone with the political tact to guide 18 legislators toward tangible policy outcomes. This moment requires urgent action, and given the choice of who best can steer this teetering ship, we believe Town of Brookhaven Supervisor Ed Romaine (R) will rise to the occasion.

Our county government is a vast, complex bureaucracy. Bringing order to this labyrinthine system will require someone with a firm grasp on the inner workings of government. Romaine is a consummate politician, someone who has lived and breathed politics for the better part of a lifetime. It is now time for him to apply that lifetime of political experience toward fixing our broken county system and improving our collective quality of life.

At the same time as this year’s county election, we are deeply aware of the growing concentration of power and political influence forming within the Suffolk County Republican Committee. We hope that if he is elected, Romaine will stand up to the power brokers within his party ranks, that he will not put party interest over the public good. We challenge Romaine to stay true to the aspirations of his campaign, and we pledge to hold him accountable if he backs down from his word.

Romaine’s opponent, Dave Calone, is a good man with the interests of county residents at heart. We believe that Calone has the makings of an effective public official and we encourage him to throw his hat in the ring again soon.

But for his experience, proven record and knowledge of the system, TBR News Media endorses Ed Romaine for our county’s highest post.

Panico will provide needed reform for Brookhaven town government

The Town of Brookhaven faces many challenges in the years ahead, and meeting this moment demands bold leadership and vision within the Town Supervisor’s Office.

The chief executive of the municipality must be an advocate for the people, someone guided by core values and who will not be beholden to party bosses, land developers or union leaders. We believe Deputy Supervisor Dan Panico fits this description.

In our office debate, Panico impressed us as well-informed with the inner workings of town government. With land use determinations being the central function of local government, we believe Panico can leverage his vast knowledge of this area to advance resident interests effectively.

Throughout the TBR News Media coverage area, major plans are currently on the drawing board. From Three Village to Port Jeff Station to Middle Country, our residents are eager for sewers to come into their communities, with expanded sewer access to bring about real transformation and revitalization.

But with increased sewer capacity comes the potential for over densification and sprawl. We need someone in the supervisor’s office who understands the levers of government and land use and who can pull them appropriately to advance our local interests.

The function of the Brookhaven Town Board is to serve the public, guiding developers and awarding contracts in a manner that serves the public good rather than advancing the private interests of developers and unions.

We believe Panico is properly suited to make those decisions. He assured us that he is not beholden to any outside interest group, and we hope he stands by his word if elected.

Panico’s opponent, Lillian Clayman, did a tremendous service by stepping forward in this race after an unforeseen illness eliminated  the previous Democratic candidate, Margot Garant. Through Clayman’s candidacy, she has raised public awareness around several important topics, such as the town’s landfill and animal shelter, while identifying other areas for improvement.

We thank Clayman for keeping the democratic process alive and well and for offering a powerful counterbalance throughout the campaign. Win or lose, her efforts will go a long way to help reform this town government.

But we believe Panico is the right person to enact those reforms in office. In this year’s race for Brookhaven Town supervisor, he has our endorsement.

Kaplan would put service first as Brookhaven highway superintendent

As Election Day quickly approaches, Brookhaven residents will have an important decision before them about who they want overseeing their town highways. 

Incumbent Highway Superintendent Dan Losquadro (R) has undoubtedly proven to be a capable leader of the Highway Department, with accomplishments such as securing multiple multimillion dollar grants for Brookhaven projects.

However, Losquadro’s opponent, Michael Kaplan (D), proved that he would put his position over politics and party affiliation. We believe that kind of messaging is highly appealing amid these turbulent times.

During our office debate with the two candidates, Kaplan displayed a true gentleman’s nature, praising Losquadro for the work that he has done for Brookhaven residents while politely establishing areas of disagreement. Kaplan refused to engage in any form of unnecessary attack against Losquadro, instead tactfully debating the substance of the job.

Kaplan’s eagerness to use a hands-on approach to lead the office is warmly received, and it is clear that his past positions in highway departments (and the U.S. Army) have shaped his style of thinking and way of approaching complex problems.

In the end, we firmly believe that Kaplan will listen to the needs of the residents, and will fulfill his duty wholeheartedly. While Brookhaven is a geographically massive township, it needs leaders with a “small-town mentality.” That kind of resident-centric, hands-on focus is sorely needed to meet this moment.

For these reasons, TBR News Media endorses Michael Kaplan’s bid for the position of Brookhaven Superintendent of Highways.

Englebright’s record speaks for itself

On this November’s ballot, voters will decide between two very different kinds of candidates for Suffolk County’s 5th Legislative District.

Given the passion and sincere convictions of both candidates, the decision to endorse was close. But given the choice of only one candidate, we believe former New York State Assemblyman Steve Englebright (D-Setauket) has the political experience and impressive connections to advocate most effectively for 5th District residents.

If elected, Englebright would bring a lifetime of political experience with him into the county Legislature. He had already served in that capacity from 1983-92, followed by three decades in the state Assembly. Also a geologist by training, Englebright’s expertise on environmental sustainability — coupled with his sustained commitment to protecting our groundwater and surface waters, preserving open space and preparing our community for a sustainable future — make him the right choice to meet the growing environmental needs within our county. With simultaneous wastewater and garbage crises brewing along our county’s horizon, we need a firm environmental voice in the county Legislature.

In securing public investment into the 5th Legislative District, we know Englebright will help bring home its fair share and then some. Throughout his political entire career, he has done so repeatedly. With a wealth of experience and connections behind him, Englebright is prepared to leverage those assets to benefit this community.

Anthony Figliola, Englebright’s Republican Party opponent, has good ideas and passion that would be of service to 5th District residents. We hope that he stays involved in the political process.

But this year’s county election is about experience and proven leadership. Because Steve Englebright uniquely possesses those experiences, he has earned our endorsement to represent the 5th Legislative District.

Kornreich is a champion for Council District 1

One of the great civic victories in the Town of Brookhaven’s recent political history was the institution of the councilmanic system.

This system created six separate council districts, each with one representative on the Town Board. The principal fruit of this civic effort has been Council District 1, a traditionally Democratic council district whose representative serves as a valuable check against the Republican Party stronghold in town government.

Since entering the Town Board via special election in 2021, incumbent Councilmember Jonathan Kornreich (D-Stony Brook) has been a forceful advocate on behalf of his constituents. Through his efforts, real progress has been made, with tangible policy wins for the people of his district.

Look no further than Port Jefferson Station, a place where a homegrown local renaissance is currently underway. Thanks to Kornreich’s advocacy work, that hamlet’s Train Car Park has become a central community hub. And with the proposed redevelopment of Jefferson Plaza on Route 112, we believe Kornreich will help create a vibrant, traditional downtown feel along that corridor.

During our office debate with the CD1 candidates, we were struck by Kornreich’s depth of expertise in the areas where town government is most central: land use. His private-sector background and his civic leadership within the Three Village Civic Association uniquely qualify him for this kind of work.

We also notice and greatly appreciate the considerable efforts he takes to be present for his constituents. Whether at civic associations, chambers of commerce or other local events, Kornreich always seems to be there and engaged. These frequent interactions between the representative and his constituents are instrumental in identifying and advancing the local interest.

As journalists, access to public officials is crucial for properly informing our readers. Whenever we request a comment from Kornreich, he is quick to offer his insight and perspective. This is an important public service, assisting the local press in informing the public and fostering  democracy. We encourage Kornreich to continue contributing op-eds to our newspapers, which help keep our readers up to speed on his work in town government.

Evidenced by his presence and actions, Kornreich is an effective ambassador for his district. It is undeniable that he cares deeply for this community and leverages his experience and skills to make this area a better place.

If reelected, we remind Kornreich that his position — while determined by CD1 voters — has townwide implications. As the lone elected Democrat in town government, residents across the entire town look to him for guidance and leadership. After all, the formation of CD1 was the consequence of a townwide civic effort.

For this reason, we were disappointed by Kornreich’s “yes” vote for the adopted map in last year’s redistricting process — a vote negatively impacting the historically underrepresented communities of Gordon Heights and North Bellport in Council District 4. But while Kornreich’s redistricting vote was a mistake, we believe in his capacity for growth and remind him to let the light of conscience and good will guide similar votes down the road.

We found Kornreich’s opponent, Gary Bodenburg, to be a likable and sincere person. We admire and respect his advocacy work for disadvantaged youth, and we believe his time is most valuably spent if he continues in that capacity.

But this election cycle, the choice is clear. TBR News Media strongly endorses Jonathan Kornreich’s reelection campaign for Brookhaven’s 1st Council District.

Marcoccia is a dutiful department head

Unlike the other races, the Town of Brookhaven Receiver of Taxes race isn’t exactly competitive, with the democratic candidate Tricia L. Chiaramonte not running an active campaign. However, as incumbent Lou Marcoccia (R) offers a high quality choice. 

Marcoccia’s dedication to serving his constituents cannot be underestimated. He has made it clear that he truly wants to help the residents of Brookhaven in ways such as allowing them to turn in their taxes after the office has closed on the last day possible, and not charging them a hefty late fee. He doesn’t have to do this, but he chooses to, which shows his true character. 

He does not concern himself with party politics, but rather sticks to being a good leader and superb manager, very rarely raising his voice. His strive for accessibility is admirable, as there are many times when the blind and deaf community have to fight for basic accommodations. 

However, Marcoccia makes sure to offer an inclusive environment. TBR News Media looks forward to another term served for Lou Marcoccia as the Brookhaven Receiver of Taxes and endorse his campaign for reelection.

Cavalier will bring continuity to the 6th Legislative District

Due to county term limits, incumbent Suffolk County Legislator Sarah Anker (D-Mount Sinai) cannot seek reelection, creating an open contest for the 6th Legislative District for the first time in over a decade.

To succeed Anker, two well-qualified attorneys have stepped forward. During our office debate with Dorothy Cavalier (D-Mount Sinai) and Chad Lennon (R-Rocky Point), we were struck by their shared knowledge of the law and familiarity with their community.

It’s unfortunate that only one of these candidates will be selected this November because we believe each has a unique set of ideas for guiding our county in a positive direction. But like the voters, we can only endorse one. And while the decision was close, TBR News Media supports Cavalier this November.

If elected, Cavalier will bring with her a wealth of legal knowledge to the county Legislature. Given her experience as Anker’s chief of staff, she has a firm grasp of the issues at stake and a rooted understanding of the challenges facing 6th District residents.

Cavalier’s boss has been a positive force during her time in county government, working across the aisle to attain cross-partisan appeal. We believe Cavalier seeks to continue the work Anker has started.

During our debate, Lennon demonstrated an enthusiasm and dedication we deeply respect. His interest in veteran issues especially moved us. Given his combat experiences and his evident passion for his fellow service members, we believe Lennon is ideally suited to chair the county’s Veteran Services Committee if elected this November.

The only variable that brought Lennon down a notch in our eyes was his tenure on the Town of Brookhaven’s controversial redistricting committee last year, resulting in a botched process and a gerrymandered map. We wish cooler heads could have prevailed within that committee and remind Lennon he must be an independent voice for 6th District constituents capable of bucking his party when necessary.

To represent the communities across northern Brookhaven, our staff endorses Dorothy Cavalier for Suffolk’s 6th Legislative District.

Bonner is an ambassador for Brookhaven’s 2nd District

In the race for Brookhaven’s 2nd Council District, which covers the northeastern hamlets from Mount Sinai to Wading River and a large chunk of Coram, residents are weighing various quality-of-life concerns.

Seniors and young people are becoming increasingly priced out of the region. Commercial districts, such as those along state Routes 25 and 25A, are struggling post-pandemic. And the town government is staring down a sizable loss of public revenue due to the planned closure of the Brookhaven Town landfill.

To meet this moment, Brookhaven requires experienced, knowledgeable public servants in office. Given her track record, we believe incumbent Councilwoman Jane Bonner (R-Rocky Point) will rise to the occasion.

Bonner’s commitment to the 2nd Council District is undeniable. She has served in this capacity for well over a decade, and her continual reelection suggests that her policies are registering with voters.

We also appreciate Bonner’s continued presence within the community. While covering local events, we often bump into the councilwoman. Making frequent public appearances is critical for connecting with the public and advocating on their behalf in town government. Bonner has done just that.

Bonner’s challenger this election cycle, Carol Russell (D-Coram), has some good ideas and has demonstrated an interest in serving her community. If elected, we believe Russell would be a positive force within the Town Board. We hope she stays involved in the community, regardless of the outcome.

But given a choice, we will stand by the incumbent for this election. Bonner has our endorsement for Brookhaven’s 2nd Council District.

Caracappa will show up for 4th District residents

Uncontested elections are all too familiar in Suffolk County, evidenced by the current race for Suffolk County’s 4th Legislative District.

Incumbent Legislator Nick Caracappa (C-Selden) is running virtually uncontested, his Democratic Party challenger Timothy Hall a candidate on paper only. Hall is not running an open campaign and declined to attend an office debate with the incumbent.

Our staff would have appreciated a spirited discussion on the issues. The 4th District has many challenges ahead, from limiting overdevelopment along Middle Country Road to expanding housing options for seniors and young people to addressing the plight of homelessness within the district.

In this race, only one candidate is willing to offer any ideas or potential solutions. Caracappa has thought through the many issues facing his constituents and is determined to address the quality of life needs within the area.

We appreciate Caracappa’s willingness to serve, advocate for his community and make the Greater Middle Country area a better place to live. For showing up for the people of his community, TBR News Media endorses his reelection campaign this November.

In the meantime, we are deeply distressed by and strongly condemn the tendency of the Suffolk County Democratic Committee to sacrifice races to their opposition. Holding contested elections should not be a calculation of cost or likelihood of victory. Having two viable candidates debate the issues is a universal good for our local deliberative process.

We ask that Suffolk Democrats radically rethink their current political strategy. They are bleeding seats across all levels of local government precisely because of their unwillingness to debate the issues and run contested campaigns. Our democracy depends upon a functional two-party system. We hope to have one again in elections to come.

Leslie Kennedy is a compassionate voice for Suffolk’s 12th District

Leslie Kennedy has served as legislator of Suffolk County’s 12th District for the last eight years and is seeking another term.

Within her work as a legislator, she is recognized for her focus on constituent services, showing compassion for those needing aid and assistance. She serves as a voice for the district’s residents.

As a result of the recent county redistricting, District 12 now includes more low-income residents, a cohort she seeks to help.

Kennedy is often recognized for her compassion for helping those within the elderly community, most often those economically disadvantaged. In an interview with TBR News Media, she shared a story detailing her experience with seniors, typically women, who cannot afford retired life based on the Social Security stipend they receive. She touched upon her work connecting seniors to food pantries, accessible transportation and affordable housing options.

She has also voiced her views on one of the most significant issues this election cycle, Suffolk County’s wastewater infrastructure and the proposed sales-tax referendum accompanying it. Kennedy voted against the referendum to enhance the existing infrastructure by instituting a 1/8% sales tax increase due to her expectations for a future plan including a more well-thought-out and effective revenue split between sewers and Advanced/Innovative septic systems.

Kennedy is a major proponent of open-space preservation, with efforts to combat the ever-growing development slowly engulfing Suffolk County. She continuously expressed concerns and the need for adequate legislation for young people and families seeking life on Long Island who are increasingly unable to afford it.

If elected, Kennedy plans to continue her important work serving the residents of her district. Her opponent, Democratic candidate Denis Graziano, is not actively campaigning. TBR News Media endorses Kennedy’s reelection campaign.

McCarthy will do the job of Smithtown town clerk

To fill the vacancy left behind by former Smithtown Town Clerk Vincent Puleo (R), who vacated the post in January when he assumed the Suffolk County clerkship, Smithtown voters are faced with two candidates with starkly different outlooks on the office’s role within town government.

On the one hand, candidate Bill Holst (D) brings a wealth of public-sector background and civic energy to this campaign. During our office debate, he advocated for a more assertive clerk to help steer the Town Board toward better policy outcomes.

On the other hand, Tom McCarthy (R) — not the town councilman — has a private-sector background that qualifies him for the demands of the office. Given the growing fears over cybersecurity both locally and more broadly, McCarthy’s experience in the security sector could be a major asset for town government.

But given the pick of only one candidate, the choice seemed clear. While we admired Holst’s drive, McCarthy seemed genuinely interested in the position.

There is nothing sexy about record keeping. Serving as recording secretary during Town Board meetings does not conjure ideas of political intrigue either. Yet this position is an elective office because it’s quite important for the operations of government.

We believe Smithtown residents deserve a clerk who is engaged by the office. An effective town clerk must be 100% dialed in. As evidenced by last year’s cyberattack against the county, when officials are not fully dialed into these seemingly mundane municipal affairs, things can go wrong quickly.

Tom McCarthy seemed to be excited by the prospect of performing these tasks. He had ideas about maximizing the office’s customer service potential. We hope he continues that enthusiasm if elected.

Trotta adds a healthy dose of pessimism to county government

A government as large and complex as Suffolk County’s could take any reform-minded individual down an arduous and ultimately unfulfilling rabbit hole.

Take Suffolk County Legislator Rob Trotta (R-Fort Salonga), who has been running on a reform agenda since 2013. Trotta is running for his sixth and final term in the county Legislature, and his prospects for reelection look promising — he is running unopposed. He has always been a rebel, but entering his last term, he pledged to go out with a bang. We hope he does.

The county government is at a critical juncture in its history. From aging cesspools polluting our water to long-term uncertainty over our regional waste management system to the potential for serious financial strife in the years ahead, there are many challenges our county government must soon resolve.

Trotta not only concentrates on the principles of good government; he has staked his entire political career upon these precepts. And with just two short years before he is termed out of office, he has nothing to lose.

In the coming term, we wish Trotta well and hope that he achieves his goal to “clean up this mess.”

We also support his platform of open space conservation, which is critically important in this time of often continuing development. Our county must protect the few remaining parcels left, and Trotta seems determined to do so.

Meanwhile, we strongly condemn the Suffolk County Democratic Committee for refusing to run an opponent against the sitting incumbent. This practice is detrimental to our local deliberative process and quite possibly explains the staggering loss of Democratic seats in the county Legislature and for countywide office.

But despite the committee’s faults, we have good reason to back the incumbent. This November, TBR News Media strongly endorses Rob Trotta’s uncontested reelection campaign.

Majority endorsement: Hebert and McKay will bring needed change for Huntington

Watch a typical public comment period during general meetings of the Huntington Town Board and the takeaway will be clear: the people yearn for change.

This year, voters are considering a qualified slate of candidates, all deeply motivated and informed on local policy. Yet there are some noteworthy differences between them.

During our office debate, our staff was deeply moved by Jen Hebert’s depth of insight, her conviction and her compassion for local residents. For each issue we asked her about — from accessory dwelling units to land use to quality of life decisions — Hebert seemed to speak to the core issues facing ordinary citizens, offering tangible policy solutions for each problem.

We believe Hebert’s background as a trustee on the South Huntington school district Board of Education uniquely qualifies her for the task of breathing new life into Huntington Town Board. This year, each member of our staff enthusiastically endorses her vision for town government.

In deciding between the other two candidates, a majority of us felt Don McKay had the slight edge.

If residents desire change, then McKay would be the ideal vessel to carry out their will. McKay said he is not looking to make friends while in office but to bring about real reforms. If elected, we hope he follows through on his objective and brings change to a system which evidently demands new vision.

We thank each of the candidates for a substantive and cordial discussion of local topics. Any one of these three candidates, we believe, will be a force of good for town government.

But given the choice of only two, a majority of our staff endorses Jen Hebert and Don McKay for Huntington Town Board.

Minority endorsement: Mari will preserve Huntington’s charm and character

During a roundtable debate with TBR News Media, Theresa Mari exhibited an ardent dedication to the betterment of the Town of Huntington. 

Mari prides herself on her strength of character and commitment to being a strong leader.

Mari’s vision for Huntington revolves around responsible development and sound infrastructure. While acknowledging the necessity for housing, she stands against large-scale development projects that could alter the town’s character.

Mari is equally dedicated to maintaining financial stability. If elected, she vows to “hold the line” on taxes, ensuring that residents’ tax burden remains stable. Simultaneously, she aims to enhance infrastructure, addressing issues like road maintenance and safeguarding drinking water resources.

Mari also showed a deep care for community youth as she shared plans to bridge the gap between youth organizations and school districts to create positive programs for the town’s young residents. This includes collaborating with youth courts, local drug rehabilitation centers and school districts to offer crucial support, particularly in the area of mental health.

As Huntington faces the upcoming election with two vacant seats on the Town Board, Mari stands out as a dedicated advocate with a clear vision for the town’s future. Her legal background, commitment to community service and passion for preserving Huntington’s character make her a compelling candidate for the Town Board. 

She, therefore, has the endorsement of a minority of our staff.

Two lawyers are vying to succeed incumbent Suffolk County Legislator Sarah Anker (D-Mount Sinai) who is term limited.

Dorothy Cavalier (D-Mount Sinai), Anker’s chief of staff, is running to fill her boss’ seat against Chad Lennon (R-Rocky Point), a congressional aide to U.S. Congressman Nick LaLota (R-NY1).

In a debate at the TBR office spanning over an hour and a half, the two candidates presented their respective visions for the county’s 6th Legislative District, which covers the Town of Brookhaven’s northeastern hamlets from Mount Sinai to Wading River, extending as far south as Middle Country Road.

Introductions

Cavalier has been a practicing attorney for two-and-a-half decades, working across the legal spectrum in such areas as personal injury, criminal defense and family law, among others. She was a traffic court prosecutor before entering Anker’s office in 2019.

Since entering county government, she said she has worked at “handling every aspect of the office,” from staff management, constituent services, drafting resolutions, reviewing the budget and advising the incumbent.

“I’m running for this seat because, for me, this is the next logical step,” she said. “I’ve come to love the job that I’m doing. I want to continue taking care of the constituents in the community that I raised my kids in and that I love.”

Lennon is a major in the U.S. Marine Corps Reserve. He did four years of active-duty service, with combat deployment to Afghanistan, where he led over 50 combat missions.

In his professional life, he is an attorney at Tully Rinckey, specializing in military law, veterans law, security clearance representation and federal employment law.

“It’s all about service for me,” he said. “I’ve been doing it for 15 years and want to continue to do it.”

Wastewater

This year’s 6th District election comes at a time of countywide contention over the future of its wastewater infrastructure. Earlier this year, Republicans in the county Legislature blocked introducing a 1/8-penny sales tax to the November ballot, which, if passed, would have created a fund for innovative/advanced septic systems and sewers.

Lennon pointed to perceived deficiencies within the Water Quality Restoration Act, contending that too small a share of the revenue would have supported sewers.

“Right now, the problem is that three-quarters of that money is going to go to IA systems, and one-quarter is going to go to sewer systems,” he said. “We have hundreds of millions of dollars in shovel-ready projects to get sewer systems. That’s going to create more jobs, cleaner water and more affordable housing.”

Responding, Cavalier said she believed the proposed sales tax should have gone out for a public vote this November.

“The one-eighth of a penny in increased sales tax I don’t think is a burden,” she said. “It’s something that we should have given the people a choice on, whether to do that or not. Really, they just took the choice away from the people.”

She added that sewers are “not going to be a viable option” for much of the county, maintaining that IA systems are more likely to be implemented within the 6th District as well.

Economic development

Throughout the 6th District, commercial corridors are increasingly experiencing vacant storefronts and economic stagnation. Asked for the mechanisms the county can use to introduce public investment into struggling commercial districts, Cavalier touted the work she has done within the district office.

“We’ve worked with the Department of Economic Development and created a small business website so people interested in small business” can access grants and learn to finance their small business operations.

She advocated for creating a county department for prospective small business owners, who can receive advice to help tailor their business plans.

“I think we need to do more than just a job fair,” she said, saying the county could assist entrepreneurs by getting them on their path toward opening a business.

Lennon advocated hardening the built environment across commercial districts such as Sound Beach and Rocky Point, which he said are susceptible to flooding.

“Right where those downtown areas are, they can be really affected by four weekends in a row of heavy rain,” he said. “That could affect the businesses because if they get flooded, they get ruined, and when one business goes in that downtown district, it can have a cascading effect.”

Along with infrastructure improvements, he said the county must establish incentives not merely to introduce new businesses but to encourage them to stay in the area.

“We need to make sure that we incentivize businesses to stay with us,” Lennon said, endorsing the suspension of the county energy tax, which can eat away at proprietors’ bottom lines.

Affordability

The county is also experiencing a regional flight of seniors and young people who are becoming priced out due to the high cost of living.

Lennon identified several tax categories he would “suspend right away,” such as energy, mortgage, gas and some property taxes.

“We need to look at our first responders, such as our firefighters, and see if we can give them some type of incentive to stay here as well as our parents and grandparents — anyone 70 years and above,” he said.

Cavalier said the county could support seniors and youth by promoting affordable housing investments. “I think that we really need to take a look at how to make it more affordable for our children, our seniors and for our veterans to stay here and retire here,” she noted.

The Democratic candidate also cited vacant strip plazas as a possible destination for mixed-use redevelopment. “We have a lot of commercial buildings and office space that maybe we can consolidate,” she suggested. She added that cutting back existing taxes and reinstituting the county’s task force for retired veterans are necessary policy solutions.

Pedestrian safety

Cavalier suggested a civic-oriented approach to identifying areas for new sidewalk projects. She prided herself on the North Shore Rail Trail, noting that pedestrian safety along the trail remains a continual work in progress.

She suggested that state Route 25 and pockets along 25A have created a public safety hazard. She backed “working with [New York State] to try to get a light on 25A” to stop the speeding from Oakland Avenue to Miller Place Road.

Lennon supported greater coordination between the county and the Brookhaven Highway Department to construct new sidewalks and expand bike lanes.

“The problem that we have is that a lot of the main roads are state owned, and to get anything changed — for instance, having traffic lights put up — the state has to come in, recommend a study and do a change,” he indicated. “The state’s not even coming in right now, so we need to work with our state partners in the Assembly and the Senate.”

Veteran services

The 6th District is unique for its concentration of veterans. An area of focus for Lennon, he outlined a multipronged vision for bringing more veterans in touch with the existing benefits available to them. “The biggest thing is information,” he said. “Who do I speak to, and how do we get it to them?”

He noted that introducing veterans to union jobs and enrolling them in college programs on Long Island would be steps in the right direction.

To continue to support the veterans within the district, Cavalier said the county could lend a hand in coordinating with veterans groups and creating housing opportunities for homeless veterans.

She said there are various services and programs tailored for veterans that many do not realize exist. “We really need to not only strengthen those services, but we need to get the information out there that they exist,” she said.

Quality of life

Cavalier identified public safety as a top quality-of-life concern for 6th District residents. She expanded those public safety concerns to fears over environmental degradation and roadway safety. Summarizing her local priorities, she said, “For me, it’s public safety, it’s affordability and it’s traffic safety.”

Lennon agreed with Cavalier on public safety and the cost of living in the area. But he cited the ongoing migrant crisis within New York state as problematic for Suffolk County.

“We don’t have the infrastructure” to support new migrants, he said, identifying potential shortages of teachers and a lack of available resources. “You can’t just say we’re going to dump hundreds if not thousands of people into this county and think it’s going to be successful.”

District 6 voters will have the final say on these two candidates. Election Day is Tuesday, Nov. 7.

This year marks the first open contest for Suffolk County’s top post since 2009 when three-term incumbent County Executive Steve Bellone (D) first won the job.

Bellone cannot seek reelection due to 12-year term limits for county offices. In his place, Town of Brookhaven Supervisor Ed Romaine (R) is opposing businessman Dave Calone (D).

At the TBR News Media office, the two candidates debated for roughly an hour and a half. Their conversation covered an array of policy matters from wastewater, municipal solid waste, public safety, budgets, homelessness and transit.

Introductions

Calone is a Setauket resident who said he is running because “we need people with new backgrounds and different skill sets as county executive.”

The Democratic candidate is a former state and federal prosecutor whose private-sector experience entails assisting startup companies and working with owners to help build their businesses.

Romaine is a Center Moriches resident who said he is running because he views the county government as headed down the wrong path. He served two terms in the county Legislature before serving five terms as Suffolk County clerk. He then reentered the Legislature before assuming the position of town supervisor via special election in 2012.

In his 38th year in public office, he contended that “experience is needed now more than ever, and I think you have to be able to start a job from day one.”

Issues

Identifying the issues motivating his campaign, Romaine cited budgets, administrative vacancies, public safety concerns and outdated infrastructure. He said he supported the federal $1.2 trillion Bipartisan Infrastructure Law and New York State’s $4.2 billion Environmental Bond Act, although infrastructure investments into Suffolk have lagged.

“We need someone that is going to be an advocate for Long Island to try to get that money because we need to rebuild our infrastructure,” he said. “Getting sewers, clean water — these are major issues that have to be dealt with.”

Calone said the voters he canvassed expressed great interest and concern over affordability, coupled with a lack of affordable housing options.

He proposed appointing a chief housing officer within the county government to coordinate with towns and villages, advocating for repurposing malls and strip plazas to address the county’s housing needs.

“Let’s identify housing priorities across the county, and then let’s say to developers, ‘This is the place to do it,’” Calone said, supporting streamlining of the permitting process and cutting red tape. He also emphasized public safety, affordability, well-paying jobs and the environment as other motivating factors.

Wastewater

This year’s election cycle is taking place concurrently with a countywide debate over the future of the region’s wastewater infrastructure. Over the summer, the Republican-led county Legislature blocked a 1/8-penny sales tax for wastewater investments from reaching the November ballot in the form of a referendum. If passed, the measure would have helped finance new wastewater investments.

Calone said he disagreed with the Legislature’s action. “What I would do as county executive is put that back before the Legislature,” he said. “If we need to tweak it in some way, I’m open to that.”

“The most important thing is that we have something we can put before the voters … that they can vote on because right now we are behind other places in going after” federal and state subsidies, he added.

Romaine condemned the process through which the current administration pursued instituting the sales tax, saying the correct approach would have been the county Legislature passing a Home Rule Message rather than including language through the state budget.

He also objected to the revenue split between IA, or Innovative/Alternative, septic systems and new sewer infrastructure. “To say that this bill is perfect, it’s not,” he said. “I want to see sewers because we have more densely populated areas in this county that do not have sewers and need sewers,” adding, expanding sewer access “would do more to clean our waters.”

Garbage

The planned closure of the Brookhaven Town landfill — which services the entire region — places uncertainty over the long-term future of the county’s waste management system.

Romaine said averting an islandwide garbage crisis would require a regional approach to garbage disposal.

“We need to get the 31 villages and the 10 towns on the same page, working with the county and maybe even Nassau County to create a regional approach to solid waste,” he stated.

To facilitate a regional program, he supported transporting garbage by rail. “Since it can’t be buried here, can’t be maintained here, can’t be kept here, it has to leave the Island,” Romaine added. “The best way to do that is by rail.”

Calone pointed to the Brookhaven landfill as a failure by Brookhaven Town. He said the county government must roll out a more comprehensive recycling and composting program with the goal of achieving zero waste, though this ideal is likely unattainable.

Given that the county will inevitably produce some waste in the years ahead, Calone endorsed the proposal to ship the remaining garbage by rail. “There’s going to be some waste left,” he maintained, “and it will need to be railed off of Long Island.”

Public safety

To combat crime within Suffolk County, Calone called for a fully-funded, fully-staffed Suffolk County Police Department.

“We need to make sure law enforcement has the technology and tools they need,” the Democratic candidate said. “We need to make sure that every school has a school safety plan and has school safety officers that are well trained — there’s no minimum training requirement for school safety officers.”

He also advocated for targeting drugs and drug trafficking into the county with more aggressive prosecutions while “taking guns out of the hands of dangerous criminals.”

Romaine centered his public safety priorities around vacancies within the police department, pointing to 51 unfilled detective slots.

“That’s also true for patrol officers, that’s true for superior officers, that’s definitely true corrections officers, it’s true for deputy sheriffs, and it’s true for a whole host and character of law enforcement,” the Republican candidate said.

Budgets

With long-term economic uncertainty and growing concerns over the county’s finances, Romaine said he would seek to achieve a AAA bond rating for the county government, pledging to apply the fiscal strategies from Brookhaven’s budget process.

“What we did is we began to pay off debt and reduce debt with any budget surpluses that we had,” the current town supervisor said. “We have, despite inflation, been able to put together structurally balanced budgets. We have been able to reduce our fiscal stress to nothing, our environmental stress to nothing.” He added, “I would do the same” for the county.

Calone highlighted the pending closure of the municipal landfill as deeply problematic for Romaine’s constituents, suggesting budgetary mismanagement by his opponent.

The businessman referred to the county government’s current financial state as “the best financial situation it has ever been in.”

With substantial reserves, Calone offered to return some surplus money to county taxpayers through a 10% general fund property tax cut.

“I want to look at the Suffolk County budget, one with an eye toward giving some of that money back to taxpayers, and two looking at it with a businessperson’s eye.”

Rebutting Calone, Romaine said that as revenue from the landfill gradually goes away, the town will install solar panels around the landfill complex and advance related alternative energy projects to recover the lost funds. “We have sufficient revenue for the town,” he said.

Responding, Calone noted that regardless of the recovered funds, a significant budget shortfall would likely befall the Brookhaven budget, triggering a sizable tax increase for town residents in the coming years.

Homelessness

In recent years, the county has observed a rise in homelessness, with many homeless individuals turning away from the shelter system.

Calone said the county government lacks adequate personnel within its Department of Social Services, with current staff inadequately paid.

He said addiction and mental health issues tend to be the primary drivers of homelessness and that the county is not tapping into various granting opportunities to address these problems.

“I propose having a county grants office,” he said. “We don’t have one now, and there’s no coordinated way of going after grants,” noting, “This is a way to tap into federal and state funding that we’re not getting right now when it comes to mental health, veterans issues and things like that.”

Romaine agreed that grant writing remains a deficiency within the county government and that social service workers deserve better pay.

He said the best explanation he has seen on homelessness came from a recent CBS “60 Minutes” interview by California Gov. Gavin Newsom (D), who is pursuing a new model for curtailing homelessness within the Golden State.

Newsom is “not of my party, but I’ve never heard somebody speak as well as he did on that issue,” Romaine said. “It impressed me. I’ve done some research on it, and I have some people working on it. If I have the good fortune to be elected, we’re going to take a look at it.”

Transit and trails

Officials have cited high costs associated with maintaining the county’s bus system as barriers to system expansion and modernization. To better serve the needs of riders, Romaine said modernizing the bus system begins with focusing on rails.

“We need to electrify our rail,” he said. But, he added, “None of our county buses meet the trains. You would think that you would want to create a synergy between trains and buses.”

Calone proposed reimagining the disparate modes of transit as “an integrated system.” He considered the current ridership within the county’s bus system as “ridiculously low,” arguing that empty buses give residents a sense that their government doesn’t work.

“We need to move away, I believe, from a fixed-route system everywhere except the far western part of the county,” he said. “As we move further east, we need to move toward more of an on-demand system” that uses smaller buses and modern technology to boost ridership and enhance the rider experience.

Along with traditional mass transit options, the county’s 2020 Hike-Bike Master Plan calls for expanding active-use recreation as an alternative form of transportation. To implement the ideas within the plan, Romaine supported connecting trails as part of an “overall transportation system.”

“I’d love to provide viable alternatives so that people don’t have to use a car-based system,” he said. He added that conserving open space would help expand nature trails.

Calone regarded the master plan as a “great plan” with many gaps to fill in.

He said the county must work with private landowners to acquire the lands to connect existing greenways and expand its linear park network.

“We need to have blueways [water trails] as well, where people can boat and kayak,” he said. “We’re going to put this sewer and septic program in place and, over these next bunch of years, are going to improve our water quality, and we’re going to make that available.”

He continued, “We pay a lot of money to live here, and we should enjoy what makes this place so special.”

Suffolk voters will pick one of these candidates to be their next county executive on Tuesday, Nov. 7.

A Three Village Civic Association Meet the Candidates event Monday, Oct. 2, hosted nine hopefuls (with one absentee) for local government positions — namely Suffolk County executive, Brookhaven Town supervisor, Brookhaven supervisor of highways, county legislator and town council — asking them questions through moderator Herb Mones relevant to current issues in the community.

Brookhaven Town Council: 1st District

Incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is facing special education teacher Gary Bodenburg (R) in his bid to keep the seat he won in a special election in March 2021.

Kornreich, who previously served on the Three Village school board and as civic president, said he has a deep understanding of the main issues facing Brookhaven today — land use and planning, including an undersupply of affordable housing and an oversupply of vacant retail and commercial properties.

“One of my most important goals is to help guide the redevelopment of those properties in a way that doesn’t tax our already overburdened infrastructure,” he said, referring to the current system of dealing with sewage primarily through cesspools and its impact on the town’s sole drinking water source, as well as traffic.

Bodenburg acknowledged land use is a major function of the town, but added that assuring quality of life is equally important, pointing to how the many expenses of living on Long Island are straining for families.

“Sometimes we need an outsider, somebody with a fresh set of eyes to look at the issues that we face and create solutions that are somewhat creative, but are keeping our main focus of our families and our children in mind,” he said.

Both candidates said they wanted to ensure community members have the same level of access to government as land developers, as well as increased transparency in the process of member selection for planning and zoning boards.

Kornreich expressed particular concern about overdevelopment of areas like Three Village, as well as frustration about the current notification process of proposed zoning changes to nearby residents. He called the required notification letter “arcane” and confusing, and said he sends his own letter with a map and narrative explanation to residents explaining what is proposed for their neighborhood.

He said he’s working with the town’s legal department to require more robust and transparent communication. “That type of notification and that type of process makes a big difference,” he said.

Bodenburg promised to take on long wait times for things like permits. He said he planned to ensure different departments are sharing information and working cohesively to improve the efficiency of government services.

“We can do that very easily by surveying each department and finding out from the people that are serving our community: How can we help you? What makes your job easier? How can we make your job easier, so we can get our residents to get what they need faster,” Bodenburg said.

Brookhaven superintendent of highways

Newcomer Michael Kaplan (D) is challenging current Highway Supervisor Daniel Losquadro (R), who has served in that position for a decade.

Kaplan, a veteran who spent time in the Middle East with the U.S. Army, is trying to capitalize on his 30 years of experience with highway departments, from a laborer to a road inspector to working for the superintendent of highways in Huntington.

“The highway department should be run by someone who possesses the skill, someone who actually filled potholes, ran a street sweeper, plowed in many snowstorms, cleaned up things like Hurricane Sandy,” he said, adding that he also knows well the administrative side, and what needs improvement. “I want to get rid of pay-to-play. I want to get rid of basically politics in highways — people will be promoted with their merit and not by, per se, writing a check to their political party. That needs to end.”

Losquadro highlighted his accomplishments at the department, including conversion from analog to digital since his election 10 years ago. “We were a department that was hand-writing notes on work orders,” he said. “All my foremen now have iPads with a simple graphic user interface. They’re able to take photos, they’re able to upload that information instantaneously.”

That digital revolution, he added, “not only allows me to track how those work orders are being done, but it gives me a measurable metric by which I can gauge the performance of my employees.”

Both candidates shared their desire to improve safety for bikers and pedestrians, but also acknowledged the challenge of retrofitting modern infrastructure into one of the oldest parts of Long Island.

Another area of agreement was the frustration of unfunded mandates from the state and county — particularly for road and sidewalk maintenance. “I don’t know why the Department of Transportation even bothers to call themselves the state Department of Transportation anymore, because they seem to want to abdicate the responsibility for state roads almost entirely,” Losquadro said, adding that repairing sidewalks along state roads that were installed by the state has not traditionally been part of the town’s budget, and he would like to push back and request funding from the state for this work.

Kaplan suggested a more forceful response. “You need a more fierce attitude dealing with Suffolk DOT and state DOT,” he said. “I think we need fresh eyes — someone that’s really going to go up against the state government and the county government and say, ‘No, we’re not doing this anymore, and if you want us to do it, give us some money for it.”

Suffolk County executive

Town of Brookhaven Supervisor Ed Romaine (R) has thrown his hat in the ring to lead Suffolk County after 11 years at the helm of the town. He said he’s proud of his accomplishments in Brookhaven and hopes to make the same kind of changes at the county level.

“When I came into Brookhaven, we had a lot of financial trouble and we had a divided board that was very argumentative — that ended within a few months,” he said. “My colleagues on the board right up to the present day will tell you, we work together. We have unity on the board. We have a focus to go forward.”

He said he also helped repair the town’s financial distress, pointing to the fact that the town currently has a AAA credit rating, and the New York State Comptroller’s Office just gave the town a perfect “0” score for fiscal and environmental stress indicators. He said he would also work to invite wind energy into the area, noting he’d like to move the county away from fossil fuels.

Challenging Romaine, businessman Dave Calone (D) is a Three Village resident and former federal prosecutor who sought accountability for international economic crimes, particularly in oil and gas, and for terrorism after the September 11 terrorist attacks. He later participated in assisting start-ups on Long Island and around the country.

He said he is passionate about protecting the environment and, while serving as chair of the Suffolk County Planning Commission, helped streamline and expedite the permitting process for residential solar panels, something that became a model for other counties and states. He said he even spoke at a conference on the topic in Chicago. 

“I think I’m the only person ever who has gone from Long Island to somewhere else to teach them how to cut red tape,” he said.

Calone also pledged to reintroduce a bill that would allow residents to vote on whether to raise sales tax by 1/8 of a cent to establish a water quality protection fund, which would help add sewers and update septic systems, in light of a summer that saw several days of beach closings due to poor water quality.

Marine scientists and other water experts have said prolific outdated cesspool systems in Suffolk are harming area waterways and the aquifer. The county Legislature blocked a referendum on the wastewater fund in July.

“For me, it’s about focusing on safety, opportunity, affordability and, obviously, environmental protection,” Calone said.

Both candidates agreed the county has significant areas to improve, especially in cybersecurity as well as in increased staffing for Child Protective Services, 911 operations and the police. Both blamed traffic fatalities on insufficient enforcement.

Calone said he would seek funding to create more “complete streets,” that is, roads friendly and safe for multiple uses: pedestrians, bikers and motorists.

Romaine called out the current county executive, Steve Bellone (D), saying there are essential positions left “deliberately” vacant, leaving police officers, 911 operators and CPS caseworkers overloaded and unable to keep up with demand for services. 

“I’m supervisor of a town,” Romaine said. “If I put a job in the budget, it gets filled. If it becomes vacant, it gets filled. That is not true in the county of Suffolk,” calling the practice dishonest. “If we fill those jobs, it’s not that you’d have to pay more because you’re already getting taxed for that.”

County legislator: 5th District

Anthony Figliola (R-East Setauket), a Three Village resident with experience in economic development and government relations, and former New York State Assemblyman Steve Englebright (D-Setauket) are vying to replace the vacant seat left by Kara Hahn (D-Setauket), who would have been term limited in any event.

A geologist by trade with a long association with Stony Brook University, Englebright served in the Suffolk County Legislature from 1983 to 1992, before his long term in the state Assembly until the end of 2022. He said he was particularly inspired to reenter the county’s political sphere when he heard the Legislature in July rejected the opportunity to let people vote on the clean water bill. He said the move took away a chance for public education on how aging septic infrastructure affects the county’s sole-source aquifer and local harbors.

“The reason I’m running for the county Legislature is the work that I began there to protect clean water and protect us environmentally, and in order to encourage the growth of renewable energy — those issues are still very, very much in need, I believe, of some of the attention that I can give to them,” he said. “Let the people vote for clean water.”

Figliola, who indicated he was also disappointed the Legislature did not allow the clean water referendum, said he wants to bring to Suffolk his experience helping small businesses grow and assisting municipalities seeking federal funds for infrastructure.

“I care about this community, which is why I want to bring a private-sector mindset to the county Legislature because we have fiscal problems,” Figliola said. He also said he’d like to help small businesses succeed in order to decrease the number of vacant storefronts in the area.

Both candidates agreed red-light cameras should be used in a more thoughtful and disciplined way — for public safety and not as a revenue stream. “People feel that it is a cash grab, and I want to make sure their pockets are not being picked,” Figliola said.

Brookhaven Town supervisor

In the race to replace Romaine as town supervisor, Lillian Clayman (D), a SUNY Old Westbury adjunct professor and former mayor of Hamden, Connecticut, is facing off against Brookhaven Deputy Supervisor Dan Panico (R-Manorville).

Clayman, who also worked as an organizer for a health care union and chair of the Brookhaven Town Democratic Committee, was unable to make the event, but said previously her priorities include bringing “good government” to Brookhaven, and solving issues of waste management in light of the planned closure of Brookhaven’s landfill.

At the event, Panico detailed his long service in public office, including 13 years at his current post as councilman for the 6th District. He said Brookhaven is “light-years” from the “sordid history that unfolded from decades ago,” thanks in part to anti-nepotism and ethics laws he was part of passing.

He said a key to his collaborative style is to represent all constituents and work collaboratively with others, no matter their political leaning. He also does not talk about national politics.

“I find it to be extremely divisive,” he said. “A lot of times when elected officials are so willing to jump into the fray of national politics and culture wars, it’s because they’re not necessarily spending that time that they should be doing the job they were elected to do.”

Panico pledged to do his best to protect open spaces from overdevelopment, an issue of particular interest to area residents, and something he has had success doing. “Land use zoning and planning is my expertise,” he said, adding that the area where he grew up — Mastic Beach — was a victim of “haphazard” development, which is difficult and expensive to redevelop. He said he would like to avoid that issue in places with historical properties and such a sense of place. “You have something special here in the Three Village area,” he said.

He also said he would address issues of illegal student housing in local neighborhoods by working with Stony Brook University to find solutions — especially in light of record donations to the school that could enable additional appropriate student housing. He said he has experience in cracking down on illegal housing situations and pledged to do the same in the Three Village area. “It’s like cancer,” he said. “If you, as a government representative, do not address the issue, and the people don’t believe their government is listening and doing something, what happens? The ‘for sale’ sign goes up, especially in this market, and it spreads down the block.”

Election Day is Tuesday, Nov. 7.

As September heralds the approaching changes brought on during Earth’s annual autumnal shift, so too does it offer a pathway to a new life for many as it also marks National Recovery Month. 

This comes on the heels of International Overdose Awareness Day which occurred on Aug. 31. This day, for too many families like mine, is a yearly reminder of the awful price exacted by the disease of addiction. 

The lives lost during the ongoing opioid crisis in this country has impacted every community across this country as over 107,000 deaths of our fellow citizens occurred in 2022. Let that sink in. That is the equivalent of almost 300 people a day, or one person every four minutes or so who has died from a treatable and preventable disease.

Can you imagine the resources we would commit to deal with a crisis if every single day a jet plane with 300 people crashed? I dare say everything in the U. S. would come to a screeching halt until we determined how to deal with such a monumental tragedy. 

Yet, the most pressing public health crisis in our country equal to or, at the moment, worse than COVID-19 typically gets short shrift but once a year from many public officials.

This year, many municipalities across Long Island, including Brookhaven Town “went purple” to honor and acknowledge Overdose Awareness day Thursday, Aug. 31 [See story, “Brookhaven goes purple, marks Opioid Awareness Month with calls for intervention,” Sept. 7, TBR News Media]. Many of my fellow warriors in this battle gathered that day to remember and to raise our voices for those no longer here to speak for themselves. 

I added my voice to this fight nearly 15 years ago to honor my nephew David Aaron Costell who, just shy of his 23rd birthday, succumbed to a heroin overdose on Feb. 12, 2007. 

He was a sweet, loving if troubled young man who found recovery for a short time but sadly relapsed due to limited resources of support our society afforded him at the time. But, as the heroin crisis on Long Island became more prominent with Newsday reports of the death of Natalie Chiappa, an 18-year-old honors student, I knew it was time for action.

So, I ultimately became a family advocate involved with educating the press and running to Albany over many legislative sessions. It was poignantly sad but rewarding to work with many families across New York state to change public policy in order to save lives which otherwise would be lost to addiction. 

We accomplished a lot over several years by the passage of better access to treatment to make it harder for insurance companies to refuse treatment so easily to those seeking help. Also, we passed the NYS 911 Good Samaritan Law, which encourages young people to seek help for anyone in overdose without fear of legal consequences. 

We also advocated for the state I-STOP Law, which has nearly eliminated “doctor shopping” by addicts, and changed to an e-prescribing process, thereby enabling a real-time database when prescribing narcotics like opioids.

Along the way, I met many amazing individuals I came to know and love who turned their grief into helping others. Not only did we help change laws, many I have come to know help change lives. 

There is Avi Israel with Save the Michaels of the World in Buffalo and here on Long Island, Gabriel’s Giving Tree and Thomas’ Hope Foundation by my friends Paulette Phillipe and Linda Ventura with help from Teri Kroll, who lovingly offer services to families and individuals impacted by addiction. These are angels in action.

So I am grateful to Brookhaven Town, where I live, and other municipalities which scheduled similar activities on Aug. 31. It was one way to reduce the stigma of drug overdoses and to honor those souls around our area who no longer will share Thanksgiving dinners with us later this year. 

It is not the first time nor the last time families will be at the steps of Town Hall and shed tears for the loved ones as they recall their sons and daughters, husbands and wives, nieces and nephews or fathers and mothers whose lives were cut short by the scourge of opioids and fentanyl. It brings public attention to this crucial issue and hopefully can build support for more action in the future. 

And, while this is a laudable goal, it is not nearly enough to hold hands, hug each other in grief and move on again until next August when Town Hall is lit up purple, the color for Overdose Awareness.

According to an annual report issued last year by State Comptroller Tom DiNapoli (D), Suffolk County experienced more cumulative deaths due to overdose than any other county in the state. And, it is easy to extrapolate that Brookhaven Town has more deaths than any other township in Suffolk County. 

I submit it is incumbent on Brookhaven, as well as other towns and the county, to invest more resources at the municipal level to address this absolute horror visited upon our families. It is not only essential to reduce the suffering from the loss of a loved one, but we lose untold hours of productivity in our workplaces due to the toxic stress of families with members still in active addiction. 

Thankfully, Suffolk County just announced another round of nearly $20 million from funds realized by the lawsuit against drug companies and Big Pharma in the opioid settlement case initiated by former Presiding Officer Rob Calarco [D-Patchogue].

I urge Brookhaven Town to promptly put together a proposal to obtain some of these funds to undertake initiatives which could provide better mental health and addiction services to our communities. Babylon Town, with less than half the population of Brookhaven, presently runs a facility called the Beacon Family Wellness Center, which provides drug and alcohol services as well as other important supports. 

This could and should be a priority for the largest town in Suffolk, which is essentially Ground Zero for the addiction and overdose crisis on Long Island. 

With Overdose Awareness Day past, it is important to remember. But it is more important to act substantially throughout the year with tangible programs which can assist people along the path to a healthy life. That is the true way to show support for National Recovery Month.
