Increasing intense storms and rising sea levels compound the risk of damaging and costly flooding in the Village of Port Jefferson. 

On June 20, village officials hosted the second of two interactive community workshops to explore project proposals for addressing flood risk in the downtown area. The initial workshop was held in April 2023. 

Climate Resilience Plan

In 2021, the village secured grant funding from the New York State Regional Economic Development Councils to tackle the longstanding flooding problem in Port’s downtown watershed. The total project is budgeted at $110,000, for which the state funding covers 75% ($82,500) and the village is responsible for 25% ($27,500), according to village Treasurer Stephen Gaffga.

Village officials formed the Project Action Committee, composed of expert consultants, to collect and analyze data related to flood risk and use it to create the Climate Resilience Plan. The plan currently outlines five potential projects focused on innovative flood and storm surge prevention as part of the village’s strategic planning. The purpose of the June workshop was for PAC leadership to receive community input on several of their proposals and to inform the public about the committee’s progress. 

The initiative, led by outgoing Deputy Mayor Rebecca Kassay who is the village’s sustainability commissioner, includes PAC members such as architectural experts from Campani and Schwarting; Amani Hosein, legislative aide to Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook); village residents and other local experts.

“Our village is experiencing issues related to stormwater runoff, a high-water table and tidal flooding that all impact downtown Port simultaneously,” Kassay said. “Tonight’s workshop is part of the village’s ongoing efforts to explore all angles of the problem and to find solutions that will truly make a difference.” 

Project proposals

Michael Schwarting, partner of Campani and Schwarting Architects, presented updated committee findings and outlined five potential projects. A breakout session allowed the public to learn about individual projects from PAC experts. 

“The village watershed is a bowl, collecting water from the south, east and west, all going to one place — down into the commercial district of Port Jefferson,” Schwarting said. “Then there is the harbor from the north, whose sea level is rising and having increasing storm surges.”

According to data from the New York State Department of Environmental Conservation, the Long Island region is predicted to experience a sea rise of up to 12 to 25 inches by around 2050.

Overview of the projects: 

1.  Develop designs for reducing stormwater flowing from the numerous steep streets upland of the village into the downtown area. 

2.  Assess the flooding problems of the culvert (underground drainpipe) that collects stormwater from Main Street and Barnum Avenue to Old Mill Creek at Village Hall. Convert portions of the culvert into a series of cased ponds for flood mitigation. The water is naturally cleaned when exposed to light. 

3. Complete the 2011 Old Mill Creek restoration plan from Brook Road to the harbor, restoring Old Mill Pond and daylighting the creek culvert — removing obstructions covering the creek — from West Broadway to the harbor.  

4. Update the 2013 village-approved Harbor Front Revitalization Plan in the 2030 Comprehensive Plan, incorporating storm flood mitigation and rising tides solutions as well as creating a green Harborfront Park. This plan would require relocating the harborfront marina parking. 

5.  Research ways to contain stormwater on-site in public off-street parking lots and mitigate these heat islands with trees.

Public concerns, official responses

Most concerns voiced at the meeting focused on project feasibility and potential costs to the village. One resident questioned the impacts on village parking if the Harborfront area, currently used to park up to 300 cars, is converted into a green space. 

To date, Campani and Schwarting Architects has billed the village $33,200 for its work studying the flooding problem as PAC members. According to Gaffga, the village has been reimbursed $17,850 of this cost by the state as part of the grant funding. The state grant will ultimately cover 75% of the total costs of the PAC initiative studying flooding risk in downtown Port.  

This reporter asked PAC members if the impacts of the recent uptick in housing development projects and installation of impervious surfaces, such as the Mather Hospital parking lot and asphalt repaving of the walkway at Harborfront Park, have been accounted for in the data analysis and project proposals.  

“That is a good question,” Frances Campani of CASA responded. “We can consider overlaying those impacts in our next mapping update.” 

“This is a step-by-step process,” Sheprow told TBR in a post-workshop interview. “The village has to put together many preliminary studies like the PAC initiative to garner support from the state to win big funding opportunities for major infrastructure projects. Without the studies, we’ll never get those large state and federal grants.”

New funding

Kassay informed the public at the workshop about the recent attainment of a $300,888 grant, including $270,799 from FEMA with the difference covered by the village, for an engineering study of flood mitigation at especially vulnerable sights in the downtown watershed. Kassay hopes this new funding for an expert engineering study will create synergy with the PAC initiative to set up the village to receive funding from New York State to implement the proposed projects and other innovations.

The Village of Port Jefferson Board of Trustees held a work session June 12 to discuss new plans ranging from parking to funding. Mayor Lauren Sheprow spearheaded the meeting as each trustee brought their issues to the table. 

Parking was one of the major plans discussed throughout the meeting as throughout much of the village parking for residents and nonresidents has not been cohesive. Trustee Drew Biondo said, “The parking committee is ongoing with their work.” Beach parking lots will become resident only and discussions for other lots are largely yet to be decided. 

The parking updates will go into effect by the opening of beaches on June 22. The swimming area ropes were due to be installed June 19. The beaches remain open to all — only the parking is restrictive.

The village firework show on July 3 will be viewable from the East and West beaches. Sheprow announced that the show will have two new additions — a food truck and a DJ. To ensure safety and lawfulness, trustee Bob Juliano attended a firework committee in regards to the event. He shared once again that the event is open to nonresidents, though parking is strictly for residents only. 

Sheprow also touched on difficulties the village has been having in attracting businesses. She believes there is a misconception about the village not having enough foot traffic.

“The village is packed every weekend and many nights of the week,” she said, adding she is hoping to bring in more businesses. 

Juliano also shared that the repairs at Rocket Ship Park are complete, to which the board discussed the possibility of repairing the sidewalks in the area. 

Another major discussion of the meeting was the recession of the East Beach bluff on top of which the Port Jefferson Country Club is located — an issue the village has been facing for years. 

Deputy Mayor Rebecca Kassay admitted the recession is inevitable and that no amount of funding can reverse it. In the meeting, Kassay suggested making a “strategic retreat” from the bluff. Although the group did not decide what the retreat would look like, the board agreed a comprehensive plan would become necessary further down the line. However, the village will continue to fund the protection of the club for the time being as a new plan is developed. 

The Board of Trustees also addressed the Long Island Seaport and Eco Center’s Whaleboat 1776 Project, which received a grant allowing construction to be completed on the historic boat in 2025.

The next trustee meeting will be held on June 26.

The Port Jefferson Village trustee candidates — Xena Ugrinsky, Kyle Hill, and Marie Parziale — participated in a meet-the-candidates night at the Village Center June 11. The event was sponsored by the local chamber of commerce and the civic association. Two of the candidates will be elected, replacing Deputy Mayor Rebecca Kassay and trustee Drew Biondo.

Introductions

Ugrinsky, who has lived in Port Jefferson for 12 years, said she feels “a deep connection to the [maritime] culture.” She has been an “active participant” in the trustee meetings over the past two years, led the election task force, sits on the budget and finance committee, and chairs the Port Jeff Power Plant Working Group. For three decades, she has had a career in finance, technology and the energy sector.

Parziale, who has lived in Port Jefferson for 29 years, works as the senior alumni career coach at Stony Brook University. She described her “superpower” as “connecting with people, seeing the best in them, and linking them with opportunities.” She also said that to solve Port Jefferson’s problems, “we need a long-term strategic plan and we must be part of the process,” and emphasized “the ability for our leaders to bring stakeholders and experts together to find solutions.”

Hill, who grew up in Farmingville and currently lives in Port Jefferson with his partner, said that he’s “been coming down to Port Jeff ever since I had my learner’s permit.” After finishing his master’s at Stony Brook University, he moved to Washington, D.C., where he worked on Capitol Hill for 10 years, “advancing mostly bipartisan policy projects.” He is a volunteer EMT with the Port Jefferson EMS and served on Port Jefferson’s election task force, where they “recommended leaving the term lengths at two years and also recommended adding term limits to the mayor’s office.”

Issues facing Port Jefferson

Parziale wants to hear “more of what the solutions are that the school district’s coming up with and have them present them to us.” She also sees flooding as a major issue, as well as the East Beach bluff, saying that a vote on the project was needed before continuing to phase two, and it was necessary to figure out why phase one did not work.

Hill believes that flooding is a main issue, especially in terms of the firehouse due to “incidents where they can’t get their trucks out” and having their equipment damaged. He also believes the bluff is “a true disaster waiting to happen,” saying he was the first candidate to call for a referendum on the future of bluff spending.

Ugrinsky said, “We can’t fix the school district’s problems,” but the trustees can help by solving the power plant’s problems, “which delivers revenue to the schools.” She additionally cited flooding as a main issue, saying that “we have a lot of residents who have experience in this area or problems that have already been solved.” She agrees that a referendum for the bluff is needed, and said that development was a main issue: “We really need to figure out how we preserve our maritime culture.”

Maryhaven property

Parziale said that Beechwood Homes is in discussion over the Maryhaven property, but nothing has been finalized. However, she would like to see starter homes built there “so that we have something that’s affordable for our young people,” adding that this could attract families with students.

Hill said that preserving the “historic nature of Port Jeff” is the most ideal choice, adding that “it would be great if we had seniors condos in just that building.” He also said that St. Charles is not “being the best neighbor in maintaining that property,” as he’s been hearing that the area has break-ins. He noted that the area is already zoned for housing, and it is only a board issue if there’s a zone change.

Ugrinsky said that it was important that any residences would be tax-paying residents, and that the developer does a traffic, water and sewer assessment before breaking ground.

Environment and development

Hill wants to “preserve every inch of open space that we have left in this village,” which can also be done by partnering with the hospitals to preserve their open space as well, and “encourage them not to just make more parking lots, but to find other solutions.” He said that there wasn’t much of a choice but to preserve open space, because the more space gets blacktopped over, the fewer places there are for the flooding to go.

Ugrinsky agreed that preserving the green space is necessary to help soak up the water. She also said that evaluation of the underground springs is needed, noting that some of the pipes underground “are too skinny for the volume of the water that’s going through, nor have they been cleaned in decades.” She added, “We need to develop smartly, with foot traffic, where stores can be put.”

Parziale said that the environment and development need to have a “very delicate balance between the two.” She is also for as much green space as possible, and for smart development, saying, “We need to work closely with our developers so that they’re giving back some of that space, and they’re doing the right thing with the property in all ways, including traffic, water, sewer and green space for people that are living in those spaces.”

Fiscal responsibility

Hill said that it was important to come up with ways to offset resident taxes, “and that’s making sure that our commercial areas are thriving, and taking advantage of things like metered parking,” which he said brings in the most revenue to the village after taxes. He said it was important to bring in revenue from more than just the residents, which would help to have “a more successful village, and people are going to want to be here.”

Ugrinsky said that “every municipality in the United States is dealing with declining revenues and increasing costs while trying to serve their populations.” She said that the village should look at the contracts it has in place, and that “there may be volume buying opportunities that people just have not had the time to look at.” She added that they should “stop bonds happening to us and really get the population involved with how we’re going to spend.”

Parziale said that she agreed with Ugrinsky on this topic.

The election is on Tuesday, June 18. Voting will take place at the Village Center from 6 a.m. to 9 p.m.

On the evening of May 29, a crime occurred near the village center, shedding light on gaps in the village hall’s communication protocols. The incident has raised questions and concerns among residents and officials about the effectiveness of current systems for public safety notifications.

Incident details

Between 6 and 6:30 p.m., a man who had been stabbed or slashed sought help at the Village Center near Harborfront Park. Covered in blood, the victim’s appearance alarmed bystanders. The assailants were reportedly still at large, fleeing in a white SUV. Suffolk County Police responded with several police cars and retrieved camera footage from the area to aid their investigation.

Compounding the situation, a senior awards ceremony and several sporting events were taking place at the nearby school. Despite the proximity of these events to the crime scene, school leadership was not informed about the incident, raising concerns about the safety and well-being of students and attendees.

Response timeline

Seeking clarity and answers, an email was sent to village officials on May 31. The email was addressed to Mayor Sheprow and trustees Loucks, Juliano, Kassay, and Biondo. All below events are reported from Traci Donnelly’s Facebook page.

May 31, 6:25 p.m.: Initial inquiry sent to village officials.

May 31, 8:26 p.m.: Trustee Loucks responded, indicating he was unaware of any official communication from the village. He learned about the incident from the manager of the village center and noted that more than 50 hours after the incident, trustees had still not been provided with any updates or information.

May 31, 9:11 p.m.: A follow-up email was sent, questioning the lack of community notification.

May 31, 9:32 p.m.: Trustee Biondo responded, suggesting that if the incident were serious enough, the Suffolk County Police Department would have notified the community.

June 1, 7:02 a.m.: A request was made for clear communication protocols and criteria for alert systems.

June 1, 1:51 p.m.: Trustee Biondo advised attending the next public meeting for discussions and deliberation with the trustees. It was reiterated that, according to the village attorney and mayor, public comments are not meant for deliberations.

Several concerns have emerged in the wake of this incident. No public alert was issued, despite the severity of the incident and its proximity to community events, no alert was sent to residents. A lack of real-time information as schools and trustees were not informed in real time. Trustee Loucks learned about the incident from the village center manager and other trustees were also uninformed prior to the email. Additionally, it was made evident there are communication gaps as the current strategy for notifying residents about serious incidents is unclear.

The incident has prompted several questions from concerned residents, in Donnelly’s post she asks “Why wasn’t the incident on May 29 considered a public safety issue warranting a Code Red alert? Who decides when these alerts are issued and who is on the village’s emergency response team? Were all trustees informed of the incident in real time?”

The community is calling for increased transparency and the development of a comprehensive communication plan with public input. Residents are encouraged to email trustees directly for accurate information and to avoid relying on social media for critical updates.

“It is important to have communication between village officials and residents. We are looking to wirk alongside residents to have an effective emergency response system in place,” village trustee Rebecca Kassay said.

During the April 10 Village of Port Jefferson Board of Trustees workgroup meeting, Treasurer Stephen Gaffga presented the modified tentative budget for fiscal year 2024-25, highlighting the steps the new administration is taking to stay within the New York State 2% tax cap.

Gaffga divided the presentation into four sections: 

• Overview of operational challenges and strategic initiatives 

• Breakdown of the village’s funding sources  

• Allocation of taxpayer dollars across services and obligations 

• Explanation of the impact on resident taxes. 

Operational challenges and strategic initiatives 

Gaffga provided a detailed breakdown of a $541,000 rise in nondiscretionary spending for fiscal year 2024-25. This increase in spending is mostly due to contractual obligations, including employee health insurance, dental insurance, retirement and workers compensation. Notably, there is a large uptick in municipal insurance costs amounting to $131,000, signifying a 50% increase over the previous year. 

Another challenge area is the gradual reduction over time in taxes collected from the Long Island Power Authority under the “glide path” agreement. This year, the village saw a decrease in LIPA’s tax contribution to the property tax base by $135,990. Gaffga noted a roughly $570,000 decline in the assessed valuation of LIPA properties, reflecting their reduced worth. “That decrease has an effect on the tax rate ultimately down the road,” he said. 

Gaffga indicated that the village exceeded the state tax cap eight times in the last nine years. However, he asserted that will not be the case this year.

According to him, “spending under our control” — or discretionary spending — will decrease in the 2024-25 budget “by more than $260,000.” This decrease is due mainly to eliminating the managerial parking position and redistributing those duties over several departments.

“This operational change will result in a $190,000 decrease in spending, which will be passed on to the taxpayer,” he said. 

Gaffga reported that the “deep dive” into the capital fund audit by specialized CPA firm PKF O’Connor Davies of Hauppauge continues. “They’re getting far along in that process. By the end of the fiscal year, we’ll have some idea of the results of that deep dive,” he said.

The treasurer stressed, “It is important that any changes made to this budget are made by the board and they’re done in full view of the public so that everybody understands that the board controls this budget.”

Funding sources

Property taxes account for 60% of the total revenues collected for the village’s general fund, which supports the operational aspects of the village’s budget. Other significant funding comes from managed parking, tax agreements with utilities and recreation fees. 

Expenses 

Employee benefits are the most significant expenditure at 23%, or $2.6 million, of the general fund. General governmental support, which includes funding the treasurer’s office, attorney support, the clerk’s office and the justice court, amounts to roughly $2.4 million.

Other village services funded by the general fund include public safety — fire marshals, building inspectors and code enforcement; culture, parks and recreation, including the Village Center programs; transportation, including sidewalk repaving; and home community services such as the building and planning department and street cleaning. 

“The large majority of our spending [nondiscretionary] we do not have control over,” Gaffga said. There is a total village spending increase of 5%.

Tax impacts

The general fund appropriations in the modified tentative 2024-25 budget are projected at $11,458,475 ($11,371,826), an increase of 0.76%. In addition, the Port Jefferson Country Club budget is shown at $3,550,000 ($2,904,882), an increase of 22.21% that is paid for by raising dues and fees according to Gaffga. 

Total amount of taxes levied by the village for the fiscal year are shown at roughly $6.8 million, about a 2% increase from last year. “New York State establishes the 2% tax cap to ensure local governments don’t grow their tax base beyond what is necessary. The village is coming under what the New York State allows,” Gaffga confirmed.

Residential individual taxpayers could see a tax increase of $1.45 per $100 of assessed valuation.

During the Feb. 28 Village of Port Jefferson Board of Trustees meeting, officials sought public input while deliberating the implementation of a tax cap override law allowing the village, if necessary, to increase property taxes above the New York State 2% tax cap.

The 4-1 vote grants trustees the option to levy additional property taxes past the 2% limit during the fiscal year 2024-25.

Village treasurer, Stephen Gaffga, explained that based on the state 2% tax cap law, allowable tax growth for the village can be up to, but not beyond, approximately $7.4 million this budget cycle. The tax cap override option would allow the board to levy taxes above the $7.4 million for unexpected village costs. 

“Based on my analysis of current village funds, I do not foresee the village needing to exceed the tax cap,” he said.

“The village has exceeded the 2% tax cap in eight of the last nine years,” Gaffga told TBR News Media. “The approximate range of the piercing is between $8,000 and $380,000, depending upon the year.”

New York State property tax cap New Yorkers pay among the highest property taxes nationwide. In 2011, the state Legislature enacted the tax levy limit to check spiraling property taxes. The law was made permanent in 2019 and limits the increase in the property taxes for a given budget cycle to 2% or the rate of inflation, whichever is lower. This law impacts all local governments and school districts outside New York City. 

However, state law allows local governments to circumvent the tax levy limit by enacting a local law granting them the option to pierce the cap and increase property taxes above the 2% limit. A 60% majority, or three out of five votes from the village Board of Trustees, is needed to put in place an override option of the tax cap.

Public comment

Village resident Barbara Sabatino sought reassurances from the board. “We’ve had this type of public hearing for multiple years, and it was always with the assurance that should the village have to exceed 2% the increase would be small,” she said.

“We don’t have those figures yet,” Gaffga said. “But that’s certainly something that we can come up with during the tentative budget hearing for everybody.” 

Vote breakdown

Trustees Biondo, Juliano, Kassay and Loucks voted to adopt the resolution establishing a tax cap override option for this fiscal year.

Mayor Lauren Sheprow opposed the measure. “I feel strongly committed that my fiduciary responsibility as mayor, and working with the treasurer, that I’m strongly committed to not piercing the tax gap,” she said. 

The next Board of Trustees work session will be held March 13 at Village Hall.

Changes are upon the Village of Old Field once again.

Before the end of 2021, Bruce Feller, who was elected as mayor in 2018, handed in his resignation and Deputy Mayor Stephen Shybunko took on the role for the remaining months. As the Tuesday, March 15, village elections approach, neither will be running for the position.

Tom Pirro

Pirro runs for mayor

Current trustee Tom Pirro is the only candidate running for mayor. Pirro was first elected as trustee in 2018.

Pirro said in an email he decided to run for mayor because he has “developed a keen understanding of our village, its challenges and opportunities.”

His goal, Pirro said, is to use his experience as trustee and professional experience as a CPA “to continue moving the village forward in a positive direction — all while maintaining our strong fiscal position.”

He along with trustee Adrienne Owen and trustee candidate Thomas Cottone are running on the Unity Party line. He said he also supports the reelection of Tom Gulbransen, who is running under the Sound Government Party line.

Pirro said he doesn’t feel there are any significant issues in the village.

“I have dedicated my efforts in ensuring fiscal discipline and steady leadership which have put the village in a very strong financial position,” he said. “I am excited to be a part of the lighthouse restoration project. This is an undertaking that is near and dear to me, as the lighthouse is not only the village’s public meeting space but is a beacon and symbol of the village itself.”

Pirro said during this tenure as trustee he worked to establish a strong financial standing for the village, and Old Field’s bond rating has gone from A1 to Aa2. He has also worked to streamline the building permit process and oversee the maintenance of roads and roadside drainage systems, which included necessary improvements and upgrades.

Two-year trustee candidates

Old Field residents will vote for two village trustees for a two-year term and one trustee for a one-year term.

Current trustee Gulbransen, who has lived in the village for more than 25 years, said in an email he is running again to continue the efforts of the board over the last few years.

He credits Shybunko, Feller and former mayor Michael Levine along with the board of trustees and residents for important improvements that have been made.

“Most improvements are ongoing, for example, the lighthouse restoration grant applications, the Old Field Point revetment repair grant and some fixes to village code about environmental protection,” he said, adding, “I’m also willing to serve again because it’s a privilege to collaborate with so many talented neighbors.”

The trustee said taking care of the village responsibilities “as cost-efficiently and effectively as possible within the time people have available to help” is one of the biggest things to tackle.

“Even within the village’s relatively small geographic scale, we face complex infrastructure challenges due to our historic buildings, miles of shoreline and fragile environs. Fortunately, the mayors, trustees and the village’s part-time staff have figured out how to juggle and or share tasks. And we make adjustments when residents point out our shortcomings.”

He said while, at times, there are misunderstandings or even contentiousness in the village, the residents “balance things out, remain neighborly and appreciative.”

Gulbransen is an environmental scientist, specializing in software and data sciences for the nonprofit Battelle Memorial Institute. He is also a volunteer firefighter and EMT, and chair of the Suffolk County Council on Environmental Quality.

Adrienne Owen

Owen, who ran unsuccessfully in 2021, has been serving as trustee the last few months after Shybunko became mayor. She said in an email that when Shybunko asked her if she would be interested in filling his seat, she was honored even though it was only for three months.

“I have enjoyed being a part of Old Field’s board these past few months, and I look forward to the opportunity for a full term,” she said.

Serving on other boards such as for Harbor Country Day School in St. James, Owen said she feels she has been valuable in the trustee position.

“I believe I can bring some efficiencies when working with village subcommittees and personnel,” she said. “As I mentioned last year, I am all about process and procedure and there is always room for little improvements in any organization.”

Owen has also been an active member of Old Field’s Ways and Means and Welcoming committees through the years. She is currently the secretary for the Old Field Lighthouse Foundation.

Like Pirro, Owen said she doesn’t feel the village is facing any major issues.

“Fiscal discipline and steady leadership have put the village in a very strong position,” she said “Our board has been good stewards of the environment, and I pledge to continue that commitment. We recently completed some upgrades to the lighthouse beacon for the Coast Guard and are looking forward to a major restoration project for the Old Field Lighthouse and grounds.”

Owen isn’t the first Old Field trustee in her family as her husband, Jeff, served for six years. The couple along with their 16-year-old son have lived in the village since 2008.

William Schaefer, who has previously served as village trustee in 2007-08 and had an unsuccessful run for mayor in 2008, is running on the Bill of Rights Party ticket. He said in an email that his love for the village along with his desire to work with his fellow residents to make Old Field “an even better place to live” is what motivated him to run for trustee.

“While we have been well served by our previous mayors and many of our past and present trustees, I regret the increasing vitriol, intractability and conflicts of interest within our village,” he said. “Many years ago, we experienced the same discord for which, as a trustee, I bore some responsibility and which resulted in me losing the election for mayor. But I believe in redemption and honestly believe that I can bring an independent voice of reason and replace litigation and contention with compromise and mutual respect.”

Schaefer said he would like to see the refocusing of the village’s code enforcement toward “both rigorous and consistent and fair enforcement of our village code — to save our cherished environment — as well as strengthening of its service function.” He added he would honor the 2% tax rate cap.

Schaefer would also like to build on the work of former mayors Cary Staller and Levine, he said, as well as “the current efforts of trustees Gulbransen and [Rebecca] Van Der Bogart, expediting restoration of our precious lighthouse — much in the same way that we saved the Keeper’s Cottage.”

In addition to his prior experience as trustee, Schaefer has worked for the U.S. Department of Health, served as a clerk to a U.S. District Court judge, a Suffolk County assistant district attorney and an assistant attorney in the Organized Crime and Racketeering section of the U.S. Department of Justice. He has also taught criminal justice, law and political science at Long Island colleges.

Dr. Cottone said in an email that this will be the first time he has run for trustee. He has been president of the Old Field Woods Homeowners Association since 2016 and has interacted with the board due to the position on numerous occasions.

“As a result, I have become more educated about village management, and the significant amount of effort involved in maintaining the stability and wonderful quality of our community,” he said. “I believe I can make valuable contributions to the board with my professional, civic and volunteer experiences.”

In addition to his position with OFWHA, he has been CFO for the Long Island Anesthesia Physicians and principal in strategic growth and practice development for LIAP as well as lead anesthesiologist for the organization where he developed the initiation and implementation of its COVID-19 response team. As well, he is CFO, partner and board member of the Wohali Resort in Park City, Utah, and managing partner of Setauket Partners, the investment arm of the resort. He is also a team member of Room4Love, the Setauket-based, nonprofit organization that helps children with cancer.

Cottone said he feels it would be an honor to serve with Pirro, Gulbransen and Owen as he believes they are “leading the village in a positive manner.”

The candidate said he believes the village has no substantive issues.

“I would like to see the village historic lighthouse efficiently undergo further needed renovation with available potential grant funds complemented by The Lighthouse Foundation donations,” Cottone said. “An improved lighthouse, along with the village park, will greatly enhance the sense of community in Old Field. Other items that I would focus on would be maintaining the successful environmental initiatives the current board has established, as well as identifying other opportunities, and reestablishing a welcoming committee for
new residents.”

He added that he would continue the current board’s trend with keeping taxes as low as possible.

Morgan Morrison is running on the Sound Government Party line. As a lifelong resident, he said in an email, he wanted to be more involved in the village.

“Having lived my entire life here, I’ve watched the village evolve over time, and I’d like to add my energy and commitment toward keeping it a place future generations can enjoy,” he said. “I believe people are drawn to live in Old Field because it is a unique environment. I’d like to preserve its character as we move into the future.”

He added he wouldn’t be influenced by professional conflicts of interests.

“I care strongly about the environment and security of our village,” he said. “I will advocate for what’s best for the village as a whole.”

The candidate said many in the village are concerned about the “costs of maintaining the safety and security of the village.”

“I believe in finding more cost-effective solutions for getting the largest value and quality of life returns from our village taxes so as not to increase them,” he said. “An easy and cost-effective method to increase our security would be to utilize modern technology — such as license plate readers — to build upon the human presence of our constabulary.”

Morrison has worked in IT and technology for nearly 15 years which has provided him with the opportunities to travel extensively. He is currently a technical and horticultural consultant. He said he feels his professional background can be helpful “to make the village meetings more accessible and to increase our safety.” 

He also is familiar with village government as his mother Geraldine Morrison was a trustee and deputy mayor for three terms in Old Field.

“I know what the job entails, and I’m very familiar with the village code,” he said. “I know the capabilities — and limitations — of what technology can do to make our lives better. I work well with others, and I believe I have a lot of value to add toward keeping Old Field the wonderful place that it is.”

Residents can vote on March 15 from noon to 9 p.m. at the Keeper’s Cottage, 207 Old Field Road. In addition to voting for mayor and three trustees, voters will have the opportunity to vote for village justice. Mitchell Birzon, who ran for the post in 2021 to fill the remainder of the term left open after the death of justice Ted Rosenberg in September 2020, is unchallenged.

Two candidates are running for two open Rocky Point board of education seats this May.

Following the news of Vice President Scott Reh choosing to step down,incumbent Ed Casswell is choosing to run again, while newcomer Gregory Amendola chose to throw his hat in the ring for the open seat.

Reh, Mount Sinai’s athletic director, said he felt it was time to step down after nine years on the board.

“I did it for three terms, but it was very time consuming,” Reh said. “I think the board’s doing a great job. I think I’m leaving it in very good hands. I was honored and privileged to serve on it. I wish everyone the best of luck.”

Casswell, a 26-year Rocky Point resident, is serving his third year on the board.

“I’m hoping to continue serving to help oversee the operations of the district, specifically our charge to be fiscally responsible, provide opportunities for students — for college and career — and to strengthen safety protocols districtwide,” Casswell said.

“I did it for three terms, but it was very time consuming. I think the board’s doing a great job. I think I’m leaving it in very good hands. I was honored and privileged to serve on it.”

The trustee has been a member of the North Shore Little League for 10 years and is currently the principal of Center Moriches High School.

“I feel it is important to be an active member of a community,” he said. “High levels of altruism and service among citizens help create vibrant communities. This has always been my driving force and calling. I believe in these notions and love serving.”

Gregory Amendola is a 13-year resident who said he’s running to try and get the community more involved and informed on how the school district makes decisions.

“I wanted to be a voice for the kids in the district — I want to make sure every kid in the district is spoken for,” Amendola said. “I’m big on communication, and I still feel like there’s people in the dark who don’t even know we have board meetings. I feel the district for the most part is doing well, but I just want people to be more informed about what’s going on.”

Amendola works as a dental ceramist, making prosthetics like crowns, bridges and other implants. He was vice president for the Long Island Sharks football team board, has previously run St. Anthony’s CYO soccer club and has been parent liaison for the junior varsity and varsity Rocky Point Wrestling teams.

“My grandparents lived in Rocky Point before I moved here with my wife, so I always had a connection to the town,” he said. “It still has that small-town feel.”

Amendola said that he’s excited to be working with the rest of the board.

“I don’t have anything that I want to change right out of the gate,” Amendola said. “I want to get involved, find my place, find my rhythm, then as we go further I want to make my voice heard.”

The trustees vote will take place along with the budget vote May 15, from 7 a.m. to 9 p.m. in the Rocky Point High School gym, located at 82 Rocky Point-Yaphank Road in Rocky Point. In July, at the board’s organizational meeting where the elected members from May will assume their trustee positions, the board will elect a president and vice president.

The Smithtown Library patrons have given their seal of approval to the proposed 2018 plans of library officials while electing a new face to the board.

Voters approved the $14.6 million 2018 Smithtown Library budget, by 798-241 votes, in the Oct. 10 election. Board trustees Louis Frontario and William Zimmerman were re-elected, but newcomer Brianna Baker-Stines edged out incumbent Rudy Zientarksi to take a seat.

“The Smithtown Library thanks the residents of Smithtown who came out in support of their library and we look forward to continuing to serve the reading, informational, cultural and entertainment needs of the community,” Robert Lusak, library director, said.

New trustee Baker-Stines, of Smithtown, works as an accounting assistant and has a master’s degree in business from Stony Brook University, according to her candidate profile on the library’s website. She previously worked as a reference clerk for the Hauppauge Public Library from 2012 to 2017.

Prior to being elected, Baker-Stines stated her goals were to promote and maintain the brand of the library, increase residents’ usage of the library and improve funding through advocacy.

“Libraries are currently changing in their meaning to communities,” she wrote in her candidate profile. “Instead of just being houses full of books, they are places to meet people and create things.”

The library’s 2018 budget has funding set aside to increase the number of hours at its four branches, increase programming, and maintain and improve its current facilities, according to Lusak.

More than $10.7 million of the library’s annual budget is set aside to cover employees’ salaries and benefits, with the approved budget containing a $150,000 increase over 2017.

Additional staffing will be required next year if a new pilot program offering extended hours on Friday nights continues to be successful, according to Lusak. Since Labor Day, the Smithtown branch has stayed open an additional three hours on Fridays, pushing back its closing time from 6 p.m. until 9 p.m.

Based on patrons’ response, Lusak said he is leaning toward making a recommendation to library board trustees that all the other three branches — Commack, Kings Park and Nesconset — should stay open Friday nights starting in 2018.

The approved budget includes an additional $68,000 funding increase, for a total of $344,000, toward equipment and capital outlays. The funds will go toward ensuring updated computers and technological equipment is available at the library, according to treasurer Joanne Grove.

To better serve guests, Lusak said the 2018 budget contains funds for upgraded lighting and improved parking at the library’s four branches. The district also hopes to purchase a new generator as part of its emergency response plan.

The 2018 budget will result in a $6.40 increase, or $313.47 per year, for a homeowner with an assessed property value of $5,500. Residents looking to calculate library taxes on their home should divide their assessed value by $1,000, take the resulting number and multiply it by 56.994.
