Public Safety

Two prominent local figures of the Port Jefferson/Terryville area are departing from the community.

Ed Garboski and Sal Pitti, former president and vice president of the Port Jefferson Station/Terryville Civic Association, respectively, recently sold their homes, both headed for permanent relocation to the warmer climes of Texas and Florida. The two civic leaders formally transitioned their posts Tuesday, April 25, handing the reins to newly installed civic president Ira Costell and vice president Carolyn Sagliocca.

The departing officers caught up with TBR News Media in an exclusive interview, during which they reflected on the area’s projected growth, improvements in the standard of living and the vital role of PJSTCA.

Community planning

Garboski emphasized the 2014 Port Jefferson Station Commercial Hub Study as a critical component for the area’s long-term planning. 

The study makes several recommendations for reconfiguring the commercial corridor along Route 112, including rezoning much of the area from J-2 local business zoning to J-6 Main Street zoning. 

The plan also aims to “improve the physical environment, reestablish the hamlet’s historic character and augment the natural environment” to create a Main Street Business District in Port Jefferson Station.

While planning stalled for some time following the adoption of the hub study, Garboski expressed optimism that its recommendations would soon be ratified. “I was kind of hoping we’d have shovels in the ground before I left,” he said. “But it’s moving.”

The outgoing civic president also reflected upon the ongoing work to clean up the Lawrence Aviation Superfund site, with plans in the works to convert the existing space into a multipurpose community hub and recreational park space.

Much of these local aspirations, Garboski contended, will require assistance from the Metropolitan Transportation Authority, which has yet to commit to electrifying the Port Jefferson Branch of the Long Island Rail Road despite generations of residents and officials calling for the project.

“Once you electrify that line, then everything will fall into place,” he said. “You can move the train station to the other side of [Route 112] to eliminate the railroad crossing, put the storage at Lawrence Aviation, a solar field and open space.” He added, “I couldn’t think of a better thing to do with that.”

Public safety

During his tenure, Pitti said he had observed gradual improvements in the standard of living and public safety within the hamlet. His community involvement began with a local neighborhood watch program on his block, which soon expanded across the hamlet.

Pitti’s local crime program later merged with the civic association, where he integrated public safety forums into civic meetings.

“The civic became crime information and construction information,” he said, adding that over time, this approach helped “clean up the neighborhood.”

Civic’s role

Reflecting on his community work, Pitti regarded openness to new ideas and perspectives, along with a willingness to enter a dialogue, as necessary ingredients for effective community leadership. For these traits, he said the civic has amassed greater credibility with residents and government officials.

“We just built a good reputation for being willing to work with people,” he said. “We always said at meetings that you have to meet people in the middle. You can’t have it one way or the other, and I don’t care who you are.”

He added, “You have to always try to find that happy medium to make the majority of people happy because, unfortunately, not everyone will always be happy.”

Garboski said the civic body requires continual community mobilization to represent resident interests. He maintained that the success of future advocacy efforts rests upon “strength in numbers.”

“That’s the kind of community we have — when their back is to the wall, they will show up,” he said. “They will fight. You have to have the right people leading them, you have to be willing to negotiate and stand your ground.”

Both leaders thanked the members of the civic and the greater community for their support and for entrusting them as leaders over the years. Though bittersweet, they expressed optimism for the community and civic to stay on their current upward track. 

“For the bulk of it, I think we did a good job,” Garboski said. “And we had good people to work with, very good people to work with.”

The Port Jefferson Village Board of Trustees convened at Village Hall Monday, Nov. 7, for an evening packed with pressing public business. 

East Beach bluff

Mayor Margot Garant reported developments from the East Beach bluff construction site, stating buildout of the lower toe wall “has been moving along very nicely.”

“The steel wall is in, the concrete cap is about 100% in, there’s a lot of concrete rebar in there, and now they’re putting in the anchors through the wall and pinning the wall into the cliffside,” she said.

At the upland, the village must soon decide the fate of the clubhouse at Port Jefferson Country Club. The mayor said she has been gathering information from the village’s hired engineers and will provide the board with their findings later this month.

During the public comments, village resident Myrna Gordon inquired about Garant’s recent announcement regarding forthcoming informational meetings on the upland proposals. [See “A message from Mayor Margot Garant: A candid discussion about East Beach bluff,” The Port Times Record, Nov. 3.]

Responding to Gordon, the mayor said more information would be made available following the meeting later this month. 

“I’m still getting information from the engineers, looking at some of the drainage plans and alternative solutions for the upland project,” she said. “We put the [upper] wall out to bid. The engineer just got back to us with an analysis of the bid, so it’s coming together for the board to review with me.” 

She added, “Then, we’ll be setting a date and either making a presentation at the next board meeting or a special town hall, depending on which way the board thinks we need to go.”

Public safety

Representing the Suffolk County Police Department was police officer Sergio Möller. He stressed the need for drivers to lock their cars and take their keys with them when exiting their vehicles. 

“Fifty percent of the cars that get stolen within the 6th Precinct are vehicles that were already running with their keys in it, and that’s a problem,” he said. “Please take your keys with you. Shut the vehicle off. It [takes] only two seconds.”

Code enforcement chief Fred Leute underscored reasons for driving slowly on village roads. “It’s getting dark earlier now,” he said. “We have club and student athletes leaving the school late. It’s already dark, so just drive slow.”

Multiple residents pressed the board on pedestrian safety and walkability. Ana Hozyainova, who ran for trustee earlier this year, asked whether the board is considering a villagewide assessment to promote walkability, bikeability and pedestrian safety.

Responding on behalf of the board, trustee Rebecca Kassay reported she, Deputy Mayor Kathianne Snaden and village staff are exploring the possibility of conducting a study.

“We were pointed toward firms who would do a study, a villagewide study to look at what are the big issues in the village, and how in our particular village can we achieve the goals we want to, both with speed reduction and pedestrian safety,” Kassay said.

Snaden added there might be grant opportunities to subsidize the cost of the study. “It’s expensive, so we have to figure out a way to pay for it,” she said.

Information technology

Kevin Wood, the village’s parking administrator, director of economic development and communications committee head, delivered a presentation on the importance of securing the village’s information technology systems.

Wood’s report comes in the wake of a recent cyberattack against the Suffolk County government. He said municipalities are susceptible to ransomware and other hostile online events due to underfunding, understaffing and outdated systems. 

Based on meetings with Island Tech Services, the village’s network partner based out of Ronkonkoma, Wood said he is working to curtail these concerns.

“I live this every day,” Wood said. “I try to be ahead of the curve on this, of what our vulnerabilities are. I have met with ITS in person, and we think we’re on top of it in a lot of different ways.” 

He added, “If you look at my past reports, you’ll see why we’re ahead of the curve, but we still have to go forward and think about all of the ways we may be vulnerable.”

The village began enforcing two-factor authentication earlier this month, requiring village employees to pass through a second layer of verification to log into government accounts.

“You cannot sign onto your email with Google without having a way of authenticating [your identity], either through an authenticating app or through your cellphone,” Wood said. “It’s a little bit of a [pain], but we have to get through this because there’s been an indication that that’s how [hackers] are getting in.”

Wood also advocated the village upgrade to Municity 5, a multiplatform, cloud-computing municipal software program. He said this upgrade could make the Building Department “much more efficient and amazing.”

“Because of understaffing and other items, we have not gotten this done,” he said. “I just wanted to report that we have got to get this done.”

Wood further addressed how new technologies will affect parking. Namely, an automated license plate recognition system is already used to enforce parking limits on Main and East Main. This system, Wood said, is gradually supplanting the previous parking enforcement method.

Wood concluded his presentation by noting a villagewide software audit is ongoing to assess other vulnerabilities in the village’s various tech spheres.

Tax code

The night also included a public hearing to amend a section of the tax code. Explaining the measure, village attorney Brian Egan said the New York State Legislature sporadically changes its property tax exemptions for senior citizens. 

These changes, according to Egan, often do not correspond to the village’s tax schedule, creating an inconsistency between the state and the village’s tax laws. The motivation for the amendment was to automatically update the village tax code according to changes in state law.

“Instead of us missing that updated income, so a senior citizen can still qualify if that income level went up … we’re going to now set it automatically to whatever the state has,” he said.

Following the public hearing, the board approved the amendment unanimously.

Rental property code

Also on the agenda were two items to put out for public hearing amendments to the village’s rental property code. Kassay, who operates an inn, has helped inform the board of potential code changes, notably affecting Airbnb rentals.

Trustee Lauren Sheprow questioned this process. “I’m still unclear as to how — and I’m going to put out this disclaimer without malice — how a trustee can participate in creating a code and informing the board about a code that has direct impact on a business that she is vested in,” she said. 

Sheprow added, “I think there are guidelines and regs in [the New York Conference of Mayors] that say this has a perception or could be perceived as a conflict of interest.”

Responding to Sheprow’s concern, Garant suggested delineating a potential conflict of interest is complicated given how the code affects all board members in their capacity as residents.

“How I feel about this is everything we vote on impacts us because we’re all residents,” the mayor said. 

However, she expressed uncertainty regarding enforcing the code change, saying, “I think we need to figure out how we want to, as a board, grasp these issues from an enforcement perspective.”

On the ethics question, Kassay offered that she would recuse herself from any future vote related to this matter. Her intended role was to inform the board, given her professional expertise.

“We all have expertise,” she said. “I gave my expertise and perspective because there’s a lot that seems strange and weird, and it’s an odd industry. For me, whatever comes of it comes of it.” The trustee added, “If you’re looking at it, it’s creating more competition. The way it’s written, for my personal business, there’s no benefit.”

Responding, Sheprow said: “Regardless of what you are telling us right now, your involvement in this process is a conflict.”

The board agreed to table the two items pending an ethics review from the New York Conference of Mayors.

The Port Jefferson Station/Terryville Civic Association met Tuesday, Oct. 25, at Comsewogue Public Library for its monthly general meeting covering various topics.

Due to a recent shortage of Suffolk County COPE officers, civic vice president Sal Pitti, whose background is in law enforcement, delivered the public safety report. He concentrated on the crime trend of catalytic converter thefts in the area.

“It’s a multiagency, multilevel thing going on, and we’re not the only ones,” he said. “They’re getting hit upstate. They’re getting hit downstate. They’re getting hit everywhere in New York and in other states.” 

The most popular models among auto thieves, according to Pitti, are the older models of the Honda Accord, Honda CR-V, and Ford F-150. Given the uptick in this phenomenon, he announced the Suffolk County Police Department is exploring an auto crimes unit.

“The last time I talked to the commissioner [Rodney Harrison], he told me he’s working on establishing an auto crimes unit … that can get more in-depth, more cross agency and get more information from other places,” he said.

A student representative from Comsewogue School District announced an upcoming Halloween event at the high school. “This upcoming Friday, Oct. 28, from 4 to 6 [p.m.] is Trick or Treat Street at the high school with diverse clubs and organizations creating a safe environment for the young trick-or-treaters,” he said.

With news from the library, Comsewogue director Debbie Engelhardt announced that Andrea Malchiodi has recently assumed the role of the assistant library director. 

“Andrea brings excellent experience to the library, most recently having worked at the Lindenhurst Memorial Library as a department head and prior to that at Mastics-Moriches-Shirley [Community Library],” Engelhardt said.

Also making an appearance was Bruce Miller, former Port Jefferson Village trustee. Miller gave a string of updates on the ongoing efforts to electrify the Long Island Rail Road’s Port Jefferson Branch line.

Though MTA is funneling billions of dollars throughout New York City and Nassau County, Miller held that the railroad is showing little concern for the needs of its North Shore riders.

“There’s $10 billion on the table for the MTA, and they don’t show a lot of preference for the Port Jefferson/North Shore line,” Miller said. “They’re stripping off ridership from this line here, who are commuting to Ronkonkoma and some [going] as far as Hicksville or Huntington to get a decent ride.”

Responding to this assessment, Charlie McAteer, the civic organization’s corresponding secretary, concurred. “I think your point is well taken that we’re losing ridership because it’s inconvenient,” he said.

Pitti chimed in, discussing how electrification would tie into an overall plan to redevelop the Lawrence Aviation property. However, according to him, the gears can only begin to turn with a commitment from the MTA-LIRR.

“Everything is set and ready to move forward, but we all know how everything moves,” the vice president said. “We’re basically waiting for the MTA.”

Ed Garboski, president of PJSTCA, updated the members on the Town of Brookhaven’s redistricting process, which concluded on Thursday, Sept. 29. [See story, “Brookhaven town board unanimously adopts new map, concludes redistricting process.”]

Garboski said the Town Board selected a map that constituted the least amount of change for Council District 1. This district encompasses Port Jefferson Station and Terryville. “They made the least amount of change for our area,” he said.

While CD1 remained primarily unchanged by the end of the redistricting process, a tiny sliver of the community east of Pine Street shifted into CD2. However, Garboski suggested this change was understandable.

“Most of the people in the area that got redistricted go to Mount Sinai schools,” he said. “Everything else stays. The [Train Car] Park stays in our area. The revitalization area. All of the things that everyone was concerned about, we have.” Following this outcome, the civic leadership sent a letter of thanks to the Town Board for keeping the PJS/T community intact.

Before adjourning, Garboski and Pitti announced they had sold their houses recently. Within about a year, both will no longer be residents of the area, precipitating a turnover of the civic’s top two posts.

The body passed a resolution to allow the two civic leaders to stay in their seats for the interim period. A special election will likely take place in the fall of 2023.

Members of the Port Jefferson Station/Terryville Civic Association deliberated on a range of issues during their monthly meeting held on Tuesday, July 26 at the Comsewogue Public Library.

Redistricting

Headlining the meeting was Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), who addressed the ongoing redistricting process for the Brookhaven Town Council, calling the current redistricting scheme a threat to his district.

“The intention of redistricting is to rebalance election districts — council districts, for example — based on population changes,” he said. “But in practice, what happens is that both political parties tend to take advantage of this to redraw districts that they believe will be more favorable to their own party.” 

Kornreich, who represents Council District 1, will see significant changes to his district’s boundaries if the current plans are approved. The proposal for Council District 1 is to transfer roughly half of the Port Jefferson Station and Terryville community into Council District 2. In exchange, CD1 would receive roughly half of Mount Sinai. 

“It is unclear to me what is going to be gained from this,” Kornreich said. 

What will be lost is the continuity of planning and progress that he believes has characterized his tenure in the district. “All it does is split the hamlet. … It splits this hamlet that we have worked so hard to work on together.”

The consequence, Kornreich fears, is that public investment in the PJS/Terryville area will be diluted and redirected to areas with greater voting power. He urged community members to attend upcoming hearings of the Brookhaven Redistricting Committee. 

“This is a time for community unity,” the councilmember said. “You understand what’s at stake. So get educated about it and speak up on behalf of your community.”

Ed Garboski, PJSTCA president, spoke of the ways in which the community has come together in the past to protect its interests. He considered the current redistricting controversy a cause for collective concern and action.

“We need to come together,” he said. “We have to have a voice, and it has to be a loud voice.”

Several members agreed to attend the Tuesday, Aug. 2 public meeting held at 6 p.m. at the Rose Caracappa Senior Center in Mount Sinai to resist the current redistricting plans.

Jefferson Plaza

Another order of business was discussion on the proposed redevelopment of Jefferson Plaza, an expected $100 million investment by the Hauppauge-based real estate group, Staller Associates.

Members considered preparing a statement relating to several inquiries regarding traffic, architectural design, community benefit initiatives and the preservation of the historic character of the area. 

“I like the general approach of this concept,” said one civic association member. “I just don’t want to see a rush to judgment. I want to see us work together collectively to fine-tune it in the best possible way.”

Public safety

Two officers from the Suffolk County Police Department attended the meeting. Several of the members expressed their frustrations over frequent acts of “aggressive panhandling” throughout the area, requesting a greater police presence in the areas where the practice is most widespread. 

One member raised the issue of speeding along Canal Road, which he said has been “constant on Canal ever since they fixed the road.”

Noise pollution generated by loud mufflers has also created a public disturbance. While there are laws regulating loud mufflers, the Suffolk police officers said that they are restrained in enforcing them due to provisions in the law that require a measurement of decibels.

Incidents of vandalism in Port Jefferson village targeting both public and private property have sparked debate among residents. 

During a public meeting held at Village Hall on Tuesday, July 5, Deputy Mayor Kathianne Snaden reported that newly renovated bathroom facilities at Rocketship Park were vandalized just four days after opening. During the incident, a toilet paper dispenser was kicked off the wall.

Fred Leute, chief of code enforcement, outlined the long history of vandalism at this site. He said the bathroom has been targeted several times in recent years. 

In the past, vandals tampered with the paper dispensers, tearing out towels and throwing them around. The renovations made to the bathroom were intended to limit such behavior. 

Leute attributes the vandalism of the bathrooms primarily to boredom. “They’re there and they’re very bored,” he said.

In an exclusive interview, Snaden detailed the precautions undertaken by the village to safeguard the facility from such vandalism. 

“The bathroom was built solid, using materials and concepts that are even done in prison bathrooms,” she said. “Even having done that, there was vandalism in the bathroom.”

This prompted the village board of trustees to institute a closing time of 7 p.m. for both bathrooms at Rocketship Park. The stated purpose of this measure, according to this month’s edition of The Port eReport, is “to protect our valuable asset and ensure that the families visiting Rocketship Park can use our village amenity worry-free.” 

Snaden added that the bathrooms are easy targets for vandalism given the conditions of privacy and seclusion that are inherent to any restroom facility.

“The bathrooms are out of sight,” she said. “As much as people say, ‘Code is out there. Why isn’t code preventing this?’ Well, code cannot follow people into bathrooms.”

Both Snaden and Leute said that efforts to monitor vandalism in the bathrooms and counteract this problem remain ongoing.

Vandalism downtown

Along with the vandalism of the bathrooms, several storefronts have been hit in recent weeks by vandals. Leute said that his department has received three reports of vandalism since June 24. 

Debbie Bowling, owner of Pasta Pasta, said that her restaurant was targeted by three individuals one night who pulled flowers from the flower boxes and tossed them in the street.

“It wasn’t a big financial cost, but it was very disheartening,” Bowling said. “It’s not the first time, unfortunately. We have had Christmas lights pulled off. We have had other plants pulled out and damaged.”

Christine Nyholm is the owner of the Port Bistro and Pub, a location that was also vandalized recently. She had to replace two of her outdoor tables after they were damaged overnight. Nyholm said these acts of vandalism interrupt her business operations. 

“It disrupts us the next day because we have less tables,” she said. “Because the tables are totally broken and we can’t use them anymore, we can’t put them out to feed people.”

Village response

Leute maintained that incidents of vandalism must be reported in a timely manner and to the proper authorities first.

“Call Suffolk [police department], make a report, write down the field report — the central complaint number — and then call us immediately after you have done that,” he said. “We have investigators here. We’ll immediately investigate it.”

These procedures were followed properly after the vandalism of Pasta Pasta, according to Leute. Because of this, two of the three vandals have already been identified by his department. He urged village residents to follow this example during future instances of vandalism.

By holding off on reporting these matters to police, Snaden said the village is limited in its ability to gather the necessary information to investigate the incident.

“We do have cameras throughout the village and that footage is only held onto for so long,” she said, adding, “If we find out about it within a day or two, that footage can be grabbed and we can then start to look to identify and hand that over to Suffolk police.”

On the whole, Leute does not view vandalism as a critical public safety concern, saying that this is not supported by the data provided by the Suffolk police department. The police department could not be reached for comment for this story.

To the business owners who may be at risk of future vandalism, Leute said they can protect their storefronts by moving equipment indoors before closing.

“They really should put away any movable objects, such as small tables or chairs or umbrellas,” the code chief said. “If you put it away and put it under lock and key, they can’t destroy it or turn it over or do any of those things.”

Despite these added precautions on the part of business owners, Snaden reiterated that vandalism is a disruptive behavior that will not be tolerated in the village.

“That being said, we don’t want to minimize this behavior … or any type of behavior that damages anybody’s property,” she said. “We all have to work together and I think step one is putting things away.”

The Town of Smithtown is bringing its municipal services to the mobile generation.

Town officials launched an app Aug. 14 that allows residents to more easily access government functions such as town department websites and even emergency alerts from public safety. The app, designed by members of the Department of Public Safety, has been available for download since July through iPhone App Store for Apple devices or through Google Play Store on Android phones.

“We’re in a mobile generation, everyone is on the go,” said John Gonzalez, 43, a communications technician in the Department of Public Safety who developed the app. “They can go to Facebook and look it up there, but to have it all at your fingertips is where everybody’s going now.”

The Town of Smithtown Mobile App contains a menu of options that include a mobile-friendly version of the town’s website, links to all town departments in addition to the villages of Head of the Harbor, Village of the Branch and Nissequogue. Other tabs include social media posts from both the town itself and the Smithtown Animal Shelter relating to animal adoptions. It is designed to automatically update if any changes occur to town websites.

The app also contains links to an up-to-date weather forecast in Smithtown, by-the-minute information on power outages from PSEG Long Island’s website and announcements regarding road closures and delays through the Notices tab.

“This is a tremendous step in the transparency process and we’re so lucky to have the talent in house to develop an app that would normally be a very costly process to design,” Supervisor Ed Wehrheim (R) said. “I am extremely grateful for our public safety communications department for taking the initiative and I am excited to hear from the residents after using this app.”

Gonzalez said the original idea had been kicked around the public safety office, but department Chief John Valentine finally set him to the task of sitting down to work on it in March. Gonzalez thought it would take five to six months to develop, but he finished the project in only three.

“I am so impressed with the finished product and I just hope the community feels the same way,” Valentine said.

It did not cost the town money to release the app on Google Play Store. Town spokesperson
Nicole Garguilo said that the town did not have to pay the usual fees for uploading an app because it was done as a government entity. Apple also made uploading an app free for government entities and nonprofits earlier this year.

Gonzalez said he started coding at a young age and created his first program by age 9. After working at the video game company Acclaim Entertainment, which became defunct in 2004, he has kept up to date on current programming languages. He said that this type of app is great for residents who wish to stay updated while moving about the town.

“If there are any emergency announcements, it is another tool for residents to use,” he said. “The more people that are on it the better. It has all this town information right at your fingertips.”

Gonzalez said the public safety department has plans to continue updating the app. First on the list is allowing users to click on public safety notifications to bring them straight to the original location. Gonzalez expects to add more features in the future based on community feedback.

Democrats and Republicans in the Suffolk County Legislature are at each other’s throats over funding for a series of bonds, including for public safety initiatives, that failed to pass at the June 19 legislature meeting.

“The Republican caucus put politics ahead of public safety,” county Executive Steve Bellone (D) said at a press conference June 20. “We saw a group of seven Republican legislators put their own politics over the interests of their constituents, of public safety, of teachers and students.”

At the June 19 meeting, three out of four bond resolutions failed to garner support from at least 12 legislators, which would represent the two-thirds support necessary to pass a bond resolution. The seven members of the Republican minority caucus voted against the resolutions. The three failed bonds included 14 items that would have provided funding for county parks, correctional facilities, public safety initiatives, road reconstruction and more.

Republican legislators said they voted against the bonds because they did not want to feel forced to vote on items they might disagree with in the future, lumped with items they were comfortable supporting now.

“The blame for the failure of this bond rests squarely on the shoulders of Steve Bellone,” said Minority Leader Legislator Tom Cilmi (R-Bay Shore). “Last month the county executive abandoned 40 years of history and precedence in Suffolk County… in an effort to bully the legislature into every one of his proposals.”

Bonds traditionally had not been grouped together by the Suffolk Legislature.

Legislator Rob Trotta (R-Fort Salonga) said he opposed the resolutions in part because bonding for each of the 14 projects would increase the country’s deficit.

“What we’re doing is increasing debt,” Trotta said. “We shouldn’t be paying these things off for 30 years because it’s just not fair to young people.”

Legislator Sarah Anker (D-Mount Sinai) sponsored a bill that would allocate funds for a Rails to Trails project from Wading River to Port Jefferson. That bill was included in a larger bond proposal at the June 6 legislative meeting, and that too was voted down by the Republican caucus.

“I hope they can get this resolved soon because it’s basically hindering government,” Anker said. “The county has to bond for these sorts of projects – that’s why we have this sort of process.”

Anker said the $8 million Rails to Trails project was to be funded by that bond and then the county would be reimbursed by the federal government, but without the bond the county is now looking for different revenue sources so it would not have to push back plans to start building the trail by spring 2019.

The most contentious item amongst the recent three defeated bonds was $2 million in funding for licensing Rave Panic Button mobile app, a downloadable application that acts as an instant call to fire and emergency services as well as police in an emergency, specifically a school shooting, for school and government employees.

The Rave app is currently active in 95 percent of county facilities with 20 percent of county employee phones now equipped with the app, according to Joel Vetter, the county Emergency Medical Services coordinator. The program is already in place in 19 school districts with 10 enabled devices per building. The funding, Vetter said, would have put the app in the hands of all current school administrative and teaching staff in all county school districts.

“This means that if the cellular system is down, you could contact emergency services through WiFi,” Vetter said.

Bellone defended the lump bonding, saying it’s a practice used in town and local governments across the state. He said the public safety initiatives would have saved district schools more than $1 million since each would not have to pay for it themselves.

“If we back down from this outrageous conduct now, they will continue to hold hostage every important investment on the environment, on public safety, on roads, on parks — and we’re not going to allow that to happen,” the county executive said.

Cilmi contended that bundling the bonds together does not save money because the county’s bond council, New York law firm Harris Beach PLLC, does not charge for bond preparation.

The contract between Suffolk and Harris Beach, signed by the county in 2014, reads that there shall be no fee paid by the county related to the preparation of county resolutions, which includes bonds.

Cilmi and Trotta both said they could come close to guaranteeing funding for the Rave app would be approved as a stand-alone measure.

Democrats accused the Republican caucus of being hypocritical as the bond vote was all for items those legislators have already supported in the recent past.

“This has become the worst of our politics.” Presiding Officer DuWayne Gregory (D-Amityville) said. “Nobody gets 100 percent of what they want, and when they say, ‘we’re going to vote against a package to other bills regarding funding for our correctional facilities,’ saying ‘I don’t like one or two parts of the bill and I’m going to vote against,’ is just ridiculous.”

Bellone said he expects to put the bonds back up for vote in the next legislative meeting July 17, but he did not give specifics about whether or not the county would try and repackage the bills to be more favorable to the wishes of the Republican caucus.

Deputy County Executive Jon Kaiman (D) said if the bond vote fails again the app will not be available to districts until after school reconvenes in September.

“We have to regroup and think what kind of strategies we have going forward,” Kaiman said. “When you fail a vote the process takes a lot of time to come back.”

In his annual State of the County address, Suffolk County Executive Steve Bellone (D) touted recent initiatives while also keeping an eye on both the near and distant future. The executive spoke for more than an hour from the auditorium stage at Newfield High School in Selden in front of a crowd of county, town and village lawmakers, students and others.

“I can tell you that the state of Suffolk County — this amazing place that we all call home — is strong,” Bellone said. “I remain committed to making Suffolk County a model for effective and efficient government, a government that is as good as the people it is there to represent.  We can build a stronger economic future, we can protect our water quality, we can transform this government, and we can do big things in Suffolk County and on Long Island if we do them together.”

Though he admitted the state of the county government, “remains a work in progress,” Bellone called on both political parties to look past the issues that divide them and remember the things that unite Americans. He honored the four Suffolk County native airmen of the 106th Rescue Wing, based out of Westhampton, who died as a result of a helicopter crash while carrying out a mission in Iraq in March, including Commack resident Master Sgt. Christopher Raguso and Port Jefferson Station resident Staff Sgt. Dashan Briggs.

“These are the individuals that make our country great,” Bellone said.

The executive spent a large chunk of his speech on public safety and the work of the Suffolk County Police Department, specifically a decreasing rate of opioid related overdoses and violent crime and reported that last year 222 arrests were made in connection with the violent gang MS-13.

While discussing public safety, Bellone detailed the recently implemented SHARE initiative. The program — Sharing to Help Access Remote Entry — allows participating school districts to connect closed circuit security camera systems directly to SCPD, who can access surveillance footage in real time in the event of active shooter situations on school campuses.

He gave a nod to the students locally and across the country organizing marches and walkouts to protest for stricter gun control laws in the wake of more high-casualty school shooting incidents around the U.S.

“It has been inspiring to see young people speak out on issues, organize rallies, run for school board and demand more of their elected officials,” he said. “Your voices will be heard.”

The county executive made numerous references to the state of government and politics in Washington D.C., specifically in making a pledge that he and his colleagues “will not rest” until the State and Local Tax deduction, which was repealed as part of the federal tax overhaul bill passed in 2017, were restored. The elimination of the deduction stands to cost residents in high-property tax areas — like Suffolk County — thousands of dollars more than previous years.

Bellone stressed the importance of economic development through downtown revitalization projects — like upper Port Jefferson’s “Uptown Funk” plan — and streamlining public transportation around these hubs as a means to foster an environment in which young people can afford to live in Suffolk County going forward through the creation of quality jobs.

“We spend a lot of money educating our kids here,” the county executive said. “Too many of them have left for other parts of the country, where they are helping to power their regional economies. We have to stop that.”

Bellone called water quality a critical issue for all Suffolk County residents. The county has made funding available for septic system improvements for homeowners, which would help reduce the amount of nitrogen polluting Long Island’s waterways. He also recently implemented a recycling program for six county school districts.

Huntington Long Island Rail Road commuters may face some additional strain in their usual commute in the coming weeks.

The elevator at the South Parking Garage at the Huntington LIRR station is now out of service and is being replaced, with construction that began July 11. According to a press release from the town, this project is “much-needed,” to increase the reliability, safety and comfort for those who regularly use the elevator. The town said it estimates that the elevator will be out of service for about four months, with construction wrapping in November.

“We realize that no matter what the alternative, riders will be inconvenienced,” the press release said. “Please be assured that our contractor will endeavor to complete the project as quickly as possible.”

In an effort to make the change as painless as possible, the town asked for input from residents to help create options for those who, because of physical handicaps, find the elevator necessary.

“I guess we should consider ourselves lucky that we’re not on the first page of Newsday, but we do have real problems,” Georgina White, a Huntington resident said at the June town meeting where the input was gathered. “This is really a hardship. I did go online and take the survey, but the proposed suggestions are really poor. The handicapped and the elderly, and the people with strollers are going to be held. I suggest that you try to put the shuttle, that’s handicapped accessible, from 6 a.m. to 12 a.m. It needs to happen.

She acknowledged the elevator has had a lot of issues in recent years, including breakdowns and filth, and commended the town for finally getting a new elevator. But She encouraged the town to improve its ways of getting the motive out, as she feared not enough residents realized the changes that were going to soon occur.

Based on those responses and the town’s recommendations, the following actions will be taken:

1. The town has added handicapped parking spaces on both sides of the tracks. On the north side, the additional spaces are on ground level in the parking garage. On the south side, the additional spaces are on level 2 of the parking garage. Both locations will provide easy access to the handicapped ramps. If at all possible, the town suggests users should try to arrange their trip so eastbound and westbound trips depart and arrive on the same track. Information on which platforms trains usually depart from or arrive on is contained in the full Port Jefferson line LIRR schedule.

2. Consider alternate stations. In particular, parking is available at the Northport station, which has only one track.

3. A town Public Safety vehicle will be available at the station during peak hours — 5:30 to 8:30 a.m. and 5:30 to 9 p.m. — to transport persons with disabilities from one side of the tracks to the other. To arrange a ride during those or other times, call Public Safety at 631-351-3234. Riders can call from the train to make Public Safety aware of their need in advance.

4. The town has reached out to the LIRR and asked that announcements about track changes be made as early as possible, so commuters will know if there is an issue before they board the train.

5. If a rider has questions or a problem, they should call the Department of Transportation and Traffic Safety at 631-351-3053.

“I appreciate all you’re trying to do,” White said. “Could we work together to communicate some better things for people in our town?”
After she spoke at the meeting, Huntington Town Supervisor Frank Petrone (D) thanked her for her suggestions and encouraged her to meet with the town’s director of transportation to continue a dialogue.
The news adds to rider woes, as those dealing with Huntington’s maintenance may also be delayed by Long Island Rail Road work at Pennsylvania Station.

Bruckenthal retires Saturday, Lt. Bill Ricca to take helm

Northport Village Police Chief Ric Bruckenthal will be retiring on Saturday, Sept. 26, ending a career of nearly four decades of policing the village’s streets.

Lieutenant Bill Ricca will be taking over at the helm. The lieutenant said he is looking forward to continuing the chief’s work.

“He’s done such a great job here; he’s made this a model department,” Ricca said in a recent sit-down interview. “[There will] be very few changes when I take over.”

Bruckenthal, 62, has spent 37 of his 39 years in law enforcement at Northport Village Police Department. He has been chief for the last 15 years, after working his way up the ladder. He began his career as an officer and rose to sergeant and then lieutenant. He resides in Northport with his wife Patricia, and they had four kids, Noa Beth, Nathan, Matthew and Michael. Nathan was killed in action in Iraq as a coastguardsman in 2004.

Bruckenthal grew up in Queens. He graduated from Queens College and then attended John Jay College, where he received his bachelor’s degree in criminal justice and police science. From there, he took the first police job he was offered, in Asharoken Village.

“It was very quiet, and in the winter it was dead,” the chief said. “I wanted a little more activity. So in 1978, I had the opportunity to come here. Northport then was a lot different than it is today.”

He said that downtown Northport used to have a “tremendous” number of bars. Bruckenthal said with a laugh that there were quite a number of bar fights back then, but that has changed due to a big decrease in the number of bars in the village now. While he doesn’t know why the dynamic of Northport has changed, he thinks it has to do with more and more people realizing that Northport is a unique spot.

“That has changed the environment here,” he said.

Bruckenthal said being involved with the community is the best way to run a successful police department.

“I really believe interacting with people, just talking with people and getting out of the police car, is the best police work you can do. It’s a small department, so I try to encourage the officers to tell me what they are interested in, so maybe we can do something with their interests that’s going to help the department and the community.”

For example, one officer under Bruckenthal’s command is a former Eagle Scout, so he attends all the Eagle Scout presentations. Other officers interact with the schools in Northport, because they have children that are in all the different schools within the district. He thinks this management strategy helps connect cops to their community.

Bruckenthal has enjoyed working with the administration at Northport Village Hall and said “they really do have the community and the village in their best interests.”

Henry Tobin, deputy mayor of Northport Village, said that Bruckenthal would be deeply missed.

“One reason Ric has been loved by the village and supported so strongly through tough times is because the people know he has no personal agenda,” Tobin said in a phone interview. “He is motivated by what is best for the village.”

Tobin acknowledges that the village is fortunate, however, to be gaining a chief in Ricca.

“He is a deeply felt member of the community. He is dedicated to public service, fairness and empathy,” he said.

In terms of improvements he’s made to the department, Bruckenthal touted a number.

“I think we’ve better trained our people in first aid, CPR, and AEDs (automatic external defibrillators),” Bruckenthal said. “That was always something I thought was very important. I was the first EMT in the department. We handle a significant amount of aided cases. If you can help the person more than just saying, ‘hurry up with the ambulance,’ I always thought that was important.”

Bruckenthal and Ricca have both personally made several saves using CPR, which they consider highlights of their careers.

Ricca, 49, has been a part of the department for 24 years. He and his wife Dawn have five kids: Joe, Nicole, Dominic, Angelina and Steven. Ricca worked as a police officer in New York City with the K-9 Unit, with canine partners Sparky and Sherlock. Sparky was a German Shepherd and Sherlock was a bloodhound.

“The dogs and you are a team,” Ricca said. “Your dogs come home with you. It was probably the most fun I’ve had being a cop.”

In 1991, he came out to Northport as a police officer, and quickly became the firearms instructor for the department. He has taken on more responsibilities since then as the department trainer.

“In a small department like this, when an opportunity comes around here to do something specialized, you’re excited to grab it,” Ricca said. “Under Chief Bruckenthal, he’s been very aggressive in sending guys out to do training.”

Ricca has been taking over Bruckenthal’s duties and day-to-day activities for a few weeks now, and once he officially becomes chief on Sept. 27, he will fully take over administrative duties at the department. He doesn’t think the Northport Village Board will replace him with a new lieutenant immediately after he is promoted.

When asked why he was first interested in becoming the new chief, Ricca said, “I was always an ambitious person. I never sat down and said ‘good enough.’ I think I make a good leader.”

Ricca thoroughly enjoys working in Northport.

“I love to be a cop where I live,” he said. “I walk downtown almost daily and stick my head into the stores, say hello to the store owners, say hello to the shoppers. It makes my day, it’s my favorite part of working with the police department in Northport.”

Ricca hopes to build an even stronger bond with the community as chief, with potential events like coffee with a cop.

“We can’t do this job ourselves. We can answer calls and catch bad guys, but we need their support. We do public service 90 percent of the time. And we don’t want the people to be afraid to call us.”
