What sparked your interest in environmental protection and which issues concern you the most?

Long ago, I made a choice between my eyes and my ears, and I chose my eyes. People can argue whatever they want, but I’ve seen what this Island was. I grew up on Long Island. I’ve watched it change and I know what it needs.

The things that concern me about this Island are the threat of climate change and rising sea levels, which is why we’ve bought hundreds of acres at Mastic Beach — to convert them back to wetlands, to act as a sponge.

The week before I was elected in 2012, Hurricane Sandy hit. I went down to Mastic Beach, which was part of my original district in the ’80s. I knew the mayor and I went down with Dan Panico [R-Manorville], who was the councilman, and we took a tour.

Neighborhood Road is the road that runs east and west through Mastic Beach. Everything south of Neighborhood Road was flooded. And the other thing I remember about that disaster was the smell. With all the trees and the downed wires sparking, it smelled of sewage because all their cesspools were inundated, and it smelled of oil because they all had above-ground tanks that spilled over.

It was so devastating when I went down there. Mastic Beach has recovered since, but I will never forget the disaster that hurricane caused and the flooding that it unleashed. Marshlands act as sponges that are capable of handling a flood like that. That is why I am deeply invested in trying to buy up as much of the marshland that was built upon years ago and get rid of some of the small homes there.

The other concern is the carbon footprint we leave. I’m a big supporter of renewable energy. When I was a [county] legislator for the 1st District, I bought more land and preserved more farmland than the other 17 districts combined.

The pattern of development has been so intense that we’ve screwed up this Island by sprawl. We should have thought more carefully about the pattern of development here and what we could do in terms of public transport, in terms of public services — and we didn’t.

What is your preferred approach to the issue of eroding bluffs, a growing problem along the North Shore?

Sometimes people live along those bluffs, so you want to see what type of engineering solutions there are to secure or stabilize bluffs. I know the Village of Port Jefferson is debating what to do about the Port Jefferson Country Club because their tennis courts are going to fall in [the Long Island Sound] and then right after that, probably the clubhouse.

My view would be the same as it would be for Mastic Beach — to retreat from the bluffs. But again, sometimes you can’t do that because people live atop them, so you have to look at engineering solutions that would help stabilize the bluffs. It’s Mother Nature at work. Can man-made solutions resolve it? Sure they can … temporarily. Clearly, what should have been done is something that would have prevented building near or on the bluffs.

Can you discuss the recycling initiative that your office has undertaken?

Back in 2017, China announced its [Operation] National Sword policy. It said, “Hey, we’re not buying any more recycled goods from the United States.” Well, that created all types of problems.

Unfortunately with recycling, a lot of what needs to be recycled rests with the State of New York, and they have not been innovative. The [Department of Environmental Conservation] has chosen to be a regulator and not an innovator. Let me give you an example: glass.

Glass is one of the largest contaminants in the recycling process. To recycle, what do you need? You need a marketplace. Recycling doesn’t work if you don’t have a marketplace to reuse the goods that you’re recycling, which is why recycling has collapsed in large parts of this country.

What we’re looking for from the State of New York is called a BUD — a beneficial-use determination. We believe glass should be an aggregate used in concrete. Concrete is the most carbon-intensive production of any substance that we know. And the way you can end that is by substituting glass in that process as an aggregate, and we’ve allocated for that.

What this requires is the state DEC to give us a beneficial-use determination. Now we’ve proved that because we’ve built these huge drainage rings for our recycling center and we got state permission to use glass as the aggregate in the concrete. They are not even looking at that.

At Stony Brook University, there’s a boathouse. It’s painted blue and was built in 1989. Do you know what it was built out of? Ash. The strength of that building is stronger today than the day it was built in 1989. Guess what we do with our ash? We put it in our landfill. Yet we don’t get a beneficial-use determination to use ash in concrete, in asphalt or in other products. This would create a market for glass and ash.

Also, I’m waiting on the state legislation. I have an ally in the state Legislature — an old friend of mine, someone I served with in the [county] Legislature in the ’80s, and we still work together to this day: [Assemblyman] Steve Englebright [D-Setauket]. I’m trying to say, “Steve, what are we doing here? There’s so much we can be doing.” We need a “Bigger, Better Bottle Bill.” We need to create markets for products because if we don’t, recycling will not work and will not be effective.

If you give enough time and you watch a leaky faucet, that water one drop at a time over a long period of time will make a difference. I always remind myself of the one drop of water. Because if you keep on hammering away at it, change will come. If only incrementally, it will come for the better, for things that should come, for things that are so common sense that even the opposition can’t argue against it. And usually, the opposition tends to be monied interests that have some kind of economic benefit to them, not to the society as a whole.

How did you end up in the supervisor’s office?

I started out as a teacher. I taught for 12 years, almost all of it at Hauppauge. I was very active in the teachers union there. I was the treasurer of the teachers union on their executive committee. In fact, one of my students was Jay Schneiderman, the supervisor of Southampton [D] — I taught him seventh-grade social studies.

I was always active, kind of on the sidelines as a volunteer. In 1979, in the Town of Brookhaven — which had been under Democratic control for four years — the Republicans won everything and they needed people to go into town government. I had done a lot of work for the school district on federal and state aid, so they asked me to become a part-time federal and state aid coordinator.

I started there, and the first thing I got was a massive grant for community development. We got a huge, multimillion-dollar grant, but there were conditions on hiring staff. So they asked me to become the first commissioner on housing and community development for the town. I asked the school district to give me a leave of absence — they were very kind and gave me three in a row. And finally I told them, “Look, I’m not going to come back,” because I was into that job. I did that for five years and loved it.

All the sudden, the [county] legislative seat in which I lived had opened up and they asked me to run. Even though it was a little bit less money, I thought about it for a while and I said “yes.” I ran and was elected to the Legislature in ‘85 and then again in ‘87. I was getting ready to run again when our county clerk died. In between, I had run for Congress and did very well — I got 49.6% of the vote against an incumbent, Mr. [George] Hochbrueckner [D-NY1].

I ran for county clerk, won all 10 towns and went on to win five elections as county clerk. In that time, I had moved, the lines had changed and I got elected to the 1st Legislative District as their county legislator, which included all of eastern Brookhaven from Shoreham to where I live in Center Moriches, as well as Riverhead, Southold and Shelter Island. I loved that district and didn’t lose an election district for the four times I ran. And I was getting ready to run again when Mr. [Mark] Lesko [D], who was the [Brookhaven] supervisor, resigned midterm.

I was asked to run for supervisor and I thought long and hard about that. The major reason I did that was because I had a son [Keith] who was a town councilman and died in office. He always told me that at some point in life he wanted to be a supervisor. That motivated me to say “yes.” I wound up winning five terms as supervisor. So that’s the very short synopsis of a long story.

Brookhaven is an old township that has endured for three-and-a-half centuries. What does it mean to you to be a part of that tradition, and what do you see as your place in it?

The one thing I know about history is that people are quickly forgotten. That’s why I made sure that when I became supervisor, I said, “Other than in Town Hall, I don’t want my name on any town signs or anything.” And you will not see my name on a town park or anything because I made it clear that I’m just passing through.

I believe one of the greatest things I did was save 1,100 acres and put them in the Central Pine Barrens — 800 of which was National Grid property. The legacy that I leave will be a legacy that benefits people, but they will not know it was me.

Voters will choose between Gov. Kathy Hochul (D) and U.S. Rep. Lee Zeldin (R-NY1) for governor in the November gubernatorial election. Photos from candidates’ offices

Gov. Kathy Hochul (D) and U.S. Rep. Lee Zeldin (R-NY1) each won their party’s primary election on Tuesday, June 28, setting the stage for the gubernatorial election this November.

Hochul won her race handily, winning every county in the state. She became the first female candidate to win the Democratic nomination for governor.

“I stand on the shoulders of generations of women, generations of women who constantly had to bang up against that class ceiling,” the governor said. “To the women of New York, this one’s for you.”

Hochul bested New York City Public Advocate Jumaane Williams and Long Island native Rep. Tom Suozzi (D-NY3). Along with his unsuccessful bid for governor, Suozzi vacated his seat in Congress, triggering a primary election to fill that seat which will be held Aug. 23.

Suozzi was not the only Long Islander in the running for governor. On the Republican side, Lee Zeldin, of Shirley, beat out three other Republican candidates, including Andrew Giuliani, carrying 43.9% of the vote statewide with over 95% reported.

In his victory speech, Zeldin said, “I commend all of the candidates in this primary for running a hard-fought race and look forward to working together to fire Kathy Hochul and save our state. This is a rescue mission to end the attacks on our safety, wallets, freedoms and kids’ education. Losing is not an option.”

Lt. Gov. Antonio Delgado (D) also won his race and will run alongside Hochul throughout this election cycle.

In the legislative race, two Republican candidates — Edward Flood and Thomas Wiermann — competed for their party’s nomination in the 4th Assembly District. Flood, a narrow winner unofficially by 2,491 votes to 2,375, will take on state Assemblyman Steve Englebright (D-Setauket) this November in the general election.

At the county level, Republican Vincent Puleo, town clerk of Smithtown, defeated incumbent Suffolk County Clerk Judith Pascale, who has served in that position since 2006. Puleo received 60% of votes in the primary election.

How changing political boundaries can have real consequences for voters and their representatives

Redistricting is shaking up this election season.

Redistricting is the process by which new political boundaries are drawn to reflect the changes in populations across regions and states. New congressional districts, as well as state Senate and Assembly districts, are redrawn by state Legislatures every 10 years to accord with the most recent U.S. Census results.

This year, a cloud of uncertainty was placed over the electoral process when the state Court of Appeals blocked the New York State Legislature’s plans for redrawn district maps. The majority 4-3 decision sent the responsibility for redrawing the lines to an out-of-state independent commission.

State Sen. Mario Mattera (R-St. James), whose District 2 was altered significantly under the new lines, accused the majority in the state Legislature of attempting to gerrymander his district.

“What happened was — and I’m going to say this — the Democrats went in and gerrymandered the lines in the Senate and the congressional lines,” he said.

Unlike the district lines for the state Assembly, which Mattera suggested were worked out through a series of compromises between party leaders, the state Senate could not find a working agreement for new lines. The state senator also said that the lines could have been revised before they went to court, but the majority objected, hoping to win a favorable opinion for its unfair district maps.

“The judges ruled it gerrymandering, so it went to an outside commission called Special Masters, out of Pennsylvania, and it cost the taxpayers money to do this,” he said. 

Mattera expressed frustration at the process, which he said wasted time and taxpayer dollars unnecessarily. He called the recent redistricting process “government at its worst.”

New boundaries, altered communities

Under the new district maps, people in communities throughout Long Island will see major changes this year in their political representation. Mattera, whose district currently includes Setauket, Stony Brook and Old Field, will no longer represent those areas after this year. 

“Even though, as a Republican, I wasn’t getting the best results out of Setauket and Stony Brook, I still loved my district,” he said. “I did very well in knowing the people and getting to know everybody, and now I’ve lost all of the Township of Brookhaven.”

Mattera is not alone in losing a significant portion of his current constituency. State leaders all across the Island have had their district lines redrawn as well.

“Southold in its entirety has been taken away from Assembly District 2 and has been placed in Assembly District 1,” said state Assemblywoman Jodi Giglio (R-Riverhead), who represents the 2nd District. 

Despite losing Southold, Giglio is not disappointed by the changes in her district. She considered the redrawing of the Assembly lines a product of bipartisan negotiations and was glad to pick up new constituencies elsewhere. 

“I’m never disappointed when the process is done fairly and when it’s done by a bipartisan group that is drawing the lines,” she said, adding, “I was pleased to pick up many people in the 2nd Assembly District and will continue to work for the people of Southold as I have grown very close to them.”

Redistricting, past and future

Helmut Norpoth, professor in the Department of Political Science at Stony Brook University, detailed the long history of partisan squabbles over district lines. He said gerrymandering has existed since at least the early 19th century. 

The word “gerrymander” was created after the infamous Massachusetts Gov. Elbridge Gerry, a Founding Father and later vice president who first employed the tactic to create bizarrely shaped state senate districts. Norpoth said gerrymandering has been around “forever” and that “it’s a fact of life” whenever district maps are redrawn.

Norpoth and two of his students recently submitted a proposal to the New York State Independent Redistricting Commission. Their work is centered around making district maps fairer and elections more competitive. 

“One of the requirements that we followed in our proposal is to keep communities intact and minimize any splitting of a natural community into different districts,” Norpoth said. Districts “have to be contiguous, they have to be compact. They have to be as competitive as possible, so that the balance can give both parties a chance.” He added, “There are so many different angles that you have to abide by. It’s sort of a magic act to put it all together.”

While there are so many variables considered while drawing district lines, supercomputing may help to speed up and simplify the process. Robert Kelly, professor in the Department of Computer Science at SBU, focuses on automated redistricting, which uses a mathematical formulation to generate district lines based on a wide range of constraints.

“That allows us to look at, for a given state, what the constraints are in redistricting, whether they be constraints by the state constitution, state laws or constraints given by federal court rulings,” he said. “With that, we can formulate a way to evaluate the quality of the given redistricting plan and then we can try to optimize that result.” 

While advancements in computer programming and supercomputing are helping researchers improve redistricting models, Kelly acknowledged that they can also be used for nefarious purposes.

“It’s becoming clear that it’s easier to draw unfair districts,” he said. “The conclusion would be that with the availability of so much digital data that allows you to predict the voting patterns of individual voters and allows you to manipulate these district boundaries, it is creating a situation where more and more states are creating district boundaries that favor the political party that happens to be in power in the given state.”

With so much controversy today surrounding redistricting, it is questionable whether the problems of partisan gerrymandering will ever go away. Despite considerable effort by researchers like Norpoth and Kelly, conflict over district boundaries may be a feature inherent to any system that requires those lines to be redrawn.

When asked whether the redistricting process could ever become fairer, Kelly said, “Yes, I believe it could be more fair. … But would I predict that would ever happen? I would not bet on it.”

State assemblywoman on Albany’s neglect of Long Island

New York State Assemblywoman Jodi Giglio (R-Riverhead) has openly criticized the state government for neglecting Long Island communities.

In an interview earlier this week, she addressed the upcoming gubernatorial primary election, her efforts to reach out to colleagues across the political aisle, the backward state of public infrastructure on the Island and more.

What is your professional background and how did you end up in the state Assembly?

I started my own construction company in 1997. I went to Stony Brook [University] at night while working full time during the day. I started to become very active in the construction industry and in land use — we owned 146 acres in East Quogue. My company is a certified Women Business Enterprise and I’m also a member of [the International Union of Operating Engineers] Local 138.

At the time, the Southampton Town Board put us in a moratorium for 2 1/2 years and raised our property taxes from $80,000 to $400,000. I was present at every hearing for the moratorium, where we couldn’t file an application and basically couldn’t do anything with our property. I felt that my property rights had been violated and became very involved in the political spectrum.

I started the Riverhead Business Alliance, where I had 50 businesses pay $300 a year so that I could hire somebody to send out emails letting businesses know about zoning changes that would be detrimental to their businesses. I set up a board of directors — and I was the president and the founder — and we just let everyone know what was happening in local government. A couple of years later, the business community asked me to run for the Town Board, which I did. I served on the Riverhead Town Board [as councilwoman] for 10 years.

There was a shift in government when [former state] Sen. [Kenneth] LaValle [R-Port Jefferson], who was a tremendous asset to the 1st Senate District, decided that he was no longer going to run. That’s when Anthony Palumbo [R-New Suffolk] decided to run for Senate. They asked me to run to fill his [state Assembly] seat, which I did, and I’m happy to serve the 2nd Assembly District in Albany.

You have spoken recently about the need to funnel tax dollars back into Long Island communities. In your opinion, are Long Islanders underserved by Albany?

Absolutely. I think all of Long Island is underserved by Albany. The largest concentration of New Yorkers is in New York City, so a lot of the money gets funneled into the five boroughs. I think that we pay a tremendous amount in tax dollars and a tremendous amount in our utility costs and that we are underserved.

However, I am very close to a lot of people on the other side of the aisle. I explain to them the problems that we have in our district and that we need help. I have been inviting them out here to come to different events, such as the Bell Town Heritage Area [in Aquebogue], where a friend of mine in the Assembly, Alicia Hyndman [D-Springfield Gardens], actually came out with her daughter and spent the day with me out here in the district, so that I could show her some of the challenges we face. On Saturday for Juneteenth, I went into Hempstead and spent the day with my dear friend, Taylor Darling [D-Hempstead] who is also in the majority, to see what her population is faced with.

I think that’s what it really takes: Not being a foreigner to other areas of the state, to realize what their needs are, and to make sure that we all work together to bring some of that money and some of those resources back to Long Island. 

As local residents enter the voting booth for next week’s gubernatorial primary elections, what are some important issues that they should keep in mind?

The important issues are the high taxes that we pay in New York state and getting people back to work. I think that shutting down the economy and making people dependent on the government is problematic and it hasn’t worked in other countries. 

I’ve worked with Congressman Lee Zeldin [R-NY1] since 2009 in his campaigns and have worked very closely with him over the years to make sure that our voices are heard here on Long Island. I think he’s been a pretty good advocate for us. I’ve listened to the debates and I think all of the candidates make great points. They have different areas of expertise that could help the state and I hope that whoever becomes the governor will tap into those assets, knowledge and experience that those others have. 

I think that Lee Zeldin is the most experienced person running for governor in that he served in the state Senate and he also served in Congress, so he knows the mechanisms of government and can hit the ground running right away because we need a quick reversal of what is happening right now in the state.

Two Long Islanders will be on the primary ballots next week: Zeldin and Rep. Tom Suozzi (D-NY3). What does this say about the relationship between Long Island and Albany?

Long Islanders are mad. Whether it’s from the South Shore or the North Shore, the East End or the middle of Long Island, people here are mad. Our Long Island Expressway was a debacle for too many years. We needed that federal infrastructure money and I’m glad to say some of it is coming back to Long Island. 

Long Island is a very unique place. There are a lot of people across the state that are spending a lot of time on Long Island, enjoying our waterfronts and our fisheries, our marinas and our farms, our commerce and our beaches. It’s important that we promote ourselves and make sure that Long Island has a strong voice in the state government.

In your opinion, is the MTA-LIRR underperforming? And what can be done to expedite services and make the railroad more responsive to Long Island communities? 

I can tell you that the New York State government is a crutch for the MTA whenever the MTA fails or overspends or has issues. I think that the current governor [Kathy Hochul (D)] shutting down the government for so long, especially in New York City — and the city government that shut everything down from theaters to shopping to restaurants — it really showed New York City that Long Island can work from home and that we don’t need to go into the city. 

I think that is going to cripple the MTA even more. The fact that the current governor held back and kept shutting everything down, sending the troopers and child protective services into restaurants on Long Island and throughout the state to make sure that everybody was shut down was a further step into government dependency. We were just writing unemployment checks and encouraging people to stay home and not go to work. 

How can the state government be brought closer to the people of Long Island?

As I said previously, by bringing people out here. A lot of people on the other side of the aisle in the majority are planning on coming out and spending some time with me out on Long Island this summer, including Majority Leader Crystal Peoples-Stokes [D-Buffalo]. We’re going to visit the wineries and the farms, look at the beaches and spend some time together. She has assured me that she will be out here with me and I plan on taking a trip up to Buffalo to see what her hurdles and her struggles are.

I think that by bringing people out farther on Long Island and seeing what we have out here … especially our expressway. Long Island has been neglected for far too long and we need to make sure that our roads are safe, that our law enforcement is making sure that our communities are safe and that there’s always somebody at the other end of the phone to answer the call. 

Our volunteer firefighters and our volunteer EMS workers, they are finding it very unaffordable to live here. We need to make sure that there are incentives for them to stay as another aspect of public safety. That is the fundamental reason why we have a government: public health, safety, welfare and prosperity.

Is there anything else you would like to say to our local readers?

I would like to say that elections have consequences. It’s very important that everyone pays attention to who is running for office. Look them up on the internet. We have easy access now to look at the platforms of the people running for office. Pay attention to who’s running and who best represents your ideals, your values and your concerns.

In what is typically a quiet spot in the woods of Shoreham, elected county officials and community leaders gathered for a ribbon-cutting ceremony on June 10.

The North Shore rails-to-trails project was first introduced some five decades ago when a young woman at the time wrote a letter to the editor advocating for the conversion of an old rail line into a bike path. After decades of planning, the path, which links Mount Sinai to Wading River and everything in between, is finally complete.

County Executive Steve Bellone (D) headlined the event. He spoke of the immense willpower on the part of the parties involved in making this dream a reality.

“You know any time a project is on the drawing boards for 50 years and you’re actually at the ribbon cutting, that’s a great day,” he said. 

In March 2020, the county completed its updated master plan for hiking and biking, which called for 1,200 miles of new bike infrastructure, according to Bellone. At full build-out, the plan would put 84% of county residents within a half-mile radius of a biking facility. The opening of the North Shore Rail Trail, he suggested, is an important first step to executing the master plan.

“This opening today really goes a long way toward kicking off that next effort — and we don’t want all of that to take another 50 years,” the county executive said. “That’s the kind of transformative investment we need to be making to keep our region prosperous and growing and attracting and retaining young people.” 

Suffolk County Legislator Sarah Anker (D-Mount Sinai) spearheaded much of this project through the various levels of government and into completion. During that process, Anker said her office overcame a number of obstacles before getting to the finish line. 

“We understood as a community we needed this,” she said. “My number one priority in making sure this happened was, and still continues to be, public safety — making sure our residents, especially our kids, have a safe place to ride their bikes.”

For Anker, the trail offers a number of benefits to local residents, providing bikers with an open space to pursue their hobby while mitigating safety concerns about bikers sharing public roads with drivers. Additionally, the trail will encourage more residents to use their bikes to get around, limiting traffic congestion and air pollution from cars.

“I know someone that lives in Rocky Point,” Anker said. “He takes his bike on the trail now to get to his job in Mount Sinai … that’s what this trail is all about.”

Joining Anker was her colleague in the county Legislature, Legislator Kara Hahn (D-Setauket). Hahn said trails like these can help to band neighboring communities together, establishing a sense of cohesion throughout the area.

“Between this one and the Port Jeff Station-East Setauket Greenway Trail, we can get from 25A in Setauket all the way to Shoreham-Wading River safely,” she said. “Suffolk County’s roads have consistently fallen on a national list of the most dangerous for bicyclists and pedestrians. This is the kind of vision we need to turn that around.”

State Assemblywoman Jodi Giglio (R-Riverhead) suggested that at a time when tax dollars are leaving Long Island communities, the opening of this bike path is also a symbolic victory for the community members and their representatives.

“I couldn’t think of a better way to spend taxpayer money than to invest it in something that is a free, recreational and healthy activity for not only the residents of Suffolk County, but for all of New York,” she said.

Town of Brookhaven Highway Superintendent Daniel Losquadro (R) detailed the many logistical hurdles that the Highway Department had to overcome to make this project possible. 

“There are over 30 road crossings and all of them are town roads,” he said. “We had to work very closely on making sure that the design of that provided for safe passage for our bikers and walkers.” He added, “I live about a third of a mile away and rode my bike here [today]. I ride here with my kids all the time and it is a fantastic addition to our community.”

Anker ended with one final reflection before the official ribbon cutting, placing the trail in historical context. “The original idea came about 50 years ago at a Sound Beach Civic [Association] meeting and also a young girl in 1974, who wrote a letter to the editor,” the county legislator said. “It did take a while, but we did it.”

This week, TBR News Media sat down with state Assemblyman Steve Englebright (D-Setauket) for an exclusive interview to discuss the life and legacy of the late Suffolk County Legislator Tom Muratore (R-Ronkonkoma), a former police officer who served in the Legislature from 2009 until he died at age 75 in 2020.

Reflecting upon his memory of Muratore, Englebright said, “I found him to be very straightforward and honorable, a person whose door was always open, who was willing to listen. We had a warm and cordial professional relationship that was based upon our respect for public service. I came to regard him very highly and he is much missed. He was a very positive part of the world of local governance.”

Addressing Muratore’s personable style of governing, Englebright believes Suffolk residents have benefited from the example left behind by Muratore. “He came across as sincere,” the assemblyman said, adding, “He made people feel they were being listened to, and he had a personal interest in what they had to say. I think it was all authentic, I think he was an authentically good person. For someone with that profile to be in public office was a double benefit for the community because they had someone who they could trust.”

Englebright additionally acknowledged the moral foundation which guided Muratore. The assemblyman believes residents can learn from this example. “I think that he is remembered for being a part of a vibrant community and that leadership takes its form sometimes in subtle ways,” Englebright said, adding, “He was not a flamboyant man, but he left an indelible impression because he was a genuinely good man. I think that’s the lesson: That goodness in the way you react to and interact with others can translate into an awful lot of good for the community if you care really about it, and he obviously did.”

After serving on the Riverhead Town Board for 11 years, it’s time for something new.

Assemblywoman Jodi Giglio (R-Riverhead) started her term this month, by replacing now-state Sen. Anthony Palumbo (R-New Suffolk) in his former Assembly district. When state Sen. Ken LaValle (R-Port Jefferson) chose not to run again for the Senate in Albany, Palumbo took his seat after battling it out against Democrat Laura Ahearn.

The Long Island delegation is featuring seven new faces out of 16 Republican representatives — four new State Assembly members and three new senators — and Giglio, a woman with more than a decade-long political history on the East End, is thrilled to take on a new challenge. 

“It’s very exciting being in Albany,” she said. “I’m honored by the fact that the voters elected me to represent them, I am working hard every day, learning the system and trying to represent them to the best of my ability.”

Apart from being a former Riverhead board member, Giglio owns her own construction management company. Now she’s ready to tackle whatever 2021 will bring. 

“It’s very important in this political and economic climate that we all come together and do what’s best for not only the people of New York state, but for the country,” she said. “I always try to listen to what other people have to say whether I agree with them or disagree with them.

The new assemblywoman said that she will “never be condescending, even if I have a different viewpoint.” Her goal is to find solutions to the problems New York state is currently facing. 

Property taxes

Giglio said one of the bills she is currently working on is to waive penalties and interest for late payments of property taxes for homeowners impacted by the pandemic and those on a fixed income. 

“By adding penalties and interest every single month that they don’t pay is a strain on the people that are trying to pay their taxes,” she said. 

The assemblywoman wants to waive penalties in 60 days from Dec. 31. If a person cannot pay in those two months, there would be no penalties or interest from 60 days to the 90 days, making it a smaller percentage. 

Waste management

“We need to figure out our garbage situation with recyclables because we live on an island and clean water and clean air is very important to us,” Giglio said. 

With the Brookhaven Landfill expected to close in 2024, the assemblywoman wonders how will waste be removed from the Island.   

“What’s the plan? How are we going to get garbage off of Long Island?” she asked. “The costs of getting garbage off of Long Island is really going to have a tremendous tax impact on the residents.”

COVID-19 vaccines

Giglio is hoping to combat the vaccine distribution issues Long Islanders are facing. By rolling out a coherent vaccine plan, she said, then COVID recovery can begin. 

“You have to get people vaccinated where they feel comfortable going out and they feel secure,” she said. “That will recreate the businesses opening up, opening up the catering halls, opening up everything at full capacity.”

Giglio said she is unhappy that New York has been at “such a disadvantage compared to other states.”

“I think we should be getting the vaccinations sooner than later,” she said. “It should have been a collaborative effort, whereas the Legislature decided who was the most vulnerable and when the vaccines came in who would be the people to be vaccinated first. It’s based on us as elected officials hearing from our constituents as to who the most vulnerable are.”

Despite Election Day being Nov. 3, local races have a week or more to settle on the final count.

Suffolk County Republican Board of Elections commissioner, Nick LaLota, said via email they hope counting will be finished before Thanksgiving, Nov. 26, though there is no way to know when everything will be finalized.

Republican candidates took leads in every local state and congressional race based on in-person ballots as the BOE started its absentee ballot count Nov. 16. Election experts have repeatedly said on average more Democrats used absentee ballots than Republicans did, though races will largely depend on unaffiliated voters. 

With that said, it will still be hard going for many Democrats in a few of the most hotly contested races. The U.S. Congressional District 1 race between U.S. Rep. Lee Zeldin (R-NY1) and his Democratic opponent Nancy Goroff still remains out, though Zeldin currently holds a 65,120-vote lead. There are still over 89,000 absentee ballots left in that race, but Goroff would need to reportedly take all non-GOP registered votes in order to gain the upper hand.

A similar challenge is there in the New York State Senate District 1 race for Democrat Laura Ahearn, who has a steep uphill climb against her challenger, current Assemblyman Anthony Palumbo (R-New Suffolk). Ahearn is down by 18,736 from in-person polling, and there are over 42,000 absentee ballots left to count, and she will need many votes outside the two main parties to gain the seat.

The race for State Senate District 2 between Republican Mario Mattera and Democrat Mike Siderakis is heavily favoring red, as there is a 35,109 difference in votes favoring Mattera with less than 43,000 votes to count. 

The State Assembly District 2 race between Democrat Laura Jens-Smith and Republican Jodi Giglio is likely to go in favor of the GOP. With a 14,355 difference and just under 17,000 absentee ballots to count, Giglio has all but cinched her new position. Jens-Smith has previously told TBR News Media she knows she has very little chance of victory.

Some elections are closer than others, such as State Assembly District 4. Many residents reported surprise in messages to TBR News Media at longtime Assemblyman Steve Englebright’s (D-Setauket) deficit of votes compared to his Republican opponent Michael Ross of 1,966. That race currently has 17,909 absentee ballots left to count.

However, there are a few confirmed elections. State Assemblyman Mike Fitzpatrick (R-St. James), with his lead of 23,419 with in-person ballots, is so far ahead of his young Democratic opponent Dylan Rice even the over-17,000 absentee ballots could not make a dent in the District 8 race.

On Nov, 17, U.S. Rep. Tom Suozzi (D-NY3) said his opponent George Santos called him to concede. In a statement, Santos credited grassroots supporters and donors for the close race.

“I am proud that we gained the support of every PBA and first responder organization that endorsed this cycle,” Santos said.

Santos said there may be more announcements in the near future regarding his next steps.

“I would like to congratulate Congressman Tom Suozzi,” Santos said. “We wish him well going forward for the benefit of our district and constituents.”

State Sen. Jim Gaughran (D-Northport) declared victory Nov. 18 against his Republican opponent Ed Smyth. This came after votes absentee votes already counted in both Nassau and Suffolk put him over the edge.

“I am humbled to be reelected by the residents of the 5th Senate District and I thank them for their support,” Gaughran said in a statement. “During my first term in office, I worked tirelessly on behalf of Long Islanders and I am proud to have delivered real results — from a permanent property tax cap to support for small businesses navigating the COVID-19 pandemic. I will keep fighting for my constituents, for Long Island, and for all of New York State and I thank the voters for giving me the opportunity to continue to serve them.”

William Schleisner is 36 and said that even as a senior live events coordinator for ViacomCBS, he struggles every day to make ends meet on Long Island’s North Shore. Things happen, like his cesspool that gave out on a Sunday, of course costing more on the weekend to fix. Even on his salary and with his stable job, the cost of living is simply too much for him, and many Long Islanders are leaving for greener, and cheaper pastures.

“I love New York — I don’t want to leave,” he said in a sit-down interview Monday, Jan. 6. “Me and my wife are faced with the same thing that every young couple is faced with. It’s either stay and suffer or stay and try and change things for the better.”

It’s for those reasons he said he’s running as a first-time Democratic candidate for the New York State Assembly District 2 seat against six-year incumbent Anthony Palumbo (R-New Suffolk). He said making the area more affordable doesn’t just come down to taxes but using progressive initiatives to give incentives for businesses and people to stay.

“I’m not going to sit here and tell you I’m going to lower taxes, that’s nonsense; every politician says we’re going to lower taxes, but it never matters,” he said. 

Instead, he said, he supports the New York Health Act, which would provide health insurance for everyone in the state. While this would likely result in higher overall taxes, most people would see the amount they pay for hospital bills and the like decrease dramatically.

Perhaps more importantly, he said, businesses would have significantly less costs in paying for employees’ health care, which would incentivize them staying on Long Island. He related it to ViacomCBS where he works, adding it spends an incredible amount of money on employees’ health care plans.

“First off, you have a mass exodus because of high cost and lack of jobs, so the question is how to bring that back,” Schleisner said. “It would be more affordable to them overall, because even as their taxes are a little bit higher, their overall cost would decrease.”

In terms of the environment, he said not nearly enough has been done to curb the effects of greenhouse gases. He supports current solar and wind farm projects, such as two that are planned off the coast of Long Island, one off the South Shore and another 30 miles off the coast of Montauk. 

While those projects have come under opposition from some groups, such as local fishermen, Schleisner said he would look to sit down with those groups to help form some compromise but stressed the need for such projects.

“A solar farm is better than not having an island, or not having a planet,” he said. 

The Sound Beach resident said if elected, he would also propose legislation that would require all new buildings be made with sustainable energy, either with solar panels or some kind of wind turbine.

Schleisner has lived in Sound Beach for the past five years, having lived in other parts of Long Island at various points in his life. He has two children in the Miller Place School District, one a 7-year-old and the other 4 years of age. He first became involved in elections as someone who knocked on doors for previous candidates such as Perry Gershon. He was also the treasurer for Sarah Deonarine’s campaign when she ran against Brookhaven Councilwoman Jane Bonner (R-Rocky Point) in 2019. 

In addition, he supports universal prekindergarten for all families. The best means of giving pre-K for those who can’t afford it, he said, is through vouchers and scholarships for either public or private programs that would not be an unfunded mandate on school districts.

Palumbo has won with overwhelming percentages in the last three elections, but Schleisner said he plans to canvass the whole of the district, which encompasses most of the North Fork and the North Shore up to Mount Sinai and as far south as Manorville. As a father of two who works full time, he said it’s going to be a challenge, but said the results would be worth it, likening it to Alexandria Ocasio-Cortez’ victory against her staple opponent in Queens back in 2017. 

He is also going to be running in what is likely to be one of the most contentious years for a campaign, possibly even more so than 2016. He knows it will be hard to break through the miasma of the national stage and its election but added he will not change his stance on his more progressive policies.

“In the end, you have to believe what you’re saying,” he said. “In the end, I’m not going to move off what I believe in.”

The New York State Assembly Minority Task Force on Water Quality hosted an informational forum at the Mount Sinai Rose Caracappa Senior Center Nov. 19 to discuss the condition of the state’s water sources, address emerging contaminants and prioritize and fix aging infrastructure, but some environmental activists disagree with the officials positions. 

State assemblymen Anthony Palumbo (R-New Suffolk), Joe DeStefano (R-Medford) and Dan Stec (R-Queensbury), took feedback from community members, stakeholders, environmental experts, among others to assist the group in its efforts to develop long-term solutions to those issues.

“We all know how important water is — we are here to listen and learn,” DeStefano said. “Hopefully we can have a spirited conversation on the things that are important to you and what we need to do to make those things come to fruition.”

Adrienne Esposito, executive director of Citizens Campaign for the Environment, said Long Island and the state is in a better place than it was five years ago but acknowledges there’s still work to be done. 

“Let’s go to some facts here. We need to treat our sewage in 2019, as you’ve heard we don’t necessarily do that on Long Island,” she said. “Close to 400,000 are still on outdated septic systems which is virtually untreated sewage.”

Esposito brought up harmful algal blooms that are being found throughout Long Island’s coastal waters. She said due to increased nitrogen concerns, which leaks into the local waterways through outdated septic systems and from fertilizer, as just two examples, these algae blooms are spreading to other parts of the state. 

“It is killing off the shellfish industry — people are calling us asking why their water looks like coffee,” she said. 

Palumbo agreed the main issue was excess nitrogen.

“What would you attribute for all the increase in algal blooms and water quality issues?” Palumbo asked. “You could say it is a direct result of excess nitrogen because it’s ‘Miracle-Gro’ essentially that makes this grow at such an alarming rate. It’s a concern for me because clearly nitrogen has been the boogeyman.”

Esposito also mentioned blue green algae being found in all parts of the state, including the Albany drinking reserve, which attacks the liver and could potentially cause liver failure.

The executive director praised Suffolk County’s septic improvement program, saying residents need to replace their old septic systems with new technology, though at the same time current sewage treatment plants don’t treat volatile organic chemicals, 1,4 dioxane, pharmaceutical drugs, pesticides or chemicals found in hair products. 

“It’s going to take time and money, but what plan does not take time and money?” she asked. 

A number of local residents disagreed with scientists’ findings, with a few  skeptical of the recent nitrogen findings on Long Island, one calling it “a naturally functioning
occurrence.”

One resident criticized a map from the Center for Clean Water Technology at Stony Brook University showing the impacts of sewage pollution and blue green algae.  

“It has been overstated and overexaggerated. We have looked at the data over the last five years and there is no trend of increase in nitrogen,” he said. 

Kevin McDonald, conservation project director of The Nature Conservancy, on the other hand said we have to reduce nitrogen use.

“It’s a global problem, it’s a national problem, it’s a regional problem. Any rational person would say in a place as populated as Long Island, it is probably a problem as well,” he said. 

Similarly to Esposito, McDonald criticized how the county treats water.  

“If we had a different model that said that the use of the water should be returned to nature as clean as we got it [then] we wouldn’t have this problem — and present model,” he said. “Instead we can use how you want, pollute and dump it back into the environment.”  

In 2014, Suffolk County asked IBM to look at how it could treat water better and manage a water system for the 21st century. McDonald said the corporation told the county to treat water delivery and treatment as a single concept. 

He said the current model is based on selling as much water as it can.  

“That’s how we have the problem we have now, part of the mess is from us and we have to fix it,” McDonald said.
