Port Jefferson Station/Terryville Civic Association met on March 25 with Staller Associates Realty and its architect to discuss possible architectural designs for the Staller’s 280-unit, three-story apartment complex, which would replace the abandoned shopping center on Route 112, between Cherub Lane and Terryville Road. 

John Lewis from NELSON Worldwide, described as a “masters of suburban mixed-used development master plans” by Staller Associates Vice President Valentin Staller, presented three possible designs for the civic’s consideration. The three buildings were all angular, with long wrap-around balconies, large windows, discrete first-floor parking garages and glass elements. 

The first design was mostly brick with a “warehouse or mercantile kind of feel,” said Lewis, who was inspired by feedback about the Staller’s property in Farmingdale, The Lofts on Main; the second integrates more color and other textures and materials with sleek white columns, while the third is more geometric, contemporary and mostly white. 

“A more residential tone is more of a tone of exclusivity than inclusivity. A commercial feel allows people to feel welcome and draws them in,” Lewis said, saying later that the property will be a community center as people walk from store to store. 

Some residents repeated the complaint that it is reminiscent of Brooklyn and Queens; others thought it was trendy and would be popular among the younger generation; many wanted a more subdued, classic New England feel — something that would mesh more with Port Jefferson. 

While aesthetic discussion revolved mostly around feel, but some residents wanted specific elements such as a unique trim, no shutters or more cast stone.

“They are a little sterile. I like the idea of making it more farmhouse or colonial,” said a Port Jefferson resident. 

“We are the gateway to Port Jefferson…is there a way to make this more to that kind of perception?” asked another. 

Staller had previously lowered the building height at the request of the civic. The property will have a 25-foot setback, be 35-45 feet tall and will not include balconies in the back where the building faces a residential area as well as a larger buffer. 

PJS/Terryville Civic President Ira Costell appreciated the effort to involve the community, but was dissapointed with the renderings. He said a computerized model that displayed the depth and other aspects of the project would have given a “real sense of the feel of the place” and allowed for more effective communication in the future. The meeting which was attended by around 70 people and lasted 2 hours.”It is a starting point rather than ending,” Costell said.

Staller Associates President Cary Staller said construction will start in two to three years. He still intends to devote 20% of the units to people with disabilities, although he doesn’t have a price point per unit approximation. Staller Associates is still looking for vendors, and the civic responded with many suggestions, ranging from a health food grocery store to a bakery, a suggestion that was enthusiastically received. 

Bike lanes and sidewalks are part of the plan, and Cary Staller said he is trying to connect the bike lane to the existing lane. “We are going to have bike lanes from Terryville throughout the site and then to [the Greenway] and we think that will make the Greenway a lot more desirable,” Cary Staller said. 

Lewis said there will be some construction traffic but roads will remain open.

Reconfiguration is the right decision for 3V schools

This letter is meant to address all the Monday morning quarterbacks that are suddenly coming out of the woodwork to voice their complaints regarding the district reconfiguration. The timing of this mini defection is ironic since the reconfiguration is going to happen and the time for speaking up was before the official BOE vote. Hindsight critics can now take a seat. This change has been in the making for decades and remaining “unique” is not an option. 

How about joining the 21st century and accepting that our kids DESERVE this change?  The kids being affected by it are excited and more than capable of adapting.  The parents, being swayed by the ineffectual attempts of a former district employee, are the ones whining about the revision that is in fact going to happen.  This is not sudden, it has been researched and planned for, and the district has done its due diligence regarding transparency with the community.  I am certainly not always in agreement with Superintendent Kevin Scanlon or this Board of Education, in fact I have plenty of bones to pick with them, but on this I know they got it right. 

The sudden desire to combine a start time change with the reconfiguration is a whole other matter, but this has now joined the ranks of the top three things Three Village parents can gripe about.  I stand by my argument that this half-hour change is utterly useless and a complete waste of more than a million dollars.  If parents have enough time to write letters to the board about a reconfiguration that is already set to happen then they have more than enough time to monitor their children’s sleep habits.  And it matters not how old they are, take the phones and other devices away and they will fall asleep from sheer boredom. 

Let’s focus on the amazing opportunities that will come from this move and stop following the “lead” of a disgruntled former employee whose quarrel holds no water.  The cost (from transportation alone) and lack of difference that will result from the start time change should be the debate every taxpayer has with themselves come budget time.   As an alumnus, parent and lifelong community member I can’t wait to see how the mighty 3V thrives in a middle school model.  Dissenters, let it go already.

BESS still under discussion 

George Altemose’s March 13 letter in TBR News Media [“BESS systems still in dispute”] about the proposed battery energy storage systems facility asks a valid question about how much power is needed to “power a home.”  Unfortunately, in his analysis of what would be needed he ends with an unjustified conclusion.  The average power used over the course of a day by most homes is about 1,000 watts, a value used by BESS proponents (my use is less). For an unstated reason Altemose says the average power use must be more like 5,000 watts, a factor of 5 larger.  This changes the picture dramatically.  It is true that use during the day and at night can differ significantly, but the 5,000 watts for an average use is high for all but the largest or power inefficient houses.

LaLota and Suozzi hold town halls

I attended Nick LaLota’s (R-NY1) tele-town hall on March 5 [LaLota and Suozzi hold town halls, TBR News Media, March 13].

The one-hour event started a bit late. LaLota spoke for the first 10 minutes, answering accusations that questions were only accepted from supporters, and that they were not representative of his constituent’s concerns. He said that was not true. 

He then took about six questions from people who asked legitimate constituent concerns.  But he did not actually answer them. His replies consisted of rambling talking points — not substance. And because callers were cut off after asking their question, there was no “give and take.” 

I waited in the queue to ask: “Rep. LaLota, do you approve of the President’s alliance with Vladimir Putin? Yes or no?”  But I did not get the chance to ask. I’m sure there were a great many people who did not get to pose questions. 

The final 10 minutes were devoted to the congressman thanking us for participating in the town hall and his gratitude for being given the opportunity to represent us in the House of Representatives.

He did use polling opportunities to assess our views on a few topics. Press 1 to agree or 2 to disagree. I believe those polls were worthless. The only viewpoint LaLota will support is that of President Trump.

LaLota town hall disappoints

I appreciate that your March 13 edition reported on Congressman Nick LaLota’s (R-NY1) recent “Town Hall.”  I was on the call for that telephone event.  Unfortunately, it could hardly be characterized as “a town hall.”  The call lasted for sixty minutes.  There was time for only a very few questions to be asked of the congressman.  He spent about one quarter of the time, at the start and conclusion of the call, simply telling us what a good job he felt he was doing.  His answers were extremely lengthy and repetitive.  They rarely addressed the key elements of the questions.  They never allowed for a follow-up question.

The “polling” that LaLota conducted was your standard, misleading “push poll.”  Slightly paraphrasing: “Press 1, if you think we should try to reduce government waste.  Press 2, if you think it is okay for the government to waste taxpayer dollars.”

The question I had hoped to have asked was, “Will you please speak out against the indiscriminate, excessive cuts in government services that are hurting millions of Americans including thousands of your constituents; and will you speak out against the fact that so many of these cuts were done in a manner that was illegal and, in some cases, clearly unconstitutional?”

Community alert!

Greetings Port Jefferson Station/Terryville residents, as well as our friends and neighbors from nearby areas.

As many know, in September of 2024, the Town of Brookhaven approved the zoning change sought by Staller Associates for a 260- to 280-unit multifamily apartment complex redevelopment plan for Jefferson Plaza. This is where the existing local Post Office is located presently. This was a controversial proposal that will increase density to levels never seen locally before. As approved, this project will transform the face of our community. Our local civic association worked long and hard to try to voice our concerns regarding this intensive use to address the many impacts, both positive and potentially negative.

One concern was as this development moves forward it enhances a sense of place for our hamlet and creates a positive environment reflecting the character of community. One method for accomplishing this goal is thoughtful design and the use of good architecture. Will it be warm and welcoming or cold and imposing? In this instance, the choice can be ours.

In coordination with our Councilman, Jonathan Kornreich (D-Stony Brook) and Brookhaven town, our civic association is sponsoring a community forum regarding this redevelopment plan at our monthly meeting. I urge all my neighbors and concerned citizens to join us on Tuesday March 25, at 7 p.m. at the Comsewogue Library. Representatives of Staller Associates will present various architectural designs to solicit input and comments from residents. This Visual Preference Survey process will enable us to shape and guide the face and feel of our neighborhood as this mega-project proceeds and impacts our area. Please join us and participate in our shared future.

A proposed 48-unit apartment complex in Port Jefferson Station, Brook Meadows, has sparked a potential boundary restructuring between Brookhaven Town and Port Jefferson Village. Developer Northwind Group wants to annex the project site on Baylis Avenue to Port Jefferson Village. 

This unusual move comes after Northwind’s initial attempt to secure a zoning change from Brookhaven Town for the 5.6-acre parcel at 16 Baylis Ave. failed amid community and official opposition.

Baylis Avenue, a dead-end street with only 6 properties, presents a unique situation. While physically located within the Town of Brookhaven, its sole access point is via Sheep Pasture Road, which lies within Port Jefferson Village.

If both the town and village consent to the annexation, Brook Meadows would be assessed by Port Jefferson’s land-use boards instead of those of Brookhaven’s.

However, Ira Costell, president of the Port Jefferson Station-Terryville Civic Association, said in a recent Newsday article that he thinks the annexation “has the feel of a backdoor move to circumvent both the town and the residents of Port Jefferson Station” to bypass town zoning laws. 

“If this was a constant process and policy now, we are eating away at the margins of what’s been long-term, long-established as the governmental jurisdiction. It still remains part of our school district. Everybody around that parcel will be Port Jeff Station residents. I mean, what’s the logic behind this,” Costell said.  

There is a public hearing, scheduled for March 6 at Brookhaven Town Hall in Farmingville, is poised to be pivotal in determining the fate of the Brook Meadows development and its implications for municipal boundary adjustments. 

Ultimately, the fate of the annexation and the Brook Meadows project will hinge on a joint decision by Brookhaven Town and Port Jefferson Village.

When two years ago, a significant development threatened to reshape the character of his tight-knit community dramatically, Ira Costell knew he had to act. 

As the recently elected president of the Port Jefferson Station/Terryville Civic Association, Costell became more determined than ever to ensure his neighbors’ voices were heard.

“I figured, this was an opportunity for me to pitch in and try to do my best to give voice to those issues that I felt some of my neighbors and myself were concerned about,” Costell said.

Over the past two years, Costell has done just that, reinvigorating the Port Jefferson Station/Terryville Civic Association and transforming it into a powerful platform for community advocacy. 

“I try to do it to the best of my ability. It’s a learning experience, but I think I’ve grown into the position, and [I] do my best to be an honest broker so that it’s not just about my opinion. I really try to facilitate what I think the group is trying to say,” Costell said.

Through Costell’s leadership, the organization has seen a surge in engagement. It has over 200 people on its mailing list, over 50 voting members and countless other community members who show up at meetings to voice their concerns. 

This grassroots mobilization has allowed the civic group to have a tangible impact on key issues facing the area, from influencing the outcome of a contentious rezoning proposal to securing a commitment for a comprehensive traffic study, all completed under Costell’s leadership.

While the association has accomplished many things under Costell’s leadership, his decades-long commitment to community service extends far beyond the organization.

“I have a background of giving service to protecting the environment. I was the former chair of an environmental commission in the county of Suffolk,” Costell said. “I [also] continuously give service as a family advocate for people struggling with problems with drugs and alcohol,  connect people to treatment and give them help, and I try to educate and assist families that are struggling with loved ones who are challenged with the disease of addiction,” Costell continued. 

Costell’s dedication to his community has not gone unnoticed. His tireless efforts and passionate advocacy have earned him the respect and admiration of his peers and neighbors.

“Ira Costell goes about his business in a quiet way. His planning background and decades-long residency in Port Jefferson Station and Terryville are priceless. He uses both to assist in his decision-making as it pertains to our community,” Lou Antoniello, treasurer of the Port Jefferson Station/Terryville Civic Association, said. 

Costell’s ability to galvanize community support and his commitment to addressing local concerns have significantly impacted the Port Jefferson Station/Terryville community. His leadership has not only revitalized the civic association but also empowered residents to actively participate in shaping the future of their neighborhood.

As Costell continues to serve his community, he inspires others to get involved and make a difference. His story is a testament to the power of individual action and the importance of community engagement at every level. 

For his work with the Port Jefferson Station/Terryville Civic Association, TBR News Media is pleased to name Ira Costell as a 2024 Person of the Year.

Not a rebuttal

Stefanie Werner’s letter, “Missing the Boat: A Rebuttal to the Three Village Start-Time Debate” [Village Times Herald,  Nov. 28], raises questions about her understanding of the term “rebuttal.” A rebuttal requires more than simply using dismissive terms like “lackluster,” “inane,” “nonsense,” “so-called,” “half-cocked” and “fantasy.” If Ms. Werner has objective evidence contradicting the extensive, peer-reviewed research supporting the benefits of later school start times, she should present it — perhaps even publish it.

In any case, she seems to have misunderstood a key point: research does clearly demonstrate that even a 30-minute delay in start times yields measurable benefits. So the planned 35-minute shift from 7:05 to 7:40 qualifies. If we fully followed the American Academy of Pediatrics’ recommendation of an 8:30 a.m. or later start, we would likely see even greater positive effects.

What remains open to good-faith debate is whether the proven benefits to students’ health and academic performance outweigh the financial costs — estimated at less than 0.5% of the district’s budget, according to the BOE — and other trade-offs. Perhaps they don’t. But Ms. Werner should address these trade-offs with honesty, presenting accurate data on potential impacts to class sizes, electives and other logistical concerns.

New Yorkers need expanded access to creative arts therapy, a vital treatment in mental health care

Mental health issues are not one-size-fits-all and neither should be the design of their treatment.  Due to a multitude of unique cultures and life experiences, the availability of a variety of approaches is required to meet the mental health needs of New Yorkers. Take the case of my patient, “Rose.”

Rose survived a horrific automobile accident. Afterward, she struggled with physical pain, anxiety and fear. As a licensed creative arts therapist (LCAT) and music therapist at a Long Island hospital, I worked with Rose to help her cope through her recovery. Rose was additionally impaired by a word retrieval problem caused by her traumatic injury, but she soon discovered she could convey her thoughts and feelings eloquently through the language of music. During individual music therapy sessions, she learned tools to reduce her anxiety and process her emotions. In collaborative sessions with her physical therapist, Rose experienced the priming effect of music and its ability to promote steadiness and motivation. Her explanation of how music therapy integrated the healing of her mind and body was clear: “the music held the pain for me.” And then her music therapy treatment had to stop.

 Due to current New York State law, Medicaid insurance would not cover Rose’s therapy with an LCAT once discharged from the hospital. However, a new bill (A9018/S8715) has been presented to Gov. Kathy Hochul (D) that seeks to amend the law, permitting LCATs, like other licensed mental health practitioners, to bill Medicaid directly for mental health services to Medicaid patients. 

 LCATs are master’s and doctoral-level licensed mental health professionals trained in clinical psychotherapy and a specific arts discipline (music, dance/movement, drama and art therapy).  LCATs offer unique, evidence-based techniques to foster healing and recovery. Rooted in the world of images and sound, creative arts therapies tend to be less reliant on verbal interchanges, opening a dimension to self-expression and emotional exploration to those who may have difficulty with talk therapy. Far from one-size-fits-all, these interventions are individualized and tap into the patient’s potential to create, develop and change.  Research studies highlight creative arts therapy as a low-risk, high-benefit category of intervention. 

In my work, I have seen people, seemingly broken, rise through the ashes of their pain and trauma, empowered by a piece of music that speaks their truth like nothing else could.  Whatever the medium, engaging in the creative process in a therapeutic context can be transformative. Rose, and others on Medicaid, should not be deprived of this treatment opportunity. I call upon Gov. Hochul to sign the Medicaid bill and expand access to these life changing therapies.

In response to “Clarifying Roles: Code Officers don’t need firearms

Mr. Drew Biondo has written a very well composed letter to the Editor advocating that Village Code Officers do not need firearms. He is technically correct. Their primary job is “code enforcement.”

The question I raise is: are Village Constables Parking Meter Readers or are they an aide to the local police? My experience indicates that they are the invaluable eyes and ears for the local police. They are usually the first on the scene when an unfortunate accident or crime occurs.

Yes, they are “Peace Officers”, and I value their role in Belle Terre and especially in Port Jefferson which has many transient visitors.

Now, if you want “Meter Readers” issuing parking tickets, etc., then take away their firearms. Take away their uniforms too. Do you think that an armed criminal differentiates between a Constable or a SCPD Officer? Who is going to apply for your Constabulary positions. Not a retired SCPD Officer when you tell them to leave their personal firearms at home.

We don’t live in Rural Vermont. We have an active and fun community. Let’s keep it that way. I believe we had a shooting on Main Street last year. I was shocked! But this happened in Port Jefferson! Two nights ago in Belle Terre, a car with 3 kids under the age of 23, smashed into a tree on Cliff Road. The car exploded into flames. The Belle Terre Constabulary were on the scene within 2 minutes to pull the kids out of the car to save their lives. The Constables are trained professionals, and they saved 3 lives. They are not Meter Readers and respond more as trained first responders.

The local residents and I have always respected the Port Jefferson Constabulary. In my professional opinion, if it is not broken, why fix it. These constables provide a valuable service to the residents and to the community.

An open letter to Port Jefferson Station/Terryville residents and neighboring communities

 The Port Jefferson Station /Terryville Civic Association would like to remind everyone of a very important meeting next week about a significant proposal impacting our community and others like ours nearby. We are hopeful of having as many of our residents and concerned neighbors attend our Civic Association meeting scheduled for Tuesday, December 17, 7 p.m. at the Comsewogue Public Library.

We will hear a presentation from Recall Strategies who represent New Leaf Energy, Inc. New Leaf Energy is a renewable energy developer proposing to build an 8-10 MW Battery Energy Storage System at 1577 NYS Rt. 112 in Port Jefferson Station. This proposed site is nearly adjacent to the Sagamore Hills Condominium Complex on Rt. 112 in Port Jefferson Station and very proximate to Comsewogue High School.

This relatively new technology for an energy center for lithium-ion battery storage has stimulated a lot of discussion and some controversy in our area so it is important that all community members be informed. In turn, we need to ensure our collective voices and views are heard by our elected officials in Brookhaven Town who have the responsibility for overseeing any activity of this nature at that location. We strongly encourage all our Civic members, residents and neighboring friends to attend this meeting. Please pass this meeting’s topic to any of your neighbors, family and friends that live in or near Port Jefferson Station/Terryville.

As I wrote in last week’s issue (see “Community Call to Action,”.Port Times Record, Dec. 5), this is not the only Lithium Battery Storage Facility proposed nearby. Savion Energy is looking to build a 350 MW Lithium Battery Storage Facility in Setauket on the border of Port Jefferson Station, at the Chip-It All site on Sheep Pasture Road. This may be the largest facility proposed on Long Island, The health and safety of the shared resources with our neighbors in the Three Villages and Port Jeff Village should provide the impetus for mutual consideration of the benefits and/or risks associated with this use which seems poised to proliferate throughout the region of our Town. To paraphrase our namesake, Thomas Jefferson, “the best defense of democracy is an informed citizenry.” Let’s stand up for democracy and show up on December 17th to continue together to safeguard the quality of life in our area by participating and staying informed!

Community call to action: Addressing safety and planning for battery storage sites

[The Nov. 21] issue of the TBR Port Times Record was rife with thought-provoking Letters to the Editor from our neighbors in the Three Villages regarding the proposed siting of two lithium-ion battery storage facilities in their community. These facilities, while pivotal in providing impetus toward a green energy future and away from fossil fuels, are not without the attendant public safety concerns and controversy when placed very close to residential areas. Given the proximity to neighborhoods surrounding Sheep Pasture and Old Town roads, as well as the Greenway Trail bisecting our area, many in Port Jefferson Station/Terryville are equally concerned about the process and appropriateness of the placement of these projects.

It is important to note, however, that the Savion proposal(s) are not the only activity which can impact our hamlet. Since July, there has been a pending application at 1575 Route 112 for a 10-megawatt storage site by New Leaf Energy which is adjacent to the Sagamore Condominium complex and a stone’s throw from the back of Comsewogue High School. It is our intention at our next Civic Association meeting Dec. 17 (7 p.m. at the Comsewogue Public Library) to have representatives of this organization address our membership which is open to any PJS/Terryville resident. I would urge all my neighbors to participate and educate themselves about this pressing and important topic.

Just as significant, I reiterate my plea that Brookhaven take a leadership role in helping engage the broader community of our town by way of a summit meeting bringing experts together to ensure that our citizens are informed. These storage facilities are spreading across Brookhaven since it is one of the few (perhaps only) municipality on Long Island to have not imposed a moratorium on these projects until defined criteria can be developed to ensure safety. I believe it is incumbent on our local officials to develop a Master Siting Plan to determine what safeguards and standards are necessary and what specific parcels can be identified for the proper, safe location of this activity. Having any L1 (light industrial) zoned parcel have an “as of right “ opportunity to develop this new technology could lead to an uproar of confusion as these sites proliferate. In the absence of extensive dialogue, misinformation can be spread as to how dangerous or toxic these proposals are, when a more rational discussion and analysis could lead to better public policy and a clear direction for our future.

Lithium-ion batteries: A risky bet for energy storage?

As an electronics engineer, I designed several systems incorporating charging and balancing circuits for lithium-ion batteries. One of these was for the Juno mission, which was launched by NASA in 2011, arrived at Jupiter in 2016, a trip of 1.74 billion miles, and continues to be operational today. I have some familiarity with the characteristics of lithium-ion batteries, which are scheduled to be utilized in the proposed energy storage facilities in Setauket and East Setauket.

The problem with lithium-ion batteries is that they are subject to the phenomenon of thermal runaway, which produces an uncontrollable white-hot fire that cannot be extinguished by ordinary means. This fire does not require external oxygen, but is the result of an intense chemical reaction inside the battery cell. Thermal runaway can be induced in several ways, including mechanical stress, such as by impact or lightning, or by overcharging, even by a very small amount. To attain the maximum amount of stored energy, a lithium-ion battery is charged to very close to its maximum rated voltage, which is typically around 4.2 volts. If this voltage is exceeded, even very slightly, e.g., to 4.3 volts or 4.4 volts, thermal runaway may be induced, and it cannot be reversed. In a well-designed system, electronic circuits are utilized which do not allow overcharging to occur. Unfortunately, no electronic circuit is absolutely 100% failure proof. For established critical applications, including military and space, reliability calculations are performed. For each circuit, the mean time between failures (MTBF) and probability of failures per year are calculated. It would be interesting to know whether Savion can provide this analysis for this application.

Thermal runaway, and its fearsome result, is not the only problem that may be encountered, and it may not even be the worst problem. That problem is as follows: how many energy storage facilities will we need to provide uninterrupted power to all of our homes, businesses and other users, when our only source of energy becomes solar arrays and windmills? We have been told that, within a few years, all of our “fossil fuel” plants will be shut down, and all of our energy will come from the sun and wind, with batteries to fill in the gaps when the sun and wind are not cooperating. And, to make matters even worse, new AI applications on the horizon will actually cause our energy needs to double.

One would hope that our elected officials have considered this problem, and have made calculations of the amount of energy storage, and the quantity and size of the battery facilities, that will be required to prevent brownouts and blackouts, particularly during extended periods with diminished sun and wind. If they have, it would be most interesting to see them.

What was missing from Senator Schumer’s $72 million Penn Station grant announcement

Port Jefferson LIRR riders should be concerned about some critical details that were missing from Senator Schumer’s announcement that he has secured $72 million from the United States Department of Transportation for various Penn Station capital improvements.  Is the $72 million an approved appropriation of funding that a transit agency must still develop a grant application or apply for, or is it a real grant that includes $72 million in funding to a transit agency that is now immediately available to be spent by the grant recipient?  Are these funds being administered by the Federal Transit Administration?  Is there already a Memorandum of Understanding between the MTA, LIRR, New Jersey Transit and Amtrak for administration of these funds?

How many years will it take to advance design and engineering (reviewed and approved by MTA, NYC Transit, LIRR, NJ Transit and Amtrak operations, maintenance and other departments) before the project is ready for the next phase of construction?  Design and engineering usually average 5% to 10% of a capital project cost.  Who is going to come up with the $648 to $ 684 million for construction, independent third-party engineering construction management firms to assist in oversight and contingency funding for construction bids coming in above the project cost estimator engineers estimates, contract change orders during construction due to unforeseen site conditions or late requests by LIRR, NYC Transit, NJ Transit and Amtrak operations or maintenance groups?

Clarifying roles: Code officers don’t need firearms

The recent decision by the Port Jefferson Village Board to disarm code officers is a commendable step toward responsible governance and a clearer understanding of law enforcement roles within our community. This move has, understandably, ignited public discourse, revealing a critical misconception: the conflation of firearms with authority.

It’s imperative to clarify that code officers, tasked with upholding local ordinances and ensuring quality of life, operate under a strictly defined legal framework.  New York State law does not grant them the power to carry firearms.  The notion that a weapon somehow amplifies their authority is erroneous and potentially dangerous.

Introducing firearms into code enforcement scenarios unnecessarily escalates risk. It fosters an illusion of power that can lead to confrontations and undermine the essential nature of community-based code compliance.  De-escalation tactics, conflict resolution and proactive community engagement are far more effective tools for achieving the goals of code enforcement.

The Village Board’s decision wisely prioritizes these methods, fostering a safer environment for both residents and officers. By removing firearms from the equation, we encourage a less adversarial and more collaborative approach to code enforcement. This shift promotes trust and mutual respect, which are vital for a thriving community.

A call to support Frank Melville Memorial Park

To the Esteemed Residents of the Three Village Community,

I write to you today on behalf of the Frank Melville Memorial Park, a cherished haven of natural beauty and wildlife, which many of you have supported and enjoyed over the years. The park, as you know, stands as a testament to our collective commitment to preserving both the splendor of nature and a sense of peace for all visitors, human and animal alike.

However, it is with a sense of deep concern and urgency that we must address a troubling issue that has recently grown more acute: The repeated violations of our strict no-fishing policy, particularly by adults and teenagers who seem to regard this rule with a mix of indifference and defiance.

Despite clear signage and our tireless efforts to educate the public on the importance of this policy, we are witnessing an alarming frequency of insubordination. The rule against fishing is not arbitrary since it serves to protect the delicate ecosystems of the pond and surrounding habitat. Our policy reflects a profound respect for the intricate balance of wildlife that calls this park home — creatures whose survival is intimately tied to the careful stewardship of their environment. Yet, we have found our efforts met with flagrant disregard and, regrettably in some instances, with outright disrespect for the park’s mission.

These actions undermine the very fabric of what we strive to accomplish at Frank Melville Park: To maintain a sanctuary where humans and nature can coexist harmoniously. When individuals violate this fundamental policy, they not only endanger wildlife but also tarnish the atmosphere of safety and order that we work so diligently to preserve.

To address this growing concern, we are asking for your support. In order to uphold the park’s regulations and ensure a safe, respectful environment for all, we must increase our security presence. This step, while necessary, comes at a significant financial cost, one which we are unable to shoulder alone. We appeal to the broader Three Village community — those of you who value this park as much as we do — to assist us through donations, which will allow us to fund additional security measures and personnel.

Your contributions will directly support our ability to safeguard the park’s natural beauty and uphold the standards that we all hold dear. Together, we can ensure that Frank Melville Park remains a space of serenity and sanctuary, free from the disorder that threatens to erode the very essence of what makes it so special.

Finding balance in Brookhaven’s development debate

I appreciated reading the letter to the editor in last week’s issue [“Brookhaven Town Board rejects suburbia”] from our neighbor, the Three Village Civic Association, regarding the recent approval by Brookhaven Town of the proposal by Staller Associates at Jefferson Plaza. Charles Tramontana and George Hoffman rightly point out the precedent-setting nature of the new CRD code the town used to approve a zoning change which will yield a density never seen before anywhere in Brookhaven. While I applaud the call for a review of a code many believe to be vague and without clear metrics as to how the density bonuses were set (and by whom), future revisions will leave Port Jeff Station/Terryville residents watching the barn door being closed after the horse has galloped away.

In our situation, we are now facing the reality of a face-changing project which can yield up to 280 apartments — nearly three times what any other multifamily development could yield. Additionally, the developer has the benefit of constructing 49,000 square feet of commercial space on this 10-acre parcel. 

Our organization has been clear and consistent for the past two years that we wanted to welcome the redevelopment of this long-neglected shopping center and are mindful of the need for attainable housing for our young people. So, our considerable efforts to identify concerns associated with this intensive proposal are intended to minimize negative impacts and not to oppose all change. 

However, we advocated many issues be addressed ahead of this zoning change which will surely change the character of our community. While some input was considered, the final product appears changed mostly around the margins. Presently, the density can be maxed out, there are still many areas with four-story buildings, first responder access and resources needs to be discussed, traffic concerns remain, as well as an architectural design providing true public spaces and sense of a place. 

Also, the price point of apartments starting at $2,200-$2,400 leaves us still figuring how to retain our young, and the public benefit many developers provide to address the impacts on a community is quite miniscule in comparison to the scope of this project. Most importantly, this large-scale development will occur without a full and comprehensive planning process to help our hamlet properly digest this growth-inducing facility along the entire Route 112 corridor.

I will note, at our request, Councilmember Jonathan Kornreich [D-Stony Brook] persuaded the town to take a look at traffic patterns which will be affected regionally — and not just site specific to Jefferson Plaza. Also, the councilmember has provided there will be a process for a visual preference survey that we suggested to guide and shape the architecture with community input. 

Kornreich has often tried to assure our area that many of our valid concerns can be addressed during the site plan review process, which will now begin. While I strongly believe our neighborhood would have been well served to have these issues ironed out in advance, I take him at his word and trust we will make a strong effort to partner with the town and hold them to that promise. It will take all our voices to shape the face of our future in a way which improves our community and I urge all my neighbors to help in this process.

A farewell to six years of growth and community

For the last six years, I have had the honor and privilege to serve as the Three Village Chamber of Commerce president. 

Together we have accomplished so many of the goals set at the beginning of my term. A complete overhaul of our monthly accounting has resulted in the chamber being in the best financial position in its almost 50-year history.

Our real accomplishments were never planned. The business community faced unprecedented challenges in March 2020. The worldwide pandemic brought initial chaos and confusion to the ever-changing governmental regulations of trying to keep the doors open for business. The Board of Directors led the charge to work with our elected officials and within a very short period of time, we were assisting our community’s businesses in these unchartered waters. This was a very difficult environment for everyone.

As a longtime board member, I can say with great confidence I am leaving the chamber in good hands as my term as president comes to an end

So many positive and rewarding activities have come to mind over the last six years. Giving to the annual George Rehn Scholarship to high school seniors as the first chamber president to graduate from Ward Melville High School — and certainly not the last. The West Meadow Beach barbecues of the past, the current golf outings and many holiday parties that brought our business community together will always be cherished. 

I want to thank my fellow board members and our executive director, Jane Taylor, for their commitment and continuous support, making this one of the best and most viable service organizations I have ever been part of.

The chamber leadership will continue to prosper under its new president, Carmine Inserra, and the current Board of Directors. I wish them well and I am here to always help to keep our business community vibrant and healthy.

I have personally enjoyed all the friendships and business networking contacts among our membership and I will look forward to my new role as president emeritus. I love this community and I am so grateful for the opportunity to serve through this wonderful organization.

I look forward to the continued success of the Three Village Chamber of Commerce.

Port Jefferson Station/Terryville Civic Association reviewed a potential plan by Staller Associates to redevelop the Jefferson Plaza on Route 112 at the civic’s June 20 meeting.

The civic invited Valentin Staller, vice president of Staller Associates, to answer questions regarding the proposed redevelopment.

Staller Associates already owns a residential property in Farmingdale and submitted a proposal to rebuild Jefferson Plaza in 2021. Staller hopes to rezone the area to accommodate the changes, which also include a public plaza, a restaurant and a health club. 

“We have been harboring our own personal investment capital. We want to do it right here in Port Jefferson Station and we want to do it in a way that will stimulate new redevelopment” Staller said. “I see the potential for something far greater. This is in our back door, this is important to us.”

Given the dissatisfaction with the current state of the property under Staller Associates’ ownership, some residents were doubtful that Staller would be able to deliver on their promise to restore the property in an engaging manner.

“How can we trust you to know that you are going to keep up on this new building that is coming in?” said one civic attendee, citing the tenants that left the plaza under Staller Associates’ ownership.

“The tenants that left, including Rite Aid and Teachers Federal Credit Union, left through no fault of Staller Associates,” Staller said, adding that Rite Aid closed stores across the county. In regards to crime, Staller said it has been a prevailing issue for years, and that “112 has unfortunately seen a slide.” 

Others welcome the prospect of revitalizing the plaza, but want to ensure that the development doesn’t encroach on the community’s wishes.

“We are being asked to take on potentially as much as three times the density of any multifamily development that has ever been constructed in the Town of Brookhaven and in return we would like to have something we can appreciate, respect and digest in this community whether it is traffic, whether it is safety, [or] a sense of place,” civic president Ira Costell said.

After previous discussions with Costell, councilmembers, county officials and others, Staller Associates agreed to a variety of covenants and alterations, including height limitations, the addition of a green buffer and the forfeit of 20 loft apartment units, which Staller said have proven most profitable.

Residential building

Further, some members were uncertain that their community would even be able to benefit from the 280-unit building. Housing in Long Island is a long-debated and highly relevant issue — one that is inextricably tied with the subject of overdevelopment. 

“It is important to have growth in this community. Kids can’t go out of college and find an apartment to live in — they can’t afford it,” said another attendee, who went on to give her approval of the proposal.

While there is a pressing need for housing at reasonable prices, long-time residents fear the loss of the suburban communities they love. As a result, residents want to be certain that if housing developments are built, they will be put to good use.

“It is extremely difficult to find housing in this area. We live in an extremely supply constrained area,” Staller said. In response, residents noted that some apartment buildings remain unfilled.

Staller didn’t announce the prices of the units, saying that it will be determined as a function of supply and demand. Though 20% of the units will be dedicated to affordable housing, these units will be given to adults with intellectual or developmental disabilities, as they have done at their Farmingdale property. 

The necessity of alleviating the housing demand remains, chafing against efforts to preserve the character of the community. 

“They don’t want towering, oppressive, block-swallowing buildings. People want to live in a pleasant place.” said Holly Fils-Aime, vice president of the Port Jefferson Civic Association.

More than housing

In addition to the residential units, Staller Associates intends to add other businesses, making the project “mixed use”. The first floor will be open to the public, as it will be dedicated to business.

“What the four stories allow us to do is create those public-facing amenities,” Staller said. “At the end of the day a critical mass of apartments is necessary to revitalize the 112 corridor. This has been the case in hamlets and villages across Long Island.”

Costell is hopeful that the development will progress in a manner that benefits both parties. He also mentioned that as Staller Associates enters “the beginning of the final stage” he looks forward to continuing the dialogue between Staller Associates, the town and the civic association. The building architecture and layout have not been finalized yet and Staller said they are still open to discussion during the site-planning process.

It was a day of reflection and honor across the nation.

The VFW 4927 in Port Jefferson Station hosted a D-Day remembrance event on Thursday,  June 6, to commemorate the veterans who fought at Normandy on June 6, 1944, a date that saw more than 2,500 American soldiers fall.

“There were about 250 [soldiers] in the first wave, less than 90 survived,” Suffolk County Legislator Steve Englebright solemnly noted. “In some cases, the gate of the LSD [Landing Ship Dock] would drop and a machine gun high up on the cliff would cut down everyone who tried to come out.”

More than 100 attendees, including Port Jefferson Mayor Lauren Sheprow, were present at the event. Most were descendants or relatives of World War II veterans.

Only one veteran, 97-year-old Thomas Vicale, attended. He was accompanied by his children, grandchildren and great-grandchildren.

The nearly two-hour event included several speeches and tributes as well as an honorary three-minute march by five soldiers around the audience. The march was followed by the Pledge of Allegiance and a moment of silence.

The climax of the service was an eight-gun salute and the unveiling of two bronze plaques listing more than 50 American soldiers who fought and survived the war – according to the plaque, these soldiers all had served and returned and worked in some capacity for Thomas Wilson & Co. Inc.

The reveal of the plaques was met with loud cheers and applause.

“[The soldiers] saw the beginning of the freedom of the European continent and ultimately the continuation of this experiment of freedom that is the United States of America,” Englebright remarked. “It seems that we have not forgotten [this day because] you’re here. That is so moving for me.”

In her short speech, Sheprow expressed her utmost gratitude and respect for the veterans and condolences to those who lost their lives during the beach landing.

Ira Costell, president of the Port Jefferson Station/Terryville Civic Association, called the event “special.” He also recognized some families in attendance who made the day possible and whose loved ones were on the plaque.

“Their presence here today is like what it was back then. It’s that we carry on this tradition, that their sacrifices led to this amazing, generational commitment to our country and our people,” Costell said.

Another artifact of the service was a collage of 20 tangible registration cards from some of the soldiers listed on the plaque. Most of the soldiers listed on the plaque were residents of the Setauket or Port Jefferson Station area at the time of the war. According to Costell, the others resided in either New York City or Rhode Island.

At the end of the ceremony, families took time to take photographs and interact with each other.

Costell said he would be “remiss” if he didn’t acknowledge “the courage and bravery” the soldiers displayed on D-Day and expressed gratitude for their service.

At the Monday, June 10, Port Jefferson Civic Association meeting, new officers were sworn in, an update on the looming Staller development in Port Jefferson Station was given, and civic members took part in brainstorming ideas and solutions for the village’s most pressing issues.

The new leadership team, with terms expiring in 2026, were officially sworn in by neighboring civic president Ira Costell. The officers sworn in were Ana Hozyainova as civic president, Holly Fils-Aimé as vice president, Marilyn Damaskos as treasurer, Janice Fleischman-Eaton as recording secretary and Kathleen Mc Lane as corresponding and outreach secretary. 

Jefferson Plaza development proposal updates

Following the official business, Costell, president of the Port Jefferson Station/Terryville Civic Association shared some updates pertaining to the proposed Staller redevelopment of Jefferson Plaza, a development he feels will have a big impact on nearby communities.

“This significant development will, for better or worse, change the face and future of our community, as well as impacting Lower Port,” Costell shared. Back in March, Costell, on behalf of the PJSTCA, wrote a letter to Town of Brookhaven board and the town’s Highway Department [see “Port Jefferson Station/Terryville civic requests traffic study,” from May 3] asking for a comprehensive study to assess the influx of traffic from this proposal. 

Since then, the PJSTCA has heard back from Town of Brookhaven councilmember, Jonathan Kornreich (D-Stony Brook), who agreed with the sentiments expressed in the letter and assured that the town “shares the concern about the cumulative impact these developments may have on traffic” and “would like to stay ahead of it.” 

Others chimed into Costell’s speech and shared concerns about the potential impact on traffic, as well as quality of life and affordability, while others emphasized the need for comprehensive planning and coordination — something Costell has advocated for since the developer’s initial proposal. 

“Our community has chosen to not throw up a blockade and say no more, not in our backyard,” Costell said. “We embrace and want to engage with a future that makes sense for our community, that we can digest properly. Without comprehensive planning and coordination, it could be a nightmare that’s going to impact our communities negatively.”

In recent years, the village has seen substantial development and its impacts on the community. Both, the Overbay and The Shipyard complexes have left an impact on the community as residents feel the respective developers were not overtly transparent in their building plans.

Local architect, Heather Brin, echoed these sentiments sharing notes from her expertise, “The Shipyard, downtown, is illegal in terms of the height,” Brin alleged. “The developers raised the level of the berm that the property sits on so they could build as high as they did.” 

Civic members have since questioned the Staller project’s viability, safety concerns and the importance of finding a balance between developer and community needs. The PJSTCA will host Staller Associates on June 20 at 7 p.m. at the Comsewogue Public Library, 170 Terryville Road, Port Jefferson Station, to continue the community conversation.

Village issues going forward

Shifting gears, Hozyainova asked civic members to bring issues, concerns and wishes for the village to the forefront of the conversation. From this, several pressing issues resurfaced and some new ones emerged. 

Residents campaigned for increased walkability of the village, sharing notes of overgrown vegetation limiting sidewalk access. To this, Fils-Aimé asked for increased volunteerism and formation of committees dedicated to their respective concerns.

“Bring a proposal forward, somebody has to lead the charge,” she said. “We can have multiple committees, maybe a couple people are interested in that [issue] or maybe you want to bring them here and have them join the civic association.” 

Others shared their respective concerns over the Port Jefferson power plant and its future, capital projects in the village and in the school district, village constable’s office hours, the future of the country club and the East Beach bluff, keeping and restoring trees and other natural vegetation, were among some of the many issues brought to the metaphorical table. 

LIRR electrification

Adding to the growing list of village concerns, Port Jefferson resident Bruce Miller brought a motion before the civic requesting that Gov. Kathy Hochul (D) makes enforcement of the state’s Climate Leadership and Community Protection Act a priority of the Metropolitan Transportation Authority and the Long Island Rail Road in their new 20-year plan. 

Miller explained in his motion that diesel locomotion is no longer acceptable transportation under this act and that riders along the Port Jefferson Branch are “forced to use their internal combustion vehicles to drive to Ronkonkoma for a decent ride,” 

In addition to concerns with ridership and the environment, Miller also detailed that the utilization of hydrogen rail or separate-car battery transportation could allow for a large industry based in New York state — to the benefit of many. 

The motion to approve Miller’s proposal asking Hochul and LIRR President Robert Free to meet with the civic association and Suffolk County’s elected representatives was approved and will be subsequently shared with all necessary parties. 

The next Port Jefferson Civic Association meeting will be held on Aug. 12 at the Port Jefferson Free Library, 100 Thompson St., at 6:30 p.m.
