Coastal Engineering

The Village of Port Jefferson Board of Trustees held its biweekly business meeting on Monday, Aug. 21, accompanied by a public hearing to consider adding north- and south-facing stop signs on the west and east sides of Scraggy Hill Road.

Public hearing

Situated at Scraggy Hill Road is the Edna Louise Spear Elementary School. Speed tables currently help to slow traffic around the school.

Village attorney David Moran explained the purpose behind the public hearing, stating that adding or removing all village stop signs requires an amendment to the village code, “and in order to add a stop sign to the village, you have to go through this process.”

During the public hearing, Ray DiBiase, the village’s Planning Board chair and a nationally certified traffic operations engineer, noted the issue of people driving around the speed tables on the roadway. “My first inclination would be to extend those speed tables,” he suggested.

Several neighbors turned out Monday night, shedding light on the situation. Stella Cohen reported that village stop signs are routinely disregarded and that the issue could only be resolved with adequate traffic enforcement.

“I have no objection to this motion whatsoever, but it’s paying lip service to a problem you’re not going to fix with a stop sign,” Cohen said. “I would respectfully ask the board, in addition to considering this motion, to also [consider] a motion on a future date for speed cameras.”

Ernie Geiger, another resident, summarized the “nightmare” situation around the elementary school. He advised the board to hire a traffic specialist. 

“I think that what you’re looking at now is the tip of the iceberg, and I really don’t think that stop signs are going to do any good at this point,” he told the board. “I think somebody should look at it, look at the signage that’s there and make an intelligent decision instead of just throwing up two stop signs.”

Ryan Walker, a trustee of the Port Jefferson School District Board of Education who said he was speaking as a resident, advised the board that additional signage could complicate “traffic patterns that are already a mess.” 

Instead, he proposed coordinating with the Suffolk County Police Department for more traffic enforcement along the roadway.

Following the public comments, the board did not hold a vote on the proposed code amendment to add the stop signs.

Audit report

Christopher Reino, a partner at the Port Jefferson Station-based Cullen & Danowski — the firm that conducts the village’s annual independent audit — delivered a presentation on the report from the 2022 fiscal year.

Mayor Lauren Sheprow said the audit report was presented to the treasurer’s office on Jan. 4, 2023, noting, “That report was addressed to the Board of Trustees.” 

“Upon canvassing,” the mayor said she had discovered that “the current board members who were board members on Jan. 4, 2023, had not seen that report.”

Moran remarked upon “another flaw in the process,” indicating that when a village uses an outside audit firm and files with the village clerk, “there needs to be a public notice that that report is available at Village Hall for anyone to come and review it,” adding, “As far as I know, that hasn’t happened either.”

During his presentation, Reino reported that the village’s fiscal health has “been looking positive.”

“The fund balance has been growing,” he said. “You actually have a balanced budget now — in the past, you were using some of your existing fund balance to fund the budget, but right now, you’re pretty much at a break even.”

Revenues, he added, are aligned with expenditures, suggesting that the village currently has “a realistic budget.” The “only concern I had,” Reino said, was the lack of “a complete inventory,” which could assist the village in conducting insurance appraisals.

East Beach bluff 

Conversations continued over the two-phased bluff stabilization project at East Beach. 

For the proposed upland wall to fortify the restaurant/catering facility of the Port Jefferson Country Club, Sheprow reported that the village government is still “waiting on a response from [the U.S. Federal Emergency Management Administration] to see if that [$3.75 million] grant is coming through.” [See story, “Schumer secures funds for upper wall at PJCC…” Jan. 11, TBR News Media website.]

The current engineering plans include the addition of steel beams, according to Sheprow, who estimated that they could cost the village approximately $18,000 per beam.

The board approved an add-on resolution approving services from Huntington Station-based engineering firm GEI Consultants for up to $9,200, which Sheprow contended could help the village save hundreds of thousands of dollars on the upper wall project.

“What GEI is being asked to do is take a look at that project description to see if the removal of all those beams would work,” the mayor said. “The supposition is that that would still work and perhaps even make it more stable.”

She added that the modification in engineering plans could save the village roughly $300,000 on the upper wall project, “spending a few thousand to save a few hundred thousand.”

The Village of Port Jefferson Board of Trustees convened Tuesday, Jan. 17. The board tackled a range of subjects from upcoming coastal engineering projects to a rideshare service and school district facilities.

A proposed westerly wall

Mayor Margot Garant reported a development to the coastal engineering plans at the East Beach bluff, where erosion threatens the village-owned Port Jefferson Country Club’s clubhouse facility.

With $3.75 million in federal funds secured for an upland wall to protect the building [See story, “Schumer secures funds for upper wall at PJCC …” The Port Times Record, Jan. 12], the mayor announced her team is exploring ways to finalize its upland plans.

A proposed “westerly wall,” originally pitched as an add-on extension to the upper wall to accommodate racket sports, is now recommended as a possible erosion mitigation strategy. Huntington Station-based engineering firm GEI Consultants “did confirm that they definitely feel we need to do both the main wall and the extension wall,” Garant said.

The village board put the upper wall projects to bid in October, announcing the cost projections the following month. The upper wall bid came back at approximately $3.3 million, with the combined upper wall and westerly wall project costing roughly $4.5 million.

Considering which option is most suitable for the village, Garant outlined why she favors constructing the westerly wall: “I believe that putting that second wall in there, now unequivocally, if somebody else is paying 75% of that cost, I think the westerly wall should go in,” she said.

Forecasting how to organize the racket sports facilities once the westerly wall is complete, Garant suggested it will be a problematic decision-making calculus regarding which racket sports to prioritize.

“We may be wanting to install more than three pickleball courts because the demand is so high and trying to get maybe an instructional court, and maybe just have the two [tennis] courts in the back,” she said. “We have to figure out when, how, where, timing, materials, cost. It’s complicated.”

She added, “The good news is we’re going to be building a wall. I think that saves a major resource for this community. I think it allows us to reinstate a racket ball campus. And I think it gives us a reasonable timeline to come up with an alternate plan, god forbid in 20 years, we need to have something different in place.”

Ridesharing service

Deputy Mayor Kathianne Snaden and Kevin Wood, director of economic development, parking administrator and communications committee head, jointly presented on a rideshare project. 

The benefits of the plan, as Snaden explained, are threefold: to offer residents easy access to downtown Port Jefferson, provide a safe means of return travel to their homes and ease traffic congestion.

“I think we have something that’s really going to work for the residents of Port Jefferson,” the deputy mayor said, adding that the goal is “to get them downtown, to save parking for the tourists and others, and to come down, have a nice evening and get home safely.”

Wood worked out how the village would implement such a rideshare program. “The plan that you have in front of you would be to combine world-class, Uber-like software with a black car service to be exclusively used and designed for Port Jefferson residents,” he said.

Offering a rough sketch of his vision, Wood said the service would operate Fridays and Saturdays from 4 p.m. to 1 a.m. The village government would administer the software, which would be geofenced for Port Jefferson, meaning requests outside the 11777 zip code could not be possible. “If somebody wanted to go to Smith Haven Mall, they can’t,” Wood said. 

He proposed that rides could start at $5 per person and $12.50 for groups of three to seven people. These figures could be subject to change as the village would adjust the software and set its rates based on the community’s needs.

“The beautiful part about this is that if we find that $5 is literally not enough money or too much money, I think we have some leeway there and could change this stuff on a dime,” Wood said. “We can change things on demand. We can make new group rates. We could do special event rates.”

Village attorney Brian Egan inquired whether this program could create centralized drop-off locations for riders, preventing clutter of village roads and safety hazards from stopped vehicles. Responding, Wood said the village could train drivers to drop off and pick up riders to minimize these risks.

Garant put her support behind the effort, saying this will benefit residents who wish to access their downtown amid its busy season. “We all, I’ll speak for myself, feel we’re getting snowed out in the middle of the summertime,” the mayor said. “You can’t get down here, so I think this is going to be something that I’m really excited about.”

Reports

Egan updated the board on the ongoing negotiations with the New York State Department of Environmental Conservation. The village is attempting to reclassify the Port Jefferson Clean Solid Waste Landfill as a transfer station, enabling the continued procedure of branch and leaf pickup services. “I do think we have — at least with the DEC senior administrative staff — a very receptive ear,” he said. Referring to the permit dispute with DEC, he added, “I think we’ll have a cooperative resolution to it, and I am cautiously optimistic.”

Trustee Lauren Sheprow used her report to discuss a forthcoming capital bond at Port Jefferson School District. “The school district is looking at floating another bond in May,” she said.

Citing an article in Newsday, Sheprow said approximately 80% of federal COVID-19 relief funds have yet to be spent by public schools statewide. “$14 billion has not been used yet,” she said. “There’s $14 billion issued to New York State in COVID relief,” adding that the heating and ventilation systems proposed by PJSD may qualify under COVID relief conditions.

Sheprow added she might pitch her ideas to the school board during its upcoming meeting Tuesday, Jan. 24. She encouraged her fellow board members to attend.

Snaden reported on a meeting with the Port Jefferson Business Improvement District and the Greater Port Jefferson Chamber of Commerce. This year’s iteration of the Port Jefferson Ice Festival, hosted by the BID on Jan. 28 and 29, will feature 27 ice sculptures at various storefronts and other locations throughout Port Jeff.

Trustee Stan Loucks reported on winter projects at PJCC. He said 188 members have already signed up for this year as of the time of this meeting. Trustee Rebecca Kassay was absent and did not deliver a report by proxy.

The board of trustees will meet again Monday, Feb. 6, with a scheduled public hearing to amend the village code concerning dogs and other animals.

The Village of Port Jefferson Board of Trustees kicked off the new year Tuesday, Jan. 3, with business and general meetings covering public expenditures, code changes and public safety.

East Beach bluff

Mayor Margot Garant announced that the village received $3.75 million for a proposed upper wall at Port Jefferson Country Club. The funds were made available through the U.S. Federal Emergency Management Agency’s Hazard Mitigation Assistance grant program, facilitated by the office of Senate Majority Leader Chuck Schumer (D-NY).

The clubhouse facility at PJCC lies atop the East Beach bluff, which has rapidly eroded in recent years. Now the clubhouse is dangerously close to the bluff’s edge. [See story, “On the edge: Port Jeff Village weighs the fate of country club,” The Port Times Record, April 7.]

In an email from Schumer’s office, the senator outlined his reasons for supporting this coastal engineering project.

“This money will fund efforts to stabilize the crumbling East Beach bluff, where village recreation facilities are currently threatened due to the chronic erosion,” he said. “I worked to secure funding as soon as Mayor Garant reached out to me, and I am glad that with her partnership, we have obtained this funding — not only to preserve village assets but to ensure public safety and protect residents’ pocketbooks.” 

Garant said the federal funds would support the construction of an upland wall between the clubhouse and the bluff, potentially shielding the building from further coastal erosion at East Beach. 

“That money will help us save that building and restore the facilities as they preexisted up there,” she said. “We definitely have to recognize Senator Schumer’s action,” adding, “We have put that project out to bid. We have our letter of non-jurisdiction from the [New York State Department of Environmental Conservation], so we are ready to go on that project.”

Gap property

The former Gap property, located on Arden Place in Lower Port, was recently acquired by new ownership. Garant reported that plans for that property are still preliminary with the zoning and planning departments but hinted at the potential for mixed-used use of the space.

The new owner “is looking at a wet space on the first floor — sort of a food court concept that we had all kind of discussed,” she said. “And then possibly a second and third level, and perhaps a boutique hotel, which we welcome.” Devoting the space to apartments may also be on the table, Garant added.

Parking revenue

At the request of the director of economic development, parking administrator and communications committee head Kevin Wood, the board voted to evenly split the managed parking revenue generated during the 26th annual Charles Dickens Festival between the village and the Greater Port Jefferson-Northern Brookhaven Arts Council.

“This will bring us back into the black and help the arts council survive,” Garant said.

Country club manager

The board additionally approved the hire of Thomas Natola as general manager of the Port Jefferson Country Club at an annual salary of $139,000. Stan Loucks, trustee liaison to the country club, said Natola comes highly recommended by previous employers.

“Nobody had anything negative to say about Tom,” Loucks said. “Everything was positive.”

Public hearings

The board also held two public hearings during the general meeting. The first hearing dealt with a proposed change establishing Station Street, a one-way street between the Port Jefferson Crossing apartments and the train station. The amendment includes multiple provisions, preventing left turns onto the corridor as well as parking, stopping and standing.

The second hearing gave residents a chance to weigh in on a proposed $800,000 grant application through the Restore New York Communities Initiative, offering financial assistance to Conifer Realty. The funds would help Conifer demolish blighted buildings, clearing the way for its proposed Conifer II redevelopment at the Main and Perry streets intersection. Following the public hearing, the board approved the application unanimously.

Public safety

Fred Leute, chief of code enforcement, discussed the busy work of his department last month. Leute said code enforcement officers responded promptly on two occasions to resolve emergencies. For these efforts, the village board acknowledged multiple code officers, who were awarded proclamations and given a standing ovation from those in attendance.

The Village of Port Jefferson Village Board of Trustees met on Monday, Dec. 12, to review several important matters.

Mayor Margot Garant provided some key updates on the status of the stabilization projects at the East Beach bluff. At the toe of the bluff, the lower sea wall has already been installed along with its concrete cap. Construction will continue for several more months.

“That work will continue through the spring,” Garant said. “At some point, they will stop working during the severe winter, and in the springtime they will start to stabilize the bluff and plant and revegetate everything.”

At the upland, the village-owned Port Jefferson Country Club’s clubhouse facility hangs dangerously close to the bluff’s edge. In an exchange during the public comments, Garant stated the board is still exploring its upland options.

“We still don’t have enough information to decide to build [an upper wall], to put it out to the public [for referendum] or to decide to abandon [the clubhouse] and retreat,” she said. “We have decided to wait and let the phase I project be completed. … Right now, we are at a standstill with any major expenditures or advancements on phase II.”

Garant also gave an update on the status of the Port Jefferson Village Clean Solid Waste Landfill, a small kettle hole the village uses for branch and leaf pickup services. Though the village’s permit with the New York State Department of Environmental Conservation was set to expire on Dec. 11, the mayor said the agency would temporarily allow the village to continue its current use of the site.

“It looks like our paperwork was submitted in a timely manner to allow us to continue operations until we either have a renewed permit or we are redefined as a transfer station and not a landfill,” she said. Garant thanked New York State Assemblyman Steve Englebright (D-Setauket) for his decades of representing the Port Jefferson community. Englebright will leave office at the end of the month after narrowly losing last month to Ed Flood (R-Port Jefferson) during the midterm election.

The mayor recognized Englebright’s lasting impact, noting “the many, many things that he’s accomplished for this community, locally and also regionally, and the stewardship he has taken in terms of environmental preservation and saving a lot of our history.”

Deputy Mayor Kathianne Snaden reported on some of the ongoing work within the Port Jefferson Planning Board regarding a proposed development by Conifer Realty located at the intersection of Main and Perry streets. This project, colloquially known as “Conifer II,” comes as Conifer’s Port Jefferson Crossing Apartments nears its grand opening.

Conifer II “is going to take the rest of the blighted block up there and turn it into a beautiful new building,” Snaden said. “We’ve been working very, very hard to make sure that the aesthetic of that building is in compliance with the whole plan, the master plan up there, with the current building that’s there, and everything works together and looks nice.”

The deputy mayor also announced an innovation concerning parking enforcement. An automatic license plate reader, or ALPR, attached to a code enforcement vehicle will soon replace parking enforcement operations. Snaden said the ALPR would assist the code department in generating overtime parking tickets on Main, with plans to move this technology into the metered parking lots.

“How that will affect you guys, the residents, is that there will be no parking stickers next year,” Snaden said. “You will go online and register the exact same way that you do. The only difference is that you will not be mailed an actual sticker. You will just be registered in the system by your license plate.”

Trustee Stan Loucks began his report by thanking the parks department staff, attributing much of the success of the village’s 26th annual Charles Dickens Festival to their efforts.

“The Dickens Festival turned out to be super successful, and I think a lot of it is due to the parks department and the hard work that they put in,” he said.

Trustee Lauren Sheprow, the village’s communications commissioner, reported on the recent formation of a communications team following an internal communications audit she conducted earlier this year. Kevin Wood heads the team, along with his duties as the village’s director of economic development and parking administrator. 

Sheprow referred to this as “a historic occasion” for the village government. “There are some hurdles and challenges there, no doubt, but I think that this group is up to the task to come together as a team,” she said.

The village board will reconvene Tuesday, Jan. 3, at 5 p.m.

As the clubhouse facility at Port Jefferson Country Club dangles precariously upon the edge of the East Beach bluff, coastal engineers are discussing a proper course of action.

Coastal erosion has encroached dangerously near the clubhouse facility which, without intervention, could fall off the cliff within years. The Village of Port Jefferson Board of Trustees is working to curtail the issue in a two-phased effort. Construction of a toe wall at the bottom of the slope began in August and is ongoing [See video, below].

Now the village board is considering its upland options, deciding whether to preserve the clubhouse or retreat inland. One such option is a steel wall, estimated at $3 million, to be installed between the clubhouse and the bluff. GEI Consultants is a Huntington Station-based consultancy firm that produced the engineering drawings for the upper wall. In a detailed email statement, Rachel Sa, GEI’s director of communications, summarized the plans for the project.

“The proposed wall at the top of the bluff will be effective at preventing further erosion and providing protection around the country club building,” Sa said. “The proposed wall consists of a new anchored steel sheet pile that is greater than 50 feet in vertical length and has been designed for an exposed height of up to 15 feet. The new steel sheet pile will be reinforced with new drilled soil anchors and a continuous wale system.” She added, “The proposed wall at the top of the bluff is, at minimum, designed to wrap around the perimeter of the country club building.”

If approved, the upper wall would be part of an integrated system, designed to work with the lower wall currently under construction at the toe. While critics have cited the limited shelf life of the upper wall, Sa contends the plan represents a long-term solution, even if the bluff erosion continues.

“The proposed Phase I and Phase II stabilization systems have been designed and are being constructed as a long-term solution to the observed erosion of the East Beach bluff,” she said. “If any further erosion does occur, the proposed wall system has the structural and geotechnical capacity to support and protect the country club building.”

But these plans are not without criticism. Ali Farhadzadeh is an assistant professor in the civil engineering department at Stony Brook University’s School of Marine and Atmospheric Sciences. He became familiar with the erosion issue near PJCC about a year ago when he and a team of colleagues met with village officials.

Farhadzadeh said the village is engaged in a two-front effort, with waves striking at the toe as precipitation upland generates substantial surface and internal runoff. While both forms of runoff contribute to the bluff’s erosion, his concerns center on the internal runoff, or water penetrating the soil and exiting through the bluff face. 

“My engineering judgment was that [the bluff erosion at East Beach] is most likely because of the runoff water from the parking lot and the tennis court going to the bluff soil,” he said. “Based on what we see, there is a large parking lot on top, which will generate a lot of runoff. There might be some evidence of erosion from the toe, but based on the pictures of the failure, my engineering judgment tells me that this is happening from the top.”

Sa says GEI’s proposed stabilization initiative adequately addresses these runoff concerns.

“The proposed Phase II project (upper wall) also involves a significant landscaping scope,” she said, adding, “This proposed work involves removing most of the tennis courts and replacing them with soil, native grasses, wildflowers and shrubs. This will significantly reduce the amount of impermeable surface, improve site drainage, and therefore help reduce runoff over the top edge of the bluff.”

Farhadzadeh acknowledges that the revegetation work will slow the erosion of the slope. However, the internal runoff penetrating through the bluff face will likely continue, leading to continued loosening of the soil and further failure of the cliff.

“These are going to extensively improve the situation,” the SBU assistant professor said, referring to the proposed plantings. “If you do that implementation, if you take care of the surface erosion, the toe erosion and also the internal erosion, that steel structure could stabilize the soil — basically stopping the soil underneath the structure from moving naturally. But if the failure continues, then the wall itself is going to fail.”

Responding to this argument, Sa believes that the vegetation work will be sufficient to prevent further erosion, citing this approach as standard industry practice. 

“The proposed steel sheet pile walls will address potentially detrimental permeability conditions at the locations where they are installed,” she said. “It is common practice to use steel sheet pile structures to address these types of conditions — for example, constructing cofferdams to facilitate the dry construction of normally submerged structures/repairs. The remainder of the bluff slope will be protected against permeability conditions with the proposed vegetation and stabilization measures noted above.”

Given how close the clubhouse has come to the bluff’s edge, the village government is working with a sense of urgency. Mayor Margot Garant has stated that if the Board of Trustees favors the upper wall option, she would like to move forward quickly with a vote.

Farhadzadeh prefers a trial-and-error approach over rapid intervention. According to him, it would be wise for the village to install the vegetation and other mitigation measures, evaluate their efficacy in conjunction with the toe wall, and reassess the upper wall plans at a later time.

“From an engineering perspective, it doesn’t make sense to be rushing to the wall and building without making sure the recession [of the bluff] is reduced,” he said. “The wall is not going to stop the recession. The recession is going to be stopped by removing the water from the soil.”

On the other hand, Sa considers the upper wall a necessary measure that would act as a buffer to shield the clubhouse from further erosion. “In the event of areas of further erosion at the top of the bluff, the proposed wall will retain the soils beneath and around the country club building and protect this structure from the potential effects of this erosion,” she said.

In contrast to the upper wall plan, the village board is also contemplating whether to demolish the clubhouse and relocate the facility inland. Farhadzadeh prefers retreating away from the bluff.

“The fact is you should stay away from the edge of the bluff,” he said. “Based on what I’ve seen, it is probably too risky to maintain the existing facility.”

Sa disagrees with this assessment. Citing the village’s internal cost projections, she views the upper wall proposal as a cost-sensitive, viable alternative to managed retreat.

“The village is considering retreat/removal and replacement of the country club building at another inland location,” she said. “Rough initial estimates indicate that this may not be economically feasible. Therefore, GEI’s geotechnical engineers conducted bluff slope stability analyses and developed the double wall system as the best alternative given the site constraints.”

The village board will reconvene for a morning meeting on Monday, Oct. 17, at 9 a.m. Further discussion on the upper wall is anticipated during that meeting.

For its first order of business, the board unanimously approved a bond anticipation note to finance construction for improvements at the Old Homestead/Oakwood Road recharge basin. The BAN will enable construction to begin without the village having to draw from its operating budget. 

This project, according to Mayor Margot Garant, is primarily subsidized through a grant from the Federal Emergency Management Administration. 

“We’re still waiting for the grant to come in from FEMA, but we have to pay the bill,” Garant said. “Hopefully, that money comes in before the end of the year.”

The board approved Garant’s appointment of Shane Henry to the Architectural Review Committee. Deputy Mayor Kathianne Snaden, trustee liaison to ARC, anticipated Henry’s expected contributions to the committee.

“He’s young, enthusiastic, and he wants to get more involved,” Snaden said. “I think he will be a great addition.” Garant added that she is looking forward to drawing from Henry’s contracting and historic preservation background.

With trustee Lauren Sheprow voting “no,” the village board approved a 4-1 resolution for the 2023 rate increases for the Port Jefferson Country Club. Stan Loucks, trustee liaison to the country club, said these rate increases are based upon a unanimous recommendation from the Country Club Management Advisory Committee. 

The rate increases, according to Loucks, will enable the country club to make renovations to bunkers, improvements to cart paths and cover other unforeseen expenses.

“The rates that have been presented will increase our revenue by $100,000,” Loucks said. “That is an … increase in the overall budget, which I feel — I hope — is adequate.”

Defending her vote against the resolution, Sheprow expressed uneasiness about membership rate increases. She advocated exploring and exhausting other options for raising revenue before placing added costs on members.

“When I was the chair of the CCMAC, I did not agree with raising membership rates because I felt like there was an opportunity to find new revenue … without putting the revenue on the backs of the members,” Sheprow said. “We’re playing on this product that isn’t the A-plus product that it’s been. It’s kind of a C-level product, and we’re asking our members to come back next year and pay more for something that they don’t have yet.”

After a brief interim for an executive session, the trustees moved upstairs for the general meeting. During that time frame, there were several exchanges between the public and the village government.

Chief of code enforcement Fred Leute reminded residents to drive carefully on village streets as schools are again in session. He also reported a speeding issue on Brook Road near the high school. “Brook Road is not a road you want to go fast on,” he said. “When you go down that hill, slow down.”

A Suffolk County Police Department representative told Port Jefferson residents to remain alert to the ongoing crime trends of catalytic converter thefts and phone call scams. 

During her report, Sheprow announced that she would present findings from her internal communications audit at a future meeting. She also reported that the Country Club Social/Hospitality Task Force has already met several times and is working with the restaurant management of The Waterview to “create a more welcoming, accessible and fun environment up at the country club.”

Trustee Rebecca Kassay reported that she is continuing to coordinate with Snaden on a “complete streets concept” for Port Jefferson.

“I am highly recommending that the village looks into investing into a study, which can be anywhere between $30,000 and $80,000,” Kassay said. “This would be something that benefits all residents. It would assess how to make the village more walkable and potentially more bikeable as well.”

Loucks gave an update from the parks department regarding removing vessels from village racks. “The vessels need to be removed by November 1,” he said. 

Snaden announced her effort to coordinate more closely with the Greater Port Jefferson Chamber of Commerce and the Port Jefferson Business Improvement District.

“We’re going to have quarterly meetings moving forward just to make sure that everyone is on the same page with their activities and their events,” the deputy mayor said. “We can all collaborate and bounce ideas off each other, let each other know what we’re all doing.”

Garant gave a detailed report on several significant initiatives within the village government. There are ongoing discussions about giving a proper name to Station Street, a block in Upper Port opening later this month.

“There will be a conversation about what we should call this new street as the new gateway to Port Jefferson,” the mayor said. “We do have a ribbon-cutting on the calendar for October 26 … It will be a great new start to a total revitalization of Upper Port.”

Bids for an upper wall to stabilize the East Beach bluff are due this Friday, Oct. 7. Garant announced that once the board has the final cost estimates, it will decide whether to approve the upper wall or retreat inland. During the public comment portion at the end of the meeting, village resident Michael Mart advised the board to consider the future instead of the past when deciding upon the East Beach bluff.

“Rather than put all of our efforts into saving the past, please look forward to creating the future that we might want here,” he said. “And in doing that, I think it’s important the residents have an opportunity to express their views on the final decision, and maybe even, like with the school board [proposed capital bond projects], have an opportunity to vote on the final decision.”

The Port Jefferson Village Board of Trustees is approaching a meaningful vote to decide the future of the Port Jefferson Country Club.

PJCC is a village-owned property. In a two-phased initiative, the board is actively responding to the harmful effects of coastal erosion at East Beach. Construction of a lower retaining wall is ongoing after a 4-1 vote under a previous composition of the board of trustees. 

Now the board is looking upland, where erosion has encroached dangerously upon the PJCC clubhouse. Without remediation, the clubhouse could fall off the cliff within years. 

Weighing its options, the board must soon decide whether to invest in preserving the existing clubhouse by adding a steel wall or retreating inland.

A battle against time and nature

In an exclusive interview with Mayor Margot Garant, she provided her initial estimates for the cost of the upper wall. 

“We’re estimating approximately another $3 million for that upper wall project,” she said. “The lower wall was a more complicated project because of the steel, rock and revegetation of the entire slope. The upper wall is really only steel and vegetation.” Bids for this project are still out but are due by Oct. 7, when the village will receive its final estimate.

Garant acknowledged the severe economic and environmental constraints working against the village. The construction cost index is forecast to see a 14.1% year-to-year increase by Dec. 31. While the cost of building materials skyrockets, inflation is at its highest point in four decades. 

Meanwhile, the cliff erosion is rapidly closing in on the clubhouse. For these reasons, Garant feels a sense of urgency to approve the upper wall if the village board favors that option.

“I think economic factors … plus Mother Nature are all kind of not working to our advantage at this point in time,” she said. “We’re already at a point where we’re playing beat the clock. We’ve lost a tremendous amount of material, and that is something we have to take into consideration — the pros and cons and the risk factors.”

While the mayor appears committed to quick remediation, the board has no unanimous consensus. Trustee Rebecca Kassay was the lone dissenter on the lower wall vote, citing a lack of public input into the final determination.

If presented with a similar vote on the upper wall, Kassay said she would vote “no” again. “My position is still the same,” she said. “I cannot, in good conscience, vote for another multimillion dollar project without having the residents of Port Jefferson show their support or rejection for it.”

Drawing from her background in environmental advocacy, Kassay believes there are viable alternatives to the upper wall. While the burgeoning science of coastal erosion mitigation may be daunting, according to her, exploring these options may be in the village’s long-term interest.

“Adopting new strategies and technologies can be very nerve-racking,” the trustee said. “It’s quite upsetting but, as community leaders, it’s our duty to look at the realities in front of us and serve the community accordingly.”

This week, a local climate expert presented some of her findings to the Port Jeff community. During a Greater Port Jefferson Chamber of Commerce meeting Tuesday, Sept. 27, Elizabeth Hornstein, a New York State Sea Grant sustainable and resilient communities specialist for Suffolk County, explained the pending threat of sea-level rise and intensifying storms on coastal communities. 

Hornstein’s presentation stressed the need for community planning and resiliency. She advised that addressing the issue of erosion near the country club would require a communitywide assessment of its environmental priorities.

“I think the community as a whole has to decide what is most important,” she said. “Is the country club an asset that is very important to the community? What else in the community, though, is also very important that you may want to protect?” She added, “I think it’s a tricky situation, and it’s hard to make those calls.”

Reimagining PJCC

Trustee Stan Loucks remains undecided whether he will support the upper wall. Like Kassay, Loucks has expressed support for putting the matter out for a public referendum. However, he suggests the board should tie an upper wall proposal to a plan for reinvigorating the country club.

Critics of saving the clubhouse have cited examples of village officials referring to the clubhouse as “underutilized.” Joining these detractors, Loucks hopes for greater use of the country club’s available amenities.

“I would like to see more of a country club atmosphere up there, and I’m not sure we’re getting it with the existing building,” he said. “I want to see what it’s going to cost to put an upper wall in there, and I want to see what it would cost to perhaps build a new building.”

Trustee Lauren Sheprow campaigned earlier this year on a platform of protecting the clubhouse. In an email statement, she referred to the facility as “one of Port Jefferson’s finest assets.” 

In her short tenure on the village board, Sheprow has already resurrected the Parks and Recreation Advisory Council. The newly elected trustee said this council will work to bolster recreational activities at the clubhouse.

“I am hopeful that our new Parks and Recreation Advisory Council will help to build and cultivate a concept, which will be on the agenda for our first meeting in October,” Sheprow said. “We would also like to create more recreational opportunities over the winter months.” She added that new racket sports amenities might provide even more avenues for recreational use.

As the board awaits cost estimates for the upland projects, Sheprow intends to evaluate both options thoroughly before making a final judgment. “I would like to be able to do a walkthrough of the proposed solutions and hear from those who have designed them,” she said, adding, “I would also like to hear how this would factor into a more comprehensive long-term strategy for the country club campus.”

Garant said residents could expect at least one more work session in the coming weeks for the upland proposals. After that, it remains unclear whether these projects will go out for a public vote. 

“I think the Board of Trustees will make that decision as soon as possible if we’re moving forward [with the upper wall],” the mayor said. “And if we’re not moving forward, some of the other retreat plans will take time because the retreat plan means that we’re abandoning the facility.” 

With respect to a possible referendum, she added, “When we have that price point, we can have that discussion as a board. I’m not sure I’m in agreement with that as that was something we should have discussed when we passed the resolution for the $10 million bond.”

The Port Jefferson Village Board of Trustees held its monthly meeting Tuesday, Sept. 6, to discuss current plans and issues throughout the village.

The meeting started with a reminder from code enforcement chief Fred Leute to drive carefully down the streets. Now that school is back in session, more wet weather and leaves will likely be on the ground.

Trustee Rebecca Kassay announced that she and Deputy Mayor Kathianne Snaden have been working together to make the village more walkable and bikeable. These efforts will make it easier to travel around Port Jefferson without using a vehicle.

Kassay also shared that she and Snaden have worked to replace dead street trees this fall with more aesthetically pleasing and ecologically friendly ones.

Kassay said they have been meeting to discuss issues regarding uptown parking. “We’ve been looking at hopefully partnering with some of the medical office space uptown so that we don’t have to pave any additional space uptown — and take it from there,” she said.

After concerns were brought up to the trustees about ticks a few months ago, Kassay has been discussing the issue with the Stony Brook University disease center. The village will be putting information on its website and working with local media to spread awareness about the issue, as well as reaching out to schools to see if they can give the items to nurses and coaches. The village has also been offered tick handbooks, tick identification cards and tick removal kits.

Next meeting, Kassay intends to discuss the timeline and action plan for the village to work on flood mitigation.

Kassay also announced that the Beach Street Community Garden program scheduled for Wednesday, Sept. 7, has been rescheduled due to inclement weather. The new date is to be determined.

Trustee Stan Loucks announced that the drought Long Island has faced has started to impact the golf course, which has had 300,000 gallons of water put into it every night. 

“Our conditions up there have gotten to the point where some of the fairways were turning brown, so this rain we’re getting today is kind of a godsend,” Loucks said. He added, “All of our water comes out of on-site wells. The wells up at the country club have reached the level where we’ve been put on restricted watering. We’ve only been able to water our greens and tee boxes for the last 10 days or so, so this rain is coming at a perfect time.”

The golf course will be closed this week on Thursday and possibly Friday while the aeration process takes place.

The country club’s early bird program starts on Saturday, Oct. 15. However, the membership rate fees are to be determined.

Loucks also asked that nobody walks down to East Beach, due to the Bluff Stabilization project. Still, he assured everyone that considerable progress had been made already. Snaden would later add that drone footage of the progress is available to view, provided by Charmaine Famularo.

Tennis courts 7 and 8 are still open and will stay open through September and possibly through October.

Loucks said there are plans to build a permanent barbecue on the patio behind the scoreboard on the golf course.

Finally, Loucks shared that the annual village golf outing will be taking place on Thursday, Sept. 22. The outing is open to all village residents, along with anyone who works in the school district, is a member of the fire department or a business owner in the village. The cost of the outing is $50.

Trustee Lauren Sheprow announced the first meeting of the Recreation and Parks Committee would take place on Thursday, Sept. 29.

The next meeting of the Country Club Social/Hospitality Task Force will take place Wednesday, Sept. 14, at Port Jefferson Country Club at 6:30 p.m.

Concluding her report, Sheprow shared that the village’s internal communication audit is still underway. She looks forward to meeting with the other trustees individually to discuss it.

Snaden reported that the Port Jefferson high school homecoming game has been moved to Saturday, Oct. 22, due to an issue regarding the number of football players on the team. The parade will now take place on Oct. 21 at night. Instead of floats, the students plan to decorate their vehicles with lights. Due to scheduling conflicts, there will not be the Caroline Field events that have been held in the past, but Snaden hopes to bring them back next year.

Snaden went on to report that code union negotiations are continuing. Also, the Architectural Review Committee is looking into an application for a new “Sea Creations” sign to be put on the front of the Harbor Square Mall on Main Street. Additionally, St. Charles Hospital wants to build a retaining wall in its parking lot for expansion. 

Mayor Margot Garant reported that the trustees, with members of the planning and zoning boards, attended a walkthrough of the Port Jefferson Crossing Apartments at 1615 Main St., and were very happy with the amenities that they saw. There is also a 3,000-square-foot retail space. 

Station Street is expected to be installed sometime in mid-September. Overall, Garant is happy with the direction Upper Port is taking.

The Port Jefferson Board of Trustees delivered several important announcements to the public during its monthly general meeting on Monday, Aug. 1.

During the business meeting, the board accepted the resignation of village administrator Joe Palumbo, effective Aug. 12. This marks the end of Palumbo’s nearly three years of service in that role.

Along with the resignation of the village administrator, Mayor Margot Garant announced multiple appointments, naming Deputy Mayor Kathianne Snaden as trustee liaison to the Planning Board and the Zoning Board of Appeals. Trustee Rebecca Kassay will take over as the village’s commissioner of environmental sustainability. In addition, residents Gerard Gang and Jennifer Testa were appointed to the Architectural Review Committee.

Mayor’s report

During the general meeting, Garant delivered several updates on projects at East Beach that will affect residents in the coming weeks. Construction of the lower wall at East Beach to stabilize the bluff will begin next week. The mayor predicts the project will take approximately eight months to complete.

“You’ll start to see large boulders and the steel being delivered to the parking lot area,” Garant said. “They’re going to start to mobilize with construction. Unfortunately, the beach, folks, will be closed. You can walk down, but you’ve got to stay away from the major construction.”

About 450 lineal feet of bluff line will be sloped and revegetated, likely sometime in the spring. “It’s a long project, it’s a lot of stabilization, and that is underway,” Garant said.

The mayor also announced that plans to construct an upper wall to protect the clubhouse at the Port Jefferson Country Club will be going out to bid. This next step, according to the mayor, will allow the board to gather more information as it prepares to make a final determination on how to proceed with regards to that facility.

“That project will be going out to bid just so we can get the information and see what the numbers look like,” she said. “We need to have the hard numbers before we can make any real decisions. We will be making a presentation to the public, informing you all along the way.” She added, “It’s a pretty complicated process.”

Concluding her report, Garant announced that the village will partner with the Long Island Seaport and Eco Center to commission a whaleboat.

“It’s not a whaleboat to go fishing for whales,” she said, jokingly. “It’s a whaleboat that was famously used during the [Culper] Spy Ring … Our whaleboat will be something we can use for programming and for demonstrations down at the museum.”

Trustee reports

Snaden provided an update on the roadway obstruction at the intersection of Arlington Avenue and Route 25A. She was pleased to see that the New York State Department of Transportation had resumed construction at that site.

“You can see that a lot of work has been done,” the deputy mayor said. “Most recently, they have started the layers of paving and they are still on track to be finished with that and [have] that road open hopefully by the end of summer.”

Trustee Lauren Sheprow delivered several updates on the status of the Recreation Department. She first highlighted the close relationship the village recreation director has forged with the Port Jefferson School District.

The newest member of the board also announced a village-wide golf outing scheduled for Sept. 22. The fee for the event is $50, which will cover 18 holes of golf at the PJCC along with cart fees, green fees, food and prizes.

“We are opening up our golf outing to the entire Port Jefferson community,” Sheprow said. “That will include Port Jefferson Fire Department volunteers, Port Jefferson School District employees, Port Jefferson village employees and all the residents of Port Jefferson village.” She added, “Proof of employment is required, as is proof of residence.”

Sheprow also announced the reinstatement of the village recreation committee, which will be made up of “seven to nine village residents who can provide feedback and guidance, leading to recommendations to the board of trustees for improvements to parks, facilities and recreational programming,” the trustee said. She added that the next step is to establish a charter for the committee and explore possible candidates.

Sheprow also announced her plans to foster a closer relationship between the Village of Port Jefferson and Stony Brook University. Following conversations with the Office of Community Relations at SBU, the village government hopes to tap into resident experts and specialists in service of the village’s aims.

“The village is proposing to establish a think tank of sorts made up of researchers and scientists at Stony Brook [University] who live in Port Jefferson and who can engage and consult on the opportunities and challenges in their hometown village,” Sheprow said. “This can include marine sciences, engineering sciences, environmental sustainability, education, health and wellness, culture, society … it doesn’t stop. There are so many opportunities to bring in the knowledge of these experts.”

Kassay offered her support for this proposal, saying, “I’m looking forward to seeing all of the community members that are engaged in a lot of those initiatives, as well as the university.”

Kassay delivered a brief report, highlighting some of the environmental activities she has undertaken. She said the Conservation Advisory Council is researching municipal bamboo codes.

“This has been brought up by a few residents over the years and increasingly so more recently,” she said.

Trustee Stan Loucks used his report to recognize the Parks Department for its recent efforts to facilitate several events held throughout the village.

“The Parks Department is responsible for a lot of things in the village that a lot of us are not aware of,” he said. “They take care of every park in the village. They take care of a lot of grassy areas in the village that are not considered parks … and I think they deserve a lot of credit.” He added, “Many times you’ll see them out there with the white trucks and the blue uniforms. If you see them working, stop and say ‘Hello’ and thank them for what they do.”

Town of Brookhaven Supervisor Ed Romaine (R) has served in elected office for decades. In Part I of this two-part series, Romaine discusses the problem of coastal erosion, innovative ideas for recycling and why you won’t see his name on a sign at a town park.

What sparked your interest in environmental protection and which issues concern you the most?

Long ago, I made a choice between my eyes and my ears, and I chose my eyes. People can argue whatever they want, but I’ve seen what this Island was. I grew up on Long Island. I’ve watched it change and I know what it needs.

The things that concern me about this Island are the threat of climate change and rising sea levels, which is why we’ve bought hundreds of acres at Mastic Beach — to convert them back to wetlands, to act as a sponge.

The week before I was elected in 2012, Hurricane Sandy hit. I went down to Mastic Beach, which was part of my original district in the ’80s. I knew the mayor and I went down with Dan Panico [R-Manorville], who was the councilman, and we took a tour.

Neighborhood Road is the road that runs east and west through Mastic Beach. Everything south of Neighborhood Road was flooded. And the other thing I remember about that disaster was the smell. With all the trees and the downed wires sparking, it smelled of sewage because all their cesspools were inundated, and it smelled of oil because they all had above-ground tanks that spilled over.

It was so devastating when I went down there. Mastic Beach has recovered since, but I will never forget the disaster that hurricane caused and the flooding that it unleashed. Marshlands act as sponges that are capable of handling a flood like that. That is why I am deeply invested in trying to buy up as much of the marshland that was built upon years ago and get rid of some of the small homes there.

The other concern is the carbon footprint we leave. I’m a big supporter of renewable energy. When I was a [county] legislator for the 1st District, I bought more land and preserved more farmland than the other 17 districts combined.

The pattern of development has been so intense that we’ve screwed up this Island by sprawl. We should have thought more carefully about the pattern of development here and what we could do in terms of public transport, in terms of public services — and we didn’t.

What is your preferred approach to the issue of eroding bluffs, a growing problem along the North Shore?

Sometimes people live along those bluffs, so you want to see what type of engineering solutions there are to secure or stabilize bluffs. I know the Village of Port Jefferson is debating what to do about the Port Jefferson Country Club because their tennis courts are going to fall in [the Long Island Sound] and then right after that, probably the clubhouse.

My view would be the same as it would be for Mastic Beach — to retreat from the bluffs. But again, sometimes you can’t do that because people live atop them, so you have to look at engineering solutions that would help stabilize the bluffs. It’s Mother Nature at work. Can man-made solutions resolve it? Sure they can … temporarily. Clearly, what should have been done is something that would have prevented building near or on the bluffs.

Can you discuss the recycling initiative that your office has undertaken?

Back in 2017, China announced its [Operation] National Sword policy. It said, “Hey, we’re not buying any more recycled goods from the United States.” Well, that created all types of problems.

Unfortunately with recycling, a lot of what needs to be recycled rests with the State of New York, and they have not been innovative. The [Department of Environmental Conservation] has chosen to be a regulator and not an innovator. Let me give you an example: glass.

Glass is one of the largest contaminants in the recycling process. To recycle, what do you need? You need a marketplace. Recycling doesn’t work if you don’t have a marketplace to reuse the goods that you’re recycling, which is why recycling has collapsed in large parts of this country.

What we’re looking for from the State of New York is called a BUD — a beneficial-use determination. We believe glass should be an aggregate used in concrete. Concrete is the most carbon-intensive production of any substance that we know. And the way you can end that is by substituting glass in that process as an aggregate, and we’ve allocated for that.

What this requires is the state DEC to give us a beneficial-use determination. Now we’ve proved that because we’ve built these huge drainage rings for our recycling center and we got state permission to use glass as the aggregate in the concrete. They are not even looking at that.

At Stony Brook University, there’s a boathouse. It’s painted blue and was built in 1989. Do you know what it was built out of? Ash. The strength of that building is stronger today than the day it was built in 1989. Guess what we do with our ash? We put it in our landfill. Yet we don’t get a beneficial-use determination to use ash in concrete, in asphalt or in other products. This would create a market for glass and ash.

Also, I’m waiting on the state legislation. I have an ally in the state Legislature — an old friend of mine, someone I served with in the [county] Legislature in the ’80s, and we still work together to this day: [Assemblyman] Steve Englebright [D-Setauket]. I’m trying to say, “Steve, what are we doing here? There’s so much we can be doing.” We need a “Bigger, Better Bottle Bill.” We need to create markets for products because if we don’t, recycling will not work and will not be effective.

If you give enough time and you watch a leaky faucet, that water one drop at a time over a long period of time will make a difference. I always remind myself of the one drop of water. Because if you keep on hammering away at it, change will come. If only incrementally, it will come for the better, for things that should come, for things that are so common sense that even the opposition can’t argue against it. And usually, the opposition tends to be monied interests that have some kind of economic benefit to them, not to the society as a whole.

How did you end up in the supervisor’s office?

I started out as a teacher. I taught for 12 years, almost all of it at Hauppauge. I was very active in the teachers union there. I was the treasurer of the teachers union on their executive committee. In fact, one of my students was Jay Schneiderman, the supervisor of Southampton [D] — I taught him seventh-grade social studies.

I was always active, kind of on the sidelines as a volunteer. In 1979, in the Town of Brookhaven — which had been under Democratic control for four years — the Republicans won everything and they needed people to go into town government. I had done a lot of work for the school district on federal and state aid, so they asked me to become a part-time federal and state aid coordinator.

I started there, and the first thing I got was a massive grant for community development. We got a huge, multimillion-dollar grant, but there were conditions on hiring staff. So they asked me to become the first commissioner on housing and community development for the town. I asked the school district to give me a leave of absence — they were very kind and gave me three in a row. And finally I told them, “Look, I’m not going to come back,” because I was into that job. I did that for five years and loved it.

All the sudden, the [county] legislative seat in which I lived had opened up and they asked me to run. Even though it was a little bit less money, I thought about it for a while and I said “yes.” I ran and was elected to the Legislature in ‘85 and then again in ‘87. I was getting ready to run again when our county clerk died. In between, I had run for Congress and did very well — I got 49.6% of the vote against an incumbent, Mr. [George] Hochbrueckner [D-NY1].

I ran for county clerk, won all 10 towns and went on to win five elections as county clerk. In that time, I had moved, the lines had changed and I got elected to the 1st Legislative District as their county legislator, which included all of eastern Brookhaven from Shoreham to where I live in Center Moriches, as well as Riverhead, Southold and Shelter Island. I loved that district and didn’t lose an election district for the four times I ran. And I was getting ready to run again when Mr. [Mark] Lesko [D], who was the [Brookhaven] supervisor, resigned midterm.

I was asked to run for supervisor and I thought long and hard about that. The major reason I did that was because I had a son [Keith] who was a town councilman and died in office. He always told me that at some point in life he wanted to be a supervisor. That motivated me to say “yes.” I wound up winning five terms as supervisor. So that’s the very short synopsis of a long story.

Brookhaven is an old township that has endured for three-and-a-half centuries. What does it mean to you to be a part of that tradition, and what do you see as your place in it?

The one thing I know about history is that people are quickly forgotten. That’s why I made sure that when I became supervisor, I said, “Other than in Town Hall, I don’t want my name on any town signs or anything.” And you will not see my name on a town park or anything because I made it clear that I’m just passing through.

I believe one of the greatest things I did was save 1,100 acres and put them in the Central Pine Barrens — 800 of which was National Grid property. The legacy that I leave will be a legacy that benefits people, but they will not know it was me.
