Hazel Louise (Kanzler) Cardillo was a light so bright that her glow forever warms those blessed to know her.

As the sun rose on Monday, Nov. 6, Hazel succumbed to a valiant fight with ALS. She was 73.

Haze, as she liked to be called, was born on May 23, 1950, in Irvington, New Jersey, to the late John and Hazel (Hendry) Kanzler and stepfather Ernst Velle.

She spent her childhood in Lake Hopatcong, New Jersey, and graduated from Jefferson Township High School. At 15, she met Michael, her beloved husband of 54 years, while vacationing at Jones Beach. They made their home in the village of Port Jefferson, where they raised their two daughters, Nicole and Cherie, and welcomed four grandchildren to the world.

Haze was selfless, and her joyful, giving nature touched the lives of many, including the countless students she taught as an ESL teacher at Comsewogue School District and adjunct professor at Stony Brook University. Haze filled the world with song, playing piano and singing in the local United Methodist Church choir for many years. 

She lived a life of simple pleasures: strong cups of coffee in the morning, birds at her kitchen window, warm showers, beach walks, drives to the North Fork, wood-burning fires, cozy pajamas, old movies, brisk fall days, peaceful snowfalls and the sound of the ferry’s foghorn pulling into the harbor. Much like Dorothy in “The Wizard of Oz,” she believed there was no place like home.

Haze was predeceased by her eldest brother, John, and is survived by her loving husband, Michael Joseph Cardillo; their children Nicole (Christopher) Barisic and Cherie (Jonathan) Totillo; grandchildren Claire, Mabel, Ada and Isaac; sisters Carolyn and Jean; many nieces and nephews; and their adored rescue dog, Mindy.

A memorial service was held Monday, Nov. 13, at Moloney Funeral Home in Port Jefferson Station, with a private burial following at Cedar Hill Cemetery.

On the first cold day of the season on Sunday, Nov. 12, locals gathered in the parking lot of Jefferson Plaza along Route 112 in Port Jeff Station to discuss the proposed revitalization of the plaza.

In the days before the gathering, Paul Sagliocca and members of the Port Jefferson Station/Terryville Civic Association canvassed the neighborhoods surrounding the shopping center. This preparation brought out roughly 80 residents.

Sagliocca was joined by fellow civic members Lou Antoniello and Jerry Maxim. Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) spoke to the crowd and Suffolk County Legislator-elect Steve Englebright (D-Setauket) — both representing PJS/T in their respective districts — listened to the concerns of attendees.

The speakers called for residents to attend PJSTCA’s upcoming meeting on Tuesday, Nov. 28, at 7 p.m. at Comsewogue Library. They especially urged residents to speak up during an upcoming meeting of the Brookhaven Town Board to consider a proposed change of zone to a new Commercial Redevelopment District classification on Thursday, Nov. 30.

Questions raised

Owned by Staller Associates, Jefferson Plaza is currently zoned for commercial use. Staller must seek zoning changes from Brookhaven Town for mixed-use development of the property. The proposed revitalization calls for 263 residential units in a four-story structure.

Sagliocca suggested that residents to the west were anxious that the new apartments would have sightlines into their yards and windows. Critics also expressed concerns over increased traffic and possibly rerouting traffic with one-way streets, making accessing their homes inconvenient. 

Others raised concern over the impact of potentially many new residents on the environment, especially the aquifer. They questioned how much more stress the local environment could bear.

Another concern was the blocking of the sun by the height of the new structure. Maxim called for a “shade study” to determine how far the shade would extend into the neighborhood. Sagliocca spoke of the impact on Mather and St. Charles hospitals in Port Jefferson, which serve Coram, Selden and the greater Port Jefferson area. Kornreich emphasized the need for a traffic study to be conducted independently and objectively.

Maxim highlighted the potential impact of the proposed units on the Comsewogue School District. 

Antoniello explained, “I’m not saying we don’t need multifamily housing, but you can’t have it dictated by the people up in Albany. Right now, the development they want for this area is really land abuse, not land use. They are looking for a density that is three times the allowable density that the Town of Brookhaven allows. This will set a precedent for every multifamily project that occurs in Port Jeff Station, Terryville and Port Jefferson village.”

He added, “As per our hamlet and [commercial] hub study, over 80% of the people questioned said they didn’t want multifamily units. We’re now taking studies which cost combined over a hundred thousand dollars. We are throwing them in the trash. Those are our bibles. We have to do it right, we don’t have a choice.”

Port Jefferson Station/Terryville is approaching a potentially community-defining transformation as the Brookhaven Town Board weighs the future redevelopment of the Jefferson Plaza shopping center, owned by Islandia-based Staller Associates.

Later this month, the board will consider rezoning the 10-acre parcel at the intersection of state Route 112 and Terryville Road to a Commercial Redevelopment District, or CRD, a new classification within the town’s Zoning Code. Jefferson Plaza would be the first property in town history to receive this designation if approved.

Enacted in 2020, the CRD enables mixed-use development along parcels of over 5 acres in size. According to the code, the CRD aims “to create the type of planning and zoning flexibility which is necessary to stimulate the revitalization of abandoned, vacant or underutilized commercial shopping center, bowling alley and health club properties.”

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) represents Port Jefferson Station on the Town Board. In an exclusive interview, he summarized the CRD’s purpose as “more housing, less commercial space, generally.”

“The local government has created an incentive to spur redevelopment,“ he said. “But it hasn’t been used yet, so we’re trying to use it now.”

Commercial decline

Kornreich said this new approach to commercial revitalization is guided by a sequence of “extinction events” occurring within the local retail market.

Since the establishment of these local downtowns in the previous century and even earlier, Kornreich identified the emergence of automobile culture and the growth of large box stores as the first threat to traditional mom-and-pop storefronts and downtown economies. In the wake of this first extinction event, “retail took a hit that it never really recovered from,” Kornreich said.

Retail’s downward trajectory was further exacerbated by e-commerce, which began to put even the big box stores and large retailers out of business. “And then, of course, COVID came, and that hit commercial real estate and retail,” the councilmember noted.

Confronting the many changes reshaping the commercial landscape, Kornreich said the CRD would help spur commercial redevelopment.

“This is our existential challenge: How do we help guide the redevelopment of our community so it can be healthy, so that it can thrive, and so that people can afford to live here and have a good quality of life,” he said.

Richard Murdocco is an adjunct professor in the Department of Political Science at Stony Brook University, specializing in land use, real estate markets, economic development and environmental policy. Given the current pressures upon the commercial sector, Murdocco concluded that “these antiquated shopping centers need a redo.”

While redevelopment has traditionally elicited local opposition from nearby residents, Murdocco suggests that various projects throughout the region have gained traction among locals.

“It seems to me that a lot of these redevelopment projects are starting to gain momentum because the property and the blight are so large,” he said. “These are significant pieces of property,” adding, “Government responded to the need for adaptive reuse, and now there’s a legal mechanism through the zoning district on which to do that.”

Questions raised

The push for commercial redevelopment has met with scrutiny from some.

Ira Costell, president of the Port Jefferson Station/Terryville Civic Association, raised several questions about the Jefferson Plaza proposal.

The CRD “hasn’t been used previously, and this does seem to be the test case,” he said. “In my estimation, it’s the lynchpin for further development in our community, so that’s why it’s essential that we get this right and not rush to judgment.”

“To address those things, I think we need better community input,” he added. To generate such input, he has asked residents to attend the civic’s upcoming meeting at Comsewogue Public Library on Tuesday, Nov. 28, at 7 p.m.

Local civic members are ringing the alarm over the CRD in the neighboring Three Village community. Herb Mones, land use chair of the Three Village Civic Association, highlighted the need to remediate commercial blight but suggested the CRD code is too developer-centric.

“On every level, the intention of redeveloping neglected or failing shopping centers is an admirable goal,” he said. “But the way that the code is written allows for really unprecedented development that has a tremendous negative effect on communities that are impacted by the density that results.”

Mones said the language of the CRD code is “so vague, so arbitrary and so capricious that it could be applied to virtually any shopping center in the Town of Brookhaven.”

Based on the statute, which incentivizes redevelopment of blighted properties through relaxed land use standards, Mones said the CRD code “encourages landowners to purposely neglect their properties in order to promote this eventual redevelopment.”

George Hoffman, also a member of TVCA, concurred with Mones, referring to the CRD code as “a very vague law that I think was done in haste.”

“It was really a code change that was done when we didn’t know what was going to happen with COVID,” Hoffman said. “I think it really has to be reevaluated, and I don’t think it works in this situation here” at Jefferson Plaza. 

Given that Jefferson Plaza would be the first parcel listed as a CRD, he added that this matter has implications for residents townwide.

“If they use this code to the maximum allowable density, I think it’s going to set the standard of a new suburban model for development,” he said.

The Town Board will consider the proposed change of zone for the Jefferson Plaza property on Thursday, Nov. 30, at 5 p.m.

A small yet meaningful display of unity and hope unfolded at Resistance Corner in Port Jefferson Station last Sunday, Nov. 5.

This was no grand protest outside the hamlet’s Train Car Park but rather a quiet gathering. Along the side of the road, cars passing by, demonstrators delivered a message of peace and compassion against the stark backdrop of geopolitical unrest in the Middle East.

A handful of peace demonstrators stood by the roadside holding small, homemade signs bearing messages calling for peace in Gaza.

“It is important for our community to come out and let people see that we’re here,” said event organizer and Port Jeff resident Myrna Gordon. “We’re active. We’re not going to be silent while tens of thousands of people are being killed, injured and homeless.”

Gordon urged that locals throughout Long Island should lend their voices to speak up on international affairs such as these. “We have to step up,” she said. “It’s not taking a side — it’s for humanity.”

This message encapsulated the essence of the gathering, bringing to light the voices of those who desired a halt to the ongoing violence. They maintained that taking a stand for humanity was paramount, irrespective of their background or identity, and as necessary.

As cars whizzed by, the demonstration continued a small yet resolute display amid everyday life.

The Port Jefferson Station/Terryville Civic Association met Tuesday, Oct. 24, for a meeting covering public safety, land use, upcoming elections and multiculturalism.

Public safety

John Efstathiou, COPE officer for the Suffolk County Police Department’s 6th Precinct, delivered the department’s public safety report, outlining an uptick across several crime statistics.

When crime data was compared from the same period in 2022, the 6th Precinct received an increase in the calls for service throughout the hamlet from 646 to 845, “so we saw a big increase in calls,” Efstathiou stated.

While there were no reported aggravated harassments or assaults, there were two reported burglaries. A smoke shop and the Buddhist temple — both located on Terryville Road — were the two burglarized locations.

Criminal mischief went up from six to 10 reported incidents. One of those criminal mischiefs resulted in an arrest, five resulted in no pressed charges and the other four remain under investigation by the department.

Harassments spiked from seven to 11. Of those, one arrest was made, eight resulted in no press and two remain under investigation. Larcenies went up from 12 to 16.

Efstathiou reported a menacing incident at the Family Dollar located at Jefferson Plaza in which an individual brandished a knife to steal money. “He was unsuccessful,” the COPE officer indicated, adding the person was “charged for menacing on that. That is still pending and under investigation.”

A robbery had occurred at the Sunoco gas station on Old Town Road, resulting in the apprehension of the alleged suspect.

Total criminal incidents went up from 35 to 64. Disturbances went up from 135 to 167. Total noncriminal incidents increased from 611 to 821. Motor vehicle accidents jumped from 45 to 83.

Land use

Civic vice president Carolyn Sagliocca updated the body on proposed developments throughout the area. She said the Bicycle Path LLC group, owner of the parcel at 507 North Bicycle Path, contacted the civic regarding a potential redevelopment project.

“They want to present their proposal here for our civic for everyone to see, and that is going to be at our December 19 civic meeting,” she said.

Sagliocca emphasized the importance of the civic’s upcoming Nov. 28 meeting, during which the body will deliberate on the proposed redevelopment of Jefferson Plaza. “We’re going to see if we can get the community to give us input on what you want,” she said. “Because on November 30, there’s going to be a public hearing at Town Hall in Farmingville at 5:30, and we hope as many residents who want to voice their opinion on what they want could be there.”

Meet the candidates

Later in the meeting, the body met judicial candidates for Suffolk County district court and Michael Kaplan, Democratic candidate for Brookhaven highway superintendent.

Steve Weissbard is the Republican and Conservative Party candidate for the district court. He served as Suffolk County attorney in family court, later working for the Suffolk Legal Aid Society.

“I bring a very balanced experience … and I expect a very balanced judgment and open mind when I sit on the bench,” he said.

Opposing Weissbard is Cynthia Vargas, who serves as co-chair of the Suffolk County Bar Association’s membership services committee. She also served as president of the Long Island Hispanic Bar Association.

“I would bring all of my experience, common sense and integrity to ensure justice for all and ask that you vote Vargas, not politics, on November 7,” she said.

Kaplan is challenging incumbent Brookhaven Highway Superintendent Dan Losquadro (R), who did not attend Tuesday evening’s civic meeting. Kaplan is a U.S. Army veteran who worked as a road inspector in the Town of Islip before working directly for the superintendent of highways in the Town of Huntington.

“This town needs different leadership when it comes to highways,” he said, advocating for a “small-town mentality” within the Brookhaven Highway Department.

Multicultural panel

The meeting concluded with a discussion among faith and ethnic leaders throughout the community. Panelists included Mufti Abdullah Sheikh, resident scholar and imam at Selden Masjid, Rabbi Aaron Benson of North Shore Jewish Center and Shaorui Li, founder and president of the Asian American Association of Greater Stony Brook.

In a phone interview after the meeting, PJSTCA president Ira Costell regarded the panel as a means of opening a dialogue and creating understanding between the religious and cultural groups that were present.

“It’s been my agenda to bring programs as often as possible that add a dimension of education or awareness or understanding about broader issues,” Costell said. “I think this really went a long way — for me personally and hopefully for other people — to realize we can have a conversation with each other.”

The civic reconvenes on Tuesday, Nov. 28, at Comsewogue Public Library at 7 p.m.

Students at Comsewogue School District’s Clinton Avenue Elementary School kicked off autumn Sunday, Oct. 1, with a harvest festival at the school’s community garden. Children decorated pumpkins, created paper scarecrows, planted bulbs in the garden, played cornhole and took photos at a festive face-in-hole photo booth.

“The district launched its community garden last year, and it is now thriving,” said Superintendent of Schools Jennifer Quinn. “It served as a beautification effort and a way to give back to the community through donations. Our garden is always looking for more volunteers and donations.”

Kelly Klug, school nurse at Clinton Avenue Elementary, spearheaded the community garden and managed it with the help of local volunteers. Throughout the summer, they have been growing flowers, fruits and vegetables. 

They harvest the produce in the fall and donate it to local food banks. The garden also hosts other events throughout the year for children in the community.

Comsewogue School District held its Board of Education meeting Wednesday, Oct. 4, discussing the since-passed homecoming festivities, honoring student achievements, approving motions and introducing behavioral initiatives at the high school.

Brandon, the Comsewogue student representative, overviewed the goings-on for the homecoming and spirit week, highlighting the class competition leading to the weekend’s pep rally and class floats parade. Each class was tasked with creating a float to go along with this year’s theme of “seasons”: seniors as spring, juniors as summer, sophomores as winter and freshmen as fall.

QR codes were made available to all at the homecoming game on Saturday, Oct. 7, to vote for which theme students felt was executed best.

Mike Mosca, principal of Comsewogue High School, came forward to award the recipients of the College Board National Merit Awards. The awards were given to students with a GPA of 3.5 or higher and who displayed an outstanding performance on the PSAT. Students also received the National Hispanic Recognition Award as well as the National Indigenous Award.

The BOE went on to approve select motions for the evening, such as the approval to purchase iPads for the district’s use. The iPads will be purchased using grants received through the Emergency Connectivity Fund, covering 100% of the cost.

Mosca returned to the floor to discuss the behavioral initiative recently introduced at the high school level, referred to as the reflection room.

He emphasized the push to move into restorative practices as opposed to dismissive punishments such as suspensions. 

“The goal is to maximize students’ time in the classroom,” he said. Instead of taking students out of their learning environment and potentially setting them back in their studies, they want to turn their actions into a learning opportunity.

The goal of the reflection room is to take about two hours out of the student’s day to work one-on-one with advisers to break down the incident that led them there and, in turn, come up with guided corrective actions.

Mosca went on to praise the initiative’s success as there has been a downturn in student infractions as a result. “It’s been very effective so far,” he said.

The BOE ended the evening with what they referred to as “board kudos,” taking the opportunity to acknowledge members of the district’s community. Praise was given to the custodial staff as they installed roughly 30 Smart Boards over the previous weekend, as well as the building and grounds staff who worked to ensure minimal to no damage was caused by the flooding from recent rainfall. 

The BOE will reconvene Monday, Nov. 6, at 8 p.m.

On the road to redevelopment, the Lawrence Aviation Superfund site in Port Jefferson Station will clear a significant hurdle in the coming months.

Port Jefferson Village Center hosted Wednesday, Oct. 4, New York State officials and the contractor who will demolish the remaining derelict buildings on-site at the Lawrence Aviation property.

The two-hour information session featured informational posters and charts on easels around the room’s perimeter, with state Department of Environmental Conservation officials explaining their contents and providing additional clarity for members of the public.

The U.S. Environmental Protection Agency “did the investigation of the site, performed removal actions such as soil and drum removal of underground storage tanks, transformers containing PCB [polychlorinated biphenyl] oils and implemented the groundwater remedy over the last 10 years,” said NYSDEC environmental engineer Steven Scharf. The EPA has now “turned it over to the state, as required by federal law. Now that the company is bankrupt and the Suffolk County Landbank Corporation has seized the property for back taxes, we can take the buildings down.”

Mark Sergott, representing the New York State Department of Health, said that during the demolition of the buildings, there will be “mostly dust issues.” Scott McDonald, project manager of Groundwater & Environmental Services, the contracting firm performing the demolition work, explained that removing structures from the property will be a “wet demolition” to lessen the number of airborne particulates.

Jeffrey Dyber, also representing NYSDOH, explained that “the air quality will be sampled daily. Monitoring equipment will vary locations from day-to-day depending on the direction of the wind.”

Should the equipment detect levels of particulates and volatile organic compounds beyond those considered safe, he added, alarms will sound, and demolition will be halted and mitigated before continuing. The materials will be wrapped and secured for safe transport.

The above-ground structures should be removed by summer 2024, according to NYSDEC project manager Payson Long. “We are going to sample below the pits, sumps and through the slabs in several areas to ensure that we have documented the entire site to ensure there is no contamination in that area,” he said. “We are [sampling] down to the water table, which is about 200 feet.”

“Currently, the buildings are an attractive nuisance,” Long continued, explaining it is not just the unhoused who have been drawn to create encampments on the property. People from the community have exposed themselves to toxins by riding dirt bikes and local teens using it as a hangout location. There is even evidence that the buildings have been used for drone racing.

McDonald discussed the potential traffic impacts related to the demolition project. He said the wooden bridge to the west of the property will not be used as it is not rated to carry the weight of the trucks and equipment. All project-related traffic will be routed from Route 112 to Sheep Pasture Road and then enter the Lawrence Aviation property using the gate at 100 Sheep Pasture.

When it was pointed out that the gate and roads on the property were overgrown and derelict, McDonald indicated that those would be rehabilitated to allow the trucks and heavy equipment to access the work zones on-site. 

Once demolition equipment reaches the property, it will stay there. Site security will be present during the off hours. Truck traffic will be limited to between 7 a.m. and 5 p.m. 

The event was well attended by Port Jefferson and Port Jefferson Station/Terryville residents, including Bill Caraftis, Paul and Carolyn Sagliocca, Liz and Jim Marzigliano, who demonstrated a keen interest in the possible uses for the land after the cleanup.

Over the rainy weekend and despite the weather, the Port Jefferson Station/Terryville Chamber of Commerce, determined to kick start the fall season, hosted a community celebration on Saturday, Sept. 30. 

The chamber held its annual Family Fun Day celebration at the Train Car Park in Port Jeff Station, where this unique site goes well beyond Saturday’s festivities.

The chamber is “trying to make it the hub of Port Jeff Station,” said PJSTCC president Jennifer Dzvonar. “We’re trying to bring a central sense of community here.”

Family Fun Day has taken place since 2018. However, this year was the first the event was back after a two-year hiatus caused by the COVID-19 pandemic, among other factors. The event consisted of many local vendors and businesses, various performances, games for children and adults, and apple pie and scarecrow contests.

One of the local businesses that performed at the event was the Backstage Studio of Dance, a volunteer group that teaches young adults various dances, including ballet and boys hip hop, among others. “My kids can perform and not feel pressure of competition or anything else,” said Gwenn Capodieci, the executive director of the dance studio. “They’re just up there having fun.”

Capodieci added what this event means for the community: “Support your local business while having fun with your family.”

Dzvonar noted that the event aims to “bring something to our community that encompasses everybody — the local businesses, families, our community.”

The original incentive, she added, was to create a simple, fun space where families can gather and enjoy each other’s company while supporting their local businesses. 

Dzvonar also mentioned how the event “is really highlighting our kids, our next generation and our future.”

The East Hampton Bonackers paid a visit to Comsewogue High School Tuesday afternoon, Oct. 3, with a score to settle having lost, 2-0, to the Warriors in early September. After a goalless first half, it was Comsewogue’s Dylan Raspanti’s header off a corner kick that broke the ice for a 1-0 lead after 25 minutes of second half play.

East Hampton seemed to have the better offensive press, clearly winning the time of possession in the final minutes of the game and testing Comsewogue goalie Ryan Worhle. The junior keeper, however, was able to stave off East Hampton’s late game surge to hold on for the 1-0 victory in the League VI matchup. Worhle had six saves in goal.

With the win, Comsewogue improves to 5-3-0 in league play with four games remaining before postseason play begins.
