The Suffolk County Transit bus system is facing several financial and operational challenges, county officials and transit experts say.

Suffolk County Executive Steve Bellone (D) highlighted the bus system’s prominent role in servicing the county’s residents. “The bus system is very important,” he told TBR News Media in an exclusive interview. “There have been a number of efforts over the years and a lot of discussions about [improvements].”

Despite good-faith efforts, many challenges remain, presenting difficult questions for policymakers. Former Suffolk County Legislator Kara Hahn (D-Setauket) outlined some challenges riders face.

“We don’t have enough routes, they don’t run often enough, and they don’t run late enough into the night or start early enough — there’s no question about it,” she said. “Traffic is increasing, our roadways are crumbling, and an improved bus system would certainly help needy families across Suffolk County.”

Cost a barrier to improvement

Richard Murdocco is an adjunct professor in the Department of Political Science at Stony Brook University. He noted the vital need the county’s bus system fulfills, particularly for vulnerable populations.

“Socially, it’s a service,” he said. “If people are taking the bus in Suffolk County, there’s a reason why,” as bus riders are often “the most vulnerable, and they need and rely on the bus system. It’s a public good.”

Murdocco considered mass transit in general as “a financial loser.” The bus system itself, he added, operates at a perpetual loss, requiring considerable subsidization. Hahn supported this assessment.

“It’s a difficult nut to crack because of the size of the county and the funding that we have access to,” she said. “It’s expensive to run buses all day long across a county as large as ours.”

Financing improvements, therefore, can be a complicated policy determination, especially given the dearth of riders. “The costs are always going to be astronomically high because there’s simply not enough population density for the routes to sustain it,” Murdocco said.

He added that Suffolk’s suburban character hinders ridership and hampers public investment, unlike densely populated urban areas.

A bus system “operates within the confines of the built environment,” the SBU adjunct professor said. “The fact of the matter is that Suffolk County isn’t dense populationwise. A mass transit system like the bus system needs density to thrive.”

While the bus system is “financially insolvent,” according to Murdocco, he did not consider systemwide expansion and modernization entirely off the table. 

Improvements are promised

Murdocco advocated for a “more holistic approach” when analyzing the bus system, tying buses to other modes of public and private transit. He presented the idea of a regional transportation study.

“You need a cohesive look,” he said. “Not even framing it as a bus study, but a holistic transportation study with local planners from the municipalities” is in order.

He added, “I want local governments working in conjunction with the county to look at the issue like they used to do.”

Bellone said the necessary studies and community outreach initiatives have taken place. He forecasted that systemwide improvements would be coming down the road. 

“We’ve done the analysis and a lot of community work,” the county executive said. “A lot of improvements are coming, based on community feedback and the studies that have been done.”

Suffolk County Legislator Sarah Anker (D-Mount Sinai) recently organized a local history initiative to help tell the story of historic Mount Sinai.

Initially, “I want to try to bring together the local community and the historians to document the history of the Chandler Estate, Mount Sinai Congregational Church, Sea View Cemetery and Mount Sinai Harbor,” Anker said. “There’s a lot of fascinating history. I’ve spoken to a number of folks that are in their 80s and 90s, and they have really amazing stories.” 

Through this undertaking, Anker said she hopes to enhance the existing historical archives by adding documentation, stories, photos and maps collected from the surrounding area. 

The event will feature a round-table discussion of around 25 participants, including key members of the Miller Place-Mount Sinai Historical Society, Brookhaven Town historians and other local advocates who will contribute to the documentation process. 

“We’re meeting to talk about what information can be identified, and move forward hoping to open it up to anyone who has additional information,” the county legislator explained. “The meeting on Friday will be mainly focusing on the historians and how the process works and what information they have.”

For nearly 30 years, Anker has lived in the Mount Sinai community. Shortly after settling in, she came across the Mount Sinai Civic Association in a local newspaper. There on the cover stood a group of people from the civic association standing in front of bulldozers fighting to preserve the Chandler Estate as it was set to be a site for new development. 

     As a result Anker decided to get involved, becoming a member of the organization. 

“When I saw that article, that picture sparked my interest because it’s near where I live,” she said. “I like that they’re getting involved with their community and doing good things. … And that’s when I became a member.”

The local history project will touch upon the Chandler Estate, originally an upscale resort that overlooked Mount Sinai Harbor. Years after closing, the resort caught fire, leaving minimal remains that have since been taken over by a great deal of brush.

Residents now use the land for leisure. “I grew up right by there,” said Noreen Guilfoyle, a Mount Sinai resident of the once-luxurious estate. “The land used to be a big fancy mansion. … It burnt down though. There’s a trail there now, it’s a really pretty trail. But there are a lot of old foundations from buildings that are no longer there.” 

Anker has plans to open up the forum, pending the initial meeting’s success. 

“Following that [initial meeting], in another month or two we could open it up … and see if folks want to come to sign up or send us [something in] writing,” she said. “Then we can add it to the information that we have.”

To help on the complex history project, Anker is partnering with Ann Becker, a local historian and librarian. Becker is an established author with her book, “Mount Sinai,” centered around the hamlet’s fabled history.

The project is set to include input from the Suffolk County Historical Society, Mount Sinai-Miller Place Historical Society and Stony Brook University Library Archives’ special collection.

“There are so many of our local folks that have the stories, but we’re going to lose their stories and information about their experiences if we don’t document them now,” Anker said.

Suffolk County is making antisemitism an area of focus, creating a new hotline to facilitate the reporting of antisemitic incidents.

County officials say the program will enable them to monitor developments within Suffolk communities, attaining a clearer picture of what is happening on the ground. Using the county’s existing 311 call center, Suffolk residents can call the hotline to report acts of antisemitism.

“Unfortunately, antisemitism is something that we continue to see in our region, our country and throughout the world,” Suffolk County Executive Steve Bellone (D) said during a press event Tuesday, Aug. 15, announcing the program. “That’s why we have to remain vigilant in identifying what antisemitism is, what it looks like and how it impacts so many.”

The county executive encouraged residents to use the hotline, regardless of whether they believe an act meets the criteria of antisemitism. Bellone acknowledged that while coming forward may be difficult for some, Suffolk 311 “can provide complete confidentiality.” But, he added, residents should nonetheless report these instances whenever possible.

“The biggest concern is the lack of reporting, the underreporting that’s occurring out there,” he noted. “We want to make sure we have as much robust reporting as possible, so we have a full picture of what’s happening” within the community.

“Through 311, we can better document and track these occurrences, allowing us to work proactively toward eliminating antisemitism in our community,” he added.

Mindy Perlmutter, executive director of the Jewish Community Relations Council of Long Island, suggested the hotline could help provide authorities with a realistic understanding of potential antisemitic trends within the county.

“Now we’re going to be able to see the numbers … to see where we are seeing issues, what kind of issues we’re seeing, and then we’re going to be able to figure out the best way to combat those issues,” she said.

Allan Richter, chair of the Suffolk County Jewish American Advisory Board, said the hotline represents a vital measure against several dangerous currents taking place more broadly, referring to antisemitism as “a relentless problem.”

“Just about daily, we hear about or see reports in the media of antisemitism somewhere in the world,” he said. “The 311 initiative is part of a multilayered approach driven by forward thinking.”

Suffolk County Legislator Jason Richberg (D-West Babylon), the minority leader in the county Legislature, emphasized the role of residents in collecting accurate data. He maintained that “nothing is too small” to report.

“Small actions have led to larger actions throughout our history that have been destructive to many different communities,” he said. “To stand against that, we need to make sure that we know what those are, report it and make sure that information is given to the [county] police department.”

The minority leader added that this effort is part of an ongoing education campaign within Suffolk County that aims “to tell people this is not right, it’s not fun and this isn’t a joke.”

Officials maintained that the 311 antisemitism hotline is not a substitute for traditional emergency response services. In the event of an emergency, please call 911. For other types of hate crimes, the county hotline is 631-852-HATE (4283).

At the historic Bethel Hobbs Community Farm, the last standing farm in Centereach, the 9th annual 4-mile Run the Farm event was held Saturday, Aug. 12. 

The run, initially created to help support the farm and its mission of supplying organic food to food pantries, has become an eclectic event for the local area, featuring participants who are competitive runners to casual strollers. 

Ann Pellegrino, president of the community farm, took pride in the success of the farm and the run. “The more hands we have, the more mouths we can feed,” she said. “It’s a community effort. Every year we’re just growing and growing.”

The run was originally an idea introduced by Brookhaven Town Clerk Kevin LaValle (R), who represented the area in District 3 on the Town Board from 2013 to 2023. Amid some financial struggles nine years ago, LaValle proposed organizing a run to raise money and introduced it to Pellegrino.

The farm “isn’t just something to remember our history by, but also something the community can rally behind and the mission of Hobbs Farm,” LaValle said. 

As a native of the hamlet, LaValle referred to Hobbs Farm as “the centerpiece of Centereach.” The run has been growing in popularity with each passing year. Now, it’s become a local staple.

“The run brings more awareness,” Pellegrino said. “It helps spread the word of what we’re doing, and people get interested.”

Town Councilman Neil Manzella (R-Selden) added to this sentiment. He attended the family-friendly event with his two children, who participated in the fun-run race. “For me, it’s about showing my kids what a community should be,” he said.

The event was replete with food stands and other activities. Suffolk County Comptroller John M. Kennedy (R) and his wife, county Legislator Leslie Kennedy (R-Nesconset), also joined the fun.

“We’ve attended many of the runs and also been here for some of the other events they host,” John Kennedy said, noting how much he and his family appreciate community events such as the run. He added that Hobbs Farm represents a “hidden jewel here in Centereach.”

Since 2008, Peter Castorano has been a member of Hobbs Farm as a volunteer, caretaker and tenant. Pellegrino considers him part of the farm family. 

“To work with Ann is great,” Castorano said. “She’s a superwoman, always doing something.” 

While reminiscing over how Hobbs Farm started, they began talking of the Rev. Gregory Leonard. While trying to persuade the Bethel African Methodist Episcopal Church, which owns the property, to let her use the land for farming, Pellegrino got help from Leonard. 

“We all just became family,” Pellegrino remembered. She said she became very close with him and his late wife, Sandra Leonard. 

The Rev. Leonard retired in 2021 from the Bethel AME Church in Setauket. He remarked on what Hobbs Farm symbolizes for him. “It’s the church and the community working together to create something,” he said.

Bethel Hobbs Farm holds a rich history. The previous owner was Alfred Hobbs, and the farm had been passed down through his family for generations. According to Leonard, who knew Hobbs passingly, he was “a man involved with his community.” 

Castorano spoke of Hobbs’ passion for his family land and how defiant he was against the farm being sold. As a result, the farmland lay dormant and unused for a few years until Pellegrino began her mission. 

“Years ago, I was a single mom with three kids,” Pellegrino explained, reflecting upon her incentives for beginning this project. “I was working two jobs. … There were times when I had to go to food pantries to feed my kids.” 

Now, Hobbs Farm itself supports and supplies over 15 food pantries with nutritious and organic produce, feeding local families in need.

On the road to community revitalization, Port Jefferson Station/Terryville just passed a major procedural hurdle.

Public officials gathered along the eastern trailhead of the Setauket-Port Jefferson Station Greenway Trail on Friday, Aug. 11, announcing $5 million to create sewer plans for the Route 112 corridor. These funds, which come from the American Rescue Plan Act, will help lay the groundwork for an eventual expenditure to finance the entire sewer project.

“What we’re talking about is the objective of achieving economic revitalization, job creation, business growth and water quality protection all at the same time,” said Suffolk County Executive Steve Bellone (D). 

Bellone said there are several potential funding sources from the federal and state governments, but those levels require “shovel-ready plans.” This $5 million, Bellone continued, would maximize the potential for a full-scale sewer investment.

“You never know when all of a sudden at the federal level or the state level funding becomes available,” he said. “It can happen like that, and you need to be ready,” adding, “This funding will help get this sewer project shovel ready.”

Local revitalization

The sewer investment comes on the heels of a decades-long local effort to bring about a traditional downtown in PJS/T.

Major development plans are currently on the drawing board, most notably the proposed $100 million redevelopment of Jefferson Plaza, located just south of the Greenway. Former Suffolk County Legislator Kara Hahn (D-Setauket) [See story on Hahn’s recent resignation] said the $5 million would bring community members closer to realizing their local aspirations.

“The synergy here between doing something that will drive economic prosperity as well as a cleaner environment is a win-win, and sewering will become the foundation on which the Port Jefferson Station hub will be built,” Hahn said. “This is a tremendous step forward.”

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), who represents Port Jefferson Station/Terryville on the Town Board, cited ongoing revitalization efforts as a means to promote and enhance the quality of life for the hamlet’s residents.

“Speaking directly to the members of our community, I think you should be encouraged by the fact that from the federal government all the way down to the town level, our eyes are on you,” he said. “There are hundreds of millions of dollars of investment — both public and private money — planned, already made, on the table and in the books for this immediate surrounding area.”

The councilmember added, “Port Jefferson Station is on the rise.”

Brookhaven Town Supervisor Ed Romaine, at podium, said modernizing wastewater infrastructure is necessary for achieving the hamlet’s redevelopment aspirations.

“We are looking to redevelop Port Jeff Station,” Romaine said. “Sewers are necessary for development.” The town supervisor added, “I look with great anticipation for this and any other sources of funding that we can put in place to make sure that we can preserve our surface and groundwater. It’s key.”

Density/traffic

The introduction of sewers into Port Jefferson Station raises several questions about potentially added building density enabled through increased sewer capacity.

New leadership within the Port Jefferson Station/Terryville Civic Association has recently prioritized density, creating a land use committee to oversee new developments throughout the hamlet. 

Reached by phone, civic president Ira Costell called the sewer project “the fundamental building block to protect water quality,” though calling the initiative “a positive step that has to be done carefully.”

“While the sense of our organization is that we welcome redevelopment and positive growth, we are mindful of ensuring this occurs in a well-planned and strategic way that benefits the community and ameliorates impacts,” Costell said 

“There are still some concerns about the overall density and intensity of use in the Port Jeff Station area, and we’re just hopeful that the planning process will enable the community to have proper input,” he added.

Paul Sagliocca, a member of the civic, advocated for some money to be set aside to evaluate potential traffic impacts from new developments along 112.

“This downtown revitalization is great, but it needs to stay on the main roads,” he said. “They need to do a comprehensive traffic study.”

Kornreich noted that the commercial real estate landscape has shifted dramatically following the COVID-19 pandemic. 

“Downtowns … are seeing high rates of vacancy, commercial spaces that are underutilized, subprime kinds of tenants because landlords are desperate to get any kind of cash flow in there,” the Brookhaven councilmember said. “We have to take some action to rezone and repurpose some of this underutilized real estate.”

He pointed to mixed use as a possible solution, noting the simultaneous need to resolve housing shortages and repurpose commercial real estate. 

Mixed-use development “creates walkable areas that can be sewered, that are more environmentally friendly and are more economically viable,” he added.

Bellone expressed confidence in the local planning process. “There has been a lot of community-based work that has been done at the town level, the community level and in partnership with the county,” the county executive said. “That process, I know, will continue.”

Sewer debate

The announcement follows an ongoing public debate about the regional viability of sewers in Suffolk County. Just last month, the Republican-led Suffolk County Legislature rejected the administration’s proposal to put a 1/8 penny sales tax on the upcoming November ballot to finance new wastewater infrastructure. Deputy County Executive Peter Scully, who had spearheaded the sales tax initiative, attended Friday’s press event and maintained that the need for sewers remains. He commended the county Legislature for approving a long-term sewer infrastructure plan in 2020.

“This sewer project in Port Jefferson Station’s commercial hub is part of that plan,” he said.

New York State Sen. Mario Materra (R-St. James), whose 2nd District previously encompassed Port Jeff Station before last year’s redistricting process, attended the press event. 

The state senator said this $5 million would signal to higher levels of government the area’s willingness to modernize its wastewater infrastructure and support the environment.

“We have a $4.2 billion bond act” approved by New York state voters last November, Mattera noted. “Jobs like this will show [officials] up in Albany to bring us the money back and that we really are serious about sewering and we care about our clean water.”

From the shore, they can look like odd-shaped shadows with tails, moving in and out of the surf or approaching the shoreline.

Up close, they can have a collection of barnacles attached to their shells, particularly as they age.

Horseshoe crabs, who have been roaming the oceans for over 450 million years, have attracted the admiration of researchers and the dedication of volunteers around Long Island, who not only want to ensure they continue to survive, but also would like to know more about creatures that are more related to spiders and scorpions than to the crabs their names suggest.

“One of the things we’re trying to do is look at spawning in a more comprehensive way,” said Robert Cerrato, a professor in the School of Marine and Atmospheric Sciences at Stony Brook University. “We’re trying to figure out if there are specific things that [horseshoe crabs] are responding to” when they come up on the beach to lay their eggs.

Horseshoe crabs have had a steady decline in their population over the last 20 years overall. In the last three to five years, however, not much has changed in the Long Island area, scientists explained.

The population is “still very similar to where it was,” said Matthew Sclafani, senior resource educator at Cornell Cooperative Extension of Suffolk County and assistant adjunct faculty member at SBU.

Scalafani and Cerrato have worked together for well over a decade and are hoping to address a wide range of questions related to these unusual creatures that have nine eyes and blue blood.

Apart from the fascination of scientists and volunteers, the horseshoe crab provides a critical food source for shore birds like the Red Knot, which depends on these eggs during their migration.

At the same time, horseshoe crabs and their blue blood provide a key ingredient in tests of pharmaceuticals. When exposed to endotoxins, horseshoe crab blood forms clots.

The use of horseshoe crab blood to test drugs does not occur in New York, however, as companies don’t catch these creatures in the Empire State for this specific test.

Cerrato and Scalafani explained that numerous towns have also limited or banned the harvesting of horseshoe crabs to maintain their local populations.

Areas around West Meadow Beach in Old Field, for example, are closed to hand harvesting, as is Jamaica Bay and Gateway National Recreation Area.

Such policies “theoretically will allow for more eggs on the beach to hatch and for shore birds dependent on them” to find food, Sclafani said. Such closures, including some during the last two weeks in May and the first two weeks in June during the peak spawn were “significant steps for conservation,” Sclafani added.

Ongoing questions

By labeling and tracking horseshoe crabs, these researchers and a team of volunteers hope to understand whether crabs, which are capable of reproducing when they are between 8 and 10 years old, return to the same sites each year to lay their eggs.

Cerrato and Scalafani are hoping to get satellite tags they can attach to adults, so that when they come out of the water to spawn, researchers know their location.

The researchers submitted a proposal to the New York State Department of Environmental Conservation to do a pilot study with these satellite tags.

Juvenile horseshoe crabs also present unknowns, as they have a different diet and migrate at a much lower rate.

“We started to look at” crabs that are 3 to 10 years old, said Cerrato. Moriches Bay is an “important habitat” for them.

Volunteer passion

Volunteers who help count the horseshoe crabs count these creatures often until well after midnight.

Frank Chin has been wandering beaches, counting crabs for 15 years. When he was young, Chin wanted to be a forest ranger.

“I realized that forest rangers don’t make that much money, so I went to school for engineering, got a degree and worked as an engineer,” he said.

Chin found himself at a Friends of Flax Pond meeting, where Scalafani asked for help from the community.

“I foolishly raised my hand and they made me a coordinator,” joked Chin, who counts horseshoe crabs with his wife Phyllis.

Every year presents something new to Chin.

This year, he has run into people who fish late at night. Chin said the fishermen, who have permits, are cordial, but that he’s concerned they might be scaring crabs away from their usual spawning spots.

In addition to counting the crabs, Chin, who is the director of the lab in the Physics Department at SBU, also tags them. He once caught a crab seven years after he initially tagged it.

Chin, who will count crabs in the rain but not in thunderstorms, appreciates the dedication of his fellow volunteers, who not only count the crabs but will pick up garbage and bottles along the beach.

Chin plans to continue to “do it as long as I can walk down the beach.” Some day, he “hopes someone else will take over.”

People may think COVID-19 is out of sight and out of mind, but the virus, which is still around and is making people sick, doesn’t care. 

The new variant of COVID, EG.5, or “Eris,” is making people sick in the area, with hospital admissions and visits creeping up over the last few weeks.

As of Aug. 9, 105 patients were hospitalized with COVID across the entire Northwell system, including 82 people on Long Island. That compares with 63 hospitalized patients on July 9, with 46 on Long Island exactly a month earlier.

That’s also the case for other area hospitals, doctors said.

“The numbers are definitely going up,” said Dr. Sharon Nachman, chief of the Division of Pediatric Infectious Diseases at Stony Brook Children’s Hospital. “That’s probably a snapshot of what we expect in the fall and the winter.”

Dr. Gregson Pigott, commissioner of the Suffolk County Department of Health Services, explained that COVID-19 is “no longer an emergency” but is “still with us and we continue to see new variants.”

In an email, Pigott explained that the county has seen a “slight uptick in hospitalizations” that is still low in comparison to the earlier days of the pandemic.

He urged those at high risk to take precautions that could include avoiding crowded places, wearing a mask and meeting people at outdoor venues rather than indoors.

While the numbers of people sick with COVID are substantially lower than they were during the worst of the pandemic in 2020, health care professionals suggested that the fall and winter could be challenging for families, particularly as children return to school.

“The first two weeks of school, every kid is sick,” said Nachman. “Come November-ish, that’s when we see” that increase.

Dr. Bruce Hirsch, attending physician in Infectious Disease at Northwell Health, also anticipates a rise in COVID-19 cases coming this fall and early winter.

“I think there’s a very good chance that a lot of people will be having COVID,” he said.

Hirsch added that the symptoms for those people who don’t have underlying medical conditions, such as cardiac or lung-related problems, are likely to be considerably milder than they had been in the early stages of the disease, when no one had resistance.

“The sickness will not have the severity and mortality except in those of us who are unfortunate to have weak immune systems, other health problems or who are elderly or frail,” Hirsch said.

Pigott added that Eris, which is a subvariant of omicron, is not a variant of interest or concern, according to the World Health Organization.

Vaccine options

Doctors urged people to consider getting vaccines for COVID, the flu and respiratory syncytial virus for this coming fall.

The Centers for Disease Control and Prevention and the U.S. Food and Drug Administration are expected to approve the latest booster for COVID in late September or early October.

The newest booster, which should be available from Pfizer, Novavax and Moderna, should include protection against the latest COVID strain.

“The new booster formulation is much more similar and much more protective [against] the current strains,” Hirsch said. “The booster available now is protective against a couple of strains ago.”

Pigott urged people to get the new vaccines in the fall when they become available and before the holidays.

The vaccination may not prevent infection or all symptoms, but doctors suggested it would make illnesses shorter and less severe and could make the virus less infectious.

That could be particularly helpful for those who might otherwise develop more significant symptoms as their bodies attempt to fight off the virus.

Health care professionals suggested residents could receive several vaccines at the same time, enabling their immune systems to build resistance to a host of potential health threats.

“Our immune systems can chew gum and walk at the same time,” said Hirsch. “They are miraculous at reacting to all kinds of things every day anyway. The immune system is more than up to the challenge of handling two [shots] at the same time.”

Receiving several shots at once could give people a sore arm and a short-term fever that will likely respond to Tylenol, Nachman said.

“The science has shown that if you give a bunch of vaccines, you get a great response to everything,” Nachman added.

People who would prefer to get the vaccines in separate doses should space them out over several weeks, rather than getting one after another on consecutive days, she said.

Warning to pregnant women

Apart from viral infections, doctors warned pregnant women and those who might get pregnant  this winter about the ongoing shortage of a form of penicillin to treat syphilis.

Penicillin G benzathine, or Bicillin, is expected to be in short supply through the start of the summer of 2024.

The medicine is not only the only treatment recommended for pregnant people with syphilis, but is also the only one recommended for infants.

“We are prioritizing that medicine specifically only for that vulnerable population,” said Nachman.

The dangers of syphilis in pregnant women are significant, with the CDC estimating that about 40% of babies born to women with untreated syphilis can be stillborn or die from the infection.

Other dangers from syphilis include bone damage, anemia, enlarged liver and spleen, jaundice, nerve problems causing blindness or deafness, meningitis and skin rashes.

With cases of congenital syphilis more than tripling in recent years, the demand for Bicillin has exceeded the supply.

“It has been a concern for those in our Bureau of Sexually Transmitted Diseases,” Pigott explained. “They have been in consultation with the state. We defer to the state regarding supply.”

Locally, hospitals have been exploring other options without much success.

“We are looking for alternatives” to Bicillin, said Nachman, but “we are not necessarily finding them.”

Doctors urged pregnant women who think they might have syphilis to get tested to protect themselves and their unborn children.

Residents in the Village of Head of the Harbor and the surrounding area will again be able to express their opinions Aug. 16 regarding a proposed church at 481 North Country Road.

The Russian Orthodox Monastery of the Glorious Ascension, also known as the Monastery of Saint Dionysios the Areopagite, has owned the historic Timothy House since 2018 and is proposing a plan to construct a house of worship on the property and 36-space parking lot. A special use permit is needed to proceed with any construction.

At the June 21 village meeting, Joseph Buzzell, the monastery’s Melville-based attorney, explained that the proposed church building, with a planned maximum occupancy of 282 people, would not be a parish church but a monastery church. He said while people outside of the monastery at times decided to worship with the monks, the monastery is not looking to expand its congregation. 

Currently, the monks hold services inside Timothy House. According to village code, land, buildings and major landscaping on either side of 25A, also known as North Country Road, are declared a historic area if they extend to a depth of 500 feet within the village. In addition to the village code, covenants and restrictions were placed on the deed by historian and previous owner Barbara Van Liew in 1973 and 1997.

At previous village meetings, while some residents said they had no concerns, others were worried that the construction of a church and the addition of a parking lot may degrade the historical integrity of the property and the landscape.

In a phone interview, Buzzell said the monastery is not modifying the Timothy House. He said the monks have already paid more than $340,000 in maintenance and repairs on the structure.

Buzzell said the plans for the church had been changed twice to move it from the front of the property toward the back. He said there would be no widening of the driveway and no new lighting; however, he said the entrance posts would have to be moved farther apart.

He said the monks respect the historical integrity of the home and property, but he feels those who are against construction “don’t seem to want to take into consideration what’s been done,” he said.

The lawyer said the monastery being awarded the special exception permit is important.

“This action ensures the preservation of the house,” he said, adding Van Liew wouldn’t want to see the house put at risk.

Inspections

In a July 20, 2023, letter to Mayor Douglas Dahgard from Robert O’Shea, village building inspector, posted on the village’s website, the letter writer said he met with Father Vasileios Willard, deputy abbott, at the Timothy House for a tour. 

He said Willard pointed out some trees he would like to be removed, which O’Shea wrote an arborist will be submitting a report on the condition of the trees. In the letter, the building inspector stated that the grounds were properly maintained according to village and state codes.

Inside the house, new water heaters, waterproofing of basement walls, and structural repairs in the basement, first and second floors were among the new work done, according to O’Shea. 

He wrote the structure was in “good overall condition and is well-maintained.”

The State Historic Preservation Office also reviewed the monastery’s plans and found there would be no adverse effects on the property, but many, including village historian Leighton Coleman III, said they are concerned because a representative from SHPO didn’t visit and survey the property.

Covenants and restrictions

Among those who have criticized the proposed construction to the property has been St. James-based attorney Joseph Bollhofer, chair of the village’s zoning board of appeals. In an email to TBR News Media, he said, in addition to violating the covenants and restrictions placed by Van Liew, it “would violate various provisions of the village code, having to do with a special exception permit.”

At the June 21 meeting, Buzzell said his clients were not aware of the 1973 covenants, something that Bollhofer said would be part of a title search.

When asked by TBR about the comment, Buzzell said that the 1973 covenants did not turn up in the monastery’s title search in 2018 when the property was purchased. The attorney feels that the 1997 document amended and replaced the 1973 document.

But Bollhofer said the 1997 conventants wouldn’t replace or supersede the 1973 document.

“In every case, where one document supersedes or amends another, it must specifically state that,” Bollhofer said, adding, “Both documents state that they ‘run with the land’ and are binding upon all future owners.”

Traffic analysis

In a letter dated Aug. 2, Aaron Machtay, transportation project manager with Hauppauge-based civil engineering firm VHB, presented traffic and parking recommendations to Village Counsel Philip Butler after reviewing a traffic statement by Atlantic Traffic and Design prepared for the monastery earlier this year, and a site plan from architect Mark Wittenberg that was dated Aug. 30, 2022.

According to the letter, despite prior testimony that the driveway will remain at its 18-foot width, VHB suggested that the driveway be evaluated to see if it can accommodate two-way traffic. 

The business also suggested that the previous traffic statement was a conservative estimate and “projections for the future activity should be prepared based on the observed demand and compared against thresholds established for a significant impact.”

Among other suggestions, the letter stated that parking observations need to be reconciled “to present the actual peak parking demand expected for the site,” and due to the site driveway being located across and offset from the Route 25A and Northern Boulevard intersection, an analysis for the three-year crash experience should be provided, focusing on the three-year period before the COVID-19 pandemic began. 

The Village of Head of the Harbor will hold its next meeting and the public hearing Wednesday, Aug. 16, at 7 p.m. Village Hall is located at 500 N. Country Rd, St. James.

This year marks Port Jefferson’s 60th anniversary as an incorporated village.

On a snowy day in December, 1962, Port Jefferson residents voted to form their own local government, a maneuver that still has ramifications generations later.

Sandra Swenk was among those leading the cause for incorporation and later served as the third mayor of the village she fought to create.

In an exclusive interview, Swenk reflected on the village’s genesis story, outlining the contributing factors for incorporation and the lasting effects of this homegrown revolution.

Civic awakening

Before there was a village, Port Jeff was an unincorporated hamlet, subject to the local laws and rules of the Town of Brookhaven. At around the time of incorporation, Brookhaven had been exploring instituting a parking district, a proposal jeopardizing the area’s historic character.

“They wanted parking, but they were going to take down some of these old homes to do it,” Swenk said. “That spurred a lot of interest in having home rule.”

The Port Jefferson Property Owners Association was the central civic group of that period. Swenk considers herself among the few remaining surviving members of that civic effort.

“Our property owners association was very active at the time,” she said.

Road to self-determination

Swenk noted several contributing factors leading to the village’s incorporation. Paramount among them was the growing industrial activity surrounding Port Jefferson Harbor.

“We were very concerned about the industrial aspect of the harbor — the tankers, barges, oil and possible spillage,” she said. “We wanted more recreational use of the harbor.”

The threat of a deeper harbor, and the precipitating industrial and commercial growth, had also loomed large at the time. Growing tensions had existed for some time between the town and the surrounding residents of the harbor, with a fear of possible dredging.

“We in Port Jefferson did not want to see the harbor dredged because that meant a deeper port for larger boats to come in,” Swenk noted. “That was something that really triggered our interest in incorporation. That was a turning point, I would say.”

When referendum day arrived, the outcome was “overwhelming,” according to Swenk. “We won by a 2-1 margin [689-361],” she said, adding, “It was overwhelmingly in favor of incorporating — having our own government, our own board of trustees and controlling what might happen.”

Home rule

Following the vote, locals then set out to guide their village board in a direction reflective of the popular will.

Swenk said historic preservation, beautification and adaptive reuse had been core tenets of her administration from 1971 through 1977.

“I wanted to see the village revitalized,” she said. “I felt that there was adaptive use of some of the older buildings throughout the business district.”

She referred to Upper Port as a “thriving business district” during those early years, with bookstores, retail spaces and other commercial opportunities uptown.

“We were always a busy community, and that was something I wanted to see continued,” she said.

Another essential feature of home rule, according to her, was the preservation of the area’s historic character. Swenk, a charter member of Port Jefferson Historical Society, said she continues this endeavor to this day.

Incorporation in context

Swenk suggested that on the whole, the incorporation achieved much of its aims, such as protecting the harbor from overcommercialization and preserving the village’s historic charm.

She noted that parking remains an unresolved issue even today and that the village’s municipal boards can sometimes skirt their own rules.

“They’re not adhering to the codes in many cases,” she said. “As an application comes in, what an applicant is required to do to meet the code and all, they should follow it.”

She added that various stakeholders within the community could have greater collaboration in remediating local issues. “There hasn’t been enough togetherness in planning,” she said. 

Yet since incorporation, Swenk maintained that citizens have served as the drivers of their local democracy. With the recent reemergence of the Port Jefferson Civic Association, Swenk said some patterns of local history are playing out again today.

“It takes an issue to get people involved,” the incorporation leader and former village mayor said. PJCA members “seem to have the interest of the village” at heart.

Reflecting upon the legacy of the incorporation movement, she said locals could take away from the movement the power of civic engagement in contributing to tangible change in their community.

“It’s about making our own decisions,” she said. “It’s good being incorporated. I’m proud of my village. It means a lot to me.”

Sound Beach residents are searching for answers regarding the closure of their post office, located at 25 New York Ave., but are receiving the support of U.S. Congressman Nick LaLota (R-NY1). A spokesperson for the U.S. Postal Service confirmed the location has been closed since May 26.

“Sound Beach Post Office remains closed awaiting necessary repairs,” the spokesperson said in a statement. “We continue to work with the building’s owner to complete the work and do not have a time frame to reopen.”

When asked to provide further detail on the repairs that are needed, the spokesperson referred TBR News Media to the building’s owner, who rents the facility to USPS.

An agent for the corporation which owns the facility, according to the Town of Brookhaven’s property records, did not respond to an email request for comment.

The spokesperson for USPS directed residents in need of “retail services” to Rocky Point Post Office located at 346 Route 25A Ste. 84, and confirmed P.O. Boxes have been relocated to Miller Place. 

A spokesperson for LaLota sent TBR News Media a copy of a letter the congressman wrote to Postmaster General Louis DeJoy, Aug. 8, demanding answers and a resolution to the closure. 

LaLota noted in the letter that his constituents have been severely inconvenienced and urged DeJoy to “strongly reconsider the current mail forwarding plan in place,” in reference to the relocation of retail services and P.O. Boxes. The letter further stated that USPS has asked LaLota’s office to “check back in September for more details” on a time frame to reopen.

“I urge the USPS to find an immediate solution that provides relief to my constituents and consumers of the Sound Beach Post Office,” the letter read. “My office and I stand ready to assist the USPS resume retail and P.O. Box operations in Sound Beach and help facilitate a work around that will best serve constituents.”

LaLota said in a separate email through his spokesperson that he sent the letter after “initial staff-level dialogue proved unfruitful.” 

“The Postal Service’s lack of urgency and poor communication falls short of my constituents’ reasonable expectations,” LaLota said in the email. “Specifically, the Postal Service telling thousands of customers and my office they won’t have any more information on this issue until after September 1 demonstrates a lack of leadership and accountability at the Postal Service’s management level. I encourage my constituents to focus their frustrations on management, not the hardworking letter carriers, retail clerks and warehouse workers. I will continue a dialogue with management until this issue is resolved to my constituents’ satisfaction.”

Brookhaven Town Councilwoman Jane Bonner (R-Rocky Point), who represents Sound Beach, said she has spoken to LaLota’s office, and while he is trying to seek answers for residents, she confirms the federal USPS has been difficult to deal with.

“The post office is not being terribly forthcoming with information, and the congressman is not happy about that at all,” Bonner said. “He knows that it’s terribly inconvenient, especially for our senior citizens, to have to drive to Miller Place to get their mail. There doesn’t seem to be any sense of urgency from the postmaster general to resolve this.”

Bea Ruberto, president of the Sound Beach Civic Association, confirmed residents have been left in the dark about a reopening date, and a timeline for the repairs.

“We have not been able to get much of an answer to what’s happening,” she said. “The concern is given the fact that the work has to be done, they use this as an excuse to shut down our post office.”

Ruberto said she heard there was an initial problem with the ceiling, which then turned into a larger repair. One day, there was a notice on the front door of the post office directing residents to go elsewhere. 

The post office is central to the business district in Sound Beach, Ruberto said, which already struggles due to not having a downtown.

“The only thing that Sound Beach has is the post office,” she said. “That’s almost like the center of our town. We lose that and we lose part of where our business district is.”

Miller Place Post Office, which is where Ruberto said people are being sent for their P.O. Boxes, and Rocky Point Post Office are 1.9 miles, and 2.1 miles away, respectively, from the Sound Beach Post Office. Ruberto said these reassignments are “not a minor inconvenience.”

In one instance, according to LaLota’s letter, a “permanently disabled combat veteran did not receive a temperature-controlled medication from the VA, which must remain refrigerated, due to mail forwarding. The VA advised this constituent the medication was being returned as undeliverable. This is a completely unacceptable failure.”

Ultimately, the post office closure, Ruberto said, is yet another example of Sound Beach being forgotten and left behind. 

“We’re off the beaten track,” she said. “So our businesses already lose customers because people have to go out of their way to get to us. The post office is really an important part of how all of this works.”
