The U.S. Food and Drug Administration has approved a new COVID-19 booster, which will protect against the virus’s circulating strain.

With hospitalizations and cases rising in Suffolk County and nationwide, single booster shots from Pfizer-BioNTech and Moderna should be available soon.

Local doctors recommended that people at the highest risk consider getting the shot.

That includes those with other medical issues, such as a 45-year-old smoker or a 65-year-old with diabetes.

Health care providers generally believe people who recently had COVID have at least three months of protection, although no definitive rule exists.

“If you had it in August, you probably don’t need to get a booster now,” said Dr. Sharon Nachman, chief of the division of pediatric infectious diseases at Stony Brook Children’s Hospital. “If you had it in January and you’re high risk, you should get it now.”

Nachman added that no study has indicated the age at which patients should get a booster shot.

People should consult their physicians to determine how their underlying health can affect the decision to get an updated vaccine.

“That gets back to the doctor-patient relationship,” Nachman said.

People who are 70 years old and planning a cruise that stops in several ports might want to get a shot at least two weeks before they travel because “the last thing you want happening is to be hospitalized in a foreign country,” Nachman said.

Nachman suggested that this vaccine, like the others that people have taken, won’t prevent illnesses but will keep people from shedding the virus and can reduce the symptoms and duration of an infection.

The FDA approval of the current vaccine is welcome news because it is a “good match” for the current strain, Nachman indicated.

It’s difficult to predict how much protection the current vaccine will provide for whatever strain might be circulating in February.

When a higher percentage of the population receives the vaccine, the likelihood of new variants declines, she added.

National Grid’s supply rates have fallen below those offered by the Town of Brookhaven’s Community Choice Aggregation program for another month.

This week, National Grid released its September supply rates, which stand at $0.297 per therm — more than twice less than the current offering from the CCA at $0.695 per therm. Natural gas consumers were automatically opted into the CCA program earlier this year.

The Town of Brookhaven referred requests for comment to Manhattan-based Good Energy, administrator of its CCA program.

“While fixed energy rates may not offer immediate cost savings, they provide stability and protection in the long run,” Javier Barrios, managing partner at Good Energy, said in an exclusive interview. “Fluctuating utility rates can make it challenging to estimate your monthly energy costs, potentially leading to unexpected financial burdens.”

During last month’s Town Board meeting, however, Barrios and another representative from Good Energy met resistance over the CCA’s cost structure and the firm’s public outreach efforts. [See story, “Natural gas prices still higher under Brookhaven CCA,” Aug. 25, TBR News Media].

Given the elevated price for those remaining opted into the CCA, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) has encouraged ratepayers to opt out.

Brookhaven introduced the CCA program to deliver cheaper gas and rate stability for residents and businesses. However, with National Grid rates continuing to plummet, the CCA has produced the opposite effect, according to Kornreich.

In an interview, he cast doubt upon Good Energy’s intentions, saying, “Obviously, this company is focused only on making a profit for themselves.”

Barrios countered these claims, indicating the decision to remain opted in is a matter of personal preference guided by convenience and energy usage, among other factors.

“The decision between fixed and fluctuating energy rates ultimately depends on your personal circumstances and preferences,” Barrios said, “Assessing your energy consumption patterns, financial goals and risk tolerance will help a consumer make a more informed decision.”

Under the contract, consumers can opt in or out at any time, free of charge. Kornreich kept open the possibility that there may soon be a time when opting in is advantageous for ratepayers.

“There may very well come a time when the National Grid price goes higher than CCA,” the town councilmember said. “At that point, it’ll make sense to opt into the CCA and pay that lower price.”

But, Kornreich added, “The CCA price is obviously much higher now, and I think it will remain higher for the foreseeable future. I think it’s important for people to opt out as we enter into the heating season.”

As of  Wednesday, Sept. 6, the town’s energy website — brookhavencommunityenergy.com — indicates the program is “designed to provide annual savings and rate stability for participating residential and commercial consumers by fixing the gas supply of the natural gas rate.”

Despite this messaging, Kornreich continued to urge community members to familiarize themselves with the program’s details and opt out.

“Our goal in creating CCA was to save money for residents, but the only way that works is if residents are aware of it,” Kornreich continued.

Barrios supported Kornreich’s statement: “The program is meant to provide a choice between a fluctuating utility rate and a fixed-price CCA option that is better than what ratepayers experienced with the utility in the previous 12 months. That is one of the reasons that it is called Community [Choice] Aggregation.”

Amid Labor Day celebrations, Long Island is working through a labor shortage crisis, according to New York State Assemblywoman Jodi Giglio (R-Riverhead), a member of the Assembly’s Standing Committee on Labor.

Like much of New York state, Suffolk County is navigating through various labor challenges such as its relatively high unemployment rate, lingering effects of the COVID-19 pandemic, high cost of living and rising inflation. 

Labor shortages

According to the 2023 Long Island Economic Survey, “We are in the midst of one of the nation’s biggest labor crises on record, with significant labor shortages affecting all industries and geographies.” 

In an interview, Giglio expressed her concerns for Long Island’s labor, suggesting “a lot of businesses [are] putting up help wanted signs and looking for somebody to fill these positions.” 

This July, according to the New York State Department of Labor’s Jobs and Labor Force press release, the unemployment rate in New York state “held constant at 3.9%. The comparable rate for the U.S. was 3.5%.” 

When asked whether she would consider the current labor shortage a crisis, Giglio replied, “Absolutely, it is a crisis.”

Post-pandemic recovery

The Long Island workforce is still feeling the long-term impacts of the pandemic, according to Giglio. She said much of the financial hardships were brought on by malfeasance.

“I think there was a lot of money that was stolen from the state by unemployment, fraud, and people [who] were finding ways to live less expensively,” Giglio said. Additionally, “Businesses are really struggling to stay afloat.”

Cost of living

Attributing a cause to growing labor shortages, Giglio offered that fewer young people are staying put. 

“It seems as though the kids that are getting out of college are finding different states to live in and different states where they can get meaningful jobs,” she said. “The high cost of living in New York and the jobs that are available are not able to sustain life here in New York, especially on Long Island.”

Wages

While the high standard of living in New York may be one factor contributing to labor shortages on Long Island, stagnating wages present yet another barrier.

The founder of Long Island Temps, Robert Graber, explained the complications of wages and inflation. 

“Wages have gone up, but inflation is outpacing the wage increase,” he said. “That makes it harder to recruit and fill positions.”

Migrant labor

Since spring 2022, a wave of migrants have entered New York state, the majority arriving in New York City. When asked if this migrant surge could help resolve the labor shortages islandwide, Giglio expressed some doubts. 

“I’ve been talking to a lot of business owners and organizations that have been trying to help migrants that are coming into the city, and some even making their way out to Long Island,” the assemblywoman said. “Some of their biggest problems are that they don’t have any documents, identification from their countries, nor do they have a passport, and they don’t have a birth certificate.” 

Giglio added that this lack of information could undermine effective integration into the Long Island labor force. “It’s really putting a strain on the government and the workload,” she said.

The Village of Port Jefferson Board of Trustees hosted its monthly general meeting Tuesday, Sept. 5, when it addressed a recent emergency response situation over Labor Day weekend while advancing other local business.

Public safety

Code enforcement chief Andy Owen updated the public on a bomb threat in Port Jeff Harbor on Sunday, Sept. 3, highlighting the misinformation circulated on social media.

“This past Sunday, we had a bomb threat,” Owen indicated. “Once again, Facebook blew up, and it was all false. Everything you read on Facebook was false.”

The code chief said nine agencies were involved, including the Suffolk County Police Department, the village code department and the U.S. Coast Guard, among others.

“As per the Real Time Crime Center, it was a false threat,” Owen said. “It was deemed low risk by Suffolk County.”

The code chief reported that as the event unfolded in real time, “a lot of scuttlebutt” circulated on Facebook concerning the lack of an immediate public statement from the village.

“There are several reasons why a statement wasn’t put out,” he said. “One, to prevent chaos and unwanted onlookers,” adding that the code department had also sought “to ensure a proper and thorough investigation.”

Reports

Mayor Lauren Sheprow said the board is considering a resolution “to create a parking pass situation where Belle Terre residents can purchase a pass for the season and not have to worry about paying the parking meters on a regular basis.”

“That might encourage Belle Terre residents to come down more often, and then if that works for Belle Terre residents, maybe we can expand it out to other members of the community,” the mayor added.

Deputy Mayor Rebecca Kassay, who had attended the recent listening tour event in Brentwood on the New York State Environmental Bond Act [See story, “NYS offers possibilities of $4.2B bond act for Suffolk County, urges public input,” Aug. 31, TBR News Media], referred to the event as “illuminating,” with potential for the village to make use of those funds to confront a range of climate-related challenges.

Kassay added to the ongoing local debate surrounding the closure of the Port Jefferson Station office of the New York State Department of Motor Vehicles, saying the closure would require village residents to travel farther, experience longer wait times and less availability of appointments.

Trustee Bob Juliano indicated that he would hold his first sit-down event this Saturday, Sept. 9. “I’ll be over at the Village Center in the living room from 9 to 10:30 [a.m.] if anybody wants to come by and just discuss with me different things going on in the village, different ideas,” he said.

Trustee Stan Loucks reported that village beaches remain open, though there are no longer lifeguards. “Be aware and careful up there if you’re going to be swimming,” he advised. He added that the bathrooms at East and West Beach will remain open.

Loucks also reported on a recent meeting with leaders from the Port Jefferson School District, who had expressed interest in extending speed tables along Scraggy Hill Road. Other business

The board had also agreed to enter into an internship agreement with Stony Brook University to offer programs such as public administration, civil engineering, information technology, communications, graphic design and other disciplines.

“We’re working very closely with the career center to make these internships come together,” Sheprow said. “We’re very excited about working with the university students to help pull our village into the current century.”

The board voted to accept the resignation of deputy village attorney Richard Harris, effective Sept. 14. “I just want to thank attorney Harris for his years of service to the village,” Kassay said. “He was always a strong colleague, and his work here is appreciated.”

After years of disruption to local downtowns caused by the COVID-19 pandemic, Suffolk County is pushing toward economic recovery and revitalization.

A 2021 Rauch Foundation study found that 38% of downtown food and beverage with retail businesses lost a projected 50% or more in revenue in 2020 compared to 2019. The same study outlined the compounding effects of impacts of “auto-oriented development, the emergence of online shopping, and, more recently, the economic shock from COVID” as impacting the viability of Long Island’s downtowns.

County officials gathered at the H. Lee Dennison Building in Hauppauge Tuesday, Sept. 5, announcing the JumpSMART Small Business Downtown Investment Program. Through JumpSMART, the county will set aside $25 million in grants for projects supporting downtown areas’ growth and vibrancy. This funding comes from the $286 million the county received in federal COVID-19 funding through the American Rescue Plan Act.

“Our main streets, our downtowns, are critical to the long-term success of our region,” said Suffolk County Executive Steve Bellone (D). “As we continue to recover from the economic impacts of the pandemic … it is essential that we provide the necessary support” to downtowns.

The county executive said the funding offered through this JumpSMART program would carry out several simultaneous economic development goals, namely expanding housing options and bolstering small business districts.

“Our downtowns are the places where we can create the kind of housing diversity that we know our region needs and that will support, very importantly, small businesses,” he said. “They are also the place where we can create a mix of uses that would reduce car trips and traffic on our roadways.”

The funds earmarked through the program, Bellone said, would also promote various nonprofits and cultural entities throughout the county’s main street business districts: “The JumpSMART program aims to support and invigorate our main street communities by providing to different private and not-for-profit organizations, such as arts and cultural institutions,” Bellone added.

Kevin McCaffrey (R-Lindenhurst), presiding officer of the Suffolk County Legislature and a former trustee of the Village of Lindenhurst, described the downtown revitalization efforts of his village.

“It started with bringing transportation-oriented development into our village,” he said. “We now have that vibrancy down there and young people coming in.”

“We have many downtowns that are in the process of rebuilding, restructuring or revitalizing. This grant program will go a long way toward making sure that we meet all the needs of our downtowns,” McCaffrey added.

Minority Leader Jason Richberg (D-West Babylon) outlined various areas of emphasis for investments in downtowns, such as transit-oriented development, beautification and infrastructure modernization.

“These downtown investments bring people to our communities … and economic development,” he said. “If we keep investing in our small businesses, our economy will grow,” adding, “That will raise our incomes in Suffolk County and bring more people to buy our homes, live in our buildings and use our community.”

In launching this application portal, Bellone said the county government is seeking “big proposals that make a positive impact on our communities.”

A selection panel of administration officials and county legislators will decide on the applications and appropriations.

It was a high scoring game when the Hauppauge Eagles swooped in for a road game against the Rocky Point Eagles in the season opener, but Hauppauge exploded in the second quarter and never looked back, securing a 61-22 victory in the League III matchup Friday, Sept. 1. 

John Margolies led the way for Hauppauge with three touchdowns along with a pick six for another score. Teammate Christian Russo had 185 yards rushing on 12 carries for three touchdowns of his own.

Rocky Point quarterback Jeremy Graham scored on a short yardage run and threw a pair of touchdown passes.

Hauppauge retakes the field Friday night, Sept. 8, when they’ll host Amityville at 6 p.m. Rocky Point travels to East Hampton the following day with a 2 p.m. start.

The Comsewogue Warriors hosted the Newfield in their home opener but struggled to gain traction in the nonleague matchup falling to the Wolverines 4-0 Friday Sept 1. 

Newfield’s Jaidyn Schuman led the way for the Wolverines with a pair of goals along with teammates Audrianna Scott and Emily Wall who each scored a goal apiece. Adrianna Francese had six saves for the Wolverines and Comsewogue’s Grace Peyton stopped 10.

The Lady Royals of Port Jefferson, the defending class C Long Island Champions, continued their winning ways when they opened their season at home against the Greenport/Southold Clippers Thursday, Aug. 31. 

With Port Jeff handily winning the first two matches, the Clippers wouldn’t go quietly as they threatened late in the third match, trailing by two points in the set and desperately trying to force a game four. 

The Royals settled in for the final few points in the game to sweep Greenport 25-11, 25-9, 25-22 in this League VII matchup.

Senior co-captain Olivia Sherman led the way with 11 kills as sophomore McKayla Pollard had two blocks and five kills. Lina DeLeo, a freshman, killed three. Libero Ava Reilly had 14 digs, and teammate Bianca Nakagawa notched 18 assists.

The Lady Royals retake the court for another home game against Babylon on Sept. 7, with first service scheduled for 5 p.m.

Doctors warn against swimming in brackish water and advise wearing protective gear when handling raw shellfish, among other safety measures to guard against vibrio vulnificus. Photo from CDC

In mid-August, Suffolk County recorded its first death in seven years from vibrio vulnificus, often referred to as “flesh-eating bacteria.”

A man over the age of 55 who had underlying health conditions was admitted to a local hospital with a leg wound and chest pain in July. He died the following month due to a bacterial infection.

“People that are at risk should be more aware” of an infection they can get from raw shellfish or brackish water, said Dr. Susan Donelan, medical director of health care epidemiology at Stony Brook Medicine. That includes people who have liver disease, poorly controlled diabetes, are considered immune suppressed because of a condition or are taking medication that can cause immune suppression.

At the same time, Connecticut reported that three people died from contracting the potentially deadly bacteria. Two of them died from wound infections, the third contracting the bacteria from handling raw oysters.

To be sure, most people are not vulnerable to contracting the disease or from its effects.

“The general public is not at an increased risk,” said Donelan. “In most cases, [infections] are mild or moderate.”

Those who might be vulnerable to vibrio can avoid it by not handling or eating raw or undercooked shellfish, staying away from shellfish juices, covering up wounds or not swimming in brackish waters.

People can shuck shellfish with gloves to minimize any injuries to their hands and can wash their hands before and after coming in contact with raw shellfish.

“Some people like putting raw oyster juice into different drinks,” Donelan said. “You want to avoid doing that.”

Area doctors and health officials urged people with wounds — which could include cuts, new body piercings or tattoos — to avoid swimming in brackish or salt water.

“The bacteria thrives in brackish water, where fresh water meets ocean water,” Dr. Gregson Pigott, Suffolk County health commissioner, said in an email. “It would be best to avoid those waters if you have an open wound or a chronic health condition.”

Donelan also suggested that people who go in the water with such wounds cover them up with a waterproof bandage.

Symptoms

People who contract vibrio typically develop a host of symptoms.

These can include “diarrhea, abdominal cramps, nausea and vomiting,” Pigott explained.

Symptoms from consuming raw shellfish can start within 24 hours of a meal. A person exposed  through their skin can develop a blistering skin or soft tissue infection.

Pigott urged residents to seek help for gastrointestinal symptoms or a worsening skin infection.

Those who are unable to drink enough fluids to counterbalance the losses through the gastrointestinal tract could become dehydrated, doctors warned.

Lightheadedness and hypotensive appearances can be a warning sign that residents should seek medical help.

Wounds may become red, hot and tender with streaky marks leading away from them. These are “all concerning things” that might signal an infection, Donelan said.

People generally know how quickly cuts heal. A cut that gets visibly worse quickly, which could include blistering of the skin with a bolus that looks like murky fluid or blood beneath it should be “very concerning signs,” Donelan added.

Knowing that the bacteria is present in Long Island Sound and being aware of it could help people prevent exposure or react early to an infection.

This summer, area hospitals have not reported an unusual number of infections, according to Donelan.

Doctors said the bacteria typically lives in waters between 50 and 80 degrees Fahrenheit, which means that the longer the waters remain warm amid a hot summer and warming climate, the more likely the bacteria will be prevalent in waters around the Island.

Illness and travel

At this time of year, residents return from their seasonal travels. They sometimes bring unwanted microorganisms such as viruses or bacteria with them.

Health care professionals urged residents to notify their doctors about their travels prior to getting sick, so doctors can get an idea of where and how they might have contracted an illness.

When people return from cruises, plane trips or other travel, they should “help the emergency departments become aware of where they’ve been,” Donelan said.

The Suffolk County Department of Economic Development and Planning recently released a survey asking respondents to share their thoughts and opinions on the potential modernization of the Port Jefferson Branch of the Long Island Rail Road. 

“Community input underpins all aspects of our approach to economic development in Suffolk County,” said Suffolk County Executive Steve Bellone (D) in a statement. “We look forward to hearing from all stakeholders on the opportunities presented by modernization to allow for a single-seat ride from Port Jefferson to both Grand Central and Penn Station for our communities along the North Shore.” 

The survey asks questions regarding the frequency of public transportation and LIRR ridership, the purpose of railway trips, specific and preferred branch use, among other questions.

Currently, the North Shore line offers limited direct train service to Penn Station with no direct service to Grand Central Madison. The decades-old proposal to modernize the line calls for electrification, double tracking and other rail yard improvements and modifications. 

If the project were approved, the Port Jefferson Branch could provide faster and more direct service options to Manhattan and more frequent service overall. 

Electrification of the Port Jefferson Branch was originally planned in the 1980s but stalled as the Ronkonkoma Branch took precedence. Critics and transit analysts regard the existing dual-mode diesel service as unreliable, inconsistent and environmentally hazardous. “It is vitally important that we electrify the Port Jefferson Branch to protect our environment from the polluting diesel trains, enhance service for our residents and create jobs for our hardworking men and women of union labor,” New York State Sen. Mario Mattera (R-St. James) said. “Our residents and our workers deserve to benefit from the funding provided to the MTA.”

A key objective of the electrification initiative is to mitigate the need for transfer services for those traveling to New York City. By eliminating transfer services, advocates for the project aim to increase ridership while promoting further development around each LIRR station. 

Updates could alleviate vehicular traffic congestion across the Island, according to New York State Sen. Anthony Palumbo (R-New Suffolk), as commuters who regularly travel to alternate lines would have more local transit options.

Electrification would “alleviate traffic congestion, foster economic development and will help to achieve our climate goals,” the state senator said. “Clean, reliable and expanded transportation services are essential to meet Long Island’s growing population.”

The survey received nearly 2,500 responses in its opening week, according to the Department of Economic Development and Planning statement. Bellone encouraged all North Shore residents to complete the questionnaire, which takes an average of 5-10 minutes.

“I encourage everyone, including residents, businesses and students on the North Shore, to take the survey and demonstrate how important the modernization of the Port Jefferson Branch is to Suffolk County,” Bellone said.
