In a new program at Yaphank Correctional Facility, Suffolk County inmates and homeless dogs are helping each other get a second chance.

Six men in orange jumpsuits lined up on the grounds of the jail Oct. 4, each with a shelter dog at their side, and took turns walking their four-legged companions around in a large circle, demonstrating the dog’s new socialization skills along the way. With a quick command, the dogs either sat, stayed or laid down. One of the dogs, named Bain, an 11-month-old Rottweiler, even showed off how he can help someone get back on their feet — literally.

The demonstration was all part of a presentation of Handcuffs to Healing, a pilot program that teaches low-risk, nonviolent offenders to train abandoned dogs — Rottweilers, pit bulls and German Shepherds plucked from the Brookhaven Town animal shelter.

The aim of the program, which started in mid-September, is to socialize the dogs well enough so they can be put up for adoption. But it’s also doing plenty of good for their trainers too. The inmates train the dogs three nights a week for two hours each day.

“We’re rehabilitating humans through animals,” said Michael Gould, the president and founder of Hounds Town Charities, who pitched the idea of the dog training program to Suffolk County Sheriff Vincent DeMarco in the spring. “When I see inmates, I see humans. When I see these big, powerful dogs, I see animals that shouldn’t be in a shelter.”

Gould, a former commanding officer of the Nassau County Police Canine Unit, admitted these breeds of dogs are difficult to adopt out because they carry reputations of being dangerous. But they are caring, loving and now well-trained, thanks to the inmates, Gould added.

“These are among the best dogs you can come across,” he said. With a quick snap of his fingers, the dog at Gould’s side stopped and sat at attention. “Everything is low-key. There’s no crazy energy. It’s all about structure and love. Firm hand. Kind heart.”

Undersheriff Steven Kuehhas said he believes the program will reduce recidivism among the inmates, all of whom are serving a local sentence.

“This program gives the inmates the opportunity to learn responsibility,” Kuehhas said. He also added the program may help the inmate’s’ chances of employment, in an animal shelter or as a dog handler, after they leave. He called the program a win-win situation.

Jackie Bondanza, a Hounds Town representative and one of the program’s coordinators, said she’s noticed significant changes among the inmates and dogs since the program started.

“It’s been a very inspiring transformation,” she said. “When the inmates first came, they were all composed and didn’t want to be here. They’ve since really opened up and I think it’s helped build their confidence. Same with the dogs. These dogs would be sitting in cages in a shelter a majority of the day otherwise. This is incredible for them.”

The inmates turned dog trainers were chosen by the sheriff’s department under the criteria of being nonviolent offenders and being physically capable of handling their canine.

One of the inmates — Joseph Dima, 36, from Bohemia — said he was thinking of his own dog back home when he signed up for the program.

“To help these dogs find a home and owners that will handle them well — that was a big thing for me,” Dima said, referring to the pit bull he was assigned to, Carl, as a loving mush. “He’s such a great dog. People get the wrong misconceptions about pit bulls. He just wants affection. All the dogs do.”

When the dogs weren’t demonstrating their new skills, they were perched next to their trainers, being petted and rubbed. During the course of the program, the dogs live at Hounds Town Charities, which is housed in Ronkonkoma. Plans are in place to continue Handcuffs to Healing after the expiration of the current six-week program as those behind it seek corporate sponsors and residents interested in adopting the dogs.

“There’s nothing like a dog to help an inmate heal,” said Brookhaven Supervisor Ed Romaine (R), who spoke during the event. “These are six dogs and six inmates needing a fresh start. It’s a tremendous program and one we’re going to continue.”

The Northport-East Northport board of education called on a specialist last week in an attempt to clear the air with concerned parents over potential health risks from gas fumes detected at Northport Middle School last spring.

At the Sept. 28 meeting, Dr. Lauren Zajac of Mount Sinai Hospital, a pediatrician specially trained in environmental health, fielded questions by the board and residents and encouraged the district to implement an indoor air quality program in all its schools.

“As a pediatrician and a mom myself, I would want to make sure our schools have good air because nobody is doing that right now — let’s become a leader in the state when it comes to indoor air quality,” Zajac said over a Skype call in the cafeteria at William J. Brosnan School.

“I hope we don’t hear 10, 20 or 30 years down the road students are developing illnesses. No level of unnecessary exposure to these chemicals is at all acceptable … ignorance to this is no excuse.”

She assured the agitated residents in the room that moving forward is the best plan of action.

“We can’t change what happened in the past and I’m sorry it happened, and I know it’s stressful,” Zajac said. “I recommend channeling this passion and energy into making sure a really good program is put in place.”

The board assured Zajac and residents it has begun the process of implementing a Tools for Schools program, which shows school districts how to carry out a practical plan to resolve indoor air problems such as volatile organic compounds and mold “at little to no cost using straightforward activities and in-house staff,” according to the U.S.  Environmental Protection Agency website.

“Today we had a kickoff meeting for that program,” Northport Superintendent Robert Banzer said. “Tools for Schools is comprehensive and deals with anything having to do with air quality.”

Zajac’s appearance before the board followed consistent urging from the community for a longitudinal study of the school district to get to the bottom of four chemicals commonly found in perfumes and latex paints found in high concentrations in classrooms 74 and 75 in the K-wing corridor April 24. After an earth science teacher smelled fumes in the classroom, an investigation found the source to be a petroleum-based warehouse beneath the K-wing.

That discovery six months ago led to the closure of those rooms for the remainder of the school year. It remains off limits today.

The materials were removed and a series of air quality tests have since been conducted, one by a company called EnviroScience Inc. three days after the odor was first found. A second air quality test was performed by J.C. Broderick & Associates Inc. July 22.

Although the tests came up with “nothing that sounded the alarms from a health perspective,” according to Zajac whose team analyzed the data reports, parents have long feared for their children’s health in connection to the fumes.

Zajac pushed for the school and community to forego the longitudinal study as it may not provide the answers everyone is looking for. There are many unknown factors surrounding the possible exposures, and chemical levels in general are apt to change with each day, according to the specialist, resulting in an unreliable study.

“It would be very hard to draw conclusions as to whether a student’s visit to the nurse has anything to do with exposure concerns or unrelated illnesses,” she said, steering the conversation back to the future. “It could be done, but it would have so many limitations and I wouldn’t want it to take away effort from the most important thing — reducing the exposures from here on out.”

But some residents in the room weren’t as willing to let go of past problems within the school.

East Northport parent Denise Schwartz, whose three children have gone through the middle school, said she recently uncovered old newspaper articles documenting the school’s history of being a “sick building.” Mold, fungus and gas leading to headaches and fevers is not a recent problem here, Schwartz told Zajac.

“Every time it has come up, there has been some clean up that appeased people and then we move forward,” Schwartz said, implying negligence and incompetence by those in the school district. “I hope we don’t hear 10, 20 or 30 years down the road students are developing illnesses. No level of unnecessary exposure to these chemicals is at all acceptable … ignorance to this is no excuse.”

Mary Gilmore, a mother of two students whose classrooms were in the K-wing, urged for a longitudinal study to be done despite the unknown variables.

“Isn’t that the only way to know if there will be long-term health effects on the kids and staff that were in that building?” Gilmore said.

“My concern is that a study would be intensive and may not lead to any answers,” Zajac responded. “I’d be afraid so much would be put into this study and it wouldn’t be fruitful.”

Another East Northport resident, who asked to remain anonymous, agreed with the others that more focus should be on the past.

“I think I’m going to explode if I hear ‘move forward’ one more time,” she said, pleading for a study. “You have to look back, you have to protect the children and staff that were there.”

Standing for decades as the hamlet’s best-kept secret, an old, secluded manor nestled within a sprawling stretch of property in Fort Salonga has come out of hiding — with a price tag of $6.45 million.

The Owl Hill estate, located at 99 Sunken Meadow Road, spans 27.63 acres and is the largest parcel of 1-acre residential-zoned land in Suffolk County. It is up for sale for the first time in more than six decades. It’s now the most expensive property in Fort Salonga.

The 6,500-square-foot home, whose construction began in 1897 and doors opened in 1903, sits surrounded by a serene haven of wooded forest and towering oak trees. The house has been occupied, and maintained, by the same Manhattan-based family for more than half a century as a summer and weekend residence. Maya Ryan, the current owner, who was unable to be reached for comment, recently decided it was time to pass the property onto another family or developer — according to Owl Hill’s listing agent Kelley

Taylor said she’s lived around the corner from the property for more than 20 years and never heard of it until recently.

“That’s where the ‘hidden’ comes from in hidden gem,” Taylor said, calling the Owl Hills house one of a kind. “It’s pretty remarkable — like nothing you’d expect to see in Suffolk County or on Long Island. It’s never been developed on.”

The palatial estate, which the listing agent compared to Theodore Roosevelt’s Sagamore Hill home in Oyster Bay, is only 50 miles from New York City and contains more than 20 acres of completely untouched land. There hasn’t been a single renovation to the property since the 1940s when its
occupants expanded the kitchen.

The interior of the home speaks to the architectural elegance of a bygone era with original tiger oak and mahogany hardwood floors. There are five en suite master bedrooms and three staff bedrooms, with a soaring fireplace in each, as well as an expansive music/living room, a wood-paneled dining room and a massive basement. Outside, there’s a wrap-around porch and a two-car garage, all within what Taylor calls a magical forest.

As for potential buyers, she said she’s seen a majority of interest from developers, including one evaluating the property as the site of a 55 and better community. But, she said, the owner has preserved  3.75 acres of the property under New York State’s Transfer of Development Rights.

“A big family would certainly love the generousness of the estate, as would anyone who appreciates the particular beauties of well-made historic homes,” said Dawn Watson, public relations manager at Douglas Elliman Real Estate. “It’s quite extraordinary and the parklike property is expansive and lush.”

In March, the Town of Smithtown and the county raised a $1 million grant to be used to preserve a portion of the Owl Hill property for open space.

Smithtown scholar Corey Victoria Geske said although the property has been around so long, there still isn’t a lot of information in regards to its historical details.

“Owl Hill is another example of beautiful architecture in Smithtown for which the architect, to my knowledge, is as yet unknown,” Geske said. “This is the kind of house that deserves that kind of research attention because it’s so special with regards to interior detail and its location, built high on the hills of Fort Salonga.”

Members of a Setauket church are doing their part to help strangers more than 1,500 miles away.

After Hurricane Maria hit Puerto Rico Sept. 20 and left the majority of the more than 3.4 million residents without electricity and no easy access to food and supplies, Linda Obernauer, a church elder of Setauket Presbyterian Church, said she knew something had to be done.

Obernauer, chair of the church’s Peace and Justice Committee, began working with the Central Islip-based Teatro Yerbabruja to collect donations for the victims. The theater company is a grassroots organization that strives to inspire social changes through community, art and education.

The church elder said at first friends brought donations to her home before she set up a drop-off location at Setauket Presbyterian Church. The church is collecting ready-to-eat foods, instant coffee, baby wipes, adhesive bandages and powdered milk. Obernauer said the organization has plenty of diapers and bottled water.

She said the church is deeply involved in community outreach, especially in Port Jefferson Station with their furniture bank Open Door Exchange, and recently she has met many people whose families have been affected by the hurricane and the recent earthquake in Mexico. Obernauer said she feels collections such as this one are what the congregation’s faith calls them to do.

“This is all interconnected on how we honor our neighbors when they are in need,” she said.

Obernauer said she has already transported a pickup truck filled with donations to the Central Islip organization and plans on driving another truckload this week. She said she isn’t surprised by the congregation’s generosity, as they are always quick to donate.

“I think it’s a really good community effort,” she said. “When people reach out, they are getting heard and people are helping.”

Teatro Yerbabruja’s director Margarita Espada said the nonprofit will send donations via private freight. She said the theater is currently collaborating with Suffolk County Community College and working with a few organizations in Puerto Rico that are trying to get supplies to small towns, which have been difficult to reach due to debris in the roads. Another obstacle during the first week was the Jones Act, which President Donald Trump (R) temporarily lifted Sept. 28. The act requires all goods shipped between U.S. ports to be shipped by U.S. vessels and for them to be primarily operated by Americans.

Espada said she has worked on outreach projects with Obernauer in the past, and she’s grateful for her and the church members’ help.

“I think it’s great because they are showing support for Puerto Rico,” she said.

Obernauer said items can be dropped off at the church office until Oct. 10 between 9:30 a.m. and 1:30 p.m. Monday through Friday. Setauket Presbyterian Church is located at 5 Caroline Ave., Setauket.

A Northport restaurateur is hoping the third time’s a charm as she attempts to blend together the best of two worlds in a newly opened Cause Cafe.

Stacey Wohl, former owner of Our Table, reopened her dining room on Fort Salonga Road Sept. 29 to bring back Cause Cafe. She hopes to pair her passion for fine food and wine with a supportive hands-on daytime-work environment for young adults with cognitive and developmental disabilities.

“I’m melding together both restaurants,” she said. “It will be an upscale eclectic Caribbean- and Mexican-inspired restaurant with food I like, but also supporting the cause.”

Wohl first opened Cause Cafe in Spring 2016 as a small coffee shop offering breakfast foods, sandwiches and more. Inspired by her two children, Brittany and Logan who both have autism, she offered employment and hands-on job training to young adults with disabilities. Unfortunately, its doors closed in February 2017.

The small cafe was quickly transformed into Our Table, which focused on the trend of farm-to-table dining featuring local ingredients. But the upscale restaurant wasn’t a good match for the area, according to Wohl, who said she gained much from the experience.

“I learned that sometimes people just want comfort food,” she said. “I also wanted food that’s reasonably priced that I could take out for my kids, that’s also healthy.”

The restaurateur has decided to blend her former eateries together in the latest incarnation of Cause Cafe. The food will be prepared by a new chef, Seth Sloan, formerly of Hotel Indigo’s Bistro 72 in Riverhead.

Diners will find familiar dishes from Our Table’s brunch menu, according to Wohl, but the French toast gets a Caribbean-inspired makeover by adding some mango. During the day, there will be salads, wraps, paninis and baked goods,  served up by individuals with disabilities or available for takeout.

In the evenings, the former staff of Our Table will take over presenting upscale dishes such as marinated grass-fed skirt steak in a chimichurri sauce and pan-seared wild Salmon with a mango sauce. The drink menu features an extensive wine and beer selection now that the establishment has secured its liquor license.

“I’m a wine aficionado and love visiting the vineyards, but they require travel,” Wohl said. “Long Island has some amazing wines, but not many people know it.”

Her wine list includes Bedell Cellars as well as boutique bottles made by Anthony Nappa, who also works for Raphael in Peconic. Local beers available on tap include brews from Great South Bay Brewery, Greenpoint Beer and Ale, and Sand City Brewing.

“My goal is to open up multiple stores and get Cause Bakeries going again,” Wohl said.

She said she hopes to develop a chain of eateries that can combine job training for individuals with disabilities and a fine-dining experience.

In addition, Wohl said she wants to cultivate a business relationship with local wineries to expand the sale of baked goods made by young adults with disabilities in her shop, with proceeds going to nonprofits and organizations that help these individuals.

In a technological era where some argue books are obsolete, The Smithtown Library is asking taxpayers for funding to expand its hours to meet patrons’ demands.

The Smithtown Library will hold a vote on its $14.6 million proposed 2018 budget Oct. 10 from 9:30 a.m. to 9 p.m. The proposed budget represents an overall $300,000 budget increase from 2017.

Robert Lusak, director of The Smithtown Library, said the proposed budget takes aim to increase the number of hours at its four branches, increase programming and maintain and improve its current facilities.

More than $10.7 million of the library’s annual budget is set aside to cover employees’ salaries and benefits with the proposed budget containing a $150,000 increase over 2017.

The library district does have a policy of replacing retiring employees, or those leaving, with entry-level workers in efforts to reduce the impact on payroll, according to library treasurer Joanne Grove.

More staffing will be required next year if a new pilot program offering extended hours on Friday nights continues to be successful, according to Lusak. Since Labor Day, the Smithtown Branch has stayed open an additional three hours on Fridays, pushing back its closing time from 6 to 9 p.m.

“Each week we’ve stayed open beyond 6 p.m. on a Friday night, the number of visitors keeps climbing because of word-of-mouth and publicizing it on social media,” the director said.

Based on patrons’ response, Lusak and Grove said they are currently leaning toward making a recommendation to library board trustees that all the other three branches — Commack, Kings Park and
Nesconset — should stay open Friday nights starting in 2018.

This year, the library pushed its opening time to 9:30 a.m., previously doors unlocked at 10 a.m, to allow visitors to come by earlier.

The proposed budget includes an additional $68,000 funding increase, for a total of $344,000, toward equipment and capital outlays. The funds will go toward ensuring updated computers and equipment is available at the library, according to  Grove.

“Our [computer] terminals are always full with patrons,” Grove said. “We also have 3D printers in each of our library buildings, which has generated a lot of interest from the public.”

To better serve guests, Lusak said the 2018 budget also includes funds to upgrade lighting and improve parking at the library’s four branches. The district also hopes to obtain a new generator as part of its emergency response plan.

If approved, the proposed 2018 budget would result in a $6.40 increase, or $313.47 per year, for the homeowner with an assessed property value of $5,500. Residents looking to calculate library taxes on their home should divide their assessed value by $1,000, take the resulting number and multiply it by 56.994. On the ballot, residents can choose from four candidates running for three seats on the library’s board of trustees. The candidates are Brianna Baker-Stines of Smithtown, incumbent Louis Frontario of Fort Salonga, incumbent Rudy Zientarksi of Smithtown and incumbent William Zimmerman of St. James. Those who attended a meeting at Edna Louise Spear Elementary School in the Port Jefferson school district Oct. 2 seeking clarity on how the public might be leaning regarding a $30 million bond proposal went home empty handed.

About 25 community members of the 100 or so attendees voiced their opinion on the district’s proposal, which administrators presented last month, for upgrades and improvements across the district during the meeting. If the approximately two dozen speakers are a representative sampling of the community, taxpayers seem to be split down the middle two months out from a tentative referendum vote scheduled for Dec. 5.

The proposal has seemingly polarized the community, with those in favor providing student health and safety, as well as maximizing academic and athletic opportunities as evidence to support voting in favor of permitting the district to borrow the money.

“I just thought it would be interesting to get a different perspective on it, you know, like from a kid who’s actually in high school rather than someone who is not,” high school senior Billy Scannell said. “In the high school they offer over 20 [advanced placement] courses and a vast array of clubs, with an award-winning music program … the school has a lot to offer. If you really look at it, it becomes clear why Earl L. Vandermeulen was named one of the five Blue Ribbon Schools on Long Island. With AP courses and the classrooms, it’s growing because the school just gives you so many opportunities to learn new things and explore. So you say the number of kids isn’t growing, but the opportunities are and so many kids just want to be a part of that.”

Those against, including the Port Jefferson Village mayor and board of trustees, have cited uncertainty surrounding a lawsuit, which includes the village and district, against the Long Island Power Authority, that could result in substantial losses in property tax revenue for both entities, as enough evidence to support a “no” vote. No expected resolution timetable exists regarding the lawsuit, which has been pending for several years. Others have said they’re not sure they agree with the district’s assessment that each of the 21 items on the bond wish list are at a stage of requiring immediate remedy. Others have said a district-produced enrollment study projecting the number of students in the district to remain flat over the next several years is a sign that expansion of facilities doesn’t make sense at the current time either.

“How do I authorize the community to spend $30 million before I know if the school district is secure,” said Ted Lucki, a Port Jeff resident, former school board trustee and former mayor of Belle Terre Village. “How do I vote for that? It’s irresponsible. I think timing is everything. There’s a gorilla in the room. What are we, naïve? How do we justify that? It’s inappropriate for me to vote for a bond when we’re on the firing line for much bigger issues.”

District Superintendent Paul Casciano reiterated points he’s made throughout the process of presenting the bond to the public. He said it’s difficult to know when the LIPA issue will be resolved, and in the meantime the buildings still need fixing. He also said the list has been pared down from the original $100 million incarnation from when the process began about three years ago to include only the things the district views as essential.

If passed, the $30 million project would feature a three-story addition to a wing of the high school, additional classrooms at the high school and elementary school, a turf football field at the high school, lights for the Scraggy Hill Road athletic fields, among many more improvements. The district’s total budget for the 2017-18 school year is about $43 million. If passed, the bond would cost the average taxpayer between $400 and $1,000 annually during the 15-year life of the payment plan. Deputy Superintendent Sean Leister plans to make available a property tax calculator in the coming weeks on the district website that would allow residents to see how the bond would impact their annual bill.

Casciano pledged to schedule more walk-throughs of the buildings and areas slated for upgrades prior to the vote and even left open the possibility to conduct a virtual building tour, which those unable to physically attend a walk-through could view at their own leisure. The board of education is slated to solidify the proposal and vote on establishing Dec. 5 for the referendum during its next public meeting Oct. 10. A survey will remain accessible for members of the public to weigh in on the proposal on the district website until Oct. 9.

The show must go on. Despite the rain and chilly temperatures Sept. 30, the Stony Brook Community Church held its annual Apple Festival on church grounds. As usual, the event was filled with apple dishes, homemade soups and chili, cider and barbecued food. Attendees were also able to purchase goods from various vendors.
