Romaine's win continues rightward political shift in the county

As returns came in Tuesday night, Nov. 7, electricity pulsed through Suffolk GOP headquarters. 

Republicans flipped the Suffolk County executive’s seat for the first time in two decades, with Town of Brookhaven Supervisor Ed Romaine cruising to victory over his Democratic opponent, businessman Dave Calone, by a 57-43% margin as of Wednesday morning.

“Thank you, Suffolk,” the county executive-elect told the audience assembled at Stereo Garden in Patchogue. “You’ve given me a large mandate tonight — you’ve crushed it.” 

“And we’re going to use that mandate to move this county forward,” he added.

Calone concedes, county executive transition commences

At the Democratic headquarters in Holtsville, Suffolk County Democratic Committee chairman and Town of Babylon supervisor, Rich Schaffer, addressed the deflated crowd as the results started to come in.

“Obviously, we would have wanted to be on the winning side tonight, but we know that what we are up against is not only the atmosphere created out of Albany, the atmosphere that’s created out of Washington, and that has hurt us here as a brand in Suffolk County,” he said.

In his concession speech, Calone thanked his family, team, running mates and outgoing county executive Steve Bellone (D), along with his supporters.

“I want to thank the people of Suffolk County for the last year, for the chance to visit with you, your families from one end of this county to the other,” he said. “And I am so proud of the ticket we put together.”

“I promise to continue working with all of you as we move and push meaningful solutions that affect the lives of the people of Suffolk County,” Calone added.

Bellone congratulated Romaine on his victory, pledging to do “everything I can to assist the new county executive-elect and his administration.”

“I am committed to ensuring a seamless transition and handover of responsibilities to the new administration beginning on Jan. 1,” he said in a statement. “To that end, I have asked Chief Deputy County Executive Lisa Black to lead our administration’s efforts to coordinate with the incoming administration.”

Republicans expand county Legislature majority

Romaine’s victory was fortified by steady gains in the county Legislature.

Chad Lennon (R-Rocky Point) flipped the county’s 6th Legislative District, besting Dorothy Cavalier (D-Mount Sinai) 61-39% in the race to succeed termed-out Suffolk County Legislator Sarah Anker (D-Mount Sinai).

“I would not be here today without you,” Lennon told the audience. “Thank you for entrusting me. I’m looking forward to a successful two years.”

Majority Leader Nick Caracappa (C-Selden) won reelection in the 4th District over Timothy Hall 64-36%. Additionally, incumbent Legislator Leslie Kennedy (R-Nesconset) cruised to reelection with 69% of the vote in the 12th District. And Legislator Rob Trotta (R-Fort Salonga) won his uncontested race in the 13th District with over 99% of the vote.

In Huntington, incumbent Legislator Stephanie Bontempi (R-Centerport) narrowly defeated her Democratic Party challenger Dr. Eve Meltzer-Krief, of Centerport, 53-47% in the 18th District.

Former state Assemblyman Steve Englebright (D-Setauket) defeated Anthony Figliola (R-East Setauket) 53-47%, winning the 5th District seat left vacant by Legislator Kara Hahn (D-Setauket).

“I’m looking forward to working on the environmental issues that are tied to the economy, such as tourism, and we really have a chance with the people who are being elected here tonight to make a difference going forward in the county Legislature,” Englebright said, before all of the final results had come in.

According to the unofficial results, the Republicans gained one seat in the county Legislature, giving the party a veto-proof 12-6 supermajority.

Town-level victories

The GOP racked up considerable victories across the towns of Brookhaven, Smithtown and Huntington.

In the race to succeed Romaine as supervisor of the county’s largest township, Brookhaven Deputy Supervisor Dan Panico (R) defeated SUNY Old Westbury professor Lillian Clayman (D) 62-38%.

“We know what our mandate is,” the supervisor-elect said. “We are going to govern correctly. We are going to be bold in our initiatives. This is a new day in the Town of Brookhaven, and I am proud to be the supervisor.”

Panico pledged to redirect the focus of the town government toward traditionally nonconservative areas, adding, “We are going to make major inroads throughout this entire town.”

Alongside Panico, Republicans held onto their 5-1 majority on the Town Board. Councilwoman Jane Bonner (R-Rocky Point) and Councilman Neil Manzella (R-Selden) were both reelected carrying 65% of the votes in their districts.

Incumbent Councilmember Jonathan Kornreich (D-Stony Brook) retained his seat with a 55-45% margin of victory over Republican challenger Gary Bodenburg.

“For the past three years, I have worked hard to represent the more than 80,000 residents of Three Village, Port Jefferson village, Port Jefferson Station and Terryville, and last night the community hired me to serve another term,” Kornreich said in a statement.

“I love this community and promise to keep showing up for them day in and day out, celebrating our successes and sharing our challenges,” he added.

Brookhaven voters also reelected incumbent Highway Superintendent Dan Losquadro (R) and Receiver of Taxes Louis Marcoccia (R) with 62% and 63%, respectively.

Republicans swept each townwide race in Smithtown. Town clerk candidate Tom McCarthy — not the incumbent town councilman — cruised to victory over Bill Holst (D) carrying 65% of the townwide vote. Incumbent Smithtown Receiver of Taxes Deanna Varricchio (R) retained her seat by a 2-1 margin of victory over challenger Amy Fortunato (D). For Town Board, incumbent town Councilman Thomas Lohmann (R) and Councilwoman Lisa Inzerillo (R) each carried 33% of the vote over Democratic challengers Maria Scheuring and Sarah Tully.

In Huntington, Republicans expanded their majority on the Town Board to a sweeping 5-0, if the unofficial results hold. In an extremely close four-way contest, Republican candidates Brooke Lupinacci and Theresa Mari edged their Democratic counterparts Jen Hebert and Don McKay. Lupinacci and Mari received 25.5% and 25.4% of the vote respectively to Hebert’s and McKay’s 25% and 23.9% share respectively.

Incumbent Receiver of Taxes Jillian Guthman (D) was reelected over Pamela Velastegui (R) 53-47%, and incumbent Town Clerk Andrew Raia (R) won reelection over Linda Davis Valdez (D) 57-43%.

This year marks the first open contest for Suffolk County’s top post since 2009 when three-term incumbent County Executive Steve Bellone (D) first won the job.

Bellone cannot seek reelection due to 12-year term limits for county offices. In his place, Town of Brookhaven Supervisor Ed Romaine (R) is opposing businessman Dave Calone (D).

At the TBR News Media office, the two candidates debated for roughly an hour and a half. Their conversation covered an array of policy matters from wastewater, municipal solid waste, public safety, budgets, homelessness and transit.

Introductions

Calone is a Setauket resident who said he is running because “we need people with new backgrounds and different skill sets as county executive.”

The Democratic candidate is a former state and federal prosecutor whose private-sector experience entails assisting startup companies and working with owners to help build their businesses.

Romaine is a Center Moriches resident who said he is running because he views the county government as headed down the wrong path. He served two terms in the county Legislature before serving five terms as Suffolk County clerk. He then reentered the Legislature before assuming the position of town supervisor via special election in 2012.

In his 38th year in public office, he contended that “experience is needed now more than ever, and I think you have to be able to start a job from day one.”

Issues

Identifying the issues motivating his campaign, Romaine cited budgets, administrative vacancies, public safety concerns and outdated infrastructure. He said he supported the federal $1.2 trillion Bipartisan Infrastructure Law and New York State’s $4.2 billion Environmental Bond Act, although infrastructure investments into Suffolk have lagged.

“We need someone that is going to be an advocate for Long Island to try to get that money because we need to rebuild our infrastructure,” he said. “Getting sewers, clean water — these are major issues that have to be dealt with.”

Calone said the voters he canvassed expressed great interest and concern over affordability, coupled with a lack of affordable housing options.

He proposed appointing a chief housing officer within the county government to coordinate with towns and villages, advocating for repurposing malls and strip plazas to address the county’s housing needs.

“Let’s identify housing priorities across the county, and then let’s say to developers, ‘This is the place to do it,’” Calone said, supporting streamlining of the permitting process and cutting red tape. He also emphasized public safety, affordability, well-paying jobs and the environment as other motivating factors.

Wastewater

This year’s election cycle is taking place concurrently with a countywide debate over the future of the region’s wastewater infrastructure. Over the summer, the Republican-led county Legislature blocked a 1/8-penny sales tax for wastewater investments from reaching the November ballot in the form of a referendum. If passed, the measure would have helped finance new wastewater investments.

Calone said he disagreed with the Legislature’s action. “What I would do as county executive is put that back before the Legislature,” he said. “If we need to tweak it in some way, I’m open to that.”

“The most important thing is that we have something we can put before the voters … that they can vote on because right now we are behind other places in going after” federal and state subsidies, he added.

Romaine condemned the process through which the current administration pursued instituting the sales tax, saying the correct approach would have been the county Legislature passing a Home Rule Message rather than including language through the state budget.

He also objected to the revenue split between IA, or Innovative/Alternative, septic systems and new sewer infrastructure. “To say that this bill is perfect, it’s not,” he said. “I want to see sewers because we have more densely populated areas in this county that do not have sewers and need sewers,” adding, expanding sewer access “would do more to clean our waters.”

Garbage

The planned closure of the Brookhaven Town landfill — which services the entire region — places uncertainty over the long-term future of the county’s waste management system.

Romaine said averting an islandwide garbage crisis would require a regional approach to garbage disposal.

“We need to get the 31 villages and the 10 towns on the same page, working with the county and maybe even Nassau County to create a regional approach to solid waste,” he stated.

To facilitate a regional program, he supported transporting garbage by rail. “Since it can’t be buried here, can’t be maintained here, can’t be kept here, it has to leave the Island,” Romaine added. “The best way to do that is by rail.”

Calone pointed to the Brookhaven landfill as a failure by Brookhaven Town. He said the county government must roll out a more comprehensive recycling and composting program with the goal of achieving zero waste, though this ideal is likely unattainable.

Given that the county will inevitably produce some waste in the years ahead, Calone endorsed the proposal to ship the remaining garbage by rail. “There’s going to be some waste left,” he maintained, “and it will need to be railed off of Long Island.”

Public safety

To combat crime within Suffolk County, Calone called for a fully-funded, fully-staffed Suffolk County Police Department.

“We need to make sure law enforcement has the technology and tools they need,” the Democratic candidate said. “We need to make sure that every school has a school safety plan and has school safety officers that are well trained — there’s no minimum training requirement for school safety officers.”

He also advocated for targeting drugs and drug trafficking into the county with more aggressive prosecutions while “taking guns out of the hands of dangerous criminals.”

Romaine centered his public safety priorities around vacancies within the police department, pointing to 51 unfilled detective slots.

“That’s also true for patrol officers, that’s true for superior officers, that’s definitely true corrections officers, it’s true for deputy sheriffs, and it’s true for a whole host and character of law enforcement,” the Republican candidate said.

Budgets

With long-term economic uncertainty and growing concerns over the county’s finances, Romaine said he would seek to achieve a AAA bond rating for the county government, pledging to apply the fiscal strategies from Brookhaven’s budget process.

“What we did is we began to pay off debt and reduce debt with any budget surpluses that we had,” the current town supervisor said. “We have, despite inflation, been able to put together structurally balanced budgets. We have been able to reduce our fiscal stress to nothing, our environmental stress to nothing.” He added, “I would do the same” for the county.

Calone highlighted the pending closure of the municipal landfill as deeply problematic for Romaine’s constituents, suggesting budgetary mismanagement by his opponent.

The businessman referred to the county government’s current financial state as “the best financial situation it has ever been in.”

With substantial reserves, Calone offered to return some surplus money to county taxpayers through a 10% general fund property tax cut.

“I want to look at the Suffolk County budget, one with an eye toward giving some of that money back to taxpayers, and two looking at it with a businessperson’s eye.”

Rebutting Calone, Romaine said that as revenue from the landfill gradually goes away, the town will install solar panels around the landfill complex and advance related alternative energy projects to recover the lost funds. “We have sufficient revenue for the town,” he said.

Responding, Calone noted that regardless of the recovered funds, a significant budget shortfall would likely befall the Brookhaven budget, triggering a sizable tax increase for town residents in the coming years.

Homelessness

In recent years, the county has observed a rise in homelessness, with many homeless individuals turning away from the shelter system.

Calone said the county government lacks adequate personnel within its Department of Social Services, with current staff inadequately paid.

He said addiction and mental health issues tend to be the primary drivers of homelessness and that the county is not tapping into various granting opportunities to address these problems.

“I propose having a county grants office,” he said. “We don’t have one now, and there’s no coordinated way of going after grants,” noting, “This is a way to tap into federal and state funding that we’re not getting right now when it comes to mental health, veterans issues and things like that.”

Romaine agreed that grant writing remains a deficiency within the county government and that social service workers deserve better pay.

He said the best explanation he has seen on homelessness came from a recent CBS “60 Minutes” interview by California Gov. Gavin Newsom (D), who is pursuing a new model for curtailing homelessness within the Golden State.

Newsom is “not of my party, but I’ve never heard somebody speak as well as he did on that issue,” Romaine said. “It impressed me. I’ve done some research on it, and I have some people working on it. If I have the good fortune to be elected, we’re going to take a look at it.”

Transit and trails

Officials have cited high costs associated with maintaining the county’s bus system as barriers to system expansion and modernization. To better serve the needs of riders, Romaine said modernizing the bus system begins with focusing on rails.

“We need to electrify our rail,” he said. But, he added, “None of our county buses meet the trains. You would think that you would want to create a synergy between trains and buses.”

Calone proposed reimagining the disparate modes of transit as “an integrated system.” He considered the current ridership within the county’s bus system as “ridiculously low,” arguing that empty buses give residents a sense that their government doesn’t work.

“We need to move away, I believe, from a fixed-route system everywhere except the far western part of the county,” he said. “As we move further east, we need to move toward more of an on-demand system” that uses smaller buses and modern technology to boost ridership and enhance the rider experience.

Along with traditional mass transit options, the county’s 2020 Hike-Bike Master Plan calls for expanding active-use recreation as an alternative form of transportation. To implement the ideas within the plan, Romaine supported connecting trails as part of an “overall transportation system.”

“I’d love to provide viable alternatives so that people don’t have to use a car-based system,” he said. He added that conserving open space would help expand nature trails.

Calone regarded the master plan as a “great plan” with many gaps to fill in.

He said the county must work with private landowners to acquire the lands to connect existing greenways and expand its linear park network.

“We need to have blueways [water trails] as well, where people can boat and kayak,” he said. “We’re going to put this sewer and septic program in place and, over these next bunch of years, are going to improve our water quality, and we’re going to make that available.”

He continued, “We pay a lot of money to live here, and we should enjoy what makes this place so special.”

Suffolk voters will pick one of these candidates to be their next county executive on Tuesday, Nov. 7.

A Three Village Civic Association Meet the Candidates event Monday, Oct. 2, hosted nine hopefuls (with one absentee) for local government positions — namely Suffolk County executive, Brookhaven Town supervisor, Brookhaven supervisor of highways, county legislator and town council — asking them questions through moderator Herb Mones relevant to current issues in the community.

Brookhaven Town Council: 1st District

Incumbent Councilmember Jonathan Kornreich (D-Stony Brook) is facing special education teacher Gary Bodenburg (R) in his bid to keep the seat he won in a special election in March 2021.

Kornreich, who previously served on the Three Village school board and as civic president, said he has a deep understanding of the main issues facing Brookhaven today — land use and planning, including an undersupply of affordable housing and an oversupply of vacant retail and commercial properties.

“One of my most important goals is to help guide the redevelopment of those properties in a way that doesn’t tax our already overburdened infrastructure,” he said, referring to the current system of dealing with sewage primarily through cesspools and its impact on the town’s sole drinking water source, as well as traffic.

Bodenburg acknowledged land use is a major function of the town, but added that assuring quality of life is equally important, pointing to how the many expenses of living on Long Island are straining for families.

“Sometimes we need an outsider, somebody with a fresh set of eyes to look at the issues that we face and create solutions that are somewhat creative, but are keeping our main focus of our families and our children in mind,” he said.

Both candidates said they wanted to ensure community members have the same level of access to government as land developers, as well as increased transparency in the process of member selection for planning and zoning boards.

Kornreich expressed particular concern about overdevelopment of areas like Three Village, as well as frustration about the current notification process of proposed zoning changes to nearby residents. He called the required notification letter “arcane” and confusing, and said he sends his own letter with a map and narrative explanation to residents explaining what is proposed for their neighborhood.

He said he’s working with the town’s legal department to require more robust and transparent communication. “That type of notification and that type of process makes a big difference,” he said.

Bodenburg promised to take on long wait times for things like permits. He said he planned to ensure different departments are sharing information and working cohesively to improve the efficiency of government services.

“We can do that very easily by surveying each department and finding out from the people that are serving our community: How can we help you? What makes your job easier? How can we make your job easier, so we can get our residents to get what they need faster,” Bodenburg said.

Brookhaven superintendent of highways

Newcomer Michael Kaplan (D) is challenging current Highway Supervisor Daniel Losquadro (R), who has served in that position for a decade.

Kaplan, a veteran who spent time in the Middle East with the U.S. Army, is trying to capitalize on his 30 years of experience with highway departments, from a laborer to a road inspector to working for the superintendent of highways in Huntington.

“The highway department should be run by someone who possesses the skill, someone who actually filled potholes, ran a street sweeper, plowed in many snowstorms, cleaned up things like Hurricane Sandy,” he said, adding that he also knows well the administrative side, and what needs improvement. “I want to get rid of pay-to-play. I want to get rid of basically politics in highways — people will be promoted with their merit and not by, per se, writing a check to their political party. That needs to end.”

Losquadro highlighted his accomplishments at the department, including conversion from analog to digital since his election 10 years ago. “We were a department that was hand-writing notes on work orders,” he said. “All my foremen now have iPads with a simple graphic user interface. They’re able to take photos, they’re able to upload that information instantaneously.”

That digital revolution, he added, “not only allows me to track how those work orders are being done, but it gives me a measurable metric by which I can gauge the performance of my employees.”

Both candidates shared their desire to improve safety for bikers and pedestrians, but also acknowledged the challenge of retrofitting modern infrastructure into one of the oldest parts of Long Island.

Another area of agreement was the frustration of unfunded mandates from the state and county — particularly for road and sidewalk maintenance. “I don’t know why the Department of Transportation even bothers to call themselves the state Department of Transportation anymore, because they seem to want to abdicate the responsibility for state roads almost entirely,” Losquadro said, adding that repairing sidewalks along state roads that were installed by the state has not traditionally been part of the town’s budget, and he would like to push back and request funding from the state for this work.

Kaplan suggested a more forceful response. “You need a more fierce attitude dealing with Suffolk DOT and state DOT,” he said. “I think we need fresh eyes — someone that’s really going to go up against the state government and the county government and say, ‘No, we’re not doing this anymore, and if you want us to do it, give us some money for it.”

Suffolk County executive

Town of Brookhaven Supervisor Ed Romaine (R) has thrown his hat in the ring to lead Suffolk County after 11 years at the helm of the town. He said he’s proud of his accomplishments in Brookhaven and hopes to make the same kind of changes at the county level.

“When I came into Brookhaven, we had a lot of financial trouble and we had a divided board that was very argumentative — that ended within a few months,” he said. “My colleagues on the board right up to the present day will tell you, we work together. We have unity on the board. We have a focus to go forward.”

He said he also helped repair the town’s financial distress, pointing to the fact that the town currently has a AAA credit rating, and the New York State Comptroller’s Office just gave the town a perfect “0” score for fiscal and environmental stress indicators. He said he would also work to invite wind energy into the area, noting he’d like to move the county away from fossil fuels.

Challenging Romaine, businessman Dave Calone (D) is a Three Village resident and former federal prosecutor who sought accountability for international economic crimes, particularly in oil and gas, and for terrorism after the September 11 terrorist attacks. He later participated in assisting start-ups on Long Island and around the country.

He said he is passionate about protecting the environment and, while serving as chair of the Suffolk County Planning Commission, helped streamline and expedite the permitting process for residential solar panels, something that became a model for other counties and states. He said he even spoke at a conference on the topic in Chicago. 

“I think I’m the only person ever who has gone from Long Island to somewhere else to teach them how to cut red tape,” he said.

Calone also pledged to reintroduce a bill that would allow residents to vote on whether to raise sales tax by 1/8 of a cent to establish a water quality protection fund, which would help add sewers and update septic systems, in light of a summer that saw several days of beach closings due to poor water quality.

Marine scientists and other water experts have said prolific outdated cesspool systems in Suffolk are harming area waterways and the aquifer. The county Legislature blocked a referendum on the wastewater fund in July.

“For me, it’s about focusing on safety, opportunity, affordability and, obviously, environmental protection,” Calone said.

Both candidates agreed the county has significant areas to improve, especially in cybersecurity as well as in increased staffing for Child Protective Services, 911 operations and the police. Both blamed traffic fatalities on insufficient enforcement.

Calone said he would seek funding to create more “complete streets,” that is, roads friendly and safe for multiple uses: pedestrians, bikers and motorists.

Romaine called out the current county executive, Steve Bellone (D), saying there are essential positions left “deliberately” vacant, leaving police officers, 911 operators and CPS caseworkers overloaded and unable to keep up with demand for services. 

“I’m supervisor of a town,” Romaine said. “If I put a job in the budget, it gets filled. If it becomes vacant, it gets filled. That is not true in the county of Suffolk,” calling the practice dishonest. “If we fill those jobs, it’s not that you’d have to pay more because you’re already getting taxed for that.”

County legislator: 5th District

Anthony Figliola (R-East Setauket), a Three Village resident with experience in economic development and government relations, and former New York State Assemblyman Steve Englebright (D-Setauket) are vying to replace the vacant seat left by Kara Hahn (D-Setauket), who would have been term limited in any event.

A geologist by trade with a long association with Stony Brook University, Englebright served in the Suffolk County Legislature from 1983 to 1992, before his long term in the state Assembly until the end of 2022. He said he was particularly inspired to reenter the county’s political sphere when he heard the Legislature in July rejected the opportunity to let people vote on the clean water bill. He said the move took away a chance for public education on how aging septic infrastructure affects the county’s sole-source aquifer and local harbors.

“The reason I’m running for the county Legislature is the work that I began there to protect clean water and protect us environmentally, and in order to encourage the growth of renewable energy — those issues are still very, very much in need, I believe, of some of the attention that I can give to them,” he said. “Let the people vote for clean water.”

Figliola, who indicated he was also disappointed the Legislature did not allow the clean water referendum, said he wants to bring to Suffolk his experience helping small businesses grow and assisting municipalities seeking federal funds for infrastructure.

“I care about this community, which is why I want to bring a private-sector mindset to the county Legislature because we have fiscal problems,” Figliola said. He also said he’d like to help small businesses succeed in order to decrease the number of vacant storefronts in the area.

Both candidates agreed red-light cameras should be used in a more thoughtful and disciplined way — for public safety and not as a revenue stream. “People feel that it is a cash grab, and I want to make sure their pockets are not being picked,” Figliola said.

Brookhaven Town supervisor

In the race to replace Romaine as town supervisor, Lillian Clayman (D), a SUNY Old Westbury adjunct professor and former mayor of Hamden, Connecticut, is facing off against Brookhaven Deputy Supervisor Dan Panico (R-Manorville).

Clayman, who also worked as an organizer for a health care union and chair of the Brookhaven Town Democratic Committee, was unable to make the event, but said previously her priorities include bringing “good government” to Brookhaven, and solving issues of waste management in light of the planned closure of Brookhaven’s landfill.

At the event, Panico detailed his long service in public office, including 13 years at his current post as councilman for the 6th District. He said Brookhaven is “light-years” from the “sordid history that unfolded from decades ago,” thanks in part to anti-nepotism and ethics laws he was part of passing.

He said a key to his collaborative style is to represent all constituents and work collaboratively with others, no matter their political leaning. He also does not talk about national politics.

“I find it to be extremely divisive,” he said. “A lot of times when elected officials are so willing to jump into the fray of national politics and culture wars, it’s because they’re not necessarily spending that time that they should be doing the job they were elected to do.”

Panico pledged to do his best to protect open spaces from overdevelopment, an issue of particular interest to area residents, and something he has had success doing. “Land use zoning and planning is my expertise,” he said, adding that the area where he grew up — Mastic Beach — was a victim of “haphazard” development, which is difficult and expensive to redevelop. He said he would like to avoid that issue in places with historical properties and such a sense of place. “You have something special here in the Three Village area,” he said.

He also said he would address issues of illegal student housing in local neighborhoods by working with Stony Brook University to find solutions — especially in light of record donations to the school that could enable additional appropriate student housing. He said he has experience in cracking down on illegal housing situations and pledged to do the same in the Three Village area. “It’s like cancer,” he said. “If you, as a government representative, do not address the issue, and the people don’t believe their government is listening and doing something, what happens? The ‘for sale’ sign goes up, especially in this market, and it spreads down the block.”

Election Day is Tuesday, Nov. 7.

A countywide housing initiative recently got a bit sweeter for veterans and people with disabilities.

Public officials, veterans and disability advocates together with community members gathered Friday, June 9, at the H. Lee Dennison Building in Hauppauge, where Suffolk County Executive Steve Bellone (D) ceremonially signed two landmark pieces of legislation.

U.S. Census Bureau data indicates Suffolk County is home to over 56,000 veterans, the highest concentration of any county across New York state and among the highest in the nation. The census also indicates that 6.1% of the county’s 1.5 million residents are with a disability under 65.

Under the new local laws passed unanimously by the Suffolk County Legislature last December and signed officially by Bellone in January, funds and housing units will now be set aside to accommodate veterans and those with intellectual and developmental disabilities.

“We are committed to, in this county, making sure that everyone in our community is included,” Bellone said during the recent ceremony.

The two bipartisan legislative packages were introduced by Majority Leader Nick Caracappa (C-Selden) and Legislators Leslie Kennedy (R-Nesconset), Kara Hahn (D-Setauket), Stephanie Bontempi (R-Centerport) and Sarah Anker (D-Mount Sinai), among others.

Caracappa, who chairs the county’s Veterans & Consumer Affairs Committee, noted the sizable veteran and disabled populations, suggesting the county is pursuing a proper course for these historically underserved communities.

“We have far too many veterans on our streets [who are] homeless,” he said. “We have far too many individuals, family members, neighbors, friends with disabilities who are willing, able, ready for a life of independence and dignity.”

Kennedy decried the lack of initiative across all levels of government in supporting these demographics. “We would be nowhere without our veterans, and we have done so little to assist them as life goes on,” she said. “This is us moving forward.”

The county legislator added, “For those with impaired abilities, they deserve to live on their own.”

Trish Calandra of Wading River, in an emotional address, shared the story of her two children with autism, who are both now living on their own.

“To see them living this great life was something I really needed to help others achieve,” she said. “There’s still more to do. We need to get this across this state. We need to get this across this country. We have so many people who need assistance and need help.”

Tom Ronayne, director of Suffolk County Veterans Service Agency, celebrated the legislation, noting that Suffolk County has “set the bar high.”

“For the people who are most directly affected by what is happening here today, their lives are changed profoundly,” he said. “They can lay down and go to sleep knowing that they have a safe, affordable place to live and that tomorrow will not challenge them in the ways that yesterday may have.”

He concluded, “Welcome to Suffolk County because this is how we do it here.”

In a sea of orange and green, Suffolk County officials, community groups and Irish Americans converged upon the H. Lee Dennison Building in Hauppauge on Friday, March 24, commemorating the first-ever Irish American Heritage Celebration in county history.

In 2019, the Suffolk County Legislature unanimously approved a resolution designating March as Irish American Heritage Month. Friday’s event marked the first such celebration sponsored by the county government.

“We’re celebrating the incredible contributions that the Irish have made to the United States of America and to the world,” said Suffolk County Executive Steve Bellone (D).

The county executive also used the occasion to acknowledge the Ancient Order of the Hibernians, an Irish American heritage group with nine divisions across the county, including Port Jefferson, Selden, Smithtown and Huntington. Bellone said the AOH enriches Suffolk communities by celebrating Irish culture while giving back through various charitable endeavors.

Legislators from each of the county’s 18 districts had an opportunity to recognize an Irish American making an impact within their communities. Presiding Officer Kevin McCaffrey (R-Lindenhurst) read off the biographical descriptions of each honoree.

Choral and bagpipe arrangements from several Irish American folk groups were performed, along with Irish historian Mike McCormack detailing the historical contributions of the Irish in Suffolk County.

Municipalities throughout Suffolk County will undergo significant leadership changes in 2023.

Three-term incumbent Suffolk County Executive Steve Bellone (D) cannot run for reelection due to 12-year term limits for county offices. Bellone’s absence at the top of the ticket has triggered a game of musical chairs across local governments, with an Election Day picture coming into focus.

Two major party candidates have emerged to fill Bellone’s seat. Businessman and former federal and state prosecutor Dave Calone entered the race last summer and has since gained the backing of the county’s Democratic Committee.

Between increasing economic development initiatives and expanding transportation options, Calone regarded Suffolk as a place of growing opportunities.

“I felt like we needed someone with a private-sector background to help capitalize on those opportunities for our region,” he said, adding that his prosecutorial experience could help alleviate the issue of crime throughout the area.

Calone said he would connect law enforcement personnel with new technologies if elected. “I come from the technology sector and feel we can do more when it comes to law enforcement, giving police the tools and training they need to fight crime and help prevent crime,” he said.

He emphasized county support in promoting small business sectors and encouraging those wishing to start a new business.

Calone may have a tall task ahead as recent election results suggest county residents are moving toward the right, with Republicans gaining a majority in the county Legislature in 2021 while flipping the district attorney’s seat. 

To counteract these trends, Calone pledged to focus on local issues, which he suggested are matters of personal qualification rather than party affiliation.

“I think Suffolk County is less about left versus right, but who is going to have the vision to move Suffolk County forward,” the Democratic nominee said.

Opposing Calone is Town of Brookhaven Supervisor Ed Romaine (R). He received his party’s nod during a nominating convention held Thursday, Feb. 23, in Ronkonkoma. Before becoming supervisor, Romaine was county clerk for 16 years starting in 1989 and did two separate tours in the county Legislature, one before and the other after his tenure as clerk.

“I’m running to work for the future of our county and its residents,” he told TBR News Media. “This is an opportunity to move Suffolk forward. And, quite honestly, nothing is more expensive than a missed opportunity.”

The town supervisor added that he intends to campaign on the issues and policies he has overseen at the town level. He offered that fiscal responsibility and public trust in government remain top priorities.

“I’m looking to hold the line on taxes,” he said. “I’ve done it five different times with our budget, and I would like to do that with the county, reduce the county debt and improve the county bond rating to AAA.”

Romaine also addressed his environmental concerns, such as water quality and quantity. He proposed modernizing information technology systems, filling critical posts within the police department and resisting Albany’s development agenda for Long Island.

“I’m not a fan of the governor’s plan to urbanize our suburban communities,” he said.

Despite recent electoral history, a Republican has not occupied the county executive’s chair since Bob Gaffney left office in 2003. Asked why 2023 should be any different, Romaine suggested the coming election offers county voters a new direction.

“I think this is an opportunity to chart a new course,” he said.

In declaring for county executive, Romaine vacates his post as town supervisor. Brookhaven Deputy Supervisor and Councilman Dan Panico (R-Manorville) and Village of Port Jefferson Mayor Margot Garant (D) have stepped forward to fill the seat, securing their parties’ respective nominations last week.

Panico, whose 6th Council District consists of the town’s southeastern hamlets, was first elected to the Town Board in 2010 following the untimely death of Councilman Keith Romaine (R), the supervisor’s son. Panico had previously served on the Brookhaven Planning Board and as a senior deputy Suffolk County clerk.

“I believe in the power of town government to have a dramatically positive effect on the lives of the people that we represent and the communities that make up Brookhaven,” Panico said in an interview.

The deputy supervisor emphasized fiscal stability and open space preservation as two signature campaign positions. 

“My record on open space preservation and the environment, I believe, is unmatched in this race,” he said, adding, “I am also fiscally conservative, and I have been able to work effectively with the town boards that I’ve served on … to accomplish meaningful goals in this town.”

Republicans currently hold eight of the 10 elected positions within the town government, with one council seat vacant. Councilmember Jonathan Kornreich (Stony Brook) is the lone Democrat. 

To replicate its success at the ballot box, Panico said his party “must continue to listen to the people whom we represent.”

On the opposite side of the aisle, Garant seeks to become the first Democratic town supervisor since Mark Lesko resigned midterm in 2012. In early February, she announced her retirement from the Port Jeff village government after serving 14 years as mayor.

“There was no intent or forethought that I was retiring to put my hat in the ring,” she said. However, plans for her run came together shortly after the announcement when town Democratic leaders asked for a meeting.

“It was believed at that time that Romaine would be going up to the county executive level, which kind of left an interesting opening,” Garant said.

The outgoing village mayor said she plans to apply the lessons learned at the village level to town government.

“The [Brookhaven] landfill fees represent 42% of the overall revenue in the town,” she said. 

Given her background negotiating with the Long Island Power Authority in a tax grievance dispute settled in 2018, she considers herself uniquely qualified to tackle the loss of public revenue.

She added, “A self-sustaining waste management plan that speaks to utilizing the current infrastructure without expanding the carbon footprint, that’s something I’m very interested in grappling with.”

Along with the landfill closure, Garant said she would continue to focus on development, arguing that the town must “balance the quality of life and get some development done.”

While acknowledging that her party has “a lot of work to do” to be competitive this November, she remained optimistic.

“We have a very awesome slate” running for Town Board, she said. “I’m enthusiastic about what the slate brings, and I think the message we’re bringing is going to resonate.”

With Garant taking herself out of the running, Deputy Mayor and trustee Kathianne Snaden is the first declared candidate in the race for Port Jefferson Village mayor.

“When I first ran in 2019, my reason for running was to be the voice of those who never thought they had a voice,” she said. Since then, Snaden has gradually assumed greater responsibilities with more committee assignments, saying, “I think I’m in an even better position now to do that for the community.”

As the village’s public safety commissioner over the last four years, she considered the issue a paramount policy concern. “That has always been my number one concern in the village — to keep the community and the residents safe,” Snaden said.

More recently, she was assigned trustee liaison to the building and planning departments. “Over the last year or so, I’ve been doing a lot of work up there to help streamline and make the process easier for anybody looking for an application,” she said. “That’s something that I want to continue to work on.”

Snaden also mentioned that close coordination with the school district, greater parking opportunities and improved resident mobility would be areas of focus if she were elected mayor this June.

Snaden is currently alone in the mayoral contest. Whether others step forward to run, she said she remains “focused on the work that I’m doing now and [that’s] what I will continue to do in the future.”

The Suffolk County School Bus Safety Program has drawn scrutiny from Republican county officials targeting the program for alleged mismanagement.

Enacted unanimously by the county Legislature in 2021, this traffic safety program uses cameras attached near the stop arm of school buses to enforce the New York Vehicle and Traffic Law. The county has partnered with Virginia-based BusPatrol to operate the program.

Under state law, offenders caught passing buses while the stop arm is extended receive a $250 fine. The county code states, “net proceeds of any penalty … shall be expended for programs related to improving traffic safety and/or school district safety in Suffolk County.”

County Comptroller John Kennedy Jr. (R) recently announced his office is conducting an audit of the School Bus Safety program. He stated the program had captured his attention when numerous residents complained about receiving potentially erroneous violations.

“My interest in any program is always that a program is being operated as the laws that adopted it … sought to have it operate,” Kennedy said. “How is the revenue that’s being collected from the program being allocated? Is it being done under the terms of the contract? Is the vendor fulfilling all of their requirements?” 

He added, “That’s the audit function, and it is universal across the board.”

Legislative purpose

Marykate Guilfoyle, a spokesperson for Suffolk County Executive Steve Bellone (D), summarized the motive for developing the program in the first place.

“The goal of the School Bus Safety program is to protect children as they get on and off the bus and to reduce the number of drivers illegally passing stopped school buses, which endangers the lives of students,” Guilfoyle said in an email. “The program is completely violator funded, and county proceeds are used to support public safety, traffic safety and school safety initiatives.”

County Legislator Kara Hahn (D-Setauket) defended the School Bus Safety program. She said her office’s most frequent complaints are related to roadway safety and other traffic concerns.

“Red light cameras and school bus cameras are a way to prevent death and injuries without needing a paid police officer at every intersection and following every bus,” she said. “It’s a very efficient way for providing the consequence for breaking the rules of the road.”

Before the program took effect, Hahn added, few violators ever got caught. Today, they receive a fine, incentivizing better roadway behavior and creating a safer traffic environment.

“Now people have to change their behavior to no longer do the illegal action that puts people’s lives at risk,” the county legislator said. 

Questions over potential misapplication

County Legislator Rob Trotta (R-Fort Salonga) said the School Bus Safety program is one of the few measures for which he wishes he could rescind his “yes” vote. He said the Legislature was misled when the program was pitched.

Figures obtained by Trotta indicate the program grossed $23 million last year, with $13 million retained by the county and the outstanding $10 million collected by the vendor. Kennedy estimated the county government netted approximately $11 million.

“We don’t have all the net revenue,” Kennedy said. “That’s been another consequence of the hack” against the county government in September. By statute, the net proceeds generated by the School Bus Safety program must support various educational programs related to school bus and traffic safety. Asked how the revenue is being spent, an administration official said the 2022 revenue figures are still being finalized.

Guilfoyle, however, cited specific examples of how the revenue supports countywide traffic education initiatives: “Examples of the county’s efforts include dedicating more than $1 million to school districts and $125,000 in [public service announcements] during the back-to-school months to educate drivers on the state law surrounding stopping for buses.”

Trotta viewed the school bus program as a lucrative moneymaker for the county and vendor rather than a measure promoting bus safety. He said the law is applied unfairly, ticketing busy multilane corridors in the same manner as residential neighborhoods.

“I’ve checked with all the school districts, and kids aren’t crossing major thoroughfares,” Trotta said. “I’m all for giving a ticket to someone who passes a school bus on a residential avenue because it’s dangerous. I’m not at all for 1,000 people on Jericho Turnpike getting tickets.”

While the county code imposes rigid reporting requirements regarding expenditures of revenues generated from the program, Kennedy said he has yet to see any reports to date.

Competing perspectives

Following an initial spike when programs such as this are first instituted, Hahn said offenses start to wane “because people begin to change their behaviors — they stop at red lights because they’re afraid of getting a ticket.” 

In time, the legislator added, drivers throughout Suffolk “will no longer go around stopped school buses,” but “if they choose to break the law, they will get tickets.”

Trotta said he is pushing to repeal the School Bus Safety program altogether. “The reality is it’s a sham, and it’s not what we were told it was going to be,” he said.

While Kennedy acknowledged the importance of traffic safety, he held that the audit is to determine whether the program is administered correctly.

“I never want to see somebody blowing a stopped school bus sign — it’s just heinous,” the county comptroller said. “But if [the program] is not being operated in a fair and proper and consistent manner by the school bus drivers and the vendor … then it’s a problem.”

Kennedy expects the audit to be finalized by the second quarter of 2023.

Public officials of all levels of government, business and civic leaders, and community members gathered Monday, Jan. 9, before a derelict building at the Lawrence Aviation Superfund site in Port Jefferson Station.

Once a dumping ground for toxic waste, policymakers are now plotting a course of action for this 126-acre property. After taking decades to rid the site of harmful contaminants, officials and community groups are working toward an ambitious proposal to convert the site into a multipurpose community hub, accommodating a solar farm, a railyard and open space for local residents.

U.S. Senate Majority Leader Chuck Schumer (D-NY) called the press conference to announce the injection of $450,000 in federal funds secured through the recent omnibus budget. This money will be used to help demolish the remaining buildings at the property. 

“We’re here today to showcase one of the final puzzle pieces needed to demo 14 dangerous buildings here,” Schumer said. “I am here today to say that the train that is on this journey is ready to leave the station.” 

The Senate majority leader added that these funds would advance three community goals. “One, a railroad-use project to help the LIRR with logistics; industrial redevelopment of a 5-megawatt solar farm,” and lastly, add 50 construction jobs to the local economy.

Suffolk County Executive Steve Bellone (D) described the considerable intergovernmental coordination and logistical obstacles to get to this stage.

“This project, as reflected by all of the people that have come together and all the levels of government, is critically important to the community,” he said.

Town of Brookhaven Supervisor Ed Romaine (R) discussed the long and arduous road to revitalizing the site and the decades that have passed as this community blight lay barren. 

“These buildings have been condemned for over 25 years,” he said. “This has been a Superfund site for almost 25 years. Finally, we will see these buildings come down.”

Former New York State Assemblyman Steve Englebright (D-Setauket) also attended the press event. During his time in Albany, he championed the site’s conversion for environmental and community purposes.

“We have a plan that will enhance our community and create new jobs,” he said. “This property stood out as a place in peril of a potentially bad decision,” adding, “Instead, we have a very thoughtful plan.”

Englebright, a geologist by trade, also touched upon the environmental impacts that redevelopment will offer through these plans. He said local harbors, groundwater and surface waters would benefit as this dark episode in local history concludes.

“The harbor, which is the beginning of our town, has been poisoned by the solvents that were poured into the ground here,” the former assemblyman said. “That is a thing of the past because of the federal involvement with the Superfund cleanup.”

He added, “All the levels of government are working together here, which is a beautiful thing. It’s a model for what government should be able to do all the time.”

Jen Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, also offered her perspective. She said public improvements such as these indirectly support and promote local businesses.

“Any improvement in Port Jefferson Station is major,” she said. “By getting the blight away from the area, we will increase businesses. A solar farm is coming. They’re creating 50 construction jobs. It just heightens Port Jefferson Station and the desire to come here.”

Representing the Village of Port Jefferson were Mayor Margot Garant and Deputy Mayor Kathianne Snaden. Both stressed the importance of this undertaking, conveying their support for neighboring Port Jefferson Station in its community aspirations.

Garant viewed the plans as an opportunity to improve the Port Jefferson Branch line of the Long Island Rail Road. “We’re really in support of this because of the MTA portion of it,” she said. “To clean up this site, to put it back to public use, to not have the county paying taxes on it, is good for everybody.”

For Snaden, the project will bolster the village’s neighbors, representing a vital regional investment. “I think it’s great,” she said. “It’s a cleanup of the site. It’s knocking down these falling buildings, adding to the betterment of the entire community and the region at large.”

Schumer said the next step would be to ensure that the U.S. Department of Housing and Urban Development expedites these funds, ensuring the prompt demolition of the buildings and swift redevelopment of the site.



Public officials gathered at the H. Lee Dennison Building in Hauppauge Monday, July 25, to announce the opening of grant applications for programs targeting the opioid crisis.

The first round of program funding, which will total up to $25 million, is made available through an approximately $180 million settlement Suffolk is expected to receive “in litigation recovery dollars” over the next 18 years between the county and various manufacturers and distributors.

Last year, Suffolk County Executive Steve Bellone (D) convened a joint legislative and executive task force to assess proper responses and coordinate efforts to counteract the opioid epidemic throughout the county.

A report prepared by the opioid task force suggests that the available funds target “prevention, harm reduction, treatment and recovery,” according to Bellone.

“These are the categories in which we will see the most significant gaps in programs and services and the greatest potential return on investment with respect to combating the opioid epidemic,” the county executive said.

The task force’s report also recommends a process through which organizations and institutions can apply for the available funding. Starting this week and running through Aug. 22, an opioid grant application is available on the county’s website.

The program is open to public, private, for-profit and nonprofit organizations. “If you’re an agency or organization in this opioid fight and you have a proposal that will help, especially in the areas outlined in the report, then we want to hear from you,” Bellone said.

Also in attendance were several members of the Suffolk County Legislature. Presiding Officer Kevin McCaffrey (R-Lindenhurst), a member of the opioid task force, stated that he and his colleagues in the Legislature are committed to making the best use of these resources as possible.

“This money came with a cost and that cost was lives,” McCaffrey said. “Although we can never get those lives back again, we can … use this money to make sure that others don’t have to suffer and that we [don’t] lose more lives.”

The presiding officer spoke of the ways in which opioids affect communities and the toll they take on families. “Every one of us here knows somebody that has been affected, whether that person has passed away or went to treatment and is still in recovery,” he said, adding, “The scourge that this has caused for the families … you would not want to wish this on any family that’s out there.”

Legislator Sarah Anker (D-Mount Sinai), chair of the opioid committee, advanced several reasons to combat the opioid epidemic aggressively. She recalled the decades of drug profiteering, failed policies and the absence of federal oversight, which all contributed to a steady rise in opioid-related deaths nationwide.

“The decisions that were made really created the dramatic rise in opioid overdoses,” she said. “There are so many companies and people that created this tsunami of death and now we are here to pick up the pieces.”

Anker referred to the $180 million made available to the county as “a drop in the bucket” compared to the billions in profits generated by those who have exploited opioid users in recent decades. While this money will catalyze the county’s efforts to rectify these past failures, she acknowledged that there remains much more work to be done.

“We’re going to use these funds for opioid addiction, prevention and helping those who are in treatment, but I implore the folks here listening to this press event to take an active role in helping those who have succumbed to addiction,” Anker said.

Legislator Leslie Kennedy (R-Nesconset), chair of the health committee, offered her own unique perspective on addiction, having witnessed its effects firsthand before joining the county Legislature.

“As a nurse for 30 years, as someone who has worked in an addiction facility on top of that for 10 years, I have lived the pain and have lived the death,” she said.

Kennedy acknowledged the contributions of those who initiated the lawsuit that made these funds available. While this money cannot compensate for the destruction of life and the carnage inflicted upon the community, she offered that this is a positive step in honoring those who are now lost to this disease.

“It’s not perfect, it’s not a lot, but if we didn’t sue, we would have nothing,” she said, adding that counteracting “addiction is a bipartisan effort.”

Another powerful voice for this cause is Legislator Kara Hahn (D-Setauket). She said she is familiar with the plight of opioid addiction, having witnessed the degradation of families and communities personally.

“This is a disease, and I still see a system that doesn’t recognize it as such,” Hahn said. “The disease model of addiction, trauma-informed practices, and recognizing what individuals go through when they face addiction is incredibly important.” She added, “We all have to work together, work strong, work hard and double down on our efforts.”

After serving out a 17-year state prison sentence, Devon Toney returned to society unprepared for the challenges ahead.

Toney described parole as just another pressurized situation in a string of high-pressure environments that he has experienced since childhood. Parole, he said, only aggravated his post-traumatic stress disorder, stymying any opportunities for upward growth. 

He soon entered the shelter system in Suffolk County, traveling between homeless shelters and health care facilities, his most recent stay at The Linkage Center in Huntington. Eventually, feeling suffocated in the shelters and unable to sleep among strangers, he left that system for a life on the streets. By night, he slept in train stations, bus stations, dugouts and public parks. By day, he stole, often reselling juices and water just to get by. 

Without adequate resources and a lack of attention, Toney said those experiencing homelessness “have to steal,” that life on the streets “causes clean people — healthy people — to become addicts because that’s all they’re around.”

Toney remains homeless to the present day, currently residing near Ross Memorial Park in Brentwood. His story is one of countless examples of how easily one can become homeless after giving up on shelter, falling through the cracks with few opportunities to rise above these dire circumstances.

A startling trend

Mike Giuffrida, associate director of the Long Island Coalition for the Homeless, a nonprofit that works throughout Long Island to determine better strategies and policies to address homelessness, said he has noticed a recent trend of others fleeing from shelters.

“Although emergency shelter is available to the majority of people who present as having nowhere else to go, we are seeing an increased rate of individuals who are presenting as unsheltered and are living on the street,” he said.

Motivating this shelter shock, Giuffrida sees two principal factors: “The greatest commonality of people that experience homelessness is … significant trauma, likely throughout the majority — if not all — of their lives,” he said. The second factor is the structure of the shelter system, which is constrained by strict guidelines from New York State and “can be retraumatizing for people or the shelter settings do not meet their needs.”

An aversion to communal living is commonplace among those requesting emergency shelter. In addition, occupants of these shelters are often asked to give up considerable portions of their income for shelter payments. “They pay, in some cases, almost all of their income in order to stay in that undesirable location,” Giuffrida said. 

Clusters of homeless encampments can be found in areas throughout Suffolk County. Brookhaven Town Councilmember Jonathan Kornreich (D-Stony Brook) says there are likely dozens of individuals experiencing homelessness in his council district alone, concentrated primarily in Port Jefferson Station. 

Kornreich complained about how he is limited in his capacity to help, saying he wishes that he could do more. “It’s probably one of the most difficult and complex moral and legal issues that I deal with,” he said. “The Town of Brookhaven doesn’t have any functions with respect to social services or enforcement, but because this is an area of concern to me, I try to identify people who might be in need of services and try to either talk to people myself or put them in touch with services.” 

Those services are provided through the Suffolk County Department of Social Services. In an emailed statement, a spokesperson affiliated with DSS outlined the array of options that are available through the department.

“The Suffolk County Department of Social Services offers temporary housing assistance, in shelter settings, to eligible individuals and families experiencing homelessness,” the spokesperson said. “We contract with nonprofit agencies that provide case management services to each client based on their individual needs, with a focus on housing support. Services may include referrals to community agencies, mental health programs, as well as medical services. These services, with the support and encouragement of shelter staff, work in concert to transition those experiencing homelessness to appropriate permanent housing resources.”

In an interview, County Executive Steve Bellone (D) said the COVID-19 pandemic and nationwide economic challenges have only exacerbated the conditions of homelessness throughout the county. Despite external barriers, he holds that there is room for improvement.

“More could always be done, of course,” he said. “We are — as I’ve said many times before — coming out of COVID and grappling with impacts and effects that we’re going to be dealing with for years to come and that we don’t fully understand yet.” He added, “The Department of Social Services has, throughout COVID, and as we’ve started to move out of that now, worked very hard to fulfill its mission and will continue to do that.”

Accepting services: A two-way street

Suffolk County Legislator Sarah Anker (D-Mount Sinai) detailed the decades-long history of homelessness in Coram. She argues that it is closely tied to other pressing matters facing county government: public safety, access to health care, the opioid epidemic and inadequate compensation for social workers. 

The county legislator also blamed stringent state guidelines that handicap DSS’s outreach efforts. “The frustrating part is that we are limited,” Anker said. “We are limited in forcing a person to get medical treatment.”

Legislator Nick Caracappa (C-Selden), the majority leader of the county Legislature, voiced similar frustrations. He said he is concerned by the growing number of people that reject services from DSS.

“Even though you offer them help, you offer them shelter, and you offer them medical [assistance], they often turn it down,” he said. “They’d rather be out in the cold, alone, in the dark — whatever it is — than seek help. And that’s concerning.”

Emily Murphy, a licensed social worker who wrote a thesis paper investigating homelessness in Port Jefferson Station, said another significant problem is the lack of assistance for undocumented immigrants, whose immigration status bars them from applying for services.

“It’s not a DSS decision, but it comes from higher up, that if you don’t have documentation you can’t receive SNAP [Supplemental Nutrition Assistance Program] benefits or shelter,” Murphy said.

This changes during the colder months, according to Murphy, as shelters open their doors to all. Murphy also observed how a lack of political mobilization hampers the homeless community from receiving adequate government representation.

“That was the main thing,” Murphy said, referring to the homeless population. “It was a voice that was so often unheard and unlistened to.”

The gradual downward slope

Joel Blau, professor emeritus of the School of Social Welfare at Stony Brook University, has followed trends in homelessness for decades. He attributes rising homelessness in the United States since the 1970s to the stagnation of wages across that time frame coupled with the rising cost of housing.

“The notion of somebody with a high school education maintaining a decent standard of living is becoming ever more elusive,” he said. “Housing prices, particularly in cities, have escalated a lot, so unless you have two professionals in the family or one person who makes a lot of money, it’s increasingly difficult to get decent housing.” 

Today, a growing number of people are just one step away from losing their homes. “Whether it be an accident or an illness or the loss of a job, all of a sudden they’re plummeting downward and onto the street,” he said.

Evaluating long-term projections of homelessness, Blau said there have been “periods where it plateaus and periods where it gets worse.” On the whole, he said, “the general trend is downward.”

Blau believes the way to remedy the issue is to change the ways in which society is organized. “It would require social housing, decommodifying it so that housing is a right, not something sold for profit,” he said. “And that’s probably, under the present political circumstances, a bridge too far.” In other words, problems associated with homelessness in this country have grown for many years and are likely to continue.

Resurrection: A reason to hope

Toney has partnered with Latoya Bazmore, also of Brentwood, to create A.I.N.T. (All Included ’N’ Treated), a grassroots organization to combat homelessness in the community. 

Toney said his primary goal is to access adequate housing. After that, he intends to galvanize his peers in the community, serving as a beacon for those who are also going through the struggle of homelessness. As someone who has experienced homelessness firsthand and who can relate to the plight, Toney believes he is uniquely situated to be an agent of change and a force of good.

“I need to be the one that interacts with these gang members, these addicts … they need somebody to articulate things to them,” he said. “We need to comfort them. We need to let them know that we love and we care about them.”
