The Town of Brookhaven’s plan to redo the well-tread North Country Road is coming close to completion, with only a stretch in Sound Beach left for 2021. Officials said the last bit of work will depend on an extra $600K as part of this year’s proposed capital budget.

Town Highway Superintendent Dan Losquadro (R) and Councilwoman Jane Bonner (R-Rocky Point) announced the completion of three separate capital improvement projects, totaling more than $3.425 million on North Country Road from Miller Place to Rocky Point.

The initial phase of this project took place in 2019 when sidewalk, curbing and crosswalk improvements were constructed on North Country Road and Miller Place Road from the entrance to the Laddie A. Decker Sound Beach School to Echo Avenue. This phase was funded in part by a Multi-Modal grant secured by State Sen. Ken LaValle (R-Port Jefferson) in the amount of $500,000, with the Town of Brookhaven contributing the $345,418 match. Also in 2019 and part of this project, crews worked to dredge the bottom of the Miller Place Duck Pond, lowering its level and improving its drainage and water quality, at a cost of $125,629.

The second phase of this infrastructure improvement project included the construction of new sidewalk, curbing, bike lanes, ADA-compliant handicap ramps, driveway aprons, drainage infrastructure, pedestrian crosswalks, benches, bike racks, and the resurfacing of North Country Road from Honey Lane to the entrance to the Laddie A. Decker Sound Beach School. This phase was funded in part by a New York State Department of Transportation “Transportation Alternatives Grant” for $1.159 million, with the Town of Brookhaven contributing the $751,580 match.

It’s not just the road surface, but all the other improvements that make their work so important for the people who use it every day, especially when school is in session,” Bonner said. 

The third phase of this project included the milling and paving of North Country Road from Washington Avenue in Sound Beach to NYS 25-A at the Miller Place/Rocky Point border which totaled $555,411.

To complete the North Country Road reconstruction project in Miller Place, Losquadro said he has included 600,000 in his proposed 2021 capital budget to install over 3,000 linear feet of drainage pipe and 14 drainage basins on North Country Road from Honey Lane to Pipe Stave Hollow Road to solve the significant water problems experienced along this stretch. Once the drainage infrastructure work is complete, the entire roadway from Pipe Stave Hollow Road to Honey Lane will be resurfaced, completing the three-year capital project.

“The capital improvement projects completed on North Country Road over the last two years have created safer pedestrian access for the students who walk to the middle and elementary schools; residents who walk, bike and jog in the area; and motorists,” Losquadro said in a release. “Once the final phase of drainage infrastructure work and resurfacing is complete next year, we will have resurfaced North Country Road from the Village of Port Jefferson border to Route 25A at the Rocky Point/Miller Place border.”

Local civic leaders have noticed the difference from before to where it is now.

“All the improvements that have been done so far have made the area safer and more aesthetically pleasing, especially given all the kids that do walk there,” Sound Beach Civic Association President Bea Ruberto said. “I know that the town is strapped now because of COVID-19, but I do hope that they are able to secure the funding needed to complete this really worthwhile project.”

After more than a year of planning, Starbucks has officially opened in Rocky Point. 

Last year, architects and lawyers presented to the Town of Brookhaven a plan to turn the former KFC at 25A and Hallock Landing Road into a Starbucks. 

After it closed earlier this year, construction began on the space, renovating it from a former fried chicken eatery into a coffee serving powerhouse. The building’s footprint hasn’t changed, though the inside and outside exhibit the typical Starbucks look.

And what hasn’t changed is this new Starbucks’ neighbors — which includes two bagel stores minutes away. 

Although the new edition to the community can be considered competition to the mom and pop bagel shops, Jennifer Bell, manager at Fresh & Hot Bagels, said that they haven’t seen too much of a change. 

“It got a little bit slower, but it hasn’t affected us too much,” she said. “We’re different … we sell egg sandwiches and bigger breakfasts — things they don’t sell.”

Anthony Post, the owner Brooklyn Bagels & Café Inc. in Rocky Point just across from the new Starbucks, said they are doing just fine even with the early morning giant on their doorstep.

“I mean, if they want to go in there and spend $7, $8, $9 bucks on a cup of coffee that’s what they’re going to do,” Post said. “They know when they come here, they can get something else.”

The only complaint he has is with the traffic in the parking lot, especially line that now forms in the early morning at the Starbucks drive-thru. That line, he said, can sometimes wrap around in front of his shop, with cars backed up almost into Hallock Landing Road.

The Rocky Point Rotary Club recently held a “foodraiser” food drive at the Miller Place Stop and Shop to benefit of the food pantry at Trinity Evangelical Lutheran Church in Rocky Point. The group managed to fill up the back of a pickup truck, an estimated 1,600 pounds of groceries.

“The community was very generous with its donations of non-perishable food,” wrote Kevin Mann, of the Rocky Point Rotary. “Food insecurity is a major issue for local families particularly due to COVID issues.”

The Rocky Point Fire District is asking residents for an additional $1 million bond on top of existing money to help finish up the Station 2 firehouse construction project.

In 2017, 204 residents voted “yes” and 197 voted “no” for the new building to replace the original firehouse built in the 1950s, alongside the purchase of a new ladder truck. Costs for the building were estimated to be $7,250,000. On Sept. 1, Rocky Point fire commissioners voted to establish a new $1 million bond vote set for Oct. 13.

Rocky Point vice chairman of the Board of Fire Commissioners, David Brewer, said it is unfortunate but they lack much other choice than asking the community to go out for more project funding. 

“We’re not happy about this, but in order to complete this project we were forced to go out to the public for another bond,” he said. “I understand people are tight right now, but we have no choice because by law we are prohibited from spending any more for that building other than what was authorized by the bond.”

Officials said this new bond would result in an annual increase of $17 to $18 for the average household in the district. 

There were issues from the start of the project, Brewer said, with them having to break ties with the first project manager they hired for construction, which set them back on their timetable. Officials have previously said the first bids for construction companies came in too high, and then after putting the project out for bid again, they received too few. Construction of the project fully started in May 2019. 

“When we originally worked with the first project manager, after reviewing some information we were given, we felt that the projected costs and completion date were somewhat unrealistic,” Brewer said. “Because of the delays and because we started so far back, there have been increases for construction.”

The commissioner cited an increase in labor costs as much as 4.5%, an increase of materials from 4.5 to 5%. Then with the arrival of the pandemic and the subsequent shutdown of all construction projects until the first phase of reopening in May, commissioners were told they were required to “tack on” another 1% toward labor costs.

Without the additional funding, Brewer said they would have to make a drastic decision, which could mean even delaying the firehouse construction until they could go to a revote. The issue with any delay is that currently the Station 2 Black Sheep Company has relocated all its trucks, equipment and other apparatus to the warehouses of what was once the Thurber Lumber Company property. That site was loaned free of charge by developer Mark Baisch of Landmark Properties, though only temporarily as Baisch has slated the site for a new set of 40 one-bedroom apartments for seniors inside 10 buildings located along Prince Road and King Road. 

Brewer said Baisch is currently building on the other side of the road, and would need the company to be out of the lumber warehouse by the end of the year if that project is to keep on schedule. 

“If that happened, I don’t know what we’d do,” Brewer added. “We just wouldn’t have anyone else who would be able to house our apparatus.”

Otherwise, without a vote, the commissioner’s vice chairman said they would need to cut away from the project, but he did not know what could possibly be removed or slimmed down, as the site was planned to be a no-frills firehouse.

“The building was proposed and designed very conservatively from the get-go,” he said. “We don’t have a lot of amenities and fluff we could cut, especially to reach the amount of money we need. We are really between a rock and a hard place here.”

The fire district is hosting the vote Oct. 13 at the Shoreham firehouse located at 49 Route 25A from 3 to 9 p.m. While district officials said they would not be offering absentee ballots, they would be ensuring people wear masks and socially distance while conducting polling.

The Town of Brookhaven has come close to  finishing a single section of a much larger project along North Country Road.

This past weekend, Brookhaven finished paving and painting the lines along North Country Road in Miller Place from Honey Lane to the Miller Place Duck Pond, over to the entrance to the Laddie A. Decker School on Lower Rocky Point Road. The new resurfacing includes fixing the drainage along the side of the road and the installation of sidewalk and curbing. The new road and sidewalks pass in front of several area staples like the Town & Country Market, McNulty’s Ice Cream Parlor and the William Miller House.

According to the town Highway Department and Highway Superintendent Dan Losquadro (R), the North Country Road Highway project is actually a combination of three separate capital improvement projects. 

The New York State Department of Transportation grant received by the Highway Department funded 60% of the “complete streets” portion of this project, which is the new paving in Miller Place. The contractor responsible for this section of the project should complete their work within the next few weeks. This part of the project came now in order to finish before schools reopened in September.

The second section of this project was the sidewalk and curb installation on North Country Road that was completed in 2019 from the entrance to the Laddie Decker School to Echo Avenue. The Highway Department resurfaced that section of North Country Road Aug. 6.

The final section of this project is North Country Road from Washington Avenue to Route 25A in Sound Beach. Highway crews are completing the preparation work on this stretch of road this week, with the milling and resurfacing of this section to be completed within the next few weeks.

The Brookhaven Highway Department has included in its 2021 budget request to install a significant amount of drainage infrastructure on North Country Road from Pipe Stave Hollow Road to Honey Lane to remove the water from the roadway. Once the drainage work is complete, that final section of roadway will be resurfaced.

This will complete the paving of North Country Road from the Village of Port Jefferson border to Route 25A at the Rocky Point/Miller Place border.

In July, the town announced the finalized resurfacing of Lower Rocky Point Road from Woodhull Landing Road to Rocky Point Landing Road, as well as Hagerman Landing Road. The town is also currently active milling 37 roadways all over Sound Beach. Once milling is complete at a near future date, weather permitting, all roads will be resurfaced. 

Final details about the North Country Road project, including the total cost, grant funding and photos will be available when the project comes to completion in the next few months.

McDonald’s was granted a change of zoning Thursday, Aug. 13, by the Brookhaven Town Board in order to raze one and restructure two other restaurants on the North Shore. Representatives of the fast-food chain said it was to add new tandem drive-throughs and make the buildings more Americans with Disabilities Act compliant.

The three McDonald’s locations include the ones in Rocky Point and Miller Place on Route 25A and the one in Stony Brook along Route 347. Stony Brook is set to be demolished and remade into a restaurant with a tandem drive-through. Engineers hired by McDonald’s said doing so will actually reduce the buildings’ overall footprint. 

The ones in Rocky Point and Miller Place will have signage changed and some extra work done on the exteriors. The two buildings will also be adding new ADA compliant walkways to allow better access to the buildings from the parking lots and sidewalks along Route 25A. 

All three were zoned J-2 Business, but a rules change in 2003 mandated all sites with a drive-through had to be zoned J-5 instead. To complete the renovations, McDonald’s needed to get approval of the zone change from the Town Board. All three were granted zoning change approval at the Aug. 13 meeting. 

Brookhaven officials said they received letters from the Three Village, Miller Place and Rocky Point civics indicating they did not have issues with the development. Councilwoman Valerie Cartright (D-Port Jefferson Station) said during the meeting the Three Village civic did have some concerns when the project was originally proposed but those were resolved by the developer.

One resident of Strathmore Gate Drive in Stony Brook, a gated community, asked about trees buffering behind the local McDonald’s property. Developers said the site will have 7-foot evergreens as a way to block line of sight to the restaurant.

Rocky Point plans to have its elementary students in all five days of the week, while middle and high schoolers will trade off between in-person learning and online education Monday through Friday.

Releasing its plan on its website July 31, Superintendent Scott O’Brien said in a letter to the district dated July 31 that school principals will be creating videos for students, families, teachers, and staff that will highlight the new procedures and expectations for procedure at bus stops or walking in hallways.

“While I recognize that the reopening of schools, if approved by the governor, will look different than in years past, I assure you that our buildings will continue to be welcoming places of learning, excitement and joy for our students,” the superintendent said. “Just as we have reimagined our methods for delivering instruction, we will continue to find new ways to inspire and nurture all of our students.”

All school districts were required to release their reopening plans July 31 to New York State for review. Like all reopening plans, these are tentative based on a final decision by New York State officials. Gov. Andrew Cuomo (D) has yet to make the final decision for districts, but has promised to do so by Aug. 7.

After school starts in September, elementary students in grades K-5 will be attending school five days a week in classrooms with a significantly reduced size to allow for social distancing. Specials, such as physical education, music, art and library will be put into the normal classroom or be held outside, weather permitting. Recess and lunch will be a combined period in the classroom or outside. Students will be issued a Chromebook for use both in and out of school.

Otherwise, students in middle and high school will be split into two groups for students with last names A through L and M through Z. The first attends in-person classes on Monday and Tuesday and the latter on Thursday and Friday. Outside the classroom on off days, students will be expected to log onto Google Meet before the end of the school day and complete assignments based on their regular schoolwork. On Wednesdays, all students will be home where the school will be given a “deep cleaning.”
Students in special education or English as a New Language classes will attend school Monday, Tuesday, Thursday and Friday.

Though parents have asked if there are any options for remote learning for parents who keep their children home, the district said in its FAQ that there will be no model other than the one offered. Parents who don’t want their kids to be in school in the way described will be forced to homeschool instead.
Survey results for the district also reveal not only what expectations parents have for the upcoming school year, but also just how badly they were impacted by the worst of the COVID-19 pandemic.

The survey included 898 responses from parents out of a school district of around 2,950 students. In those results, nearly 13 percent of respondents said they lost their job or work because of the pandemic. 3.4 percent lost a loved one to COVID-19. Over 20 percent said they have suffered depression, anxiety isolation and stress. 8.6 percent said they have had difficulty paying bills.

On the side of working parents who would need childcare in case of distance learning, nearly 16 percent said they require childcare. Another 21.7 percent said a flexible schedule would make setting up childcare difficult.

Still, a solid 78.3 percent of respondents said they would send their child to school if it were 100 percent in person. 84.8 percent said they would send their kids back in some sort of hybrid model.

Brookhaven Town Highway Superintendent Daniel Losquadro (R) and Councilwoman Jane Bonner (R-Rocky Point) announced the complete resurfacing of Lower Rocky Point Road from Woodhull Landing Road to Rocky Point Landing Road, as well as Hagerman Landing Road.

Residents have noticed the repaving of the thoroughfare over the past few weeks, which included some need for cars to take detours to avoid construction. Officials said in a press release that the paving project included the milling of nearly 38,000 square yards of roadway, before 4,400 tons of asphalt were put down on the roadway. The total cost for this paving project was approximately $448,300, a portion of which, $138,643, was funded by a Community Development Block Grant.

Losquadro called the road “a very busy, main thoroughfare,” adding, “I am glad we were able to include it, along with Hagerman Landing Road, in our 2020 paving season.”

Bonner said Lower Rocky Point Road is one of the most traveled in her council district.

“This road and Hagerman Landing Road are much safer for drivers, bike riders and pedestrians,” she said.

While there were times when people would meet at the post office or corner store to discuss local happenings or gossip, much of that has been transferred online, specifically, for many communities, onto Facebook.

Facebook, which was originally designed for college students to judge the attractiveness of coeds, has since morphed into a social media giant. Mark Zuckerberg, the creator of Facebook, is worth over $54 billion. In that time the site has gained that popularity; the population of the over 2.3 million Facebook users has also skewed older as now the average user is between the age of 25 and 34.

In a 2017 report by Pew Research Center and Elon University, experts in the technology world generally said they believe online discourse will be shaped even more by trolls and other bad actors. Anonymity, experts said, is a leading cause of the general negativity seen with online communication.

But what should happen if that negative communication is with the person living down the street, or with a mother or father in the same grade as your own child?

It’s hard to estimate just how much work goes into maintaining these community pages, and even more so, keeping individuals’ posts from spilling over into name calling, anger or worse. Community group admins, some of whom asked not to be named in this article due to the sensitivity of their jobs or their work with the community, spoke with TBR News Media about the difficulty of keeping topics online from spiraling out of control, especially those that deal with politics. It is something many admins of pages who wish to keep talk civil deal with on a daily basis.

Karen Sobel Lojeski, a professor in the College of Engineering at Stony Brook University, has talked about the impact social media has made on the professional world, but she also coined the name, The Threshold Generation, or effectively the last generation of people, aged in their 20s and upward, who knew what it was like to live both with and without these connective technologies.

Many of those who run these community groups are a part of that so-called threshold generation, and have noticed what has happened to the general discourse over time. Rob DeStefano, a member of the Comsewogue school board and lifetime member of the Port Jefferson Station/Terryville community, created and has run the Comsewogue Community Facebook page since 2010. What started as a group of just a few hundred members looking to talk about what was working or not working in the school district and local community has become 5,400 members posting about everything from local happenings to medical advice to politics, though one’s mileage may vary on the last one. 

“It’s certainly gotten harder because of the different ways social media is used compared to how it was then, but you just try and hold true to what the intent of the page is,” DeStefano said. “The goal is to make sure everyone in the community knows of things that are happening locally or beyond.”

The “beyond” is where things get complicated. Every year the community is notified of the Terryville Fire Department’s carnival or route for Santa during Christmastime, but when neighbors start discussions on topics, for example, about recent police protests and rallies, the dialogue becomes rough, to say the least.

“Your heart hurts hearing the way some people talk to each other on social media because you know it’s very different than how they behave in person,” he said. “The most you can do with a forum is provide guidelines of what’s appropriate and what’s not and try and induce some level of civility.”

Worse, is when these groups where admins try to stay nonpartisan deal with rumors, or worse, conspiracy theories. In early May, a video called “Plandemic” made its rounds on social media. In a video that called itself a trailer for a larger documentary, former chronic disease syndrome researcher Judy Mikovits talked about a large organized effort of global elites to profit off infectious diseases, despite there being no tangible evidence of this widespread conspiracy.

The Pew Research Center released a report June 29 with a survey of 9,654 U.S. adults about how many people see conspiracy theories in COVID-19 news. The report said one in five of those who often rely on social media for coronavirus news say they watched at least part of the “Plandemic” video, while a comparative 10 percent of respondents who said they don’t get COVID news through social media saw it. Among those who have heard of this conspiracy, a reported 36 percent said they think it is either definitely or probably true.

“Plandemic” spread to multiple Facebook groups in the local area, and though many admins delete posts sharing the video, it wasn’t before likely hundreds of members saw it. 

Usually, the most volatile discussions revolve around politics, but sometimes, even cases of a local school district issue can devolve into vitriol. What’s worse is when that animosity leaps the screen and starts impacting normal life. Brenda Eimers Batter, who admins the nearly 2,500-member Facebook group UNOFFICIAL INFORMATIONAL Port Jeff Villagers, said she has seen how online dialogue can have a real impact on normal life. In 2017, with the Port Jefferson School District asking residents to vote on a $30 million bond, Eimers Batter said things got “really ugly.” 

“Then, even walking down the street or watching my kids games with other parents you could feel the hatred and tension,” she said. “That’s when I stepped in and tried to clean it up.”

That specific Facebook group, the most popular of a village with a real-world population of just over 8,100 residents, has seen changes over time, including a recent name change to add the word “Informational.” Smaller splinter groups in the village have broken off from the most popular page specifically for politics or for more hot button issues. It still does not stop some from regularly posting about such issues anyway.

For DeStefano, the objective is never to silence community residents, though he has felt he has had to delete posts when they seem incendiary. He says he tries to remind people that despite the digital divide, they remain neighbors.

“You wouldn’t talk to each other like this if you were standing on line next to a person in your local supermarket — so why do it here?” the Comsewogue school board trustee said. “People tend to isolate their behavior on social media as being separate from their identity, but it’s not.”

A Gofundme for the family of a woman who died in a Riverhead motorcycle crash Monday has already raised over $70,000 from more than 600 people as of Thursday.

Riverhead police announced July 14 that Regina Bornello, 45, of Rocky Point, was involved in a motorcycle crash the day before on Sound Avenue in Riverhead. Police said in a release that Bornello’s 2006 Harley Davidson motorcycle was travelling westbound on Sound Avenue when it entered the eastbound lane and struck a 2003 Honda Civic driven by an unidentified 50-year-old man. The Civic turned over and the Riverhead Fire Department had to extricate the owner who was taken to Peconic Bay Medical Center, according to police. Bornello succumbed to her injuries at the scene of the crash, police said.

According to the Gofundme, Bornello is survived by her husband Dennis and three children. 

“Heaven has opened its gates to a loving mother, a loving wife and a beautiful person to all that know her,” wrote John Brush, of Oakdale, on the Gofundme page he created.
