Let’s return to a small high school in Cherry Valley, near Cooperstown, where I was an all-county athlete in three different sports. The school was small, and the village was also small, to the extent that I could not fulfill my goals to work with and help people and different organizations. 

After high school graduation, I went to SUNY Cortland, where I majored in physical education and health education. This was perfect. I knew this would lead me to a career that would also allow me to work with children and adults. As a senior, I was fortunate to meet Peggy Ulmer, who eventually became my wife. 

Graduation came quickly, and I landed on Long Island, where schools were expanding and springing up all over Nassau and Suffolk counties. I took a position in the Plainview-Old Bethpage school district as a physical education teacher. Wow, 13 schools and over 10,000 students. Indeed, it wasn’t Cherry Valley. 

Over the next 34 years in Plainview, I moved from teacher to athletic director of the junior high to athletic director of the high school and eventually to districtwide director of athletics. Every day of every year, I was doing what I loved, working with youngsters and adults in classrooms and various athletic facilities.

In 1980, we bought land and built our home in Port Jefferson. This was one of the best decisions we ever made. I immediately joined the Port Jefferson Country Club to play tennis and golf. I volunteered to serve on the tennis board and eventually became its chair. I also ran for a position on the board of governors, was elected and became the chair of that board. I was forever expanding what I loved doing, giving my time to make things better.

Then in 1995, retirement came along. Now what? A major part of my time became open and empty. I turned to the country club, where I volunteered to work as chair of the greens committee. That committee work eventually led to my appointment to the country club’s management advisory committee. I was elected chair of that committee in 2005 and served until Mayor Margot Garant finally twisted my arm enough to run for village trustee. I am at a point now where I am asking to continue working for the betterment of our community. 

I often hear the comment, “I want to finish what we have started.” Well, I know that there is no finish. A challenge is always waiting to be solved, fixed, improved or implemented. I welcome each one and will work tirelessly toward success. Do we always reach what we want? No, but I guarantee 100% effort.

My vision going forward involves maintaining our infrastructure, providing a safe community through solid code enforcement, providing an all-encompassing recreation program, upgrading our beautiful parks and beaches, finding new sources of revenue and working to keep our budget under control. These items are the responsibility of the entire board of trustees.

More specifically, each trustee is the liaison to a different facet of our village government. Currently, I am the liaison to the parks department, which includes all of our parks and beaches, and liaison to the country club. I know that many of you have never had the opportunity to see the entire club, and I would love to show it to you. The country club serves over 500 members, runs on a $2.9 million budget, increases all of our property values and costs the nonmember resident zero dollars. Yes, your country club is totally independent while still being a wonderful village asset. 

We are working on expanding the social aspect, which should be present at the club. We have constructed a beautiful patio with a barbecue station and a separate patio that contains a firepit. 

The club employs two full-time certified PGA professionals who offer group and private lessons and clinics, and camps for all ages. These camps, clinics and lessons are available to everyone.

The Village of Port Jefferson Board of Trustees met on Monday, March 6, with a public meeting covering the East Beach bluff, youth programs, irrigation systems and public safety.

The board continued planning for the phase II upland wall project between the East Beach bluff and the restaurant facility at Port Jefferson Country Club, approving a modification to its drainage plan to accommodate racket sports facilities for $5,500.

Approaching its budget season, the board adopted a local law to enable it to approve a budget with a tax levy that exceeds the default tax levy under New York’s General Municipal Law. The local law passed 3-1, with Mayor Margot Garant absent and trustee Lauren Sheprow voting against it.

The board deliberated with Lisa Perry, president of the village-based nonprofit Long Island Foundation for Education & Sports, a children and family services group which rents a room in the Village Center.

The village lowered the room’s rental rate from $42 to $35 per hour following the COVID-19 pandemic to assist LIFFES with its expenses. Perry emphasized the program is a service to the community.

Following some back-and-forth, the board passed a resolution to continue billing the nonprofit at a $35 per hour rate for the remainder of LIFFES’ spring season. The two parties would revisit the rates for its fall season by May.

Suffolk County police officer John Efstathiou delivered the department’s report on public safety, noting the problem of vehicular theft throughout the area.

“Let’s lock our cars,” he said. “Let’s keep our cars locked in our driveways. Let’s lock them when you park in a parking lot because people are out here stealing many items from people’s vehicles.” He added, “Do not leave your keys in the car.”

Resident Arthur Epp inquired about xylazine — also known as tranq — an animal tranquilizer appearing in fentanyl supplies throughout the country. 

Efstathiou said the 6th Precinct “has not seen that yet.” Because Narcan does not help in instances of xylazine overdose, he suggested the substance would remain on the department’s radar.

Acting code enforcement chief John Borrero delivered the code department’s report. He took over as acting chief following the suspension with pay of Fred Leute last month. 

Borrero reported a recent incident of two Rottweilers attacking a small dog. “They tore him up pretty good,” the acting chief said, adding that the owner received two citations. 

Borrero urged, “Please keep your dogs tied up.”

Deputy Mayor Kathianne Snaden reported that the Jericho-based Beechwood Organization is in its final stages of closing on the Maryhaven property, with plans to convert that area to residential housing.

“Their plan is to build condos on that site,” Snaden said. “We have a lot of apartments being built uptown. We had some apartment buildings down here, but these will be owner-owned condos.” The deputy mayor added that Beechwood would soon submit its application to the zoning and planning departments.

Trustee Rebecca Kassay reported that the village is exploring potential solutions to the drought problem on Long Island, considering irrigating the golf course at PJCC using rainwater.

“This is the direction everyone seems to be going in,” she said. “The water situation has been serious.”

Trustee Stan Loucks reported that permits are now available for kayak racks. “If you have a kayak, canoe or vessel, you can pick up your applications right now,” he said. “The lottery for those racks will take place on April 3.” He added, “Hopefully, we have enough racks this year, so we don’t really freeze anyone out.”

He also reported that the walkways at Harborfront Park would be renovated in the coming weeks, with discussions in the works for rerouting some.

Trustee Sheprow said the Parks and Recreation Advisory Council approved the date of Aug. 17 for the village’s annual community golf outing at a rate of $75 per player.

“Whoever wants to play who lives or works [in the village], volunteers for the fire department, working in the school district, works at the hospitals is welcome to participate in that golf outing,” she said, adding, “It was very successful last year.”  

During the meeting, Snaden presented Drowned Meadow Cottage historian Mark Sternberg with a village proclamation for his research connecting Port Jefferson to the Culper Spy Ring.

Following the presentation, Sternberg delivered a brief address thanking those for supporting him in his historical endeavors and discussing the momentum behind the village’s local history.

“The energy with the cottage is so incredible, and I wouldn’t be doing this if I didn’t see smiles on so many people’s faces that are coming through,” he said. “It’s been an incredible ride, and I can’t wait to continue it.”

During the public comments, resident Myrna Gordon petitioned the village board to consider banning single-use plastic containers, particularly for village-sponsored events. 

“I would hope that an ordinance or request can be made that the only kind of containers that can be used are environmentally friendly or paper products,” Gordon said. “We have to do away with the plastic.”

Local legislative elections are shaping up, with candidates across levels of government gearing up for county, town and village races.

Suffolk’s 5th District

Suffolk County Legislator Kara Hahn (D-Setauket), whose 5th District encompasses Port Jefferson, Port Jefferson Station/Terryville and Three Village, is termed out due to 12-year term limits for county legislators. To fill the open seat, former New York State Assemblyman Steve Englebright (D-Setauket) and former congressional candidate Anthony Figliola have stepped up.

Before receiving his party’s nomination, Englebright had previously occupied the seat from 1984 to 1992, after which he entered the state Assembly. He described this year’s bid as “coming home.”

“It’s been some 30 years in Albany, but my heart is always here in the community,” he said. “There’s a lot of work to be done.”

The core issues facing the 5th District, Englebright contended, are those related to the environment and public health. He stated his core priorities are protecting Long Island’s sole-source aquifer and its coastal waters.

“Science has advanced, and the connection between our drinking water and our tidal waters is more explicitly understood now,” the former assemblyman said. “The challenges are awaiting a legislative response to the science, so I’d like to be a part of that. I think I can make a meaningful contribution.”

He said he hoped to continue working toward preserving open space if elected and also emphasized protecting the Setauket and Port Jefferson harbors from contamination. He viewed restoring the county’s information technology systems, promoting affordable housing and limiting sprawl as central.

Figliola was the third-place finisher in 2022 during the GOP primary for New York’s 1st Congressional District. Among his professional credentials, he has served as deputy supervisor of the Town of Brookhaven and is currently executive vice president of a government relations and economic development business. A resident of East Setauket, he will represent the Republican Party in this year’s 5th District contest.

“With Kara leaving, we need someone who has a plan for the future of our district to make sure that we represent everybody,” he told TBR News Media. “I’ve done a tremendous amount of work with small business, with the environment and volunteerism in this community.”

He added, “I just jumped at the opportunity to be able to represent the people that I live and work with.”

Like Englebright, Figliola stressed the importance of water quality in the Setauket and Port Jeff harbors. He said he would also explore opportunities for more sewers, addressing electrification of the Port Jefferson Branch line of the Long Island Rail Road as an area of concern.

“I want to continue the work that I’ve been doing on a volunteer basis for almost seven years, which is to help bring the electrification of the Port Jefferson rail line here,” he said.

He added that supporting small business districts, preserving and developing parks, and encouraging community-based planning will be in focus.

Brookhaven’s 1st Council District

Incumbent Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the sole elected Democrat in the town, is up for reelection this year. He entered the Town Board after a special election in March 2021 to replace former Councilwoman Valerie Cartright (D-Port Jefferson Station), who had won a seat on the state Supreme Court.

“Serving this community is something I’ve been doing for almost two decades through service on the [Three Village] school board, the [Three Village] Civic Association and other nonprofits like the Boys and Girls Club,” he said. “Community service is really my life’s passion.”

Kornreich stated that land use would remain a top-level interest if reelected, expressing concerns with Gov. Kathy Hochul’s (D) housing proposal for Long Island.

“One of the big looming policy issues that we’re facing is this potential threat from the governor’s office about seizing zoning control and handing it over to bureaucrats in Albany who don’t understand our communities,” he said.

The incumbent added, “We do have an affordable housing crisis — it’s just very difficult for people to find affordable places to live, and we have to address that. But we have to address it in a thoughtful way that’s sensitive to the makeup of these communities and the built environment where they currently exist.”

He also touched upon the quality of life issues that affect his constituents, such as overdevelopment and sprawl. He pledged to focus on building viable downtowns and parks while protecting the environment.

Carrying the Republican Party’s nomination in the race for CD1 is Gary Bodenburg, a special education teacher who ran for the Comsewogue Board of Education last year.

“I believe good government is needed at all levels, so I plan on continuing the mission and vision of [Brookhaven Town Supervisor] Ed Romaine [R] in maintaining fiscal responsibility by controlling taxes and spending, addressing environmental concerns and also keeping a close eye over the overdevelopment of our suburbs,” Bodenburg said.

The Republican candidate addressed other policy concerns, such as streamlining services within the town government to “provide better value for our tax dollars.”

“Specifically, I think it’s important that we address a 25A corridor study,” he said, adding, “I also look to finalize plans with Lawrence Aviation, as well as better enforcement of housing codes for problems with off-campus student housing.”

Bodenburg said that reducing the impact of traffic and improving town parks and marinas would also be on his agenda.

Port Jefferson’s Board of Trustees

So far, only two candidates have emerged in the villagewide race for the Port Jefferson Board of Trustees election on June 20. Two seats are up for grabs — one uncontested, as Deputy Mayor Kathianne Snaden is running for mayor.

Trustee Stan Loucks will seek his fifth election, having joined the board in 2015. During his tenure, he has served as trustee liaison to the parks department and Port Jefferson Country Club, coordinating with the administration on stabilization plans for the East Beach bluff.

“I love working for the village, specifically the areas that I’m assigned to,” Loucks said. “I just want to keep going. That’s the bottom line.”

Asked what policies he would seek to implement in the coming term, Loucks said reinvigoration of PJCC would be a continued area of emphasis. “I’d like to see more social activities and more community get-togethers focusing around what I think is the gem of the village, and that’s the country club,” he said.

Between new racket sports facilities, recreational programs and the finalization of coastal engineering projects along the bluff, he expressed optimism for such a revival of PJCC. “I want to see it come back,” he said.

Former village clerk Bob Juliano is also in the running. He has had considerable professional experience in municipal government, holding various administrative posts throughout his career in Port Jeff, Westbury and Lindenhurst villages.

“I have the knowledge and experience of being a clerk and a treasurer for the past 30 years for three different municipalities,” Juliano said. “I figured I could use that expertise and my knowledge and my know-how and put it to good use for the community that I live in.”

If elected, Juliano said he would like to “slow down what’s going on uptown.” Like Kornreich, he expressed apprehensions over Hochul’s housing priorities. And similar to Loucks, he proposed exploring a better use for PJCC.

“I’m very concerned about the country club,” he said. “I know they’re progressing with the wall and everything, which is a fantastic thing, but I’d like to see the country club be more viable as well as more welcoming.”

The Village of Port Jefferson Board of Trustees met Monday, Feb. 6, with public commendations, updates on East Beach Bluff construction, coastal resilience strategies and parting words.

Recognitions

The village board recognized three code enforcement officers who responded on Dec. 28 to an active shooter incident in Upper Port. Mayor Margot Garant acknowledged code officers Scott Borrero, Emmanuel Kouroupakis and Kevin Toner for their services during a recognition speech.

“I want to thank you in your team efforts for closing off the scene to both vehicular and pedestrian traffic, rendering lifesaving first aid to the victim and keeping all safe until Suffolk County police arrived,” she said.

The board also acknowledged former New York State Assemblyman Steve Englebright (D-Setauket) for his decades of service representing the Port Jefferson community. While she had intended to present Englebright with a plaque, Garant said the village parks department was “so efficient they already secured it on the building” at the Drowned Meadow Cottage Museum.

Instead, she presented the former assemblyman with a picture off the bathroom wall at Village Hall. Accepting this honor, Englebright delivered a brief address, sharing the history of the William Tooker House on Sheep Pasture Road, for which his office worked to secure over $800,000 for historic preservation.

“We have a chance to preserve the legacy that our forebears have brought to us,” he said. “That adventure is just beginning. That house has many more insights to give us as we restore it to useful service.”

He added, “I again say thank you so very, very much to the board. You’re all my heroes, and it’s a great honor to receive the picture off the wall.”

Reports

Mayor Margot Garant offered an update on the ongoing construction at East Beach as part of phase I of the village’s bluff stabilization initiative. 

“They’ll be starting some of the upland work, restoring some of the material that we lost at the top of the bluff,” she said. “Then they’re poised to revegetate the entire slope for the spring.”

The mayor added, “It’s an exciting project. I believe in the project, and I’m looking forward to its completion.”

Entering the budget season, Garant said she is also working with each of the departments with the goal of “not trying to spend a lot of money.”

Trustee Stan Loucks updated the public on engineering plans to replace racket facilities at Port Jefferson Country Club. “These plans call for the building of six pickleball courts and three tennis courts,” he said. “This new facility is going to be constructed with a hard surface to allow play for a much longer season.”

He added, “The facility is going to be available to all village residents, as well as some sort of membership. The timetable for construction is totally dependent upon present construction that is going on up there right now.”

Trustee Rebecca Kassay announced an upcoming meeting between the village and officials from U.S. Geological Survey. Coordinated with the assistance of Elizabeth Hornstein, a New York State Sea Grant sustainable and resilient communities specialist for Suffolk County, the meeting will cover the coastal resiliency needs of the village.

“The mayor and I will display how clearly interested we are in climate resilience and in being proactive about these issues,” Kassay said.

Trustee Lauren Sheprow reported on a recent meeting of the Parks and Recreation Advisory Council, stating that one of the priorities that came from the discussions was updating the East Beach and West Beach restroom facilities.

“It was toasty warm that day, but it was a fun event, very well attended,” she said. “The ice sculptures were beautiful as always, and fun was had by all.”

Near the end of the meeting, Garant announced her retirement as mayor, with her 14-year tenure to end in June. During the public comments period, some residents took the opportunity to thank the outgoing village mayor.

“As a resident, mayor, thank you,” said Alison LaPointe. “As your friend, I’m so proud of you. Congratulations.”

Kathleen Riley discussed the breadth of Garant’s impact over her seven terms in office. “I don’t think many of the residents know to what extent you have done for this village,” she said.

Loucks said he has “learned an awful lot working with Margot,” adding, “I think the world of her and wish her all the best.”

Snaden recognized Garant’s level of commitment during her time presiding over the Board of Trustees. “Your guidance, your instruction and your dedication have gone unmatched and will continue to go unmatched,” the deputy mayor said. “I appreciate you as our mayor, as the leader of this community for so many years, as my friend.”

The decades-long proposal to electrify the Port Jefferson Branch line of the Long Island Rail Road is nearing yet another derailment.

The Metropolitan Transportation Authority, public owner of LIRR, is expected to unveil its 2025-2044 20-Year Needs Assessment in October. Larry Penner, a transportation analyst and former director for Federal Transit Administration Region 2, considered that document pivotal for the project’s future advancement. 

“If the project is not included in that 20-year document, then none of us are going to be alive to see electrification,” he said, adding pessimistically that electrification “is not on the radar screen” of senior MTA or state-level officials.

Requests for comment submitted to the press offices of the MTA, Gov. Kathy Hochul (D) and U.S. Congressman Nick LaLota (R-NY1) went unanswered.

A cry unheard

Generations of North Shore residents and community leaders have called upon the MTA to electrify the Port Jeff line to no avail.

Town of Brookhaven Supervisor Ed Romaine (R) has been among Long Island’s loudest and most prominent proponents of electrification in recent years. In an interview with TBR News Media last summer, he said public investment has shifted away from the Island.

“Our voice has not been raised,” he said. “There hasn’t been an investment in providing modern technology” to this region.

Village of Port Jefferson Mayor Margot Garant voiced similar frustrations. According to her, a fully electrified rail would boost local and regional economies, expediting travel to Manhattan and between North Shore communities, namely transit to and from nearby powerhouse Stony Brook University.

The project “would incentivize people being able to take the train not only into Stony Brook but into the city in a really timely manner,” she said.

From an environmental perspective, former Port Jeff Village trustee Bruce Miller decried the existing railway infrastructure as “ludicrous.”

“It’s appalling that they’re using diesel in this day and age,” he said, adding, “Everyone is making every effort for green energy in all fields except for the MTA and the Long Island Rail Road.”

State legislators join the cause

Local leaders are not alone in their disappointment over the long delay. State Sen. Anthony Palumbo (R-New Suffolk) condemned what he considered an imbalance between the state taxes Long Island spends and the infrastructure dollars it gets from Albany.

“Long Islanders already contribute greatly to the MTA and deserve better access to more reliable and dependable rail service,” he said in an email, referring to Port Jefferson Branch electrification as a “critical project.”

At the western end of the branch, state Assemblyman Keith Brown (R-Northport), whose district includes travelers from Huntington, Greenlawn and Northport stations, expressed dismay over the state’s billowing budget yet few returns for North Shore residents. 

He noted the apparent contradiction between Albany’s green energy priorities and the MTA’s continued use of diesel locomotives, which are due for replacement in the coming years.

Referencing the 2019 Climate Leadership and Community Protection Act, which targets an 85% reduction in statewide greenhouse gas emissions from 1990 levels by 2050, Brown regarded the continued dependence upon diesel technology as inconsistent with state law.

“They can’t really replace the existing fleet with diesel trains,” he said. “At the same time they’re calling to stop the use of gas in homes, the MTA and LIRR can’t be purchasing diesel locomotives.”

The Empire State Passenger Association is a transit advocacy group that aims for improvements in public transportation services throughout New York state. ESPA president Gary Prophet said the passenger association has endorsed Port Jefferson Branch electrification over the years, referring to the project as necessary and justifiable given the volume of commuters along the line.

“That is a heavily used branch of the Long Island Rail Road that should be electrified,” he said. “It probably should have been electrified in the past, but it just hasn’t happened for a variety of reasons.”

A history of inaction

The original concept of Port Jeff line electrification dates back over half a century. However, planning began in earnest in the early 1970s when electrification of the North Shore line extended up to Huntington.

Derek Stadler, associate professor and web services librarian at LaGuardia Community College in Long Island City, has closely followed historical developments along the Port Jeff Branch. 

He attributes the failures to electrify the line to a combination of resistance from property owners near the tracks, engineering challenges, financial setbacks and bad luck.

“In the ‘80s, they had money set aside to start working on it though they hadn’t secured the funds to complete it,” he said. “Then in 1985, the president of the MTA postponed that indefinitely.” Stadler contends this was the closest the project ever was to moving forward.

In the ‘90s, the MTA launched a fleet of dual-mode locomotives which are still in use today. Despite the good intentions, Stadler maintains that this fleet has not adequately substituted for electric service. Given the high costs to repair and replace outdated train cars, Stadler regarded this effort as a poor long-term investment. 

“They have spent more money on that new fleet and repairing them than if they would have done the electrification way back in the ‘80s,” he said.

Prioritization problem

The current cost estimate of Port Jeff Branch electrification is $3.6 billion, though that figure will almost certainly climb. To secure these dollars, however, the North Shore is competing against other project proposals across Long Island and New York state.

Throughout LIRR’s history as a public railroad company, North Shore riders have lost out consistently to their inland counterparts traveling along the Ronkonkoma line. Richard Murdocco, adjunct professor in the Department of Political Science at SBU, chronicled this pattern, saying the pursuit of Port Jeff Branch electrification continues running up against the hard realities of the MTA’s prioritization scheme.

“The question is: Is electrification really the priority on the North Shore, or should you electrify east of Ronkonkoma?” Murdocco said. Given the spur of recent growth in Yaphank and new developments in the Town of Riverhead, he added, “If I’m the MTA, I’m electrifying the East End before I electrify the North Shore.”

Further hampering investment into the Port Jeff Branch is the topography along its route. Given the large hills and frequent bends, the flatter main line may win the day for its comparably simple engineering logistics.

Murdocco said the MTA could either electrify the Port Jeff Branch, which “meanders along the hilly terrain, or you get a straight shot through the Pine Barrens, where there’s already talk of them doing it, where they’re welcoming it and where there are no neighbors to disrupt.”

Political and financial distress

Penner claims the political and financial currents are also working against North Shore residents. Suffolk County’s state representatives are increasingly in the legislative minority in Albany, leaving mere “crumbs on the table” for infrastructure improvements.

“Suffolk County does not have the political clout that it used to,” he said.

Even so, the MTA is encountering a systemwide economic crisis from the COVID-19 pandemic, with daily ridership hovering around 65% from pre-pandemic levels. Murdocco insists that many of the labor trends unleashed by COVID-19 will likely linger indefinitely.

“There’s no denying remote work is here to stay,” the SBU adjunct professor said, adding, “We don’t know how long the ramifications of the pandemic will last.”

Meanwhile, the MTA is facing even greater fiscal strife over looming labor negotiations. With recent inflation, Penner said the agency could lose potentially hundreds of millions from renegotiated union contracts.

“All of this plays into the bigger picture of MTA’s overall health,” Penner said, which he considered dismal based on state Comptroller Thomas DiNapoli’s (D) most recent analysis. “They’re barely staying afloat maintaining existing service, systems and repairs,” the former FTA official added.

Penner, Stadler and Murdocco expressed collective pessimism about Port Jefferson Branch electrification getting underway within the next decade. “As of right now, I do not see this project happening within 10 years because I do not see a fiscal way for anyone to pay for it, given the MTA’s current financial status,” Murdocco said.

Looking for answers

Given the hefty $3.6 billion price tag, Miller proposed exploring alternatives to electric service. He cited examples in Germany, where zero-emission hydrogen-powered train cars recently went online.

“Hydrogen technology is new but they’ve developed it, and it’s working in Germany,” the former village trustee said. “I don’t think they’re exploring enough options here.”

But implementing high-tech propulsion technologies may be out of reach for the MTA, which uses a late 19th-century fuel source to power the Port Jeff line. When asked about these potential innovations, Brown expressed skepticism.

“As far as hydrogen is concerned, that’s all it is right now — experimental,” the state assemblyman said. Rather, he favored pursuing electrification in a piecemeal, station-by-station fashion, dispersing infrastructure funds for the project over several annual budgets.

Penner implored community members to adopt a policy of maximum pressure upon their elected representatives. 

“I wouldn’t give a dime to any elected official unless, with your campaign contribution, there’s a little note in your check [that says] you have to promise me that electrification of Port Jefferson will be your number one transportation priority,” he said.

Stadler emphasized executive support, arguing that several system expansions during the administration of former Gov. Nelson Rockefeller (R) were made possible by the chief executive’s commitment to seeing them through.

“A lot of money has to be budgeted for it,” he said. “State leaders have to be involved in it, and pressure from the governor” can be a reliable instrument.

To make the electrification dream a reality, Garant said all levels of government should pool their energies around this cause. “It’s certainly going to be a long-term plan for the region,” she said. “You need partners on every level, from the federal and state levels to the town and county.”

Prophet said megaprojects, such as the $11 billion East Side Access extension into Grand Central Madison, have taken up much of the political and economic capital in New York state.

“I think there’s a lot of emphasis on large projects that make a big splash,” the passenger association president said. “Politicians need to spend a little more time on smaller projects that may not make a big splash but may help commuters and people looking to travel between cities.”

Setting the stakes, Penner returned to the 20-year capital needs assessment. He equated the North Shore’s present predicament to a baseball game.

“You’re in the ninth inning with two outs,” he said. “The last at-bat is the 2025-2044 20-year capital needs assessment.” He concluded by saying, “If this project is not included in that document, then the ball game is over.”

Over a decade since disbanding, the Port Jefferson Civic Association was back in action Monday, Jan. 9.

Eighteen village residents filled the Meeting Room of the Port Jefferson Free Library, discussing several pressing local issues and establishing their priorities as a body.

Michael Mart was a member of PJCA under its previous configuration. He shared a history of the organization and why village residents have banded together in the past.

“The history and importance of the Port Jefferson Civic Association, as I recall it, was to serve as a vehicle by which individuals come together,” Mart said. “Its concerns are essentially local in nature: streets, safety, recreation, parks and open government.”

He added the civic association “acts to represent opinions, concerns and agendas of its members to the local governing body.”

Mart said PJCA has functioned in various capacities in the past. At one time, it had produced a regular newsletter, held meet-the-candidates events, offered scholarships to local students and even took the village government to court.

PJCA was “a very active group,” Mart said. “It starts small here, like in this room, and makes itself known to other residents, offering to give voice to their concerns.”

The members of the newly formed civic gave introductions, outlined their reasons for joining and discussed their priorities. 

Ana Hozyainova, a 2022 candidate for village trustee, organized the event. She stated her goals for the civic body.

“I hope that we can have a group that can be a force for discussion and greater transparency in the village,” she said. 

Myrna Gordon discussed communications between the village and residents and other environmental themes. “I would love to see better transparency or communication and more of our village residents getting involved in the important issues that we face,” she said.

Other residents echoed the call for greater transparency within the village government. 

Among them, a 2022 trustee candidate for the Port Jefferson school board, Paul Ryan, identified a supposed divide between the public will and the decisions made by elected officials.

“Since I ran for the BOE last year, I’ve noticed a lot of disconnect between what people want and think is important and what is happening, the decisions that are being made,” he said. “I hope as a civic association, we can channel that voice more strongly and more effectively to make positive change.”

Suzanne Velazquez, candidate for village trustee in 2021, spoke of the “sense of apathy that has crept in” among residents. She also considered the civic association as fulfilling a necessary community end. 

“I have had a lot of good conversations about the need to revitalize the civic association,” the former trustee candidate said.

Holly Fils-Aime, president of the local environmental group EcoLeague, described continual development within the village as among her priorities. 

“We really have to consider how overdeveloped Long Island is,” she said, adding that residents must be vigilant about looking out for their forests, wildlife and the natural environment.

Steve Velazquez echoed this sentiment. He criticized the alleged overdevelopment of Upper Port, arguing that plans for the property that formerly accommodated PJ Lobster House are “not in character with this village.” Velazquez expressed a desire to see a “true historic district” within Port Jeff village.

In common, those in attendance voiced similar concerns over the perceived lack of transparency, environmental issues and the implementation of projects without resident input. Bluff stabilization at East Beach, according to Mart, encompasses each of these themes.

Referencing the $3.75 million the village recently received to construct an upper wall between the East Beach bluff and the Port Jefferson Country Club clubhouse, Mart said the money “is not the issue — the issue is that we didn’t get to vote on it.”

Also in attendance was guest speaker John Turner, conservation chair of the Four Harbors Audubon Society. He advocated for a villagewide open-space program along with a sustainability plan.

Turner pinpointed specific examples on Long Island of progress concerning the environment. He cited the novel irrigation system at Indian Island Golf Course in Riverhead, which uses wastewater from a sewage treatment plant to irrigate the golf course. 

“That wastewater is no longer dumped in the river and the bay,” Turner said. “The nitrogen is all taken up by the grass,” averting contamination of local surface waters. He suggested the village could explore comparable wastewater reuse opportunities.

He added, “The other beauty about this water reuse, from a water quantity perspective, is that we have water quantity challenges on the Island. … Using that water for the golf course means that 66 million gallons of water stay in the ground.”

Expressing her vision for the civic, Gordon said the organization could prevail so long as its members stay persistent. “You have to stay the course,” she said. “We can’t get tired. We have to support each other, we have to ask questions, and we have to go in front of our village trustees and ask, ‘What is going on?’”

The Village of Port Jefferson Village Board of Trustees met on Monday, Dec. 12, to review several important matters.

Mayor Margot Garant provided some key updates on the status of the stabilization projects at the East Beach bluff. At the toe of the bluff, the lower sea wall has already been installed along with its concrete cap. Construction will continue for several more months.

“That work will continue through the spring,” Garant said. “At some point, they will stop working during the severe winter, and in the springtime they will start to stabilize the bluff and plant and revegetate everything.”

At the upland, the village-owned Port Jefferson Country Club’s clubhouse facility hangs dangerously close to the bluff’s edge. In an exchange during the public comments, Garant stated the board is still exploring its upland options.

“We still don’t have enough information to decide to build [an upper wall], to put it out to the public [for referendum] or to decide to abandon [the clubhouse] and retreat,” she said. “We have decided to wait and let the phase I project be completed. … Right now, we are at a standstill with any major expenditures or advancements on phase II.”

Garant also gave an update on the status of the Port Jefferson Village Clean Solid Waste Landfill, a small kettle hole the village uses for branch and leaf pickup services. Though the village’s permit with the New York State Department of Environmental Conservation was set to expire on Dec. 11, the mayor said the agency would temporarily allow the village to continue its current use of the site.

“It looks like our paperwork was submitted in a timely manner to allow us to continue operations until we either have a renewed permit or we are redefined as a transfer station and not a landfill,” she said. Garant thanked New York State Assemblyman Steve Englebright (D-Setauket) for his decades of representing the Port Jefferson community. Englebright will leave office at the end of the month after narrowly losing last month to Ed Flood (R-Port Jefferson) during the midterm election.

The mayor recognized Englebright’s lasting impact, noting “the many, many things that he’s accomplished for this community, locally and also regionally, and the stewardship he has taken in terms of environmental preservation and saving a lot of our history.”

Deputy Mayor Kathianne Snaden reported on some of the ongoing work within the Port Jefferson Planning Board regarding a proposed development by Conifer Realty located at the intersection of Main and Perry streets. This project, colloquially known as “Conifer II,” comes as Conifer’s Port Jefferson Crossing Apartments nears its grand opening.

Conifer II “is going to take the rest of the blighted block up there and turn it into a beautiful new building,” Snaden said. “We’ve been working very, very hard to make sure that the aesthetic of that building is in compliance with the whole plan, the master plan up there, with the current building that’s there, and everything works together and looks nice.”

The deputy mayor also announced an innovation concerning parking enforcement. An automatic license plate reader, or ALPR, attached to a code enforcement vehicle will soon replace parking enforcement operations. Snaden said the ALPR would assist the code department in generating overtime parking tickets on Main, with plans to move this technology into the metered parking lots.

“How that will affect you guys, the residents, is that there will be no parking stickers next year,” Snaden said. “You will go online and register the exact same way that you do. The only difference is that you will not be mailed an actual sticker. You will just be registered in the system by your license plate.”

Trustee Stan Loucks began his report by thanking the parks department staff, attributing much of the success of the village’s 26th annual Charles Dickens Festival to their efforts.

“The Dickens Festival turned out to be super successful, and I think a lot of it is due to the parks department and the hard work that they put in,” he said.

Trustee Lauren Sheprow, the village’s communications commissioner, reported on the recent formation of a communications team following an internal communications audit she conducted earlier this year. Kevin Wood heads the team, along with his duties as the village’s director of economic development and parking administrator. 

Sheprow referred to this as “a historic occasion” for the village government. “There are some hurdles and challenges there, no doubt, but I think that this group is up to the task to come together as a team,” she said.

The village board will reconvene Tuesday, Jan. 3, at 5 p.m.

The Village of Port Jefferson Board of Trustees met on Monday, Nov. 21, for a business meeting covering a range of pressing public business.

Mayor Margot Garant presented the cost estimates for the proposed upper wall to fortify the East Beach bluff, presenting figures ranging from $3.32 million to $4.52 million depending on the scope of the projects, such as add-ons to accommodate racket sports amenities. After presenting these cost estimates, Garant recommended that the board reject these bids. “I don’t think we should take any action on the upper wall, the steel wall, at this point,” she said. 

The plans for the upper wall were delayed for a variety of factors, according to Garant. In a text message, she maintained that the delay was not a change of posture but rather a change in the timeline for final approval, given the weather and the pending completion of the lower wall. 

“My position hasn’t changed,” she said. “Something has to be done, but the timeline for the lower wall to be completed, with the upland restoration and plantings not occurring now to the spring, is pushing this from being done within the next six to eight months, so we cannot approve the bid.”

The board also debated an ongoing permit dispute between the village and the New York State Department of Environmental Conservation regarding the Port Jefferson Village Clean Solid Waste Landfill. This kettle hole, which facilitates branch and leaf pickup services within the village, was affected by changes to state regulations in 2017.

The purpose of the deliberations was to decide whether to enable P.W. Grosser Consulting, a Bohemia-based environmental firm, to negotiate with the DEC to work out a permit agreement.

“We would like to get our permit back to what the state regs were prior to them changing them, which means we can put branches and leaves in there,” Garant said. “The challenge has become Mother Nature, really, with the large trees.” 

The mayor added, “Branch pickup, honestly, I don’t know if it’s sustainable for us in this community.”

With a looming Dec. 11 deadline, the future of the landfill and branch pickup in PJV hangs in the balance. After some debate, the board agreed to table the matter for a later meeting.

In her report, Deputy Mayor Kathianne Snaden detailed the results of a recent survey conducted to determine the name of Station Street, a one-way corridor opening in Upper Port. Out of 134 submissions, “Station Street” was the highest vote-getter.

Trustee Rebecca Kassay reported on an event she has been coordinating with other sponsors called Walk Safe with a Doc. The event will be held sometime this spring to  promote the physical benefits of walking and the importance of pedestrian safety.

Trustee Lauren Sheprow reported two upcoming meetings, one with the Country Club Social/Hospitality Task Force and the other with the newly reestablished Parks and Recreation Advisory Council. The PRAC will assign roles and designate committee chairs at its next meeting.

The board of trustees will reconvene Monday, Dec. 12, at 5 p.m., the same day as the upcoming bond vote in Port Jefferson School District.

As the clubhouse facility at Port Jefferson Country Club dangles precariously upon the edge of the East Beach bluff, coastal engineers are discussing a proper course of action.

Coastal erosion has encroached dangerously near the clubhouse facility which, without intervention, could fall off the cliff within years. The Village of Port Jefferson Board of Trustees is working to curtail the issue in a two-phased effort. Construction of a toe wall at the bottom of the slope began in August and is ongoing [See video, below].

Now the village board is considering its upland options, deciding whether to preserve the clubhouse or retreat inland. One such option is a steel wall, estimated at $3 million, to be installed between the clubhouse and the bluff. GEI Consultants is a Huntington Station-based consultancy firm that produced the engineering drawings for the upper wall. In a detailed email statement, Rachel Sa, GEI’s director of communications, summarized the plans for the project.

“The proposed wall at the top of the bluff will be effective at preventing further erosion and providing protection around the country club building,” Sa said. “The proposed wall consists of a new anchored steel sheet pile that is greater than 50 feet in vertical length and has been designed for an exposed height of up to 15 feet. The new steel sheet pile will be reinforced with new drilled soil anchors and a continuous wale system.” She added, “The proposed wall at the top of the bluff is, at minimum, designed to wrap around the perimeter of the country club building.”

If approved, the upper wall would be part of an integrated system, designed to work with the lower wall currently under construction at the toe. While critics have cited the limited shelf life of the upper wall, Sa contends the plan represents a long-term solution, even if the bluff erosion continues.

“The proposed Phase I and Phase II stabilization systems have been designed and are being constructed as a long-term solution to the observed erosion of the East Beach bluff,” she said. “If any further erosion does occur, the proposed wall system has the structural and geotechnical capacity to support and protect the country club building.”

But these plans are not without criticism. Ali Farhadzadeh is an assistant professor in the civil engineering department at Stony Brook University’s School of Marine and Atmospheric Sciences. He became familiar with the erosion issue near PJCC about a year ago when he and a team of colleagues met with village officials.

Farhadzadeh said the village is engaged in a two-front effort, with waves striking at the toe as precipitation upland generates substantial surface and internal runoff. While both forms of runoff contribute to the bluff’s erosion, his concerns center on the internal runoff, or water penetrating the soil and exiting through the bluff face. 

“My engineering judgment was that [the bluff erosion at East Beach] is most likely because of the runoff water from the parking lot and the tennis court going to the bluff soil,” he said. “Based on what we see, there is a large parking lot on top, which will generate a lot of runoff. There might be some evidence of erosion from the toe, but based on the pictures of the failure, my engineering judgment tells me that this is happening from the top.”

Sa says GEI’s proposed stabilization initiative adequately addresses these runoff concerns.

“The proposed Phase II project (upper wall) also involves a significant landscaping scope,” she said, adding, “This proposed work involves removing most of the tennis courts and replacing them with soil, native grasses, wildflowers and shrubs. This will significantly reduce the amount of impermeable surface, improve site drainage, and therefore help reduce runoff over the top edge of the bluff.”

Farhadzadeh acknowledges that the revegetation work will slow the erosion of the slope. However, the internal runoff penetrating through the bluff face will likely continue, leading to continued loosening of the soil and further failure of the cliff.

“These are going to extensively improve the situation,” the SBU assistant professor said, referring to the proposed plantings. “If you do that implementation, if you take care of the surface erosion, the toe erosion and also the internal erosion, that steel structure could stabilize the soil — basically stopping the soil underneath the structure from moving naturally. But if the failure continues, then the wall itself is going to fail.”

Responding to this argument, Sa believes that the vegetation work will be sufficient to prevent further erosion, citing this approach as standard industry practice. 

“The proposed steel sheet pile walls will address potentially detrimental permeability conditions at the locations where they are installed,” she said. “It is common practice to use steel sheet pile structures to address these types of conditions — for example, constructing cofferdams to facilitate the dry construction of normally submerged structures/repairs. The remainder of the bluff slope will be protected against permeability conditions with the proposed vegetation and stabilization measures noted above.”

Given how close the clubhouse has come to the bluff’s edge, the village government is working with a sense of urgency. Mayor Margot Garant has stated that if the Board of Trustees favors the upper wall option, she would like to move forward quickly with a vote.

Farhadzadeh prefers a trial-and-error approach over rapid intervention. According to him, it would be wise for the village to install the vegetation and other mitigation measures, evaluate their efficacy in conjunction with the toe wall, and reassess the upper wall plans at a later time.

“From an engineering perspective, it doesn’t make sense to be rushing to the wall and building without making sure the recession [of the bluff] is reduced,” he said. “The wall is not going to stop the recession. The recession is going to be stopped by removing the water from the soil.”

On the other hand, Sa considers the upper wall a necessary measure that would act as a buffer to shield the clubhouse from further erosion. “In the event of areas of further erosion at the top of the bluff, the proposed wall will retain the soils beneath and around the country club building and protect this structure from the potential effects of this erosion,” she said.

In contrast to the upper wall plan, the village board is also contemplating whether to demolish the clubhouse and relocate the facility inland. Farhadzadeh prefers retreating away from the bluff.

“The fact is you should stay away from the edge of the bluff,” he said. “Based on what I’ve seen, it is probably too risky to maintain the existing facility.”

Sa disagrees with this assessment. Citing the village’s internal cost projections, she views the upper wall proposal as a cost-sensitive, viable alternative to managed retreat.

“The village is considering retreat/removal and replacement of the country club building at another inland location,” she said. “Rough initial estimates indicate that this may not be economically feasible. Therefore, GEI’s geotechnical engineers conducted bluff slope stability analyses and developed the double wall system as the best alternative given the site constraints.”

The village board will reconvene for a morning meeting on Monday, Oct. 17, at 9 a.m. Further discussion on the upper wall is anticipated during that meeting.

The Port Jefferson Village Board met on Monday, Oct. 3, for an afternoon packed with important business.

For its first order of business, the board unanimously approved a bond anticipation note to finance construction for improvements at the Old Homestead/Oakwood Road recharge basin. The BAN will enable construction to begin without the village having to draw from its operating budget. 

This project, according to Mayor Margot Garant, is primarily subsidized through a grant from the Federal Emergency Management Administration. 

“We’re still waiting for the grant to come in from FEMA, but we have to pay the bill,” Garant said. “Hopefully, that money comes in before the end of the year.”

The board approved Garant’s appointment of Shane Henry to the Architectural Review Committee. Deputy Mayor Kathianne Snaden, trustee liaison to ARC, anticipated Henry’s expected contributions to the committee.

“He’s young, enthusiastic, and he wants to get more involved,” Snaden said. “I think he will be a great addition.” Garant added that she is looking forward to drawing from Henry’s contracting and historic preservation background.

With trustee Lauren Sheprow voting “no,” the village board approved a 4-1 resolution for the 2023 rate increases for the Port Jefferson Country Club. Stan Loucks, trustee liaison to the country club, said these rate increases are based upon a unanimous recommendation from the Country Club Management Advisory Committee. 

The rate increases, according to Loucks, will enable the country club to make renovations to bunkers, improvements to cart paths and cover other unforeseen expenses.

“The rates that have been presented will increase our revenue by $100,000,” Loucks said. “That is an … increase in the overall budget, which I feel — I hope — is adequate.”

Defending her vote against the resolution, Sheprow expressed uneasiness about membership rate increases. She advocated exploring and exhausting other options for raising revenue before placing added costs on members.

“When I was the chair of the CCMAC, I did not agree with raising membership rates because I felt like there was an opportunity to find new revenue … without putting the revenue on the backs of the members,” Sheprow said. “We’re playing on this product that isn’t the A-plus product that it’s been. It’s kind of a C-level product, and we’re asking our members to come back next year and pay more for something that they don’t have yet.”

After a brief interim for an executive session, the trustees moved upstairs for the general meeting. During that time frame, there were several exchanges between the public and the village government.

Chief of code enforcement Fred Leute reminded residents to drive carefully on village streets as schools are again in session. He also reported a speeding issue on Brook Road near the high school. “Brook Road is not a road you want to go fast on,” he said. “When you go down that hill, slow down.”

A Suffolk County Police Department representative told Port Jefferson residents to remain alert to the ongoing crime trends of catalytic converter thefts and phone call scams. 

During her report, Sheprow announced that she would present findings from her internal communications audit at a future meeting. She also reported that the Country Club Social/Hospitality Task Force has already met several times and is working with the restaurant management of The Waterview to “create a more welcoming, accessible and fun environment up at the country club.”

Trustee Rebecca Kassay reported that she is continuing to coordinate with Snaden on a “complete streets concept” for Port Jefferson.

“I am highly recommending that the village looks into investing into a study, which can be anywhere between $30,000 and $80,000,” Kassay said. “This would be something that benefits all residents. It would assess how to make the village more walkable and potentially more bikeable as well.”

Loucks gave an update from the parks department regarding removing vessels from village racks. “The vessels need to be removed by November 1,” he said. 

Snaden announced her effort to coordinate more closely with the Greater Port Jefferson Chamber of Commerce and the Port Jefferson Business Improvement District.

“We’re going to have quarterly meetings moving forward just to make sure that everyone is on the same page with their activities and their events,” the deputy mayor said. “We can all collaborate and bounce ideas off each other, let each other know what we’re all doing.”

Garant gave a detailed report on several significant initiatives within the village government. There are ongoing discussions about giving a proper name to Station Street, a block in Upper Port opening later this month.

“There will be a conversation about what we should call this new street as the new gateway to Port Jefferson,” the mayor said. “We do have a ribbon-cutting on the calendar for October 26 … It will be a great new start to a total revitalization of Upper Port.”

Bids for an upper wall to stabilize the East Beach bluff are due this Friday, Oct. 7. Garant announced that once the board has the final cost estimates, it will decide whether to approve the upper wall or retreat inland. During the public comment portion at the end of the meeting, village resident Michael Mart advised the board to consider the future instead of the past when deciding upon the East Beach bluff.

“Rather than put all of our efforts into saving the past, please look forward to creating the future that we might want here,” he said. “And in doing that, I think it’s important the residents have an opportunity to express their views on the final decision, and maybe even, like with the school board [proposed capital bond projects], have an opportunity to vote on the final decision.”
