On December 2, Brookhaven Town Supervisor Dan Panico (left) and Councilman Neil Manzella (right) were on-hand for the demolition of a “zombie house” located at 691 Horseblock Road in Farmingville.

The dangerous eyesore, which had been vacant for decades, was uninhabitable, a blight on the community and a source of resident complaints. The structure was demolished by the Town of Brookhaven in accordance with Chapter 73 of the Town Code which provides a “fast track” to rid neighborhoods of unsafe structures. The cost of demolition, debris removal and restoration of the land to nature is the responsibility of the property owner.

On Nov. 4,  Brookhaven Town Supervisor Dan Panico (R) announced a new initiative to strengthen enforcement against illegal housing, which includes increased fines for rental permit violations aimed at repeat offenders. The effort seeks to enhance housing safety and compliance across Brookhaven, addressing the negative impact of illegal rentals on neighborhood quality of life.

“Our goal is code compliance to ensure Brookhaven remains a place where people live in clean, safe neighborhoods,” Panico stated. “We’re going to break the slumlord business model, with exponentially higher fines through robust enforcement.”

The announcement took place at a press conference at Brookhaven Town Hall, attended by all six Town Council members, Suffolk County Legislators James Mazzarella (R-Mastic,) Nick Caracappa (C-Selden) and Dominick Thorne (R-Patchogue,) as well as civic leaders from across Brookhaven.

The new fines will include increased penalties for violations of the Neighborhood Preservation Code and Zoning Code, such as operating a rental without a registration permit and failing to obtain required building permits. These measures aim to discourage landlords from viewing violations as simply a cost of doing business.

Councilmember Jonathan Kornreich (D-Stony Brook) highlighted the impact of the higher fines. “For too many irresponsible landlords, the relatively low cost of fines has just been part of the cost of doing business,” he said. “By raising the minimum fine, we hope to deter abusive landlords, protect tenant rights and safety, and improve quality of life in our neighborhoods.”

Councilwoman Jane Bonner (R-Rocky Point) echoed this sentiment, noting, “Ensuring the safety and well-being of our residents is a top priority. Stronger enforcement isn’t just about fines; it’s about safe neighborhoods, protecting residents from unsafe conditions, and preserving the integrity of our town.”

Councilman Michael Loguercio (R-Ridge) emphasized the safety risks. “Some of these housing violations are major safety issues that can very easily cause fire, injury or death. By addressing violators, we protect communities and save lives.”

Suffolk County Legislators voiced their support. Mazzarella stated, “Suffolk County is committed to working with Brookhaven to address quality of life concerns with substandard housing and code violations. We will explore legislation to ensure those receiving county assistance live in safe conditions that comply with all local ordinances and codes.”

“We have to crack down on that. These steps the town is taking today to increase fines are a big step.” Thorne also commended the effort, saying, “This is a welcome cooperative effort on the part of the town and county, and I applaud the program to deter our neighbors from breaking the law,” Caracappa added.

Community leaders expressed their support as well. Frank Fugarino from the Pattersquash Civic Association said, “We welcome this effort and commend the Town for this initiative at both the Town and County level,” while Kareem Nugdalla from the Coram Civic Association called it “a very good first step to improve the quality of life in Coram.”

Deputy Supervisor and Councilman Neil Foley (R-Blue Point) and Councilman Neil Manzella (R-Selden) both noted the town has streamlined the rental compliance process.

“It’s disheartening to see both first-time and repeat offenders undermining the efforts of responsible property owners,” Manzella said.

Councilwoman Karen Dunne Kesnig (R-Manorville) shared an outlook on next steps, stating, “I look forward to the Nov. 19 public hearing, where the town board will adopt the resolution to significantly increase fines for these illegal rentals.”

Acting Commissioner of Public Safety David Moran praised the town’s actions, adding, “Raising these quality-of-life violation fines is a great step in the right direction to protect our residents’ quality of life.”

“The good people we represent are our best eyes and ears in our communities, and those are the people we serve,” he said.

“We are grateful to our County partners who are reviewing potential changes at the County level dealing with Department of Social Services (DSS) housing.”

Town of Brookhaven Supervisor Dan Panico has announced that the Town of Brookhaven Department of General Services, Division of Veterans Services, and the Suffolk County Veterans Services Agency will host the first annual Veterans Resource Fair on Monday, September 16 from 4 p.m. to 7 p.m. The event will be held in the 2nd floor Media Room at Brookhaven Town Hall, One Independence Hill in Farmingville. Representatives of the following agencies will be in attendance:

  • Brookhaven Town Veteran Services Division’s mission is to serve our Veterans and their families by gathering and providing information on benefits available through the Veterans Administration, State, County and local governments.

Suffolk County Executive Ed Romaine (R) and Town of Brookhaven Supervisor Dan Panico (R), declared a State of Emergency, following the Aug. 18-19 devastating storm.

Gov. Kathy Hochul (D) responded by procuring President Joe Biden’s (D) approval for a federal Emergency Declaration. This allows for federal resources and assistance to be provided for the necessary repairs, prevalent in hard-hit western and middle Suffolk. FEMA will provide emergency protective measures, such as the protection of critical infrastructure facilities. According to the state’s website, “with this Emergency Declaration secured, New York’s disaster recovery experts are continuing to work with local and federal partners, to determine the state’s ability to also request a federal Major Disaster Declaration and low-interest loans from the U.S. Small Business Administration.”

Hochul toured the damage of both Stony Brook University and the site of the Mill Pond dam collapse. At the event, Hochul said, “In the wake of unprecedented rainfall, we continue to support Suffolk County to ensure those impacted can get back to life as usual as quickly as possible. … But seeing the people of Long Island come together to rebuild, shows the true strength of New York.”

Over in Port Jefferson, the toll of the extreme weather event is still being felt.

Rob Gitto, of the Gitto Group in Port Jefferson village, was blindsided by the severity of the storm.

“We were watching the storm closely, as we do with other major storms. I went to bed at 11;30 p.m. We checked our cameras, watched our radars and it looked like everything was going to stop in an hour,” Gitto said.

“But, this was a unique storm, where it apparently came from the North to the South, so it was a different situation. In fact, one of my employees was on standby, and went down to both [our] buildings, at around 12:30 p.m., and everything seemed fine. But, I just happened to wake up at 1:30 a.m., and whenever I can see the floors of one of the lobbies glistening, I know it’s water,” he added.

Gitto went down to the area immediately, and walked into a disaster area.

“Unfortunately, there was nowhere to pump water at that point. This particular area is taking on quite a bit of the village’s stormwater. You can see it in video footage, coming down the hill, and hitting the CVS, Barnum property, first, and then it seeped into The Brookport property.”

He said that Brookport, on Barnum Avenue, was made with the “latest and greatest” drainage requirements, but the almost-11 inches overwhelmed the system. Flood doors were on some of the water entry points, but those were, also, quickly overcome. The properties do have flood insurance. 

Gitto said his main priority in the coming months will be to replace the cardio equipment in the two gyms, rip up the carpets, take out the damp sheetrock and repainting.

Rocky Point is not faring much better. Hagerman Landing Road, a dead end street, had five homes severely flooded.

Brookhaven Town Supervisor Daniel J. Panico declared a state of emergency at 8 a.m. on Aug. 19, due to severe rain in the Town of Brookhaven. Damage was especially severe on the North Shore, which experienced significant flooding.

The North Shore communities of the Town of Brookhaven were particularly hard-hit by the storm, which brought heavy rain, strong winds and flooding. On July 30, Brookhaven Town Supervisor Dan Panico and Brookhaven Town Councilmember Jonathan Kornreich  joined Deputy Suffolk County Health Commissioner, Anthony Figliola  and James Loglisci and Mark Long from the Suffolk County Department of Health Services at Brookhaven Town’s Port Jefferson Marina to review and learn about the Suffolk County Marine Water Quality Monitoring program.

The Suffolk County Office of Ecology routinely monitors the quality of marine surface waters throughout Suffolk County as part of various environmental and management programs. These activities were initiated in 1976 under the “208 Study” (Section 208 of the Federal Water Pollution Control Act of 1972), a comprehensive water quality management program calling for the development of a plan to meet established water quality goals.

“Suffolk County’s Marine Monitoring Program is as interesting as it is impressive. Far more is known now than decades ago about the health of our waters and the sources of degradation. While there is a great deal of work to be done, the continual measuring to obtain metrics of the conditions is essential to understanding and improving our water quality. Port Jefferson and Setauket Harbors are two beautiful and treasured features of Brookhaven Town, and we appreciate the partnership with Suffolk County,” said Supervisor Panico.

“Thank you to Anthony Figliola and the Suffolk County Health Department for continuing to keep a close eye on the waters of Port Jefferson and Setauket. Today, Supervisor Panico and I joined the County’s team to test various sites in and around the harbor complex. They are out on the water all year round, in all weather, taking samples and testing to make sure contaminants and algae are being monitored at all times. Thank you to these hard-working men for your role in protecting public health and our maritime environment!” added Councilmember Kornreich.

Dozens of residents attended the Mount Sinai Civic Association meeting June 3 to voice their safety concerns over a potential new battery energy storage system facility locally.

The facility, proposed by New Leaf Energy, would have a 20-year lifespan, after which the site would need to be restored to its pre-project condition.

The proposed area is adjacent to Mount Sinai-Coram Road and Route 25A on property owned by real estate agent Ray Manzoni. However, because this property is zoned as transitional business, New Leaf Energy’s application proposes the zone be changed to light industrial.

Former county Legislator Sarah Anker (D-Mount Sinai), who has been a vocal critic of the proposal, and Brookhaven Town Supervisor Dan Panico (R) also attended. While speaking, Panico addressed misinformation on social media that incorrectly told Mount Sinai residents that “the people in either Holbrook or Holtsville fought the battery storage there, and what they’re not getting is coming to Mount Sinai.”

Anker voiced common worries that residents had about the storage system facility.

“We just want to understand that what is going to happen is safe,” Anker said. “I don’t have a problem with renewable energy. We need the battery storage, we’re going to need that, but it’s the location,” she added, calling the proposed site the “worst intersection probably in Suffolk County.”

“Multiple accidents have happened there, the school district is close by, the water authority has a well right there, there’s a recreational path. There’s so many reasons we don’t need to change commercial to industrial,” she said.

Civic President Brad Arrington also discussed how LIPA, which owns an empty parcel of land next to the substation, could theoretically put a battery facility there without any input from the town government due to being immune from the local zoning authority.

“They could put a battery facility there which would carry the same risk that people are concerned about today, the difference being that when LIPA puts that in, they do not have to provide any community benefit, which is what has been proposed with this property,” Arrington said.

New Leaf is proposing an initial upfront payment of $340,000 — $85,000 per battery installation — with the allocation of this money to the school district, fire department and more not yet determined. The company also originally reserved $500 per megawatt, for a total of $10,000 annually, but raised it to $12,000 with a 2% annual increase to cover the current property taxes going to the school district.

Residents expressed concerns about what would happen if there was a fire at the facility, inquiring about the chemicals that would be emitted into the air and ground and how it would affect the surrounding area, including the school district and homes.

However, Arrington said the proposed facility would have lithium iron phosphate batteries, which “have a lower energy density, but have a far reduced rate of thermal runaway,” as opposed to the lithium NMC batteries that, while much more energy dense, are more prone to spontaneously catch on fire.

He also explained that a chain reaction would not take place, meaning that if thermal runaway does happen, it would be isolated in its own compartmentalized container.

Additionally, since the battery would have to burn itself out instead of being put out with water by the fire department, Arrington said that according to New Leaf, there wouldn’t be runoff into the ground. Also contamination with the soil and the off-gassing would be extremely limited.

Panico did not answer whether or not he supported the project, instead saying that he would review the application and talk to his colleagues, including Councilwoman Jane Bonner (R-Rocky Point), who represents the area.

Arrington said the town board would not take a vote to approve the project without input from the civic, which will hold a meeting for the civic members to vote in October.

On May 2, Brookhaven Town Supervisor Dan Panico, Highway Superintendent Dan Losquadro and members of the Brookhaven Town Board welcomed a fleet of dump trucks filled with illegally placed signs. The Town crews removed the signs from public right-of-ways, roadsides, utility poles and more as the signs were in violation of the Town’s Illegal Road Sign law.

In 2014, The New York State Court of Appeals unanimously reversed a lower court decision that had ruled the town law was unconstitutional. The court said the Brookhaven sign code “directly serves the town’s valid interests in traffic safety and aesthetics.” The decision stemmed from an appeal filed by a Holbrook business after the company pleaded guilty in 2012 to charges that it had illegally posted advertising signs on public land along a town highway in 2011. In 2014, the proposed strengthening of the Town’s existing code to ban all signs on Town public right-of-ways was unanimously adopted by the Town Board. Since its adoption, the Town’s Department of Waste Management has collected thousands of illegal signs.

On Saturday, April 20, Brookhaven  Town Councilwoman Jane Bonner, Brookhaven Town Supervisor Dan Panico, community members and local firefighters were in Sound Beach to celebrate the the grand opening of the new Firehouse Restaurant and Bar with a ribbon cutting .

Formerly The Hartlin Inn, the restaurant, located at 30 New York Avenue, is a tribute to fallen New York City Firefighter Joey DiBernardo, who died in 2011 from injuries sustained during a 2005 fire in the Bronx.
