Beaches and rivers are signature settings of a fun Long Island summer and one of its most attractive features. Water is always within a 40-minute drive, tempting overheated residents with a swim.
Plunging into the crashing waves and relazing in the cool, refreshing water is wonderfully restorative, but includes some dangers we can’t ignore. The ocean and the Long Island Sound are not pools–there isn’t a shallow floor to stand on when we tire or side walls to cling to for a break.
Last week, tragedy struck our community after a man drowned in the Nissequogue River by the Kings Park Bluff. Unable to combat the converging waters and powerful waves, the swimmer tired and was overtaken.
When tides become too strong, Smith Point Chief of Lifeguards Kevin Kolar urges us to lie on our backs and swim parallel to the shore. This strategy is essential in both a river or the ocean. The challenge, however, is staying calm during the adrenaline rush of fear after we realize we are further than we intended.
“When [swimmers] are panicked and see themselves moving away from shore, they want to go from point A to B. They don’t want to waste their energy going around,” he said, adding that resisting the urge to try to push ahead and swim against the tide pulling you out is like stepping into a punch. Instincuntually, we want to return to safety as soon as possible.
Many swimmers think we can swim in and through the ripe tide if we use enough power. This will just tire us out. Ripe tides take the form of a mushroom cloud–the current is drawn from the shore in a narrow stem before billowing out for about 30 yards. Lying on our back and gently swimming toward the shore at an angle is key to preventing exhaustion. We should not assume a vertical position, which will cause us to sink “like a needle through skin”, as Kolar said. Floating horizontally will prevent us from expending energy simply trying to stay above water.
We need to know our capabilities. Even experienced swimmers are no match for a relentless current. Enjoy the beaches. Have fun in the water, but be prepared, look out for potential rip currents which can be identified by an area with fewer breaking waves or a visible line of seaweed leading outwards. Keep an eye out for others in distress, and swim safely this summer.

On May 20, Save the Sound, an environmental organization that analyzes the water quality of the Long Island Sound, compiled data revealing updated scores of beaches along Long Island’s coastline. The biennial report focuses on beach water quality, bacteria levels and swimming safety.
The report was launched at a conference at Centerport Beach, with Huntington Supervisor Ed Smyth (R) and Cornell Cooperative representatives present as Save the Sound Vice President of the Center for Water Protection David Ansel presented the grades, challenges and solutions for the Long Island Sound water quality.
Using data collected by the departments of health that conduct the beach monitoring,the beach report department of health, the beach report revealed an increase in wet weather that led to a decline in water quality. Consistently, samples collected within 48 hours of a quarter-inch or more of rainfall revealed diminished water quality. Indeed, there was an overall increase in samples that failed to meet state standards for bacteria concentration (including beaches in Connecticut).
The grades, ranging from an F to an A+, are determined based on the presence of enterococcus bacteria. Swimmers can become sick if they swim in waters with unsafe concentrations of this fecal indicator bacteria. A failing sample contains 104 colony forming units per 100 ml.
New York City and other areas surrounding the part of the Long Island Sound known as “the narrows” continue to receive low grades as the water is less often flushed out as opposed to beaches in eastern Suffolk County.
Samples taken after precipitation contained higher levels of the bacteria suggest that pollutants are getting washed into the water. Ansel said “green infrastructure” can help. Paved areas do not allow for storm water absorption, instead leading runoff, and all the pollutants like oil and debris it picks up on the way, to run straight to the water.
“We have seen high incidents of wet weather in the last number of years and we believe it is having a negative effect on the scores for the beaches. In our last beach report 78% of the beaches received As and Bs. In this year’s report 72% of the beaches are receiving As and Bs,” Ansel said, adding that we are coming off the wettest two-year stretch with 44 inches of rain.
Animal waste is a big contributor to the presence of the bacteria in the water. Cleaning garbage, maintaining sewers and planting native plants can help minimize fecal-bacteria contamination.
Ansel is active in advocating for solutions that would improve the Sound. The same day of the conference, he traveled to Albany to testify that more data is needed regarding algal blooms in saline water.
“We are hopeful that there will be a conversion of Rikers Island to a water treatment facility that would have a materially positive impact on the Western Narrows of New York City and New York Sound.”
Smyth said the town began harvesting sugar kelp in 2022 and implemented a program for spawning oysters, which help filter the water. Huntington even supplies other municipalities with oysters shell stock to grow.
“The sugar kelp is native to Long Island and requires little to no effort to grow in Long Island’s bays and harbors. The benefit is it improves water quality by removing harmful nitrogen which causes algae blooms,” Smyth said.
Deputy Supervisor John McCarron said they harvest the kelp and grind it to a powder, which is then used as fertilizer.
Although the town has only been harvesting sugar kelp for three years, McCarron said he has noticedpositive growth with marine wildlife diversity, with various species of fish dwelling by the kelp. The presence of wildlife seemed like a good sign. “This means it is doing something to clean up the area,” he said.
High scoring beaches include Port Jefferson beach and Cedar Beach West, which had an A- and A+ respectively.

To celebrate National Drinking Water Week, the Long Island Water Conference (LIWC) hosted its 37th annual drinking water tasting contest at Farmingdale State College from Tuesday, May 7 to Wednesday, May 8. Sixteen water providers from across Long Island competed for the title of best drinking water in Nassau and Suffolk Counties, respectively. This year’s winners were the Greenlawn Water District (GWD) for Suffolk County and the Oyster Bay Water District (OBWD) for Nassau County.
“Our annual Drinking Water Tasting Contest is always a highlight of the year for us, serving as a fun, unique way for us to connect with members of our community,” said LIWC Chairman Robert McEvoy. “We love being able to educate students and faculty on everything that goes into delivering them with high-quality drinking water every single day. We hope that all of our participants enjoyed the experience as much as we did and that they learned a thing or two about their tap water.”

“It is a privilege to be selected as Suffolk County’s best-tasting water in this year’s contest,” said GWD Chairman James Logan. “We take pride in our ability to serve our residents the best water available on a daily basis, and to be honored on a County-wide scale shows that people from outside our District appreciate our efforts as well. We’ll make sure that the trophy has a safe home for the next year and we’re looking forward to being repeat champions in 2026!”
Over 320 participants cast their votes for what they believed was the best-tasting water and received exciting giveaways. LIWC representatives also provided important knowledge to attendees on the water delivered to the homes and answered questions regarding the treatment methods that ensure Long Island’s high-quality drinking water remains of the highest quality.
For emerging as the victors with the best-tasting drinking water, the Oyster Bay and Greenlawn water districts will possess the coveted trophy for a year and win bragging rights among their fellow providers. They will also participate and represent Long Island in the New York State Regional Metro Tap Water Taste Contest held in New York City this August, with a chance to win entry for the statewide contest held at the Great New York State Fair.

Residents of Forestwood continue to monitor changes to Blydenburgh County Park, which sits in the heart of their community. At a Forestwood Civic Association meeting, Suffolk County Chief Engineer Alexander Prego fielded questions regarding the design and timeline for a new dam, an essential step in the process of refilling Stump Pond.
The timeline for the lake, a signature characteristic of this national historic site and a major draw for hikers, fishers and kayakers, has been uncertain as county officials navigate permitting and funding.
“Our goal is to build it back better,” Prego said. “That failure that occurred last fall — we need to make sure that we build it for more than that.” The failed dam was classified as Class A, or a low-hazard dam, where failure could result in damage to roads and undeveloped land with an unlikely risk of “substantial economic loss or substantial environmental damage.” The new dam will likely be Class B, or intermediate hazard, reflecting the reality of August’s storm and its potential for “downstream damage,” according to Suffolk County Department of Public Works Commissioner Charlie Bartha. The more “substantial” dam will require more periodic inspections from the New York State Department of Environmental Conservation.
Blydenburgh is on a watershed, meaning the water from over 12,000 acres of land accumulated at the park. “We need to estimate how much water of that 12,000 will be coming in during a 25- or 100-year storm,“ Prego said. The new dam and spillway will be able to handle 225% of a 100-year storm. They installed five stream gauges to record rainfall and tide data. “We need to measure everything coming in here,” he said.
In April, Suffolk County Executive Ed Romaine (R) released a document detailing the steps to be completed, which include permitting and inspections from several different departments such as the DEC and the New York State Historic Preservation Office. Prego said the county aims to have permitting and plans completed by the end of this year.
Of the $6.6 million of county money dedicated to rebuilding, the mapping, engineering planning and other analyses used $500,000.
In addition, they plan to add a fish ladder to promote the migration of the American eel, brook trout and river otters.
Forestwood residents expressed concern for trail accessibility for horses as well as the safety hazard posed by the soft, muddy surface of the empty lake. “What are you going to do to protect the pond area and at the same time protect the kids in our neighborhood?” one resident asked.
The swamp-like crater was described as looking like “a breeding ground for mosquitoes” by one resident, who then asked how it is being treated. The county can use larvicide to eliminate mosquitoes before they hatch, said Suffolk County Council on Environmental Quality Vice Chair Michael Kaufman.
Members of the Suffolk County Department of Parks were invited but were not present for the meeting. Forestwood civic President Robert Sikora called their absence “very disappointing.”
“They should’ve been here,” he said. “This is a park discussion.” Indeed, several residents had questions about trail maintenance that did not fall into the purview of the public works department.

On the morning of April 14, an approximate total of 30,000 gallons of partially treated sewage was discharged into Port Jefferson Harbor over the course of two hours. According to the Suffolk County Department of Public Works, the discharge was caused by an electrical malfunction on a ultraviolet disinfection unit.Upon identifying the problem, the plant ran the effluent through a second UV system, while they repaired and tested the first, then returned to routine operations. While the New York State Department of Environmental Conservation confirmed that the plant is now operating normally, but there are still health concerns.
Port Jefferson village put out an alert, saying the sewage reached the surface of the water, and without the sewage having been fully disinfected, it can carry high levels of pathogenic bacteria and viruses. Residents and visitors are warned “to take precautions before recreating in Port Jefferson Harbor.” Additionally, the DEC announced a temporary closure on shellfishing for the harbor and its tributaries. The closure impacts approximately 1,639 acres of shellfishing beds in the NS5 harvest area, including Setauket Harbor, the Narrows and Conscience Bay, and will last until the department determines shellfish in the area are safe to use for food.
The response from local environmental groups has been one of concern for both the human and ecological impact. “It’s early spring, which means it’s spawning and breeding time for many species,” said Adrienne Esposito, executive director of Citizens Campaign for the Environment. She explained that finfish like winter flounder were at risk, as well as turtles and birds of prey that feed on juvenile fish. The horseshoe crab was of particular concern, as its population is already in steep decline in New York’s north and south shores. “This is the time when we want to protect this species, not add pollution to the water, which would harm them.”
Esposito predicted it would take “at least a couple of days” before the waters return to a normal state, but that it “is dependent upon water circulation and the tide.” She also said it would help for the DEC to do an investigation of what caused the UV unit to malfunction. “Is it because the unit is old? Does it need to be upgraded?” she asked. “Accidents happen, alright. And we understand that. But they need to assess the root cause and prevent it from happening again in the future.”
The Suffolk County Department of Health Services on April 14 issued an advisory for residents and visitors to take precautions before recreating in Port Jefferson Harbor. This advisory follows a recent New York State Department of Environmental Conservation report of a discharge of partially treated sewage resulting from an electrical malfunction on one of the UV disinfection units, according to a press release.
Because the discharge reached surface waters, there is potential for elevated levels of pathogenic organisms to be present in this area. Corrective actions to mitigate the discharge have been completed.
Suffolk County Health officials are working closely with the NYSDEC, which has jurisdiction over the permitting, enforcement, and management of the Port Jefferson sewage treatment plant, according to the press release.
The NYSDEC has designated the shellfish lands within the entire Port Jefferson Harbor complex, including its tributaries, as uncertified. Health officials advise those engaged in recreational activities in the area to avoid contact with waters from Port Jefferson Harbor Complex until 9 a.m. Wednesday, April 16.
Keep children and pets away from the area. If contact does occur, rinse off the affected area with clean water immediately. Seek medical attention if after exposure you experience nausea, vomiting, diarrhea, skin, eye or throat irritation, allergic reactions, or breathing difficulties.

A community informational forum about Phase 2 of the East Beach Bluff stabilization project was held by village officials at the Port Jefferson Village Center on March 27.

The forum aimed to update residents on the current status and finances of the upper wall project, summarize the next steps and review the work of Port Jefferson’s Citizens Commission on Erosion.
Mayor Lauren Sheprow presided over the meeting. The board of trustees, village attorney David Moran, village treasurer Stephen Gaffga and clerk Sylvia Pirillo were present.
Project summary
Phases 1 and 2 of the East Beach Bluff stabilization aim to halt bluff erosion and prevent the Village of Port Jefferson-owned country club from collapsing down the slope.
Phase 1 was completed in August of 2023, with the construction of a 358-foot wall of steel and cement at the base of a steep bluff, about 100-feet-tall, facing north toward the Long Island Sound. Terracing and plantings installed along the western portion of the bluff were destroyed in a series of storms shortly after the project’s completion.
Phase 2 involves installing a steel barrier driven into the bluff’s crest, just a few feet seaward of the country club. This upper wall is intended to stabilize the area landward of the bluff and reduce the risk of structural failure.
As part of Phase 2’s preconstruction, GEI Consultants of Huntington Station—the engineers for Phases 1 and 2—will be engaged to update the land survey, analyze drainage options, reevaluate wall design for cost efficiency and monitor construction. Village officials will then prepare requests for proposal documents to solicit bids for the upper wall’s construction.
Concerns of the Citizens Commission on Erosion

David Knauf, chair of the Citizens Commission on Erosion, presented the benefits and concerns of various approaches to stabilizing the country club at the bluff’s edge.
The CCE serves as a volunteer advisory group to the village on erosion-related issues.Members are not required to have specialized expertise.
Among the advantages, Knauf noted that a portion of Phase 2 costs will be covered by a Federal Emergency Management Agency grant, reducing the financial burden on local taxpayers.However, the committee expressed concerns about the reliability of FEMA funding.
“If they are withdrawn, that is going to put us in a heap of trouble fiscally,” he said.
Key concerns include the unknown long-term costs of the overall project beyond the Phase 2 wall installation. These include a drainage plan, repairs to damage sustained during Phase 1 and ongoing maintenance expenses.
“All of us on the committee are taxpayers, and we’re concerned about getting value for money spent,” Knauf said. “The bluff wall project is not something that you just do and you’re finished. It’s going to have responsibilities and obligations for the village in perpetuity.”
Knauf outlined alternative approaches to building the upper wall, including:
●Rebuilding the clubhouse inland in conjunction with bluff restoration and drainage improvements.
●Implementing a partial wall and drainage plan, followed by the eventual relocation of the clubhouse.
“It is the opinion of the committee that detailed plans for the whole project — including Phase 1 repairs, drainage and Phase 2 — are completed so an accurate assessment of final costs can be presented to the village taxpayers,” Knauf later told TBR News Media in an email.
Comments from GEI
Following Knauf’s presentation, GEI licensed professional engineer Adon Austinexplained the steps necessary before construction can begin on the upper wall.
The project is designed as a “two-part system [lower and upper wall] working in combination to control bluff erosion,” Austin said.
“Once we have the design reconfigured and a drainage plan, all of this will go to the New York State arm of the Federal Emergency Management Agency for review,” he added. “FEMA will then revise the cost estimates, the scope and the grant, to align with what the current scope of the project would be.”GEI will then issue a final design along with construction documents.
GEI has recommended that the village evaluate the current risk to the building’s foundation in response to written questions from the Citizens Commission on Erosion.
Laura Schwanof, senior ecologist and landscape architect for GEI, commented on possible contributing factors to the current erosion of the bluff face:
“ We were only allowed [by the state Department of Environmental Conservation] to put terraces up six rows — nothing more.” Schwanof said. “ We were prevented from doing any structural work on the western end beyond the golf course. As far as failure of the system, we worked within the confines of the regulatory agency requirements.”
Treasurer outlines project costs
Village treasurer Stephen Gaffga presented an overview of the financial history related to the East Beach Bluff stabilization project.To date, the total amount spent so far for Phases 1 and 2 is approximately $6.02 million.
Phase 1 was funded through borrowed money as part of a $10 million bond resolution passed by the board of trustees in 2021. The resolution was approved by a permissive referendum, meaning it did not move to a public vote. Of the $10 million, “$5.2 million was spent on Phase 1,” Gaffga said.
According to a fall 2024 audit by CPA firm, PKF O’Connor Davies — previously reported by TBR News Media — Phase 1 exceeded its original budget by approximately $800,000. This overage was not discussed during the forum.
“The overage on Phase 1 was paid for in past years with taxpayer funds out of the general fund balance,” Gaffga wrote in an email..
Gaffga estimated the combined costs to individual taxpayers for Phases 1 and 2 at approximately $77 per year over a 15-year period. However, he noted this estimate may need to be revised once actual costs for the wall construction and other related projects are known.
”We don’t know what the costs are going be until we actually go out to bid on the construction of the project, and we’re not there yet,” Gaffga said.
Additional expenses — including a drainage project, repairs to the bluff face and ongoing maintenance costs to the bluff — were not addressed at the forum.
Community questions focus on costs, property use
Most audience questions centered on the project’s cost to taxpayers, technical aspects of the stabilization effort and how the property is used by residents. The golf membership currently includes“3 percent of village residents,” according to Moran.
Moran responded to a question about holding a public referendum on whether to proceed with construction of the upper wall or rebuild the facility inland.
“During that permissive referendum vote back in 2021, no petition was received [from the public within 30 days] as required for a public vote. Bond counsel to the village advised that there’s only one way to call for another vote— the trustees would have to rescind that initial bond resolution. This would mean the loss of FEMA money.”
Village resident Myrna Gordon said in a statement to TBR News Media:
“Residents who own the facility should be the ones that determine through a referendum how best to resolve its use, function and future — of both the building and bluff that is so greatly compromised.”
The meeting closed with comments from members of the board of trustees:
“Phase 2 is a way to ensure that we protect the bluff so that we buy time. To decide how to deal with the building.Maybe we retrieve the building; maybe it gets moved — who knows?” trustee Xena Ugrinsky said.
“ If you have strong feelings about this issue, I highly encourage you to email the board,” trustee Kyle Hill said.

Students from the Cold Spring Harbor Central School District plunged into the water at Lloyd Harbor Village Park Beach on March 29 to raise money for the New York Marine Rescue Center. This was the second CSH Polar Plunge to be hosted by the school’s marine biology club, which had been planning the event since September. The group, which has about 50 members and does volunteer beach cleanups, is led by science teacher Erin Oshan.
“We are a coastal town. The kids all live near the water, so they’re familiar with the water and the issues that face our marine life,” said Oshan, who teaches biology, marine biology and physics. She emphasized that habitat loss, pollution and microplastics can cause the biggest problems. “So there’s a bunch of kids that are passionate about trying to fix some of those issues.”
About two dozen students participated, consisting mostly of grades 8-12 as well as some elementary schoolers who came with their parents. It was a $20 donation to plunge, with people also able to donate through the purchase of sweatshirts, cookies and hot chocolate. Students described the water as “freezing,” though thankfully not as cold as it had been last time.
“We had a polar plunge here two years ago. It was in February, though, when there was snow,” said ninth grader Molly Yulico. “This one’s nice because it’s, like, 75 degrees out, so it’s pretty warm in the outside temperature.” Several students, after coming out of the water, decided to go back in.
“It was a great success,” said Cold Spring Harbor Superintendent Joe Monastero, who emphasized his pride in the students. “We get our kids down here to participate in an activity to help support marine life and our local ecosystem, and it really brings us together as a community.”
The NYMRC, which received all profits from the event, had an information table set up to explain the work they do in the rescue and protection of marine animals such as sea turtles, dolphins and whales. “We’re in seal season right now,” said intern Lex Reveal. He explained that seals can get stranded for many reasons, but it mostly results from human interaction and pollution.
“Whenever we see a seal that is in an area that’s not safe for it to be in, so in someone’s backyard, for example, we’ll relocate it. If it’s injured, whether that’s from an entanglement situation or it’s been hit by a boat or it’s just sick for any reason, we will come by. We will take it back to the rescue center. We will go through the whole treatment process and then we will release it back into the water when it is healthy again.”
In terms of preventative measures, Reveal said that the best solution is education. “To get out there, tell people why interaction is bad and hopefully try and prevent it in the future.” He explains that interactions such as trying to feed, talk to or take selfies with the seals can be dangerous, not just for the animals but for humans too, especially with some species like the gray seal weighing around 400 pounds.
Reveal encourages anyone who finds a stranded marine animal not to get near it, and instead call the rescue center’s 24-hour hotline at 631-369-9829.
The March 7 article in Newsday, originally titled, “Public water providers challenge strict PFAS standards, concerning environmentalists,” might mislead readers regarding the Suffolk County Water Authority’s relationship to the legal action against the U.S. Environmental Protection Agency’s new PFAS standards. I want to clarify SCWA’s position and correct the record.
First and foremost, SCWA did not bring this lawsuit and is not a party to it. The legal action was initiated by the American Water Works Association and later joined by the Association of Metropolitan Water Agencies, organizations of which SCWA is one of many members. The lawsuit was filed to ensure that the EPA follows the rule of law and the intent of the Safe Drinking Water Act.
It is also important to clarify that SCWA does not set drinking water standards. These standards are established by the EPA and the New York State Department of Health. Our responsibility is to adhere to these regulations, which we not only meet but consistently surpass. Furthermore, our goal is to treat all contaminants, including PFAS, to nondetectable levels.
Regardless of the outcome of this lawsuit, SCWA’s approach to water treatment will not change. Under my tenure as chief executive officer, we have invested tens of millions of dollars in state-of-the-art treatment technology to ensure that our customers receive the highest quality drinking water. By this summer SCWA will be fully compliant with the 4 parts per trillionstandard established by EPA, well ahead of the required compliance date in 2029. We led the nation in testing for PFAS and have proactively developed new treatment technologies, such as advanced oxidation process treatment for 1,4-dioxane. Our dedicated team of water professionals takes their duty to protect public health with the utmost seriousness, and these achievements are proof of that.
The fact is SCWA did not pollute the aquifer with PFAS. But our wells draw from that aquifer, and SCWA is now faced with enormous treatment costs to remove the contaminants. Our customers should not bear that financial burden — the polluters should. That is why SCWA is suing the manufacturers of PFAS to hold them accountable for the costs of installing and operating this treatment. Ratepayers should not have to pay for the actions of chemical companies that profited while polluting our water supply.
SCWA’s stance is clear: whether the standard is 10 PPT as set by New York State, 4 PPT as established by the EPA, or any other threshold, our goal remains the same — zero. We are committed to removing contaminants to nondetectable levels and will continue to invest in the technology and infrastructure necessary to achieve this goal.

Dr. Christopher Gobler, a professor in the School of Marine and Atmosphere Sciences (SoMAS) at the State University of New York at Stony Brook’s Southampton campus, will be honored by the Sierra Club’s Long Island group for his outstanding environmental contributions at a buffet luncheon at Seatuck (in the Scully estate), 550 SouthBay Ave.,Islip on March 15 at 1 pm.
Gobler has been a professor at SoMAS since 2005. He has been Director of Academic Programs, Associate Dean of Research, and is now co-Director of the Center for Clean Water Technology (CCWT).
He has been recognized by the Sierra Club’s Long Island group as a recipient of their 2024 Outstanding Environmentalist award for educating not only the students at the University, but the public as well about the state of our waters, the need for them to be cleaned up, and how to go about it. He’s also being recognized for his work and research toward a better understand our surrounding waters.
Stony Brook University’s website says “The major research focus within his group is investigating how anthropogenic activities such as climate change, eutrophication, and the over-harvesting of fisheries alters the natural biogeochemical and/or ecological functioning of coastal ecosystems. Within this realm, major research efforts include the study of harmful algal blooms (HABs) caused by multiple classes of phytoplankton in diverse ecosystems as well as the effects of coastal ocean acidification on marine life.”
