Though it still requires formal agreements with local government, the Sunrise Wind offshore wind farm project is talking specifics on landfall for its electrical lines, adding even more emphasis on Brookhaven town.

Sunrise Wind plans to create a 110-turbine, 880-megawatt wind farm 30 miles off the coast of Montauk. During an online community open house Nov. 16, representatives of the project, which is being duel-headed by Denmark-based Ørsted and East Coast-based Eversource, explained plans for having the electrical lines make landfall at the parking lot of Smith Point County Park on the South Shore. Those lines would then feed under the Smith Point Bridge and then under William Floyd Parkway. 

The cables will extend north beneath the William Floyd Parkway for 3.8 miles, crossing under the Long Island Rail Road tracks before going west toward the Holtsville electrical substation.

A complete construction and operations plan will be made available in 2021, according to Sunrise Wind reps. The project could be operational as soon as 2024, as long as current timelines hold.

Ken Bowes, vice president of offshore wind siting and permitting for Sunrise, said they do not currently have a formal agreement with either Suffolk County, which owns Smith Point County Park and William Floyd Parkway, or the Town of Brookhaven for its roadways the underground electrical cables will need to use with the electrical substation. He said they look to have two formal agreements “that will compensate each fairly for the use of the facilities” in the near future.

“The town — we’ll hopefully be partners with them for the next 20 years,” he said. 

The project has touted the Port Jefferson and Setauket areas as its main base of operations once the wind turbines are operational. Town Supervisor Ed Romaine (R) told TBR News Media last month that Sunrise Wind had purchased a site in East Setauket as its main office space, which is also to be used as a training center for the people who service the turbines.

Sunrise Wind released a statement saying the nearly 60,000-square foot, multi-purpose Research Way facility will house members of the permanent staff of Sunrise Wind and South Fork Wind, among other teams, including positions such as technician, warehouse coordinator, contract manager, head of site, and other offshore and onshore jobs. The facility will be renovated to include custom office and warehouse space to handle marine coordination, contract and site management, as well as spare parts storage, among other activities. 

Workers and equipment will be loaded and unloaded on its over-260-foot repair vessel at a special dock to be constructed in Port Jefferson Harbor.

“The deep-water harbor in Port Jefferson, combined with the talent pool and resources on Long Island, make the area ideally-suited to serve as a regional O&M hub for our Northeast offshore wind farms,” Ørsted Offshore North America’s Head of Operations, Mikkel Maehlisen said. “We’re eager to begin our work there and become members of the local community.” 

Assemblyman Steve Englebright (D-Setauket), who originally proposed to the offshore wind corporations that Port Jeff be used as a home base for Sunrise Wind, said he was “delighted that Ørsted and Eversource have decided to strategically locate their Sunrise Wind Operations and Maintenance center near both the deep-water harbor that is Port Jefferson and the School of Marine and Atmospheric Science at Stony Brook University.”

Amongst the hard decisions stemming from approving its 2021 budget during the pandemic-induced economic downturn, the Town of Brookhaven has included a somewhat controversial change to how it will process parking at several town beaches and marinas.

As an offset to pandemic induced losses, the town voted unanimously Thursday, Nov. 19, to no longer have seasonal employees sitting in booths at town beaches. Instead officials are opting for a meter system, though residents who pay for a town parking sticker will be able to park freely.

The 2021 town budget was also approved Nov. 19 without discussion from the board.  

The biggest increases to the $307 million budget are in the form of a $2.34 million general fund property tax increase. This is being offset slightly by highway taxes, leading to an annual tax increase of a little under $9 for the average homeowner. It also remains under the 1.56% New York State tax levy cap. Garbage pickup will be set at $1 a day for a single-family home, or $365 a year.

In addition to the 2021 budget, the board opted to amend the current year’s capital budget to the tune of $900,000 for the new parking system. The town voted to issue new bonds worth $1 million in total to pay to acquire and install the new parking meters.

Meters are expected to be placed at the Holtsville Park, Sandspit Marina in Patchogue, Port Jeff Marina, Corey Beach in Blue Point, West Meadow Beach and Shoreham Beach. Anyone with a parking sticker will not have to pay into the meters. The meters, which aesthetically appear like those in Port Jeff village, are going to be active between May 1 and Oct. 15.

The town is discussing a $25 parking sticker fee per vehicle with a reduced price for additional vehicles in the household. Reduced fees for seniors and veterans parking stickers will still be available.  

Supervisor Ed Romaine (R) said the town is paying millions of dollars for its part-time workers at these parks and beaches to monitor people coming in. Currently people without parking stickers pay $5 for the day at these beaches, but under the new system will only need to pay for the time spent at 50 cents an hour.

Officials said the new meters will work like they do in places like Port Jefferson, though the town did not discuss what the hourly rates will be. 

During the afternoon meeting, Councilwoman Valerie Cartright (D-Port Jefferson Station) called for discussion on the parking issue which created a few tense moments between the councilwoman and supervisor. Cartright said she was given very little time to present information about the parking system to her constituents, though she did receive some comments and questions from community members that did require some kind of presentation about the proposal.

“This discussion of having a parking meter system put in place has been a point of discussion over the past few years,” Cartright said. “Every time it’s been brought up, I’ve had my community members … [registering] objections to having parking meters there.”

Cartright did vote “yes” for the parking change, later citing in a letter to constituents that the added revenue from such a parking system will help the town as COVID has played havoc with its finances.

“It is our understanding from Parks Commissioner [Edward] Morris that this system will produce approximately $2 million in revenue annually,” Cartright wrote. “It is anticipated that there will be significant savings in eliminating the need for attendants to take payments and check stickers once this project is implemented. … Additionally, the potential health benefits of no longer exchanging cash for parking fees were also part of my consideration in light of the ongoing COVID pandemic.”

Herb Mones, the land-use chairman of the Three Village Civic Association, wrote a letter on behalf of the civic to Cartright and the Town Board arguing that it is the wrong time to start changing the parking system during a pandemic, especially when more people are seeking places like West Meadow Beach for some respite.

In a phone interview, Mones argued there had been effectively no public debate about the parking change and no notice, save for the letter Cartright sent to civic groups and constituents a few days before the Nov. 19 meeting. 

As a longtime resident and supporter of West Meadow Beach, he said that changing the parking system will affect the character of these parks and beaches. He added that staff manning the booths add a “ruralesque” charm to a public place, and that it also takes away the opportunity for the people at booths to screen incoming cars for things that might not be allowed at a beach or park, such as pets. 

“People in attendance at the beach have been a staple of the rural or suburban ideal,” he said. “The town doesn’t respect the right for easy public access to facilities that we have paid for over generations. … For someone like me, it makes me very weary when the town makes a proposal that impacts one of the services we’ve come to understand and love.”

Brookhaven Town is planning for a potentially long-term project that could have Islandwide impact on residents’ waste.

On Thursday, Nov. 19, the town announced it has issued a request for proposal for a regional ash processing and recycling facility. The town has two alternatives on the RFP, one that includes an ashfill component and the other a standalone ash-recycling facility without the ashfill. The site would be located just east of the current landfill site at 350 Horseblock Road in Yaphank.

Such a facility would not accept solid waste or construction debris. No full decision has technically been made on constructing any new ashfill, as the town is still awaiting the word on an environmental review.

The town has planned to close and cap the current landfill in 2024 and has been raising millions of dollars in a special fund for that date when it’s finally capped. Officials and experts have said the closing of the Island’s last landfill, combined with the potential closing of twin ashfills in the Town of Babylon, could create a garbage crisis on Long Island. The only options left for solid waste could be trucking it off Long Island, a costly proposition for towns that are likely to be suffering from pandemic-related expenses for years.

Currently, the Brookhaven landfill handles over 350,000 tons of ash annually from energy-from-waste facilities, in addition to handling 720,000 tons of solid waste. Each day 2,000 trucks transport waste off the Island. 

Still, murmurs of the prospective ashfill site have led to controversy over the past year. Some residents and advocates have petitioned and publicly protested against the creation of any new place to dump ash, saying it will cause health issues for residents who live near the landfill. 

On Oct. 31, residents and advocates protested in front of the landfill against such a new ashfill. Activists for the protest organizer, Brookhaven Landfill Action and Remediation Group, said the location of this new ashfill was especially concerning with more than half the residents of the surrounding community are Black or Latino, according to census data. Those residents have complained about odor and health issues, pointing to the landfill as the culprit.

The group called for a “regional solution” to the solid waste issue. 

“We stand with the African American, Latinx, Indigenous, and working-class communities of North Bellport who refuse to continue bearing the brunt of the Town of Brookhaven’s fiscal mismanagement and lack of environmental planning,” said Monique Fitzgerald, a Bellport activist and leader of the landfill action group, in a release. 

Still, Supervisor Ed Romaine (R) has also sought such regional efforts, though there is not much in the way of any one person or group stepping up to the plate. 

At a Feb. 27 meeting of the Long Island Regional Planning Council about the impending solid waste crisis, business leaders, officials and regional leaders called for potentially finding other ways to ship trash off Long Island. Romaine suggested innovation in ways for residents to dispose of garbage rather than just burning or storing in landfills.

Her name was always Erica. 

Erica Forman, of Hauppauge, began to transition her gender from male to female in her late 20s. In 2012, she officially changed her name to Erica, one of two names her mother loved before she knew the sex of her baby 51 years ago. 

“This would have been my name,” Forman said. “Back then, you had to choose two names, so Erica was the name that was planned.”

Forman chose to share her story to commemorate Transgender Awareness Month. November has been dedicated to the transgender community across the country in hopes of bringing awareness to a community that rarely has a voice. Nov. 20 is dedicated to solemnly remember the lives lost to anti-trans violence on Transgender Day of Remembrance.

According to GLAAD, an LGBTQ+ media force, TDOR was started in 1999 by transgender advocate Gwendolyn Ann Smith as a vigil to honor the memory of Rita Hester, a transgender woman who was brutally killed in 1998 as a hate crime. The vigil, to take place Nov. 20, commemorates all the transgender people lost to violence since Hester’s death, something now called the annual Transgender Day of Remembrance. 

This year, more than 30 transgender people were killed in acts of violence as of Oct. 6, according to the nonprofit Human Rights Campaign. The campaign reported it has not seen such a level of violence at this point of the year since it began tracking that data in 2013. 

Forman said she knew something was different as a child. At around age 12, she began experimenting when her mother wasn’t home. 

“I never really understood why I identified with girls’ things growing up, but I couldn’t really be open about it,” she said. “I spent a good amount of my time pre-transition trying to fit in.”

In college she was in a fraternity. “I love those guys,” she said. “They’re my brothers and I’m their sister now.” 

David Kilmnick, president and chief executive officer of Long Island’s LGBT Network, said acknowledging this month is important because it sheds light to issues that are rarely talked about. 

“We’re bringing visibility and awareness about the trans community and the issues our trans community faces,” he said. “We join together as one community to stop hate against all groups, particularly the issues of violence against trans women and women of color that are kept in the closet.”

Kilmnick said the names of those who perished from hate crimes are rarely ever said.

“This brings together our community to speak out and say whatever is on your mind — say what you want to see happen,” he said. “Say the names of those who were murdered by hate violence, so we don’t have to say another name ever again.”

Transgender people often experience harassment in the day to day, such as in the workplace.

After more than a decade presenting as male at work, Forman decided to transition full-time in 2008.  

“At my job, I experienced a whole a lot of resistance,” she said. “HR confronted me and said, ‘You know, we hired a man.’”

She said the job forced her to wear a tag with the male name she was assigned at birth, because she was still going through the lengthy and arduous process to legally become Erica on paper.

“It was awful,” she said. “Eventually I was able to hold on to it, and transition at the job, but it was a fight. There was a fight almost all the way. It’s one of those very difficult things that we face, finding work as our authentic selves — there’s just a lot of bias, and people will find other reasons not to hire you.”

Forman said she shared her story as an advocate to the trans community to let people out there know that things will be okay. 

“Would you rather be happy, or would you rather be miserable?” she said. “My days are filled with me wanting to be alive and wanting to do things, and now I’m able to interact with the world, like I never did before.”

Along with the LGBT Network, The Transgender Resource Center of Long Island, based in Manorville, is a relatively new nonprofit established by members of the transgender, non-binary and gender non-conforming community, their families, partners and allies. 

“We’ve helped hundreds of people,” said Ursula Nigro, the director of operations for the center. “Whether it’s a call for a resource, support groups, hooking people up together to go and rent spaces — we have a lot of homelessness in the trans community and it’s super difficult.”

Nigro helped found the group four years ago when her wife started transitioning. Their goal was to create a space that will help the local transgender community, while educating businesses, schools and offices on inclusivity training. 

“Trans folks want to be treated with respect and dignity just like everyone else,” she said. “I think there’s a fear that needs to be extinguished, and people need to be aware that quite a large population of the world is trans. It’s not a choice and it’s not a mental illness.” 

The month of November, especially this week ending Nov. 20, has become a time for the trans community to communicate tolerance.

“You’ve met somebody who’s trans in your life,” Forman said. “And did it hurt? Did that encounter hurt you? No, it doesn’t hurt anybody. The worst it does is wounds somebody’s heart and their memory of you.”

Being transgender means something different to each and every person. 

“The best way to think about is people need to be comfortable in their bodies and their identity and that looks different for lots of people,” Forman said. “That’s why identity is something in your soul. Only you know what feels right, what fits right and what sounds right.”

On Friday, Nov. 20, The LGBT Network will be hosting Transgender Day of Remembrance: Speak Out, a free virtual event to share stories to remember the lives lost this year to transphobic violence. 

“Speak Out is for everyone to join,” Kilmnick said. “It’s not just for the trans community — We have to join together to stop hate and violence.”

Though Brookhaven Town has a structured financial path through 2021, much of it depends on where the pandemic goes in the opening months of next year. The town is also hoping for federal reimbursement of millions of dollars spent in both pandemic and storm response.

The town held a public online Zoom hearing for its $307 million budget Nov. 5. During the hearing Tamara Branson, commissioner of finance, said the biggest increases are in the form of a $2.34 million general fund property tax increase. This is being offset slightly by highway taxes, leading to an annual tax increase of a little under $9 for the average homeowner. It also remains under the 1.56% New York State tax levy cap. Refuse and garbage will remain at $1 a day for a single-family home at $365. There is also a 3% contract increase for ambulance districts as with the pandemic “we felt they needed a little extra money this year above and beyond the 1.56% property tax cap,” Branson said.  

The new budget also has to assume the government will resume normal operations starting the second quarter of next year, though that remains subject to any future surges of COVID-19.

The town did not use any 2020 fund balance to fill in the gaps of the 2021 budget, as “we have a lot of risk to the fund balance already,” she said.

Matt Miner, chief of operations, said the town has focused on not using any fund balance to balance the budget, saying they want to “live within their means.”

“We do have fund balance should there be an unexpected emergency,” he said.

The town laid out the costs to deal with the pandemic, along with other natural disasters. The town anticipates a cost of $4 million to retain certain employees at full salary during the pandemic, namely those who were unable to work because of the mandated 50% workforce reduction. Another $1.5 million was used for contractual expenses related to the pandemic, which includes mitigation efforts to reduce the spread of the virus. 

In terms of storm response, Brookhaven expects a cost of approximately $14 million to both prepare for Tropical Storm Isaias and remove debris from people’s homes on practically every residential street within the town. Another $15 million is approximated for tree stabilization after the storm had passed.

Branson said COVID contractual expenses are ineligible for Federal Emergency Management Agency aid. Miner later clarified there was still a question of what other expenses the town can expect to get reimbursed by FEMA.

There is another near-$30 million for other grant awards that the town has to advance, though those funds are expected to be reimbursed by the granting agencies.

In addition, the town is reducing its snow removal budget by $1.2 million, saying it has another $5.4 million left in the snow removal reserves for any major winter issues. 

“Preservation of fund balance from a budgetary point of view was not an option, given these risks that we have to fund balance as we move into 2021,” she said. 

Still, the 2021 budget does maintain constituent services through some reorganization. Department revenues are being reduced by $9 million compared to 2020, though some is offset by $5.5 million in spending reductions. The rest has to come from property tax increases.

Other revenues, including from the landfill and recreation fees, are down across the board. 

Brookhaven is set to vote on its 2021 budget at its Nov. 19 meeting.

With the approaching emotions of the holidays, Suffolk County residents may face persistent and unwanted changes in their lives, from not seeing a cherished family member to remaining confined to the same house where they work, live, eat and study. Between now and the end of the year, TBR News Media will feature stories about the impact of the ongoing pandemic on mental health. The articles will explore how to recognize signs of mental health strain and will provide advice to help get through these difficult times. This week, the article focuses on youth.

School districts are letting their students know that it’s okay to be in touch with their feelings.

During this unprecedented and scary time, district officials across the North Shore said they immediately knew that they needed to buckle down and implement different mental programs to accommodate the changing landscape of education and the COVID-19 pandemic worry.

Jennifer Bradshaw, assistant superintendent for instruction and administration with Smithtown Central School District, said they started the school year with training for all staff members in social and emotional learning. 

“We’ve always privileged student and staff mental health and wellness, so we’re doing what we did in years past, just a lot more of it,” she said.

Smithtown has been including ongoing contact among school counselors, social workers, psychologists, administrators, teachers and other staff members to evaluate student and family needs for food, technology, mental health, counseling, and academic support.

Farther east in Rocky Point, Toni Mangogna, a social worker at Rocky Point High School, said they have been seeing an increase in student anxiety surrounding the pandemic. “Coming back to school is so different,” she said. “We’re trying to get our services out to as many students and families as we can.”

As part of their SEL programs, the district offers a virtual classroom that students can access at home or while in school to request an appointment with a school counselor or psychologist. 

“It’s a great option for kids who are working from home,” she said. “I think students miss that one-on-one connection.”

The virtual office also offers breathing exercises and tips for practicing mindfulness. Mangogna said she sees students sharing the services with their family and friends. 

“These students are really in touch with their feelings,” she said. “If we can make that connection with parents and students, I think we’re really making a difference.”

The Rocky Point social worker added that while the kids are stressed, parents are seeking help, too. 

“Parents have anxiety,” she said. “It’s difficult for parents to be that support for students when they’re having their own struggles and anxiety.” 

Her colleagues have been working to help and refer parents to local psychologists. 

“Because we don’t have that face-to-face opportunity anymore, it increases wanting to talk to social workers,” she said. “Just to have somebody in front of them that can validate that feeling. I think students miss that one-on-one connection.”

Dr. Robert Neidig, principal at Port Jefferson Middle School, said they are implementing different programs specific to his and the high school’s students. 

“At the middle school, we have a wellness and mental health curriculum with different types of activities students can do,” he said.

Neidig said they’ve had the program for a while, but during the COVID crisis, they “suped it up and since implemented character education lessons.” Since September, they hired a full-time psychologist for the middle school and the high school.

“During this time, it’s taken on new meaning,” he said. “Stress levels, anxiousness — we’re all feeling the effects of it. We’re trying to do the very best we can.”

He added that every teach is going above and beyond to make sure their students are doing alright.

“It doesn’t matter if you walk into a health class, an English class or math class,” he said. “Teachers are taking the time to check in students they understand if kids aren’t there mentally, the learning will be lost.”

Three Village Central School District’s executive director of Student and Community Services Erin Connolly said they also implemented a virtual program to continue and promote SEL. 

“Our district really values mental health,” she said. “We have been working on return to school protocol and mental health plan for students and family for pre-k through grade 12.” 

Their three-tier plan has a strong emphasis on supporting the district’s staff. 

“By supporting them, we’re supporting the students,” she added. “It’s a dynamic plan.”

Dr. Alison Herrschaft, a social worker at Three Village, said that early on in the school year, counselors and social work staff met with each and every student in the school. 

“By doing that, it gave those kids the opportunity to put a face to the staff who can help,” she said. “They’re more likely to seek out help if they’re really struggling and acknowledge that it’s okay to not be okay.”

By integrating themselves more into the hallways and classrooms, Herrschaft said the kids who might not have been aware of the staff before, now see these staff as “rock stars.”

“We wanted to normalize asking for help,” she said. “It’s accessible to anyone who needs it.”

Although Three Village buckled down during the pandemic to make mental health more available, they won’t stop their program even if a second wave hits. 

“A big goal with the plans we developed is if we had to go remote again, based on numbers, our SEL plans will continue while we’re out,” Connolly said. “It was really important to have a seamless transition so that doesn’t change, and it still gives kids points of contact if they’re home again, they’ll be well-versed.”

As the temperature drops in the fall and into winter, fire departments on Long Island and elsewhere are trying to help restaurants and other businesses remain open outside while ensuring a safe environment for customers.

“The town has gone above and beyond and continues to try to accommodate those businesses to keep them open or get them open, to increase their occupancy load,” said Brookhaven Town Chief Fire Marshal Chris Mehrman. “We have to balance between safety and allowing businesses to operate.”

The fire marshals have been busy, as they try to educate business owners about the safest way to run heaters, as well as to prepare for the coming winter.

Some business owners who don’t typically have outdoor seating or who aren’t aware of the rules regarding heaters and tents have found the rules difficult, particularly amid the strains caused by the pandemic.

As examples, portable heaters are prohibited within five feet of any building and within five feet of any exit or exit discharges. They are also not allowed on any exterior balconies or within any tent, canopy or other membrane structure.

Some business owners “thought they could just do what they needed to do,” Mehrman said. “People don’t realize there are codes and standards that we need to enforce.”

Although there’s no cost, business owners need to understand the process.

“The town has gone to great lengths to make sure they get these COVID-19 accommodations for outdoor dining,” Mehrman said.

The fire department has been working with business owners to help them meet code and permit requirements.

Fire marshals are sometimes taking steps out of order. Merhman said they have arrived at sites and conducted inspections. Even though the business may not have permits, the fire marshals conduct inspections to see if a tent can remain where it is legally.

The marshals have told business owners to submit their application immediately and to obtain an engineer’s certification, so the marshals can legalize the installation.

The town department has streamlined the process. At the same time, fire marshals have focused on the next step in the march towards winter: snow.

While tents offer opportunities to expand restaurants and bars into outdoor space, they need to be able to handle the additional weight.

“We have to ensure that the tents are going to withstand the snow loads,” Mehrman said.

On a small number of occasions, fire marshals have had to order tents down, either because they were improperly installed or because they were not going to be able to meet the state code.

Putting tents up on decks against buildings is a violation of the state code. Businesses have to have a permit for an addition to a building.

Businesses have also improperly used heaters and were ordered to remove them.

“Thankfully, everybody is complying,” Mehrman said. In some cases, the fire marshals need to convince the managers or owners, but marshals are reluctant to issue court appearance tickets.

“We want to achieve compliance, but we want to do it in an appropriate manner,” Mehrman said.

The fire marshals have been checking and rechecking on sites, to ensure safety and compliance.

To accommodate and streamline the process for outdoor dining, the town has created a COVID-19 Dining Accommodation permitting process. The town is offering a one-stop location to submit paperwork for the accommodations, which includes putting up tents.

Mehrman said residents who read the documentation on the web site, fill out the application appropriately and submit it electronically could probably complete the process within a couple of days.

Patrick Boyce, of Middle Island, shuffled forward on a line he stood in for the past three hours Oct. 24. As time dragged on, and his feet grew sore, he said he wished he had brought a chair.

He wasn’t the only person complaining about sore feet, as Boyce was just one of 55,000 people, including 20,319 in Suffolk, who came out to vote on Long Island over the weekend of Oct. 24 and 26, according to Newsday. At Brookhaven Town Hall, just one of two locations in Brookhaven where one could vote early, the line started near the end of the hill along Independence Drive. It curved up and over to the left, then wrapped like a snake through the parking lot south of the main building before finally ending at the front door of the main building. Poll workers walked through with a unique kind of energy, getting people to move forward in line and make room for more.

The time to vote was from 10 a.m. to 3 p.m., but as the line closed to any newcomers in the evening, hundreds still had to make their way into the polling place. Some, like the Biondo family of Port Jefferson, spent five hours on line, having originally arrived around 12:30 p.m. The line at Nesconset Elementary School, which they tried first before coming to Brookhaven, was just as long, if not longer.

By most accounts the lines were long but calm, and the majority of people were wearing masks. At Brookhaven Town Hall, people paid for snacks and drinks from a small concession stand like food hawkers at a major league game.

Boyce, who got on the line at 11:54 a.m., though he was getting there early, though very few expected the lines to be that long. 

“It’s worth it though,” he said. “I think election day, it’s going to be even worse.”
