At the Monday, June 10, Port Jefferson Civic Association meeting, new officers were sworn in, an update on the looming Staller development in Port Jefferson Station was given, and civic members took part in brainstorming ideas and solutions for the village’s most pressing issues.

The new leadership team, with terms expiring in 2026, were officially sworn in by neighboring civic president Ira Costell. The officers sworn in were Ana Hozyainova as civic president, Holly Fils-Aimé as vice president, Marilyn Damaskos as treasurer, Janice Fleischman-Eaton as recording secretary and Kathleen Mc Lane as corresponding and outreach secretary. 

Jefferson Plaza development proposal updates

Following the official business, Costell, president of the Port Jefferson Station/Terryville Civic Association shared some updates pertaining to the proposed Staller redevelopment of Jefferson Plaza, a development he feels will have a big impact on nearby communities.

“This significant development will, for better or worse, change the face and future of our community, as well as impacting Lower Port,” Costell shared. Back in March, Costell, on behalf of the PJSTCA, wrote a letter to Town of Brookhaven board and the town’s Highway Department [see “Port Jefferson Station/Terryville civic requests traffic study,” from May 3] asking for a comprehensive study to assess the influx of traffic from this proposal. 

Since then, the PJSTCA has heard back from Town of Brookhaven councilmember, Jonathan Kornreich (D-Stony Brook), who agreed with the sentiments expressed in the letter and assured that the town “shares the concern about the cumulative impact these developments may have on traffic” and “would like to stay ahead of it.” 

Others chimed into Costell’s speech and shared concerns about the potential impact on traffic, as well as quality of life and affordability, while others emphasized the need for comprehensive planning and coordination — something Costell has advocated for since the developer’s initial proposal. 

“Our community has chosen to not throw up a blockade and say no more, not in our backyard,” Costell said. “We embrace and want to engage with a future that makes sense for our community, that we can digest properly. Without comprehensive planning and coordination, it could be a nightmare that’s going to impact our communities negatively.”

In recent years, the village has seen substantial development and its impacts on the community. Both, the Overbay and The Shipyard complexes have left an impact on the community as residents feel the respective developers were not overtly transparent in their building plans.

Local architect, Heather Brin, echoed these sentiments sharing notes from her expertise, “The Shipyard, downtown, is illegal in terms of the height,” Brin alleged. “The developers raised the level of the berm that the property sits on so they could build as high as they did.” 

Civic members have since questioned the Staller project’s viability, safety concerns and the importance of finding a balance between developer and community needs. The PJSTCA will host Staller Associates on June 20 at 7 p.m. at the Comsewogue Public Library, 170 Terryville Road, Port Jefferson Station, to continue the community conversation.

Village issues going forward

Shifting gears, Hozyainova asked civic members to bring issues, concerns and wishes for the village to the forefront of the conversation. From this, several pressing issues resurfaced and some new ones emerged. 

Residents campaigned for increased walkability of the village, sharing notes of overgrown vegetation limiting sidewalk access. To this, Fils-Aimé asked for increased volunteerism and formation of committees dedicated to their respective concerns.

“Bring a proposal forward, somebody has to lead the charge,” she said. “We can have multiple committees, maybe a couple people are interested in that [issue] or maybe you want to bring them here and have them join the civic association.” 

Others shared their respective concerns over the Port Jefferson power plant and its future, capital projects in the village and in the school district, village constable’s office hours, the future of the country club and the East Beach bluff, keeping and restoring trees and other natural vegetation, were among some of the many issues brought to the metaphorical table. 

LIRR electrification

Adding to the growing list of village concerns, Port Jefferson resident Bruce Miller brought a motion before the civic requesting that Gov. Kathy Hochul (D) makes enforcement of the state’s Climate Leadership and Community Protection Act a priority of the Metropolitan Transportation Authority and the Long Island Rail Road in their new 20-year plan. 

Miller explained in his motion that diesel locomotion is no longer acceptable transportation under this act and that riders along the Port Jefferson Branch are “forced to use their internal combustion vehicles to drive to Ronkonkoma for a decent ride,” 

In addition to concerns with ridership and the environment, Miller also detailed that the utilization of hydrogen rail or separate-car battery transportation could allow for a large industry based in New York state — to the benefit of many. 

The motion to approve Miller’s proposal asking Hochul and LIRR President Robert Free to meet with the civic association and Suffolk County’s elected representatives was approved and will be subsequently shared with all necessary parties. 

The next Port Jefferson Civic Association meeting will be held on Aug. 12 at the Port Jefferson Free Library, 100 Thompson St., at 6:30 p.m.

In the spirit of the Town of Brookhaven’s annual Great Brookhaven Cleanup event, Port Jefferson Station resident, Gary Bolk volunteered his time on May 18 to cleaning up his community. 

Bolk got his start early in the morning, “It started today at 8a.m. for me,” Bolk said. “I was dressed in work boots, long socks, long pants, a long sleeve shirt, gloves and a hat. I brought my wheel barrow, four-wheel garden cart and some miscellaneous tools. At first it was just me and the deer family I saw jumping through the woods.”

Later on in the day and to Bolk’s surprise, other residents shared a similar idea — cleaning up the park neighboring the woods Bolk was in the process of clearing. Jerry Meekins, along with other nearby volunteers soon helped to clean the space. 

As the two continued removing garbage, passers-by joined in, namely, James and Melissa Barton, a son and daughter duo. 

As the day went on more volunteers showed up ready to help and the group was able to remove piles of junk and numerous bags of plastic cans and bottles.

The dust has barely settled from the demolition of 14 buildings at the long-blighted Lawrence Aviation Industries site. However, the promise the site holds as the only viable location for the rail yard needed to facilitate the modernization of the Long Island Rail Road’s Port Jefferson Branch is quickly fading.

For years, community organizations, business leaders and a united bipartisan coalition of elected officials — from County Executive Ed Romaine (R) to U.S. Sen. Chuck Schumer (D) and virtually every elected office in between — have worked tirelessly to craft a community-supported plan to clean up and redevelop the site. In fact, the Metropolitan Transportation Authority/LIRR is currently in contract to purchase a portion of the Lawrence Aviation site for railroad use, including a rail yard, as part of the Port Jefferson Branch modernization project included in the MTA’s recently published 20-Year Needs Assessment. The purchase price from Suffolk County Landbank Corp. to the MTA for the site is only $10.

Now, with a hard-fought victory in sight, the remaining puzzle piece that could derail the community’s vision is a slow-motion negotiation between the New York State Department of Transportation and the MTA to finalize an easement over a state-owned right-of-way for an unbuilt highway that has been converted into the Setauket-Port Jefferson Station Greenway trail to make the entire site inclusive of a functioning, relocated rail yard terminus for the LIRR. For the plan to move forward, DOT and MTA must finalize an agreement before June 30.

The modernization of the Port Jefferson railroad line is imperative to address climate change issues and prepare our regional transportation system for the future. The stakes are high — communities along the Port Jefferson Branch comprise 30% of Suffolk County’s population. The branch also serves faculty and students at Stony Brook University, the largest single-site employer on Long Island.

Stations along the Port Jefferson Branch are among the most reliant on outdated and polluting diesel technology in the LIRR system. Further, inferior service on the branch contributes to roadway congestion and additional air pollution as Suffolk residents along the Port Jefferson Branch opt to drive to Ronkonkoma and other stations to access single-seat service to their destinations.

Modernization of the Port Jefferson line has been promised for decades. An internal MTA study determined that double-tracking and electrifying the line is feasible. There is overwhelming support among residents and businesses, and long memories of broken promises for change.

If DOT and MTA — two state-controlled agencies — can’t agree to easement language quickly, communities from Huntington to Port Jefferson will lose out on the opportunity to include funding for the early planning and preliminary construction phases of modernization in the upcoming 2025-2029 MTA Capital Program, delaying the planning process for this long overdue and transformative project for at least another five years.

If this hard-fought plan, built on a solid foundation of community and bipartisan political support, is allowed to fall by the wayside, electrification may never happen — to the lasting detriment of the entire region.

State agencies must work together in the weeks ahead to ensure that this unique opportunity to modernize the Port Jefferson Branch can, finally, leave the station.

Port Jefferson Station/Terryville Civic Association held its monthly meeting at the Comsewogue Public Library on Tuesday, May 28, where members discussed various projects and concerns surrounding the community.

Headlining the meeting, civic president, Ira Costell addressed the current status of the Train Car Park located off Nesconset Highway in Port Jefferson Station. 

The park has recently undergone a remodeling project after a car accident displaced the preexisting park. The renovated park will be unveiled July 3 with a celebratory free concert for the community and a ceremonial ribbon cutting.

Community members interested can purchase a custom-inscribed brick to be placed in the park. All proceeds will go toward the local chamber of commerce to restore the flagpole damaged from the accident.

Following mention of the Train Car Park project, Costell shared the winners of the civic association’s scholarship — awarded to two Comsewogue High School students who have displayed remarkable community service. The winners will be announced and given their respective scholarships in June.

Concerns addressed

Ongoing concerns in the community also had a place at the table on May 28. Residents and civic members shared disquiet over the few homeless individuals frequently found sleeping near the Train Car Park. 

One resident recalled a woman and a man allegedly engaging in “inappropriate activities” and soliciting money from drivers along the roadway. Costell and civic association vice president, Carolyn Sagliocca, plan to coordinate with the Suffolk County COPE and mental health services to help mitigate this issue.

“We have been communicating extensively with Officer Berry — a Suffolk County COPE officer. Berry just wrote a letter because it’s not only at the Train Car Park, we had an encampment that was right outside the library across the street.” Costell said.

Another concern addressed was that of the proposed Staller development — an ongoing issue in this community. At the last meeting, the civic addressed the Town of Brookhaven in a letter asking for a comprehensive traffic study for the area surrounding the proposed development. Since the submission of the letter, the civic has not heard from the town or any other respective members. 

“I’m planning on going up to the Town Board at the next meeting to remind them that we would like a seat at the table. We’re entitled — with this kind of development facing us — to have a voice, and we want that heard and respected beyond just the public hearing, for not just that development but multiple developments,” Costell said.

Guest presentations

Irene Michalos and Carol Carter spoke before the civic association about their respective organizations — both seeking to provide a better life for children and families in need.

Michalos heads the Agape Meals for Kids program which provides meals for food-insecure children. 

“There are over 70,000 children on Long Island who are experiencing food insecurity,” Michalos said.

The Agape program provides backpacks with kid-friendly food for children and subsequently delivers the packed bags to partnering school districts each Friday during the school year. 

Contrarily, Carol Carter began her support campaign with a goal to help those experiencing substance use and abuse with a focus on adolescents. Her program, Sunshine Alternative Education & Prevention Center, uses a variety of prevention and education programs to help build drug-free and violence-free communities.

“Erase the stigma. This is something that we need to talk about because everyone has been touched by someone who might have an issue,” Carter shared. “It doesn’t have to be a family member, but a friend who has a problem, maybe related to substance use and abuse.”

All members of the Brookhaven Town Board at the May 16 meeting sported a green ribbon to signify their support for mental health awareness. “We are all wearing green ribbons … that is for mental health,” town Supervisor Dan Panico (R) said. “Statistics show one in five people in this country have a mental health issue. It is an issue that touches all of our lives, some of our families and what we want in the Town of Brookhaven for you to know you are not alone.” 

Panico continued, “There is help out there. If you feel you need help or a family member needs help, contact the supervisor’s office or your councilperson.”

Moving on to the public hearing portion of the meeting, several applications were addressed including a modified site plan of Mount Sinai Meadows. The plan to amend the excess materials to be removed from the site was approved and will have no financial impact. 

In Centereach, the Centereach Hyundai filed an application for a change of use for the reduction of the building size from 45,150 square feet to 40,091 square feet, update landscaping, lighting and parking areas, special permit for outdoor parking or overnight parking with variances for property located on the north side of Middle Country Road. The application was approved with oversight from the town Environmental Protection Division ensuring no significant impact on the environment. 

Soon after, the board addressed the resolution agenda portion of the meeting. As part of the town’s agreement with the Long Island Housing Partnership, an extension of the initial agreement was granted. This agreement from May 25, 2022, was created under Title II of the National Affordable Housing Act of 1990. The general purposes of the program include expanding the supply of decent and affordable housing, particularly rental housing, for low and very low-income persons. The program is fully supported with HUD Federal funds. There is an adequate budget of $90K remaining resulting in no financial impact.

A request was made by District 1 councilmember, Jonathan Kornreich (D-Stony Brook) for increased travel efficiency of the Port Jefferson Ferry terminal. The Bridgeport and Port Jefferson Steamboat Company is currently in the process of a major construction project at the ferry terminal by connecting to a sewer line located in a Port Jefferson Village parking lot. Approval of the councilmember’s request is awaiting state Legislature approval. 

Still pending decision, the application by Staller Associates for a zone change from Business to a Commercial Redevelopment District located on Patchogue Road in Port Jefferson Station. The application, initially submitted in 2021, proposes a demolition of an existing commercial building and an addition of a new mixed-use development. The proposed development includes seven commercial buildings for retail, restaurant, health club, professional/medical buildings as well as 280 dwelling units — 20% of which will be marketed as affordable housing units.

The Town of Brookhaven is making a revitalized effort to remove illegal signs and enforce commercial sign restrictions. 

Unclear diction in the existing code made enforcement difficult, but now, as the town revises the code, officials are reviewing and discarding prohibited signs throughout Brookhaven. 

Signs in the right of way along state-owned highways were simplest to extricate, as anything in that zone is considered litter according to New York State. However, restrictions unique to the town in regards to size, location and lighting were more challenging to enforce. 

Councilmember Jonathan Kornreich (D-Stony Brook) said, “The new sign code will be a little more detailed and enforceable in regards to size, location and lighting.” According to him, unclear language and years of making exceptions make the current code insufficient. 

The proposed new code includes a more extensive list of purposes and 30 more definitions for terms and signs named in the code.

While zoning districts have different restrictions in terms of size, placement, lighting and materials, there are certain signs prohibited in all areas, such as revolving signs, reflective signs, billboards, roof signs, signs for off-premises businesses and signs attached to a tree, fence or utility pole, among others.

“The public interest has to be taken into consideration and allowing the proliferation of signs makes the streetscape look terrible,” Kornreich added. 

Improving the aesthetic of the community and preventing dangerous distractions to drivers were listed as considerations in the code revision.

While some business owners may feel these restrictions hinder their ability to attract customers, Kornreich, a small-business owner, is confident that by improving the atmosphere, more people will want to visit the area. 

Instead of signs, businesses can buy ads in newspapers or utilize websites and social media, he said. “Ultimately, making the community beautiful and a more desirable place to live is good for everybody. Our goal is not to harm small businesses — our goal is to make our downtown community better and more inviting.” 

This sentiment is echoed in the revised code. Most signs, including personal expression signs and temporary signs, require a permit from the Building Division. 

The town has sent the proposed revised code to the Port Jefferson Station/Terryville Civic Association and chamber of commerce, also the Three Village Civic Association and chamber of commerce for review. After a period of feedback from these organizations, there will be a public hearing.

The Greater Port Jefferson Chamber of Commerce hosted its 15th annual Health & Wellness Fest at The Meadow Club in Port Jefferson Station on Saturday, April 13. Dozens of businesses — ranging from local clinics to internationally recognized organizations — attended the event to spread awareness of their efforts to help people create healthy habits and promote a wellness lifestyle. 

Both returning and new businesses set up booths around the club. Some had attended for 15 years. For most, it was their first time at the Health & Wellness Fest. 

Many of the booths were centered around heart and mental health, but there were also representatives from therapy groups, local gyms and several other related programs. However, there was one main theme across the board: preventative care. Officials spread awareness about early screenings for different illnesses, regular doctor checkups and healthy eating to prevent chronic diseases.

For example, the Fortunato Breast Health Center at Mather Hospital is promoting breast health through early mammograms — around age 40 for all women and earlier for those with a family history of breast cancer — as well as breast self-examinations. According to Maureen Burke, an employee at the center, they have many resources for women who have been diagnosed with cancer and are encouraging them to utilize these opportunities. 

“We’re just making them aware of different programs that we have,” Burke said. One such program is a navigation system in which nurses follow patients through their cancer journey and are always available via phone to help schedule appointments or answer any other questions. In addition, they educate people on lymphedema and offer different blood tests through their oncology department. 

Other programs, such as the Cornell Cooperative Extension of Suffolk County, focused on nutritious eating habits to promote longevity. This organization is advocating for the MyPlate meal plan, which stipulates that half of our plates should be filled with fruits and vegetables. In addition, Cornell encourages making better beverage choices and remaining physically active. 

Linda Altenburger, a registered dietitian and the program manager for the organization’s diabetes team, said that Cornell has also partnered with WIC and SNAP-Ed populations and has offered many free resources to the community.

“We’re an outreach, you know, to the community … [we have] a lot of hands-on programs for children and adults, and overall just provide great resources so the community knows where to turn,” she explained. “We’re trying to reduce the incidence of diabetes and help those that are trying to lose weight and just how to cook healthy with more fruits and vegetables.” 

Cornell Cooperative has also partnered with local farmers markets and Sun River Health to further their efforts for the community. 

There were representatives at the fest from mental health groups such as LightPath Counseling Group and Youth Enrichment Services. 

LightPath has 20 therapists that have various focuses. Janice Martin, director of LightPath and a clinical social therapist for over 20 years said, “We do anxiety, depression, relievement, pretty much everything. Each therapist specializes in something different.”

Youth Enrichment Services was founded in 1987, but recently added its Community Mental Health Promotion and Support division. The organization is mainly located in Brentwood and Islip, with several school programs focused on mental health and community drug misuse awareness. This is the first year YES has attended the Health & Wellness Fest. Fernando Hurtado, a member of the COMHPS division, explained that it “is a good opportunity because it gives everybody a way to bolster everybody’s mental health outreach.”

Other groups present at the event included Redefine Fitness, Stony Brook University Heart Institute, New York Blood Center, Port Jefferson Free Library, Countryside Animal Hospital and more.

The long-abandoned Lawrence Aviation Superfund site in Port Jefferson Station is now completely demolished, and nearly ready for development.

The Metropolitan Transportation Authority has been pursuing a contract to purchase 40 acres of the property to convert into a rail yard. Another portion is expected to be used for a solar farm. The rest will likely be preserved as open space. 

Herb Mones, Friends of the Greenway editor-in-chief and president of the Three Village Community Trust, wrote in an email that while there hasn’t been an official sale to either the MTA or to a solar farm firm, it is likely that these sales will happen and that a portion of the Greenway trail will have to be rerouted to accommodate a new rail yard. 

“This is great news for the surrounding community as it finally clears a giant eyesore and place for hanging out,” said Charlie McAteer, chair of Friends of the Greenway. “The idea of relocating the train yard to this site, along with the proposed passive solar farm and one-third of the space as open space, is a great benefit to all.”

The buildings are indeed demolished, but the area may need to undergo further examination to ensure that all harmful chemicals are neutralized. In order to continue with development plans, the Environmental Protection Agency is investigating for any residual contamination. The EPA expects to have more knowledge about the land’s status this summer. If further extensive remediation is required, it will be addressed in a public meeting. 

The New York State Department of Environmental Conservation website stated, “Remediation activities will continue for several years to come. The site cleanup activities will also result in site safety and security, allowing for a planned solar farm to be installed in the former footprint of the site buildings.

According to Mones, the MTA and the NYS Department of Transportation are in disagreement over a portion of the Greenway. Reportedly, the NYSDOT is unwilling to relinquish the portion of the Greenway that the MTA plans to use for the new rail yard. 

The MTA hasn’t explicitly stated any intention to electrify the Port Jefferson Branch line. TBR News Media reported MTA CEO Janno Lieber as having said at an October meeting that electrification of the line was under consideration. 

In rerouting, Friends of the Greenway wants to ensure the preservation of the trail experience, and has noted “requirements” such as security barriers between the rail yard and the path, a “significant buffer” between the path and homes, and accessibility. 

“The redevelopment of the Lawrence Aviation property will benefit the wider community,” Mones said. “The removal of the buildings finally brings to an end a decaying, dilapidated industrial site that often attracted criminal activity: vandalism, graffiti, trespassing.”

In a triumph for local preservationists and historians, the William Tooker House on Sheep Pasture Road, Port Jefferson Station, has been safeguarded from neglect and demolition. The oldest known structure in the village faced threats of urban renewal before being included in Preservation Long Island’s Endangered Historic Places List in 2021.

Constructed before 1750, the William Tooker House holds immense historical significance. It was once the residence of William Tooker, a descendant of early Long Island colonists, whose family played a pivotal role in the region’s colonial history. The house itself is a testament to the area’s heritage, retaining a colonial Cape Cod-style timber frame on intact fieldstone foundations.

A significant milestone was reached on Oct. 3, 2022, when the Village of Port Jefferson agreed to purchase the property from its current owners using a grant applied for by Steve Englebright (D-Setauket) during his time in the state Assembly. Through the State and Municipal Facilities Program, the Village of Port Jefferson was granted $500,000 to be associated with purchase and restoration of the property.

Since 2022, local officials have worked to decide the future of the property, mentioning using the house as a central museum to pay tribute to the village’s history.

“The mayor seems very focused on the significance of the site, wanting to operate within the parameters of the grant,” now-county Legislator Englebright said of Port Jefferson Mayor Lauren Sheprow’s plan for the property. “The grant will more or less include the acquisition cost as well as a phase one restoration.”

Englebright described a phase one restoration project as stabilizing the existing structure, returning it to as much of the original structure as possible and using whatever may be left over from the grant to refurbish the interior and possibly add or update the existing heating and cooling units.

The village has not yet finalized the acquisition but is actively in contract to do so, Englebright explained. Despite its historical importance, the William Tooker House has been endangered by neglect, demolition threats and insensitive alterations over the years. However, with the village’s eventual acquisition of the property, a new chapter in its preservation is soon to begin.

Preservation Long Island, along with local community members and organizations such as the Greater Port Jefferson Historical Society and Port Jefferson Station/Terryville Chamber of Commerce, have advocated for the preservation of this piece of Port Jefferson’s history. Their efforts have culminated in the village’s commitment to acquire and preserve the property in collaboration with community stakeholders and nonprofit stewardship partners.

To further ensure the preservation of Port Jefferson’s historic resources, including the William Tooker House, Preservation Long Island and local advocates have outlined a series of actions for village officials to undertake. These include conducting a survey to identify and designate all historic resources and districts, leveraging public funding with private donations for rehabilitation work and incorporating historic preservation into downtown revitalization plans.

In addition, the New York State Historic Preservation Office recognized the property’s importance by determining its eligibility for listing on the National Register of Historic Places in 2020. With the village assuming ownership, it can proceed with the application for this designation. If successful, the designation will not only honor the house’s historical significance but also make the village eligible for tax credits, financial incentives and technical assistance for rehabilitation work.

With the William Tooker House now under the village’s stewardship, there is renewed optimism for its preservation and future as a cherished landmark in Port Jefferson. As efforts continue to unfold, residents and historians alike look forward to seeing this iconic structure restored to its former glory.

“Restoring the property will help to develop a sense of place,” Englebright said. “Place is hard to measure but important in developing community identity and pride. The restoration will help to carry and pass on a baton of knowledge for generations to come.”

The recent Port Jefferson Station/Terryville Civic Association meeting saw presentations from developer group North Wind, the Suffolk County Police Department COPE report and a presentation regarding substance abuse from Kym Laube, HUGS Inc. executive director.

The Feb. 27 meeting began with reports from the board regarding the upcoming board elections. Two of the current members, Charlie McAteer and Sheila Granito, will be termed-out come March. The civic is seeking reelection for all positions and has no current candidates for the recording secretary position.

Only members in good standing may cast a vote for board elections. Those who have paid dues and attended at least three meetings from March 2023 to March 2024 remain in good standing.

Some notable community figures were in attendance: Port Jefferson Deputy Mayor Rebecca Kassay and Skyler Johnson, both Assembly District 4 Democratic candidates; Council District 1 Chief Legislative Aide Amani Hosein and Suffolk County Legislator Steve Englebright (D-Setauket).

The meeting carried on with reports from members of the South County Police Department offering insights from the COPE report from Jan. 23 to Feb. 27. Officer John Efstathiou mentioned for the Port Jefferson Station area overdoses have decreased from this time last year from 4 to 2. Additionally, motor vehicle incidents saw an increase from 43 to 60 over the last year – for the same January to February time period. The officer also mentioned a slight increase from last year of criminal incidences, raising to 63 from last year’s 59. 

“In my opinion, and it’s just my opinion, it’s a safe area, absolutely,” Efstathiou said.

The meeting continued with a presentation from developer Jim Tsunis of North Wind — the organization responsible for the construction of developments like Port Jefferson’s Overbay and Setauket Meadows.

Tsunis showed a 10-minute video where he shared his background and connection with the Port Jefferson Station community sharing that his father was a businessman who made an impact on his PJS community. 

The video also touched on the proposed 5.6-acre Baylis Avenue development property to become Brook Meadows. The proposed development sits along Sheep Pasture Road and Baylis Avenue, and neighbors a current apartment complex and existing railroad tracks.

The presentation also included testimony from four residents about the soon-to-be Brook Meadows site in support of the development — most reasoning with the residential zoning the development would provide over the existing industrial zoning.

Following the video, Tsunis addressed the civic association and their questions. 

Many concerns were raised for the proposed density of the site at 56 units. Civic members asked Tsunis questions about the use of the property, suggesting it could be used for single-family homes instead. Fear of increased density was also raised by Englebright in his statement to Tsunis. 

Englebright shared his experience growing up and around the Island saying that he has experienced the loss of suburbia and does not want that to continue.

“We’re getting into the realm of causing me to wonder whether we’re going to lose a suburban lifestyle over time,” Englebright said. “A density that is urban is being proposed repeatedly. I just want to commend the possibility of a cumulative environmental impact statement. I think that makes a lot of sense — piecemealing what happened to Bayside — there’s nothing left of what I was familiar with when I grew up.”

Additional concerns arouse touching on added traffic from the development, with feedback from other civic attendees supporting the single-car traffic from the residential zoning over the potential industrial-zoned traffic.

Tsunis defended his group’s proposal, mentioning the increase of affordable housing units to the original plan, suggesting a monthly rental price point of around $2,100 for a two-bedroom apartment offered by Brook Meadows. Tsunis also noted an addition to the buffer from the road surrounding the development, a concern raised at previous civic gatherings.

Many civic attendees commented on the presentation and civic president Ira Costell welcomed Tsunis back to continue the conversation as both organizations seek a compromise.

Following the North Wind presentation, Laube from HUGS Inc. shared a PowerPoint presentation, addressing addiction, substance abuse and sharing several statistics relating to these issues.

Laube spoke to the increased ability to purchase substances like cannabis and alcohol as dispensaries are opening and, unlike the past, alcohol sold in various locations rather than solely at liquor stores.

The HUGS representative’s presentation included anecdotes from her lived experiences eliciting many reactions from the audience, offering moments of amusement and response to points made. Laube urged the audience to look at each situation a little differently, to seek the truth and to get involved.
