Huntington Town Supervisor Ed Smyth hosted the Town of Huntington’s 11th annual Anne Frank Memorial Ceremony on June 22.

“We must counter the voices that seek to divide us and fight ignorance with education, which is why the Town honors the memory of Anne Frank every year and, through her voice, all those voices silenced through the Holocaust,” said Supervisor Smyth. “The iron wedding dress sculpture in the Anne Frank Memorial Garden appears vulnerable yet it has withstood the elements, and even acts of vandalism; its endurance represents the strength and fearlessness with which we must fight evil, ignorance and hate.”

Supervisor Smyth was joined by Councilwoman Joan Cergol, Councilman Dr. Dave Bennardo, Councilman Sal Ferro, Receiver of Taxes Jillian Guthman, Superintendent of Highways Andre Sorrentino, Senator Mario Mattera and Assemblyman Keith Brown at Huntington Town Hall, the rain location for the Anne Frank Memorial Ceremony, where the event streamed live on government access TV channels and on the Town’s website. 

Commander Harry Arlin and members of Jewish War Veterans Post #488 were joined by Commander Gary Glick of the New York State Jewish War Veterans and provided a color guard to present the colors for the ceremony. Rabbi Beth Klafter from Temple Beth David in Commack delivered the invocation; Hazzan (Cantor) Steven Walvick of East Northport Jewish Center performed two vocal musical selections; and Rabbi Yakov Saacks from The Chai Center in Dix Hills delivered the invocation. 

Guest speaker Gail Sheryn Kastenholz, a Huntington Station resident, Second Generation Survivor and Holocaust education advocate spoke about her parents’ experience as survivors of the Holocaust and how that formed her life path as an educator; she currently serves as a docent at the Holocaust Memorial & Tolerance Center in Glen Cove. 

Attendees included Rabbi Lina Zerbarini of Kehillath Shalom Synagogue; members of the Tobay Hadassah in Oyster Bay; members of the Holocaust Memorial & Tolerance Center in Glen Cove; and Town of Huntington Community Development Agency Director Angel Cepeda who is a Board Member of Voices for Truth and Humanity, a Holocaust education advocacy organization.

Refreshments for the ceremony, including those from Hummel Hummel Bakery in East Northport, were donated by Suffolk County Legislator Manuel Esteban. 

“The Holocaust was not that long ago. If Anne Frank were still alive now, she would’ve been celebrating her 93rd birthday this year,” said Councilwoman Cergol. 

“With each passing day it grows more and more critical to preserve the stories of those who managed to survive this mass genocide as well as those who did not. For our sake and for history’s sake, we gather for Anne Frank’s birthday to remember her and to recognize her immense contributions to for understanding our very much flawed human history through her writings but we also gather to affirm our vigilance for standing up for and protecting those in our modern society who suffer from continuing acts of hate. Let our Anne Frank Memorial Garden serve not just as an enduring reminder of what was lost and who is lost but also how much more we might lose if acts of bigotry go unchallenged,” she said.

The Anne Frank Memorial Garden, unveiled by the Town in June 2010 at Arboretum Park in Melville, symbolically captures the journey of Anne Frank’s life. It features a circular pathway that surrounds a garden, which leads to the sculpture of a young girl’s dress. The Memorial Garden serves as tribute to Anne’s legacy of wisdom and genuine belief in the goodness of mankind and human nature, despite the ugliness of war and discrimination.

On Friday, June 10, the Suffolk County Legislature hosted the 3rd annual Women Veterans Appreciation Day Ceremony. During the ceremony, Suffolk County Legislator Sarah Anker recognized Janet Santeramo as this year’s Suffolk County Women Veterans Appreciation Day 6th District Honoree.

Janet Santeramo is a local veteran who proudly served in the United States Maine Corps, where she participated in Operations Desert Shield, Desert Storm and Cease Fire. She has received many accolades throughout her time serving in the United States military, including the Navy Achievement Medal, Southwest Asia Medal, Good Conduct Medal, Kuwaiti Liberation Medal, Presidential Unit Citation, Meritorious Unit Citation, Navy Unit Citation, National Defense Ribbon, Overseas Ribbon, and the Cold War Ribbon. By the end of her active service, Janet had attained the rank of Sergeant and her Military Occupational Specialty was Metal Worker/Welder.

“It gives me great pride and it is an honor to recognize Janet Santeramo for this year’s Women Veterans Appreciation Day,” said Legislator Anker. “In addition to her service to our country and her work as an attorney, Janet has also dedicated her time to serving veterans in her community, whether it was while sitting on our county’s Task Force to Assist Retired Veterans (TARV) or as a member of a local VFW post.”

Currently, Janet Santeramo works as an attorney and partner at Turley, Redmond and Rosasco, where she has been instrumental in assisting veterans and their families in obtaining available veterans’ and Social Security benefits. As an active member of Post 6249 for the last 20 years and current Post Service Officer, Janet has also participated in many community events and has acted as a liaison between other veterans and local agencies and services. Through her work, she has assisted veterans in securing housing, counseling and financial services. Additionally, she has prioritized raising awareness on the rates of suicide in veterans and prevention efforts.

In 2020, the Suffolk County Legislature designated June 12th as Women Veterans Appreciation Day through Resolution 94-2020 to recognize women who proudly serve in the United States Armed Forces. Suffolk County Executive Steve Bellone has announced the Suffolk County Department of Fire, Rescue and Emergency Services (FRES) and the Suffolk County Fire Academy will jointly host a Firefighters and EMS Recruitment Event on Saturday, July 16 from 8 a.m. to 1 p.m. at the Suffolk County Fire Academy located at 102 East Avenue in Yaphank.

The five-hour event will feature various vehicle demonstrations and on-site resources for potential future firefighters and emergency medical service members to become familiar with, including a live exercise that will simulate a train-vehicle incident and response. The Long Island Railroad, Brookhaven Fire Department and South County Ambulance will be participating in the demonstration.

Recruitment specialists from Suffolk County will be available to discuss the many benefits available to potential first responders. Representatives from the Air National Guard’s 106th Rescue Wing based in Westhampton Beach will also be in attendance for recruitment purposes.  

“In Suffolk County, we are committed to ensuring that our volunteer fire and EMS agencies have the necessary resources to operate and protect our residents. A key component of this includes recruitment. That is why our Department of Fire, Rescue and Emergency Services continues to engage with our departments and communities to provide these important events,” said Suffolk County Executive Steve Bellone. “Last year’s inaugural event was a success as more than 125 residents signed up to become a first responder in their local community, and we look forward to achieving the same success this summer.”

“Recruitment and retention events continue to be essential for fire and EMS agencies as we need to continue to engage with our residents and educate those who are interested in becoming a first responder of all the tremendous benefits our local departments and volunteer organizations can provide,” said Suffolk County FRES Commissioner Patrick Beckley. “This summer’s open house will both be interactive and educational, and we encourage residents of all ages to attend.”

The event will also encompass a food drive component as Island Harvest will be on-site to accept non-perishable goods, including canned vegetables, sauces and soups, pasta, beans, rice, personal care and toiletry items and feminine hygiene products. Fire departments and attendees are all encouraged to participate and donate.

This summer’s open house event follows FRES’ first recruitment event in October 2021 where more than 125 prospective firefighters and EMS personnel signed up to become volunteer members with their local departments and agencies. The open house is part of Suffolk County’s comprehensive approach to first responder recruitment, including the Vets to Vollies Program that launched in April 2022.

Candidates who are interested in becoming a first responder, but are not able to attend the recruitment event can go to suffolksbravest.com/volunteernow.  All junior firefighters and educational groups are also invited to attend.

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilwoman Jane Bonner have announced the completion of two paving projects in Mount Sinai.

Prior to paving the roadways in each project, crews inspected drains and repaired and replaced damaged concrete curbing and aprons.

In the first project, Carol Court, Clinton Street, Davis Court, Munroe Drive and Orchard Court were resurfaced. The second project included the resurfacing of Bunthorne Lane, Calverly Lane, Grosvenor Lane, Wylde Road, and Pipe Stave Hollow Road from Route 25A to Independence Way. In addition, this project involved the installation of a new drain on Pipe Stave Hollow, as well as the installation of a turning lane for motorists turning east onto Route 25A off of Pipe Stave Hollow. The total cost for both of these paving projects was approximately $551,000.

“Our 2022 paving season is in full swing,” said Superintendent Losquadro. “The resurfacing of roadways in these paving projects will provide some much-needed relief for motorists, pedestrians and bicyclists.”

“Safety on our roads is of the utmost importance and residents can drive more confidently through this neighborhood now that the repaving has been completed. I thank Superintendent Losquadro and the men and women of the Highway Department for the important work they do in my district and throughout the Town of Brookhaven,” added Bonner.

After serving out a 17-year state prison sentence, Devon Toney returned to society unprepared for the challenges ahead.

Toney described parole as just another pressurized situation in a string of high-pressure environments that he has experienced since childhood. Parole, he said, only aggravated his post-traumatic stress disorder, stymying any opportunities for upward growth. 

He soon entered the shelter system in Suffolk County, traveling between homeless shelters and health care facilities, his most recent stay at The Linkage Center in Huntington. Eventually, feeling suffocated in the shelters and unable to sleep among strangers, he left that system for a life on the streets. By night, he slept in train stations, bus stations, dugouts and public parks. By day, he stole, often reselling juices and water just to get by. 

Without adequate resources and a lack of attention, Toney said those experiencing homelessness “have to steal,” that life on the streets “causes clean people — healthy people — to become addicts because that’s all they’re around.”

Toney remains homeless to the present day, currently residing near Ross Memorial Park in Brentwood. His story is one of countless examples of how easily one can become homeless after giving up on shelter, falling through the cracks with few opportunities to rise above these dire circumstances.

A startling trend

Mike Giuffrida, associate director of the Long Island Coalition for the Homeless, a nonprofit that works throughout Long Island to determine better strategies and policies to address homelessness, said he has noticed a recent trend of others fleeing from shelters.

“Although emergency shelter is available to the majority of people who present as having nowhere else to go, we are seeing an increased rate of individuals who are presenting as unsheltered and are living on the street,” he said.

Motivating this shelter shock, Giuffrida sees two principal factors: “The greatest commonality of people that experience homelessness is … significant trauma, likely throughout the majority — if not all — of their lives,” he said. The second factor is the structure of the shelter system, which is constrained by strict guidelines from New York State and “can be retraumatizing for people or the shelter settings do not meet their needs.”

An aversion to communal living is commonplace among those requesting emergency shelter. In addition, occupants of these shelters are often asked to give up considerable portions of their income for shelter payments. “They pay, in some cases, almost all of their income in order to stay in that undesirable location,” Giuffrida said. 

Clusters of homeless encampments can be found in areas throughout Suffolk County. Brookhaven Town Councilmember Jonathan Kornreich (D-Stony Brook) says there are likely dozens of individuals experiencing homelessness in his council district alone, concentrated primarily in Port Jefferson Station. 

Kornreich complained about how he is limited in his capacity to help, saying he wishes that he could do more. “It’s probably one of the most difficult and complex moral and legal issues that I deal with,” he said. “The Town of Brookhaven doesn’t have any functions with respect to social services or enforcement, but because this is an area of concern to me, I try to identify people who might be in need of services and try to either talk to people myself or put them in touch with services.” 

Those services are provided through the Suffolk County Department of Social Services. In an emailed statement, a spokesperson affiliated with DSS outlined the array of options that are available through the department.

“The Suffolk County Department of Social Services offers temporary housing assistance, in shelter settings, to eligible individuals and families experiencing homelessness,” the spokesperson said. “We contract with nonprofit agencies that provide case management services to each client based on their individual needs, with a focus on housing support. Services may include referrals to community agencies, mental health programs, as well as medical services. These services, with the support and encouragement of shelter staff, work in concert to transition those experiencing homelessness to appropriate permanent housing resources.”

In an interview, County Executive Steve Bellone (D) said the COVID-19 pandemic and nationwide economic challenges have only exacerbated the conditions of homelessness throughout the county. Despite external barriers, he holds that there is room for improvement.

“More could always be done, of course,” he said. “We are — as I’ve said many times before — coming out of COVID and grappling with impacts and effects that we’re going to be dealing with for years to come and that we don’t fully understand yet.” He added, “The Department of Social Services has, throughout COVID, and as we’ve started to move out of that now, worked very hard to fulfill its mission and will continue to do that.”

Accepting services: A two-way street

Suffolk County Legislator Sarah Anker (D-Mount Sinai) detailed the decades-long history of homelessness in Coram. She argues that it is closely tied to other pressing matters facing county government: public safety, access to health care, the opioid epidemic and inadequate compensation for social workers. 

The county legislator also blamed stringent state guidelines that handicap DSS’s outreach efforts. “The frustrating part is that we are limited,” Anker said. “We are limited in forcing a person to get medical treatment.”

Legislator Nick Caracappa (C-Selden), the majority leader of the county Legislature, voiced similar frustrations. He said he is concerned by the growing number of people that reject services from DSS.

“Even though you offer them help, you offer them shelter, and you offer them medical [assistance], they often turn it down,” he said. “They’d rather be out in the cold, alone, in the dark — whatever it is — than seek help. And that’s concerning.”

Emily Murphy, a licensed social worker who wrote a thesis paper investigating homelessness in Port Jefferson Station, said another significant problem is the lack of assistance for undocumented immigrants, whose immigration status bars them from applying for services.

“It’s not a DSS decision, but it comes from higher up, that if you don’t have documentation you can’t receive SNAP [Supplemental Nutrition Assistance Program] benefits or shelter,” Murphy said.

This changes during the colder months, according to Murphy, as shelters open their doors to all. Murphy also observed how a lack of political mobilization hampers the homeless community from receiving adequate government representation.

“That was the main thing,” Murphy said, referring to the homeless population. “It was a voice that was so often unheard and unlistened to.”

The gradual downward slope

Joel Blau, professor emeritus of the School of Social Welfare at Stony Brook University, has followed trends in homelessness for decades. He attributes rising homelessness in the United States since the 1970s to the stagnation of wages across that time frame coupled with the rising cost of housing.

“The notion of somebody with a high school education maintaining a decent standard of living is becoming ever more elusive,” he said. “Housing prices, particularly in cities, have escalated a lot, so unless you have two professionals in the family or one person who makes a lot of money, it’s increasingly difficult to get decent housing.” 

Today, a growing number of people are just one step away from losing their homes. “Whether it be an accident or an illness or the loss of a job, all of a sudden they’re plummeting downward and onto the street,” he said.

Evaluating long-term projections of homelessness, Blau said there have been “periods where it plateaus and periods where it gets worse.” On the whole, he said, “the general trend is downward.”

Blau believes the way to remedy the issue is to change the ways in which society is organized. “It would require social housing, decommodifying it so that housing is a right, not something sold for profit,” he said. “And that’s probably, under the present political circumstances, a bridge too far.” In other words, problems associated with homelessness in this country have grown for many years and are likely to continue.

Resurrection: A reason to hope

Toney has partnered with Latoya Bazmore, also of Brentwood, to create A.I.N.T. (All Included ’N’ Treated), a grassroots organization to combat homelessness in the community. 

Toney said his primary goal is to access adequate housing. After that, he intends to galvanize his peers in the community, serving as a beacon for those who are also going through the struggle of homelessness. As someone who has experienced homelessness firsthand and who can relate to the plight, Toney believes he is uniquely situated to be an agent of change and a force of good.

“I need to be the one that interacts with these gang members, these addicts … they need somebody to articulate things to them,” he said. “We need to comfort them. We need to let them know that we love and we care about them.”

County Executive Steve Bellone (D) was joined by several county legislators on Tuesday, June 13, at the H. Lee Dennison Building in Hauppauge, signing legislation that will fortify 12-year term limits for county offices.

Although term limits have existed in Suffolk County since 1993, the original statute was ambiguous. This new law, which was passed unanimously by the county Legislature last month, will cement 12-year terms for the offices of executive, legislator and comptroller. 

Bellone considered this a much-needed measure that has received “overwhelming support” from the public and that reaffirms the original intent of the 1993 law.

“People really believe and understand that there is a value in turning over the people who are in office, that after a period of years — 12 years in this case — it’s time to give someone else an opportunity,” he said. “If there is a time limit in office, there’s more likely to be a focus on what’s in the interest of people rather than maintaining themselves in that office.”

The 1993 law was poorly written, offering a loophole for those eager to circumvent its legislative intent, allowing officials to bypass its 12-year cap after a break in service. Bellone said this new law closes that loophole, establishing a fixed-term limit of 12 total years for each respective office.

“This Legislature has made it clear in this action today that they want to limit government, that they want to limit the time that someone can serve,” the county executive said. “Our experience here in Suffolk County is that that is absolutely a good thing.”

Presiding Officer Kevin McCaffrey (R-Lindenhurst) shared why this law will benefit voters. By creating more turnover in county government, the term limits will make room for new blood and fresh ideas.

“I’ve served in the Legislature for a little bit over eight years now,” he said. “I have seen some come and go and said, ‘I hate to see them go.’ But you know what? Someone takes their place and we have an input of different ideas and different personalities, and I think it’s been positive.”

Legislator Stephanie Bontempi (R-Centerport) sponsored this legislation. Elected for the first time in 2021, Bontempi views the term limits as a motivating influence, creating a fixed window of time for her to deliver results for her constituents.

“There will be no more sitting idly, languishing over decisions for decades,” she said. “I want to actually produce results.” The legislator added, “It just simply is good government — new ideas, new candidates.”

The law will make one final pit stop before it is formally enacted. County voters will weigh in on the matter in a referendum this November. Both the county executive and the legislators present urged Suffolk County residents to ratify this legislation.

Brookhaven Town councilwoman rolls up her sleeves in District 2

Town of Brookhaven Councilwoman Jane Bonner (R-Rocky Point) has served her community for decades. In an exclusive interview, she discussed her journey into local politics, her approach to commercial redevelopment, efforts to protect the environment and the upcoming redistricting process.

What is your professional background and how did you end up at Town Hall?

I moved to Rocky Point 34 years ago. I became very active locally in the Rocky Point Civic Association, the Rocky Point school board, St. Anthony’s [Catholic Youth Organization]. I was very involved in the community, volunteering and generally trying to make things better. I was sort of a person who didn’t ask others to do things for me — if I wanted it done, I rolled my sleeves up.

When [town] Highway Superintendent Dan Losquadro [R] was running for the Suffolk County Legislature, he reached out and asked if I would volunteer for his campaign. I knew him, I liked him, and I believed in what he stood for and I got involved in his campaign. He liked my work on his campaign and he hired me to be a legislative aide. I was quite shocked by the offer. Then I worked in his office for four years, always staying actively involved. 

Former Councilman Kevin McCarrick [R-Rocky Point], who was the first representative for Council District 2, ran for two terms but was very busy in his private business — the family owned McCarrick’s Dairy. He was busy at the dairy and he decided he needed to devote his time to the family business and didn’t want to run for office anymore. I was asked by the Republican Party, the Conservative Party and the Independence Party to run for this position, with others also screened as well. And they picked me.

What initially drew you to the Rocky Point community?

My first husband and I were looking to buy a house that we could afford. I grew up in Northport; he grew up in Forest Hills but was living in Centerport when I met him. We got married, had children … and had my daughter. We were renting a house in Centerport. This was when the market had really, really peaked. I had friends who had a house out here. My first husband summered out in Wading River. And 34 years later, I’m in the same house.

What is it about this area that makes it unique?

There’s a very strong sense of community, of friendliness and neighborliness, of helping each other out. I’m always in awe of the strong number of volunteers that are in every hamlet that I represent. 

I have a very healthy respect for people that volunteer. We live in a chaotic time now where people are being pulled in many different directions — and people are having to work harder because their dollar is worth less. I enjoy the job that I have because I meet wonderful people and the volunteers that I meet at civic meetings, at Great Brookhaven Cleanups, at scouting. 

Where I live in Rocky Point, specifically, it still has a touch of how it used to be. I live in the old section, the North Shore beach section, so most of the bungalows have been renovated, but they’re not cookie-cutter, not a development. Every house is a little bit different. It’s a charming community.

What is your approach, your guiding philosophy, toward commercial development and downtown beautification?

Various levels of government have worked very hard to bring redevelopment to Sound Beach — the playgrounds and the veterans monument. We’ve brought money to downtown Rocky Point, 25A and Broadway specifically – sidewalks, streetlights, street trees, the veterans square that we developed, working with business owners to come into whatever hamlet that I represent. 

Commercial development — not large-scale commercial development, not a big-box store, nothing like that — is about working hard with our local stores to help them succeed, whether that’s with permits or meeting with them to help them get through the process with the town, county or state. We kind of view the office as a clearing house. Even if it’s not under my purview, we help. We sort of roll our sleeves up and guide them through the process and stay in touch throughout the process. 

What is your office doing to protect the environment?

We rebuilt two new jetties last year — east and west jetties down at Cedar Beach. The inlet had filled in and it was a navigational hazard. At the back of the harbor, the water was not flushing well and there were water quality issues down there. Former [state] Sen. [Ken] LaValle [R-Port Jefferson] jumpstarted us with a $3 million grant from the state and then we paid $5 million. Now the back of the harbor is so clear and clean. The fish are coming back like crazy.

We’ve done a significant amount of stormwater drainage and infrastructure investment along the North Shore. During Hurricane Sandy, much of our stormwater infrastructure was destroyed. So the highway superintendent and our finance department and our department of environmental protection worked hand in hand with FEMA to capture many millions of dollars so that we could bring back a greater standard to our stormwater infrastructure. 

Can you summarize the upcoming redistricting process for the Town Council?

We undertake this every 10 years. Residents should definitely partake in the meetings. Years ago, when I first ran for office, I represented more of Port Jeff Station and more of Coram. When we redistricted 10 years ago, I lost portions of Port Jefferson Station to try to keep it contiguous to the Comsewogue school district. I lost portions of Coram to keep it contiguous with other electoral districts that it touched.

I invite residents to participate in the process. We have a board that we’ve selected — there is a requirement for specific political parties, so there are equal seats at the table for each party. And they make the decisions on how the maps are going to roll out and how the boundaries will change. We [the Town Council] vote on the redistricting plans that the appointed board makes.

“All politics is local.” This expression rings truer today than ever before. 

The Framers of the U.S. Constitution envisioned a system of federalism for the United States — one in which the national government was assigned a select number of well-defined powers, with all other powers not delegated by the Constitution reserved to the states. Over the course of American history, however, more and more powers have been delegated to the federal government.

Right now, we are witnessing a turning point in a century-long power struggle between the federal government and the states. Democratic presidents such as Woodrow Wilson, Franklin Delano Roosevelt and Lyndon B. Johnson incrementally augmented the size of the federal government and expanded the scope of its powers. After a century of concentrating power in Washington, the U.S. Supreme Court is now undoing that legacy, returning decision-making authority to lower levels of government. 

Two recent SCOTUS opinions have dramatically altered the balance of power in this country. The court ruled in Dobbs v.  Jackson Women’s Health Organization that the Constitution does not confer a right to abortion. In New York State Rifle & Pistol Association Inc. v. Bruen, the court overruled New York State’s proper-cause licensing requirement for concealed carry of a handgun, making it harder for New York and other states to regulate concealed carry. 

The one interconnecting theme of both of these decisions is that the federal government is yielding much of its power to the states, putting greater pressure on state and local governments to make decisions on behalf of the people. 

No longer are the days of FDR, who saw the federal government as the vehicle to drive the national economy with his New Deal. No longer are the days of LBJ, whose Great Society program sought to eliminate poverty and racial disparities using the federal government as its engine. In this post-Roe America, the power of the federal government is waning, taken out of its hands and placed in the hands of the states.

There are some possible benefits to the decentralization of federal power. For starters, this may reduce voter polarization and division in the United States. With fewer decision-making powers, the stakes will be reduced for congressional and presidential elections. While national security and interstate commerce will always be the domain of the federal government, a host of domestic issues may soon return to the states, meaning state and local elections may soon carry much greater weight.

As power shifts away from the federal government and into our backyards, local residents must maintain an active interest in their state and local legislatures as these bodies will be deciding upon the issues that matter the most. Citizens can — and should — stay informed by reading their local newspapers, where information on these matters is most accessible. And they should remember to write letters to the editor because this remains a tried-and-true method to reach and persuade one’s fellow citizens.

Numerous residents and organizations within my council district have expressed concerns to my office regarding the Winmar Homes application to develop the southeast corner of Pond Path and Upper Sheep Pasture Road in East Setauket. The current proposal is for an eight-lot residential subdivision on 6.63 acres, along with a recharge basin and the construction of a cul-de-sac into the development from Upper Sheep Pasture Road.

Setauket is one of the oldest areas in the Town of Brookhaven with historic sites from the American Revolutionary War time period and older. Directly across the street from the Selleck property is the Merritt-Hawkins House — at 512 Pond Path, East Setauket — a town-owned property and one of the earliest homes in Setauket, originally belonging to the Hawkins family. The property was designated a Brookhaven landmark in April 2005 and was added to the New York State and National Registers of Historic Places in August 2007. Immediately adjacent to the Merritt-Hawkins House is Nassakeag Elementary School. The Selleck property is one of the oldest farms in the area and, together with Merritt-Hawkins House, formed the Merritt-Hawkins Homestead, a significant part of our local history. 

The community and my office have made several requests relating to this property, including an appeal to save the old Selleck farmhouse or clustering the houses to make room for open space preservation. The most urgent of these requests, however, and the one which has spurred the greatest alarm within the community, is the proposed siting of a recharge basin, or sump, on the highly visible corner of Upper Sheep Pasture Road and Pond Path.

Historically, the creation of sumps like this has been a common approach, resulting in over 1,300 sumps throughout the Town of Brookhaven. In addition to being a maintenance burden on the Highway Department and a consistent source of complaints from residents, these recharge basins do little to remediate the water being funneled back into our aquifers, especially with respect to the removal of nitrogen and other substances.

Other solutions to stormwater management are available. The practice of Low Impact Development incorporates an “all of the above” strategy which includes rain gardens, bioswales, permeable surfaces and dry wells, elements which are meant to recreate and enhance natural processes. By reducing the movement of water across paved surfaces, these elements assist in the prevention and capture of surface contaminants before they flow back into a sump, whose sole function is to get water back underground as quickly as possible.

Clearly, practices such as LID require a nuanced approach which is sensitive to each site’s specific topography, soil composition and other factors. I will continue to advocate for the adoption of this more thoughtful approach, both on the Selleck site and as a part of the town’s planning process going forward.

Town of Brookhaven Supervisor Ed Romaine [R] has been highly supportive of this approach and has facilitated discussions with professionals in Town Hall to explore other options. There is no question that a sump is only one of several modalities for managing stormwater runoff, and we are hoping that more time is set aside to study this issue and develop a strategy that all stakeholders will be comfortable with. 

The town Planning Board is an independent body, and members of the Town Council cannot exert undue influence over their deliberations, but I cannot remain silent while the wishes of the community I represent are overlooked. My hope is that the developer and the Planning Board will come together to create a site plan which is mutually acceptable to all stakeholders, including the residents.

The newly configured Port Jefferson Village Board of Trustees held its first public meeting on Tuesday, July 5.

Trustee Lauren Sheprow took her seat alongside her colleagues on the board for the first time. After completing her first full day in office, the trustee discussed ways in which she intends to familiarize herself with the mechanics of the village and learn more about the concerns of her constituents.

“I continue to take information in and I’ll continue to seek information from the residents, not because I am not campaigning anymore but because I am really interested in what they have to say,” she said. 

Sheprow will jump headfirst into her first term of office, already securing two important assignments from Mayor Margot Garant: commissioner of communications and commissioner of recreation. Outlining her rationale behind these appointments, the mayor said she intends to tap into Sheprow’s professional experience in public relations and repurpose those skills in service to the community.

“We put her to work as commissioner of communications [because] we want to put her public relations experience and career to work for us,” Garant said, adding, “And also as commissioner of recreation, so that she can help the recs department and because she was a former member of the recs committee.”

As well, Garant congratulated reelected Trustee Rebecca Kassay, who began her second term this week. 

Kassay reported that she received a request to explore code changes related to the planting of bamboo as the roots of this woody grass can cross property lines and create conflicts between neighbors.

“This would address the planting of new bamboo as well as sort of being more clear about when someone has bamboo and it starts creeping over to another property line,” she said. “This is a big issue as far as property values can go and can help prevent neighborly disputes in the future.” 

Trustee Stan Loucks delivered an extensive report on the status of the recreation department as it enters the height of its busy season. He announced that two tennis courts at the country club have been opened for pickleball and will remain minimally open throughout the summer until construction begins at the East Beach bluff.

“We anticipate that the construction of the lower wall along the bluff will be starting sometime in August or early September and if any part of this construction requires working from the top, in other words, working from those tennis courts, then we’re going to have to close those courts,” he said. Loucks added that East Beach and its parking lot will also be closed off during the construction period.

Although golf membership at the country club has exceeded 630 members this year, Loucks said there are no plans to cap membership. He advised community members that while tee times are scarce between 6 and 11 a.m., there are plenty of remaining slots available after this time frame.

Deputy Mayor Kathianne Snaden used her report to address an ongoing issue related to the recently renovated public bathrooms at Rocketship Park. According to her, the bathrooms were vandalized just four days after they were opened, prompting the board to enforce a closing time for public use of the facility.

“The conclusion we all came to was that because of the vandalism that happened four days after opening our brand new, expensive bathrooms … it is best to keep them closed at 7 p.m. and to have a sign to say that they are closed at 7 p.m. due to the vandalism that is occurring,” she said. This signage will assure that the public knows “when they’re closed and why they’re closed.”

Snaden also informed the public that the village has renewed its intermunicipal agreement with the Port Jefferson School District to allow constables on school grounds. She added that the roadway closure at the intersection of Route 25A and Arlington Avenue remains ongoing.

Garant recognized the village employees who worked to facilitate a smooth election day last month. She also acknowledged all of the candidates who ran for the village board and commended them for their continued commitment to the service of the village.

“I thank you for your involvement, for engaging, for getting out and knocking on the doors,” the mayor said. “You make a difference and we hope that you stay engaged.”

Garant also highlighted the monumental act of heroism on the part of a group of Port Jeff high school graduates. As reported on June 30 in The Port Times Record, these grads left their high school commencement ceremony to help extinguish a fire on Arlington Avenue.

“Brave is not even the word,” Garant said. “Community service is an understatement. … This really says what Port Jefferson is all about.” She added, “The fact that we do have a fire department that helps train our kids and that they are ready to serve under any circumstances is just absolutely amazing and encouraging and amazing to me.”
