At its Nov. 7 school board meeting, parents of Northport Middle School students asked school board members and school district officials, if the district did in fact have a bus depot stationed next to the school building, where 600 children attend classes. Many parents knew about the refueling station and were appalled, but many residents did not. 

“This is just alarming to me,” said Jamie Marcantonio, who said she had three children go through the school system. “We’re talking about toxicity.  How is it even possible that an affluent community like Northport is saying its okay to have a fuel station where our kids go to school.”

In response to ongoing air quality and health concerns among parents and former teachers at the Northport Middle School, and questions about the bus depot, the Times of Huntington-Northport has obtained copies of the most recent Petroleum Bulk Storage inspection for the Northport Middle School site. 

The Feb. 20, 2019 report indicates that the district is in violation of laws governing petroleum bulk storage.

During the announced inspection, though no evidence of spillage or release to environment were found, health officials were unable to confirm that the tanks’ leak detection, corrosion prevention and overfill protection systems were operating properly,  largely because the district has failed to maintain required self-inspection records for at least the last three years. 

One 4,000-gallon tank stores gasoline, another 4,000-gallon tank stores diesel fuel and a third fiberglass tank holds up to 15,000 gallons of #2 fuel oil, which is typically used for heating in furnaces and boilers.

The law essentially requires that metal tanks, piping, dispenser sumps and containment systems for petroleum storage utilize a technique to slow or stop corrosion called cathodic protection. The inspector noted in the report that operators were unaware of the requirement for cathodic protection and testing for the two 4,000-gallon metal tank dispenser sumps. 

To comply with Suffolk County Sanitary Code, the record-keeping and testing of cathodic protection must be rectified, health officials stated in a Nov. 13 email. 

The same report notes that one of the probes in the tank’s alarm system for leak detection was defective. Facility staff provided documentation to the inspector showing that they already had a work order in place to have the item repaired. 

The county requires prompt correction to violations and had provided a phone number to call to arrange for reinspection in its report to the district. But the county health department’s Office of Pollution Control states that no reinspection has been requested, despite the fact that the department followed up and sent a warning letter to the district in April. 

District officials did not return phone calls and board members did not respond to requests for interviews through email. 

In a Nov. 7 meeting, the school voted to test the soil on the site sometime this winter  to address concerns of ongoing complaints of odors and reports of diseases among students and former teachers. It’s unclear if the testing will include areas where tanks are located. 

In an email, Superintendent Robert Banzer stated that the district is in the process of forming a 13-member subcommittee. He advises all community members to visit the messaging center on its website for updates. Relocating the bus depot is an issue that the pending board of education subcommittee may decide to do,  according to Banzer.

Suffolk County Health Code states that violations are subject to fines not to exceed $2,000 for a single violation. The health department said that the matter has not gone beyond the warning letter stage. A proposed fine has not been calculated. 

Violations to the New York State Petroleum Bulk Storage regulations are subject to civil, administrative and/or criminal penalties up to $37,500 per violation per day. It’s unclear which entity enforces this law. The New York State Department of Environmental Conservation directs all regulatory compliance issues for diesel fuel storage tanks to Suffolk County.  

The February 2019 inspection report also noted that the district could not prove that it had a current statement of insurance coverage to remediate spills if one would occur. The county said that most single station owners need to demonstrate $1.5 to $2 million in coverage. 

The county stated that it only reports the issue and does not enforce it.

In a last minute response to questions raised in this report, the district states that it has insurance coverage of $1 million for each occurrence for spills for the period July 1, 2019, to July 1, 2020. The coverage is also reportedly retroactive to July 1999 for the 15,000-gallon heating oil tank and to Feb. 18, 1994, for two 4,000-gallon diesel and gasoline tanks, the district stated.

Banzer stated that the district is unaware that it is in violation of laws governing petroleum bulk storage. 

The district provided a copy of its permit to operate a toxic or hazardous material storage site issued on July 1, 2019. The permit states that it is subject to compliance with provision of the Articles 12 & 18 of Suffolk County Code and 6 NYCRR Part 613.

 The Suffolk County Health Department said that it will conduct another inspection in December 2019.

After being rejected for a tax benefits package from the Town of Brookhaven Industrial Development Agency in August, the developer for the Heatherwood Golf Club has now proposed to the agency a revised payment in lieu of taxes package.

Under the revised 13-year package presented to the IDA board Nov. 19, the assessed value of the development would be phased in at a faster rate during years 4-13, according to the developer. In turn, the PlLOT payments would come out to more than $9.8 million, an increase of over $1.4 million compared to the initial tax benefit package they proposed.

In a Sept. 16 letter sent to the Brookhaven IDA, Peter Curry, a Uniondale-based lawyer representing Heatherwood Golf & Villas LLC, reiterated Heatherwood can’t finance and develop the project without the assistance of the agency.

Due to the significant increase in construction costs from $46.6 million to about $55 million, Curry said the developer is willing to decrease the amount of financial assistance required and pay the additional $1.4 million-plus in PILOT payments in hopes that the IDA would reconsider accepting the application.

Community members and civic groups present at the Nov. 19 public hearing argued that even despite the revised PILOT package, the developer’s application for the project was virtually the same as it was in August, and wondered how it could be up for reconsideration again without any major changes.

“Are you kidding me?” said an exasperated Herb Mones, chair of the Three Village Civic Association land use committee. “If anything, this is a self-inflicted wound by a private corporation, but now it is trying its very best to saddle the taxpayers with some type of remedy.”

Mones said Heatherwood wants the taxpayers to foot the bill of paying the future of their taxes and mortgage fees on the project.

“It’s pig feeding at the trough. For a corporation to try to do this is an outrage to the public,” he said.

He added that Heatherwood has reaped millions when the Town of Brookhaven zoning board approved a crucial zone change in 2014 that allowed for apartments on the golf course property despite overwhelming community opposition.

“But that’s not enough, now they’ve come back for more,” Mones said. “Do I blame them? No, I don’t blame then, but I will blame you if you give them relief this way.”

Other concerns brought up previously have been the negative impacts the tax breaks could have on local school districts as well as increase traffic congestion at the intersection of Route 347 and Arrowhead Lane in South Setauket.

Sal Pitti, president of the Port Jefferson Station/Terryville Civic Association, said nothing has changed since the August rejection.

“The only thing that changed is that it is going to cost more to build the project,” he said. “There’s no reason that the IDA with six jobs being offered [for the project] should even allow [the developer] to come back within two months of their turndown. It’s a joke.”

IDA board members back in August said six jobs wasn’t enough to grant the benefits packages.

Pitti said unless the application showed that the project would bring a substantial number of jobs into the community added on to the people that already work there, the developer shouldn’t be allowed to go forward.

“I do a lot of things at Town Hall and two words I hear a lot are ‘precedent and perception,’” he said to the IDA board. “The precedent you guys are setting here is sad because if a company can come back two months later and present the same exact thing and hope it can get it by the board — that’s where the perception comes in. What has changed in two months that the vote should change from negative to positive?”

IDA officials stated they would not comment to the public nor reporters after the public hearing.

At the conclusion of the hearing, IDA officials said the application could be brought up at its board meeting Dec. 2. It would be up to the board members to decide if they want to vote on the application at that time or they could push the vote into 2020.

Time to bake a pie!

The Village of Port Jefferson and Torte Jeff Pie Co. (218 East Main St., Port Jefferson) are teaming up to host Port Jefferson’s first Traditional Pumpkin Pie Bake Off and Eating Contest at the Village Center, 101 E. Broadway, Port Jefferson on Saturday, Nov. 23 from 1 to 4 p.m. 

Participants for the bake off must submit an application no later than Nov. 21 at 5 p.m. There is no entrance fee. Pies must be delivered to the Village Center by noon on Nov. 23. Each entry must present two pies — one for the tasting and one to be auctioned off after the contest to help raise money for the local food pantry at Infant Jesus R.C. Church. Pies will be judged for taste, texture, crust and appearance. First-place winner of the bake off will receive a $250 cash prize and lottery tree.

A roaring good time was had by all!

 Entering the door of the Bates House in Setauket on Oct. 20th was like stepping back in time to the year 1929 and the era affectionately referred to as “The Roaring Twenties.”  Before  you could pass through the door, however, you had to say the secret password,  a nod to the  prohibition  laws and “speakeasys” that marked the time.  “Iris sent me” was chosen for its reference to the club’s official flower.

The occasion  celebrated the 90th birthday of The Three Village Garden Club whose first meeting was documented  by member  Arlene Oliver as she assiduously  combed through a treasure trove of  archival material of the past 90 years.   An “ahah” moment came with  the  discovery of  the minutes of the very  first meeting!

An octet of string musicians from Ward Melville High School  offered a selection of lovely classical repertoire as  guests “whet their whistles” with a signature cocktail  called  “Buck’s Fizz” and  enjoyed passed  hors d’oeuvres  as they made their way to  a display of historic memorabilia and a printed   timeline  of  the club’s 90  year history,  complimented by events taking place simultaneously in the world.

Large, potted  palms, reminiscent of the times,  decorated the area and guests were able  to pose for a photo in front of a large, wall-sized, authentic 1920’s  mural of couples socializing  outside of a  speakeasy. 

A veritable fashion parade of various styles of  dress of  the  period was on display as women guests appeared in  low-waisted dresses,  Cloche style hats,  feathered headpieces, strappy shoes, elbow-length gloves and pearls, pearls and more pearls.

As guests took their seats at beautifully set tables, each with a color-coordinated centerpiece of flowers designed  by Pat Bany,  and Elegant Eating   catering a  variety  of light fare.   Remarks were delivered by Kathy  Walczak,  chairperson of the event;  current president, Karin Ryon,  highlighting  important events in the club’s history; and newly elected president of  Federated Garden Clubs of New York State,  our own Vikki Bellias.  

While dessert of  “Al Capone” cake was being served, guests enjoyed musical entertainment  by  The Algorhythms, a  barbershop quartet who sang  popular tunes of the day, followed by a  demonstration of  signature dances  by  Arthur Murray Dance Centers.

The celebration was a fine tribute to the members of a venerable organization who  have served the community well in a variety of ways for  ninety  years. Carry on 3VGC!!

The Huntington Arts Council announced the winners of its 8th annual student exhibit, Nightmare on Main Street, at a costume party reception at its Main Street Gallery on Oct. 25. The Halloween-inspired juried art show was open to Nassau and Suffolk counties students in grades 6 to 12 and runs through Nov. 16.

Best in Show in the Junior Division was awarded to “Reaper” by Jack Ruthkowski, an eighth-grader at Finley Middle School in Huntington. Honorable mentions in the same division went to “Half of Me” by Holly Sternlicht and “Phantom” by Fiona Lawrence, both eighth-graders at Weber Middle School in Port Washington and “Lost Inside” by eighth-grader Giada LoPorto from Finley Middle School of Huntington.

“Spider-Web Bat” by Vivienne LaVertu, an 11th-grader at Huntington High School, won first place in the Senior Division. Honorable mentions were awarded to “In the Spotlight” by Julia Crapanzano, ninth grade, Walt Whitman High School; “Demon Doll Tea Party” by Jaelin Woracek, 12th grade, Valley Stream North High School; and “Sprout” by Margaret Marzigliano, 12th grade, Northport High School.

What started as an interest in wine has led to a store that has become a staple in the Three Village area.

On Nov. 30, Rich Mora will celebrate 30 years as owner of Mora’s Fine Wine & Spirits. His wife of 16 years Carolyn, a retired children’s librarian who helps her husband run the store, credits its success to Mora’s passion for locating smaller production wines and different spirits customers tell him about. She said patrons, many of whom find the store through its website, come from all over including a gentleman recently all the way from Tennessee.

“We have great customers, but basically it’s Rich’s passion for fine wine and for staying his course and not selling out to big companies,” she said. “I’m very proud of him. Thirty years is a big thing. It’s all about community here.”

Mora’s Fine Wine & Spirits continues the legacy of a liquor store at the location of 280 Route 25A in East Setauket. Mora said in 1989 he bought the building from Robert Eikov, who was in his 80s at the time and also ran a liquor store. The Eikov family lived in the area for decades, and elder Eikov originally opened a cut-to-order butcher shop at the location. Three Village Historical Society historian Beverly Tyler said Eikov, along with his wife Blanche, constructed the building shortly after they were married sometime in the 1930s, and lived in an apartment at the rear of the store. Decades later, Eikov reopened his business as a liquor store.

“Robert Eikov told me that he was having trouble cutting meat due to the cold temperature and because his hands were not as flexible as in his youth, so he had to give up the butcher shop,” Tyler said.

Today the building looks pretty much the same as it did when Eikov owned it, Mora said, even including a green awning and a neon liquor sign that has been there since 1965.

The store owner said he didn’t set out thinking he would own a wine store, even though he always felt like he would work for himself. Born in Central America, he grew up in Larchmont in Westchester County, and after going to college for a while in Oregon he decided to study at Stony Brook University. He holds an undergraduate degree in physics, but while studying at SBU, he decided to take a formal wine class and became interested in the art of fine wines. He started teaching after college but the wine tasting classes stuck with him, and he began researching how to acquire a liquor license and setting up the business itself before he bought the building he is in today.

While he was studying at SBU, Mora said the area reminded him a lot of Larchmont, where he lived near the Long Island Sound. He added he always loved the water, beaches and boating.

“It felt a lot like home here,” he said.

When it comes to running a successful business, Mora said a store owner needs to constantly reinvent the business as rules, shipping laws and the business world are constantly changing.

Through the years, Mora has offered events, such as tastings, for his customers as he said the universe of wine keeps expanding, and with the increased number of spirits brands out there, interest has grown.

“This community is very responsive to that,” he said. “They like to discover exciting new wines. They like our events. They like the people from the wine business that we introduce them to.”

To celebrate the store’s milestone, the Moras recently had a bourbon whiskey specially made by Garrison Brothers Distillery in Texas. The couple tasted samples to choose what they felt best represented the store. Rich Mora described it as “a honey barrel,” and bottles are available at the shop for purchase for a limited time.

Local officials, members of the Centereach Civic Association, Middle Country Chamber of Commerce, family and friends were on hand to celebrate the grand opening ribbon cutting of MVC Properties’ latest venture − New Village Plaza in Centereach − on Nov. 2.

Located at 1707-1759 Middle Country Road across from McDonald’s, the shopping center will have over 75,000 square feet of space when the project is completed over two phases. Tenants include an Arby’s, Wingstop, an AT&T store, Swolehouse, Brownstones Coffee and Pacfe Nail & Spa. Cabo Fresh, Voodoo Crab and ProHealth are soon to follow.

We took something that was a blight in our area and Gus put the time in, put the money in, really giving back to the community to build this great shopping center that we have here with great brand names. It’s really going to be something we are proud of here in Centereach,” said Councilman LaValle, adding “This grand opening shows once again that Brookhaven is open for business.”

On Oct. 29, 70 residents attended the Town of Brookhaven Youth Board’s first Brookhaven’s Got Talent student art show. 

Students enrolled in seventh through 12th grade were asked to submit summer-themed photos, paintings and/or drawings through the town’s website, and entries were accepted from late June through Sept. 27.

 In total, 19 submissions were received from 15 students. The event took place in the second-floor lobby at Town Hall, 1 Independence Hill, Farmingville where prints of the students’ artwork are currently displayed for residents to view. 

“The goal behind this initiative was to recognize and encourage young, talented artists in Brookhaven Town. We ended up having an intergenerational event where students were engaging with their peers, adults and seniors, sharing details about their art. It is gratifying to see so many residents coming out on a cold, rainy October night to view the students’ exceptional work and encourage their artistic talents,” said Supervisor Ed Romaine.

Councilman Michael Loguercio, Town Board liaison to the Brookhaven Youth Bureau agreed. “The Youth Board did a great job of bringing the Brookhaven community together to celebrate the students’ artwork. It is encouraging to see students from school districts throughout Brookhaven Town participate. The large turnout and positive feedback we received will certainly encourage these students to continue to pursue their artistic goals,” he said.
