The Port Jefferson Station/Terryville Civic Association held its Meet the Candidates forum at Comsewogue Public Library on Tuesday, Sept. 20.

The Democratic and Republican nominees for New York State’s 1st Senate District and 4th Assembly District attended this civic meeting. The candidates received time to deliver opening statements, then answered questions covering a range of local subjects, followed by closing remarks.

Introductions

Before entering elective office, incumbent state Sen. Anthony Palumbo (R-New Suffolk) worked as an attorney in the Suffolk County District Attorney’s Office. He was in private practice for roughly 10 years before running for the state Assembly in 2013. He served the 2nd Assembly District until 2020, after which he assumed his current position.

Challenging Palumbo is Democrat Skyler Johnson, a 22-year-old Mount Sinai native and former political aide to Southampton Village Mayor Jesse Warren. If Johnson were to win this November, he would become the youngest person to serve in the state Legislature since Theodore Roosevelt.

In the Assembly race, incumbent state Assemblyman Steve Englebright (D-Setauket) is also up for reelection. Englebright, a geologist by training, joined the state Assembly in 1992. Before that, he served as a Suffolk County legislator for nearly a decade.

Edward Flood is Englebright’s Republican challenger in this race. Flood serves as an assistant attorney for the Town of Brookhaven and is the town’s lead prosecutor for town code violations.

LIRR electrification

Each candidate supported electrifying the Port Jefferson Branch line of the Long Island Rail Road, with some variations in approach. 

Englebright advocates moving the existing Port Jefferson train station onto the county-owned Lawrence Aviation property. This plan, the assemblyman believes, would bring value to the community in the form of cleaner air and higher property values. 

“I am working to try to get the Long Island Rail Road to come into the modern age,” he said. “We will prevail. The first thing to do is to have a community that’s united. … If this community is supportive of that, that will be a big boost.”

Flood condemned the MTA for its historical neglect of Long Island communities. He seeks to pressure the MTA’s governing board and add a local representative to that body. “I don’t believe we have a local representative, and I don’t think anyone on that board cares much about us,” he said. “That needs to change.”

Johnson criticized the needless delays for residents traveling to New York City by rail. He favored allocating more state resources to address these concerns.

“It’s not the most fun trip getting onto the Long Island Rail Road,” he said. “We need to continually invest in the Long Island Rail Road because that will properly benefit our communities, it will help people commute, help people live better lives, and it will make our communities cleaner and safer.”

Palumbo underscored several of these points, backing his support behind moving the Port Jeff train station to the Lawrence Aviation property. “All of those issues are extremely important to this community,” he said. “I think we all agree that this is something that needs to be done.”

Homelessness

Another central topic for Port Jefferson Station/Terryville residents is homelessness. 

Flood proposed that many of the problems associated with homelessness stem from alcohol and substance abuse. He proposed strengthening addiction treatment programs and mental health services. 

“Unfortunately, addiction is rampant throughout the homeless community and possibly the reason why they are homeless,” the Assembly candidate said. “We need to do a better job finding resources to adequately treat people.”

Englebright approached the subject of homelessness through the lens of planning. According to him, this requires offering a coherent vision for the Port Jefferson Station area, much of that concentrated around managing the Lawrence Aviation property, followed by investment.

“That would make it possible for us to accelerate the investment into Port Jefferson Station itself,” he said. “We hear a lot of talk about transit-oriented development, and this is the appropriate place for that policy to be fully fleshed out.”

Johnson supported a “great investment into mental health” to ensure people experiencing homelessness receive the necessary tools to get off the streets. He also said the issue is tied to the affordability and housing crises on Long Island. 

“We do not have proper affordable housing, and we do not have proper workforce housing on Long Island,” the state Senate candidate said. “I’m going to make sure that we do everything that we can to bring home the funds so that we are investing in housing projects, while investing in our critical infrastructure, our public transportation, our roads to make sure that we are keeping up with the flux of people coming into our community.”

Palumbo discussed homelessness as a multifaceted issue, requiring changes in affordable housing, enforcement practices and mental health services.

“I think, generally, Long Island is unaffordable,” he said. “We need to lower the cost of living on Long Island, make it all more affordable, and most importantly do what we can to deal with an affordable housing crisis.”

Concluding remarks

During their closing statements, the candidates were asked to provide their two highest legislative priorities that would also affect Port Jefferson Station/Terryville residents.

Johnson stated his two highest priorities would be affordability and infrastructure improvements. “We need to make sure that we are putting money back in the pockets of everyday people,” he said. “And I’m going to make sure that we do that, and we’re going to make sure that we are investing in our roads and infrastructure.”

Palumbo said his two highest priorities are closely linked to one another. He first hopes to alleviate the burden of high taxes and the unaffordable cost of living on Long Island, then tackle rising crime rates.

“I think other things will fall in place if we get control of the crime issue,” the state senator said. “Coupling that with affordability … we’re losing people for a number of reasons in New York, and we shouldn’t be losing anyone.” He added, “We’re an amazing state, and we need to do what we can to save it.”

Though he did not identify the two highest priority issues, Flood highlighted several matters he would like to remediate if elected. Among these are rising crime, bail reform and better state budgeting.

“I see firsthand some of the effects the state has put into place in terms of bail reform,” Flood said. “They’ve added extra hardships to prosecutors and those in criminal justice, and you see it in an increase of crime, in the inability of a district attorney to bring cases forward, and in that, you have local governments who are handcuffed in trying to comply with a lot of these laws.”

For Englebright, his two highest priorities are the electrification of the Port Jefferson line and better community planning. The assemblyman foresees many positive effects if the existing railyard relocates to the Lawrence Aviation property.

“This is, after all, Port Jefferson Station,” he said. “Our station area should be enhanced, and the plan that we put forward for that should not just be something that looks like South Brooklyn. It should look like a vision of what this community should look like when it looks itself in the mirror.” He concluded, “It should be a place of pride. I believe it should be a public park.”

The Town of Brookhaven has released its first proposed map to reapportion the Brookhaven Town Council. 

Last week, the town’s appointed bipartisan redistricting committee disbanded after failing to adopt an official map for the six council districts. Without a recommendation from the committee, the Town Board is now responsible for redrawing the district lines.

Following the dissolution of the redistricting committee, Brookhaven Town Supervisor Ed Romaine (R) met with the six representatives on the Town Council to discuss their priorities for the new map. 

Jack Krieger, the town’s communications director, offered a statement outlining the methodology used to arrive at this new proposal. The supervisor could not be reached for comment.

“Over the course of the last several months, more than a dozen public hearings were held across the town by the Brookhaven Redistricting [Committee] in an open, transparent and public process,” Krieger said. “At these meetings, in emails to the [committee], and in local media, numerous residents, civic associations and community leaders voiced their concerns and opinions as to what newly created districts should include, and what they should not.” The communications director added, “The map that will be voted on includes numerous elements from these suggestions.”

In an exclusive interview, Councilmember Jonathan Kornreich (D-Stony Brook) offered some points he raised during his conversation with the supervisor. 

“The supervisor outlined a couple of his priorities, like keeping communities together and making as few changes as possible,” Kornreich said. “Another one that he expressed, which I didn’t happen to agree with, was getting as close to zero [percent deviation] as possible.” The councilmember added, “As long as it’s legal, as long as it’s within the tolerance, that [zero deviation] is just not as important to me. The other criteria are more important.”

One of the reasons for the outpouring of public resistance throughout the committee hearings was a general fear of dividing communities of interest across political boundaries and consequently diluting their voting power, leading to possible gerrymandering.

Krieger defended the new map in his statement, arguing that it “reduces the number of hamlets that are split between districts of multiple council members, has substantially equal populations with the least possible deviation, and contains clear and readily identifiable boundaries.” He added, “The map makes only minimal changes to accomplish this, with 90 percent of residents seeing no change in the district in which they live.”

Kornreich also addressed the public’s concerns. He said the debate surrounding his district, Council District 1, has been about defending the integrity of communities rather than advancing the interest of a particular party.

“This whole thing of me trying to defend the integrity of my council district was never a political effort,” he said. “It was a bipartisan civic effort. The people who had my back in this were as Republican as they are Democrat.”

Residents will again have an opportunity to weigh the redistricting plans during a public hearing on Thursday, Sept. 29, at Brookhaven Town Hall. The hearing will begin at 5 p.m.

During a Port Jefferson School District Board of Education public meeting on Tuesday, Sept. 13, the board put two ballot measures out for a public vote on Monday, Dec. 12.

The measures deal with infrastructure improvements and upgrades in elementary, middle and high schools. Proposition 1 is an estimated $23.1 million proposal focused on critical infrastructure improvements and updated facilities. 

Proposition 2 is an estimated $1.88 million proposal that would replace the existing grass field at the high school with turf. (For a detailed description of both propositions, see The Port Times Record’s Sept. 8 story, “PJSD administrators present proposed capital bond projects and cost estimates.”)

Before putting these proposals out for a public referendum, the board first conducted a state-mandated environmental review and then a vote to put the propositions on the bond referendum. 

With BOE president Ellen Boehm absent, both SEQRA reviews passed the board unanimously. Proposition 1 was also unanimously approved. Though Proposition 2 passed, trustees Rene Tidwell and Ryan Walker voted “no.”

The decision to approve these propositions did not come without public opposition. District resident Drew Biondo objected to Proposition 2 because a turf field will require continual costs for refurbishment.

“In the course of paying for a $1.8 million field, even before we’re fully paid for it, we’re paying nearly the same price again just to refurbish it,” Biondo said.

Biondo addressed the impending loss of LIPA subsidies in the coming years, commonly referred to as the glide path. While some believe the agreement with LIPA is settled, Biondo contends that the issue remains ongoing and that much uncertainty remains.

“In 2027, the power service agreement expires,” he said. “[Then] what happens? If the power is not needed, then the plant goes dark. And if the plant goes dark, what will National Grid do? They will close the plant and likely demolish it.”

Biondo believes the looming prospects of demolishing the power plant may foreshadow a significant loss of revenue from LIPA. He advised the board to be mindful of these factors and their impact on taxpayers. 

Biondo concluded his remarks by stating that small class sizes and the ability for students to get to know their teachers are an asset to the district. “I think you have to go to your strength, and our small size is a strength, and our low taxes are a strength,” he said. 

District voters will get the final word on the matter this December. In the meantime, the district will hold a series of tours and information sessions to educate residents on the issues at stake in this upcoming referendum.

The Order Sons and Daughters of Italy in America Vigiano Brothers Lodge 3436 held a memorial service at Harborfront Park on Sunday, Sept. 11, to honor two brothers who lost their lives on 9/11.

The Sons and Daughters of Italy is a nationwide Italian American fraternal organization. Lodge 3436 comprises nearly 90 members from communities throughout the area, such as Port Jefferson, Mount Sinai, Miller Place and Stony Brook. 

Anthony Rotoli Jr., president of the lodge, explained the intent of the memorial service. For lodge members, it is an annual reminder of the sacrifices and heroism of first responders who risked their lives in the line of duty. It is also a way to honor the many lost on that fateful occasion.  

“Every year, we do this memorial and it’s uplifting,” he said. “It’s something that we look forward to every year, though with a heavy heart.”

The lodge was instituted in 2008 and named in honor of two brothers killed on 9/11: John and Joseph Vigiano. Rotoli considers the example of the Vigiano brothers a source of pride and inspiration for the members.

“We take that name with pride — pride to us because they sacrificed for this country,” the lodge president said. He added, referring to the memorial service, “It’s an uplifting [event] because we’re giving something back to the brothers.”

Larry Johnston, one of the attendees, served with Joseph Vigiano as a patrol officer. He remembers Joseph’s dedication to his profession and his commitment to public service.

“The guy was a cop’s cop,” Johnston said. “He was shot on three separate occasions and could have easily gone out on a disability. He decided that he didn’t want to do that and just wanted to continue on as a police officer.” He added, “Anything that he could put service into, he did. … His legacy is a legacy of service.”

Given the Vigiano family’s example of duty and sacrifice, Johnston believes the naming of the lodge is a fitting tribute. “It’s a great way to remember Joe and who he was, what he represented, what he brought down to his family and how they represent him,” he said. Brother John Vigiano was an FDNY firefighter.

The Mount Sinai Fire Department held a memorial service on Sunday, Sept 11, in honor of the lives lost on 9/11.

Community members gathered at the fire department’s memorial. There, various members of MSFD delivered speeches commemorating the fallen. Following these statements, the department performed a ceremonial bell ringing, recognizing those who died in the line of duty. 

In an interview, Chief Randy Nelson discussed the ceremony’s purpose. For him, this annual custom preserves the memory of first responders who risked it all in the name of duty. It also recognizes the many civilians who died during the attacks.

“It’s a way to honor those who were lost on that day and, unfortunately, those that were lost since then battling diseases that stemmed from their work at Ground Zero in the months after,” he said. “It’s a way to honor, remember and — like it’s always said — to never forget. It is important to always have their memory at the top of our minds, especially on this day, but every day.”

Following a contentious virtual meeting on Monday, Sept. 12, the Brookhaven Redistricting Committee failed to reach a compromise on a proposed map, sending the redistricting process to the Brookhaven Town Council.

The committee voted on three maps during the meeting, none of which received the six votes necessary to adopt an official proposal. There was significant controversy leading up to this meeting. Despite this, all eight members and the committee’s mapmaker, David Schaefer, were present.

However, members calling attendance seemed to be the only unanimous outcome of the night, as the three Democratic appointees clashed with their Republican and Conservative Party counterparts throughout the evening.

The meeting got out to a rocky start after an unsuccessful motion to adopt an agenda. Schaefer then presented three maps that the committee requested during the previous session.

Schaefer first presented a “map of least change.” This map addressed only Council Districts 2 and 6, the two districts whose populations fall outside the 5% deviation allowable under the Town Code. After a vote, this map failed 3-5, with Democratic appointees Rabia Aziz, George Hoffman and Gail Lynch-Bailey voting “yes” and all others voting “no.”

Schaefer also presented a map that loosely follows the proposal of Coram resident Logan Mazer. On the whole, the Mazer map was viewed favorably during the public hearings. However, this proposal was ultimately shot down by another 3-5 vote, with the same committee members voting for and against it.

Schaefer’s final presentation was a map that followed the boundaries of Proposal 2, one of the two original draft proposals which met fierce opposition during the public hearings. With some adjustments to the boundaries of CD1 and CD2, this new map kept much of Proposal 2 intact.

In the face of this public opposition, the map was the highest vote-getter, with a 5-3 vote count — one vote shy of formal adoption by the committee. Ali Nazir, Edward McCarthy, Delilah Bustamante, Krystina Sconzo and Chad Lennon voted “yes,” with the entire Democratic caucus voting it down. 

In a phone interview, Lynch-Bailey confirmed that the redistricting committee officially disbanded the following day around noon after Nazir and Aziz, the co-chairs, could not reach a compromise. Failing to adopt a proposal, the committee sends the process to the Town Council. 

During a Town Board meeting Tuesday, Sept. 13, Supervisor Ed Romaine (R) discussed some of the criteria he will be looking for in the new map. He said he hopes to achieve an equal population distribution across council districts, keep minority communities together within district boundaries and reduce the number of split communities. The Town Board must adopt new council district outlines by Dec. 15. 

The supervisor expects a new map to be available on the town website by next week. A public hearing on the matter will be held at Town Hall on Thursday, Sept. 29, at 5 p.m.

During a special meeting of the Port Jefferson School District Board of Education on Tuesday, Sept. 6, superintendent of schools Jessica Schmettan delivered a presentation on the proposed capital bond projects slated for a possible public referendum later this year.

During the upcoming meeting on Tuesday, Sept. 13, the board will vote whether to formally adopt two ballot propositions for an expected Dec. 12 vote. The special session included a lively discussion among board members and elicited significant feedback from members of the public. Village Mayor Margot Garant even made an appearance to share her own take on the proposed projects.

The meeting began with a detailed presentation of the proposed projects, followed by over an hour of deliberations during the public comments. Both ballot measures drew considerable public debate and diverse perspectives from both sides.

Proposition 1

Proposition 1 encompasses a wide range of infrastructural improvements across buildings throughout the district. The estimated combined costs for Proposition 1 total $23.1 million.

The first item includes upgrades to heating and cooling within the high school and elementary school, upgrading the steam heating system and providing dual-use ventilators in the high school. The plans would also replace existing units in the elementary school with dual cooling units. 

“If this bond was to be approved, we could say that all three of our schools would be heated efficiently and cooled efficiently,” Schmettan said. “I know there has been some conversation about cooling and the need for that. It is a modern convenience, but it is also a comfort. … It is tiring to be in the heat that long, and our students do learn best when they are in the most comfortable conditions.”

The proposal would also renovate the existing locker room and team room facilities surrounding the high school gymnasium. These facilities are used by physical education classes from grades 6-12, supporting the nurse’s office and the well-fit rooms. 

The proposed renovation to the nurses’ office would remove an existing wall, adding a waiting area, a resting place, an ADA-compliant toilet and sink, and a resting area for the nurses. 

The ballot proposal also seeks to reconfigure the girls locker room and team rooms, repurposing some of the existing showers as additional locker room space. The proposal would link the girls locker room with the team room and an ADA-compliant bathroom. 

“Additionally, there would be access from the Wall of Fame hallway so that children could get into the team room, get into the locker room, without walking through the gymnasium when classes are in session or games are in session,” the superintendent said.

The proposal adds plans for a wellness room, which will open up storage space for the physical education department. A wellness room, according to Schmettan, would centralize equipment storage while accommodating office space for PE teachers and coaches.

“It centralizes everything,” Schmettan said. “Right now, our boys team room is upstairs and our girls are downstairs. It centralizes all our staff in one spot for supervision, which is ultra-important.”

Transitioning to the boys team room, Schmettan expressed disappointment and embarrassment at the existing facilities. She indicated that this space is “old and decrepit,” with a “long, dark hallway.” The current layout has the added disadvantage of separating the boys and girls team rooms between separate floors. 

The proposed renovations would bring the boys team room downstairs. Similar to the layout for the girls, the boys team room would conjoin the team room with the locker room while providing access from the hallway.

Currently, the school trainer uses a closet as an office space. Under the plans, the trainer would move out of this location into a repurposed and renovated well-fit room. “It has access from the hallway and can be a proper room for the students to see the athletic trainer for any of their injuries,” Schmettan said.

Another aspect of this bond proposal centers around the two areas where the students have to leave the main building to access a portable that houses art, technology and music programs. To get to the portable, students must exit the building and mount a steep set of stairs, often encountering inclement weather.

“It is a huge safety and security issue,” Schmettan said. “It also presents a problem when you’re talking about students with disabilities, or with short- or long-term injuries.”

The bond proposal would demolish the portable music room, outfitting the upstairs space that supports the boys team room with a new tech education room and music room. 

The existing band and choral room would also improve, with proposed renovations to the storage areas for equipment and musical instruments.

The final item within Proposition 1 is the renovation of approximately 14 bathrooms within the elementary school. These upgrades include tiling, plumbing, toilets, sinks and water fountains.

Proposition 2 

The second ballot proposal, if approved, would replace the existing grass athletic field with an athletic turf field. A projected $1.88 million project, Proposition 2 would add a five-sport lined crumb rubber surface, which has an expected lifespan of eight to 12 years. 

Schmettan said a turf field would promote playability for the district’s athletic teams. She added that despite some speculation from members of the public, there are no plans for either field lights or a comfort station for the turf field. 

Proposition 2 is a contingent ballot measure, meaning it cannot pass on its own. If the first proposal were to fail come December, then the second proposal would fail automatically regardless of its vote.

Cost estimates

Joining Schmettan was deputy superintendent Sean Leister, who presented multiple financial models to prepare district residents for the expected costs for these projects. 

Leister said his estimates generally swayed on the conservative side so that he does not underrepresent the expected costs. His models assume construction will begin in 2023-24 and that the district will borrow funds from its reserves to cover the expenses for the first year of the bond. 

“We would borrow money for a 15-year bond,” he said. “Once again, that could be variable, but we’re using an estimate of 15 years. The debt service on that bond would run from 2024-25 through [2038]-39.” He added, “In my models, I also estimated that state aid would not begin until the third year. … I also estimated on the low side that 87% of the project will be eligible for state aid.”

Leister gave a detailed estimate of residents’ annual contributions to paying down the bond based on the assessed values of their homes. Since the project’s first year will be self-funded, borrowing will kick in for 2024-25. See figures above for expected costs from 2023-28.

Following the presentation, a spirited discussion ensued during the public comments when district residents, parents and students raised several arguments for and against the two ballot measures.

American history and local tradition are on a collision course here in the Village of Port Jefferson.

Last month, public officials announced that the village government would partner with the Port Jeff-based Bayles Boat Shop to recreate a whaleboat from the American Revolution era. The boat shop is an offshoot of the Long Island Seaport and Eco Center, also known as LISEC, a nonprofit dedicated to the preservation of maritime history on Long Island. 

Mayor Margot Garant said the village government entered into conversations with LISEC because it sought a way to promote the story of Port Jefferson’s role in the Culper Spy Ring.

“We would have never considered it without having LISEC as a partner,” Garant said. “They just absolutely loved the concept. We brought it to them for the historical component and for helping us tell the story about Port Jefferson’s instrumental role — and the Roe family’s role, in particular — in the spy ring.” She added, “We felt the whaleboat would be a unique way of embracing the history, telling the story and engaging the community.”

In an interview, LISEC president Len Carolan indicated that the buildout would last for up to two years or so. “The boat will be a little bit longer than 25 feet, 6 feet wide, and it will weigh up to a ton,” Carolan said. He added that a project of this scale will also require additional steps: “This is the first time we’re going to be using a lofting platform.”

Lofting is a practice in wooden shipbuilding that enables designers to produce full-scale drawings used as templates. These renderings will help the builders to cut wood pieces with precision and to create a vessel that is as true to the source as possible.

The designers even hope to use the same building materials as the original whaleboats. “Typically, the boats then were built with white oak and white cedar,” Carolan said. “We have access to white oak because that grows here on Long Island. The white cedar, though, is no longer available here, so we’ll have to go a little further north to get the kind of wood we need.”

The term “whaleboat” is a misnomer, denoting the style of the vessel rather than its intended function. Carolan stressed that the operators of the original whaleboats did not use them for hunting whales.

“It’s similar to the design of the boats used to hunt whales, but those boats were much bigger — they were like 32 to 36 feet long,” he said. However, the boat’s design likely offered the patriots certain tactical advantages at sea. “It was easy to maneuver and row, and they were able to raid British ships and get away quickly using these whaleboats.”

Local historian Mark Sternberg is among the key figures involved in this project. Sternberg said he cultivated an interest in local history while growing up in the Port Jefferson School District. Back then, the stories of local patriots left an early impression upon him, inspiring him to pursue the subject more deeply.

“I’m from Port Jefferson … and grew up surrounded by the history here,” he said. “There is a lot of stuff here in Port Jeff that hasn’t been well documented. We have barely even started to scratch the surface of what we know about the spy ring.”

Sternberg foresees the whaleboat serving an array of educational purposes. An operational whaleboat makes possible various historical reenactments, such as Valentine Rider’s misguided plundering of the Roes — whom he had falsely believed were loyalists — and scenes of the numerous whaleboat battles fought in the Long Island Sound.

Sternberg added the whaleboat would help to tell the story of Caleb Brewster, a Setauket native who assisted the American war effort through his participation in the spy ring. Brewster also joined in the famous whaleboat fighting on the Sound. 

Though the name of Brewster’s whaleboat is lost to history, Sternberg recommends naming it “Resolution.” He said this title could still honor the Brewster legacy.

“My recommendation is to call the boat Resolution,” he said in an email. “This was the name of Valentine Rider’s whaleboat; [he was] a patriot privateer who launched from Connecticut to harass perceived loyalists on Long Island. It will work for plundering reenactments, as Valentine Rider and his men plundered the families of Nathaniel and Phillips Roe in May 1781 — the Roes were portraying themselves as loyalists as part of their roles in the Culper Spy Ring.” He added, “The name will also work if we ever try to reenact the intense whaleboat fight of 1782, as Valentine Rider fought alongside Caleb Brewster in that battle.”

Port Jeff village historian Chris Ryon also supports the whaleboat project. He sees the whaleboat as a unique opportunity to showcase two previously distinct strands of local history, connecting the village’s shipbuilding roots to its contributions to the Revolutionary cause.

The whaleboat “pulls it all together,” Ryon said. “It’s one of the earliest histories we have and pulls our Revolutionary War history in with our maritime history.”

Carolan expressed similar enthusiasm for the project. He said he hopes for the public to be able to follow the various stages of the buildout, from the construction of the lofting platform to the completion of the whaleboat. 

He also holds that the whaleboat could be a precursor to similar projects down the road, generating momentum and boosting confidence among those working on it. “We are hoping that it becomes a visible sign to students and local school districts,” the LISEC president said. “And that the entire build from beginning to end is open for the public to see the progress.” 

Carolan added that he hopes the build is the first of many large undertakings for the Bayles Boat Shop and added, “I think it’s going to give us so much more exposure.”

For Garant, sharing the local history of Port Jefferson is essential. By educating locals about their historical origins, she believes residents can better understand who they are, where they come from and their place within that history.

“I think the history is key to who we are,” the mayor said. “I feel one of the responsibilities of local government is to not only embrace that history, but to enrich and save it and work with the community to celebrate it and talk about it.”

On Monday, Sept. 5, Americans took off from work in honor of the contributions made by laborers throughout their national history. This Labor Day was an opportunity to catch up with Martin Cantor, director of the Long Island Center for Socio-Economic Policy. During an exclusive interview, he discussed some of the labor trends on Long Island, the success of remote work and the role of unions today.

How would you describe the current state of the labor force on Long Island?

First, we still haven’t recovered all of the jobs lost during the [COVID-19] pandemic. We’re about 30,000 jobs shy. However, we have a strong labor force — I think we have about 1.5 million people in it. Still, our labor participation rate is not as it once was prior to the pandemic. There are still people on the sidelines.

What labor trends on Long Island do you find most troubling? Also, which trends are most encouraging?

The most troubling is that a lot of our workforce has not come back. The economy cannot expand unless our workforce participation rate increases, and that gives me concern. The other thing that gives me concern is that the Federal Reserve is going to aggressively go after inflation by increasing interest rates. With employee productivity at record lows, that could mean layoffs in the future.

Speaking of layoffs, do you believe there is already a labor shortage on Long Island?

No, I don’t think there’s a labor shortage. I think that if there’s any kind of a shortage, it’s people not wanting to come back to work. 

How does the cost of labor factor into these growing economic concerns?

Well, the cost of labor is very important, and that’s part of what caused the inflation. Not only did we have all of that extra money that the federal government put in, but we arbitrarily increased the minimum wage. That led to higher prices in the marketplace. 

I’m not denigrating the minimum wage [$15 an hour on the Island] — it’s only $31,000 a year. It’s very difficult for one person to pay for rent, food and electricity living on the minimum wage, but it did have an economic impact.

Do you think that the gradual development of remote work will have a positive long-term effect on the labor force?

Well, it depends where you are. The quick answer is yes. Two things have happened during the pandemic. Number one: Employers learned to have a different business model that didn’t require everybody to come into the office. They were able to reduce the amount of space that they needed to rent. 

The other thing was that employees found they could have a better quality of life by working remotely. They didn’t have to commute two hours a day to get into the City. On the other side of the coin, Goldman Sachs just announced that there’s no more remote work and everybody has to come into the office in New York City.

Do you think a schism is emerging between those who work from home and those who go to the office?

I wouldn’t call it a schism, but I will tell you that how people work and how businesses operate have changed. I think that congestion pricing in the City is a big influencer on all of that. 

If people don’t want to ride the trains, they usually drive in and have to pay more money. They might insist on working remotely. They also might insist on getting higher wages from employers. Some businesses might relocate out of the City because it is too expensive and too onerous for their employees.

So I think you have several things that will impact where people work and how people work.

How has the relationship between workers and public transit evolved here on Long Island?

I will tell you this: The Long Island Rail Road is [operating] at about 50% less than its prepandemic ridership. I took the train about three weeks ago, and the train was empty. Even when I jumped on the train at Penn Station at about 4:30 — which is normally packed — the train was empty. 

What accounts for the popularity of labor unions today?

People have felt this was a very difficult time during the pandemic. Some people have taken a look at life’s choices and are saying, “Hey, I’m not getting paid enough to do this stuff.” They want better benefits, a proper workplace environment and a salary commensurate with their skills. That’s why unionization is at one of its highest points in years.

What is your long-term forecast for the regional economy on Long Island?

Our regional economy is doing well. Historically and even currently, Long Island has always been able to fend off bad economic times. I think we are doing fine and we will be doing fine.

During a public meeting of the Rocky Point school district board of education on Monday, Aug. 29, Sound Beach resident Bea Ruberto confronted the board over its decision to reverse a longstanding practice regarding book donations.

In June, district parent Allison Villafane donated several books related to Pride Month. In mid-July, the board sparked controversy from the public for its decision to no longer accept book donations from parents. 

During a special meeting on July 28, members of the board justified their decision on the grounds that they lack expertise in children’s literature. During her remarks, Ruberto contended that the board used shoddy reasoning to arrive at its decision. By reversing its book donation practice, Ruberto suggested that the BOE inadvertently took decision-making authority out of the hands of librarians.

“I remain disappointed with your decision to no longer accept book donations,” Ruberto said. “None of you are experts in deciding which book donations to accept, you said, but there are experts who can do this — the librarians.”

Another point of contention for Ruberto was an argument made on July 28 during the public comments that there are more pressing matters for the board to consider than book donations. 

Pushing back against these charges, Ruberto suggested that access to reading materials lies at the core of any institution of learning.

“Yes, there are many important issues related to our children’s education, but the idea that the books made available to them isn’t one of them is ludicrous,” she said, adding, “As long as a book is age appropriate, I can’t imagine any book that young people should not have access to it.”

While Ruberto acknowledged that parents remain the ultimate arbiters for their children’s reading materials, she added that librarians also perform a vital function. According to her, school libraries are ideally inclusive spaces that should reflect the entire community’s values.

“Some parents may be troubled by what they see in the library, and then they may — and certainly should — monitor what their children are reading,” she said. “But school libraries aren’t just for them. They’re for everyone in the community.”

Jessica Ward, president of the board of education, responded to Ruberto’s public comments. The BOE president argued that the decision empowers the district’s librarians, offering these experts the freedom to stock the libraries with books of their choosing and without sway from the board.

“Our decision, as we explained last time, was made in consensus,” Ward said. “As you said, we’re not the experts on books. We want our librarians to pick the books in their libraries.”

Before the meeting adjourned, Ward and Ruberto debated whether the change of practice on book donations constituted a policy change. In attempting to settle this matter, Ward advised that she and the board would consult with their attorney and get back to Ruberto with a more detailed explanation.

The next meeting of the Rocky Point board of education is scheduled for Monday, Sept. 19.
