Following a multiyear delay due to COVID-19, representatives of Port Jefferson’s sister village visited last weekend.

On Saturday, April 22, the chief of the Maasai tribe in Kenya returned to the Port Jefferson Village Center with two fellow members of the tribe. The Maasai delegation presented on local developments in Kenya since its last visit, as the shadow of the pandemic and environmental degradation have diminished their way of life.

In Maasai villages, there is no running water or electricity, they explained. The women construct huts made of sticks and mud. Men protect the community from the numerous dangerous animals that cohabitate in their territory. In this agricultural society, a Maasai family’s worth is determined by the number of cattle it owns.

In recent years, the Maasai have been ravaged by severe drought, killing off much of their cattle and endangering their very existence.

The chief, Joseph Ole Tipanko, oversees approximately 7,000 people in Kenya. His wife, Cecilia, and John Kilenyi Ole Parsitau were with him.

During their presentations, the Maasai people had an opportunity to share their culture with Port Jeff, highlighting the many similarities and differences between the two.

Virginia Armstrong is a local resident and partner of the Maasai organization, helping arrange their events while they are visiting the United States. 

She said that through the year, the leaders and community members of the two villages, though separated by 10,000 miles, have forged close ties.

“Mayor [Margot] Garant has been here several times, and she calls them her sister village,” Armstrong said.

Armstrong also stressed the unique opportunities that this bond creates, emphasizing how cultural exchanges between the two villages mutually enrich one another.

“We benefit each other,” she said. “We bring some cultural awareness to Port Jeff and then, in exchange, we are supported by the village here.”

She added, “For any American, it’s very beneficial to know about other cultures and other parts of the world.”

During the presentations, the chief explored some of the challenges that the Maasai people face today, including severe droughts, environmental degradation and the ill effects of climate change.

The chief said there are numerous attributes that Port Jeff village residents should take away from the Maasai way of life. “People need to be bonded together by love and unity,” he said. “It’s also good that they know that they should conserve.”

Tipanko stressed that in much of the undeveloped world, including the Maasai villages, access to food is often limited. He reminded Americans that they should not take food for granted. 

“They should appreciate what they have here in this country,” he said.

He has also observed in the U.S. a tendency toward excess, with many Americans consuming well beyond their basic needs. He commented that this mode of thinking could lead to a grasping, materialistic outlook and culture, impeding one’s connection to others and enjoyment of life.

American children “need much, but in Africa, even getting a sweet — a candy — is something big,” he said. “Getting a pair of shoes is something that’s big because some of the kids are barefoot.” 

He added that Americans “should be thankful for what they have because they have running water in their houses, bathrooms and electricity. To me, I think they are very lucky.”

Upon returning to Port Jeff, the chief highlighted the importance of sharing that message.

“Whenever we come here, we feel so connected,” he said, adding that this unique forum “teaches the students to come and appreciate the diverse cultures of the world. And in that, when I understand their culture and they understand my culture, we are able to live peacefully as brothers and sisters for a peaceful global world.”

The newly reconfigured executive board of the Port Jefferson Station/Terryville Civic Association went straight to work Tuesday night during the body’s general meeting April 25.

Nearly six dozen people turned out as former civic president Ed Garboski and vice president Sal Pitti left their posts, transitioning leadership authority to Ira Costell and Carolyn Sagliocca, respectively. 

Village of Port Jefferson Mayor Margot Garant, former New York State Assemblyman Steve Englebright (D-Setauket) and representatives of state Sen. Anthony Palumbo (R-New Suffolk) and Suffolk County Legislator Kara Hahn (D-Setauket) were all in attendance.

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) officiated over a formal swearing-in ceremony for the newly elected civic officers. He thanked the departing civic leaders and congratulated their successors.

“There’s an energy in this community that we haven’t felt in years,” he said. “It’s a whole new optimism, and in large part, that’s because of the drive out of this civic organization.”

To Garboski and Pitti, the councilmember added, “You two are fantastic civic leaders, and I have every confidence that the new board will continue to focus and do the work that you’ve done.”

Land use

Costell quickly got moving, announcing the creation of a land use committee headed by Sagliocca, which will monitor development and related land use activities within the hamlet.

Further expanding on this theme, Costell articulated his vision for overseeing the redevelopment of the area, narrowing his focus around the projected $100 million proposed investment into Jefferson Plaza, owned by Staller Associates.

“The Staller project is the keystone, if you will, about the entire development of our little hamlet,” he said.

Between the Jefferson Plaza proposal, several planned retirement communities throughout the hamlet and significant residential development in Upper Port, Costell described PJS/T as looking at challenges associated with population density.

“I think it’s incumbent upon us as an organization to register our desire and intention to seek new planning overall, to bring a traffic study and some of the impacts of all of these things cumulatively,” the civic president said. 

He added, “I’d like to go in front of the [Brookhaven] Town Board and express our concern that our little hamlet needs some attention, that we’ve gotten a whole lot of multifamily activity here that we welcome but want done in a fashion and manner that’s going to ameliorate the impacts on existing residents and invite new people in.”

Kornreich concurred with this assessment in part, stating that overdevelopment represents a danger to the quality of life in the area.

“I agree with you that overdevelopment is one of the gravest threats that we face in the destruction of the suburbs, both in respect to our way of life and from an environmental standpoint,” the councilmember said.

Town natural gas program

Kornreich informed the body on a cost-savings strategy for consumers of natural gas. 

Recently, the town launched its Community Choice Aggregation program, partnering with Manhattan-based Good Energy to deliver a fixed rate on natural gas at 69 cents per therm. [See story, “Community Choice Aggregation: Town of Brookhaven joins energy revolution,” March 9, TBR News Media website.]

The councilmember said ratepayers could potentially save hundreds of dollars per year by strategically opting in and out of the CCA program based on the gas price from National Grid.

“Essentially, you can opt in and out at any time as many times as you want for free,” he said.

To save money, he encouraged residents to closely monitor National Grid’s service rates, published at the beginning of every month. “When that price is lower than 69 cents, you stay on National Grid,” he said. “When it goes over, you switch over.”

Based on a model he had conducted for his bill measuring the CCA against the National Grid price, Kornreich projected he would have saved approximately $250 last year.

“This month, in the month of April, National Grid’s price is 35 cents a therm,” he said, adding, “It’s half the price of the CCA … so I’m opting out.”

Reports

A Suffolk County Police Department officer delivered a report on public safety, noting that the phenomenon of catalytic converter theft within the area remains ongoing. The 6th Precinct also observed a slight increase in petit larcenies from this time last year.

He remarked on the new speed cameras installed on the Long Island Expressway. [See story, “New York implements new work-zone enforcement program.”] . The officer reported that during testing, the cameras generated roughly 6,500 summons within a 45-minute window. 

“Please be careful when you get on the LIE,” he said, adding jokingly, “That’s not a county thing. That’s a state thing, so please don’t call us and complain.”

Comsewogue High School students Kylie and Max updated the civic on various developments within the school district. The Spanish Honor Society at the high school recently held a fundraiser to buy Progresso soup donated to the Pax Christi Hospitality Center in Port Jefferson.

Andrea Malchiodi, assistant director of Comsewogue Public Library, announced that the library is conducting a raffle for all cardholders as part of National Library Week. “We’re doing a huge raffle basket, so anybody who is a library card holder can go and put in a raffle to win this fun basket,” she said.

The library is also collecting pet food for a collection drive through Long Island Cares.

PJSTCA corresponding secretary, Charlie McAteer, reported that the town would be holding a Drug Take Back Day on Saturday, April 29, from 10 to 11:30 a.m. at the Train Car Park in Port Jefferson Station.

McAteer also said that the Friends of the Greenway would conduct their next cleanup on Saturday, May 13, at 9 a.m. at the Port Jefferson Station trailhead. This cleanup will coincide with this year’s iteration of the Great Brookhaven Cleanup.

PJSTCA will meet again on Tuesday, May 23, at 7 p.m. at Comsewogue Public Library.

Two prominent local figures of the Port Jefferson/Terryville area are departing from the community.

Ed Garboski and Sal Pitti, former president and vice president of the Port Jefferson Station/Terryville Civic Association, respectively, recently sold their homes, both headed for permanent relocation to the warmer climes of Texas and Florida. The two civic leaders formally transitioned their posts Tuesday, April 25, handing the reins to newly installed civic president Ira Costell and vice president Carolyn Sagliocca.

The departing officers caught up with TBR News Media in an exclusive interview, during which they reflected on the area’s projected growth, improvements in the standard of living and the vital role of PJSTCA.

Community planning

Garboski emphasized the 2014 Port Jefferson Station Commercial Hub Study as a critical component for the area’s long-term planning. 

The study makes several recommendations for reconfiguring the commercial corridor along Route 112, including rezoning much of the area from J-2 local business zoning to J-6 Main Street zoning. 

The plan also aims to “improve the physical environment, reestablish the hamlet’s historic character and augment the natural environment” to create a Main Street Business District in Port Jefferson Station.

While planning stalled for some time following the adoption of the hub study, Garboski expressed optimism that its recommendations would soon be ratified. “I was kind of hoping we’d have shovels in the ground before I left,” he said. “But it’s moving.”

The outgoing civic president also reflected upon the ongoing work to clean up the Lawrence Aviation Superfund site, with plans in the works to convert the existing space into a multipurpose community hub and recreational park space.

Much of these local aspirations, Garboski contended, will require assistance from the Metropolitan Transportation Authority, which has yet to commit to electrifying the Port Jefferson Branch of the Long Island Rail Road despite generations of residents and officials calling for the project.

“Once you electrify that line, then everything will fall into place,” he said. “You can move the train station to the other side of [Route 112] to eliminate the railroad crossing, put the storage at Lawrence Aviation, a solar field and open space.” He added, “I couldn’t think of a better thing to do with that.”

Public safety

During his tenure, Pitti said he had observed gradual improvements in the standard of living and public safety within the hamlet. His community involvement began with a local neighborhood watch program on his block, which soon expanded across the hamlet.

Pitti’s local crime program later merged with the civic association, where he integrated public safety forums into civic meetings.

“The civic became crime information and construction information,” he said, adding that over time, this approach helped “clean up the neighborhood.”

Civic’s role

Reflecting on his community work, Pitti regarded openness to new ideas and perspectives, along with a willingness to enter a dialogue, as necessary ingredients for effective community leadership. For these traits, he said the civic has amassed greater credibility with residents and government officials.

“We just built a good reputation for being willing to work with people,” he said. “We always said at meetings that you have to meet people in the middle. You can’t have it one way or the other, and I don’t care who you are.”

He added, “You have to always try to find that happy medium to make the majority of people happy because, unfortunately, not everyone will always be happy.”

Garboski said the civic body requires continual community mobilization to represent resident interests. He maintained that the success of future advocacy efforts rests upon “strength in numbers.”

“That’s the kind of community we have — when their back is to the wall, they will show up,” he said. “They will fight. You have to have the right people leading them, you have to be willing to negotiate and stand your ground.”

Both leaders thanked the members of the civic and the greater community for their support and for entrusting them as leaders over the years. Though bittersweet, they expressed optimism for the community and civic to stay on their current upward track. 

“For the bulk of it, I think we did a good job,” Garboski said. “And we had good people to work with, very good people to work with.”

Conversations on the Maryhaven Center of Hope property at Myrtle Avenue picked up on Tuesday, April 25, to be followed by a public hearing scheduled for next week on Monday, May 1.

During a work session of the Port Jefferson Village Board of Trustees, the Maryhaven debate evolved into a game of tradeoffs and compromises, the board working to encourage the preservation and adaptive reuse of the historic building on-site through incentives.

Among the agreed-upon incentives package to preserve the structure, the board settled upon allowing for additional stories and height. The board, primarily at the direction of trustee Rebecca Kassay, remained unwilling to allow for further clearing of woodlands on the property.

The building “has a lot of meaning to the community, the Maryhaven complex,” said Mayor Margot Garant in an interview. She added the board’s current direction represents “an effort to give incentives so that the Planning Board can do their job with the applicant while preserving a historic building.”

The board is working on revising Section 250-15 of the Village Code. Village attorney Brian Egan clarified the proposed code changes. While Maryhaven is currently zoned as a Professional Office P-O District, the existing zoning code enables applicants within the P-O district to apply for rezoning for Moderate-Density Residence R-M District development through a special-use permit.

The proposed new section of the code aims to encourage applicants to preserve historic buildings and structures on their properties.

The Maryhaven “building is pretty special with the red and the views and the copper — it’s a special place,” Egan said. “But developers don’t care about that. Developers don’t care about special, so how do you give them an idea to motivate them to be special?”

To do that, the village attorney proposed a modification to the zoning code that covers the conditions of the special-use permit for parcels that contribute to the architectural or aesthetic character of the village. 

“It’s kind of giving a tradeoff,” he said. “We say that if you have a contributing, architecturally and aesthetically important parcel or building … then you can have a proposed loosening of some of the standards that would normally apply in R-M.”

The loosening of those standards went under scrutiny during the meeting, with board members going back and forth over which incentives are permissible. 

“If we don’t provide enough of an incentive, they’re just going to take this building down,” Garant said. “And if not this applicant, the next one.”

Going through each of the zoning parameters under the code, the board fixed its attention on clearing permits in particular.

Throughout the exchanges, the trustees wrestled with establishing a coherent policy that accounts for the competing values of preserving historic structures, limiting clearing and making such redevelopment initiatives cost-effective for developers.

The current P-O limit for clearing is 65%. Noting some of the general trends on clearing allowances as well as the recent village history, Kassay remained firm on not granting developers any additional allowances on clearing.

“This is something that we’ve seen our community get very upset over,” the trustee said, expressing zero tolerance for additional clearing “because we are offering these other incentives.”

Those perks would be an extra story and added height on the property, a tradeoff of density for environmental conservation and historic preservation. The board agreed to change the maximum number of stories to four and the maximum height of the structure to 47 feet.

Following the meeting, Garant summarized the conclusions of the work session. “We did not permit additional clearing” under the new incentives package, the mayor said. “If you can’t give more clearing and you want to have something built there, another tradeoff instead of sprawling it is making it more dense, giving it height.”

The mayor added that the incentives allow for “something that conforms to the preexisting building.”

The board will continue this conversation in just days with a scheduled public hearing on the matter on Monday, May 1. The general meeting of the board will begin at 6 p.m.

At the eastern trailhead of the Setauket-Port Jefferson Station Greenway trail, a group of volunteers and community members met on Earth Day, April 22, kicking off the first cleanup of the season.

The Friends of the Greenway, a subsidiary of the Three Village Community Trust, hosted the event, which featured volunteers from various community groups, including the Stony Brook-based Avalon Nature Preserve. The cleanup coincided with Earth Day, a global holiday that recognizes the achievements of the environmental movement and the need for sustainable planning.

Greenway: an environmental triumph

“We schedule this [cleanup] in April for Earth Day to celebrate the Earth,” Herb Mones, TVCT president, said during the event.

Mones first became involved with the trail in 1999, when former New York State Assemblyman Steve Englebright (D-Setauket) asked him to head a task force for its planning. The task force included educational programming and active community collaboration, followed by a planning phase, which took 10 years. 

The concept of a multipurpose trail was revolutionary for its time, Mones suggested.

“In Suffolk County in particular, there are very, very few greenways that are multimodality paths — paved paths for residents, pedestrians and bicyclists,” he said. “It was a process of getting people to understand what a bike path would look like.”

The task force’s vision was soon enacted, and the Greenway has been servicing locals since 2009. Mones described the trail as in “pretty good condition,” though regular pockets of litter have tended to stick around. The Friends of the Greenway organization targets those areas once per month, keeping its community trail tidy and clean.

Celebrating Mother Earth

Volunteer cleanup initiatives are putting the themes of Earth Day into practice at the community level. 

Englebright, for whom the trail was renamed in 2022, was present during the cleanup. For him, the convergence of local cleanup efforts with Earth Day reflect the environmental movement’s local and global momentum.

“The volunteerism was very heartening and very rewarding to me,” he said. “When people are volunteering their time and focusing their energies on Earth Day, it’s just a positive vibration and it speaks well for the role of the trail in the maturation of our communities.”

Throughout his time in public life, Englebright has been a vocal advocate for the environment, one of the earliest voices to ring the alarm on overdevelopment and sprawl, open space preservation and water quality protection in Suffolk County.

Over time, however, the former assemblyman said he had observed even greater attention for sustainability and environmental consciousness.

“I’m greatly encouraged to see people of all ages — there were people with white hair and people at various grade levels of our public schools — all working together with their enthusiasm reinforcing one another, reinforcing the premise that Earth Day should be special,” he said.

In Port Jefferson Station, there are several new development proposals, most notably at Jefferson Plaza, just a block from the trailhead. [See story, “Developers pitch plans for Jefferson Plaza,” June 24, TBR News Media website.] 

While Mones accepts new development projects as “inevitable,” he said those projects should be grounded by sound community plans, considering the interests of all concerned parties. 

“Development and the environment can work together, but it takes kind of a synergy between town planners, the developer and the community to work together to do a plan that works for everybody,” he said.

Englebright said the redevelopment plans for Jefferson Plaza and other projects have been, up to this point, guided by such concepts. He expressed optimism that the Port Jeff Station/Terryville community could hash out a workable compromise.

“When you say redevelopment, it’s also reinvestment into a community,” he said. “I hope that we can bring those projects forward that are being planned for the redevelopment of Port Jefferson Station in a way that lifts all of the boats in the harbor at the same time.”

The North Shore Rail Trail, which connects Mount Sinai to Wading River, was formally opened last summer. The two trailheads at Port Jefferson Station and Mount Sinai are about a mile apart. Englebright remains optimistic that the two may soon intersect, enabling a continuous bike ride from Setauket to Wading River.

“They should be linked up,” he said. “Look, if the Appalachian Trail can go the length of the Appalachians from Maine to Georgia, and they can link that together, then we can link our trails together here on Long Island.”

Along New York Avenue in Sound Beach, before rows of storefronts and restaurant spaces — some filled, others not — thousands gathered on Saturday, April 22, for the 2nd annual Sound Beach Spring Festival and Street Fair.

The event featured dozens of local businesses and merchants tabling outside, along with food stands, face painting, music and other festivities.

The annual festival is hosted by the Rocky Point Sound Beach Chamber of Commerce, an organization founded in 2018 to draw businesses and economic development into the neighboring hamlets.

Gary Pollakusky, president and executive director of RPSBCC, said there was a two-year gap in the first and second festivals due to COVID-19. With public health concerns abating, the chamber picked up where it had left off before the pandemic.

“We had, I’d say, over 65 vendors, and we had thousands of people come through, all seeing for the first time some of the new businesses in Sound Beach,” he said.

Bea Ruberto is president of the Sound Beach Civic Association, the leading advocacy group representing the hamlet’s roughly 7,000 residents. She has been a leader in raising awareness for this private beach community.

“One of the things that we as a civic have tried to do for years is make people aware that we exist, make our representatives aware that we exist,” she said. 

To do that, Ruberto has been forceful in distinguishing Sound Beach for its unique history and local identity. She authored “Sound Beach: Our Town, Our Story,” which was recently adapted into the documentary film, “The History Upon Our Shores: Sound Beach, NY.”

The historical uniqueness of Sound Beach established, Ruberto has her sights on the future. She said the annual spring festival represents a vital organ in drawing attention to the area. 

“I love it because it brings people outside of Sound Beach into Sound Beach,” she said. “We want people to get to know about our community.”

Though several restaurants and merchants are in business, the commercial strip is a ways away from a fully formed, traditional main street. That, Pollakusky said, will require additional advocacy work to keep occupants of the storefronts commercially viable.

“Seeing businesses come and go is heartbreaking sometimes because those are families that are local and that are losing their livelihoods,” he said. “To see a business that did everything that it could to survive and then fail, it’s heartbreaking.”

Pollakusky indicated that countering these trends will take time and effort from local organizations and government. He outlined his aspirations for the hamlet.

“I’d like to see that our storefronts are filled,” he said. “I’d like to see that people want to come to Sound Beach to live and to patronize our businesses.” The chamber president added, “I’d like to see that we have a robust business community that is self-sustaining.”

Putting this vision into action is not so cut and dry. Consistently, Sound Beach has competed for and lost out on limited grant funding against established downtown districts also debilitated by the pandemic. 

The commercial district’s small size is another limiting factor, cutting the hamlet off from certain types of grants.

“Sound Beach does not have a downtown,” Ruberto said. “We have two commercial nodes. Therefore, a lot of the downtown revitalization grant funding we can’t have.” The civic president added, “That has to be fixed.”

The Sound Beach commercial district is currently zoned J-2, a general business zoning classification typical for retail spaces. For Sound Beach to qualify for downtown revitalization funding, the Town of Brookhaven would have to rezone the hamlet to J-6, a Main Street Business classification.

Brookhaven Councilwoman Jane Bonner (R-Rocky Point) represents Sound Beach on the Town Board. Reached by phone, she commented on the difficulties of Sound Beach making use of those granting opportunities, stressing that Suffolk County should consider easing the criteria for qualification.

“Those funds are hard to come by,” she said. “I think the onus is on the county in being a little more flexible” in dispersing downtown revitalization funds.

Currently, Sound Beach has much of the look and feel of a traditional downtown despite lacking the zoning classification of one. Bonner nonetheless remained open to the proposal to rezone the commercial district to J-6, potentially giving the hamlet a proper downtown and opening it to grants. 

“If any business owner wanted to come in to become J-6, it’s certainly something that we would obviously entertain,” the councilwoman said.

The U.S. Census Bureau indicates that Sound Beach’s population shrunk by more than 2.5% between 2010 and 2020. This population decline is comparable to those of neighboring hamlets in the area, including Rocky Point, Miller Place and Mount Sinai.

Dorothy Cavalier, legislative aide to Suffolk County Legislator Sarah Anker (D-Mount Sinai), is running to fill the seat of her boss this November as Anker is term limited. 

The candidate remarked upon the need for a larger governmental initiative to return small businesses to the area and keep residents from leaving the county for the Sun Belt. 

“We’re losing a lot of people to Down South and other places, and we really need to figure out how to get them to stay here,” Cavalier said. “We need to get the small businesses back here because once we get the businesses to come back, the people will follow. They’ll stay.”

In the meantime, Bonner emphasized that the businesses in Sound Beach are still recovering from the aftermath of the pandemic. To support those businesses, she encouraged the community to continue patronizing local mom-and-pops in their hour of need.

“The pandemic really brought a lot of people to their knees financially, and our small businesses are the ones that suffered the most,” she said. “That’s why we have to invest with our dollars, to shop locally and support them.”

A local Starbucks location and a nonprofit organization are joining forces to alleviate childhood food insecurity on Long Island.

Last month, The Starbucks Foundation, the philanthropic arm of Starbucks Coffee Company, awarded $10,000 to the Mount Sinai-based nonprofit Agape Meals for Kids through its Neighborhood Grants program. The grant was mediated by the Starbucks East Setauket location on Route 25A. Through the partnership, leaders of both organizations are working toward an overall goal of eradicating hunger on Long Island and across America.

The U.S. Department of Agriculture Economic Research Service indicates that 10.2 percent of U.S. households were food insecure at some time during 2021. Long Island Cares estimates as many as 230,000 Long Islanders are food insecure, 68,000 of whom are children.

“We find that there are [nearly] 70,000 children on Long Island alone that live with chronic hunger and food insecurity,” said Irene Michalos, founder and executive director of Agape Meals for Kids. “That number is horrible, and we need to do something about it.”

Agape is 100% volunteer-run, providing weekend meals for students who rely upon free lunch programs. After being founded in the fall of 2021, the nonprofit organization quickly began branching out into school districts across Long Island, its program supporting students from Comsewogue, Shoreham-Wading River and Brentwood schools, along with The Thomas Emanuel Early Childhood Center in Corona, Queens.

Witnessing the problem from up close, Michalos has observed food insecure children often exhibit an inability to focus in class, show a tendency to act out and can have health outcomes.

“When you’re hungry, you feel aggravated, frustrated,” she said. “Their behaviors are interpreted as naughty, but they’re not — they’re hungry.”

Barbie Lux, store manager at East Setauket Starbucks, explained how the partnership with Agape first came together. Lux became aware of the program through a mutual contact at the Greek Orthodox Church of the Assumption in Port Jefferson. After meeting Michalos and learning about Agape’s community impact, she described herself as fully on board.

“I found out about the amazing work that she does with the kids,” the store manager said. “You tell me you’re feeding children, and I’m there to help you.”

Within the New York Metro Starbucks region, which comprises stores across Long Island and New York City, Lux began raising awareness about Agape. First at her store and then others throughout the region, word soon got out.

Lux and Michalos coordinated a food packing event in December, during which Starbucks staff and Agape volunteers filled backpacks with donated foodstuffs, which were later distributed to children in the program. Since then, the two organizations have forged even closer ties.

The Starbucks Foundation’s Neighborhood Grants program enables Starbucks staff to vote for a nonprofit organization reflective of their organizational and philanthropic priorities. Lux detailed her behind-the-scenes efforts to generate votes for Agape.

“To get 250 to 260 partners to vote for one organization, I hounded them,” she said. “I started to cry when I saw that Agape got $10,000.”

Agape currently feeds approximately 200 children. Michalos said the grant money allows the organization to grow considerably.

“We can comfortably see ourselves, through this incredible grant, being able to add 25 more children from September to December and another 25 between January and June,” she said.

With this momentum, Michalos and her organization are just getting off the ground. She outlined an ambitious goal for both the region and the nation.

“I think that childhood food insecurity and alleviating poverty in this country is something that we can do,” the nonprofit founder said. “There are many programs that we can expand and support to meet the needs of our families and children here.”

Lux added that public awareness of food insecurity represents an essential first step toward a resolution, noting that responsible stewardship of food waste would also play a role.

“There’s so much waste in the world, so much waste of food,” she said. “Just donate it in a timely manner so that it’s fresh and everything … because a child could be hungry.”

Along with East Setauket Starbucks, Agape collection baskets remain open at various Starbucks coffee shops, including at Stony Brook, St. James, Miller Place and Centereach. 

Lux said she hopes to continue strengthening the partnership between Starbucks and Agape, with plans for another food-packing event and related activities already in the works.

The store manager said she does not plan on ending this partnership: “I’ve had so many people I’ve worked with, but the day I met [Michalos], I was like, ‘She’s doing good, we need to help her.’ So it’s not going to end.”

The race to replace Suffolk County Legislator Kara Hahn (D-Setauket) is now a three-way contest as Jen Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, has declared her candidacy.

Hahn’s 5th Legislative District spans Three Village, Port Jefferson, Port Jefferson Station, Terryville and parts of Coram and Mount Sinai. The incumbent cannot seek reelection due to 12-year term limits for county offices.

Former New York State Assemblyman Steve Englebright (D-Setauket) and 2022 GOP primary candidate for New York’s 1st Congressional District, Anthony Figliola of East Setauket, have received their respective party committee’s nominations. Dzvonar’s campaign is unaffiliated with a political party. She owns the Port Jefferson Station-based Bass Electric and has served as chamber president for over a decade. She is also a Port Jefferson Rotary Club member.

In an exclusive interview, Dzvonar told TBR News Media she entered the race to build upon ongoing efforts within the 5th District.

“I wanted to make sure that our community is moving in a forward direction, still making progress, still revitalizing,” she said.

The chamber president suggested local initiatives often stagnate due to bureaucracy. She expressed interest in “streamlining” government services, limiting paperwork and removing other impediments within the county government.

“Especially being in the chamber, I see the struggle of local and small businesses — even small developers — that have a hard time getting things to happen,” she said. “It just seems to take so long, and I want to streamline that whole process.”

Among other policy concerns, Dzvonar said she would focus on addressing homelessness, maintaining that the county offers valuable services that are not used to their full potential. Accessing social services, she noted, should be simple.

“There are so many great programs already established for homeless people, people with addiction, with mental health,” the candidate said. “We just need to make those services more readily available.”

She added, “There just seems to be a disconnect somewhere. They don’t make it easy for people that have these issues to be able to obtain help.”

Dzvonar also proposed expanding sewer access into Port Jefferson Station, a measure she contended could bolster further community development. “We can’t get rid of the blight until that is done,” she said.

Dzvonar added that increasing the number of mental health personnel within the county and promoting the Safer Streets initiative are also items on her agenda.

To get on the ballot, Dzvonar has a tall task ahead, needing to obtain 1,500 signatures between April 18 and May 23. Election Day is November 7.

On a rainy evening in April 2017, Smithtown resident Joe Cristino drove north on Barnum Avenue in Port Jefferson when he approached the intersection of West Broadway.

Between poor visibility and unfamiliarity with the sideroads, Cristino continued straight as the light turned green. This decision would prove to be nearly fatal.

Within seconds, Cristino’s vehicle was in the Port Jefferson Harbor, having plunged off the Brookhaven Town boat ramp just west of the marina. Six years later, he and two indivduals who helped save his life met with Town of Brookhaven Councilmember Jonathan Kornriech (D-Stony Brook) at the scene to discuss potential progress.

Cristino recalled the moment he drove off the dock. “I see that I’m in the water, so I screamed out, ‘Help, please help,’ and I saw two people at the dock, and they came running into the water,” he remembered. “Next thing I know, I’m in the hospital.”

Cristino lost consciousness for hours, placed in a medically induced coma. Doctors did not know if he would be brain dead. He remained hospitalized for five days following the incident. 

Luckily for him, there were two good Samaritans — Scott Declue and Neil DeVine — who helped to pull him from the water, saving his life.

Declue, who had braved the 38-degree water to pull Cristino from the car, remembered the trauma of looking into the eyes of a seemingly dying man.

“It’s something you never forget,” he said. “All I remember was looking at him and seeing those eyes, like, ‘You’re my only hope.’” 

Declue recalled Cristino’s precarious physical condition: “He was foaming at the mouth, and when they pulled him out, he was in a [near] rigor mortis form, frozen.” 

DeVine had jumped into the water as well. Along with Tony Barton and Wayne Rampone Jr., DeVine helped to pull a life-rescue line and ring carrying Cristino and Declue, lifting them from the frigid water.

DeVine, a Port Jefferson resident, remarked upon the severity of the moment. “To fail at this attempt would have changed our lives dramatically,” he said.

Cristino, Declue and DeVine remain friends, united by shared trauma.

Layout changes

In December, Nassau resident Stuart Dorfman was pronounced dead at the scene after driving off the same dock. [See story, “Man suffers medical emergency, drives off dock in Port Jefferson,” TBR News Media website.] Six years after the original incident, the boat ramp remains the same.

DeVine, who passes by the intersection frequently, described an unnerving feeling of hearing about another tragedy. “Reading that in the paper definitely stirred up some feelings there,” he said.

The Town of Brookhaven is taking tangible steps toward remediating the issue. Kornreich, whose 1st Council District includes Port Jefferson, attended the dock reunion with Cristino, Declue and DeVine.

Kornreich noted that the dock issue first came to his attention after reading about the most recent fatality at the site, after which he approached the town parks commissioner, Edward Morris, asking for a redesign. The commissioner complied with the request. 

“There have been a number of these kinds of incidents,” the councilmember said. “We’re getting ready to repave over here, so as part of that I asked the parks commissioner, and we’ve redesigned” the intersection.

Kornreich presented engineering plans for the redesign, which include closing off much of the existing exit to traffic while adding trees and additional signage. The councilmember said the proposed layout changes should go into effect in the coming months.

Resolutions

Upon hearing the story of Cristino’s near-death experience, Kornreich expressed both consolation for the victim and optimism for the site’s future.

“This hopefully will never happen again,” he said to Cristino. “What you went through, no one should have to endure.”

Assessing the engineering plans, Declue remarked, “This is amazing compared to what’s going on here now.”

On why the safety hazard has stood unchanged for so many years, Kornreich suggested that simple solutions require the necessary public attention and political initiative. “It’s not politics, it’s not complicated,” the councilmember said. “It’s just that someone has to say, ‘Hey, there’s a problem here, and let’s fix it.’”

DeVine conveyed his confidence in the new plan. “The only regret is that it didn’t happen sooner,” he said. “But I’m happy that things are going to get done now, and I’m so thankful that Joe is here with us today.”

Declue noted that tragic events do not always come to tidy resolutions. He thanked Kornreich and the town for recognizing the public’s concern and putting a plan in place. 

“You don’t have good outcomes like this all the time,” he said.

As for Cristino, who opted not to sue the town for the injuries he sustained, he remained appreciative of the potential remedy, though reminding the town not to let up until the intersection is made safe for all.

“Let’s try to get the ball rolling so that no one else will have to suffer a horrible event as I had,” he said.

The general meeting of the Port Jefferson Civic Association on April 12 was briefly delayed due to a lack of chairs as over three dozen people filled the Meeting Room at the Port Jefferson Free Library.

The body approached an array of local issues, from the East Beach bluff to flooding to green space preservation, among others. With village elections along the horizon and plenty of business on the local agenda, the civic has quickly emerged as a forum for the many interests and stakeholders of the community.

East Beach bluff

Former Village of Port Jefferson Mayor Mike Lee made a presentation on historical and environmental developments at East Beach, which has eroded considerably in recent years, now endangering the Port Jefferson Country Club restaurant and catering facility from falling off the cliff.

During his administration, Lee said an engineer had advised him that a problem with the jetty system at Mount Sinai Harbor was contributing to the erosion, placing village officials in a difficult bind.

“The village was aware of [the jetty problem], but it’s not our property that we can work on,” Lee said. “We don’t have anything to do with the inlet,” which the Town of Brookhaven maintains.

Given how coastal erosion spans across municipal boundaries, Lee suggested bluff stabilization would not yield a long-term resolution. “Stabilizing, it’s going to be a never-ending battle,” the former mayor said.

Ray Calabrese, a former Brookhaven Town councilman and Port Jefferson Planning Board member, conveyed to the body engineering advice he received in the 1970s.

“Leave that bluff alone,” he said. “Nature is doing its thing. It’s replenishing that beach. Frustrate it, and you lose the beach.” He concluded, “Don’t build near bluffs.”

Civic president Ana Hozyainova noted that among other reasons, PJCA was formed to offer residents a louder voice in decision-making over the bluff.

“One of the animating reasons why we got together as a civic association was the bluff and the fact that we didn’t have a vote and a public discussion about what needs to be done with it,” she said.

Flooding

Lee also touched upon ongoing flooding concerns within Port Jefferson, which was originally called Drowned Meadow due to the phenomenon. Though stormwater infrastructure installed decades ago may have been satisfactory for its time, Lee said, the flood load has increased considerably, aggravating these historic challenges.

“We have an inadequate stormwater system,” he said. “When it was built, it was adequate for then, but we have just too much to deal with. It just floods and backs up, and the bad part about it is that it invades the sanitary system.”

PJCA member Michael Mart expressed alarm over the long-term prospects of the Port Jefferson Fire Department’s fire station on Maple Place, which in a recent climate resilience meeting was noted for heightened risk of flooding. “My question is this: Does the fire department or the village have the right of eminent domain for properties that we desperately need?” Mart said. “If we do have that, aren’t we obligated for the long run to pursue that as far as we can?”

Land use

Much discussion centered on potential code changes to protect trees, preserve open space and limit clearing of woodlands. With a village public hearing scheduled for May 1 on the future development of the Maryhaven property, the body discussed whether new development is environmentally optimal.

Civic vice president Holly Fils-Aime tied the issues of flooding and land development, stating that additional paved surfaces could exacerbate concerns over stormwater runoff.

“Everybody is seeing the flooding — the roads become rivers — and it actually ends up in the harbor,” Fils-Aime said. “None of this is really filtered in any way, and the more development we have obviously adds more stress on all of these systems.”

Citing a 2016 report from the New York State Comptroller’s Office, the vice president added that preserving existing green spaces and creating new ones serves a wide array of fruitful purposes.

The report mentions open spaces can protect water quality, protect biodiversity and promote outdoor recreation, among other public benefits.

“My real worry is that the more development we have, the less our village is going to be viable in terms of drinking water,” Fils-Aime said.
