On Tuesday, May 16, residents of Commack School District will vote on the proposed budget for the upcoming academic year as well as available positions on the Board of Education.

This year’s total budget is $222.110,181, up $7,464,854 from last year’s $214,645,327, which is a $7,464,854 difference, or a 3.48% increase. The tax levy will increase from $149,681,444 last year to $152,660,104. This would be a rise of $2,978,660, resulting in a 1.99% tax levy increase.

A message from the Board of Education in the Commack Courier states: “Our goal of long-term fiscal stability and planning is maintained in the 2023‒2024 school year budget, with a tax levy increase of 1.99%, well under our tax cap of 2.34%.”

The proposed budget would include maintaining all current academic, social-emotional and extracurricular programs. Class sizes would not increase.

The budget also includes improvements to school facilities. Construction on pickleball courts at the high school will begin during the summer, and new playground equipment at primary schools is scheduled to be installed in the fall.

Two trustee positions on the school board will also be on the ballot this year. Two incumbents, William Hender and Susan J. Hermer, are seeking reelection. There are no challengers for their positions.

Hender has been a resident of Commack for more than 40 years and currently has three children attending Commack public schools. In a Q&A from the Commack School District’s website, he says that he “will continue to bring honesty and integrity to the position of trustee.”

He said that his role on the board is representing the community and providing the best education possible for all the children in the district. “It is my job to advocate for public education and ensure that this community receives proper funding from the state and federal government,” Hender added.

Hermer has been a resident of Commack for 31 years and raised two sons who graduated from the Commack School District.

Hermer stated that her 38 years of experience as an attorney is an asset to the Board. “I can analyze data, facts and details,” she said. “My experience as a problem solver and my ability to research and negotiate contributes greatly to our board.”

Hermer believes that the role of a board member is to “put our students first and look to the future with sound financial planning to make sure the district can provide services and the best education without significantly raising taxes or cutting programs.”

The Northport‒East Northport Union Free School District budget vote will be held on Tuesday, May 16. Additionally, voting for two trustee positions on the Board of Education and a proposition will be on the ballot.

Budget

The entire proposed budgeted revenue is $183,038,428, up from $177,856,084 the prior year, resulting in a 2.91% increase. The prior year’s tax levy budget allotted $150,628,324. The proposed 2023‒24 budget would increase that to $154,032,970, an increase of $3,404,646 (2.26%). The tax levy limit is 2.27%, so this just gets in under the required tax cap.

A budget presentation provided by the district website notes that this tax levy increase would result in “an increase to the average taxpayer of $181.28.”

Board of Education trustee race

The Board of Education has two trustee seats open. There are three candidates vying for the positions. Two candidates, Donna McNaughton and David Badanes, are incumbents seeking reelection. The challenger is Amanda Cascio.

David Badanes has been a member of the board for 11 years and previously had served as president and vice president. Most recently, he was a trustee and plans to continue in that role. In a candidate newsletter from the school district, Badanes says that one of his goals is to limit new tax increases. In this newsletter, when asked if he supports the proposed budget, he said: “Yes. The BOE was able to keep all programs and reduce the proposed tax levy to under 2%.”

Donna McNaughton has been a member of the board for more than 10 years as well. She previously served as vice president. Currently, she’s a trustee and is seeking reelection in that role. In the newsletter, she said that she is “prepared to invest the time necessary to strengthen our schools in a fiscally responsible way.” She supports the proposed budget and believes “the school budget preserves opportunities for students and respects the taxpayer. The 2% tax cap requires board members to closely monitor the impact of one budget as it relates to future budgets.”

Amanda Cascio, mother of four children, says she is invested in what’s best for the school district since she has children that will be attending the schools through 2037. She believes there is a “disconnect between the board and the public they serve. I hope to bridge this disconnect.”

She does not agree with the current budget proposal. “We currently have surplus funds available, income potential in unused properties, and staff reductions due to retirements with plans to potentially replace about half of those positions,” Cascio said in the newsletter. “I would want to fully realize the potential cost savings before going to a community already feeling the burden of increased taxes.”

Meet the Candidates

In a Meet the Candidates forum hosted by the Northport-East Northport PTA Council, there were some differing opinions on the prospect of armed security being utilized inside the school buildings.

McNaughton and Badanes both said in 2018 they voted against a proposal to bring armed security guards into the schools and still feel that way, while Cascio was more open to the prospect.

“If there was an SRO [School Resource Officer] specifically trained that never went inside the building, I’m open to exploring that,” McNaughton said, but added that she would not want armed guards inside the buildings.

Badanes stated that research shows that armed guards and SROs do not act as a deterrent to active shooters. He said that if new research came out that suggested that these do act as deterrents, then he would be open to considering it.

Cascio does support incorporating armed security guards into the schools and that utilizing active shooter training for staff would be beneficial. “Response time in these situations is imperative to shutting down the situation as quickly as possible to mitigate the loss of life,” she said. She believes an SRO inside the building who knows the layout well would be beneficial because of how quickly they could respond to a threat.

Another topic discussed was the potential to sell or lease three school district buildings. Cascio believes that leasing is the better way to go.

“Selling the buildings offers a one-time lump sum, whereas leasing buildings and having those options available to us gives us long-term income,” Cascio said. She also added that if enrollment increased in the coming years, the district could use those buildings for schooling once again.

Regarding leasing, Badanes said, “It can provide income throughout, but it has its negatives as well.” He also pointed out that the ultimate decision would come up to a vote by the district residents, and it would not be the decision of the Board of Education.

McNaughton said that she would not be in favor of renting all three. She said if it were up to her, she would sell the Bellerose building and would explore renting the Dickinson and Brosnan buildings.

Proposition

In addition to the school budget, residents will also be able to vote on a proposition to allow the use of $2,374,944 from capital reserve funds for three projects: district-wide roof replacement, district-wide HVAC renovations and/or reconstruction and district-wide asbestos abatement.

Voting Locations

Voting will take place on Tuesday, May 16, from 6 a.m. to 9 p.m. There are three different polling locations. According to the Northport-East Northport Union Free School District website, residents who live “south of the center line of Pulaski Road” can vote at Fifth Avenue Elementary School. Residents who live “north of the center line of Pulaski Road and south of the center line of Route 25A” can vote at Dickinson Avenue School. Residents who live “north of the center line of Route 25A” can vote at William J. Brosnan School.

On Tuesday, May 16, residents will vote on the proposed Huntington Union Free School District budget as well as two open seats on the Board of Education.

The proposed budget for the 2023‒-24 year is $146,347,091, up $3,378,748 (2.36%) from the previous year’s budget. The property tax levy will increase from $112,718,438 the previous year to $113,711,800, up $993,362, a 0.88% increase. A brochure from the HUFSD states that in the two prior years the tax levy increased 0.00% and 0.33%.

Board of Education President Christine Biernacki wrote in a letter in the brochure: “We have carefully reviewed all expenses and made adjustments where necessary to ensure that funding is used most efficiently and effectively. We are wholly dedicated to serving as good stewards of the resources entrusted to us.”

Additionally, there is a proposition that the brochure states will “expend monies that exist in Building Improvement Funds for a variety of projects in district buildings.”

Passage of this proposition will not result in a tax increase, the district said.  This proposition would approve the use of up to $5,935,000 from Capital Reserve Funds for a variety of different projects and repairs in district buildings.

These include “installation of new boilers at Flower Hill and Southdown Primary Schools, updates to the electrical service at Southdown Primary School, updates to the electrical service and solar panel installation at Washington Primary School, roof replacement and pressure boost system installation at Jack Abrams STEM Magnet School, reconstruction of two science labs at Finley Middle School, and installation of lighting for the new turf field at Huntington High School.”

There are two open Board of Education seats that will be voted on. Incumbents Kelly Donavan and Xavier Palacios are seeking reelection. Amaru Jones is challenging.

A profile from the brochure states that “Donavan has established strong bonds with local parents and community members, and has a deep appreciation for the Huntington School District and its rich academic, extracurricular and cultural offerings.” She wishes to “help maximize the educational experience for all Huntington students, while balancing nuanced community demands.”

Xavier Palacios

Palacios, the other incumbent, encourages parents to get involved in the education of their children. He has been “recognized for his work in the community and for his efforts to strengthen opportunities for young people.”

Jones is a graduate of Huntington High School’s class of 2016. The brochure states that Jones would focus on “‘educating the whole child’ in the context of providing as many resources as possible to ensure student access in the classroom and in their future pursuits.”

The voting will take place at the Huntington High School on Tuesday, May 16, from 6 a.m. to 9 p.m.

Grieving residents and elected officials gathered on Tuesday, May 9, for a press conference in Hauppauge hosted by Suffolk County Legislator Kara Hahn (D-Setauket) for National Fentanyl Awareness Day. A pebble was dropped into a jar every 8 1/2 minutes during the press conference, representing the average span that another individual dies from a fentanyl overdose in the United States. Purple rocks with faces and names of lost loved ones painted on them were placed on the ground in front of the podium, representing the 175 lives lost each day due to this epidemic.

In addition to Hahn, several other elected officials attended and spoke at the press conference, including county legislators Anthony Piccirillo (R-Holtsville), Manuel Esteban (R-East Northport), Leslie Kennedy (R-Nesconset) and Stephanie Bontempi (R-Centerport).

Several parents and family members of individuals who had lost their lives due to an opioid addiction also spoke. One common thread speakers emphasized was that prevention is key.

Something as simple as parents talking to their children about the dangers of drugs could encourage them to never experiment in that area. Dorothy Cavalier, currently chief of staff for county Legislator Sarah Anker (D-Mount Sinai) and future candidate for Anker’s term-limited post, said that she’s “seen the great work that we can do and the amazing things that can happen when people just talk [to their children].” She warned that children might receive a pill from another kid at school thinking that it will help them focus while studying, but it might be laced with fentanyl.

Doctors overprescribing drugs for other issues could also lead to an addiction. Esteban said that there needs to be accountability for doctors to disincentivize giving out dangerous drugs too freely. “We need laws to hold doctors responsible who overprescribe,” he said. Piccirillo added that the county has won lawsuits against large pharmaceutical companies and put that money back into the community to help parents and children that are battling this addiction issue.

Several speakers also touched on the need for better treatment options for those attempting to overcome this battle with addiction. “We need programs that give people a fighting chance,” Esteban said. “Studies show they need at least three months. Why are we not funding these programs?” 

The mental health crisis was also discussed as a factor in this rising issue. Bontempi emphasized that part of this has to do with putting too much pressure on children and keeping expectations too high. Claudia Friszell, who lost her son to an overdose and is a drug treatment advocate, said, “We need to talk to our kids about dealing with stress and our emotions.”

Kennedy emphasized that we “need more funding for mental health treatment, which includes substance misuse.” She said that it should be a focus to get the federal and state governments to fund programs that get treatment to every individual who needs it.

Many speakers wished to remove the stigma around drug addiction. Carole Trottere, who lost her son in 2018 and helped organize this event, said, “Some people think these kids deserved what they got or they knew what they were getting into.” She added that some people will say that all those who have died from overdoses were “just a bunch of drug addicts.”

Blue Point resident Dorothy Johnson, who lost her son in 2011, wants to remove that shame and stigma. She said that when returning to work after her son passed, no one wanted to talk about it with her. Johnson works in her community to get people discussing this issue so that those in need know they are not alone.

Steve Chassman, executive director for the Long Island Council on Alcoholism and Drug Dependence, emphasized that if a person is struggling with addiction they should reach out for help. “If you’re out in the cold from opiate or substance use, it’s time to come in from the cold, and we will help you,” he said.

Hahn began the press conference by informing the attendees of the fentanyl death statistics in the United States: seven every hour, 175 each day, 1,225 each week, more than 5,250 each month and more than 63,000 each year. The hope is that an environment is built where those battling drug addiction feel supported enough to seek help before they become another number in the rising fentanyl death total.

In a press release from Hahn, according to the Centers for Disease Control and Prevention fentanyl is 50 times more potent than heroin and 100 times more potent than morphine. 

The release noted that since taking office in 2012, Hahn “has sponsored several pieces of legislation designed to help stem the tide of opioid deaths in Suffolk County.”

Stony Brook University hosted Sakura Matsuri (which translates roughly to Cherry Blossom Tree Festival) at the Charles B. Wang Center Sunday, May 7.      

The event opened with a performance by Taiko Tides, an SBU Japanese musical group. They performed on the front steps to the Wang Center as attendees arrived.

Several dancers and dance groups performed in the Wang Center theater throughout the day. Junko Fisher performed an Okinawan dance and Ichifuji-kai Dance Association performed as well. The 10Tecomai Yosakoi dance team performed five different upbeat dance numbers, focusing on getting the crowd up on their feet and pumping their fists.

Several exhibitors set up booths throughout the Wang Center. The Long Island Bonsai Society displayed potted plants. There was also a Manga workshop and a brush painting demonstration. Later in the day, the Greater NY Naginata Federation produced a martial arts and weapons display.

The Miyabi Koto Shamisen Ensemble, headed by Masayo Ishigure, performed on a kotos (a plucked half-tube zither instrument and the national instrument of Japan) and a shamisens (a three-stringed traditional Japanese instrument).

Economist Raj Chetty gave the Presidential Lecture on the social mobility challenges that young people face at the Charles B. Wang Center, Stony Brook University April 27. 

President Maurie McInnis introduced Chetty as a member of the National Academy of Sciences and a recipient of the MacArthur Fellowship “genius grant” as well as the John Bates Clark Medal, which is given to outstanding economists under the age of 40. Chetty is the William A. Ackman Professor of Public Economics at Harvard University. 

“Professor Chetty authored the now-famous research study on intergenerational mobility that ranked Stony Brook University as a leader among the highly selected public universities in the nation,” McInnis said. “He created a social mobility index, [which] measures how well a university is doing with regard to enrolling a high share of students from low-income communities and then equipping them with the knowledge and skills such that a high proportion of them move into the top 20% of their peer incomes by the time they’re in their 30s.”

After taking the stage, Chetty began by saying that he thinks Stony Brook is “playing a key role in providing pathways to the American Dream for many people.” He described the American Dream as a “multifaceted and complex concept that can mean different things to different people.” He quantified this as children rising above their parents’ income threshold into a higher standard of living.

Chetty said that for people born in the 1940s, it was nearly a guarantee that they would end up more successful financially than their parents. Today it’s basically “a coin flip.” 

“This trend is, of course, a great interest to economists like myself because it reflects a fundamental change in the U.S. economy that we’d like to understand,” he said. “But I would argue it’s also a fundamental political and social interest because I think it’s this very trend that underlies a lot of the frustration that people around the United States are expressing that this is no longer a country where it’s easy to get ahead even through hard work.”

“Motivated by this trend in our research group at Harvard Opportunity Insights, we’re focused on the big picture question of what is causing the fading of the American Dream and how can we restore the American Dream going forward,” he added.

Chetty explained that the goal is to discover what is the root cause and to figure out how to increase economic opportunity, as well as “eventually increase economic mobility in the nation as a whole.”

 The Harvard professor said that after conducting a variety of different studies in order to find what is “systematically different about the places that have high levels of economic mobility and low levels,” some characteristics of places with high upward mobility were found.

“You will find that these tend to be places with lower poverty rates or places where low-income people and high-income people are living in proximity to each other,” he said, adding that “stable family structures” are key. “It’s a very strong pattern in the data that places with more two-parent families tend to have higher rates of upward mobility.”  

Chetty noted that “places with better access to both K-12 elementary education and access to higher quality higher education tend to be places with higher levels of upward mobility.”

The lecturer observed that in some cases the potential for upward economic mobility sometimes changes from one neighborhood to another just a couple miles away. “Motivated by that, one approach you might think about to increase economic opportunity is simply to reduce segregation or help more low-income families move to high opportunity areas,” he said. “And that motivates a set of potential reforms in the context of affordable housing, housing vouchers, zoning laws — lots of things that we can discuss in greater length.” 

Chetty said that relocating everyone is not a feasible option, and it is important to discover ways to bring opportunity to low upward mobility areas. “How do you make place-based investments to change the school system or to change other kinds of resources, mentoring programs, other things that might change the trajectory of lives in a given neighborhood?” he said.

The speaker felt that institutions of higher education can play a big role in increasing economic mobility: “I think the problem is even deeper than that, because it’s not just whether you go to college or not — that varies with parental income — it’s which college you go to.”

Two types of U.S. colleges

Chetty discussed how “elite colleges” like Columbia or Harvard do an excellent job of giving their low-income students the opportunity to rise up into a higher sector of financial success, but they do not do a great a job of getting a lot of these students into their school in the first place, since the vast majority of students that attend these universities already come from high-income families.

“We basically seem to have two types of colleges in America,” Chetty said. “We have some colleges which are like Columbia or other peer Ivy League, highly selective private colleges. He noted that these colleges “offer terrific pathways in terms of upward mobility” but “basically cater to the rich.”

“People have thought about these issues for the past decade or two, expanded financial aid and thought about many efforts to address this issue,” he added. “Nevertheless, we’re in this situation where they have predominantly high-income student bodies.

“And then on the other side, you have a set of colleges that do cater to many low-income students, typically two-year colleges or community colleges,” he said. “But, unfortunately, if you look at the outcomes of those colleges, many students are not graduating. You don’t see great outcomes at a number of those colleges. And so those colleges are also not contributing a whole lot to economic mobility because the outcomes don’t look so great.”

He said the “core of the problem” is that there are essentially no universities that cater to low-income students who then go on to become high-income individuals. Chetty acknowledged that this is difficult “because they haven’t had access to the same schools, they haven’t had access to the same resources. If you’re trying to run a highly selective institution that’s taking the most qualified children, maybe there’s just a constraint on how many low-income kids you could get.”

“It’s not just that there’s no kid from a low-income family who’s scoring in the 1500 range on the SAT,” the professor noted. “For some reason, those kids are getting in or attending at much lower rates. Maybe they’re not applying. They’re not choosing to join because of financial aid issues or other things. It suggests that there’s something that’s in the domain of higher education that can potentially be changed.”

Chetty felt that a possible solution is how the University of Michigan conducts targeted outreach to low-income students who have done well in standardized testing to make sure that they are aware that they might be eligible for full scholarships.

 “Our sense is that’s going to significantly expand the opportunities those kids have in the years to come,” he said.

He thought another program that could improve this issue is the Accelerated Study in Associate Programs, “a support program for kids once they’re on campus to connect them with mentors to provide additional advising, to provide a little bit of financial assistance if they face an income shock and are not able to pay their tuition or need some additional support.” This is a great way “to shepherd” students through the process instead of just letting them figure out things for themselves, he added.

In conclusion, the professor said, “I’m hopeful that we’re going to have more to say on what colleges can do to increase diversity and have greater impacts on economic mobility, what kinds of changes we can make in the elementary education system, in neighborhoods and so on. And I am hopeful that there will be a receptive audience and policymakers, leaders of institutions and so forth to take that information and make changes going forward.”

America’s VetDogs is a nonprofit organization based out of Smithtown which provides specially trained service and guide dogs to first responders, veterans and active-duty service members. VetDogs was created by the Guide Dog Foundation for the Blind in 2003.

On Thursday, May 4, Bedgear, a Long Island-based company which produces what it calls performance bedding, donated all-new items for the dormitory at America’s VetDogs.

VetDogs’ employees introduced some of the dogs to the Bedgear employees and put on a display of the dogs’ training, including opening doors for their owners and comforting them during nightmares. The company representatives then unpacked the new bedding, including dog beds, and set everything up in the rooms in the dormitory.

VetDogs staff were appreciative to Bedgear and its employees for their generous mattress donations as well as their time to set up the rooms. 

“Our clients really are going to love having these incredible mattresses, pillows, sheets,” said Allison Storck, director of marketing and public relations for America’s VetDogs. “Your donation is going to reach so many folks that come through our doors here every year.”

Chief marketing officer of VetDogs, Mike Rosen, also expressed his gratitude. “It’s so extraordinarily generous, and it’s going to make such a huge difference in our clients, our students, feeling at home,” he said.

“Our veterans and our guide dog recipients are going to be blown away,” said Laura English, VetDogs’ chief administrative and financial officer. “We are so appreciative.”

America’s VetDogs organizes two-week programs for veterans and others from all over the country. The nonprofit provides transportation as well as meals and housing, while visitors bond with their guide or assistance dogs and learn to utilize the aid that their dogs provide.

Setauket resident Dr. Dorothy Lane was recently awarded the 2023 Ronald Davis Special Recognition Award from the American College of Preventive Medicine for her “exceptional contributions” in the field of preventive medicine.

She is a SUNY distinguished service professor; vice chair of the Department of Family, Population and Preventive Medicine; and associate dean for Continuing Medical Education in the Renaissance School of Medicine at Stony Brook University. 

In a phone interview, Lane told how she became involved in preventive medicine: “I became interested in medicine because my dad was a family doctor, and he had his office in our home. So, I really grew up with medicine and then, once in medical school … I became interested in prevention and avoiding disease, trying to keep people healthy.”

Lane’s brother is also a doctor. “I guess my dad had a strong influence,” she said. Additionally, one of Lane’s children is a doctor, so medicine runs in the family.

The distinguished professor grew up in Brooklyn, but moved to Long Island after she was married. “I’m one of the founding faculty of the school,” she said. “I came here partly because my husband was also coming. So, that was in the beginning of the medical school at Stony Brook in 1971.”

Lane was the founding director of the Stony Brook residency program in General Preventive Medicine and Public Health. “I really get a lot of joy out of helping to train specialists in the field of preventive medicine,” she said. “That certainly has been a very rewarding activity, and they have gone on to hold important positions, leadership positions, in health departments and in many sectors practicing preventive medicine.”

Dr. Iris Granek is the founding chair of the Department of Family, Population & Preventive Medicine at Renaissance School of Medicine and is one of the many former residents that Lane greatly influenced. “She was my program director back in 1993 when I went back to do a preventive medicine residency program,” Granek said in a phone interview. “She was a great mentor … I really feel like my career is thanks to her.”

Dr. Yuri Jadotte graduated from SBU in 2018. In a phone interview, he said that based on Lane’s recommendation, the medical school asked him to remain as a faculty member and an associate program director for the residency program. “I’ve been working with her primarily in that capacity ever since,” he said.

Jadotte explained why Lane was more than worthy of the esteemed Ronald Davis award.

“She’s the only person in our specialty in preventive medicine to have been head of all the major agencies for the specialty,” he said. “She was the president of the American College of Preventive Medicine and was president of the Association for Prevention Teaching and Research — it’s sort of like the academic specialty society for teachers of prevention. And she was also the head of the American Board of Preventive Medicine, which is the group that oversees the continuing education for all preventive medicine physicians. And so having done that, she’s had a hand in all those different areas of the specialty.”

Granek, who compiled Lane’s nomination packet for the Davis award, spoke on the Women’s Health Initiative, a clinical study in which Lane served as the principal investigator. Granek praised Lane’s “ability to really write and get good grants.”

“With the Women’s Health Initiative, it was almost a long shot for us to get this because many of the other centers around the country had been doing these kinds of long-term prevention trials, and we didn’t have anything set up at Stony Brook,” Granek said.

Lane described WHI as “one of the studies that was very interesting and is still ongoing.” She said it is “directed at the major causes of death and disability among postmenopausal women.”

“The trial that we ran that’s the most well-known has to do with hormone therapy,” Lane said. “At the time the study started, the belief was that this was necessary … But it never had been proven, based on evidence. The interesting thing that the study revealed was that it actually increased the risk of developing breast cancer.”

Jadotte said WHI is the “largest study of women’s health ever conducted within the U.S.”

“A lot of things have been studied through [WHI], whether it’s cancer screenings, postmenopausal medication, all kinds of different approaches to improving women’s health, especially as they age,” he said.

“I’ve heard people describe [Lane] as the godmother of preventive medicine, and that tells you the impact she’s had on the specialty,” Jadotte added.

While Lane has made a large impact on large-scale projects, she also invests in the lives of her residents.

“So many of the residents have become really successful and gotten great positions,” Granek said. “And I think she’s responsible for all of that, really.”

“She has a very kind, calm demeanor about her that inspires trust,” Jadotte said. “Anybody who graduates from our program is always absolutely proud to have been here.”

She added, “Let’s just say she’s the kind of mentor that we all wish we had — and some of us are fortunate to have — in medicine and public health.”

Lane’s husband, Bernard, passed in 2017. He was a pathologist and founding faculty member of the medical school at Stony Brook University. The couple had been married for almost 55 years. “In my era where there weren’t that many female physicians, he was always very supportive,” his wife said.

Lane has three children and four grandchildren. “I am proud of all of them,” she said.

When younger, she had several hobbies but as her career advanced the more she wanted to spend the free time with her family.

The doctor does not have any plans to slow down yet. “I love my work and I don’t have any plans for retiring,” she said. “So, as long as I have the energy … I think it’s a great way to keep your brain working, actually. But I enjoy what I do, and I think my residents keep me young.”

 

The Jazz Loft of Stony Brook announced Friday, April 28, the establishment of its affiliate, the Institute for New Music, as a “musical and artistic incubator.”

Tom Manuel, founder of the Loft and president of INM, spoke at a press conference expressing his excitement for this brand-new endeavor.

“The mission of the Institute for New Music is to strengthen, inspire and ennoble individuals by their contact with newly created art,” he said. “We aim to aid in the discovery and the defense of the new, and we strive to give artists the support of a nurturing platform and foundation to develop their creative ideas.”

Manuel introduced members of INM’s board of directors. Entrepreneur and philanthropist Dan Oliveri is vice president. Treasurer Dawn Oliveri organized the day’s event, utilizing her strengths in public relations, marketing and design. Laura Landor, director of fine and performing arts for the Hauppauge school district, is the secretary. Paolo Bartolani was described by Manuel as a “pianist, musicologist and music manager, working in both classical and contemporary music.” The other board member, Cathy Salit, was unable to attend but Manuel described her as “an actor, improvisor, singer, social entrepreneur, an author and an executive coach.”

“As you can see, we have an outstanding team in place to champion the mission of the Institute for New Music,” Manuel said. “And I’m honored to have them on the board and I’m excited to see what their collective talents will produce.”

The INM president welcomed Stephen Nachmanovitch  to speak, introducing him as a “musician, author, artist and educator” who “performs and teaches internationally as an improvising violinist.” Nachmanovitch lamented the loss of funding and attention paid to the arts.

“There’s been so much cutting of funds for the arts, cutting of funds for education,” the violinist said. “What we’re going to do here with the Institute for New Music is to ‘uncut, unclip, restore’ the creative process to be the property of every child and every human being.”

Manuel said INM will be “further developing” the team, and searching for a physical space.

“Just this past week, we had some promising meetings and conversations with grant foundations and some [Town of Brookhaven] officials about some possible sites,” Manuel said. “And we’re confident that the ideal space will show itself when the time is right.”

Among the event attendees were town Supervisor Ed Romaine (R); town Councilmember Jonathan Kornreich (D-Stony Brook); Suffolk County Legislator Kara Hahn (D-Setauket); Gloria Rocchio, president of The Ward Melville Heritage Organization; and Jane Taylor, president of the Three Village Chamber of Commerce. 

The weekend’s events included a performance by popular jazz trombonist Ray Anderson as well as what was called the Spontaneous Creation Workshop with Nachmanovitch and Anderson.

At the May 2 Smithtown Town Board meeting, local residents came to speak, raising issues and concerns to the board members.

Comprehensive plan concerns

Local resident William Holst spoke, addressing his statement to a resolution passed on May 2 that read: “Town Board to accept as complete for purposes of SEQRA review the Draft Generic Environmental Impact Statement prepared by the firm of H2M Architects & Engineers for the Town of Smithtown 2020 Comprehensive Plan, and to authorize the town clerk to advertise same with a public comment period to close at 5p.m. on Friday, June 23.”

“I do have questions as to whether or not people who aren’t comfortable making written comments are going to have an opportunity to speak regarding the Draft Generic Environmental Impact Statement,” Holst said. “I hope you give the chance for the public to make comments not necessarily in written form.”

He added, “We’re in a very different place the last time there was a comprehensive review of planning the future of Smithtown.” Because of this, he intends to make written comments after he gets a chance to look through the environmental impact statement. 

He concluded by saying, “I hope that when you review the comprehensive plan that foremost in your mind is what is good for the majority of residential homeowners in the Town of Smithtown.”

Summer Nights worries

The next speaker was Meg Shutka, representing Eddie’s Power Equipment, located at 553 Lake Ave., St. James. She expressed concerns with the Summer Nights event which is held once every month on Wednesday evenings in June, July and August. The event closes down Lake Avenue.

Shutka said their business commonly stays open until 7 p.m. on these nights, and that the shutting down of Lake Avenue negatively affects operation of their business. “Closing the road hinders people being able to pick up or drop off their equipment after their own work hours,” she said.

According to her, in the prior year the Town Board attempted to help in moving the event to a new location, but resistance came from the Community Association of Greater St. James — the Summer Nights organizers. A compromise was to move the start time back to 6 p.m. This year it is scheduled to begin at 5 p.m.

“All we are asking of the town is to require that the road closure occurs no earlier than 6 p.m. and that the event set up not occurs before 5 p.m.,” Shutka said. “I think that is more than reasonable.” 

Bull Run Farm confirmation

As the town meeting concluded, the subject was broached regarding the special exception removal for assisted living facilities in residential zoning areas. A resident wanted to know if it was official that there was no way that an assisted living facility could go up on the Bull Run Farm property located on Mills Pond Road.

Supervisor Ed Wehrheim (R) confirmed that “the local law has been adopted — that use will not be permitted on residential development properties.”

Holst queried whether the developer had withdrawn the application but the town attorney, Matthew Jakubowski, confirmed the application is “no longer a permitted use.”

The next Town Board meeting will take place at 2 p.m. on Thursday, May 18, at Smithtown Town Hall.
