Cries for liberty and demands for clean water were heard outside the William H. Rogers Legislature Building in Hauppauge Tuesday, July 25.
For the second straight month, the Republican-led Suffolk County Legislature shot down a proposed 1/8 penny sales tax creating a local match program for state and federal subsidization for wastewater infrastructure.
The 10-7 vote to recess was along party lines, effectively dooming the measure from reaching the November ballot.
According to environmentalists and county officials, individually operated cesspools have grown increasingly problematic, with leakage from septic tanks contributing to brown tides, rust tides, algal blooms and fish kills.

In a rally, dozens of environmental advocates and community members joined Democratic candidates Tuesday morning, who collectively condemned the course taken by the majority.
“Today, the most fundamental need of water meets that most fundamental of American values — the right to vote,” said Dave Calone, Democratic nominee for Suffolk County executive. “The county Legislature needs to act. They need to give the people of Suffolk County the right to have a say about their own future.”
Joining Calone and others were several Democratic candidates running for county seats, including former New York State Assemblyman Steve Englebright of Setauket and pediatrician Eve Meltzer-Krief of Centerport.
Englebright, a geologist by training who had previously served as chair of the Assembly’s Committee on Environmental Conservation, tied clean water initiatives to regional economic development.
“Our two largest industries on Long Island are tourism and agriculture,” he said. “Both of them require clean water.”
He added that Long Island’s sole-source aquifer is continually “in motion,” with contaminated groundwater “changing the chemistry and ecology” of the county’s harbors and bays.
“Do you think the tourists who visit us, who put the money into our restaurants, hotels and motels, will want to come out here if there are dead fish and putrid algae masses in the harbors?” Englebright said.

Meltzer-Krief maintained that the Legislature is depriving county residents of limited grant opportunities from the state and federal governments.

“The Republican majority in the Legislature is throwing young people’s futures under the bus,” he said, adding, “We cannot afford to be using water that is polluted. It is not fair for our residents, our children or our future.”
Legislators quarrel
Inside the Legislature building, Republicans and Democrats went back and forth on the issue.
Majority leader Nick Caracappa (C-Selden) indicated that the “bill as it sits right now is not right.”
“We disagree on resolutions all the time,” he said. “Let’s get together and fix it, and we can.”

Legislator Sarah Anker (D-Mount Sinai) said the majority is passing up on “the opportunity of a lifetime.”
“If we keep waiting … the water will get worse,” she said. “It will cost us more to fix the water. People will be getting sick. We’ll be losing money on our economy.”
Legislator Rob Trotta (R-Fort Salonga) suggested there are surpluses within the county budget better suited for reallocation for sewers. He said he objected to introducing new taxes with alternatives on the table.
“Stop taxing the people and run the government more efficiently,” he said.
Legislator Kara Hahn (D-Setauket) said she was saddened by the decision, suggesting that as the body delays funding “our water gets dirtier.”
“If we wait to get it just right, the money gets allocated elsewhere,” she said. “Why should we wait for clean water?”
A second measure that would consolidate the county’s 27 sewer districts was also tabled.
As the Legislature recesses, wastewater infrastructure will likely remain central as campaign season ramps up.
Over a decade since disbanding, the Port Jefferson Civic Association was back in action Monday, Jan. 9.
Eighteen village residents filled the Meeting Room of the Port Jefferson Free Library, discussing several pressing local issues and establishing their priorities as a body.
Michael Mart was a member of PJCA under its previous configuration. He shared a history of the organization and why village residents have banded together in the past.
“The history and importance of the Port Jefferson Civic Association, as I recall it, was to serve as a vehicle by which individuals come together,” Mart said. “Its concerns are essentially local in nature: streets, safety, recreation, parks and open government.”
He added the civic association “acts to represent opinions, concerns and agendas of its members to the local governing body.”
Mart said PJCA has functioned in various capacities in the past. At one time, it had produced a regular newsletter, held meet-the-candidates events, offered scholarships to local students and even took the village government to court.
PJCA was “a very active group,” Mart said. “It starts small here, like in this room, and makes itself known to other residents, offering to give voice to their concerns.”
The members of the newly formed civic gave introductions, outlined their reasons for joining and discussed their priorities.
Ana Hozyainova, a 2022 candidate for village trustee, organized the event. She stated her goals for the civic body.
“I hope that we can have a group that can be a force for discussion and greater transparency in the village,” she said.
Myrna Gordon discussed communications between the village and residents and other environmental themes. “I would love to see better transparency or communication and more of our village residents getting involved in the important issues that we face,” she said.
Other residents echoed the call for greater transparency within the village government.
Among them, a 2022 trustee candidate for the Port Jefferson school board, Paul Ryan, identified a supposed divide between the public will and the decisions made by elected officials.
“Since I ran for the BOE last year, I’ve noticed a lot of disconnect between what people want and think is important and what is happening, the decisions that are being made,” he said. “I hope as a civic association, we can channel that voice more strongly and more effectively to make positive change.”
Suzanne Velazquez, candidate for village trustee in 2021, spoke of the “sense of apathy that has crept in” among residents. She also considered the civic association as fulfilling a necessary community end.
“I have had a lot of good conversations about the need to revitalize the civic association,” the former trustee candidate said.
Holly Fils-Aime, president of the local environmental group EcoLeague, described continual development within the village as among her priorities.
“We really have to consider how overdeveloped Long Island is,” she said, adding that residents must be vigilant about looking out for their forests, wildlife and the natural environment.
Steve Velazquez echoed this sentiment. He criticized the alleged overdevelopment of Upper Port, arguing that plans for the property that formerly accommodated PJ Lobster House are “not in character with this village.” Velazquez expressed a desire to see a “true historic district” within Port Jeff village.
In common, those in attendance voiced similar concerns over the perceived lack of transparency, environmental issues and the implementation of projects without resident input. Bluff stabilization at East Beach, according to Mart, encompasses each of these themes.
Referencing the $3.75 million the village recently received to construct an upper wall between the East Beach bluff and the Port Jefferson Country Club clubhouse, Mart said the money “is not the issue — the issue is that we didn’t get to vote on it.”
Also in attendance was guest speaker John Turner, conservation chair of the Four Harbors Audubon Society. He advocated for a villagewide open-space program along with a sustainability plan.
Turner pinpointed specific examples on Long Island of progress concerning the environment. He cited the novel irrigation system at Indian Island Golf Course in Riverhead, which uses wastewater from a sewage treatment plant to irrigate the golf course.
“That wastewater is no longer dumped in the river and the bay,” Turner said. “The nitrogen is all taken up by the grass,” averting contamination of local surface waters. He suggested the village could explore comparable wastewater reuse opportunities.
He added, “The other beauty about this water reuse, from a water quantity perspective, is that we have water quantity challenges on the Island. … Using that water for the golf course means that 66 million gallons of water stay in the ground.”
Expressing her vision for the civic, Gordon said the organization could prevail so long as its members stay persistent. “You have to stay the course,” she said. “We can’t get tired. We have to support each other, we have to ask questions, and we have to go in front of our village trustees and ask, ‘What is going on?’”

One person’s toilet flush is another’s pool of information.
Arjun Venkatesan, Associate Director for the New York State Center for Clean Water Technology at Stony Brook University, has gathered information from wastewater plants to search for traces of opioids and other chemicals.
Such monitoring is a “great tool” and relies on the sensitivity of the method, Venkatesan said.
Indeed, other scientists, including Professor Christopher Gobler, Endowed Chair of Coastal Ecology and Conservation at the School of Marine and Atmospheric Sciences at Stony Brook, have used wastewater monitoring to collect information about the prevalence of Covid-19 in a community.
Gobler explained that such monitoring has proven to be an “ideal way to track community infections. Through early to mid 2022, positive test rates and wastewater virus levels tracked perfectly. Since then, people began home testing and now, wastewater epidemiology is probably our best sign of community infection rates.”
In a joint effort through the Center for Cleanwater Technology, Venkatesan’s team monitors for chemicals, including opioids and other drugs. Such tracking, which college campuses and local governments have done, does not involve gathering information from any specific home. Instead, the scientists take anonymous samples from a larger dorm or a neighborhood, hoping to track changes in the presence of chemicals or a virus to enable health care mitigation efforts.
Venkatesan has been looking at common over-the-counter drugs and anti-viral treatments that residents used to treat Covid-19 infection, particularly before the development and distribution of several vaccines. He noticed an increase in over the counter use that matched the increase of Covid cases, which suggested that the infected people took these pain medicines for their symptoms first.
Venkatesan’s group monitored the use of these drugs over the last two years to confirm the trends. This baseline allowed him to “see increasing trends” in usage, he said. The increase “clearly indicates something more than what the drugs are regularly used for.”
Opioids
Venkatesan’s group has been working with the Department of Health to develop standard protocols to measure drugs at these sewage treatment plants. The testing needs to be updated to account for changes in consumption of new drugs that are being synthesized.
Each sample Venkatesan and his colleagues collect typically has hundreds of thousands of people in it, because the treatment plants process sewage for a large collection of communities. “This keeps anonymity,” he said. “We don’t want to dig up [information] from a single family home.”
The method is also cost effective when a single sample represents a larger population. This kind of information, however, could help public health professionals monitor the presence of drugs broadly in a community, providing them with a way to track the prevalence of addictive and potentially harmful drugs.
Venkatesan is developing methods to track fentanyl, a highly addictive drug linked to numerous deaths throughout the country and the world. Studies in other regions have demonstrated elevated levels of this drug.
Venkatesan said New York State responded to the pandemic by developing surveillance over the last few years. The approach was not well known and was limited mostly to illicit drugs. The pandemic made a significant impact, which helped officials appreciate the value of such a tool.
The state could also theoretically monitor for any chemicals that are stable enough in sewage.
While Venkatesan hasn’t measured traces of alcohol at sewage treatment plants, researchers and public health officials could create a screen to measure it. He was involved in a study that monitored for alcohol and nicotine consumption in many cities. “We could get interesting trends and understand community and population health in a better way,” he said. The pandemic has “helped establish the importance of this network.”
Surveys in which people call and ask about the consumption of drugs or alcohol can contain self-reporting error, as respondents may not know exactly how much they drink or may be reluctant to share those details.
Wastewater monitoring could capture trends, including whether communities have a spike in the use of drugs or alcohol on Friday nights or on weekends.
The Centers for Disease Control and Prevention created standardized methods for monitoring Covid-19 in the wastewater of cities and states.
Wastewater monitoring techniques are different for detecting viruses compared to chemicals. Venkatesan’s group is developing different method to screen for opioids. “We are excited about it,” he said. “Hopefully, next year, we should be able to monitor communities.”
As long as the sampling doesn’t cross any predetermined ethical line, monitoring could provide an effective way of looking at the trends and data, he said.
With so much water flowing through pipes and treatment plants, one of the biggest challenges in these efforts is to understand variables that affect what the scientists are monitoring.
The time between when a toilet is flushed in an apartment to the time when it reaches a plant can vary, depending on numerous variables, which creates uncertainty in the data.
To reduce this variability, scientists could do some sampling in manholes, between treatment plants.
Scientific roots
Venkatesan took an elective at the end of college in environmental science when he attended Anna University in Chennai, India. It was the first time he observed a wastewater treatment plant.
Fascinated by the process, he earned a Master’s in Environmental Engineering at the University of Nevada, Las Vegas and then went on to get a PhD at Arizona State. He also did his post doctoral research in Arizona.
Stony Brook was looking for a scientist to screen for contaminants in drinking water, including PFAS chemicals, which is a group of chemicals that are stable, hard to break down and are linked to thyroid cancer, among others.
PFAS chemicals are used in cleaners, textiles, fire-fighting foam and other applications.
Venkatesan leads drinking water efforts, while waste water epidemiology remains an ongoing project of interest.
Gobler hired Venkatesan five years ago to help run and then to exclusively run the drinking water initiative at Stony Brook.
Through the process, Venkatesan has “brought new insights and research programs related to wastewater epidemiology, bisolids and many other topics,” Gobler explained. Venkatesan has “exceeded expectations,” as he transitioned from a postdoctoral researcher to become Associate Director for Drinking Water Initiatives.”
Gobler called his colleague a “complete professional” who is “very positive and a good person to work with.”
In his research, Venkatesan develops technologies to remove these PFAS chemicals, while monitoring is also a part of that effort. Activated carbon filters can remove these chemicals from groundwater. These filters, however, require frequent replacement. Venkatesan is exploring ways to improve the life of the carbon filter.

Suffolk County will look to address the ongoing issue of nitrogen pollution in surface and groundwater with an ambitious plan that will look to transition away from the reliance on cesspools and septic systems.
The Subwatersheds Wastewater Plan, which would invest $4 billion to combat nitrogen pollution, would last more than 50 years and sets a blueprint for the county to replace hundreds of thousands of old and inadequate septic systems.

The plan sets a goal for the county to eliminate 253,000 cesspools and septic systems by replacing them with new nitrogen reducing systems or by connecting them to existing sewers. According to Suffolk health officials, approximately 74 percent of the county remains unsewered, so individual residences and businesses rely on antiquated onsite wastewater disposal systems. Studies show that about 70 percent of the nitrogen input to local bays comes from approximately 360,000 cesspools and septic systems.
“Scientists have warned that continued reliance on primitive wastewater disposal systems is a mounting threat to both our environment and our economy,” said Dr. James Tomarken, Suffolk health commissioner. “Now, for the first time, there is a long-term plan to diminish nitrogen pollution and put Suffolk County on a path to cleaner, healthier water resources.”
The SWP has highlighted more than 190 individual watershed areas in Suffolk County and established goals and recommendations for reducing nitrogen inputs into each area. If those goals are met, health officials said it will begin to reverse the decline in water quality within 10 years and bring it back to a more pristine condition.
To get that process started, officials said the county will use more than $500 million in already allocated grant sources toward the replacement of 10,000 cesspools and septic systems and expand connections to sewer systems over the next four years as part of the first phase of the plan.
“This plan represents the first meaningful strategy to address legacy septic nitrogen pollution since countywide sewering objectives were abandoned some four decades ago,” Walter Dawydiak, director of Environmental Quality for Suffolk County, said. “In those four decades, we learned a great deal about how toxic excess nitrogen is to the ecosystem. However, we consistently failed to solve the single largest environmental health problems of our generation. Finally, we have a response plan that will restore our ecosystems and protect our drinking water.”
In the second phase of the plan, which would begin 2024, the county would look to eliminate more than 177,000 cesspools and septic systems near shorelines and high priority areas. It also recommends a requirement that cesspools and septic systems be replaced with new technology when properties change hands, or when those cesspools and septic systems fail. Officials estimate that the requirement could increase the number of cesspools eliminated from 1,000 to more than 5,000 per year.
The third phase of the SWP will tackle all other priority areas during a 15-year period. The fourth and final phase would address the remaining areas of the county beginning in 2068.
Currently, county grants of up to $20,000 are available for residents who qualify and wish to replace their cesspool. There is also an additional state grant of up to $10,000, which can mean a total of up to $30,000. As of July 1, Suffolk County residents who voluntarily decide to replace their cesspools will need to replace them with a system consisting of a septic tank and leaching pool at a minimum, according to previous reporting by TBR News Media. Contractors will need to register the system with the Department of Health Services.
The SWP will undergo a detailed review by the county’s Council on Environmental Quality and will include an environmental impact statement which is expected sometime in mid-August, according to officials. From there, a 30-day comment period will begin, with two public hearings being scheduled.

A new research facility at Stony Brook University aims to develop innovative technologies in the fight to improve the quality of water on Long Island and help rid nitrogen in wastewater in an effort to protect drinking water.

On July 9, the New York State Center for Clean Water Technology at SBU officially opened the new research site named the Wastewater Research & Innovation Facility. The WRIF will have nitrogen-removing technologies to clean wastewater. The new facility is situated close to a county wastewater pumping station.
“We all know how important water is to Long Island, we know our only source of drinking water is below our feet,” said Chris Gobler, director, NYS Center for Clean Water Technology. “This facility is designed to bring the next generation of nitrogen reducing and removing biofilters [also called NRBs] that will be smaller and more effective and more widespread.”
The WRIF’s main area is a trailer full of nitrogen-removing biofilters made up of two levels: a layer of sand on top and a layer of wood chips on the bottom. Wastewater flows down, and each layer take out the nitrogen as it goes through.
“Our focus is to take what we have installed in the field, these NRBs and make them smaller and want to make it more affordable,” said Frank Russo, associate director for wastewater initiatives, NYS Center for Clean Water Technology. “The only way we can do that on a scale like this is to do experiments first in a set environment and test all the theories we find in our research.”
There are 22 SBU students and researchers on staff at the new facility. A secondary trailer on the property allows them to conduct experiments and research at a test tube level.
The endgame of those experiments is to eventually install these filters in homes and businesses, so it can help reduce nitrogen pollution.
Russo said it will take a five-year process before they go full scale. He stated that it is a county requirement that before anything is to be installed, you have to show the county that it is a proven technology, and it will last a long time.
The associate director hopes these filters along with a home septic system will one day take the place of a cesspool.
The opening of the new facility, comes a year after the center installed three prototype filters in homes throughout Long Island. The center has also been busy with other projects, including constructing a wetland in Cold Spring Harbor that is designed to treat wastewater and nitrogen levels.
Gobler stressed the need for reducing nitrogen pollution, stating that nearly 75 percent of Suffolk homes are not connected to a sewage system. The problem arises when the nitrogen-contaminated wastewater is stored into cesspools or outdated septic systems.
“The center is going to help address and solve the nitrogen problem on Long Island, but perhaps across the country and maybe even around the world,” said Carrie Meek-Gallagher, regional director of the NYS Department of Environmental Conservation.
In 2017, the county began urging residents to make the switch to new, updated septic systems under the Suffolk County Septic Improvement Program with the help of grants.
As of July 1, Suffolk County residents who voluntarily decide to replace their cesspools will need to replace them with a system consisting of a septic tank and leaching pool at a minimum, according to a June 20 TBR News Media article. Contractors will need to register the system with the Department of Health Services. While residents can choose a conventional septic system, another option is an advanced device that removes more nitrogen. County grants of up to $20,000 are available for residents who qualify. There is also an additional state grant of up to $10,000, which can mean a total of up to $30,000.

Long Island’s economic prosperity and quality of life are at risk from an unlikely source, but both the Suffolk County and Town of Brookhaven governments are taking steps to combat the issue.
Bodies of water in the county face nitrogen pollution, which leads to harmful algae blooms and a decrease in shellfish population, among other environmental defects. Critically, nitrogen seeps into the Island’s groundwater, which is the region’s only source of drinking water.
Fishing, tourism and boating are billion-dollar industries in Suffolk County — approximately 60 percent of the Island’s economy is reliant on clean water. County property values are also tied to water clarity, according to a Stony Brook University report.
Nitrogen enters ground and surface water from various sources of runoff, such as landscaping, agriculture and pet waste. But the largest contributor of nitrogen pollution is failing septic systems, which County Executive Steve Bellone (D) designated as “public water enemy No. 1.”

Which is why Bellone signed into law last month a resolution that amended Suffolk County’s sanitary code to help protect the county’s aquifer and surface water by improving wastewater treatment technologies to combat nitrogen pollution as part of the county’s Reclaim Our Water initiative.
“It doesn’t help our tourism industry, our quality of life or our ecosystems,” county Legislator Kara Hahn (D-Setauket) said of issues with the Island’s water. “Tackling the nitrogen problem, while not a sexy issue, is a very important one.” Hahn is chairwoman of the county’s Environment, Planning & Agriculture Committee.
Town and county officials are tackling the problem by utilizing what Hahn called a “multipronged approach.” Brookhaven is working to track any issues with outfalls, where drains and sewers empty into local waters, and Suffolk County is employing alternative septic systems.
Municipalities like Brookhaven are required by New York State to inspect each point where waste systems empty into a body of water and create a map of their location. It is part of a Municipal Separate Storm Sewer System (MS4) permit because, according to the state Department of Environmental Conservation, storm sewers collect pollutants like bacteria, motor oil, fertilizer, heavy metals and litter, and deposit them directly into bodies of water.
In addition to conducting the inspections of outfalls necessary to comply with the MS4 permit, the Town of Brookhaven conducts a DNA analysis of any outfall that has indications of impacting water quality. Since 2007, Brookhaven has spent more than $880,000 on this state requirement, Veronica King, the town’s stormwater manager, said.
“You want to put your resources where it makes the most sense,” she said. “Instead of dumping millions of dollars into structural retrofits that don’t address the true problem, the DNA analysis helps us to prioritize and make educated and cost-effective decisions.”
Town Councilwoman Jane Bonner (C-Rocky Point) said Brookhaven contracts with Cornell Cooperative Extension because it maintains a DNA “library” of Long Island wildlife, which it uses to identify the source of any pathogens in collected stormwater. For instance, if the DNA tests conclude they came from pets, Brookhaven might conduct an educational campaign to remind residents to clean up after their furry friends. If the pathogens come from a human source, there might be an issue with a septic system.
“This type of analysis could prove of great importance because any patterns identified as a result of this study can help determine what next steps can be taken to improve water quality where necessary,” Councilwoman Valerie Cartright (D-Port Jefferson Station) said.
Brookhaven has applied for a state grant to help pay for these DNA tests and outfall inspections for the first time this year, because, King said, this is the first time New York State has offered a grant to cover the work.
The DNA tests are important, Brookhaven Supervisor Ed Romaine (R) said, because they help to identify ways to decrease the amount of nitrogen seeping into groundwater.
“The amount of nitrogen in the Magothy aquifer layer has increased over 200 percent in 13 years,” he said of one of the sub-layers that is most commonly tapped into in Suffolk, although not the deepest in the aquifer. “Cleaning up our waterways is not going to be done overnight — this is going to take a long time — but the waterways did not become polluted overnight.”
Suffolk County launched its Septic Demonstration Program to install cesspool alternative systems in 2014, called Innovative and Alternative Onsite Wastewater Treatment Systems (known as I/A OWTS), on the property of participants. Manufacturers of the technology donated the systems and installed them at no cost to the homeowner.
The county’s goal in testing these alternative systems is to lower the levels of nitrogen seeping into groundwater. According to a June 2016 Stony Brook University report, “the approximately 360,000 septic tank/leaching systems and cesspools that serve 74 percent of homes across Suffolk County have caused the concentrations of nitrogen in groundwater to rise by 50 percent since 1985.”
More than 10,000 of the nitrogen-reducing systems are installed in New Jersey, Maryland, Massachusetts and Rhode Island — all areas with similar environmental concerns to Suffolk County — according to the county executive’s office. County employees met with officials from these states to help shape its program.

The I/A OWTS installations worked out so well during a demonstration program that on July 26, the county passed a resolution to allow the Department of Health Services to regulate their use.
Typical cesspools are estimated to cost between $5,000 and $7,000 to install. The low nitrogen systems cost between $12,000 and $20,000, Hahn said. She added that as more areas facing similar environmental concerns require lower nitrogen standards and, as the technology improves, the cost of cesspool alternatives will go down.
Until then, Hahn said county officials have been discussing the possibility of subsidizing the cost of installing the I/A OWTS. It might begin requiring new homes to install low-nitrogen systems instead of traditional cesspools. Or, upon an old system’s failure, it might require an I/A OWTS be installed.
“We hope to eventually be able to help in some way,” she said.
County Legislator Sarah Anker (D-Mount Sinai) said she hopes local businesses begin producing the alternative systems that the county determines best work for the area since it would “keep the economic dollar here” and provide jobs.
In January, Brookhaven will be the first town, Romaine said, that will begin mandating new constructions within 500 feet of any waterway to install an alternative wastewater treatment system.
“I think alternative systems work,” he said. “In many ways, even though we’re a local government, we are on the cutting edge of clean water technologies.”
Both the initiatives by Brookhaven and Suffolk County “go hand and glove,” George Hoffman, of the Setauket Harbor Task Force, said. Many of Suffolk’s harbors and bays are struggling due to stormwater and nitrogen pollution, including Great South Bay, Lake Ronkonkoma, Northport Harbor, Forge River, Port Jefferson Harbor, Mount Sinai Harbor and Peconic River/Peconic Bay.
“Living on an island on top of our water supply and with thousands of homes along the shores of our harbors and bays, it never made sense to allow cesspools to proliferate,” he said.
The success of the initiatives, though, depends on residents.
“The public needs to be always recognizing that whatever we do on land here on Long Island and in Suffolk County affects not only the drinking water beneath us but the quality of our bays and waterways, streams and rivers all around us,” Hahn said. “It’s critically important that folks have that understanding. Everything we do on land affects our water here on the Island.”

Our water supply is pooped.
Hundreds of thousands of homes in Suffolk County run on their own septic systems or cesspools, which leak nitrogen from waste into the soil and, thus, into our groundwater and other water sources. Elevated nitrogen levels are dangerous because they mess with our ecosystem — one effect is promoting algae growth, which decreases the water’s oxygen supply that fish and other creatures need to live and produces toxins and bacteria that are harmful to humans.
Sewers are a more convenient and modern technology for areas with populations at least as dense as Suffolk County. But, more importantly, sewer systems are also a crucial line of defense for our drinking water and the healthy waterways we treasure.
Legislators and community members complain all the time about how Suffolk needs to hook up more properties to sewer systems, but they also say there’s no money to do it. County Executive Steve Bellone’s proposal to charge an additional $1 per 1,000 gallons of water used — and to put those dollars into a special account dedicated to sewering Suffolk — could help.
The funds collected would be used in conjunction with other funding, such as from Gov. Andrew Cuomo’s $383 million initiative to support clean water infrastructure.
To put Bellone’s proposed surcharge into perspective, that’s $1 for every 50 days of showers for a family of four, based on average water usage numbers from the U.S. Geological Survey. It’s another $1 for roughly every 333 toilet flushes. Add $1 for every 40 loads of laundry in a newer model of washing machine.
For a single-person measurement, each person uses about 80-100 gallons of water each day, according to the federal agency. Those on the higher end of the spectrum, then, would be dishing out $1 every 10 days with the goal of a healthier environment — or just shy of $37 a year.
Reaching deeper into taxpayers’ pockets is not ideal, but there is simply no other way to produce sewer funding of the magnitude Suffolk County needs without asking the public to chip in somehow.
Bellone’s proposal needs state approval before the measure can go onto ballots in November for voters to weigh in. We hope our neighbors would support the surcharge.

Suffolk County is getting more serious about a smelly situation.
Sixteen months ago, Suffolk County Executive Steve Bellone (D) bumped water quality issues to the top of his to-do list. Now, the Suffolk County Health Department is reviewing existing sewage treatment plant sites, its enforcement and possible means to strengthen current regulatory programs.
Suffolk County Health Commissioner Dr. James Tomarken said the program could be more effective despite the efforts of wastewater management staff members.
“As a part of a comprehensive approach to improve water quality, it makes sense to review our existing regulatory programs in consultation with governmental agencies and other stakeholders to identify areas where those programs can be improved,” Tomarken said in a press release.
According to Peter Scully, deputy county executive, there aren’t any specific steps to improve the programs yet.
Earlier last month the health department met with the New York State Department of Environmental Conservation and the Suffolk County Water Authority, on Nov. 5 and Nov. 16, respectively. Scully said the department addressed regulation efforts and compliance issues with the DEC while they tackled water quality concerns and siting requirements for the sewage treatment plants.
According to the county executive’s website, there’s an excess of 200,000 on-site residential wastewater disposal systems in environmentally compromised areas in the county as of last year. Reviewing the existing programs is an extension of Bellone’s Reclaim Our Waters Initiative. He announced the initiative in March of 2014 to address the county’s poor water quality.
Nitrogen pollution is rampant in the water, which not only affects the water quality but also the organisms living in these waters. The Town of Brookhaven took on similar efforts to address Brookhaven’s declining water quality. In October, the town issued its own study about Long Island’s water, starting with the Setauket Harbor. While that study will take up to a year, conducting the review on the county’s regulatory programs may take several months, according to Scully.
The sewage plant application process will also be evaluated. The health department receives around three applications annually. The review will examine whether the department has adequate penalties for those who don’t comply with sewage plant siting regulations. The regulation process of new facilities or those under order is also up for examination. Scully said this is to help make the facilities better for the environment.

There’s something in the water — our own excrement.
Last week was national SepticSmart Week, an annual U.S. Environmental Protection Agency initiative created to teach people how to care for their septic systems. People should know how to maintain these waste systems to prevent their contents from seeping into the ground and into our drinking water aquifer, but it’s a shame that we are still at this point.
Suffolk County politicians frequently talk about their lofty goals to build sewer systems throughout our neighborhoods. In addition to better protecting surface and groundwater, sewers enable commercial and residential development, which is what we need to keep Long Island a viable community for future generations. But we rarely see progress toward the widespread sewer goal.
Part of the problem is the tremendous cost of “sewering up” all of our homes and businesses. However, it’s better to start paying now than when we are in the throes of another recession and desperately need sewers in order to attract business and keep the economy chugging along; or when we wake up one morning to find our water supply irreparably saturated with human waste particles.
Although there are admirable government initiatives to reduce nitrogen pollution, sewers are the ultimate solution. Maybe our electeds are hesitant to be the hated ones handing taxpayers a large bill for the projects, but someone’s got to do it.
Until our elected officials start taking real action, there are things we can do to help spare our drinking water, such as investing our own money in our septic systems, upgrading them to more environmentally friendly ones and safely cleaning them out more frequently to prevent overflowing.
According to Suffolk County Executive Steve Bellone’s office, there are 360,000 county lots with septic systems and cesspools that add nitrogen pollution to our communities. If even 10 percent of those lot owners upgraded their septic systems, it could make a world of difference.

After a month of increased algal blooms, reduced water quality and two of the most severe fish kills the county has ever experienced, Long Island scientists and officials have decided it is past time — yet about time — to address the issue of harmful nitrogen pollution in our waterways.
Hosted by the New York League of Conservation Voters Education Fund, a forum on water pollution in Suffolk County was held at Stony Brook University’s Charles B. Wang Center on June 23 to identify the core causes of nitrogen pollution and brainstorm functional, cost-effective technological solutions.
In his welcome address, Suffolk County Executive Steve Bellone (D) emphasized the gravity of the problem.
“This problem wasn’t created overnight, and it won’t be solved overnight,” he said. “Big challenges like this won’t be solved in election cycles.”
But he has noticed signs of progress.
“To see this group all coming together, saying we’re going to work to solve this problem, gives me great hope and optimism that we have actually turned the corner and we are now on the road to addressing our water quality issues in a real way.”
At the forefront of the technical and technological sides of this progress are panelists Walter Dawydiak, director of the Suffolk County Department of Health Services; Amanda Ludlow, a scientist at Roux Associates Inc.; Theresa McGovern, a water resources engineer at VHB; and Harold Walker, a professor of Mechanical and Civil Engineering at Stony Brook University.
Dawydiak identified unsewered septic flow as the main source of the nitrogen problem.
“Nitrogen, which we expected to level off, is not leveling off,” he said.
He noted that 85 percent of unsewered septic flow originates in residential areas.
“The elephant in the room is us.”
He said a change in health department standards for residential wastewater treatment — for the first time in 40 years — could mitigate the problem by regulating the installation, operation, and maintenance of septic systems. He referred to this proposed set of regulations as an example of policy driving the technology to where it needs to be.
“We need better technology in this area,” Walker said. “If we’re going to solve this problem, we need to expand the tool box that we have available. … We need to think about systems operating effectively for as long as possible, with little or no maintenance. That’s the challenge.”
Ludlow agreed, and emphasized the importance of implementing systems that treat nitrogen and other pollutants, like pharmaceuticals and hormones, on the 360,000 homes running on old systems: “Focus on technologies that affect all the constituents in our wastewater.”
McGovern said that a holistic yet specific approach to wastewater management would make improvements possible.
“We need to be consistent and science-based with the targets, yet still allow some flexibility,” she said. She suggested setting a universal — instead of concentration-based — limit on the amount of nitrogen allowed to remain in wastewater, while allowing households that consistently perform under that limit increased wastewater flow.
Of course, new technologies and oversight costs money. During the second panel discussion on funding proposals, Suffolk County Planning Commission co-chair David Calone suggested using Hurricane Sandy recovery funds to improve storm-water drainage and prevent sewage from entering waterways.
Dorian Dale, director of sustainability and chief recovery officer for Suffolk County, noted that, though the $16 million of Sandy relief money would cover some of the cost for improvements, it could not provide the minimum $8 billion necessary to replace 360,000 septic systems.
He said changing the tax on drinking water from a base price to one that reflects household usage could help close the gap.
Calone brought up the possibility of reaching out for federal funding and increasing the cap on private activity bonds to spur work on water quality issues.
“Involving the private sector is where we’ve shown a lot of leadership on Long Island,” said Anna Throne-Holst, Southampton Town supervisor. “It has to be a public/private partnership.”
The panelists were optimistic about the county’s ability to undertake the project.
“The last sewer project, 40 years ago, was rife with cesspool corruption,” Dale said. “I don’t think anybody’s going to have time for the shenanigans of the past.”
Throne-Holst expressed her faith that the public will remain informed and engaged on this issue.
“The public education process is well underway,” she said. “People are well aware of what a crisis this is.”
