Town of Brookhaven Highway Superintendent

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilman Kevin LaValle have announced the resurfacing of Holbrook Road from Route 25 to Portion Road, Holbrook Avenue and Smith Road in Centereach and Ronkonkoma.

Prior to paving, crews completed extensive concrete improvements, inspecting and installing new drains and repairing and replacing damaged concrete curbing and aprons. Crews removed and replaced 11,650 square feet of concrete sidewalk, 6,300 square feet of aprons, 4,975 linear feet of concrete curb, and 4,780 square feet of ADA-compliant handicap ramps. The $135,525 cost to replace the existing handicap ramps within this project and bring them into ADA compliance was covered by a grant from the U.S. Department of Housing and Human Services. In addition, crews replaced catch basin roadway safety grates with bicycle-friendly grates. The new grates that were installed have narrower openings that are designed to meet current federal and state safety standards. The total cost for this paving project was approximately $676,000.

“The portion of Holbrook Road that we resurfaced is a major artery running from Centereach to Ronkonkoma,” said Superintendent Losquadro. “Crews worked diligently to complete this paving project – which is located in a school zone – prior to the start of the school year earlier this month to be as minimally-disruptive to students, teachers and administrators traveling to and from Holbrook Road Elementary School.”

“I want to thank the Highway Superintendent for prioritizing Holbrook Road in the 2022 paving schedule. Infrastructure projects are extremely important to our residents, and I am committed to focusing on infrastructure projects like this to continue to improve the quality of life of our residents in the Town of Brookhaven.” said Councilman LaValle.

Attendees of the Dec. 6 Three Village Civic Association had local roads on their minds.

Town of Brookhaven Superintendent of Highways Dan Losquadro (R) was on hand for the meeting at the Emma S. Clark Memorial Library to talk about what was going on with Brookhaven roads and answered a few questions from attendees and those who sent in inquiries before the meeting.

The job is one that he described as “the best job I’ve ever had” as well as the hardest. Regarding making decisions about what gets done, he said it’s all about funding availability and prioritizing.

“I steal Supervisor [Ed] Romaine’s [R] line every chance that I get when he says every issue of government is an issue of budget,” he said. “It’s just that simple. If I had unlimited funds, I would do all the work. This year, we all know that’s not the case.”

Losquadro said deciding what needs to be done is a mixture of listening to the community and balancing it against engineering assessments and needs.

“What may not seem obvious to the average resident, when we select a road or a neighborhood or a project to complete, it usually serves a greater purpose,” he said. “If we don’t do that, we may suffer deterioration … that might cause us to have to spend more money if we waited another couple of years to do it.”

Streetlights

Losquadro said recently he has worked with The Ward Melville Heritage Organization in Stony Brook which has brought a lot of concerns to his attention, including problems with streetlights. WMHO is currently working with state-elected representatives to see if there is funding to restore the sidewalks that need to be disrupted to fix underground wiring.

He said one thing residents need to know is that when post top streetlights go out, it’s not as simple as changing a bulb.

“In a lot of older communities, we get a lot of underground breaks,” he said. “When these areas were put in, they just did direct burial cables. They didn’t put any conduit in the ground. This wire is aging out.”

He said with supply chain disruptions this year, the department has not been able to get enough poles and streetlights needed to accelerate the town’s LED replacement program. However, because money wasn’t spent in that area, he was able to repurpose the money to replace a lot of underground wiring next year.

“I’d more than double our budget from $150,000 to $300,000 for next year to replace underground wiring,” he said, adding the wiring problem is significant and townwide.

Stony Brook Road and 347

Nelson + Pope, a Melville engineering firm, has been brought “on board to begin the engineering process for the improvements at Stony Brook Road and 347,” Losquadro said.

“It’s a very important project,” he added. “One that obviously we’re going to have to coordinate with New York State, because we’re just talking about the improvements on the Stony Brook Road side, but with the businesses there, especially the expansion of the medical park to the west side of the road there, you get a lot of cross traffic.”

The highway superintendent said there have been a large number of collisions at the intersection and the goal is to make it safer and more efficient. He added there will be traffic studies conducted in the area.

“We’re going to measure all the turning movements, in and out, of those businesses and see how we can best improve again the efficiency and the safety of moving vehicles through that confined and heavily traveled space,” he said.

Losquadro added that a physical barrier between the north and southbound traffic on Stony Brook Road could also be possible, hopefully something stone stamped like the barriers on 347 which are more aesthetically pleasing.

Sidewalks

Losquadro said there isn’t room in the budget for new sidewalks in the town. He said when sidewalks are added, it’s usually due to federal, county or state grants.

“We’ll certainly work with the councilman [Jonathan Kornreich (D)] to identify them and find funding sources,” he said. “I assure you, whenever I get the money for something, I build it.”

The Brookhaven Town highway superintendent is responsible for overseeing more than 3,300 lane miles of town roads, making it one of the largest highway departments in New York State.

Dan Losquadro (R), the incumbent superintendent since 2013, will seek a third term on Election Day Nov. 7. To remain in the position he’ll have to defeat Democrat Anthony Portesy, a 31-year-old first-time political candidate and private attorney by trade. The candidates weighed in on the job and issues pertaining to it during a debate at TBR News Media’s Setauket office last month.

“I got involved in this race primarily because I would like to update the way the highway department handles the inventory of how the roads are reconstructed,” Portesy said. The candidate detailed what he called a “worst to first” initiative he’d like to implement to create a true priority list of town road resurfacing projects, and said he would plan on making the list publicly available on the town’s website through an interactive map, so residents could check on when repairs to their road might be coming. He said the town’s “hunt and peck” method of selecting roads for repaving doesn’t work. Losquadro said there are many factors that go into selecting roads for repaving, and that can be disturbed by a particularly harsh winter or other unforeseen factors.

Losquadro was a Suffolk County legislator for seven years prior to becoming highway superintendent. He said he identifies more with his current position than his stint on the legislature because he has a background in construction and enjoys getting his hands dirty.

“I feel that everything I did before this led me to this position,” he said. “I love the fact that I can actually get things done in this job and not just appropriate funds for something.”

Losquadro said upon taking office initially he knew he needed a long range plan and couldn’t come in and immediately improve the department’s functions. He said like many businesses, he established  three-, five- and 10-year plans for accomplishing his goals, most of which have to do with modernizing the systems used by the department. He said he is ahead of schedule compared to  the schedule he laid out nearly five years ago.

“The single biggest change has been taking the department from analogue to digital,” he said. “We have a department that was literally paper based and caused tremendous problems.”

He also lauded the department’s implementation of a fully electronic work order system as one of his proudest accomplishments so far in office. He also said he is now able to get in touch with all of the town’s snow removal vendors with “the touch of a button,” a process that he said used to take hours in the past.

The challenger said he has knocked on thousands of doors in the hopes of lending a voice to community members seeking change from the highway department.

“Whoever wins has 491,000 bosses,” Portesy said. “It’s very important that we’re listening to the concerns of everybody. It’s impossible to get back to everybody every single day, but I think there has to be some better communication, and that’s not me talking, that’s the people I’ve spoken to.”

He also pointed to more public availability for town contracts as a way to increase the department’s transparency and ultimately improve the relationship between the department and the community. Losquadro said town contracts are already available to the public, though a formal Freedom of Information Act request must be submitted.

Both indicated this is a relatively important time for the department, as New York Gov. Andrew Cuomo (D) has set aside $100 million per year over the next four years in additional funding for local repaving projects in the state, and it will be incumbent upon the highway superintendent to do what they can to ascertain more of those funds than are currently slated for Long Island.
