Lauren Sheprow, former media relations officer at Stony Brook University and daughter of the former village mayor Hal Sheprow, is running for trustee. During an exclusive interview last week, Sheprow addressed her family’s background in village politics, her experience in media relations, Upper Port revitalization, the East Beach bluff and more.

What is your background and why would you like to be involved in village government?

I’ve been working my entire life in public relations, communications and media relations — that’s about a 40-year career. I most recently was working at Stony Brook University as the Chief Media Relations Officer and prior to that I was at Mather Hospital and the public relations director for that hospital. I enjoyed those jobs immensely.

I retired from the University officially on December 31 and didn’t initially consider or think about running for trustee. My father was the mayor of Port Jefferson during a timeframe of 1979 until 1994. He was a trustee before that and a planning board chairman prior to that in the village of Port Jefferson. He also was an EMS and ambulance person for the Port Jeff ambulance. As I was growing up in that household with my siblings — I have a sister and five brothers — we all watched that, we saw him do that and it had a big impression on me. It was ingrained in me that it was an important thing to give back to the community. 

It had been in the back of my mind for a while that I did want to do something, whether it be as trustee or to do something in a different realm. I did not have time to do that while I was working at Stony Brook because that was a 24/7 job and I would never have had the time it takes to run for trustee, let alone serve. 

When I learned about and was reminded that these two seats are up for reelection, I started really thinking about it and thought that I could contribute based on my historic perspective because I grew up here and went to the schools here from pre-K to graduation. My children attended Port Jeff schools. I have twin girls who graduated in 2010 and a son who graduated in 2015. 

I’ve done a lot of volunteer work here and I’ve learned a lot about working within organizations to help things grow and improve and just foster community excellence. I was a youth baseball coach for the village of Port Jefferson, volunteered on the Port Jefferson recreation committee and I was appointed to the Country Club Advisory and Management Council. Now I am the president of the Tuesday Tournament Group, which is actually a league that’s run as a board-run program. That’s a lot of work, too.

All that said, the point is I’ve been giving a lot of my time and I’ve been noticing and recognizing where there are opportunities for the village to see strategic growth and opportunities for impact and change.

What are your key takeaways from your father’s time in public office?

My father’s legacy of community involvement has always had a tremendous influence on my choices in life. He juggled so much — with help from my mother, of course. He was first and foremost an aeronautical engineer at [Northrop] Grumman, which is what brought us to Long Island in the first place. He also served, largely as a volunteer, as mayor, trustee, planning board chair and on the ambulance company as a volunteer EMS.

He had such a tremendous impact on this community with the annexation of the Hill Crest, Pine Hill, Ellen Drive, Laurita Gate and Jefferson’s Landing developments, and the acquisition of the country club being his two most significant contributions. 

I hope to be able to emulate his community service and give back by being elected as a trustee of Port Jefferson village. 

How is your background in media relations applicable to the work of a trustee?

I really feel like as a trustee, one of the most important things you can do is communicate to your constituency and communicate in a way that is transparent, concise, responsive and addresses the questions you are getting with answers and then potentially solutions.

At Stony Brook and at Mather Hospital, we had numerous inquiries and activities that had to be addressed at the same time. It was like drinking from the fire hose at Stony Brook, so you had to prioritize, you had to find the information that was going to be responsive to the questions you were getting from all angles — including from faculty, from administration, from students and from the media. We were responsive and accountable to everyone, and we had to do it in a way that was with the consensus of leadership. 

We needed to get answers quickly, accurately and comprehensively. That really trained me for a lot of adversity. It trained me to work in a calm and thorough manner, not to be driven by agendas or a sense of urgency, but to be driven by getting the information you need that is right, accurate and has the consensus of the people who are working on the things you’re trying to learn about. 

I think that bringing that skill set to a position on the Board of Trustees in Port Jefferson will help me really dig into some of the issues that are being expressed by villagers right now and look for solutions that are supported by facts, law and the code. The code really defines how you can move through a process, so I think relying on the code and the law is a really important part of what it means to be a public official. 

In the same way that at Stony Brook that I would ask as many questions as I could and get as many responses from as many different sources as I possibly could to make sure the response is accurate, concise and responsive, I would do the same in this position as trustee and follow up and communicate in the same way I have done my entire career.

What are the most critical issues facing the village?

I think the most interesting things that are happening right now are the revitalization of uptown Port Jefferson, one. Two, what’s happening at the country club right now. I see opportunities in both areas. And the Mather Hospital project is another very interesting issue that’s going on right now. Those are three of the most important things going on in the village right now.

In terms of the uptown Port Jefferson revitalization, the progress that’s going on there is tremendous. There’s a lot of interest from new developers. Attending the meetings of the Board of Trustees and following the progress, what I have learned is that there are new developers coming forward to propose new projects and to me that’s very exciting. Shovels in the ground means progress and creates excitement. It fosters the axiom that, “If you build it, they will come.” I believe that’s happening right now. 

The other issue or opportunity I see is bringing the country club back to all village residents. What I would love to work on is bringing the country club back to the community so that the community can enjoy it, not just as a golf course but as a place to foster a social and cultural environment. That’s what the purpose of the country club acquisition was originally, it’s in the original documentation. Let’s go back to the future and find a way to welcome all residents back to enjoy that facility in the way it was meant to be enjoyed.

And I’ll touch on the bluff for a second: the bluff and the country club are not one and the same. The bluff is village property. The village has got to safeguard its property, it’s got to safeguard those beaches and that groin. There is a roadway down to East Beach and there is a groin between that roadway and the country club parking lot. As the erosion continues, that groin will fail and you will lose access and you will lose the beach. That is one of the things that will happen if that bluff were not restored. 

It’s the village’s responsibility to take care of that property and this is the best way to do that right now. To me, it’s a no-brainer. And it’s not to preserve the building. It’s to preserve village property, the safety and security of village property. That’s what the role of the Board of Trustees is: to preserve and keep safe for the residents of the village, the property and the community.  

As trustee, my commitment is to get to the bottom of the issues at hand and proactively engage concerned villagers in the process.

How can residents play a more active role in village decision-making?

The village offers ample opportunities to become involved in the decision making process, as is demonstrated by the numerous committees, councils and volunteer organizations that exist, including the page on the village website called “Get Involved.” 

There is an opportunity for a more robust and active recruitment for volunteers within these organizations — an experience I encountered while on the CCMAC and the Recreation Committee, which is currently dormant. 

Succession-planning on boards and committees is important, and village trustees as well as those board chairs should be thinking about that from the moment they begin their tenure, so when someone decides to resign or a term limit is reached, there is a resource already in place to step in with no down time. The Trustee Liaison to each respective committee or board should be responsible for that. 

It’s also clear that communication is an important factor and some in the village feel they aren’t getting the information they need to have an impact on decision-making. As someone who has worked in the strategic communications field for nearly four decades, I can say without hesitation that the communications resources and efforts from the village are robust and in accordance with village code. From the e-newsletter, to the YouTube Channel and streaming and posting to the archive live meetings, to the social media efforts, an incredibly responsive website, and other forms of email outreach, plenty of communications redundancy exists. 

What is also important is that residents know that if they want to express a concern or get involved, they will be acknowledged and responded to in a timely manner and can feel confident that their representative on the Board of Trustees will help resolve the issue at hand. As trustee, my commitment is to get to the bottom of the issues at hand and proactively engage concerned villagers in the process.

Is there anything else you would like to say to our readers?

I love this community, but that’s not what makes me stand out because I know everyone that’s running for these two seats loves this community as well and wants to see it thrive. 

Vision, coming up with creative solutions that don’t add an extra burden on the taxpayers, and knowing how to get things done is what set me apart at Stony Brook and at Mather Hospital and will serve me well as a trustee. I’m a questioner, a problem-solver and a communicator, but I also understand how difficult it can be to navigate the bureaucratic labyrinth from working at Stony Brook for so long, and at Mather. Both entities provided me with great insights into how to get things done within the public sector. 

I will hit the ground running. I have been attending board meetings, following the planning board and zoning board of appeals issues, and I have engaged in conversations with a number of people to understand what is most important to them and thinking about how it may be addressed or how to raise it as an issue. This is my commitment.

Ana Hozyainova is a candidate for trustee in the upcoming village election on June 21. During a recent interview, she discussed her background in social work, her experiences abroad, the threat of climate change to Port Jeff village, the East Beach Bluff and more. 

What is your background and why would you like to be involved in local government?

I would like to answer that in reverse order — why I would like to run and then how my background is beneficial in the service to the village.

One of the key things is that I would like to build upon and preserve the legacy that the village has already created. I see that the village, just like the rest of the nation and other municipalities, faces a number of challenges that are way outside of our control. For example, we are a coastal community that will suffer significantly with the worsening impact of climate change. The flooding will become only worse.

We are a community that changes in its residential structure. The nation is aging and the nation is shrinking in certain ways, and this will have an impact on the village and the way the village works. We also as a village observed decline in our tax revenue, mainly through the LIPA gliding path. Any one of those challenges is already an issue that would require significant adjustment, but three of them together compound the issue and require a long-term vision and long-term solutions to the way the village functions. 

I hope to be able to engage in that process because I would like to make Port Jefferson my long-term home. I have a family here and I would like that family to continue to grow and stay in the village. For me, the role of the trustee is a person who sets the policies, sets standards and hires people to implement those policies. This is where I believe my skills and my background are incredibly useful for the village. 

I come with nearly two decades of experience of human rights work, international work. I worked in fields as diverse as countering violent extremism to working with mental health issues to doing community organizing to developing policies to address such thorny issues as: How do we still torture?

The issues I mentioned before are very difficult to address and they require creative thinking and problem-solving in order to develop a viable, functional solution. I believe that I have those solutions. I also have an education that is very helpful for that with a degree in social work from Columbia University. Part of the reason that I chose that school is that at the core of the teaching in my school, the person was put front and center. 

With a lot of the political decisions — be it raising of the taxes or changes in the code or restructuring the zoning of the village — it is very easy to forget the human that will be impacted by those decisions. I have the skills that would be required to actually look at who would be those people who would be affected and what can we do to make sure that our decisions serve the greatest good of everyone involved, that we’re not just doing quick and dirty “let’s fix this” and forget about the unintended consequences that might come out of those decisions.

Given your experiences abroad, why did you turn your focus inward toward local issues?

Again going back to my time at Columbia University — and the reason I mention it is because when I was there, I found it incredibly frustrating when my teachers would say, “Think small. Think of the impact that certain actions would have on people at the local level. Engage with the small steps first. Don’t try to change the whole system at the same time. It will become overwhelming and unmanageable. Think about issues that affect people on the ground, and from there start building up your intervention.”

As the years passed by, I’ve learned — despite my frustrations — that that’s indeed the true way to bring real change into the lives of the people. At the moment, my residency ended up in Port Jefferson by virtue of the people who I met, the person who I married. I feel that the work that can be done at the local level is no less important than any of the work that I could have done elsewhere. Right now, the moment has brought me to Port Jefferson and this is where my skills can be most useful and could be applied right now.

You have been a vocal proponent of reconfiguring roadways in the village. In your opinion, what is wrong with these roadways and how can they be improved?

The issue of walkability in Port Jefferson, especially pedestrian safety, is an issue that is very dear to me. I live in a residential neighborhood with two main roads that kind of hug the area. I walk those streets every day and I personally experience the impacts that speeding cars or reckless driving could have on pedestrians. 

It is the issue that I personally experience and that’s how I start organizing the work. I’ve heard too many people say this is dangerous and unsustainable, that they’re fearful of walking but it’s the only exercise that they have. So I rallied the community for stop signs on California Avenue as an interim measure to assess what other possible solutions can be brought in to improve pedestrian safety. 

As I did that work, I also got in touch with other residents in the village who also voiced their concerns and discovered that it is a systematic problem, that many people face issues about safety on the roads. What I hope to do is a systematic assessment of what can be done in Port Jefferson to make it more walkable as a village because our ability to walk is one of the prerequisites for developing strong, friendly communities. That is how my activism on pedestrian safety has started.

I mentioned earlier that climate change, the change and declining population nationwide and the lowering of the tax base are the crucial aspects that we are facing as a village. The issues that I would like to address if I were elected are the questions of transparency in the village.

By this, I mean that we have a number of pretty large projects that are developing in the village that have not received adequate public consultation, and the village has not made the effort to engage the community in the level that it should have. For example, the question of the $10 million that was borrowed to stabilize the [East Beach] Bluff. I personally have a lot of questions about how the project was designed, what other issues have been explored or addressed, also to hear what the rest of the residents want to say or have priorities for, and how they conceptualize and prioritize that as an issue. 

I believe that the village has not had adequate engagement on those issues. The presentation on the bluff is available on YouTube, but that information does not adequately reflect the complexity of the issues that we are facing. For example, when we have a Dickens Festival, we don’t just publish a legal notice that there will be a festival and forget about it. We actually make a campaign, we engage people, we invite people over and over and over again, and the festival is a success.

So similar things need to happen when we are making decisions about the village such as the bluff or as small as figuring out the budget. What are the priorities for spending that would be in the residents’ interests? Transparency is one of the core areas to be developed if I were elected.

The other issue is climate change. Coming back to the question of the bluff, part of the reason why we have this situation is the way that climate change is exacerbating the storms and thus speeding up the erosion of the bluff. It’s a man-made issue: The harbor where the bluff sits used to be salt marshes. The movement of water in the salt marshes is significantly slower than in the dredged marshes that created Mount Sinai Harbor, which subsequently affected our bluff.

We are dealing with a double whammy of the harbor that we’ve created. I love this beach, I enjoy having access to that beach, but that beach is exacerbating the erosion of the bluff along with the more severe storms. I believe we will need a greater consultation about how we spend the rest of the money that has already been allocated for the upper part of the bluff. If elected, that will definitely become one of my priorities. 

How can residents play a more active role in decision-making?

Part of it is the way the village engages with the village. For example, the Village of Port Jefferson doesn’t have a civic association. It has a range of working committees, but it doesn’t have a civic association that will collect or take the views of residents who might not be able to attend the public meetings held once a month at 6 o’clock. 

Until I became engaged in the traffic safety issues, I found it very difficult to make my way to those meetings. It’s only after I rallied the community and took on the weight of their trust that I started making the time to go to those meetings.

If I were elected, I would explore a range of issues to engage more with the residents. One of them would be, for example, having a weekly time slot at the farmers market where one trustee can man a booth every week, so the residents wouldn’t have to go out of their way to engage the government. At the moment, I feel that the local village government is not doing enough to engage with the residents.

Is there anything else you would like to say to our readers?

To summarize my message, I believe that I possess the skills and experience that are required to serve as a trustee. If elected, I would be putting the residents front and center of my work in making sure that they are consulted and engaged, and that the best interests of all of the residents are considered.

 

Port Jeff village trustee candidate’s creative approach to decision-making

This week, TBR News Media sat down with Gerard Gang, candidate in the upcoming Village of Port Jefferson trustee elections June 21. In our interview, Gang discussed his professional background in packaging, his plans to improve senior services, cultural programs in the village, and more. 

What is your background and why would you like to be involved in local government?

First, I want to say that I am honored to be introduced to the public. For those who don’t know me, I live in Port Jefferson and have been here for 32 years. My wife, Patty, and I have raised two children in the school district. She was a teacher’s assistant in the elementary school and is the hearts of many children no matter where we go.

Professionally, I come from a background in fragrance and cosmetic packaging as a design director. I was responsible for both the marketing and the creative services. Combined with my other creative professional skills, this will be excellent experience and an asset to the role of trustee. 

I want to be a representative of the residents. I’m retired and have the time to be involved in our wonderful village and to create ways of communicating better between the residents and the village. I was a member of the economic development council that founded the farmers market, and I was also a member of the [village] Beautification Committee. I am presently on the Six Acre Park Committee, helping to conceptualize the arboretum and walking park in Upper Port. As residents come to know me, they will learn that I am always willing to listen and make the necessary changes within myself for those whom I may represent. 

I also believe that we need to preserve our history, to strengthen our relationships and opportunities, and to optimize our facilities and programs. We need to create new experiences, foster new ideas and increase our revenue to prevent further financial hardship on the taxpayer, who is already struggling with inflation and other economic restraints caused by the pandemic.

A trustee must wear many hats and accept the challenges that no doubt will arise. I am ready, willing and excited to do just that. 

Can you describe your experience working with the Six Acre Park Committee?

I have been on the committee since April. Some of my background is in landscaping. As a child, I worked on a farm for years and all the way through college. My interest was to develop a beautiful arboretum. There’s such a need in Upper Port to establish something beautiful, something to enjoy. 

We have the condos up there and the new apartments being established. Those people need to have a place where they can walk, meditate and just relax. I think it’s so important for the hospital workers up there. On a stressful day, it would be nice to take 10 minutes to take a stroll through something that’s beautiful, something that’s natural. 

How is your professional experience applicable to the work of a trustee?

My experience in packaging — as well as in landscape design, floral design and interior design — has taught me how to focus. 

In package design, especially in the studio where I worked, we worked directly with the printer, so we were actually on board when a color was mixed. My eye is extremely sensitive. People will say, “That’s black,” when it’s actually a blue-black, or it has a little bit of a red cast to it. My keen eye will help to take this beautiful village and move it into the future.

It is important to me to hold onto the village’s historic character. I believe in the restoration of Upper Port and I hope to be working with the Architectural Review Committee to update design guidelines to preserve the village’s charm, the integrity of the materials used and the colors selected.  

In your opinion, what are the most critical issues facing the village?

The erosion of the bluff and the bond issue is a pretty big topic. I believe in the initial Phase I to establish the lower wall so that we can still have access to the beach. Until all of the information is presented about the upper wall — the drainage and whether to save the club — I will await making any decision until all facts are gathered and until we know what funding is available. 

The other issue facing the village is the decline in student enrollment within our school district. The well-being of our children is very important to me. As a trustee, I will work to make sure that an ample population of students is maintained so that the diverse assortment of programs and activities are available to them. I will foster ideas on the possibility of rezoning the school district to include all of Port Jefferson. In rezoning, we would increase the diversity of our students and, in turn, our state aid while hopefully keeping our school taxes balanced. For many, rezoning would lower their school taxes while enriching our programs and also provide a full-day pre-K program. 

Another critical issue is increasing village revenue to offset our increases in taxes. I have the knowledge to build upon the revenue in our village by staying within our budget allowances. Through new programs at the Village Center, the country club, the beach and within our village, we have the ability to generate profits that can stabilize our taxes while also providing quality programs for all ages. 

I do support the restoration of Upper Port. It needs to happen and it would be a benefit for all of us as that’s the gateway into our village. I would work with the Architectural Review Committee and with the planning committee to do that. 

What are your thoughts on the availability of cultural programs in the village and is there room for expansion?

There is definitely room for expansion. We have a lot of cultural aspects in the village and one of my platforms is to optimize the Village Center to create more programs and revenue. Through the years, I have been a floral designer, a coordinator of fundraisers, a curator of art exhibits and local art groups. I have the knowledge and the ability to organize events and build upon the revenue of the venue.

One of my ideas is to develop new programs at the Village Center. One of them would be to create an opportunity for the disabled and the autistic children to express themselves and communicate through art. My wife worked in the school as a teaching assistant and I know that many of these children express themselves and communicate better through art. I would like to encourage the public to host special events through dinners and senior programs there.

I would also like to create a council for the aging committee. Through educational programs, special events and weekly gatherings, we as a community can address and assist our seniors in their needs. There are so many older people in our village that have been the founders of the village, that have been the strength of the village. It would be wonderful for them to be able to live out their full lives in the village. 

What are some ways in which the Village Center can be upgraded?

The Village Center is a wonderful building. There are so many opportunities there and it’s wonderful to see that two of the class reunions for the high school are now going to be in the Village Center. It’s great to see that it’s beginning to be used for different reasons. All it takes is one person to come in and say, “Wow, this can be a great environment.” 

I have actually done a wedding there. Once you are on the second and third floors, it’s a wonderful environment. It’s beautiful and the view out the window is incredible. With the proper resources and event planners, with flowers and catering, it can be an even more beautiful venue. 

I would like to encourage brides to come in and take a look at the place. If you are having a special event, a party or a family reunion, the opportunity is there. I would like to make some small changes downstairs so that as you walk in, it has that appeal that would make you want to host a special occasion there.

How can residents play a more active role in decision-making?

As I went door to door, I spoke to so many people about their concerns. I listened to their stories and everything else. What I want to express to so many of the people is that I ask the residents to reach out, to become more active, to communicate and to show up to our village meetings.

The trustees are here to listen to you, so communicate with them. Voice your opinions because your concerns are my concerns and they should be the trustees’ concerns. As I like to say, one positive thought creates one positive word and results in a positive action. As much as you can communicate, it just opens up doors for things to change.

There are so many positive things to look at, to enjoy and to talk about. We should build upon the positives of the village, not just upon the negatives. — Gerard Gang

Is there anything else that you would like to say to our readers?

I actually hope to continue to meet more people. I so enjoy campaigning, meeting so many new people, talking to young people, older people. It was wonderful to come upon the seniors of our village and to listen to their stories. It was just so nice to interact with them because they need to talk and they want to socialize. 

There are so many positive things to look at, to enjoy and to talk about. We should build upon the positives of the village, not just upon the negatives. Like I said before, you take a positive word and it becomes an idea and then it turns into a positive action. 

I hope to become a trustee. It’s in my blood now — the passion that I have to help people and to help the village.

Since the renovation of Port Jefferson train station in 2019, some previously available seating has been either relocated or removed. 

One village resident, who agreed to be interviewed for this story but asked to be unnamed, suggested that a lack of available seating at the station poses an unnecessary burden for the elderly and physically disabled. 

“There is no reason we shouldn’t have access to seating, enough of it available to all,” the resident said. “We have to treat all people with dignity. People who are handicapped, those who are paying, the railroad owes us a seat as well as comfort.”

While the indoor ticket area has seating for 12, these seats are available only from 6 a.m. to 6 p.m. During the time when the area is closed to the public, outdoor seating becomes limited. 

With few options to sit along the platform, some passengers have resorted to sitting on the floor or on the steps of the platform.

“A person like me waiting for the train needs to sit down,” he said. “Not having a place to sit has been a hardship. I have to sit on the steps over there, waiting.” 

Historical context

The Port Jefferson station has undergone a series of transformations over the last few decades.

A 2001 restoration of the station returned the facility to its 1903 design by architects John J. Petit and James C. Green. In 2019 Long Island Rail Road completed its most recent updates with a refurbished and painted ticketing area, updated restrooms, new paving, curbing and signage, electronic charging stations, parking stall painting, traffic flow markings and brick paver walkways. The restoration was much needed, according to some village residents who are pleased overall with the improvements made to the layout.

Until recently, there was only one designated outdoor seating area at the station, located on the far end of the platform. This enclosure includes a bench with armrests that designate six seats. It is located between the pedestrian bridge, which links the south parking lot to the platform north of the tracks, and the ticketing area.

Village resident Mary Dylan was sitting on the new bench when TBR News Media asked her for a comment. Dylan considered her experience of using the new seating area to be a positive one. “It is nice to see all the new improvements [at the station] and I particularly like the new bench put there,” she said. 

TBR News Media approached several other people at the station for comment on the subject of seating. While most were also unwilling to provide their names, some offered commentary of their own experiences with the facility and its amenities. 

The indoor ticketing area is manned by at least one LIRR employee during business hours. Those questioned said the presence of LIRR personnel on-site provided a sense of comfort and security for those sitting indoors. 

Other riders said they prefer to wait outside in the fresh air. One person preferred to wait outside as the indoor area is away from public view. 

Adams and some other concerned passengers were pleased to learn that the new bench was recently installed outside the ticketing area. The installation of this seating area, which lies on the east side of the ticket office, is an indicator that LIRR is responding to public concerns.

Members of the Six Acre Park Committee met at Village Hall May 17 to present their vision to the Village of Port Jefferson Board of Trustees.

Rebecca Kassay, trustee liaison to the committee, presented plans for the park located on Highlands Boulevard. 

“The proposal summary is to create a tranquil, arboretum-like setting with a walking path and replace most or all of the existing vegetation with a variety of native tree shrubs and native plantings,” she said. “The park would aim to provide aesthetic and ecological value throughout the year.”

The committee has met once or twice a month since October last year to arrive at its recommendations. The stated goals of the park are to exercise the body and mind, celebrate the beauty of nature and promote multigenerational opportunities for education. 

There is also potential for active use of space along the far west perimeter of the property, which the committee intends to explore in the second phase, according to Kassay.

The committee has used several well-known parks for inspiration: The High Line in New York City, Bridge Gardens in Bridgehampton, Avalon Nature Preserve in Stony Brook, Frank Melville Park in Setauket and Central Park in Manhattan.

After the presentation, members of the committee had an opportunity to address the board in turn.

“As we see caterpillars transform into butterflies, so will this 6-acre parkland become a tranquil path of arboretum,” Gerard Gang said. “It will be an asset to the development of Upper Port. Its walking paths will be enjoyed by the residents as well as the employees around the park, exercising both the body and the mind.”

Kathleen Riley shared her enthusiasm for the project, saying the park will be an asset to the village, offering residents a place for quiet contemplation and reflection.

“This arboretum will be a great addition to the village,” she said. “With all of the different amenities that the village has and all of the other activities that this arboretum might have, it will be a great addition.” She added that the park will provide “a beautiful place to walk and be invigorated by the magnificence of trees, surrounded by nature” and that it will serve as “a respite so needed in today’s world.”

“It was really a pleasure to be a part of the committee,” Kelly DeVine said. “I think what’s going to emerge out of this process is going to be an attribute for the whole village.” 

DeVine added that the committee’s emphasis on native plants will help to showcase the richness and diversity of native species: “We all love Long Island, we all love how unique it is. We now can have a place where we can really showcase how beautiful Long Island is.” 

At the end of the presentation, Mayor Margot Garant complimented the committee for the thoroughness of its investigation 

“I think you guys did a very thorough job,” she said. “My personal opinion is that I want to see this move forward. I think it’s a place that we need. I know Harborfront Park is an asset, but it’s very active. This I think is a completely different park.” The mayor added, “I’m looking forward to seeing this come to fruition.”

It seemed like an ordinary morning in Port Jeff village.

A thick layer of fog hung above the harbor, leaving the smokestacks of the power plant only partially visible from Main Street. Traffic was normal, businesses were open to the public and pedestrians strolled through the blocks and public spaces as usual. 

Despite the relative calm of the village, the decks of a Port Jefferson ferry boat were anything but normal. From inside the boat, one could hear the shriek of a madman, the sporadic fire of blank rounds, and the scrambling of passengers as they hid for cover.

None of these scenes were real, however. These were drills carried out by the Suffolk County Sheriff’s Office and part of a tactical defense education program for ferry staff and crew.

Crew members went through multiple rounds of these drills aboard the Port Jefferson-Bridgeport Ferry, Friday, May 13. The training services are designed to educate staff on proper threat mitigation techniques, instructing them how to disarm potentially dangerous individuals in the event of an emergency.

James McGuire, company security officer and port captain at the Bridgeport & Port Jefferson Steamboat Company, said the ferry company holds annual defensive training courses to keep staff properly informed and trained.

“We’re doing some security training here just to get our men ready for the upcoming summer season,” he said. “We like to do annual training and the Sheriff’s department is helping us out with that.” He added, “Basically, they’re helping our crew learn defense tactics for potentially unruly passengers.”

Ultimately, if you can’t avoid or deny, then defend yourself. Do whatever you can to stop the threat.”

Capt. Scott Walsh of the Sheriff’s Office summarized the department’s intent for these demonstrations. In the event of an active threat, crew members are advised to avoid, deny and defend.

“First, avoid if possible and get away from the threat,” he said, “Second, deny the threat access to you — if you’re in a room, then lock the door and do anything you can to deny the threat access.” He added, “Ultimately, if you can’t avoid or deny, then defend yourself. Do whatever you can to stop the threat.”

The guided training between the Sheriff’s Office and ferry personnel lasted over the span of two days. The first day included what the department calls a threat assessment, which included an evaluation of the boat’s layout to identify the proper training strategies. 

“We came here and did some walk-throughs of the ferry with staff to create a plan for any type of emergency scenario,” Walsh said. 

The second day included the tactical training demonstrations. During this program, the staff were guided by department representatives in a variety of formats.

“Beyond doing the scenarios and drills, they also did a classroom session with PowerPoints educating them on different types of response techniques,” said a spokesperson for the Sheriff’s Office. “We’re training everybody on the ferry from top to bottom, from the captain to the first officer, chief engineer and deck hands.” 

In one simulated threat scenario, a man in a hoodie fired blank rounds in the ferry cabin. Crew were instructed first to get any passengers to safety, then to disarm the threat. Hiding behind a locked door, the staff successfully ambushed and disarmed the target, neutralizing the threat on board. 

Andrew Elsalam, deckhand on the ferry, was part of the demonstration. He described his role in the training regimen.

“In this situation, we were instructed to be proactive, to fight and grab anything close to you, like extinguishers and anything that could subdue the target,” he said. “Another crew member and I were behind the door, and as the threat approached my co-worker grabbed the weapon as I grabbed and secured the target, making sure that he was no longer a threat.” 

Elsalam added that training services such as those offered by the Sheriff’s Office give him a sense of confidence when approaching his job. 

“I feel like it’s all about repetition and staying on top of it,” he said. “We do Tuesday drills, such as man overboard, fire emergency and abandoned ship drills. Maybe we can incorporate this into our drills and that way we can become proficient and prepared without having to think twice.”

These training services are available free of charge through the Sheriff’s Office. They are offered for institutions throughout the county that represent a significant public need.

“Sheriff [Errol] Toulon [D] has made it a priority for the Sheriff’s Office to interact and engage with the community,” Walsh said. “The ferry had reached out to us saying that they would like some active threat training, so we were happy to assist with that.”

On Monday, May 2, the Village of Port Jefferson Board of Trustees held a public meeting, updating residents on a number of issues facing the village.

Public safety 

Chief of Code Enforcement Fred Leute reported an alleged physical altercation involving a knife attack on Main Street, prompting Suffolk County police to make an arrest. “The victim and the aggressor became involved in a verbal dispute,” the chief said. “The dispute turned physical. The aggressor slashed the victim on the upper left arm with a knife and Suffolk County P.D. responded.” He added, “The victim was taken by ambulance to Stony Brook [University Hospital], treated and released.”

The suspect was arrested by Suffolk police without incident and the background check revealed no gang affiliation or other motivating factors.

Leute announced that he has been coordinating with Suffolk police with regards to the upcoming busy season in downtown Port Jefferson. The village will receive the Whiskey Unit, a two-person police team which will be dedicated to the four busiest nights. A uniformed patrol officer will be assigned to monitor activity on Main Street. There will also be bike patrol officers and other services to promote public safety.

In response to resident complaints of speeding on California Avenue near the East Setauket boundary, village constables had conducted a two-week survey using a speed trailer which monitored traffic speeds along the street. Leute believed that with the introduction of stop signs in the area, speeding has largely been alleviated. 

“While I completely understand there was likely a speed problem previously, I think the stop signs have fixed that problem,” he said. “In short, I don’t think we have a speeding problem there now.”

Resident Ana Hozyainova questioned the efficacy of such a speeding survey to accurately diagnose the problem on California Avenue: “Me going down California with my two children and then turning onto [Route] 25A becomes an issue,” she said. “It’s a lot less of an issue now with the stop signs, but it is still part of the issue.” She later asked that the board consider a plan to reconfigure the street to make it more walkable.

Mayor Margot Garant, replying to this suggestion, said such a measure would not be feasible, at least in the immediate future.

“It took eight years with [the state Department of Transportation] to get the sidewalk on 25A,” the mayor said.

The discussion concluded as Hozyainova and Leute agreed to compare notes and investigate the matter further in private.

Trustee reports

Trustee Rebecca Kassay reported that the Six Acre Park Committee will present its proposal to the board on Monday, May 16, at Village Hall. 

“The overall aim is to have a tree park or arboretum densely planted that replaces a significant portion, or all, of the species that are currently there, which are invasive species with little to no ecological value to native or migratory fauna,” the trustee said. She added, “It’s a rare opportunity to give back to nature in a meaningful way.”

Trustee Stan Loucks began his report with a brief remark about the state of golf throughout the village. “At our country club, our membership is very healthy,” he said. “We have exceeded 550 members this year. It’s down a little bit from last year, but last year was an exceptional year.” He added, “More people are playing golf today than ever before.”

In an email statement, village resident Michael Mart countered Loucks’ opinion. According to Mart, “The figures stated last night regarding his up-to-date number as being just over 550 … changes nothing in regard to the fact that considerably less than 10% of village residents are dues-paying golfers at our village golf course.”

In a phone interview, Loucks responded to Mart’s comments: “He’s absolutely correct,” the trustee said. “It would be a little bit over the top to expect to have 8,000 residents as members of our country club.” He added, “I was only quoting the number of golfers at our club in comparison to previous years and our membership is healthy.”

Loucks also reported that two pickleball courts have been created at Texaco Park.

Deputy Mayor Kathianne Snaden reported a delay in the bathroom project at Rocketship Park. “It’s going to be a little bit longer for some of the equipment, the fixtures to come in,” the deputy mayor said. “We discussed looking into some porta potties in the meantime, so the kids and the families will have bathrooms down there.”

Mayor’s report 

The mayor reported she had a successful meeting with the Six Acre Park Committee: “I want to thank those volunteers for working over the last eight months and pulling together what I think is a fantastic vision for the 6 acres up on Highlands Boulevard,” she said. “I’m looking forward to having them do their presentation to the Board of Trustees.”

Garant also announced that the Upper Port building which formerly housed the PJ Lobster House before its move will soon be demolished. Approval of the demolition permits will be granted “any minute and you will see that building start to come down,” she said. 

On Sunday, June 5, Drowned Meadow Cottage will host a ribbon-cutting ceremony to celebrate Plundering Day, reopening the building as a permanent Culper Spy Ring museum, the mayor said.

Pickleball, a nationwide recreational phenomenon, has made its way to Port Jefferson village.

On Tuesday, May 10, village residents will be offered the opportunity to learn about pickleball and try it out for themselves. Trustee Stan Loucks said the pickleball village initiative is finally materializing. 

“Pickleball has been on my agenda for about four years,” he said in a phone interview. “We have a clinic planned for May 10 at 6 o’clock that we’re advertising, and registration is through the village recreation department.” 

Loucks described pickleball as a combination of several racket sports in one. Unlike tennis, pickleball is played within a much smaller area, which has a lower impact on the body. “It’s also a sport that the elderly can play,” he said.

Loucks was first introduced to pickleball in Florida, where he said he spends a good portion of his time. There, he noticed a surge in pickleball’s popularity and sought to bring this activity to the village. 

 “The reason I picked pickleball is because if we use the area that we have left over at the country club, those upper [tennis] courts, I can put six pickleball courts there,” the trustee said. “We don’t have room for tennis up there right now and we thought we could put a pickleball complex up there.” He added, “It is a sport that has exploded nationwide. It’s a matter of popularity, expense, room, and it’s an advantage that all ages can play.”

History of pickleball

TBR News Media contacted Stu Upson, CEO of USA Pickleball, for an exclusive interview. He shared the history of the sport dating back nearly six decades.

“Pickleball started in 1965 on Bainbridge Island, Washington [state] — just across from Seattle — by three families who were there for the summer,” Upson said in a phone interview. “The kids were antsy and bored, so they created the game of pickleball on their driveway.”

From there, the sport grew throughout the Pacific Northwest, becoming more popular over time. Upson noted it was particularly popular throughout warmer climates.

“Over time, it really grew in the Sun Belt,” he said. “It’s huge in Florida, California and Arizona.” Addressing the demographics that gravitated to the sport initially, Upson added, “It was a more popular sport among seniors who wanted to remain active and probably had played tennis a lot. Tennis was a little difficult for them to continue to play because it’s harder on the body.”

Within the last five years, Upson observed a boom in the number of picklers throughout the country. “It was growing 20% per year before the pandemic, but when COVID shut the world down, the sport really took off because it was so easy to play.” He added, “Even since the pandemic, the sport has continued to skyrocket and is now the country’s fastest growing sport with now 4.8 million people playing it.”

When asked to explain the rise of pickleball, Upson said it was the sport’s relative simplicity that made the difference.

“It’s easy to play, but it’s also easy to learn,” he said. “You can get out on the court and if you have any basic hand-eye coordination, especially if you have experience playing another racket sport, you can go out on a pickleball court and, within an hour or so, be confident and not embarrass yourself.”

Rules and regulations

While pickleball may look similar to other racket sports, it is governed by its own unique set of rules and scoring procedures. “The scoring is different from tennis,” Upson said. “It’s a much smaller court which is about the same size as a paddle-tennis court,” adding, “In fact, you can fit four pickleball courts in the area of one tennis court.”

Also distinguishing pickleball from its racket sport counterparts is the style in which it is played. Unlike tennis, a pickleball is served underhand. Additionally, the game follows a service-scoring format, meaning points can only be earned while one is serving the pickleball. Games are usually played to 11 points, according to Upson.

The mission of USA Pickleball is to grow the sport,” he said. “As the national governing body, we also sanction tournaments, set the rules of the game, approve all the equipment — the paddles and balls — and we hold tournaments around the country.”

Future of the sport

Part of Pickleball USA’s efforts include appealing to the International Olympic Committee for formal recognition at the Olympics. Realistically, pickleball will not be recognized for at least another 12 years.

“We want to help grow the sport internationally and would love for it to be recognized by the IOC and be a part of the Olympic Games at some point, but that’s quite a few years down the road,” Upson said. 

At the local level, there is a growing demand for the sport throughout Port Jeff. “We now have a waiting list,” Loucks said. “We have so many people that have enrolled that we can’t accommodate all of them.” He added, “The demand is there. I think we’re going to have more people that want to play than we’re going to have room for.”

Loucks said programs such as the May 10 clinic are designed to introduce prospective picklers. He emphasized the importance of the upcoming clinic, saying, “I’d like to see the local readers show up at our May 10 pickleball clinic at Texaco Park. It’s free and we will have rackets available. For anyone who shows up, we will try to get them on the court. If we can’t accommodate that many people on the courts, they certainly will see the game being played and receive an awful lot of information about the sport.”

Nearly six decades ago, the residents of Port Jefferson made a pivotal decision: to incorporate as a village.

On a snowy day Dec. 7, 1962, villagers voted 689-361 in favor of incorporation. After court challenges, the vote was made official in April 1963.

Philip Griffith, co-editor of Port Jefferson Historical Society’s newsletter, said the incorporation of Port Jeff had been under discussion as early as 1960.

“At that time, Port Jefferson was part of the Town of Brookhaven,” Griffith said in a phone interview. “They were concerned that things happening in Brookhaven were being done independently of the residents of Port Jefferson. A lot of people were starting to feel, ‘Why don’t we incorporate as Belle Terre had done.’ Then we can make our own decisions, we can raise our own money through taxation and we can use those tax monies locally.” He added, “Instead of relying on representatives of the Town of Brookhaven, we would have our own elected representatives, all of whom would be residents of the village.”

While there were many proponents of incorporation, Griffith said there were also persuasive arguments made in opposition: “The main arguments against were people having a fear of leaving Brookhaven and not having the ability to raise sufficient finances to carry a village.” He added that opponents of incorporation were mainly driven by fear: “Fear of something that’s new, fear of change, fear of losing the umbrella of Brookhaven — and the fear of going on out your own.”

Legacy of Belle Terre

This week, TBR News Media sat down with state Assemblyman Steve Englebright (D-Setauket), who shared his perspective of the legacy of incorporation in Port Jefferson and beyond. 

One of the first village incorporations in the area was Belle Terre, a coastal community preyed upon by industrial dredgers. In the early 1920s, hydraulic sand miners dredged large swaths of Belle Terre’s coastline to support the growing concrete industry which helped in the expansion of New York City.

“The sand had to come from somewhere and it came in the 1920s and ’30s mostly from the North Shore of Long Island,” Englebright said. “It was very threatening to the people who had homes and dreams of continuing to live in those homes and pass those homes on to their children. They lived in fear of having the sandy grounds under their homes sandblasted away.”

Endangered by the sand miners right in their backyards, the residents of Belle Terre were advised to incorporate. 

“The relationship with the town had become fraught because the town was basically trading against the best interests of the people who lived where the resources were extractable,” the assemblyman said. “It was clear that sand dredging was a real threat to the quality of life for these North Shore communities.” He added, “It wasn’t just Brookhaven that was trading against the best interests of the North Shore residents, but all of the towns were doing this.”

After its successful incorporation in 1931, mining in Belle Terre had stopped altogether. 

The incorporation movement 

Port Jefferson accommodated a prosperous shipbuilding industry from the 1790s until the 1920s. After it wound down, the residents of the area were left with little choice but to adapt to the changing circumstances. 

With the construction of a new power plant between 1948 and 1960, villagers were motivated to incorporate to draw from this as a revenue stream. “They said if they incorporated as a village, they would be able to draw some revenue from that industrial facility and it would only be fair because they were hosting that facility and it served all of the town,” Englebright said. “They rationalized that it would be reasonable to draw the tax benefits from the imposition of such a heavily industrialized facility because it served for improving the quality of life for the village, most particularly the school district.”

A flag once flown outside of the post office in the former Echo area of Upper Port has been returned to Port Jefferson and now resides at the Village Center.

The flag is unique in that it contains only 46 stars. It had flown outside the Echo post office between 1908 and 1912. Chris Ryon, village historian, charted the timeline of the 46-star flag. 

“The 46-star flag came about when Oklahoma became a state in 1907,” Ryon said. “The following July Fourth in 1908 produced the 46-star flag, as stars are always added to the flag on July Fourth. In 1912, it jumped from 46 to 48 stars because two more states were added, Arizona and New Mexico. That flag lasted until Hawaii and Alaska were added in the late ‘50s.”

Before the present boundaries, “the post office was right up against the railroad tracks in Upper Port Jefferson,” Ryon said. “That area was called Echo — Echo was a racehorse and that’s what it was named after. The post office was the building on the right when you crossed over the railroad tracks into Port Jefferson Station. That building is still there, but it’s an empty building right now.”

On April 10, Lee Squires Sussman and her son Grayson Sussman Squires met with Ryon to exchange the flag. “This has been in the family and has been passed down through the generations,” Ryon said. “She decided it belonged back in Port Jefferson.” 

A journey through time

Last week, TBR News Media reached out to Lee Squires Sussman for an exclusive interview. Through our correspondence with her, which included a phone interview and an email exchange, she detailed her genealogical background and her family’s place in the local history of Port Jefferson.

“I grew up outside of Washington D.C.,” she said. “My father, Donald Fleming Squires, was the deputy director of the Smithsonian Museum of Natural History when I was a child. When I was 12, we moved back to Long Island, to Stony Brook, because my dad had decided that he really wanted to get back to his roots, and back to science, not administration.” She added that by returning to Long Island, her father sought “to give back to his home community, so he went to work for Stony Brook University.”

In 1965 Donald Squires helped found SBU’s Marine Sciences Research Center, the predecessor of today’s School of Marine and Atmospheric Sciences. A renowned marine biologist, he wrote several books investigating the waters outside of New York City and Long Island. “Interestingly enough, as a sidenote, when we moved back to Stony Brook, we moved into a rental house while we looked for a place to permanently live,” Sussman said. “That house was a house that my other great-grandfather, Harry Fleming, built in Stony Brook.” She added, “We really were going back to our roots.”

A family keepsake

“My great-grandfather was Charles A. Squires and he was the original owner of the flag,” Sussman said. “It flew outside the post office at Echo, New York. Following his retirement, my granduncle, Dwight Squires, took over as postmaster. When he retired, my understanding is that my great-grandfather had left it with my Uncle Dwight.” 

At some point in time, Dwight had given the flag to Sussman’s grandfather, Charles W. Squires. Charles W. held onto the flag into his mid-90s and passed it along to her father, Donald. When Donald moved to Tasmania, he gave the family artifacts to her.

“All of the pictures, the certificates, the family Bible, the flag and all of that came to me when my dad moved overseas,” Sussman said. “I’ve had [the flag] stored in my living room in a sea chest that has also been passed down through the family.” 

After years of storing the flag, she started considering what to do with this family memento. During the COVID-19 pandemic, a high school friend had referred her to Ryon. The two got in touch and agreed to meet in Port Jefferson to exchange the flag. 

“I have five Squires-related children,” Sussman said. “I discussed with the kids what to do with some of these possessions. We all agreed that the flag would be best back home where it could be viewed. It really was just a matter of finding the right time to get out to Long Island and get it to Chris so that he can display it for Port Jefferson.”

Squires legacy

At around the time when Sussman began having children, she and her father took up a deep interest in the Squires family history. Her father contacted Tiger Gardiner, author of “The South Fork Squires, Long Island, New York.”

“I would say her life’s work was the genealogy of the Squires family,” Sussman said. “She documents the Squires from really early on in Long Island. When my dad left me all of the photographs and items when he went overseas, that’s when I started getting involved in the Squires family research. It was very easy because I had all of the stuff.”

Sussman described the pride of continuing this Squires tradition, documenting and sharing her genealogy for future generations. When asked how she would like the Squires to be remembered, she said for their hard work, altruism and outlook on education, which she said were central to their system of values.

“The values that the Squires family brought to me were that public service and hard work are the foundations for success,” she said. “There were times when members of my family had money and there were times when members of my family lost all their money. When money was tight, they offered help and shelter to people who were less fortunate.”

Sussman also recalled the renovations made to her grandfather’s house to accommodate and shelter the needy, adding, “During the Depression, the attic had been made into two apartments and the basement had been made into two other apartments where people who were less fortunate lived. Those values really sunk in for all of us and they’re very clearly part of what made my family members click.”

Civic engagement and public service also mattered deeply. “They were very involved in their community and they also never quit exploring,” she said. “Those are things that are a gift to any community, beyond philanthropic gifts — a sense of pride in your local surroundings and a willingness to help.”

Sussman said her family members were acutely aware of the significance of education and passed down this value to their offspring.

“There was a sign that was printed in my great-grandfather’s printing shop in Echo that we had a copy of in our house,” she said. “I gave one to Chris. It says ‘We study to please,’ which was an old-fashioned way of saying the more modern ‘we aim to please.’” Interpreting the meaning of this sign to her, she said, “To me this was always an indicator of how important study was to my family.”

Today, the Squires family flag hangs inside the Village Center. Reflecting upon her joy in seeing the flag once again on display for the residents of Port Jefferson, Sussman said, “History is so much bigger than us all. It doesn’t do anyone any good to leave it in a box in the house. This makes me incredibly happy. I’ve shed more tears over the pictures of that flag hanging in the Village Center than I can believe. It makes me incredibly happy to see it back home.”
