Suffolk County has taken another step forward in appropriating roughly $200 million in opioid settlement funds.

County officials gathered at the H. Lee Dennison Building in Hauppauge on Friday, Aug. 25, announcing the opening of a second application portal for $20 million in additional funds. The first round of $25 million in settlement payments had concluded earlier this year. Suffolk County Executive Steve Bellone (D) referred to this new round of funding as a “significant milestone in our battle and our fight against the opioid epidemic,” coming from a projected $200 million settlement between Suffolk County and various opioid manufacturers, distributors, retailers and other entities that contributed to the scourge of addiction throughout the county. 

Bellone affirmed the county’s “unwavering commitment to address the opioid crisis head-on as well as to provide vital support to combat addiction.” 

The county executive added, “All of us working on this issue understand that it is critical that we spend these dollars as effectively and efficiently as possible, that we are stewards of these dollars.”

Kevin McCaffrey (R-Lindenhurst), presiding officer of the county Legislature, reinforced this messaging, noting how the funds received through the settlement are significant in their purpose.

“This money didn’t come at a small cost,” he said. “This is not our money. This belongs to the victims and the families that were affected by this opioid crisis,” adding, “We need to make sure when we make these decisions that we keep in mind that all this money that we are distributing … is used judiciously because it did come at a very high price.”

Minority Leader Jason Richberg (D-West Babylon) encouraged all interested, qualifying organizations to apply for these funds.

“The monies that we’re talking about here will change the lives of families and help put people in the right direction,” he contended. “To any of those organizations that are listening to this conversation — please, please apply.”

County Legislator Sarah Anker (D-Mount Sinai), chair of the county’s Addiction Advisory Council, outlined the various causes to which these funds will soon be directed, from drug prevention to education services to rehabilitation, among other resource providers.

“All those entities — that are really under the county’s purview — are ready and willing to do more,” she said. “The main word here is ‘resources,’ and that’s pretty much what our panel focuses on — resources that our residents need to fight and combat the epidemic.”

Rebecca Sanin, president and CEO of the Health and Welfare Council of Long Island, emphasized the conditions and trends currently happening on the ground throughout the area. She highlighted the collateral damage opioids produce for communities and societies.

“Those losses that addiction accumulates emotionally bankrupts and destroys individual lives, destroys families, destroys communities and leaves vacant unmet potential in a society that is nostalgic and hungry for progress,” Sanin said. “This announcement will mean that lives are saved. It will mean that hope is levied.”

Sharon Richmond, whose son Vincent died from an overdose at 25, described her son as sensitive, funny and intelligent — an aspiring lawyer who sought to stand up for those who couldn’t defend themselves.

“However, once oxycodone became his drug of choice, his dreams and hopes were shattered along with ours,” she said. “No family should ever have to face the tragedy mine had to endure.”

She continued, “No amount of money can ever bring back my son Vincent or the 107,000 human lives lost just last year. However, with these opioid settlement funds, I see hope, and I see life for so many thousands of loved ones.”

The application portal for the $20 million is currently live. It will remain open until close of business on Friday, Sept. 29.

Long Island advocates received support from elected officials and school administrators last week to call on New York State Gov. Kathy Hochul (D) to include a program that will save all families money regarding school meals in the 2024 state budget.

Proponents gathered at Jefferson Primary School in Huntington Friday, March 24, to make their plea to the governor at a press conference. The call comes after federal waivers that provided free breakfast and lunch for all students during the COVID-19 pandemic ended last June.

Speakers asked for the governor to provide fully funded school meals for all students in the 2024 state budget. The move could potentially help nearly a quarter million students on Long Island alone.

The Healthy School Meals for All New York Kids program has received bipartisan support in both the state Senate and Assembly. Senators and Assembly members have allocated $280 million in funding in their budget proposals. Supporters say such a program that would provide free lunch and breakfast to students can have a broader effect, taking pressure off food banks and positively impacting the community as a whole. Speakers at the press conference said that many families whose children are eligible for free meals at school are too embarrassed to apply, while others, who are not eligible due to strict income thresholds to qualify, still experience financial stress. 

Rebecca Sanin, president and CEO of the Health and Welfare Council of Long Island, said while universally free meals at school was something families could count on during the pandemic, once the federal program ended, 243,000 children in Suffolk and Nassau counties lost their access to free school meals. She added HWCLI is part of a broader statewide coalition of more than 250 organizations asking the governor to include the Healthy School Meals for All program in the budget.

“We know that throughout history we get these moments in time where our actions can really magnificently transform future generations to come,” Sanin said at the press conference. “Today is one of those moments.”

She added that many on Long Island suffer from hunger, poverty, and economic and family stresses that prevent them from receiving proper nourishment.

“When every child in New York can access meals at school, we will be actively reducing hunger,” Sanin said. “We will be actively reducing underachievement. We will be actively reducing poor health outcomes. We will be actively reducing behavioral challenges.”

Jim Polansky, superintendent of Huntington school district and president of the Suffolk County School Superintendents Association, said the economic crisis that has followed the pandemic has made the “universal free meal programs more important than ever.”

“Many people in our community, throughout the region and across the state are struggling to put food on the table, and it may take years for those struggling to recover financially,” he said. “Food insecurity has unfortunately become commonplace.”

He added some districts in the state are able to continue providing free meals through the Community Eligibility Provision program, yet there are also districts that do not meet the CEP criteria. CEP provides a federal non-pricing meal service option for schools and school districts in low-income areas.

“No child should go hungry, and no child or family should be stigmatized because they qualify for benefits resulting from family income status,” Polansky said. “Furthermore, there is considerable evidence that children who arrive to school hungry can develop significant mental health issues, including depression and anxiety as well as physical health issues, which lead to difficulties in focusing on academics and other school activities.”

The New York State 2024 budget is due April 1.

Residents in the Town of Huntington will have three options for their new supervisor Nov. 2. 

Two councilmen and a newcomer are on the ballots, each bringing their own expertise to the table. 

With current town Supervisor Chad Lupinacci (R) not seeking reelection, Huntington will have a new supervisor in January. Two town council seats are also up for grabs in next month’s election.

Ed Smyth (R), of Lloyd Harbor, has served as town councilman for four years and is now seeking the top position, while councilman Eugene Cook, of Greenlawn, is running as a third-party Independent candidate. Cook is a former Republican who unsuccessfully sought the GOP nomination for supervisor. 

Democratic candidate Rebecca Sanin, president and CEO of nonprofit Health & Welfare Council of Long Island, is seeking supervisor and said her years as a public servant can bring a new perspective to Huntington.

Cook has been a councilman in the town for the last 10 years and is running for supervisor on a Stop LIPA Party line. 

A businessowner of more than 40 years, Cook said he is “strictly business and it’s all about money.”

“We have to run each town and municipality as a business,” he said. “And that hasn’t happened.”

Cook said he has been “very disappointed to see the last four years” because things “haven’t gotten done” during Lupinacci’s term. 

“There is no transparency, and there’s some real problems with that,” he said. 

Cook’s idea for the future of Huntington is working it as a business.

“We have all these great ideas that people want to do, but it costs a lot of money to do that,” he said. “You have to manage the money to get it done.”

Before the COVID-19 pandemic, Cook closed his construction business and retired. 

“I’ve never been happier,” he said, “And I’ve never been busier.”

As councilman, Cook has “fought tirelessly to hold the line on taxes and spending while maintaining balanced budgets.”

He said that if he takes on the role of supervisor, he will “continue to champion the cause of a better Huntington for the future, while respecting Huntington families, residents, business owners and taxpayers.”

Sanin, who resides in Huntington Station, said that over the last four years, she has been working on small business and nonprofit sustainability. With her nonprofit experience, she has helped with issues including health equity and hunger relief for Long Island.

“What I’ve seen during COVID-19 is how important it is to have government pull the levers to really improve the quality of people’s lives,” she said. 

Prior to joining Health & Welfare, Sanin was an assistant deputy county executive in Suffolk County, where she led the performance management team. The mother of two daughters chose to raise them here because she loves the community. 

“I love this town,” she said. “I don’t believe that it has been properly managed for the last few years and I’m particularly concerned about the lack of a strong COVID recovery plan in our town and what’s happening with our small businesses.”

Sanin said that she is different than her two opponents because she is currently not an elected official and does not work in the town. 

“I have a fresh set of eyes that I’m bringing to town government and also a very different perspective on how things need to run when it comes to the budget,” she said.

Smyth’s parents moved to Huntington in 1971 and he stayed to raise his four children there, too. Elected to the Huntington Town Board in 2017, he voted to enact term limits and to make the resolution process more transparent to the community. 

He has voted to preserve open space and slow down overdevelopment in downtowns, but his biggest concern was to settle the LIPA lawsuit. 

Now on the ticket for supervisor, Smyth said he is running on an infrastructure platform — focusing on sewers, drainage and roadways. 

“I look at the town as a whole, having been living here my entire life, and I see areas of town that have been neglected that I want to address, particularly Huntington Station,” he said.

He said that it is “vitally important” to get a sewer line put in from Huntington railroad station south to Walt Whitman Mall, which currently does not have a sewer line. 

“That’s the driving reason why there hasn’t been any capital investment in the Huntington Station area,” he said. “There is federal money available to do that.”

Smyth is a practicing lawyer in Huntington village for the last 24 years. 

He is also a veteran — a former Marine staff sergeant — which he said gives him a different style of management compared to Lupinacci. 

“He has taken a very hands-off approach,” Smyth said. “That’s not my style. I will be very involved with every department and be hands-on.”

Soon after current Town of Huntington Supervisor Chad Lupinacci (R) announced Feb. 26 he wouldn’t run for reelection in November, Huntington Republican Committee Chairman Thomas McNally sent out an email stating the committee endorsed Councilman Ed Smyth for its candidate.

Smyth was first elected to the Town Board in 2017. Last November he ran unsuccessfully for state senator against Jim Gaughran (D-Northport).

“Ed Smyth is a Marine, a husband and father and a lifelong Huntington resident,” McNally said. “He has a vision for the future of our town and he exudes leadership. There’s not a better or more qualified person to be Huntington’s next town supervisor.”

Smyth thanked the committee for their endorsement.

“We’ve experienced tremendous success over the last three years, and I look forward to building on these achievements as town supervisor,” the councilman said.

In a Feb. 26 statement, Lupinacci said his decision not to run again for town supervisor came “after much deliberation and consideration with my family, friends and advisers.”

“To be clear, this was my decision and my decision alone made in the best interest of my family, the town and the Republican Party,” he said. “While this decision is a difficult one, it is made easier by the fact that in less than one term I have delivered on all of my campaign promises and will continue to accomplish the many goals I set out to achieve before this final year is complete. Few administrations have faced as many challenges, and few have achieved what we have. I am proud that I will leave the Town of Huntington in a far better place than when I took office, and for that reason I am incredibly optimistic about the future of the town and its hamlets that I love so much.”

In February, the Huntington Town Democratic Committee announced Rebecca Sanin’s run for Town of Huntington supervisor. The 42-year-old, who lives in Huntington Station with her family, has served as the president and CEO of the Health & Welfare Council of Long Island since 2017. Prior to that, she worked with Suffolk County Executive Steve Bellone’s (D) administration for more than five years as an assistant deputy county executive.

The Huntington Republican Committee also nominated David Bennardo and Salvatore Ferro for two open town council seats and Andre Sorrentino for superintendent of highways.

Bennardo is a former principal at Harborfields High School, and in July 2012, took over the role of superintendent in the South Huntington school district. Ferraro is president, CEO and owner of Alure Home Improvements and a current member of the town’s Zoning Board of Appeals. Sorrentino is the owner of Professional Automotive Services and Sorrentino Trucking, while currently serving as director of General Services for the town and a Huntington fire commissioner.

“We have an extraordinary team of talented professionals who are committed to making our town a better place to live,” McNally said.  “We know that our team, our party and our town are all stronger when we work together. That’s the approach we’re going to take to win in November and it’s going to help us continue the progress we’ve made over the last three years to protect property taxpayers and encourage responsible economic growth.”

Earlier this month, the Huntington Town Democratic Committee announced Rebecca Sanin’s run for Town of Huntington supervisor. The 42-year-old, who lives in Huntington Station with her family, has served as the president and CEO of the Health & Welfare Council of Long Island since 2017. Prior to that, she worked with Suffolk County Executive Steve Bellone’s (D) administration for more than five years as an assistant deputy county executive.

“I worked on creating an environment of continuous improvement, and I would bring those skill sets to Town Hall to make sure that we’re doing an analysis of what we should be doing, what we can be doing, how we can do things differently, how we can improve public service,” she said. “And, how we can create better access so that every member of our community feels that they can connect with their leaders and departments in the town.”

Sanin added that due to her work in the county and the nonprofit sector she has experience working with different levels of government.

“I think it’s very important that an executive in the Town of Huntington is able to work with the state as it’s recovering from COVID-19 and is able to work with the county, is able to work effectively with the villages,” she said. “These relationships are very important when it comes to making sure that every Huntington resident is effectively served, and I bring that skill set to this candidacy.”

The candidate said with the council she has helped to bring the nonprofit business community together and has helped to lead the sector through the pandemic.

She said for her being in the political arena is all about public service, and at a young age she used to volunteer to serve food in soup kitchens.

When the Huntington school district school board began talks in 2010 to close the Jack Abrams Intermediate School due to crime in the area, Sanin worked with others to try to get the school reopened. She said it was important to the children and families in the community, and she felt there was a way to keep children in the school while residents worked to eliminate neighborhood gang and gun violence.

“It was the Jack Abrams school closing that really birthed in me the importance of advocacy, and the importance of community togetherness and working together with the community too, to make sure that we have the best outcomes we can for families,” she added.

Sanin’s love for the town runs deep.

“I care so much about our neighbors, so many of our neighbors, both families and businesses, are struggling with the economic assaults of COVID-19,” she said. “And I think this is a very unique time in history. We need an executive in the supervisor’s office with a record of innovation.”

She added that the town could be a model to show what it means to put people first and show support for the business community.

“We really need to be creative about how we build our future together,” Sanin said. “One of my greatest strengths is consensus building — bringing people together, helping people to work together toward solutions. You know, I want to take my skill set and my record of leadership and bring it to the town that I love more than any.”

When it comes to the pandemic, she said she believes the aftereffects will be felt for years to come.

“It’s a multiyear recession, for sure, and it’s a time in which people who were struggling before COVID are now in crisis, and a whole lot of people who have never struggled in their lives are losing their businesses or losing their livelihoods or losing their jobs,” she said. “We have to be creative and think about the role of the town, and how the town can play a leadership role in catalyzing our recovery.”

Sanin recognizes how unique and diverse Huntington is with its different hamlets, where residents in one area may have different concerns than another part of the town.

“It’s very important that we listen to the community when we decide our priorities,” she said. “An executive shouldn’t come into office and say, ‘This is what we’re going to do.’ We should be listening to the community, we should be responding to the needs of the community — both families and the business community. And I think we have to be doing that with an eye toward innovation, because these are very unique times. And if we don’t innovate — if we aren’t willing to reflect and do the analysis that’s necessary to build a bright future — then we’re going to have significant challenges.”

The candidate said people’s faith in government needs to be restored, and it starts by putting qualified people in as department heads.

Huntington Supervisor Chad Lupinacci (R) has not announced if he will be running again for office in November. There are rumors that Councilman Eugene Cook (R) will run instead, but no official announcement has been made.

Sanin said no matter who runs, she will still be a fresh face in town government. On the same ticket there will be two candidates for council members: Jennifer Hebert of Huntington and Joe Schramm of Northport, who are both running for office for the first time.

“They’re extremely dedicated to making sure that Huntington residents get what they need and deserve,” Sanin said.
