Village board advances nonprofit rental rates, energy tracking program

The Village of Port Jefferson Board of Trustees held the final business meeting of its term Monday afternoon, June 26, during which departing Mayor Margot Garant was absent due to illness.

In her absence, Deputy Mayor Kathianne Snaden presided over a meeting marked by several notable goodbyes. Garant, Snaden and village attorney Brian Egan will all leave the board next week when trustee Lauren Sheprow takes over as mayor.

Trustee Rebecca Kassay recognized Snaden, who lost to Sheprow in last week’s mayoral election. Snaden’s four-year tenure on the village board now ends. 

“You put your heart and soul into it — and it shows,” Kassay told the departing deputy mayor. Following these remarks, Snaden was greeted with thunderous applause by the dozens in attendance.

Garant’s fiancée, Traci Donnelly, delivered a short address on the mayor’s behalf. Garant thanked colleagues and constituents.

“I want to express my heartfelt gratitude to each one of you for the trust you’ve shown me over the past 14 years,” the statement said. “I hope and pray that the team of individuals who remain will continue working tirelessly to ensure the continued growth and success of our beloved village.”

Egan, who has served as village attorney since 2013, thanked the court clerks, village clerks, treasurers and professional staff with whom he had served over the last decade. In this final report, he paraphrased his favorite line from Lewis Carroll’s 1865 novel “Alice’s Adventures in Wonderland.” 

“Lewis Carroll said it best when his advice to the white rabbit was — ‘Start at the beginning, then continue to the end; then stop.’”

Other business

The board agreed to extend the reduced rental rate for the Long Island Foundation for Education & Sports, a children and family services group which rents a room in the Village Center, until the end of the 2023-24 school year. The nonprofit will be charged $35 per hour during that period, a reduction from the pre-pandemic rate of $42 per hour.

The board also approved a resolution to track and publish energy usage data for village buildings. The initiative, Kassay explained, “moves us one step closer” toward receiving grant funds through the New York State Research and Development Authority’s Clean Energy Communities Program.

Kassay, liaison to the newly created village Tree Committee, announced the committee’s members had held their first meeting and established a set of objectives.

“Their first task is going to be exploring how to survey the existing canopy of trees” on village properties and public rights-of-way, the trustee said. The committee will also “examine the current tree code to see how it can be more effective and balanced.”

Sheprow and trustees-elect Loucks and Bob Juliano will be formally sworn into office this Tuesday, July 4, following the village’s annual Fourth of July parade. The reconfigured board will hold its reorganization meeting the following Monday, July 10, at 5 p.m.

Democracy at work

The proudest day of my life was when my parents and I took the oath to become citizens of the United States. I was 8 years old. 

As a Russian emigrant, my father applied for and received a Tolstoy grant, which sponsored our family’s journey to America. They arrived on these shores with a baby, a box of books and dreams for a brighter future.

This election season in Port Jefferson brought back the feeling of pride I experienced at becoming a citizen of this great nation.

I went to meet-and-greets for all the candidates and attended the debates. I observed as people of varied and even opposing political leanings coalesced around the candidate they thought best represented their vision for our village. I participated in putting up signs, knocking on doors and engaging in spirited discourse with my neighbors.

This was democracy at work, and it renewed my faith in the American spirit. All of us were motivated by the love we have for this beautiful harborfront village we call home and a desire to help steer it toward a better tomorrow.

I, for one, am honored to help us paddle.

Personal attacks are not helpful

I’m deeply disappointed with the editor’s decision to print a letter that seeks to contrast me with the wonderful couple who own Kai Li Kitchen in East Setauket [subjects in our “American Dream” series, May 25]. 

This letter continues a false narrative that aims to distinguish between good and bad immigrants, painting me as a complaining socialist who doesn’t work hard. That is an unfair and unsubstantiated personal attack. I am an immigrant to this country, the first of my family to grow up and attend college here. I have been an educator for almost a quarter of a century in public and higher education. I am an advocate for a range of issues as both a volunteer and in my paid professional work. 

As a citizen of this country, I have my First Amendment rights, and I use them eloquently and fully with no apology. I love this country deeply, so deeply that I am willing to do the work of improving it. It is why I have advocated for economic, environmental, social and racial justice at all levels of government. What [letter writer] Mr. Graziano calls “complaining,” I call the work of citizenship. The progress that happens in this nation has occurred because of people who would not accept the status quo as the final product.

As someone who has written in this paper for years, I’m disappointed to see the decline in quality in recent months. It seems that the editors of TBR News Media have turned the letters-to-the-editor page into a venue where personal attacks on residents are fair game. Residents and subscribers deserve better from local journalism than this.

My heart is breaking for Port Jeff

It’s a sad day in the Village of Port Jefferson today. The election is over and to the surprise of many, Kathianne Snaden did not get enough of her supporters out to vote for her. This paper called the results an “upset.”

The reason I feel compelled to write is many residents don’t realize that as a result of the vote, Kathianne is now off the Board of Trustees completely, as her term expires in a short few days. What a huge loss for this village. Four years of village government knowledge and proven results are literally out the window now. You may not fully know all Kathianne did and was responsible for, which we have now lost. And after you read this you should be “upset” as well.

As our commissioner of public safety and liaison to code, Kathianne worked with the Suffolk County Police Department and brought increased enforcement and specialized SCPD units here to Port Jeff that other villages don’t get and in doing so lowered crime numbers in the village drastically. That relationship is gone now.

As liaison to parking, Kathianne worked to build the first new parking lot in 40 years in Port Jeff to address our chronic parking problems.

Kathianne worked tirelessly to beautify this village, creating parks, cleaning up dilapidated overgrown areas and instead creating small pocket parks and green spaces. The flowers you see in this village are a direct result of Kathianne’s efforts, saving you money instead of paying a gardener to do this. That eye for keeping the village sharp looking is now gone.

As commissioner of building and planning, Kathianne worked to streamline that department and helped create housing solutions that could bring more families into the village — benefiting our schools and businesses alike. Gone.

Speaking of families, we have lost the only Board of Trustees member that has kids in the school district. Kathianne worked with the district to create a positive relationship where both the schools and the village benefited as well as every one of your kids. Parents: Kathianne was your pro-schools voice in village government. That voice is gone now, leaving louder voices intent on trying to close the schools.

The loss to this village is immense. My heart breaks for this village and for my wife. She’s being prevented from doing what she loves to do and what she excels at: Making a difference in the daily lives of all Port Jeff residents.

In a historic upset, trustee Lauren Sheprow — a write-in candidate — was elected Village of Port Jefferson mayor Tuesday night, June 20, capping off a contentious season in the village. 

In a contested race to succeed Mayor Margot Garant, who is running for Town of Brookhaven supervisor, Sheprow defeated Deputy Mayor Kathianne Snaden 956-796.

Incumbent trustee Stan Loucks and former village clerk Bob Juliano were elected with 935 and 1,244 votes, respectively, in an uncontested race. Voters also elected Tara Higgins as village justice with 1,381 votes.

Sheprow announced her bid for mayor in March, running on a platform of change and pledging to move the village in a new direction.

Her campaign hit an unexpected stumbling block on May 30, just three weeks before Election Day, when the Suffolk County Board of Elections removed her name from the ballot due to faults in her petitions after charges brought on by Snaden’s campaign.

Despite the unfavorable Suffolk BOE decision, Sheprow became a write-in candidate. In an interview, the mayor-elect commented on the race’s conclusion.

“It was an uphill climb all the way, but the determination of my supporters and the residents themselves made it possible to overcome every challenge,” she said. “I also want to congratulate Kathianne Snaden for a spirited race. I know we both want the best for Port Jefferson and its future.”

She added, “I’m humbled and honored by the unwavering support and the positive feedback I received from all the residents I met with throughout the village during this whole process.”

Before entering the board last year, Sheprow had worked as a media relations professional at Stony Brook University and Mather Hospital. Her father, Harold, had served as village mayor from 1977-85 and 1987-91.

Sheprow also congratulated the newly elected trustees and village justice, expressing optimism and pledging to follow the public will.

“I look forward to working with this board … to make positive change and a fresh start for Port Jefferson,” she said, adding, “Our Village Hall is now open to all residents. Whether you voted for me or not, I am listening.”

In a separate interview, Garant thanked the community for entrusting her throughout her 14 years at the helm. “I think I’ve done my job, and I’ve left this community in a good spot,” the outgoing mayor said. “I just hope for the base to know to keep it going forward.”

After four years of service on the Board of Trustees, Snaden’s tenure now ends as the deputy mayor had vacated her trustee seat to run for mayor. In the wake of the election result, Snaden released a statement expressing her gratitude for those who supported her campaign.

“While I may not have won this election, I am grateful for the opportunity to have shared my vision for the future of this village,” she said. “I believe that together, we can continue to make this village an even better place to live, work and raise a family.”

She added that she would remain involved, saying:

“To the Port Jefferson community, I want to say that I will continue to be a voice for positive change and progress. I will continue to work to ensure that this village remains a wonderful place to call home. I will continue to be an advocate for our community, and I will work to build bridges and bring people together.”

Loucks, who has been on the board since 2015, ran alongside Snaden on the Unity Party ticket. While thanking the community for its vote of confidence in him, he expressed sympathy for his running mate.

“I think the village lost a very valuable person with Kathianne Snaden,” he said. “But congratulations, I guess, to the opponent.”

Outside of the uncontested Higgins, Juliano received the highest vote count of any candidate. In a phone interview, the first-time elected official thanked the community for its strong support.

“I am humbled by the support and encouragement that I have been getting from everyone,” he said. “I promise to do my best and make Port Jefferson a better place for us all,” adding, “I’m looking forward to sitting down with all the new board members and discussing where we want to see Port Jefferson head.”

The current board will convene for one final meeting this Monday, June 26, at 3:30 p.m. The new mayor and trustees will swear into office outside Village Hall on July 4 following the annual parade.

The Village of Port Jefferson is nearing a crossroads.

Residents will enter the polls this Tuesday, June 20, to decide on a successor to Mayor Margot Garant. After 14 years leading the administration, the incumbent is stepping down to head the Democratic ticket for Town of Brookhaven supervisor against Deputy Supervisor Dan Panico (R-Manorville).

Garant’s seat is being contested by Deputy Mayor Kathianne Snaden and trustee Lauren Sheprow. In an exclusive office debate spanning nearly two and a half hours, the mayoral candidates pitched their respective visions to the voters.

Introductions

Defeated by just four votes in her first bid for trustee in 2018, Snaden won election to the board the following year and has since secured several liaison posts before taking over as deputy mayor in 2021.

She said she first ran for office “to be the voice” of the people, bringing their wishes to Village Hall and putting their priorities into action. 

“I am ready to run for mayor because I want to use all of that institutional knowledge, all of my experience, to do even more for the community,” she said.

Sheprow entered the board 10 months ago, unseating former trustee Bruce Miller during last year’s village election. She has since helped establish multiple advisory committees while serving as commissioner of communications, among other liaison positions.

She said she is running to take the village government in a new direction.

“I have been hearing a lot from residents and how they would like to see a fresh start for Port Jeff,” she said. “That’s what I was responding to when I decided to run.”

Petitions

This year’s mayoral contest took an unusual plot twist very recently, on May 30, when the Suffolk County Board of Elections opted to remove Sheprow’s name from the June 20 ballot over faults in her petitions.

“I take full responsibility for not putting my cover sheet on the petition submission,” Sheprow said. “But you know what? I don’t care. I’m running a write-in campaign. I would never stop fighting for the people of Port Jefferson.”

Snaden, whose campaign brought about the charges, said using the Freedom of Information Law to assess the opposition’s petitions is standard practice.

“We all have to follow the same rules,” she said. “It’s our job as candidates to know the laws and follow the laws.”

Budget

The candidates offered competing perspectives on the village’s present finances.

Snaden regarded the current fiscal health as “excellent,” noting the relatively low-interest rates the village pays when borrowing money.

She acknowledged “the budget can always use some tweaking,” adding, “there are some needs that I believe need an increase in budget.” 

Chief among them are salaries, Snaden said: “Bringing those numbers up would be imperative for getting the highest quality employees we can.”

Sheprow suggested the village’s Moody’s rating, a measure that calculates an organization’s relative credit risk, “can be improved,” saying her administration would strive for a AAA bond rating [compared to the current Aa3].

The trustee proposed instituting an advisory committee of certified public accountants and other financial professionals to assist the village board in preparing its budget.

“A zero-based budget is so important,” Sheprow said. “Also, having that budget committee [will help] create a budget that is responsible to the taxpayers.”

Revenue

The U.S. Environmental Protection Agency recently announced new regulations targeting existing power plants, placing a cloud of uncertainty over the Port Jefferson Power Station.

With questions surfacing about the possible decommissioning of the plant, the candidates were asked whether the village should begin preparing for further losses of public revenue.

Sheprow again advocated for expert consultation.

“I think we need to include the Advanced Energy Center at Stony Brook University,” she said. “Maybe we can come up with ideas about how to bring advanced energy initiatives into that location.”

Snaden said continued collaboration with wind power companies, such as Ørsted and Eversource, would remain pivotal in “bringing green energy to Long Island through the Village of Port Jefferson.”

To account for potential losses in public revenue, she also proposed “increasing our tax base through responsible development.”

Staffing

Both candidates agreed the administration is understaffed but departed on possible solutions.

Snaden emphasized hiring a planner for the building and planning department and additional personnel for the code enforcement department.

She indicated the practice of assigning multiple administrative titles to a single staff member is “absolutely not” sustainable.

“I think that’s where the budget needs to be enhanced — to hire the right people to head up these departments and divide up more of the tasks,” she said.

Sheprow maintained the hiring process should follow “a [human resources] system and policy.”

“The idea that I have, should I become mayor, is to bring in someone to take a deep dive into the organizational chart of the village,” she said. “I find there are some conflicts of interest for these positions and roles for people who wear multiple hats.”

Public meetings

To boost attendance at public meetings, Sheprow supported overhauling the village’s municipal website.

“It is not responsive,” she said. “If there’s a village board meeting coming up, it should be on the front page on the carousel of the website.”

She also favored a more dynamic social media presence on behalf of the village, with suggestion boxes and other modes of “active responsiveness” between board members and residents.

“I think we need to set up — here we go again — another committee to hear and review complaints and take [them] forward to the Board of Trustees.”

Snaden discussed the value of live streaming public meetings.

“Bringing the meetings to [residents] in their living rooms, recorded so they could watch at a later date, was key” during the COVID-19 public health emergency, Snaden said, proposing to expand and enhance these methods post pandemic.

She also touched upon the role of the Port eReport in dispersing information to the public.

In welcoming more citizens into the local decision-making process, Sheprow expressed pleasure at the reformation of the Port Jefferson Civic Association, saying, “That means the people care, that the people in the community want to get involved.”

She said the chance for more frequent communications between residents and trustees during board meetings is “a huge opportunity for us.”

Snaden said, “Regular meetings with whoever wants to have a voice,” combined with an active social media presence, would be crucial for welcoming more residents into the process.

“I also believe there’s an aspect of people going to meetings when there’s a negative issue or problem,” she added. “As a person who always looks for the positive in things, I like to believe that a portion of the people not coming to meetings are very happy with what’s going on.”

Open government

Another central administrative function is the swift distribution of time-sensitive documents, such as public minutes and agendas.

Snaden returned to hiring when asked about expediting the release of these materials.

“That rests now on the clerk’s [Barbara Sakovich] responsibility list,” she said. “She’s just overwhelmed with the amount of work,” adding, “I believe we could help by bringing in more people to divide up those duties to get [those documents] out there.”

Sheprow favored implementing a “proactive communications system,” including an internal newsletter, to bring the information to staff and the public more expeditiously.

“We need somebody who’s creating content,” she said. “The content would include a press release after every meeting [saying] here’s what happened.”

Building density

During the May 1 public hearing on possible zoning code changes for the Maryhaven Center of Hope property, several community members voiced concerns about increased villagewide building density.

Sheprow raised objections of her own.

“The proposals and the sketches that have been drawn for this space are looking like we’re bringing city life into a transitional [not entirely commercial nor residential] area of Port Jefferson,” she said. “The surrounding communities are horrified by the prospect of seeing four stories from their backyards.”

Snaden noted, “Density is already here,” referring to some existing apartment and condominium developments neighboring Maryhaven.

In moving through the building and planning stages, she said, it will be necessary to continue consulting traffic and environmental studies, which she indicated are “always done as a matter of course.”

“Residential use has been proven to be the softest use, environmentally speaking,” the deputy mayor added. “My concern is that if we don’t move ahead with … some type of a code change, then as of right, an office park could move in, causing more issues for the neighboring community.”

Parking garage

The village is also working to mediate longstanding parking issues, with both candidates detailing how a proposed parking garage could offset shortages.

“There has to be a careful balance with that — without overbuilding but creating the parking spaces that are needed,” Snaden said of the parking structure.

She also supported continued public-private partnerships for shared parking agreements.

Sheprow called for establishing a parking committee, composed primarily of business owners, to help manage the village’s municipal parking apparatus.

She referred to the proposed garage as “an idea I think residents need to hear and weigh in on.”

Flooding

During a recent climate resilience forum at Village Hall, local architect Michael Schwarting shared alarming projections of more frequent and intense flood events in Lower Port. Each candidate was asked how the village could mitigate these concerns.

“Utilizing an engineer or planner to lead that process,” coupled with a new grant writer to help underwrite new projects, could “move the village forward conceptually,” Sheprow suggested.

Snaden proposed daylighting hidden underground water bodies to offset increases in flood load. “I would like to continue building bioswales,” she added, “making gardens in conjunction with these bioswales.”

Concluding remarks

Sheprow expressed appreciation for the residents throughout the campaign process.

“I’m having a lot of fun talking to people and learning more about everyone in our community,” she said. “There’s a lot of love for this community, and I would just be grateful to represent them and have their trust put in me.”

Snaden reiterated her past experiences in positioning her for the responsibilities of mayor.

By “voting my opponent in as mayor, you lose me entirely — you lose my experience, knowledge and love for this community,” Snaden said. “However, if you vote for me, Lauren stays on as a trustee, and you have us both.”

The public will be the ultimate arbiter of these two mayoral candidates on Tuesday, June 20. Voting will take place at Port Jefferson Village Center, where polls will be open from 6 a.m. to 9 p.m.

Seeking asylum: legal then, legal now

In 1954, President Dwight Eisenhower [R] pushed immigration law in a radical new direction. Instead of housing people in immigrant detention facilities like Ellis Island, such facilities were closed. While immigrants were being processed by the authorities, they would let people live wherever they wanted, blending into communities.

If a Republican president in the 1950s could take such a radical step toward humane immigration, I ask what are the Republican legislators of Suffolk County doing in 2023? Clearly acting inhumanely by drumming up fear. Fear of “those other people.” Stoking that fear as a cheap parlor trick to motivate their base while endangering the lives of countless people regardless of their nation of birth or their documentation.

Most of us have relatives who came to America looking to escape persecution, not of something they did but because of who they are. This is the same for many of today’s immigrants. The story is the same, it’s simply the country of origin that varies. These immigrants deserve a chance to live just as our relatives did.

Some 150 years ago there was a Latvian-Jewish immigrant working as a tailor in Reno, Nevada, named Jacob Davis. Jacob had customers whose work pants kept tearing. To solve the problem, he added metal rivets at the stress points of the pants, making them stronger. When he realized he had a product worth mass producing he teamed up with a merchant in San Francisco, Levi Strauss, another immigrant. On May 20, 1873, they obtained a U.S. patent on a style of jeans still worn today.

We can only speculate the challenges of the next 150 years, but I’ll tell you this. It’s going to require the creativity of as many people from as many diverse backgrounds as possible to solve. When some members of the Suffolk County Legislature decided to respond to the current migration situation with “not our problem,” they gave the incorrect response, for it does not set us up for success on the world stage of tomorrow.

LaLota’s disturbing immigration posture

I found your story of Suffolk County Republicans including my Congressman Nick LaLota’s [R-NY1] attempt to keep immigrants seeking asylum from coming to Suffolk County very disturbing. [“Republican lawmakers, immigration advocates clash over asylum seekers,” TBR News Media, May 25.]

We are better than that. Seeking asylum is both legal and an important principle. Jews, Irish, Italians, Chinese and others came here effectively seeking asylum because of the many dangers in their home countries. Those groups and others were vilified at first but have made important contributions to our country.

We, as a nation, depend on immigrants for our enormous innovation, progress and energy. All American communities must do our part to welcome these people and help them get a good start here. This is not only the right thing to do, it is very much in our country’s interest.

The problem at the southern border was not caused by President Joe Biden [D] but by a Congress that has failed to pass a safe and humane immigration policy. Pandering to our worst instincts, rather than leading and making good proposals to solve the problem, do more harm than good.

An open letter on striped bass fishing

To DEC Commissioner Basil Seggos:

Our offices have been contacted by concerned fishermen and boat captains regarding the Atlantic States Marine Fisheries Commission’s emergency measures to further reduce the size of striped bass for the East Coast Fishery.

It is our understanding that these emergency measures, changing the limit on keeper fish from one fish a day from 28 inches to 35 inches to one fish a day from 28 inches to 31 inches, are currently being reviewed by the Department of Environmental Conservation with the federal requirement to implement them by July 2.

We are being told by our recreational fishermen and boat captains that this rule change will greatly raise the mortality rate of striped bass causing an increase in catch-and-release deaths. This will obviously have the reverse effect on efforts to increase the stock.

Additionally, we have been informed that the for-hire industry utilizes less than 5% of the striped bass stock. The economy of our region is driven by the agricultural and fishing industries. The rich history of our fishermen is a legacy that attracts many tourists and enthusiasts to our area. It will become extremely difficult to encourage would-be customers to use charter and party boats with such a narrow window of striped bass possession.

We are asking that before any emergency measures are adopted by the DEC, a careful review is done based on input from our local fishermen and captains. As you are well aware, our fishing industry is already struggling with difficult quotas, the high cost of fuel, the high property and docking costs in our area, among other challenges. We are hopeful that you will put any plans on hold until all stakeholders are brought to the table and have the opportunity to share their input and concerns.

A challenging race

When I ran for trustee for the Village of Port Jefferson last year, I had the full faith and support of Port Jefferson’s mayor, deputy mayor and the clerk’s office. I was guided through the petition submission process and the mayor even numbered my petition sheets.

In the eight months following the 2022 elections, I went from being an establishment candidate to the opposition. I asked questions and challenged decisions that I found questionable and at times, autocratic. That is why I decided to run for mayor.

Now, my opponent’s campaign and its lawyers challenged my petitions and due to an issue with the cover sheet, the Suffolk County Board of Elections on May 30 determined that my name cannot be placed on the ballot.

I am committed to continuing my campaign for mayor even if it means I’ll be a “write-in” candidate. It may be an uphill battle, but I will not quit the people of Port Jefferson.

If you believe that we need a fresh start in Port Jeff, and that you should have a choice for mayor, then write in “Lauren Sheprow” under the column for mayor on June 20. This is your village and your vote should count.

No political campaigning on sacred days

First, let me say that Memorial Day is a day of sacred observance where we honor those who have given the full measure of commitment to America — their lives. We celebrate the freedom their commitment and those of their more fortunate brothers and sisters have maintained for us. 

Memorial Day is a celebration of freedom and we celebrate it together in the spirit of unity. This is not a day for political campaigning. We like to hear what our elected leaders have to say about unity, America and freedom. We do not appreciate their campaign slogans, campaign attire and campaign leafleting of a parade that is a unifying event.

Please encourage those who engaged in these activities at the Setauket Memorial Day Parade and honorary activities mind their manners and respect those who have served and sacrificed. Ask them to do better on July 4, 9/11 and Veterans Day/Armistice Day.

We need to find some common ground if we are to continue to be a democracy. Bad political manners need to be called out.

Juliano, the integrity candidate

Just wanted to take the opportunity to tell you a little about my husband, Bob Juliano, who is running for trustee in the Village of Port Jefferson. 

Bob has spent 30 years in public service. The first eight years were spent as treasurer in the Village of Lindenhurst, then 18 years as administrator/clerk for the Village of Port Jefferson, followed by the Village of Westbury as clerk/treasurer until his retirement last year. 

For those who know Bob, you know that this man is hardworking, he is smart, honest and reliable. Although this sounds like a Labrador Retriever, it is the man I have been married to for almost 38 years and I believe it is what we need in the Village of Port Jefferson. 

He worked tirelessly in his time with the village. I was with him when he would receive calls on the weekends and respond by doing a well visit, or checking someone’s property for them. During Hurricane Sandy, he was at the “bunker” taking care of the village, not home with his family. He was doing his job. 

I feel it is time we give Bob a chance to have a voice in the village where he had his hands in everything that went on. Talk about experience, no one can top his. He knows this village, how it runs and how it should run. I hope you will vote for Bob on June 20 at the Village Center. Integrity matters.

Snaden would have no learning curve

With the mayoral election less than 30 days away, we need to give careful thought as to who is best qualified and capable of leading the village for the next two years. The dangers of an inexperienced mayor cannot be overstated. 

Deputy Mayor Kathianne Snaden has many years of experience and would have no learning curve when she assumes office.

Institutional knowledge saves the taxpayers money, and Kathianne has amassed a tremendous amount of knowledge and hands-on understanding of what is necessary to move the village forward in the coming years. 

Her resume is extensive: She is the Village of Port Jefferson commissioner of Public Safety, also Planning and Building; she is trustee liaison to code, courts, parking and mobility, Business Improvement District, Zoning Board of Appeals, Architectural Review Committee and the employees union. Most importantly, if Kathianne loses, we not only lose a committed public servant but a strong liaison to our schools.

Losing Kathianne would be a significant blow to our community. If she is not elected, a trustee would be elected without any input from voters, adding yet another inexperienced member to the board.

We cannot afford to take risks with our village’s future. We must elect an experienced, seasoned leader who can hit the ground running. That leader is Kathianne Snaden. Please vote for her on June 20 from 6 a.m. to 9 p.m. at the Village Center.

Review candidates’ history

In reference to our up-and-coming Port Jefferson mayoral election on June 20, I would recommend the village residents to google our candidates’ past employment and endeavors, as you would do if you were hiring a new employee for any political or nonpolitical position. By googling one’s past employment and endeavors, it will give you the insight to see how they will acclimate to their new positions. 

This being said, I would recommend that you google candidates Kathianne Snaden and Lauren Sheprow, who was the previous head of media relations at Stony Brook University. 

I believe the best choice for the future of Port Jefferson village is to elect Kathianne Snaden for mayor. I base this opinion on her experience, integrity, character, honesty and transparency.

Residents deserve better than one-party rule

In the May 4 edition, the editorial board highlights that the Brookhaven landfill is a major issue in this year’s Town of Brookhaven elections [“The landfill election”]. We need bold leadership to tackle Long Island’s decades-long solid waste crisis. This is an issue of economic, environmental and racial justice that we can no longer afford to ignore.

Carting our garbage off of Long Island to another community is not a sustainable solution. We must reduce our waste, and this cannot only rest on individual households, but also on businesses and producers. We can incentivize waste reduction with pay-as-you-throw programs. We can also utilize the knowledge of experts like Stony Brook University’s research associate professor David Tonjes, whose work on waste management provides guidance on how we can address this crisis with innovation and ingenuity. We are capable of long-term, sustainable policy, but only if we have the political and moral courage to do so.

It is clear to me that the current Town Board are not the people to meet this moment. The past decade of one-party rule in Brookhaven includes a botched rollout of the recycling program, our roads in disrepair, and gerrymandering our council districts to bolster a weak incumbent in the 4th Council District. They have left us with a solid waste crisis, used nearly $250,000 of our taxpayer dollars to pay an EPA fine for air quality violations in 2020, and ignored the voices of the directly impacted residents of North Bellport time and again. They do not deserve to be reelected in 2023.

Outgoing Supervisor Ed Romaine [R] must be held accountable for his role in the failures of the Town Board he has led. Romaine is seeking the office of Suffolk county executive, and he must be questioned about the harm he has had a hand in creating in the Town of Brookhaven. We as voters must consider if he is fit to handle higher office, given the mismanagement of our municipal government under his leadership.

We deserve better elected officials than we currently have in our town government. The communities of color who have been disproportionately impacted by the landfill crisis deserve to be listened to by our representatives. There is too much at stake to accept the status quo and small-minded thinking of the current Town Board. It is time for bold solutions that meet the urgency of the moment. It is time for change.

Still no funding for Port Jeff Branch electrification

Funding to pay for a number of transportation projects and pay increases for transit workers were items missing from Gov. Kathy Hochul’s [D] $229 billion budget.

There is no new funding to advance Hochul’s three favorite NYC transportation projects: the $8 billion Penn Station improvements; $7.7 billion Second Avenue Subway Phase 2; and $5.5 billion Brooklyn-Queens Interborough Express light rail connection. Also missing was funding to advance the $3.6 billion Long Island Rail Road Port Jefferson Branch electrification project. All Port Jefferson LIRR riders have to date is the ongoing LIRR diesel territory electrification feasibility study.

There was no additional funding to pay for upcoming 2023 NYC Transport Workers Union Local 100 contracts for LIRR and Metro-North Railroad employees. The MTA only budgeted for a 2% increase. NYC TWU president, Richard Davis, will ask for far more so his 40,000 members can keep up with inflation. Both LIRR and MNR unions, with thousands of members, will want the same.

Maryhaven: a breakdown of process

Our village process is broken. Let’s take the Maryhaven project as a recent example of what’s wrong.

This proposed development should have been brought to the Port Jefferson Village Board of Trustees via the Planning Board, which is responsible for overseeing all building-related matters.

But during the recent public hearing, we learned from the developer that he’d been in discussions with the mayor, deputy mayor and village clerk for well over a year, despite the fact there was still no proposal before the Planning Board. The first time the rest of the trustees heard about the project was when it was announced by the deputy mayor at a public meeting on March 6 of this year.

It’s likely the village attorney was also aware of these talks. As previously reported in this paper, he was pressing the village to be “proactive” and change the code to rezone the property in order to clear the path for the developers, whenever they were ready to apply. To that end, he proposed the May 1 public hearing. The attorney also suggested that if the code modification wasn’t suitable to the residents as is, there would be an opportunity to make adjustments. That is not entirely accurate.

We know this from our experience with the Mather Hospital expansion. Before the project came to a public hearing, the village made several decisions, from seemingly irrelevant (at the time) code changes to the most crucial, allowing the hospital a variance for extra clearance. The latter resulted in 2 precious acres of forest being cleared.

The impression the village gave at the time was that residents would still have a chance to weigh in. But when that time came, despite nearly 70 letters protesting the clearing of the forest and all the objections raised at the hearing, it was too late.

The Planning Board’s position was that its hands were tied by all those prior decisions, and it did not have the tools to consider the objections. In other words, we should have been paying attention when Mather first announced the master plan.

So forgive us if we’re skeptical when the village attorney tells us that we’ll have an opportunity to comment on the project overall at a later date.

Declining public revenue in Port Jeff

The spirit of New York’s Freedom Of Information Act is transparency and access. Its introduction states, “The people’s right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is basic to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality.”

The issue of the future tax revenue from the Port Jefferson Power Station is critically important to both the Village of Port Jefferson and the Port Jefferson School District. So, it is surprising to me that the LIPA settlement agreement is not made available on the village or school district websites. And when I asked the village that a link be included, I was told that the village attorney advised the village not to put it on the website. I would have to complete a FOIL application. I did so. It had no redactions, and nothing in the document contained any confidentiality clause. The Town of Huntington puts its Northport Power Plant LIPA agreement on its website. So what is the objection to making the Port Jefferson agreement accessible to all on our websites? Would they prefer to have the fewest taxpayers know its full terms and potential consequences?

While both the village and school district are quick to tell us how little our tax bills will rise when promoting 30-year bond proposals, their assumptions are highly suspect given the lack of any reasonable assurance that the LIPA benefit will survive beyond the glide path expiration just four years away. Both the Port Jeff and the Northport agreements state that any extensions under the same terms beyond the 2027 expirations are dependent on power needs of National Grid. With repowering off the table, and the state’s goal of 70% renewable energy by 2030, it would seem there is little likelihood of any significant extension beyond expiration. The Port Jefferson Village budget for 2023-24 reveals LIPA taxes covering 36% of property taxes while the school district budget includes LIPA representing 42%.

It’s time for the village and school district to face the elephant in the room and (1) make critical information available on their websites and (2) for any discussion of potential costs to taxpayers, include calculations that consider a potentially abandoned power plant and taxpayers having to face 60%-plus tax increases to make up the LIPA loss.

Time to put the brakes on spending

Port Jefferson and Belle Terre residents are facing a school district budget and bond vote Tuesday, May 16, at the Port Jefferson high school from 6 a.m. until 9 p.m.

It’s a rather hefty price tag being proposed: $47 million for the proposed 2023-24 budget and close to $16 million additional for a bond focused entirely on enhancements to the high school.

While district residents have been more than generous in past years in support of our schools, maybe it’s time to ask if spending over $50,000 each year to educate a student is really feasible. (That’s the amount when you divide the proposed 2023-24 budget by the 933 students in the district, as suggested by Deputy Superintendent Sean Leister as a simple approximation of the per pupil costs, at the village board meeting on May 1.)

Perhaps this is the time to put the brakes on this spending and take a hard look at the future of the high school and consider alternatives.

We need to say ‘no’ to the school bond

Port Jefferson School District residents will be asked May 16 to approve an almost $16 million bond entirely for the benefit of the high school building. The more crucial question to be asked is: “Why are we considering this enormous expenditure when our high school student population is still dwindling?”

According to the school district’s own numbers — found on the district website or online (Long Range Planning Study, Port Jefferson Union Free School District 2021-22) — our enrollment numbers are declining precipitously. On page 18 of the report, our high school’s total enrollment grades 9-12 by 2031 will be a mere 233 students. Divide that number by the four grades in the school and your average graduating class size by 2031 would be only 58 students.

Port Jefferson high school’s small size cannot be compared to that of a prestigious private high school. Even most of the top private schools like Choate, Phillips and Exeter keep their total high school enrollment over 800 students. Most parents want a high school atmosphere that is academically, athletically and socially rich for their children — a true preparation for college. A high school with less than 240 students can’t realistically provide that.

Our high school is presently functioning with the classroom configurations it has had for decades. Before we invest many millions to move art, tech ed and music to the main building to create team and trainer rooms, let’s first focus on what we do if the high school population keeps dwindling, as the district study projects. 

Perhaps we could maintain a strong pre-K through 8th grade school system here and investigate tuitioning out our high school students to Three Village and/or Mount Sinai. This solution has been used successfully by many small school districts. Other larger local districts are facing declining enrollments as well, undoubtedly because of the high home prices and high taxes presenting an obstacle to young families seeking to move to this area. Given that reality, neighboring school districts would welcome our high school students.

Right now, we need to say “no” to the school bond. Before we spend almost $16 million on the high school building, we must find a solution to this ongoing decline in enrollment. To keep ignoring this serious issue is unfair to our already stressed-out taxpayers — and equally unfair to our future high school students.

Experience matters

Kathianne Snaden is running for mayor and Stan Loucks is running for reelection as a trustee for the Village of Port Jefferson. They have worked together on the village board for four years. 

Kathianne has shown to be tireless and dedicated to the betterment of every facet of our village. She has opened the doors to the internal workings of government by live streaming the board meetings, originating the Port eReport and the practice of responding to every and all questions from everyone. As the liaison to the Code Enforcement Bureau, she is totally committed to improving public safety and was responsible for increasing the presence of the Suffolk County Police Department. Kathianne is also our liaison to the Port Jefferson School District. This is an important relationship that was absent and created by Kathianne. 

Stan Loucks has been devoting his retirement years to the Village of Port Jefferson. Prior to his election to the village board in 2015, he was on the tennis board, the board of governors, the greens committee and the Port Jefferson Country Club management advisory committee for a total of 20 years, including chair. Stan has been the liaison to the parks and recreation departments, deputy mayor and liaison to the country club. 

He is a hands-on person who will always be directly involved in any issue related to his duties. He has been directly responsible for numerous projects and improvements such as renovation of the golf course; building a new maintenance facility, driving range, fitness center, membership office; upgrading village parks; initiating relationships with our schools and much more. 

Kathianne was TBR News Media Person of the Year in 2019, and Stan was Person of the Year in 2021. Seems like they would be the team that we would want to represent our village.

Experience, knowledge, integrity, dedication and hard working are qualities that we need.

Ten minutes before 6 p.m., every chair in the house was already taken. Behind the gallery, some sat on tables, others on desks. A standing crowd began to form. Younger attendees yielded their seats to their elder counterparts. All were in for a long night.

The board room at Village Hall could not contain the audience gathered on Monday night, May 1, for the Village of Port Jefferson Board of Trustees public hearing on the Maryhaven Center of Hope property on Myrtle Avenue.

“It’s great to see a full room,” said Mayor Margot Garant. “That means this community is engaged.”

The village board is considering modifying the zoning code and proposing an incentives package to encourage the historic preservation and adaptive reuse of historic buildings and structures.

The Maryhaven property is currently zoned as a Professional Office P-O District. Under the existing zoning code, an applicant within the P-O District can request a special-use permit for Moderate-Density Residence R-M District development.

Village attorney Brian Egan explained the motivations guiding these potential code changes.

The Maryhaven “building is certainly worth keeping,” he told the sea of residents in attendance. 

Convincing the owners of that building to preserve it, however, represents a quandary for village officials. The existing zoning code lacks a mechanism to sway developers toward historic preservation.

“There is no obligation to save that building,” Egan said.

The proposed code amendment would create such a mechanism — a special permit application. Egan referred to this application process as “another layer of control” for the village board, enabling it to designate specific parcels that contribute to the village’s architectural or aesthetic character.

If a parcel meets these criteria, determined by the Board of Trustees, then the applicant would qualify for “slightly relaxed standards” under the R-M code, Egan stated. 

In the previous week’s work session, they agreed those relaxed standards would be allowances for additional height and stories but no additional clearing — a tradeoff of density for historical preservation and conservation.

Developers from the Jericho-based Beechwood Organization, the firm negotiating with Catholic Health to acquire the Maryhaven property, attended the public hearing. Michael Dubb, principal at Beechwood, stated his intention to preserve the historic building on-site.

“It would be easier for me as the developer to knock that building down … but that wouldn’t be the right thing to do,” he said.

Richard Rosenberg, an attorney for Beechwood, expanded upon the firm’s vision for the site.

“The intention is to keep the original part of the structure, which is around 40-45,000 square feet, demolish the rest,” he said. “There is asbestos, there is lead-based paint. We have to clean it up according to regulations.” He added, “It’s a big ticket item.”

Public input

Following the presentations by Egan and Beechwood, the board took comments from the public. During that period, community members expressed a recurring message:

“I think the big problem that many of us have is density,” resident Eric Sackstein told board members. This general sentiment echoed throughout the evening.

Former village trustee Virginia Capon, who had chaired the Comprehensive Plan Committee, expressed her appreciation for the board in its willingness to preserve the historic structure.

But she objected to the board’s proposed remedy to the problem, suggesting that the board consider the village in its entirety before changing the zoning code.

“That building is beautiful, but I don’t think this is the way to preserve it,” she said.

The former trustee added that numerous other factors weigh into the Maryhaven calculation, such as its nearby steep slopes, which can cause issues with flooding. Capon advised the board to explore options that do not incentivize greater density.

“If you can come up with a way of preserving this building that maybe doesn’t overdevelop the parcel, that would be my recommendation,” she said.

Several other differing proposals were offered for the adaptive reuse of the site. Michael Mart, citing the flooding concerns over the Port Jefferson Fire Department building on Maple Place, proposed relocating the fire station to the higher elevation at the Maryhaven property. 

Another resident, Steve Velazquez, proposed selling Village Hall and headquartering the village’s municipal operations at Maryhaven.

Discussions over Maryhaven remain ongoing as the board left the public comment period open for 21 days following Monday’s meeting.
