Route 25A in the Three Village area is one step closer to getting a makeover thanks to the collaborative efforts of residents, business owners, civic leaders and local lawmakers.

Brookhaven Town Supervisor Ed Romaine (R) and Councilwoman Valerie Cartright (D-Port Jefferson Station) held a press conference at The Stony Brook School Oct. 24 to announce the completion of the Route 25A Three Village Area Visioning Report. The town board is expected to vote unanimously for the report at the Oct. 26 town board meeting. The next step for changes in the area will be land use studies followed by public hearings.

“The visioning document that we’re going to be putting forward at the town board meeting on Thursday offers thoughts and ideas for improving traffic and pedestrian safety, creating and maintaining a more cohesive architecture and visual aesthetic while enhancing the existing public open spaces,” Cartwright said. “It is this type of community-based planning that we need to continue to do, and it is that work product that will be presented on Thursday, and I’m proud to be the sponsor of that resolution.”

In 2016, Romaine and Cartright co-sponsored a land use resolution which led to the Brookhaven Town Department of Planning, Environment and Land Management authorizing the creation of a land use study and plan regarding the state highway.

“This report is step one but it’s an important step,” Romaine said. “It lays out the future of the 25A corridor. From this step will come land use decisions that will be put before the entire town board regarding the future of 25A, and this could not have happened without the hard work of Councilwoman Valerie Cartright and the hard work of the citizens who participated starting with the two co-chairpersons Jane Taylor and George Hoffman.”

In addition to being co-chairs of the Citizens Advisory Committee, Hoffman is vice president of the Three Village Civic Association and Taylor is assistant head of The Stony Brook School. Romaine and Cartright also thanked the representatives from local community groups who attended the press conference and were involved in the visioning process.

The supervisor and councilwoman also thanked The Stony Brook School where community forums were held. The meetings gave residents and business owners the opportunity to discuss improvements they would like to see along the corridor from the Smithtown/Brookhaven town line to the Poquott Village line. Listening to constituents’ concerns about the area is something Cartright said she has done since she took office, and she is optimistic about the future of 25A in the Three Village area, where she said residents love the historic, main street feeling and charm.

Hoffman said after a shaky start in 2013 the councilwoman was “influential and instrumental in kind of jump starting the planning process for Route 25A again.”

Romaine asked the co-chairs to present the report at the Oct. 26 meeting. Taylor said she was pleased with the results of the report that will provide the town board with a “road map” for future planning along the state road.

“I was absolutely overwhelmed, when we began this process, about the excitement of being able to vision ahead maybe 20 or 30 years, when many of us won’t be here anymore, and the participation of the committee members to make that happen and to share their thoughts,” Taylor said. “And, sometimes we had varying opinions but we would all come together and the purpose was the vision of what we want to see for our community.”

President of the Three Village Civic Association Jonathan Kornreich was in attendance at the press conference. He said like many group leaders and residents he appreciated the opportunity to contribute ideas at the meetings.

“Planning for the future of the community is one of the primary goals of the civic association and it’s really our main focus,” he said. “I’m very appreciative of the work that Jane and George did, and I am especially appreciative for the leadership of Valerie and Ed.”

Romaine put the lengthy 25A visioning process into perspective.

“Society grows great when old men plant trees,” Romaine said, quoting an ancient Greek proverb. “We planted some trees here, and not all of us may see it to fruition, but this is something that speaks to the quality of this community and the people that live in it and the desire to ensure that this community remains, not unchanged, but the same type of a community that it is now 20 or 30 years from now.”

Residents will be able to review the report on the town’s website after it is presented at www.brookhavenny.gov.

As amended in 1846, the New York State Constitution includes a mandatory requirement that every 20 years state voters be offered the opportunity via a ballot proposal to convene a constitutional convention — called “Con Con” by those familiar with state politics — to review and revise the existing document. If a majority votes “yes,” delegates are elected to serve at a convention held in Albany.

A recent meeting of the Three Village Civic Association was devoted to informing the public about the proposal to be presented to New York State voters on Election Day with the debate titled “Shall there be a convention to revise the constitution and amend the same?”

Two guest speakers were invited to present opposing views of Proposal 1, the first of three proposals that will appear on the reverse side of the ballot listing the candidates for office Nov. 7. The civic association’s Vice President George Hoffman moderated the debate at the Emma S. Clark Memorial Library in Setauket.

The ballot question was last posed in 1997, when a majority of those voting said “no.” The last Con Con was held in 1967 and the voters later rejected all of the proposed changes. If a majority votes “yes” this time around, three delegates from each state senatorial district and 15 at-large statewide delegates will be elected in November 2018, according to the State Board of Elections website, www.elections.ny.gov.

“The delegates will convene at the Capitol in April 2019,” according to the website. “Amendments adopted by a majority of the delegates will be submitted to the voters for approval or rejection in a statewide referendum to be held at least six weeks after the Convention adjourns. The delegates will determine whether to submit proposed amendments as separate questions. Any amendments that the voters approve will go into effect on the January 1 following their approval.”

Anyone may run to be a delegate.

Anthony Figliola, vice president of Empire Government Strategies of Uniondale, a governmental consulting firm representing a variety of clients seeking liaisons in Albany, New York City or local municipalities, recommended a No vote.

Figliola’s primary argument is that a constitutional convention is an extremely expensive and risky way to affect change, especially when the document itself provides an alternative.

“The referendum process has been more successful as compared to Con Con,” he said. “There have been 600 amendments passed by the voters in our history. This year there will be a question on the ballot as to whether pensions should be taken away from any state legislator convicted of a felony. In 2013 there were six constitutional amendments proposed. Five of them were approved. The good government groups are coming from a good place. They are [working] to enact change and they are trying to move the legislature and get the public at large involved in the process.”

He also spoke about the last Con Con, held in 1967, calling it “an utter failure.”

“Of the delegates elected 80 percent were politically connected,” he said. “And 45 percent were either sitting [or retired] elected officials … collecting — or in the pension system. This allowed them to take two salaries, as there is no prohibition against it in the constitution. In addition to doubling their income, pension credits accrued by doing this raised their pension payouts.”

In the end, all of the proposed amendments to the constitution were submitted for voter approval in one package — which the voters rejected.

Al Benninghoff is a campaign manager for the Committee for a Constitutional Convention and also with New York People’s Convention. A longtime political strategist and reform advocate, he recommended a Yes vote.

Benninghoff’s case can be summed up in two words: It’s time.

The last time a Con Con question was proposed to voters in 1997, the New York City Bar Association called for a “no” vote and suggested: “Let’s give the legislature a chance to reform itself. We gave it 20 years and nothing has happened,” he said.

“Frankly, enough is enough,” Benninghoff said. “The legislature holds all the power. If the legislature doesn’t want to find it within itself to give us the opportunity to vote on an amendment to the constitution, then they can absolutely withhold it. And they have done that a lot.”

He went on to list things he believes should have already been addressed.

“There have been no ethics reforms; independent redistricting in name only, not in actuality; no term limits; and no campaign finance reform,” he said. “There’s still a tremendous loophole with LLCs [limited liability companies]. If a person running for state legislative office wants to take campaign donations from an infinite number of LLCs created by one person, or one company, they can do so. That’s a campaign finance loophole big enough to drive a truck through. What it does is empower the political status quo. It takes all the power away from the people — and that is exactly what a New York State Constitutional Convention changes.”

In New York State history there have been nine constitutional conventions. The longest gap between conventions has been since the last one in 1967. It’s been 50 years. The last one did not produce any changes, arguably because all the proposals were lumped together in a single vote.

As moderator of this informational session and the Q&A period that followed it, Hoffman remained clearly impartial. But in supplying additional data after the event he said he formed an opinion.

“I take the question to hold a constitutional convention very seriously and I am leaning to supporting it,” Hoffman said. “I see it as a solemn responsibility to periodically review our state constitution. I think it’s clear to most that many things need to change in Albany and a constitutional convention might be the only way to bring that change. I would seriously consider running for delegate if the constitutional convention is approved.”

There’s still something in the water — and it’s not a good kind of something.

Scientists from the Stony Brook University School of Marine and Atmospheric Sciences released an annual report highlighting the concern over the prolonged existence of toxic algae blooms, and a deficiency of oxygen in Long Island waters caused high levels of nitrogen.

“In order to make Long Island sustainable and livable, clean water needs to be established,” said Adrienne Esposito, the executive director of Citizens Campaign for the Environment. “The challenge has been very great over the last decade … though the problem, unfortunately, is getting a bit worse. Algae blooms and the degradation of water quality across Long Island are serious threats to Long Island’s health.”

On the North Shore, there are several severe cases of hypoxia, or a depletion of dissolved oxygen in water, which is necessary for sea life to survive. Cases were found in Stony Brook Harbor, Northport Bay, Oyster Bay and Hempstead Bay. Measured on a milligram per liter of water scale,any case of hypoxia below two milligrams per liter can be harmful to fish, and almost anything else living on the bottom of the bays.

There were also periodic outbreaks of blue-green algae in Lake Ronkonkoma and Stony Brook University’s Roth Pond. This algae releases a poison harmful to humans and animals, but Gobler said students at the university shouldn’t worry, because he and other scientists at Stony Brook are constantly monitoring the water, especially before the annual Roth Regatta.

“[If nothing is done] the areas could expand — it could get more intense,” Gobler said. “We use a cutoff of three milligrams per liter, which is bad, but of course you can go to zero. An area like Hempstead Harbor went to zero, [Northport and Oyster Bays] went to zero at some points in time. There’s a usual day-night cycle, so it’s at night that the levels get very, very low.”

As a result of the possibility of hypoxia expanding, Gobler said he and other scientists have also been monitoring Port Jefferson Harbor and Setauket Harbor.

Though Setauket Harbor is not currently experiencing any problems with hypoxia or algae, the harbor has experienced periods of pathogens, like E. coli, some of which were born from runoff into the harbor, but others might have come from leakage of antiquated cesspools in the area, according to George Hoffman, a trustee of the Setauket Harbor Task Force, which is also a member of the Clean Water Partnership.

Next May the task force hopes to start monitoring directly inside Setauket Harbor. Runoff from lawn fertilizers can also increase the nitrogen levels in the harbor.

“If our problem isn’t hypoxia, we have a problem with pathogens,” Hoffman said in a phone interview. “Prevention is really [Dr. Gobbler’s] goal — to know what is happening and to start taking steps. I think people’s information levels [on the topic] are high in the surface waters that they live by.”

In addition to hypoxia and blue-green algae, some of the water quality problems found in the assessment were brown tides on the South Shore, rust tide in the Peconic bays and paralytic shellfish poisoning on the East End — all of which are also nitrogen level issues that can be  traced back to cesspool sewage and fertilizers.

“Make no mistake about it, this is so big that even … still, we have the problem growing worse, and it is going to get worse before it gets better,” said Dick Amper, the director of The Long Island Pine Barrens Society. “What’s the solution to this problem? We have to do more.”

There have been several efforts to help curb water degradation on Long Island. New York Gov. Andrew Cuomo (D) signed legislation in April that put $2.5 billion toward clean water protection, improving water infrastructure and building new sewer systems in Smithtown and Kings Park, and adding a rebate program for those upgrading outdated septic systems.

Despite doing more, the repairs will take some time.

“This is going to be a long, long marathon,” said Kevin McDonald, the conservation project director at The Nature Conservancy said.

There is also worry that the U.S. Army Corps of Engineers — announcing the dumping of dredged materials into Long Island Sound — could compound the problem.

“We have more political funding and will try to implement solutions,” Esposito said. “The problems are getting worse, but the solutions are becoming clearer.”

Two years ago the United States was the leading voice on global climate action at the Paris conference. Then came the November election and this week the new president will be deciding whether or not the U.S. will even remain in the Paris climate agreement.

Facing such a policy sea change, we decided to travel to Washington D.C. April 29 and join with more than 200,000 people from across the U.S. to show our support for continued government action in reducing greenhouse gas emissions that are dangerously warming
our planet.

At 2 a.m. our journey began, meeting a bus at Stony Brook University that was chartered by the local chapter of the Sierra Club. There we were joined by dozens of Long Islanders who like us were compelled to travel to Washington and take part in the People’s Climate March.

The bus was filled with college students, retirees and people of all ages in between, who joined together because of their concern about our planet.

We arrived at Robert F. Kennedy Memorial Stadium in the early hours of the morning, converging on Washington with hundreds of other buses filled with people from other states across the U.S. There was a friendly, small-town camaraderie as we were given instructions by march organizers about the day’s events and where we were to meet up by the Capitol building.

It was heartening to see so many people who were willing to wake up in the middle of the night to travel hundreds of miles to the Capitol for the purpose of using the power of our numbers to show our leaders that the issue of climate change needs action now.

As the sun climbed the morning sky, the April temperatures started to feel like summer, eventually reaching a record 91 degrees Fahrenheit degrees. But the marchers were not discouraged by the heat and marched from the Capitol down Pennsylvania Avenue to the White House with signs and banners supporting clean energy, staying in the Paris agreement and warnings that our seas were rising and the planet was in jeopardy.

As we walked to the White House, we noticed there were a lot of people carrying signs about the effect of climate change on honey bees. As beekeepers ourselves, we know that the effects of climate change—from extreme weather fluctuations to earlier flowering times—can have a devastating impact on both pollination and the survival of local bee colonies and wild pollinators.

One of the most powerful moments of the march happened as we passed the Newseum, the museum dedicated to the five freedoms of the First Amendment, and we saw etched on its facade the solid and simple words of the First Amendment that gave “the right of the people peaceably to assemble, and to petition the government for a redress of grievances.” To read this amendment carved in stone before us as we exercised the very freedoms made real by those words was profound and moving.

After the march was over and we returned to our buses for the long drive back to Long Island, many of us shared stories about the day’s events and how energized we were by taking part in a show of strength in our nation’s capital in support of continued action on climate change. 

After almost 24 hours from the start of our journey, we pulled back into the university. We were tired from our long march down Pennsylvania Avenue. But a spark returned as we spoke of that moment as we passed the Newseum and saw the words of the First Amendment. That moment seemed to be fundamental both to the day and to what it meant be an American citizen. We had peaceably assembled, and petitioned our leaders to accept the scientific consensus that the Earth is warming and to take action to prevent further harm.

The Setauket Harbor Task Force gave an update recently to the community about its ongoing efforts to protect Setauket Harbor and the surrounding shoreline. Approximately 70 people came to the task force’s third annual meeting, held at the Setauket Neighborhood House April 19.

“How Clean Is Setauket Harbor?” was the title of a talk given at the meeting. The goal was to give people the opportunity to learn about the health of the harbor and find out what the task force is doing about it.

Setauket residents who noticed the harbor was struggling founded the volunteer, nonprofit organization in 2014, said task force board trustee George Hoffman at the meeting.

“Sometimes the water looked cloudy,” Hoffman said. “There were a lot of algae blooms. We knew that nobody was really speaking out for Setauket Harbor.”

Now the task force wants to partner with the organization Save the Sound, Hoffman said, to create a citizen-scientist, water quality monitoring program in Setauket Harbor. Local volunteers, trained by Save the Sound personnel, would start taking water samples next spring and work through October.

Peter Linderoth, water quality program director for Save the Sound, spoke at the meeting about his organization’s Citizen Science Unified Water Testing program to begin this summer in some Long Island Sound harbors and bays. Twice a month, he said, volunteers will record precipitation data; look at water clarity, seaweed and eelgrass; and track levels of dissolved oxygen, chlorophyll, salinity and temperature.

The Setauket program would be similar, Hoffman said in a recent phone interview. He said the cost of training volunteers would be covered by the Long Island Sound Funders Collaborative, a group of funding organizations that pool their resources to help protect the Sound. The water quality monitoring equipment will be provided through a grant Save the Sound obtained from the U.S. Environmental Protection Agency, Hoffman said.

About a dozen volunteers have already signed up to monitor water quality in Setauket Harbor, and the task force is looking for more, Hoffman said.

The April task force meeting also addressed a DNA analysis of pathogens in Setauket Harbor. The harbor is closed to shell fishing due to high numbers of disease-causing bacteria associated with human and animal waste.

Lorne Brousseau, marine director for Cornell Cooperative Extension, said the six-week study — commissioned by Brookhaven Town and conducted last fall — revealed that “birds seemed to have the biggest impact” on numbers of coliform in the water, with Canada geese being the worst offenders. The second highest source, Brousseau said, was “human-derived fecal coliform.”

“Where that came from, we’re not sure,” he said. “It could be boat discharge or septic systems.”

Brousseau also said there was a “low proportion of domestic animal fecal coliform – a few dogs and one horse.”

A man in the audience asked if it were possible to determine what percentage each source contributed to the total fecal coliform in the harbor. Brousseau said many more samples, taken from the water many more times, would have to be obtained to come up with percentages.

“It’s cost-prohibitive and time-prohibitive,” he said.

Brousseau also said fecal coliform in Setauket Harbor increases, and water quality deteriorates, after a rainfall.

“After it rains, the numbers triple, quadruple, sometimes more,” he said.

Task force chairperson Laurie Vetere also spoke at the meeting. She said funds from a $1 million state grant to fund water quality improvement in Setauket Harbor and its watershed are expected to become available soon. The grant, announced last fall, was secured for Brookhaven Town by Senator John Flanagan (R-East Northport), working with Assemblyman Steve Englebright (D-Setauket.)

The town will use the funds to remove accumulated silt at the entrance to the harbor, renovate the town dock on Shore Road, and continue managing storm water, Vetere said. The grant “was a huge deal, and we’re hoping that money comes in sooner rather than later,” she said. She also said Brookhaven Town employees have recently been cleaning brush and debris from the Setauket pond park next to the Se-Port Deli.

Vetere said in a recent phone interview that the DNA pathogen analysis was an important source of baseline data.

“Even in dry weather, there have been very high levels of bacteria in the harbor,” she said. “We’re not really sure where that’s coming from, but we’re going to be addressing it.”

Vetere also said the Setauket Harbor Task Force will seek ways to work with Suffolk County on its new Septic Improvement Program, a grant and loan program to help homeowners replace outdated septic tanks with nitrogen-reducing septic systems.

Vetere said storm water runoff is an issue for Setauket Harbor. Last November, she said, five task force members piled into a car and drove around the harbor “and just watched how storm water was coming down the streets.” The task force is exploring if it would be effective for homeowners around the harbor to plant passive rain gardens, Vetere said, because the gardens soak up storm water and absorb pollutants.

The Setauket Harbor Task Force will hold its annual Harbor Day — environmental exhibits, kayaking and paddleboard lessons, entertainment and other activities — Sept. 23 at the town dock on Shore Road.

The quality of Long Island waters has been on the mind of elected officials from all levels of government recently, and a representative from the federal government has joined the fray, calling for more funding for two Environmental Protection Agency programs.

“There’s much we can do to improve water quality in the Long Island Sound and National Estuary and I’ll continue working in congress to ensure our waterways are preserved for generations to come,” U.S. Rep. Lee Zeldin (R-Shirely) said during a press conference March 13.

Southold Town Council members and residents from the 1st Congressional District gathered at Veterans Memorial Park in Mattituck as Zeldin called on the federal government to fully fund at least $10 million to the Long Island Sound Study and $26.5 million to the National Estuary Program in its upcoming appropriations process at the end of April, and also to support the passage of the Long Island Sound Restoration and Stewardship Act. He said funding for the two EPA programs is essential to address urgent and challenging issues that threaten the ecological and economic well-being of Long Island’s coastal areas, such as nitrogen, harmful algae blooms and flooding or wetland loss.

“Over the years, water quality around Long Island has suffered from pollution, overdevelopment and other negative impacts…and I’m calling on my colleagues to make sure these programs are fully supported and funded, and certainly not eliminated,” Zeldin said, highlighting the significant impacts each of the programs have had on the region.

The Long Island Sound is one of our natural treasures, the congressman said, and is a precious feature of the life, culture and economy of more than 9 million people living in the coastal communities around it. He voiced his admiration of the Long Island Sound Study for its dedication to water quality and wetlands restoration in addition to local conservation projects to restore beaches and protect wildlife.

He called the National Estuary Program “an important EPA wetlands protection program for 28 estuaries in the U.S.,” two of which being Long Island Sound and Peconic Bay. The program was established by the Clean Water Act in 1987 to provide grants to states where nationally significant estuaries are threatened.

Zeldin said he will continue to work alongside Democrats and Republicans in the region to secure the funding as he did to stop President Barack Obama’s (D) proposed 22 percent cut to the Long Island Sound Study in 20

The Long Island Sound Restoration and Stewardship Act, he said, was introduced at the last congress by himself and former 3rd District U.S. Rep. Steve Israel (D-Huntington) and will propose tens-of-millions of dollars in funding per year through 2020 for a water quality and shore restoration program. Zeldin plans to reintroduce the bill during this congressional session.

Southold Town Supervisor Scott Russell spoke briefly in response to Zeldin’s longtime presence in the area.

“The people of the East End and people of the first congress have made it clear time and time again that the environment is a top priority and the congressman has been a zealous advocate on behalf of us, on behalf of the environment, and on behalf of our natural resources,” Russell said. “Time and time again, he’s disproved the myth that Republicans aren’t friends of the environment…Republicans are and he is.”

Councilman Bob Ghosio took to the podium to speak about the importance of the proposed funding.

“Talking about nitrogen in the bays and creeks and knowing the Long Island Sound and estuaries [here], particularly in Southold are what drives our economy, our tourism, our jobs and our recreation, just tells me how important this is,” Ghosio said. “Getting the funds to keep this area healthy for the future for my kids, my grandkids and generations thereafter is very important to us.”

When asked by a resident what he thinks of some of his Republican colleagues advancing toward eliminating EPA entirely, Zeldin reminded those in attendance he voted against a 17 percent cut to the EPA last year.

“There are 535 members of congress, all with very different ideologies and backgrounds and you get a whole lot of diversity on these issues and so I have a lot of colleagues who would support completely eliminating the EPA altogether,” Zeldin said. “But again, I voted against the 17 percent cut so to ask me how I feel about a 100 percent cut, there’s some precedent in it.”

Advocates for the health of the Setauket Harbor were given an essential resource to aid in efforts to improve water quality in the North Shore port this week.

State Sen. John Flanagan (R-East Northport) announced he secured a $1 million grant from New York State for Brookhaven Town at a press conference Sept. 20 to be used to improve water quality in the harbor.

The announcement came on the heels of a recent water quality study of Setauket Harbor done by Cornell Cooperative Extension and commissioned by Brookhaven, which turned up troubling results. Setauket Harbor is part of the larger Port Jefferson Harbor complex.

“The recent water quality report commissioned by Brookhaven pointed out that Setauket Harbor has significant water quality issues caused mainly by road runoff from rain water flooding into the harbor after storms,” Laurie Vetere, chairwoman for Setauket Harbor Task Force, a volunteer group, said during the press conference.

The grant will fund three projects relating to the harbor.

Half of the $1 million will go toward improvements to the dock. Forty percent will be used on storm water infrastructure improvements and the remaining $100,000 will be used to remove silt that has accumulated in the harbor and its water sources.

Nitrogen pollution and coliform bacteria have plagued Setauket Harbor in recent years.

“I don’t think we were surprised — the harbor has been struggling for years,” George Hoffman of the Setauket Harbor Task Force said in an email. “It has been closed to shell fishing for more than a decade and the main creek leading to the harbor is filled with sediment and not stopping contaminants in storm water from flowing into the harbor … it’s clear that the harbor has some serious challenges.”

Restrictions were placed on shell fishing in other Long Island waterways by the New York State Department of Environmental Conservation in 2015 because of water quality concerns.

Flanagan said the grant should be a step in the right direction to improve the harbor’s waters.

“Long Islanders are blessed with access to magnificent waterways like Setauket Harbor,” he said during the press conference. “That’s why it is important that all levels of government work together to preserve and protect these fragile ecosystems. This state funding will help support critical improvement projects to restore and revitalize this beautiful natural resource and it is my pleasure to partner with [Brookhaven Town Supervisor] Ed Romaine, the Town of Brookhaven and Setauket Harbor Task Force to help bring this project to reality.”

Flanagan, who is up for reelection in November, said in an interview following the press conference that environmental issues are an “A-1 priority” to his constituents.

“They deeply care about the environment,” he said. “I have a lot of coastal property in the district I’m fortunate enough to represent … it’s all important stuff.”

Romaine (R) has been an advocate for legislation to improve Long Island’s water quality for decades. In June, the town approved a law proposed by Romaine that prohibits structures being built within 500 feet of any Long Island waters from having cesspools or septic systems.

“I thank Sen. Flanagan for his strong advocacy on behalf of the Town to help us get started on improving the water quality in Setauket Harbor and the watershed that surrounds it,” Romaine said. “By acting now, I believe we can prevent further contamination, reverse the damage that has already been done and begin to restore this beautiful natural resource back to a healthy and environmentally sound waterway.”

Brookhaven Town is calling on those residents who know the area best to help herald in a new era for Route 25A, just weeks after passing a resolution to explore a land use plan and study for the area.

On Feb. 4, the town board created a Citizens Advisory Committee for the Route 25A study and plan, and appointed Three Village’s own George Hoffman of the Setauket Harbor Task Force and Jane Taylor, assistant head of The Stony Brook School, to lead the committee.

The efforts could tie in with similar ones in Port Jefferson Station, where residents, with the help of the town planning department, have already finalized their land use plan for the main drag between the Long Island Rail Road tracks at the northern tip of the hamlet and Route 347 at its center. That main road starts as Route 25A and becomes Route 112.

Brookhaven officials are starting up this year on rezoning parcels in that study area to fit the finalized plan.

In Three Village, the new citizens group will also include members from 12 offices or organizations, including the newly renamed Three Village Civic Association, the office of the president of Stony Brook University, members of the Setauket and Stony Brook fire departments, among others, the town said.

For Hoffman, traffic and pedestrian safety is an area for concern for him and other community members and officials alike. About one-and-a-half years ago Hoffman helped establish a kiosk for an Eagle Scout project near Route 25A and the Stony Brook train station. A car destroyed it nearly a month later, he said.

Hoffman said, “It’s a tricky area and there’s a lot of pedestrians” that walk along Route 25A.

Brookhaven Supervisor Ed Romaine (R) said a Stony Brook University student died several years ago when walking along Route 25A. Many others walk along this road throughout the school year.

“When you have the largest state university in the state of New York, it should have sidewalks,” Romaine said.

Hoffman started working to revitalize the area when he joined the civic association board four years ago. His co-chair, Taylor, has lived in the Stony Brook area since 1973 and said that she was pleased with the news of her position on the committee.

“One of the important values that I have … is to be able to give back to our community in some way,” Taylor said.

Taylor added that it’s exciting to see a variety of local organizations unite for this issue. She also said community input is something the supervisor and town Councilwoman Valerie Cartright (D-Port Jefferson Station) wanted from this land use study.

Cartright has worked with the supervisor to address the Route 25A issues.

Last June, Cartright teamed up with the Three Village Community Trust and organized a meeting with residents to get their input on how they’d like to see the street revitalized. According to Cartright, around 100 community members attended the meeting at The Stony Brook School. While there were some differences in opinion, the majority of residents wanted to “keep the small-town feel” and maintain as much open space as possible.

“I think it is part of the planning process. I think we need to always make sure to have the community [as] involved as possible,” Cartright said.

Cynthia Barnes, president of the Three Village Community Trust, said the corridor study was an opportunity for residents to make sure any past successes were not wiped out by future indifference.

“The community has worked hard to prevent Route 25A from turning into an endless corridor of strip malls like so many other places in Brookhaven and elsewhere,” she said in a statement. “Over the past 20 years, civic leaders have actively engaged in community-based planning, advocating land and historic preservation, scrutinizing development proposals and conducting two planning studies, in 1997 and in 2010. As a result, land has been preserved along 25A and throughout the area and the first of 15 historic districts now in Brookhaven were established here in Setauket and Stony Brook.”

Barnes also said the study is an opportunity for the entire community to “influence policymakers and deciders in how they direct future development and redevelopment along our ‘Main Street.’”

Looking ahead, she said the trust urges everyone to participate in this planning process by seeking out information and watching for meetings and workshops — including the trust’s spring “Join the Conversation” series.

The town will conduct the study in phases starting from the Smithtown line to Nicolls Road while the second phase will focus on the remainder of Route 25A to the Poquott Village line. Although Romaine said there’s “tremendous opportunities for redevelopment” of the street, it will take time to revitalize the area. The supervisor agreed with Cartright that community members are key to a successful study and plan.

Cartright is also involved in revitalizing the Port Jefferson Station-Terryville area to meet the needs of residents. The Citizens Advisory Committee there has presented the town with a vision for the area, which the town previously accepted and then voted on Jan. 14 to start rezoning the area to fit that vision.

Port Jefferson Station’s land use plan was built on existing studies of the area, and the town’s Citizens Advisory Committee meetings will add on to previous Route 25A discussions.

“We’re just at the beginning of the process,” Hoffman said. “We want to build off Valerie’s successful community meeting in the summer. People have different views of how they want their community to look [and] we want to make the area really beautiful [for residents].”

After decades of waiting, Brookhaven officials said they were taking legitimate steps toward giving Route 25A a face-lift — starting with Stony Brook.

The town board approved a resolution on Thursday, Jan. 14, to conduct land use studies for Route 25A in Three Village and Port Jefferson Station. The town said it would be holding several meetings over the coming months at which residents can suggest ways to improve the de facto Main Street, especially near the Stony Brook Long Island Rail Road station and where Route 25A meets Nicolls Road.

This three-phase study will start with the Smithtown line to Nicolls Road. The two other phases, including the Port Jefferson Station study, will follow. Route 25A near the Stony Brook train station is part of the first phase.

Brookhaven Town Supervisor Ed Romaine (R) said the town will use money from a contingency fund in its operating and capital budgets to fund the study. The town hasn’t established dates, times and location, but Romaine said meetings will begin once the weather gets warmer in March or April.

“It’s long overdue,” Romaine said about the study. “We will be sending letters to [the Department of Transportation]  and ask them to participate because a lot of the work we’re going to comment on are things [DOT has] to do, like additional sidewalks.”

Several civic leaders across the Three Village and greater North Shore community came out in full support of the land use study on Thursday with hopes of spurring the town board to expedite progress along 25A.

“The intersection of Nicolls Road and Route 25A is really the gateway to the communities of the Three Village community, and quite frankly it’s sort of a hodge-podge of commercial and retail buildings,” said George Hoffman, vice president of the Three Village Civic Association. “We also have a real problem with safety … because the corridor is really lacking crosswalks and sidewalks.”

The town also asked Stony Brook University to participate in this study. Similar land use studies and plans for Route 25A were conducted in 1963 and 1975 according to Robert de Zafra, former president of the Civic Association of the Setaukets and Stony Brook. A third study was conducted around 20 years ago.

Current civic leaders like Shawn Nuzzo, president of the Civic Association of the Setaukets and Stony Brook, have tried kick-starting revitalization efforts for Route 25A near the Stony Brook train station for several years. Nuzzo has often been at the forefront of all discussions relating to upgrading 25A and ushering in a new era of commercial and residential prosperity across the main road.

At Thursday’s town board meeting, Nuzzo said the town was finally taking a different approach when working with civic groups.

“There’s been a lot of false starts with this area because it was based in the past on this old top-down model, where the people at the top were going to tell the people at the bottom what they’re going to live with for the next 50 years,” Nuzzo said at Town Hall before Brookhaven passed the resolution. “But this model now with this corridor study and community visioning, this is a bottom-up model.”

Over the last several years, Stony Brook University students have worked with their professors to propose idealistic and practical ways to improve the area by the train station. The groups have been hosting events with residents at the Bates House in Frank Melville Memorial Park in Setauket and other locations, where they have pitched their plans based on various land studies of the 25A corridor.

Professor Marc Fasanella from Stony Brook University has been leading entire classes on the revisioning of Route 25A and challenging his students with finding realistic ways to make the corridor more appealing visually and logistically.

In a previous interview with Times Beacon Record Newspapers, he said the crux of the challenge was to think outside the box, no matter how outlandish the plans might seem.

“We looked at this as a tremendous opportunity for our students and for the community moving forward,” Fasanella said. “Are we dreaming? Of course we’re dreaming.”

Nuzzo said the area by the train station has united people throughout the community, but the entire corridor, especially near the LIRR, can not only be safer but also more visually appealing to the community.

“This is an issue that transcends political lines,” he said. “This is an issue that has unified both the civic association and the Chamber of Commerce who have historically been at odds with one another. We’re in that redevelopment phase of this corridor and this is really a once in a lifetime opportunity to have a community vision to have something nice for 75 to 100 years.”

They’ve covered a lot of ground — and water — in their first year, but members of the Setauket Harbor Task Force are only getting started.

The all-volunteer Setauket Harbor Task Force, led by residents and cofounders Laurie Vetere and George Hoffman, held its first general meeting on Oct. 29, 2014, and meetings have grown to host nearly 100 residents. Since the first meeting, members of the group have become a known force for North Shore environmentalism, and their efforts have washed upon the shores of civic leaders, elected officials and beyond. The group has spent the past year studying the harbor, influencing the public debate surrounding it and garnering public support for its preservation and sustainability.

For their contributions to the North Shore’s environmental discussion, members of the Setauket Harbor Task Force have been named 2015 Times Beacon Record Newspapers People of the Year.

On the ground level, civic members in the Setauket and Stony Brook communities have become big fans of the Setauket Harbor Task Force and have continuously teamed up with the group to help promote its mission of preserving the communities’ waterways. Shawn Nuzzo, president of the Civic Association of the Setaukets and Stony Brook, said he stood behind the Task Force’s work with hopes that it could help bring back a strong and vibrant Long Island economy based on the sustainable harvesting of coastal shorelines.

“We have a sordid and shameful history of polluting our Long Island waterways,” Nuzzo said. “For years, scientists and environmentalists have been warning of the harmful effects of nitrogen and other contaminants in our water. But it is only relatively recently that the politicians have begun discussing remediating the situation, thanks in part to advocacy groups like the Setauket Harbor Task Force.”

The Task Force has been hosting regular walking tours of the harbor and its surrounding environmental beauties with hopes of reminding the community just how important it is to maintain.

Some of the group’s key concerns have included making sure the town pays attention to the road runoff retention basin that forms near the inlet at Setauket Harbor and maintaining park property just to the west of the area’s footbridge.

The Task Force also launched its first Setauket Harbor Day back in September — a free event held at the Shore Road dock, established to inspire the community to join the Force in its efforts to clean and preserve the harbor.

Since the group’s inception, members have been working hand-in-hand with elected officials from various levels of government, and so far their messages have been heard loud and clear.

State Assemblyman Steve Englebright (D-Setauket) has been a consistent voice in the North Shore’s environmental discussion, having held previous positions as a geologist and biologist before becoming a public servant. And with his expertise, Englebright referred to the Setauket Harbor Task Force as an epicenter of community pride that has made a tremendous impact on the North Shore.

“We have a sense of purpose now to work between our civic community and the town and the state — it’s just wonderful,” he said. “I guess everybody would hope that government would do all of this on its own, but the additional attention and focus being brought by citizens who have taken this initiative on is just terrific. So my sense is that by establishing the Setauket Harbor Task Force, and providing a forum where issues that relate to the overall health of the ecosystem in our harbor can be discussed, we have a matter of focus.”

The group has received support from Brookhaven officials as well. Town Supervisor Ed Romaine (R) said the Task Force represents the best of Brookhaven.

“These are citizens coming together and recognizing a common problem and looking to make a positive difference,” Romaine said. “We are prepared to spend money to enact some of the things they are trying to achieve. This is a commitment and what helps us is that we have partners on the local level — people who step up to the plate.”

Town Councilwoman Valerie Cartright (D-Port Jefferson Station) echoed those sentiments after spending the year working closely with the Task Force.

“The formation of the Setauket Harbor Task Force is a significant step in addressing some of the environmental concerns in the area,” she said. “It is a vehicle for the community to work together to assist in preserving our harbor and improving our water quality. I thank the members of the Task Force for all of their hard work to bring awareness of the needs of the Harbor to the community. I had the privilege of attending the first Setauket Harbor Day this past summer, which I believe was a success, as it was both entertaining and educational.”

Looking ahead, Englebright said he’d hope to see the group follow through in working with the Town of Brookhaven to see what kinds of progress can be achieved in addressing road runoff issues and restoring the ecological balance of some of the most disrupted areas along the harbor.

“The fact that the town is planning to dredge the basin is, in part, a response to the initiative of local citizens,” Englebright said. “That partnership is really all too rare, and it’s ideally what government should be doing. I hope the town continues to realize that this is a wonderful and promising partnership.”
